SPA Approves Measures Taken by Foreign Ministry as regards Nuclear Issue

     Pyongyang, September 3 (KCNA) -- The First Session of the Eleventh Supreme People's Assembly (SPA) on September 3 adopted Decision of the DPRK SPA "On approving the external measures taken by the DPRK Foreign Ministry as regards the nuclear issue between the DPRK and the U.S." The decision says:
    The First Session of the Eleventh Supreme People's Assembly of the Democratic People's Republic of Korea examined the nuclear issue between the DPRK and the U.S. that has reached a grave phase due to the Bush administration's extremely hostile policy toward the DPRK and made the following decision:
    The nuclear issue is a product of the U.S. hostile policy toward the DPRK from A to Z.
    In the hope of seeking a peaceful negotiated settlement of the nuclear issue between the DPRK and the U.S. the DPRK government recently participated in the multilateral talks, not sticking to any format of talks, and confirmed whether the Bush administration is willing to make a policy switchover or not.
    At the talks the DPRK clarified that the denuclearisation of the Korean peninsula is the general goal of its government and made clear the stand that it would scrap its nuclear program if the U.S. gives up its hostile policy toward the DPRK in practice.
    And it set forth a reasonable and comprehensive proposal to denuclearise the Korean peninsula.
    However, the Bush administration, in utter disregard of the DPRK's reasonable proposal, imposed upon the DPRK the brigandish demand that the DPRK scrap its nuclear program first.
    The U.S. has totally denied the inviolable people's power of Korean style, terming the DPRK "part of an axis of evil" and "a target of preemptive nuclear attacks." It raised the arrogant and brigandish demand that the DPRK scrap its nuclear program first in a complete, verifiable and irreversible manner.
    This offered the DPRK an opportunity to confirm that the Bush administration still intends to disarm the DPRK and use the multilateral talks for laying an international siege to the DPRK to isolate and stifle the DPRK.
    Now that the U.S. does not want to co-exist peacefully with the DPRK at all and seeks to disarm the DPRK completely, the Foreign Ministry of the DPRK, upon the government's authorization, declared to the world that the DPRK would not feel any need to have such talks nor show any interest and expectation for them any longer and it would have no other option but to keep and increase its nuclear deterrent force as a just self-defensive means to repel the U.S. preemptive nuclear attacks and ensure peace and stability in the Korean peninsula and the region.
    The First Session of the 11th Supreme People's Assembly of the DPRK considered as just all the measures taken by the Foreign Ministry upon the authorization of the DPRK government, supported and approved them and decided to take relevant measures.

Kim Jong Il Reelected Chairman of DPRK National Defence Commission

     Pyongyang, September 3 (KCNA) -- The first session of the 11th -term Supreme People's Assembly of the Democratic People's Republic of Korea reelected leader Kim Jong Il chairman of the National Defence Commission of the DPRK. The session solemnly declared at home and to the world that it reelected Kim Jong Il, general secretary of the Workers' Party of Korea and supreme commander of the revolutionary armed forces who has performed immortal feats to be recorded in the history of the country forever and glorified the DPRK as the everlasting country of the great sun, chairman of the NDC of the DPRK, reflecting the unanimous will and desire of all the servicemen and the people.
    The historic moment Kim Jong Il has been reelected chairman of the NDC of the DPRK all the deputies to the SPA and the participants in the session broke into stormy cheers of "Hurrah!" overwhelmed with unbounded emotion, jubilation and ardent reverence.
    It is the greatest honour and happiness of the servicemen and the people of the DPRK and a great auspicious event of the country and the nation to have reelected Kim Jong Il to the highest post of the state.
    This is an expression of the absolute support and trust of all the servicemen and the people in him, who has turned the country into an ideologically and politically strong country and a military power, consolidated the single-hearted unity of the leader, the Party, the army and the people as an unbreakable one, created a new history of prosperity of the country with his Songun revolutionary leadership and made an immortal contribution to accomplishing the cause of independence against imperialism.
    And this marks a great event strikingly demonstrating the firm will and faith of the servicemen and the people of the DPRK to resolutely meet all challenges of the imperialists and reactionaries and foil their moves to isolate and stifle the DPRK, firmly defend the security of the country and the sovereignty of the nation and build a great prosperous powerful socialist country on the land without fail under the experienced and seasoned leadership of Kim Jong Il.

KCNA Urges U.S. to Refrain from Rash Acts

     Pyongyang, September 3 (KCNA) -- The United States is escalating its military moves to threaten the DPRK behind the screen of dialogue. The U.S. is staging various forms of military drills in and around the Korean peninsula while speeding up the missile testfire and the development of smaller nukes in real earnest.
    It conducted a ground missile testfire at the Vandenberg Air Force Base in California on Aug. 16 and plans to conduct a similar test in the Marshal! Islands in the near future.
    The Bush administration has already mapped out a plan to take emergency measures for the use of nukes and issued an order to develop smaller nukes.
    According to it, the research group under the U.S. Department of Energy will complete a design for manufacturing smaller nuclear bombs at the cost of 40-50 million US dollars in 2-3 years to come.
    To this end the U.S. Senate abrogated a law that has prohibited the development of smaller nukes for the last decade, thus releasing the legal brake on the development of smaller nuclear bombs.
    It is by no means fortuitous that El Baradei, general director of the International Atomic Energy Agency, complained as regards the U.S. development of smaller nukes that the U.S. is working to complete the development of nukes while demanding other countries not have access to those weapons.
    What is serious is that missile testfire and the development of smaller nukes by the U.S. are aimed to launch preemptive nuclear attacks and armed invasion of the DPRK.
    The U.S. undisguised military threat and blackmail behind the screen of dialogue go to clearly prove that the U.S. does not want a peaceful solution to the nuclear issue on the Korean peninsula at all but only seeks a nuclear stand-off.
    The U.S. attempt to browbeat somebody with a military threat is anachronistic and foolish as it does not know who its rival is.
    The U.S. had better stop running amuck, properly understanding the firm will of the DPRK ready for both dialogue and war.

     Pyongyang, September 3 (KCNA) -- Ahmed Amer Al Muakkaf, secretary of the People's Bureau of the Great Socialist People's Libyan Arab Jamahiriya, Tuesday evening hosted a reception on the occasion of the 34th anniversary of the Great September First Revolution in Libya. Japan Urged to Apologize and Compensate for Mass Killings of Koreans

     Pyongyang, September 3 (KCNA) -- The Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon) Monday made public an appeal to all the Koreans in Japan 80 years after the mass killings of Koreans during the Kanto quake of 1923. The Japanese reactionary rulers committed unprecedentedly monstrous atrocities by indiscriminately killing Koreans through the mobilization of the army and police and even civilians and mediamen during the quake in Kanto in 1923.
    Recalling that the Japanese government is resorting to evermore vicious moves against the Koreans in Japan, far from making apology and compensation, though 80 years have passed since the massacre, the appeal stressed that Chongryon can never pardon the recent grave provocations committed by the Japanese government and right-wing reactionaries against the Koreans in Japan and its organizations.
    The appeal called upon the Koreans in Japan to recollect with strong resentment the bloodstained history of the killings of Koreans 80 years ago, irrespective of idea, political view and affiliation, and wage a nation-wide struggle to disclose the truth to the world and strongly demand the Japanese government probe it and apologize and compensate for them.
    Meanwhile, Jo Ryong Hyon, vice-chairman of the Central Standing Committee of Chongryon, issued a statement on Aug. 29 in connection with the fact that the Japanese Lawyers' Federation advised the Japanese prime minister to admit full responsibility and apologize for the killings of Koreans committed during the Kanto quake.

"February 16 Science and Technology Prize" Instituted

     Pyongyang, September 3 (KCNA) -- The "February 16 Science and Technology Prize", the highest prize in the field of science and technology of the Democratic People's Republic of Korea, was instituted recently. The prize is to be awarded to scientific and technical projects, scientists and technicians that rendered distinguished services to the development of national economy and the improvement of people's living, in the name of the DPRK Cabinet on the occasion of February 16, the birthday of leader Kim Jong Il, every year.
    It will also be conferred on universally recognized scientific inventions, discoveries and researches made in basic sciences including mathematics, physics, chemistry and biology, and on scientific and technical books, dictionaries and software as valuable as national treasure.
    Projects are to be honored with certificate and monetary prize (or goods) and scientists and technicians with certificate, medal and monetary prize (or goods).

Korean Jewel Picture

     Pyongyang, September 3 (KCNA) -- Korean jewel picture has made a rapid development, admired by the world people as a "miracle of human culture and art" and "mysterious and fascinating fine arts." In August Juche 77 (1988), leader Kim Jong Il saw art works of a new style peculiar in materials and clear in depiction, and named them "Korean jewel picture."
    Under his wise leadership, a Korean jewel picture production was organized at the Mansudae Art Studio. The production has created art works based on the style of the Korean painting to suit the emotion of the Korean people.
    "River Taedong in February," "Snow Falls," "Pigeon Dance," "Pheasants" and "Wisteria Flower and Puppies" are typical of the masterpieces created by the production.
    Korean jewel picture obtained the patent and a gold medal at the exhibition of international inventors held in China in Juche 77 (1988) and won a special prize and a medal at the Inter Kamen (International Exhibition of Stones and Stone Processing Technology) held in Poland in April last.

55 Years of DPRK Reviewed

     Pyongyang, September 3 (KCNA) -- The Korean people look back with high national pride and self-confidence on more than half a century covered by the DPRK during which it has consistently pursued the independent foreign policy and strikingly demonstrated its dignity and might to the world, says Rodong Sinmun today in a signed article. It goes on:
    The DPRK has held high the banner of independence as desired and wished by the Korean people, swimming with the trend of the times.
    In the course of protracted struggle to put an end to the Japanese imperialists' colonial rule and liberate the country and the struggle against the U.S. imperialists' ceaseless moves for a war of aggression, a struggle dating back to the 1950s the Korean people have keenly realized that independence of the nation is more precious than their own life.
    The DPRK considers the Juche idea, the greatest idea of independence representing the present times, as the only guiding idea. Independence is an avowed idea of its foreign policy. It has made strenuous efforts for its realization.
    The DPRK has shaped and implemented its foreign policy with its independent judgement and decision. It has exerted positive efforts to firmly defend the sovereignty of the country in foreign relations, respect and protect the sovereignty of other countries and solve all the issues arising on the international arena independently in the interests of the Korean people, in the common interests of the world people and on the principle of international justice and impartiality.
    The independent policy of the DPRK has commanded international support and sympathy for its validity and realistic nature and demonstrated its great vitality and influence.
    Countries which strive to improve and boost relations with the DPRK and the number of its supporters and sympathizers are on a steady increase and international solidarity is growing stronger. This is a clear proof of the validity and the great vitality of the independent foreign policy of the DPRK.
    Over the past 55 years the DPRK has enjoyed remarkably high international authority and prestige and steadily boosted friendly and cooperative relations with many countries of the world despite the acute and complicated international situation and the dramatic change in international relations. And the international solidarity with the Korean revolution has grown stronger. These are a clear proof of the validity and the vitality of the independent policy of the DPRK.

Report Made by Chairman of SPA Credentials Committee

     Pyongyang, September 3 (KCNA) -- The Credentials Committee of the Supreme People's Assembly confirmed that all the elected deputies to the SPA are qualified to be deputies to the SPA, noting that the election of deputies to the 11th Supreme People's Assembly was conducted strictly according to the "DPRK law on the election of deputies to people's assemblies at all levels" and the 100 percent of the electors voted for candidates for deputies to the SPA registered at all the constituencies. Jon Pyong Ho, chairman of the Committee, said this in a report made at the first session of the 11th SPA held at the Mansudae Assembly Hall here today.
    According to his report, the elected deputies to the SPA are the true representatives of the people who have devotedly worked for the prosperity of the socialist country, the strengthening and development of the government of the DPRK and the people. Among them are anti-Japanese revolutionary fighters, who devotedly worked for the liberation of the country, the freedom and emancipation of the people and the victorious advance of socialist construction, and war veterans who performed brilliant feats in the Fatherland Liberation War and those who made distinguished services in the war.
    Workers account for 33.4 percent of the deputies, farmers 9.3 percent and women 20.1 percent all of whom have performed feats in socialist construction and the building of a great prosperous powerful nation.
    They also include officials of party, power and administrative and economic organs and working people's organizations, those of different fields including science, education, public health, culture and arts and the press and those of the General Association of Korean Residents in Japan and organizations under it.
    48 percent of them were awarded "Kim Il Sung Order", "Kim Il Sung Prize", titles of heroes and heroines of the Republic and those of labor and honorary titles and 89.5 percent of them are recipients of academic degrees or titles such as professors and doctors, scientists, technicians and experts.
    2.2 percent of them are under the age of 35, 50.1 percent from 36 to 55 and 47.7 percent 56 years old and above. And 91.9 percent of them are university graduates and 6.1 percent college and higher technical school graduates.
    This proves that the highest power organ is a proper combination of revolutionary fighters and faithful servants of the people who have devotedly worked for the country and people with intense loyalty to the party and the leader true to Kim Jong Il's Songun revolutionary leadership, able officials equipped with rich knowledge, advanced science and technology, experienced officials trained in the course of revolutionary struggle and construction work and young officials ready to succeed to the revolution, Jon Pyong Ho noted.

Japan Urged to Undo Unreasonable Measure

     Pyongyang, September 3 (KCNA) -- Minju Joson today in a signed commentary denounces the Japanese reactionaries' moves against the General Association of Korean Residents in Japan (Chongryon) as evidenced by their acts of laying explosives at Chongryon institutions, firing bullets, hurling abuses and assaulting Chongryon officials and Korean children and unreasonable economic sanctions against the facilities related to Chongryon. The Tokyo Metropolitan Office recently imposed heavy fixed property tax on the land and buildings of several Chongryon facilities and its governor disclosed its attempt to take forcible measures against them, the commentary says, and goes on:
    The Japanese reactionaries are threatening and pressurizing Chongryon and Koreans in Japan through violent terrorist acts and unreasonable economic measures in a bid to arrest their activities.
    The unfriendly and hostile act of the Japanese authorities and right-wing gangsters against Chongryon can never be pardoned. The Japanese authorities are obliged to ensure Chongryon and Koreans in Japan democratic rights and freedom of activities in view of historical circumstances and humanitarianism.
    No more terrorism against Chongryon institutions and Koreans should be allowed to happen again in Japan and the unreasonable measure taken on the basis of personal prejudice and assertions must be withdrawn at once.

1st Session of 11th SPA of DPRK Held

     Pyongyang, September 3 (KCNA) -- The First Session of the 11th Supreme People's Assembly of the Democratic People's Republic of Korea was held at the Mansudae Assembly Hall on September 3. The session was attended by newly elected deputies to the SPA.
    Also present there as observers were officials of the Party, military and power organs, social organizations, ministries and national institutions, officials of the scientific, educational, cultural and art, public health and press institutions and officials of the General Association of Korean Residents in Japan (Chongryon) visiting the socialist homeland.
    Leader Kim Jong Il, general secretary of the Workers' Party of Korea and supreme commander of the Korean People's Army, appeared on the platform.
    The platform was taken by senior officials of the Party, the state and the army, Kim Yong Nam, Jo Myong Rok, Pak Song Chol, Kim Yong Ju, Hong Song Nam, Kim Yong Chun, Kim Il Chol, Jon Pyong Ho, Yon Hyong Muk, Han Song Ryong, Kye Ung Thae, Ri Yong Mu, Ri Ul Sol, Paek Hak Rim, Kim Chol Man, Yang Hyong Sop, Choe Thae Bok and members of the Presidium of the SPA.
    So Man Sul, chairman of the Central Standing Committee of Chongryon, was also seen on the platform.
    All the participants in the session observed a moment's silence in memory of President Kim Il Sung.

    The session elected Deputy Jon Pyong Ho chairman of the Credentials Committee of the 11th SPA and 6 deputies members of the committee. The session decided on the following agenda items.
    1. Election of chairman of the National Defence Commission of the DPRK.
    2. Election of the state leading organs of the DPRK.
    3. On the adoption of the decision of the DPRK SPA "On approving the external measures taken by the DPRK Foreign Ministry as regards the nuclear issue between the DPRK and the U.S."
    The session discussed the first agenda item.
    Deputy Kim Yong Nam made a speech on the election of the chairman of the National Defence Commission of the DPRK.
    Hee courteously presented to the SPA the proposal of the Central Committee and the Central Military Commission of the WPK to reelect Kim Jong Il chairman of the National Defence Commission of the DPRK.
    All the deputies and participants fully supported and approved the proposal with enthusiastic cheers and applause.
    The session solemnly declared that Kim Jong Il has been reelected chairman of the NDC of the DPRK.
    The session discussed the second agenda item.
    President, vice-presidents and honorary vice-presidents of the Presidium of the DPRK SPA and its secretary and members were elected at the session.
    At the proposal of Kim Jong Il, the session elected first vice-chairman, vice-chairmen and members of the NDC of the DPRK.
    Premier of the DPRK Cabinet was elected at the session.
    Deputy Pak Pong Ju, premier of the Cabinet, proposed the list of members of the Cabinet and they were appointed with unanimous approval.
    The session appointed the public prosecutor general of the Central Public Prosecutors Office and elected the president of the Central Court.
    It elected the committees of the DPRK SPA, the Legislation Committee and the Budget Committee.
    The session discussed the third agenda item.
    The decision of the DPRK SPA "On approving the external measures taken by the DPRK Foreign Ministry as regards the nuclear issue between the DPRK and the U.S." was adopted with the unanimous approval at the session.
    Deputy Jon Pyong Ho, chairman of the Credentials Committee, made a report of the committee of the 11th SPA of the DPRK and the session adopted a decision on approving it.
    On behalf of the members of the Cabinet Pak Pong Ju took an oath before the deputies to the SPA.

Kim Jong Il's Reelection as Chairman of NDC of DPRK Proposed

     Pyongyang, September 3 (KCNA) -- It is the absolute intention and firm will of all the members of the Workers' Party of Korea, officers and men of the People's Army and people of Korea to build a great prosperous powerful socialist nation and achieve independent reunification of the country and the final victory of the revolutionary cause of Juche under the Songun banner, with leader Kim Jong Il in the van of revolution. Deputy Kim Yong Nam said this in his speech on the first agenda item of the First Session of the 11th Supreme People's Assembly of the Democratic People's Republic of Korea held on Sept. 3.
    He courteously presented to the session a proposal of the Central Committee and the Central Military Commission of the WPK for reelecting Kim Jong Il chairman of the National Defence Commission of the DPRK.
    Invariably entrusting Kim Jong Il with the chairmanship of the NDC of the DPRK is a manifestation of the firm revolutionary faith of the army and people of Korea to accomplish the revolutionary cause of Juche to the end, firmly united around him and an expression of the absolute trust of them who clearly realized his greatness in the long revolutionary struggle, he said, and went on:
    Thanks to Kim Jong Il's energetic ideological and theoretical activities and tested leadership, the immortal Juche idea and the original Songun idea, the embodiment of the idea, were formulated and a radical turn has been brought about in the cause of building the Party, revolutionary armed force and state.
    His Songun politics has set up a milestone of national reunification common to the nation and opened a phase of an epoch-making turn in development of inter-Korean relations for the first time in the history of its division and unprecedentedly strengthened the international position and authority of the country by remarkably expanding the external relations of the Republic as it is a genuine patriotic and independent policy, he pointed out, and continued:
    To re-elect Kim Jong Il to the top post of our state is the supreme requirement of our revolution and the earnest and solemn request of all the Korean people and the progressives who strive to make the 21st century a century of a great prosperous powerful nation and a century of victory in the human cause of independence.
    Our army and people, conscious of the important mission of the times given by history, will faithfully strive to carry out the revolutionary cause of Juche pioneered on Mt. Paektu to the last, build a great prosperous powerful socialist nation in this land, reunify the country and speed up the cause of global independence, holding Kim Jong Il in high esteem as the supreme leader of our Party, State and revolutionary armed forces.

     Pyongyang, 3 de septiembre (ATCC) -- El Dirigente Kim Jong Il fue reelecto como Presidente del Comite de Defensa Nacional (CDN) de la Republica Popular Democratica de Corea (RPDC) en la Primera Sesion de la Oncena Legislatura de la Asamblea Popular Suprema de la RPDC. La sesion declaro solemnemente al interior y el exterior del pais el hecho de que en reflejo de la unanime voluntad y deseo de todos los soldados y oficiales del Ejercito Popular y el pueblo de Corea fue reelegido como Presidente del CDN de la RPDC el Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea y Comandante Supremo de las fuerzas armadas revolucionarias quien acumulo inmortales hazanas que luciran eternamente en la historia de la patria y quien hace de la RPDC un eterno pais del gran sol.
    En este momento historico, todos los diputados a la APS y otros participantes en la sesion, llenos de infinita emocion, jubilo y fervorosa veneracion, lanzaron tempestuosas aclamaciones de "!Viva!"
    La reeleccion del Dirigente en el cargo supremo del Estado es una gran gloria y felicidad de nuestro ejercito y pueblo y un gran acontecimiento de nuestra patria y nacion.
    Tambien, constituye una expresion del absoluto apoyo y confianza de todos los oficiales y soldados del Ejercito Popular y del pueblo hacia el Dirigente quien convirtio la RPDC en una invencible potencia ideologica, politica y militar, hizo indestructible la unidad monolitica entre el lider, el partido, el ejercito y el pueblo, creo con la direccion sobre la revolucion mediante el Songun (priorizacion militar) una nueva historia de la prosperidad y el enriquecimiento del pais y hace inmortal aporte al cumplimiento de la causa antiimperialista e independiente.
    Ademas, constituye un evento trascendental que manifiesta claramente la ferrea voluntad y la conviccion del ejercito y el pueblo de Corea de defender firmemente la seguridad del pais y la soberania de la nacion y levantar sin falta una gran potencia prospera socialista en este territorio frustrando resueltamente toda clase de desafios y las maniobras de aislamiento y aplastamiento de los imperialistas y otros reaccionarios, bajo la veterana y probada direccion del Dirigente Kim Jong Il.

Kim Jong Il recibe certificado de ciudadano honorario y presente de Mexico

     Pyongyang, 3 de septiembre (ATCC) -- EL Dirigente Kim Jong Il recibio el certificado de ciudadano honorario y presente de la ciudad de Santa Cruz Qiletla de Mexico. En el certificado se lee: La municipalidad de Santa Cruz Qiletla da este certificado de ciudadano honorario a Su Excelencia Kim Jong Il en alta evaluacion a su contribucion al fortalecimiento del lazo de amistad y la solidaridad entre los dos paises. El alcalde de la ciudad los entrego al embajador de la Republica Popular Democratica de Corea en Mexico.
    En la ocasion el alcalde dijo que al frente del pueblo coreano en lucha contra las arbitrariedades de EE.UU. esta el gran Dirigente y expreso su admiracion por la sabia direccion de Su Excelencia Kim Jong Il, gran Lider, su inteligencia excepcional y su ferrea voluntad.
    Senalo que los funcionarios de la municipalidad y los ciudadanos, con el sentimiento de veneracion a Su Excelencia Kim Jong Il, decidieron registrarlo como ciudadano honorario de su ciudad y obsequiarle el "baston de mando" que es un orgullo y simbolo de la ciudad.
    Subrayo que el registro de Su Excelentisimo Senor Kim Jong Il como ciudadano honorario de su ciudad es un honor y orgullo de si mismo y de todos los demas ciudadanos.
    Finalizo que ante el camino de Corea heroica que disfruta de la direccion del gran Lider habra siempre la victoria y la gloria.
