KCNA Dismisses Resolution of IAEA Meeting

    Pyongyang, September 23 (KCNA) -- A "resolution" on the issue of the DPRK was reportedly adopted at the 47th meeting of the International Atomic Energy Agency on Sept. 19. The resolution demanded the DPRK "return to the Nuclear Non-proliferation Treaty (NPT) and scrap its nuclear program in a verifiable manner."
    The DPRK can never recognize but declares invalid such "unreasonable resolution" as it was adopted in disregard of the nature of the nuclear issue, a product of the U.S. hostile policy towards the DPRK, and the status in which the DPRK is no longer bound to the NPT.
    This resolution does not deserve even a passing note as the DPRK is no longer legally bound to the NPT because it is not committed to implement it.
    As already known, it is not the first time that the IAEA adopted such unjust resolutions against the DPRK under the manipulation of the U.S.
    On November 29, 2002 and January 6, 2003 it adopted unilateral resolutions demanding the DPRK scrap its "nuclear program".
    The U.S. used the IAEA for internationalizing the campaign to stifle the DPRK thus eliminating even the last possibility of peacefully settling the nuclear issue on the Korean peninsula.
    Under this situation the DPRK government issued a statement on January 10, 2003 declaring that the withdrawal from the NPT, which had been temporally suspended took effect automatically and immediately.
    The DPRK thus completely pulled out of the NPT on January 11, 2003.
    With the withdrawal from the NPT the DPRK was completely free from the binding force of the Safeguards Agreement with the IAEA according to Article 3 of the NPT.
    It is quite unacceptable to anyone that the IAEA meeting discussed the nuclear issue on the Korean peninsula and adopted a resolution attacking the DPRK though it is not a signatory to the NPT.
    In fact the DPRK has nothing to do with the IAEA. Therefore, the resolution is being denounced and ridiculed by everyone as its adoption is a senseless act reminding one of a dog barking against the moon.
    What should not be overlooked is that the IAEA is still acting a henchman and spokesman for the U.S. to serve the purpose of its hostile policy toward the DPRK to disarm it and destroy its system by forcing it to scrap its "nuclear program" before dialogue.
    This time, too, the IAEA said nothing of the U.S. which has grossly violated the NPT and the DPRK-U.S. Agreed Framework but pressurized the DPRK, a victim, to give up its right to self-defence, thus fully disclosing its true colours as a political waiting maid of the U.S.
    It was quite natural that a delegate of a member state that attended the meeting dismissed the resolution as an "unbalanced one". This was proper criticism of the partial resolution.
    It would be better for the delegates of those countries which supported the resolution to take a walk and drink coffee than sitting idle for unproductive discussion.
    The DPRK once again keenly realized what a beneficial step it took to protect its right to existence and dignity when it terminated its relations with the unfair and partial IAEA which is in the clutches of the U.S. and withdrew from the NPT.
    The IAEA and its member states are well advised to behave themselves for their own sake.


Kim Yong Nam Meets Syrian Delegation

    Pyongyang, September 23 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, met and had a friendly talk with the delegation of the Syrian Foreign Ministry headed by Vice Foreign Minister Issa Darwish at the Mansudae Assembly Hall Monday. Present there were Vice Foreign Minister Kung Sok Ung and other officials concerned and Muhammad Adib Alhani, Syrian charge d'affaires ad interim here.
    Issa Darwish noted that he was pleased with the favorably developing friendly and cooperative relations between the two countries, saying that he was greatly impressed to see many things during his stay in the DPRK.
    He wished the Korean people great success in their efforts for the prosperity of the country, closely united around leader Kim Jong Il.


U.S. Anti-DPRK Diatribe under Fire

    Pyongyang, September 23 (KCNA) -- Shortly ago, the Bush administration reportedly decided to impose sanctions against the DPRK under the absurd pretext that it does not actively combat such modern crimes as human traffic. The U.S. even staged maritime inspection exercises targeted against the DPRK ships by mobilizing its followers. Minju Joson today carries a signed commentary, which reads in part:
    Sanctions and military threat and blackmail never work on the army and the people of the DPRK. The U.S. hostile policy toward the DPRK aimed at stifling it is a pipe dream that stands no chance of realization.
    The army and the people of the DPRK have so far advanced unswervingly along the road they chose despite the U.S. persistent sanctions and military threat and blackmail. They will remain invariable in this stand in the future.
    The U.S. should drop its anachronistic hostile policy toward the DPRK and its attempt to stifle it. This is urgently needed for the improved bilateral relations, for the development of the international situation as a whole and for the U.S. itself.
    If the U.S. persistently clings to the hostile policy toward the DPRK, it will be held fully responsible for all the ensuing consequences.
    Option is not the monopoly of the U.S. The DPRK also has the freedom of choice. The U.S. should clearly see the reality and stop such foolish act at once.


Pyongyang Visiting Group of S. Korean Youth and Students Arrives

    Pyongyang, September 23 (KCNA) -- A Pyongyang visiting group of south Korean youth and students arrived here yesterday. The visiting group was greeted at the airport by Ri Myong Won, secretary of the Central Committee of the Kim Il Sung Socialist Youth League, and officials of the Korean Student Committee and the North Headquarters of the National Alliance of Youth and Students for the Country's Reunification.


U.S. Arms Buildup Flayed

    Pyongyang, September 23 (KCNA) -- The U.S. imperialists' supply of Patriot 3 to their troops in south Korea for an actual war is a premeditated arms buildup against the DPRK, says Minju Joson in a signed commentary today. It goes on:
    Patriot 3 launcher can reportedly accommodate up to 16 missiles, 12 more than Patriot 2.
    They describe their reckless military step as intended to "secure war deterrent". This is no more than sophism to justify their preparation of a war against the DPRK.
    To secure war deterrent is the DPRK's supreme task. For it to consolidate its self-reliant defenses and build up nuclear deterrent is an essential task to defend the sovereignty and dignity of the country from the aggression of the U.S. imperialists.


Letters and Gifts to Kim Jong Il

    Pyongyang, September 23 (KCNA) -- Leader Kim Jong Il received a letter from Igori Moiseyev, founder of the Russian Moiseyev State Academy Folk Dance Troupe, and a congratulatory letter from the head of the visiting troupe. And he received gifts from the troupe and its head.
    Manager of the dance troupe Yelena Shervakova who is heading the troupe conveyed them to an official concerned on Sept. 21.


Wreaths Laid before Bust of Kim Jong Suk

    Pyongyang, September 23 (KCNA) -- Wreaths were laid before the bust of Kim Jong Suk, an anti-Japanese war hero, at the Revolutionary Martyrs' Cemetery on Mt. Taesong yesterday on the occasion of the 54th anniversary of her death. A wreath sent by leader Kim Jong Il was seen standing there.
    Senior officials of the Party, the state and the army, chairpersons of friendly parties, members of the Cabinet, senior officials of the Party, military and power organs, working people's organizations, ministries and national institutions, servicepersons of the Korean People's Army, working people and school youth and children in Pyongyang were present at the wreath-laying ceremony.
    Also present were overseas compatriots staying in the socialist homeland.
    Amid the playing of the wreath-laying music, wreaths were laid in the name of the Central Committee of the Workers' Party of Korea, the Presidium of the Supreme People's Assembly of the DPRK and the DPRK Cabinet.
    Wreaths were laid in the name of the Ministry of the People's Armed Forces, working people's organizations, ministries, national institutions, units of the KPA, scientific, educational, cultural, art, public health and press institutions, the national joint organization of the Korean Children's Unions, party and power organs, factories and farms in Pyongyang and delegations and visiting groups of overseas compatriots and bouquets were also laid there.
    The participants observed a moment's silence in memory of Kim Jong Suk, who dedicated her noble life to the sacred cause of the liberation of the country and the freedom and happiness of the people, looking back on her glorious revolutionary life and immortal revolutionary feats.


Lively Response Evoked by Military Parade Held in DPRK

    Pyongyang, September 23 (KCNA) -- Genaro Ledesma Izquieta, chairman of the People's Front of Workers, Peasants and Students of Peru, on September 12 issued a statement titled "The DPRK Made the U.S. Shudder" as regards the military parade and mass demonstration held in celebration of the 55th anniversary of the DPRK. Referring to the fact that CNN TV and other U.S. broadcasting programs monitored in Lima made an unprecedented wide coverage of the military parade and mass demonstration held in the DPRK in celebration of its 55th anniversary, the statement continued:
    The U.S. media made persevering efforts to find out nuclear weapons it considered the DPRK possesses in the columns of paraders.
    But they could not find any of them which increased the U.S. discomfort.
    The recent coverage demonstrated to the world once again the truth that there exists socialist Korea, revolutionary and anti-imperialist, on earth which makes imperialism, the enemy of humanity, shudder.
    At the function held in the presence of leader Kim Jong Il, the chief of the General Staff of the Korean People's Army stated that the DPRK will further strengthen its nuclear deterrent force, now that the U.S. does not show any willingness to renounce its hostile policy toward the DPRK. He warned that the DPRK would mercilessly retaliate against the aggressors if the U.S. imperialists ignite another war.
    The DPRK dealt another mental tactical blow at the U.S. and U.S. could neither judge nor assess the enigmatic nuclear force of the DPRK.
    The epic scenes of the military parade of the KPA proved the validity of the Songun politics and the invincible might of the KPA and aroused stronger support for the Songun politics among the world people and socialists.


Jong Ha Chol Meets Delegation of Moscow Journalists Union

    Pyongyang, September 23 (KCNA) -- Jong Ha Chol, secretary of the Central Committee of the Workers' Party of Korea, met and had a friendly conversation with the visiting delegation of the Moscow Journalists Union of Russia headed by Timofey Kuznetsov, deputy editor-in-chief of "Rossiskaya Gazeta," the organ of the Government, at the Mansudae Assembly Hall today. Present on the occasion were Kim Song Guk, chairman of the Central Committee of the Korean Journalists Union, and officials concerned and Russian Ambassador to the DPRK Andrei Karlov. The head of the delegation said the delegation was pleased to visit the DPRK at a time when the friendly and cooperative relations between Russia and the DPRK are favorably developing day by day, adding that the union would positively contribute to boosting the Russia-DPRK friendly and cooperative ties in the future.

Russian Dance Troupe Performs for Guests of Honor

    Pyongyang, September 22 (KCNA) -- The visiting Russian Moiseyev State Academy Folk Dance Troupe gave a performance for guests of honor at the Mansudae Art Theatre Sunday. Appreciating it were Jo Myong Rok, Kim Il Chol, Jon Pyong Ho, Jong Ha Chol and officials concerned, officials of the Party and military organs and Andrei Karlov, Russian ambassador to the DPRK, and staff members of the Russian embassy.
    The Russian dancers who had left deep impressions on the Korean people by earlier performances were enthusiastically applauded by the audience by staging dances of Russia and other countries.
    A floral basket was presented to the performers in congratulation of their successful performance.


Protocol Signed between DPRK and Russia

    Pyongyang, September 22 (KCNA) -- A protocol of the 4th meeting of the Sub-Committee for Scientific and Technological Cooperation of the Committee for Trade, Economic and Scientific and Technological Cooperation between the Governments of the DPRK and Russia was inked here on Sept. 21. Present at the signing ceremony were officials concerned from the DPRK side and the members of the delegation of the Russian Ministry of Industry, Science and Technology and a staff member of the Russian Embassy here from the other side.

    Pyongyang, September 22 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, on Sept. 18 sent a message of greetings to Amadou Toumani Toure, president of Mali and head of state, on the occasion of the 43rd anniversary of the proclamation of the Republic of Mali.     Pyongyang, September 22 (KCNA) -- The idea of "By our nation itself" serves as an all-powerful treasured sword for solving the issue of reunification and a banner of sure victory as it reflects the main spirit of the June 15 North-South Joint Declaration, says Rodong Sinmun today in a signed article.     The idea is based on the principle of national independence and considers the great unity of the nation as an indispensable requirement.

Depositan cestos de flores ante estatuas de bronce de Kim Jong Suk

    Pyongyang, 23 de septiembre (ATCC) -- Con motivo del 54 aniversario del fallecimiento de Kim Jong Suk, heroina de lucha antijaponesa fueron depositados el dia 22 los cestos de flores ante sus estatuas de bronce erguidas en la ciudad de Hoeryong, el distrito, la Academia Naval y la Escuela Combinada de Oficiales que llevan el nombre de Kim Jong Suk. En las ocasiones participaron los funcionarios directivos de los organismos locales del Partido y el Poder y de las organizaciones de masas, oficiales y soldados del Ejercito Popular de Corea, trabajadores, jovenes y ninos escolares.
    Mientras se interpretaba la musica de la ocasion, fueron depositados cestos, ramos y ramitas de flores a nombre de los organos del Partido y el Poder y de las organizaciones de masas en las localidades, unidades del EPC, fabricas, empresas, granjas, escuelas, etc.

Kim Yong Nam se reune con la delegacion del MINREX de Siria

    Pyongyang, 23 de septiembre (ATCC) -- Kim Yong Nam, presidente del Presidium de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea departio el dia 22 en el Palacio de los Congresos Mansudae con la delegacion del Ministerio de Relaciones Esteriores de Siria presidida por el viceministro Issa Darwish en un ambiente amistoso. Estuvieron presentes Kung Sok Ung, viceministro de RR.EE. y otros funcionarios coreanos, asi como Muhammad Adib Alhani, encargado de negocios a.i. de la Republica Arabe de Siria en Corea.
    En la ocasion el jefe de la delegacion senalo que al ver numerosas cosas durante su permanencia en Corea, quedo muy emocionado y destaco que estaba complacido de que se desarrollan favorablemente las relaciones de amistad y cooperacion entre ambos paises.

En Pyongyang grupo de visita de jovenes y estudiantes de Corea del Sur

    Pyongyang, 23 de septiembre (ATCC) -- Llego el dia 22 un grupo de visita a Pyongyang de jovenes y estudiantes de Corea del Sur. En el aeropuerto lo acogieron Ri Myong Won, secretario del Comite Central de la Union de la Juventud Socialista Kim Il Sung y funcionarios del Comite de Estudiantes de Corea y de la Direccion de la Parte Norte de la Alianza Pannacional de Jovenes y Estudiantes por la Reunificacion de la Patria (APJERP).


"Coleccion de Medicina Tradicional de Corea"

    Pyongyang, 23 de septiembre (ATCC) -- Recientemente la Editorial Ciencias y Enciclopedias de Corea dio a luz el libro "Coleccion de Medicina Tradicional de Corea". El libro consta de dos partes y un apendice.
    La primera parte trata del tratamiento medicinal, de fomento, moxiterapia, aplicacion de ventosas, tratamiento de sauna, de incentivo, natural y de deporte.
    Ademas escribe de manera facil para comprender las caracteristicas de insam (ginseng) Coryo, codonopsis pilosula, astragalusmembranaceus, melisa, pinon, datil, cuerno del ciervo, fruto de cambronera, etc. que se utilizan generalmente en la poblacion civil como medicina de salud y larga vida y las indicaciones que corresponden a las enfermedades.
    La segunda parte trata de la asistencia medica de enfermedades cronicas por genealogias y por secciones especializadas seleccionando las que se pueden curar con medicina tradicional.
    El apendice da explicaciones y dibujos sobre comestibles que se oponen entre si, materias medicinales tradicionales y materiales de comida que no se deben mezclar, partes de reaccion que aparecen en el cuerpo, puntos de estimulo de la mano y pie para la cura de enfermedades.
    Este libro llama gran atencion de los lectores en el Palacio de Estudio del Pueblo y en varias bibliotecas municipales de la capital.
