DPRK to Go Its Own Way

    Pyongyang, September 25 (KCNA) -- The United States is building up public opinion to create impression that a certain change in its Korea policy is imminent, talking about an important measure of concession after the six-way talks. This is, however, nothing but a trite trick to disarm the DPRK and stifle it at any cost. Rodong Sinmun today says this in a signed commentary. It cites concrete facts to disclose the U.S. intention to justify its hostile policy toward the DPRK, establish international cooperation system on this basis and stifle the DPRK politically and militarily at any cost.
    It goes on:
    But for the U.S. military intention to stifle the DPRK, threatening it with nuclear weapons, the nuclear issue would not have cropped up between the DPRK and the U.S. The U.S. should make a bold decision to make a switchover in its hostile policy toward the DPRK to solve the nuclear issue peacefully through dialogue.
    In view of the situation in Korea increasing the nuclear deterrent force provides the only way of checking the U.S. moves to provoke a nuclear war on the Korean peninsula and protecting peace and security.
    The DPRK is left with no option but to go its own way now that it has become clearer that the Bush administration does not have any political willingness to drop its hostile policy toward the DPRK and is getting more undisguised in its moves to disarm the DPRK and isolate and stifle it at any cost.
    The U.S. increased hostile policy toward the DPRK will only compel the DPRK to further increase its nuclear deterrent force.


President of Finland on Relations between North and South of Korea

    Pyongyang, September 25 (KCNA) -- President of Finland Tarja Halonen hoped that the relations between the north and south of Korea would develop on good terms. He said this when receiving credentials from new DPRK Ambassador E.P. to Finland Jon In Chan on September 18.
    The president hoped that the relations of friendship and cooperation between Finland and the DPRK would become closer, adding that Finland is ready to help the Korean people in their efforts to overcome the present difficulties.


Vice-President of Uganda on Impressions of DPRK

    Pyongyang, September 25 (KCNA) -- Vice-President of Uganda Bukenya Gilbert Balibaseka called a press conference on September 20 and told about his impressions of Korea visit. He said that celebrations of the 55th anniversary of the DPRK gave him deep impressions of the might of the single-hearted unity and sense of discipline of the Korean people rallied close around leader Kim Jong Il, the superiority of unique Korean socialism, the economic development of Korea, the beautifying of the city and diligence of the people.
    The United States does not like their Pyongyang visit, but the ideological difference between the U.S. and the DPRK will not disturb the efforts of Uganda to develop relationship with the DPRK, he stressed.


Organizations of Koreans in U.S. Oppose Additional Troop Dispatch

    Pyongyang, September 25 (KCNA) -- The U.S. Headquarters of the National Alliance for the Country's Reunification, the Association of Koreans in the Western Area of the U.S. and other organizations of Koreans in the U.S. reportedly made public a joint statement on September 16 to oppose the south Korean authorities' additional troop dispatch to Iraq. Koreans in the U.S. are resolutely opposed to the south Korean authorities' intention to send combat troops to Iraq for the interests of the U.S. at a time when the world is strongly demanding the withdrawal of the U.S. troops from Iraq, the statement said, and went on:
    If the south Korean authorities submit to the unilateral U.S. pressure upon them to send additional troops in defiance of the demand of the people, they would not only be forsaken by the people but also invite global condemnation.
    Additional troop dispatch to Iraq should not to be allowed.
    The south Korean authorities and National Assembly should resolutely turn down the U.S. pressure.


Talks Held between DPRK and Lao Delegations

    Pyongyang, September 25 (KCNA) -- Talks between the delegation of the DPRK Information Committee and the delegation of the Lao Ministry of Information and Culture were held here yesterday. At the talks both sides exchanged their views on the issue of boosting the friendly and cooperative relations between the information organizations of the two countries and a series of issues of mutual concern.
    Present there were Kim Pyong Ho, vice-chairman of the Information Committee who is also deputy director general of the Korean Central News Agency, and officials concerned from the DPRK side and members of the delegation of the Ministry of Information and Culture led by its Vice-Minister Kheckeo Soisaya from the Lao side.


Chairman of NRC Meets President of S. Korean University

    Pyongyang, September 25 (KCNA) -- Kim Yong Dae, chairman of the National Reconciliation Council, met and conversed with Han Wan Sang, president of Hansong University who came here as a member of the Pyongyang visiting group of south Korean youth and students, at the Mansudae Assembly Hall on Sept. 24. Present there were officials concerned.


KCNA Slams U.S. Moves to Politicize Aid

    Pyongyang, September 25 (KCNA) -- Some UN organizations are now putting on hold or shelving the approval of regular aid projects for the DPRK. This is attributable to the political attempt of some countries including the U.S. and Japan to use the aid of UN organizations to the DPRK as a leverage to put pressure upon it.
    The U.S. has long abused the name of the UN responsible for global peace and security for implementing its policy to stifle the DPRK and desperately worked to achieve its political purposes with the help of international organizations.
    This year alone, several officials of the U.S. administration including U.S. State Undersecretary Bolton made several attempts to put pressure upon the DPRK by bringing up the nuclear issue on the Korean peninsula for discussion at the UN Security Council, claiming that it is appropriate to discuss north Korea's nuclear issue at the UN Security Council.
    In May U.S. State Secretary Powell proposed the UN's participation in forming a "united front," part of the U.S.-led collective blockade strategy aimed to isolate and stifle the DPRK, and in July he blustered that bad acts would not be rewarded.
    Some days ago, non-governmental aid organizations including the Asian Foundation of the U.S. put their heads together in Seoul to block the aid of the international organizations to the DPRK.
    In fact, the U.S. expressed its will to offer 100,000 tons of food aid to the DPRK through the World Food Program this year but only 40,000 tons of it have been supplied but nobody knows when the remaining 60,000 tons would be delivered.
    Actively toeing the U.S. line, Japan made the far-fetched assertion that no aid should be given to north Korea unless the issue of "abduction" is settled when the new term aid projects of the UN Population Fund for the DPRK was under discussion at a meeting of its Executive Council in June. Meanwhile, Abe, secretary general of the Liberal Democratic Party of Japan, on Sept. 12 blustered that if the families of those abducted are not allowed to return to Japan, no economic aid would be provided by Japan to north Korea.
    Attempts of the U.S. and Japan to block the "aid" and "cooperation" to the DPRK, raising a hue and cry over the nuclear issue on the Korean peninsula and the issue of "abduction" are intolerable as they are a wonton violation of the principles of international cooperation.
    The moves of the U.S. and Japan to politicize the regular aid of UN organizations to the DPRK in a bid to isolate and stifle it only bring into bolder relief their true colors as wanton violators of the UN Charter and international laws.
    The international organizations should reject any attempt of the U.S. to politicize and make selective aid projects and observe the impartiality in their activities.


World Maritime Day Observed

    Pyongyang, September 25 (KCNA) -- Minju Joson today dedicates an article to the World Maritime Day. The article says that in order to protect security of the sea and sea environment it is necessary to strengthen cooperation among countries and strictly prevent abusing international maritime regulations for a peculiar political purpose.
    It is a consistent stand of the DPRK government to contribute to strengthening cooperation and bonds of exchanges among countries by ensuring fully safe sailing of ships and protecting sea environment, the article states, and goes on:
    The DPRK government has paid deep attention to security on the sea and protection of sea environment in close links with the International Maritime Organization. The DPRK became a member of the organization in April 1986 and has since joined international maritime conventions and taken practical measures for their implementation.
    The DPRK will fulfil its duty in the future, too, as a member of the organization.


U.S. Urged to Drop Its Hostile Policy toward DPRK

    Pyongyang, September 25 (KCNA) -- If the Bush group keeps pursuing its anachronistic hostile policy toward the DPRK, not paying heed to critical voices of the world public, it will stand further isolated internationally, warns Minju Joson today in a signed commentary. It goes on:
    The U.S. anachronistic hostile policy toward the DPRK has become a target of bitter criticism not only in the global community but also within the United States after the six-way talks held recently to solve the nuclear issue between the DPRK and the U.S. This is an eloquent proof that the Bush group is getting isolated internationally.
    The U.S. deliberately drove to breakdown the talks that were arranged with so much effort to solve the nuclear issue between the DPRK and the U.S. by more openly pursuing its anachronistic hostile policy toward the DPRK, far from renouncing it, and thus fell short of the expectation and trust of the world community.
    The U.S. would be well advised to stop such foolish an act as digging its own grave, make a bold switchover in its anachronistic hostile policy toward the DPRK and buckle down to solving the issues between the DPRK and the U.S. including the nuclear issue.


Anniversary of Publication of Sirte Declaration Observed

    Pyongyang, September 25 (KCNA) -- Ahmed Amer Al Muakkaf, secretary of the People's Bureau of the Great Socialist People's Libyan Arab Jamahiriaya to the DPRK, gave a reception at the Okryu Restaurant yesterday on the occasion of the 4th anniversary of the publication of the Sirte Declaration on the Establishment of the African Union. Present on invitation were Pyon Yong Rip, president of the Academy of Sciences, officials concerned, diplomatic envoys and embassy officials here.

Pilgrims' Group Formed in S. Korea

    Pyongyang, September 25 (KCNA) -- The Measure Committee to Struggle against the U.S. Rapid Deployment Brigade and for the Release of Detainees reportedly held a press conference in Seoul on Sept. 19 to inaugurate a "group of pilgrims to oppose troop dispatch and seek the release of all detainees". A declaration issued at the press conference accused the south Korean government authorities of their sycophantic act of yielding to the pressure of the United States when the destiny of the nation is at stake due to the U.S. war moves.
    Assailing the sycophantic traitorous forces for branding the struggle students waged against war exercises of the U.S. rapid deployment brigade as an "extremely violent demonstration", yielding to the U.S. demand for "severe punishment," the declaration demanded the release of all detained students and called on the people to oppose the troop dispatch to Iraq and clear the Korean peninsula of the U.S. threat of war.
    At the end of the conference the group marched from the Myongdong Cathedral to the intersection of Kwanghwamun.


Spray for Increased Cocoon Holders Production Developed

    Pyongyang, September 25 (KCNA) -- The Chilmyong Trade Company of the Democratic People's Republic of Korea has developed a new kind of spray to increase the production of cocoon holders. It has been applied by cocoon holder producers throughout the country to raise the output of cocoon holders 10-20 percent.
    The spray has proved efficacious in the last decade of experiment.
    It increases the synthetic strength of the nucleic acid and protein in thread with combined activities of different physiological active materials, vitamins and mineral matters.
    It helps the color of cocoon holders come out well and lengthens thread.
    It also makes it possible to raise silkworms safely by preventing various diseases.
    It is applied only one time during the period of rearing silkworms, while other kinds of sprays are applied three times. So it economizes on much labor and time.
    The newly developed non-toxic spray gives no harmful effect to silkworms.


Kangso Mineral Water Factory Reconstructed

    Pyongyang, September 25 (KCNA) -- The Kangso Mineral Water Factory, reconstructed on a modern basis, has restarted operation and supplied its products to people of Pyongyang. The reconstructed factory covers more than 27,000 square meters and its floor space is some 7,000 square meters.
    The factory is located in a place where hundreds of tons of mineral water gush out from the ground more than a hundred meters deep every day.
    President Kim Il Sung visited the spa in Kangso District, Nampho City, after the liberation of the country and tasted the spring water. He saw to it that a sanatorium and a mineral water factory were built there for working people.
    Under the deep care of leader Kim Jong Il, who is always concerned for health drink for the people, the factory has turned into a modern one capable of producing hundreds of thousands of bottles of mineral water every day.
    A liter of mineral water contains 2 grams of free carbon, 1-1.2 milligrams of mineral matters, 700-800 milligrams of hydrocarbon, 25 milligrams of iron, etc.

Kim Yong Nam Receives Credentials from Foreign Ambassadors

    Pyongyang, September 25 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, received credentials from new Italian Ambassador E.P. to DPRK Gabriele Menegatti at the Mansudae Assembly Hall on September 24. Present there was Vice-Minister of Foreign Affairs Kung Sok Ung.
    On the same day, Kim Yong Nam received credentials from new Nepali Ambassador E.P. to the DPRK Narendra Raj Panday at the Mansudae Assembly Hall.
    Attending there was Vice-Minister of Foreign Affairs Kim Yong Il.
    The president had conversations with the ambassadors after receiving credentials.

Conversaciones entre delegaciones de Corea y Laos

    Pyongyang, 25 de septiembre (ATCC) -- Tuvieron lugar el dia 24 en esta capital las conversaciones entre la delegacion del Comite de Informacion de la Republica Popular Democratica de Corea y la del Ministerio de Informacion y Cultura de la Republica Democratica Popular Lao. En la ocasion ambas partes intercambiaron opiniones sobre el problema de fortalecer y desarrollar las relaciones de amistad y cooperacion entre los organos de informacion de los dos paises y otros asuntos de interes mutuo.
    Participaron por la parte coreana Kim Pyong Ho, subdirector de la Agencia Telegrafica Central de Corea quien es el vicepresidente del Comite de Informacion, y otros funcionarios y por la parte lao los miembros de la delegacion del Ministerio de Informacion y Cultura presidida por el viceministro Kheckeo Soisaya.


Politizacion de la asistencia - medio de presion de EE.UU. - Comentario de ATCC -

    Pyongyang, 25 de septiembre (ATCC) -- En estos dias, unas organizaciones de la ONU postergan o reservan la aprobacion de los objetos de asistencia regular a la Republica Popular Democratica de Corea. Esto se relaciona con el intento politico de EE.UU., Japon y otros paises de aprovechar como medio de presion la asistencia de las organizaciones de la ONU a la RPDC.
    Historicamente, a fin de realizar su politica hostil a Corea, EE.UU. se valio del nombre de esta organizacion internacional responsable de la paz y la seguridad del mundo y maniobro con teson para perseguir su objetivo politico por conducto de las organizaciones internacionales.
    Este ano Bolton, secretario adjunto de Estado y otras personalidades oficiales de la administracion norteamericana, al decir que "Es conveniente discutir el problema nuclear de Corea del Norte en el Consejo de Seguridad de la ONU", intentaron en varias ocasiones llevar el problema nuclear de la Peninsula Coreana a este consejo para ejercer sancion sobre la RPDC.
    En mayo pasado Powell, secretario de Estado norteamericano propuso la participacion de la ONU en la formacion del "frente unido", que es un eslabon de la estrategia de bloqueo colectivo de EE.UU. a la RPDC y en julio peroro: "No habra indemnizacion por los actos malignos".
    Hace poco, la Fundacion de Asia y otras entidades de asistencia no gubernamentales de EE.UU. entablaron en Seul un conciliabulo para detener la asistencia de las organizaciones internacionales a la RPDC.
    De hecho, EE.UU. expreso su disposicion de ofrecer este ano 100 mil toneladas de cereales a Corea del Norte por conducto del Programa Mundial de Alimentos. Pero, hasta la fecha ofrecio solo 40 mil toneladas y finge no conocer el resto.
    En junio tuvo lugar una reunion del Consejo Ejecutivo del Fondo de la ONU para la Poblacion, destinada a discutir los objetos de asistencia de esta organizacion para el nuevo periodo a la RPDC, en la cual Japon, seguidor activo de EE.UU., expreso "de no solucionarse el problema del LsecuestroL no hay que dar asistencia a Corea del Norte". El 12 de septiembre, Abe, secretario en jefe del Partido Democratico Liberal de Japon, dijo: "Mientras los familiares de las victimas del secuestro no regresen a Japon, no habra la asistencia economica de Japon a Corea del Norte".
    EE.UU. y Japon tratan de detener la "ayuda" y "asistencia" a la RPDC pretextando el problema nuclear de la Peninsula Coreana y el problema del "secuestro", lo que resulta contraproducente con los principios de asistencia internacional.
    Ambos paises politizan hasta la asistencia regular de las organizaciones de la ONU para aplastar la RPDC, poniendo asi al desnudo su naturaleza de flagrante violador a la Carta de la ONU y el derecho internacional.
    Las organizaciones internacionales deben rechazar la politizacion y la selectividad de la asistencia, que promueve EE.UU., y observar la imparcialidad de sus actividades.


Seguiremos nuestro camino

    Pyongyang, 25 de septiembre (ATCC) -- Despues de las conversaciones de 6 partes EE.UU., al hablar de las "importantes medidas de concesion", difunde una opinion de que habra algun cambio en la politica con respecto a Corea del Norte. Esto no pasa de ser una sutil artimana de engano para desarmar y aplastar de todas maneras a la RPDC. Asi senala el periodico "Rodong Sinmun" en un comentario individual de hoy.
    El comentario revela a base de hechos concretos la intencion de EE.UU. de racionalizar la politica hostil a la RPDC y formar a base de ello un "sistema de cooperacion internacional" para aplastarla en lo politico y militar.
    Al respecto senala:
    Si EE.UU. hubiera dejado de mostrar su intencion militar de aplastar la RPDC y de esgrimir las armas nucleares contra esta, no habria surgido el problema nuclear con ella. Para solucionar por via pacifica a traves del dialogo este problema, es preciso que EE.UU. tome la audaz decision de cambiar su politica hostil a Corea del Norte.
    Bajo la actual circunstancia en que se halla nuestro pais, solo el fortalecimiento de la fuerza de detencion nuclear es el camino para detener la provocacion de la guerra nuclear de EE.UU. y preservar la paz y la seguridad en la Peninsula Coreana.
    Puesto que se hace cada dia mas evidente que la administracion Bush no tiene la voluntad politica de abandonar su politica hostil a la RPDC sino trata de desarmarla, aislarla y aplastarla de todas maneras, no podremos menos que seguir nuestro camino segun nuestra conviccion.
    Cuanto mas EE.UU. arrecie su politica hostil a la RPDC, tanto mas esta fortalecera su fuerza de detencion nuclear.
