Gift to Kim Jong Il from Malawian President
Pyongyang, October 14 (KCNA) -- Leader Kim Jong Il received a gift from Bakili Muluzi, president of Malawi and chairman of the United Democratic Front of Malawi.
The gift was handed to Choe Thae Bok, secretary of the Central Committee of the Workers' Party of Korea, by Rodwell Thomas C. Munyenyembe, member of the Central Executive Committee of the front and defence minister of Malawi, on a visit to the DPRK on October 12.
Work of Kim Jong Il Published in Czech Republic
Pyongyang, October 14 (KCNA) -- Leader Kim Jong Il's work "The Juche Philosophy Is an Original Revolutionary Philosophy" was published in pamphlet by the Czech Futra Publishing House.
The work, made public on July 26, Juche 85 (1996), gives an all-round exposition of the uniqueness and superiority of the Juche philosophy to the preceding philosophy of the working class. Noted in the work is that the Juche philosophy constitutes the revolutionary philosophy, political philosophy of the Workers' Party of Korea. Also given in the work are the principled matters that should be held fast to in study, explanation and propaganda of the Juche philosophy.
The publishing house said that it publishes the work with boundless reverence for Kim Jong Il, an outstanding thinker and theoretician, in commemoration of the 58th anniversary of the WPK.
KCNA Assails Japan's Decision to Dispatch Troops to Iraq
Pyongyang, October 14 (KCNA) -- The Japanese government recently decided to dispatch its ground "Self-Defense Force" to southern Iraq within December on the basis of the so-called "law on the special measure to help rehabilitate Iraq".
An advance detachment made up of some 150 soldiers is supposed to leave by a transport ship of the marine "SDF" to be followed by the departure of the main unit comprising 500-600 soldiers early next year. And it was reported that the air "SDF" would send 3 "C-130" transport planes to Iraq and its neighbouring country at the end of the year.
It is stipulated in Article 9 of Japan's "peace constitution" that "it shall not keep ground, marine and air forces and other combat power and the right of the state to belligerence shall not be recognized."
It makes no sense to assert that the Japan "SDF" to be dispatched to Iraq will not be involved in battles as they are a daily and hourly occurrence, claiming casualties.
Japan was bound to the "peace constitution" after being legally branded as a war criminal state in the wake of the defeat of militarism in the middle of the last century. But it has plunged itself into a war, "illegally discarding the constitution."
Japan has gradually ditched the "peace constitution" since the end of the Cold War through the institution of the "law on cooperation in UN peace-keeping operation" in 1992, the "law on the revision of the guidelines for the U.S.-Japan defence cooperation" in 1997, the "law on emergency in the surrounding areas" in 1999, the "special law on measures against terrorism" in 2001, etc.
Japan rendered its "peace constitution" defunct by passing the "bill to cope with the event of armed attack", the "bill on the revision of the law on the SDF" and the "bill on the revision of the law on setting up a security council" through the meeting of the Japanese House of Representatives on May 15. Now Japan has gone to the lengths of sending its army equipped with sophisticated weapons to battlefields of an unjust war in the Mideast under the blood-stained Sun flag.
It is the U.S. that instigated and helped Japan rush headlong into reinvasion though it has not yet shaken itself off the ill-fame of a war criminal state.
In order to use Japan, a defeated state in the East as a servant and shock force in realizing its ambition for world domination, the U.S. has actively encouraged Japan's rearmament and helped it act as an "ordinary state."
As regards the dispatch of the SDF to Iraq, a senior official of the U.S. government welcomed it, when interviewed by Tokyo Shimbun on Oct. 12.
Japan should redress its unprecedentedly hideous crimes committed against the Korean and other Asian peoples and the rest of the world through honest reflection and compensation.
But it is as clear as a noonday that Japan will repeat its past aggression and plunder as it has opted for emerging a military giant through a sleight of hand and brazen-faced moves. The army and people of the DPRK are closely following every move of the Japanese reactionaries with the hatred and grudge pent up for nearly a century.
The Japanese people should be well aware that a miserable destruction will be entailed by the moves to turn the society into the ultra-right and the reckless militarisation of the country spearheaded by the reactionary ruling quarters and come out in a campaign to check them.
Kim Yong Nam Meets Foreign Guests
Pyongyang, October 14 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, separately met and had talks with Glyn Ford, member of the European Parliament from the British Labour Party, and his party and the delegation of the United Democratic Front of Malawi led by Rodwell T. C. Munyenyembe, member of its Central Executive Committee and Malawian minister of Defence, at the Mansudae Assembly Hall yesterday.
Present there were Pak Kyong Son, vice department director of the Central Committee of the Workers' Party of Korea, and officials concerned.
The head of the Malawian delegation said that he had an opportunity to know well about the great vitality of the Juche idea and the Songun politics which calls for putting forward the Korean People's Army as a pillar and main force of the revolution and pushing ahead with the overall socialist construction in reliance upon it.
He noted that he was deeply impressed to see the Workers' Party and people of Korea vigorously stepping up the building of a great prosperous powerful nation while overcoming manifold trials and difficulties under the Songun leadership of Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission.
He paid highest tribute to Kim Jong Il who has guided the WPK and the Korean people with his experienced and seasoned leadership ability. The front and the Malawian people positively support the WPK and the Korean people in their efforts for the independent reunification of the country, he stressed.
End to Unilateralism and High-Handed Practices Called for
Pyongyang, October 14 (KCNA) -- What is important for strengthening the UN Charter and its role at present is to ensure a major role of the UN in solving international problems and a main task to do so is to put an end to unilateralism and high handed practices, said a DPRK delegate, when participating in the discussions on the agenda item "report of the special commission on strengthening the UN Charter and its role" of the sixth committee of the 58th UN General Assembly on Cot. 9.
Underscoring the need to democratize the United Nations at an early date, he noted that to this end it is necessary to decisively increase the authority of the UN General Assembly and, at the same time, address the issue of reforming the UN Security Council in such a way as to democratize the overall work of the UN while fully ensuring the representation of the developing countries.
Referring to the fact that sanctions were misused by some countries for their political purpose in many cases, he stated that the DPRK has suffered immeasurable losses and damage and the independent development of the country has been severely hindered owing to the unilateral sanctions imposed by a superpower upon it for over half a century.
The "UN Command" in south Korea is another challenge to the UN and its charter, he noted, and continued:
The "UN Command" regards the DPRK, a UN member country, as an enemy, reinforces the wall of division between the north and south of Korea and obstructs the compatriotic cooperation and exchange between them.
The "UN forces" in south Korea are, in essence, the U.S. forces.
This year alone, the U.S. obstructed the project of reconnecting the rail links that pass through the Demilitarized Zone between the north and the south, asserting that they are under the control of the "UN forces."
The UN Secretariat and UN member countries should pay proper attention to such abnormal situation and take a measure to stop the U.S. unilateral abuse of the name and flag of the UN

U.S. Multinational Sea Inspection Exercise Flayed
Pyongyang, October 14 (KCNA) -- The United States, some time ago, staged a multinational sea inspection exercise in the waters off Australia by inveigling armed forces of its satellites.
It is planning to stage such military rehearsals ten times in the future. The U.S. described the rehearsal as intended to "defend the Pacific" and "prevent the spread of mass destruction weapons" in a bid to cover up its danger. Rodong Sinmun today notes this in a signed article, and goes on:
This assertion is nothing but a jugglery of words to mislead pubic opinions at home and abroad and such a trick cannot conceal the aggressive and provocative nature of the war game.
The U.S.-led multinational naval exercise was an anti-DPRK military drill chiefly aimed to intercept, search and capture its ships and planes.
The military rehearsal proves that the U.S. imperialists' blockade operation to form an international encirclement ring around the DPRK and tighten pressure on it has entered a full-dressed practical stage.
Their blockade operation against the DPRK is designed to lay a higher economic hurdle before the DPRK, take the initiative in the solution of the nuclear issue between the DPRK and the U.S. and, moreover, prevail over the DPRK by force of arms.
The U.S. has so far increased offensive international pressure upon the DPRK on the plea of the DPRK-U.S. nuclear standoff.
However, it had not dared to form a united front with its allies and satellite forces and even stage a collective military blockade operation against the DPRK.
If the U.S. imperialists wantonly violate and ditch international law and the Korean Armistice Agreement, the waters off and air above the Korean peninsula and the rest of the world will be plunged into in a grave crisis and a state of war. Herein lies the serious point of the recent multinational sea inspection exercise.
The U.S. should ponder over the grave consequences to be entailed by the inspection racket against the DPRK and discontinue such act.
Planned Troop Dispatch to Iraq Denounced in S. Korea
Pyongyang, October 14 (KCNA) -- The Emergency People's Action against Additional Troop Dispatch to Iraq on Oct. 8 reportedly called a joint "news conference denouncing the Defence Ministry for making falsified report for troops dispatch to Iraq" in front of the ministry building.
A letter of protest read out at the conference referred to the fact that the ministry fabricated information for troop dispatch and urged the minister to make an open apology and punish the person responsible for it.
After the conference the letter of protest was handed to the ministry.
A human rights organization and an organization against Iraqi war for peace in a joint statement on the same day demanded that the authorities form a non-governmental fact-finding group, disclosing that "the government is working hard to mislead public opinion on an incredible ground."
Meanwhile, the Promotion Committee of the South Korean Student Federation for the 21st Century held a press conference against the additional troop dispatch at the student hall of Dongguk University on Oct. 9 in the name of the board of chairmen of general student councils of its 27 affiliated universities.
New Species of Xanthoceras Sorbifolia Bred
Pyongyang, October 14 (KCNA) -- The Institute of Forests of Economic Value under the Academy of Forestry of the Democratic People's Republic of Korea has bred new species of xanthoceras sorbifolia.
The species, unlike other kinds of oil-bearing trees such as walnut, are able to grow in relatively infertile land. They, which are also adaptable to the ecological circumstances, can be cultivated in all parts of the country including northern highlands where the temperature is around 40 degrees below zero.
Two or three years after plantation, they begin to put out flowers and bear fruits.
The weight of a chestnut is 1.3 grams and oil content is 65 percent.
Each of the newly bred species produces more than 1,600 kilograms of chestnuts per hectare.
Oil extracted from it has good aroma and taste. It can be used for foodstuffs and medicines. And the tree is used to make furniture and craftwork pieces.
The newly bred species are being cultivated across the country.
Hydraulic Coal-Cutting Proves Effective in DPRK
Pyongyang, October 14 (KCNA) -- The hydraulic coal-cutting method has widely been introduced in coal mines in the Democratic People's Republic of Korea.
The Kangdong Coal Mine of the Kangdong Area Coal Complex mines and transports coal with water pressure of 1 mega pascal, without using mining equipment, tools and blasting materials including rock-drill, coal truck, loader and explosive. Every month, therefore, the coal mine saves 40 percent of labor power and 60 percent of mine props while increasing the operation capacity of coal pits 1.6-2 times and the coal production 2.4 times per head.
Many other coal mines are making preparations to introduce this method into coal production.
Reception Given by Russian Ambassador
Pyongyang, October 14 (KCNA) -- Russian ambassador to the DPRK Andrei Karlov hosted a reception at the embassy on October 13 on the occasion of the 55th anniversary of the establishment of diplomatic relations between the DPRK and Russia.
The ambassador in his speech said the traditional friendly and cooperative relations between the two countries have grown stronger thanks to the personal efforts of Chairman of the DPRK National Defence Commission Kim Jong Il and Russian President Putin.
Putin's visit to the DPRK and Kim Jong Il's visit to Russia and its Far Eastern Region promoted cooperation in the political, economic, cultural and other fields of the two countries, he noted, and went on:
The Russia-DPRK Joint Declaration and the Moscow Declaration signed by the two leaders are important documents serving for multi-faceted exchanges between the two countries and their development.
He expressed the belief that the Korean people under the wise leadership of Kim Jong Il would achieve greater successes in the building of a great prosperous powerful nation.
DPRK Foreign Minister Paek Nam Sun in his speech said the two peoples have steadily expanded and developed friendly and cooperative relations between the two countries in the political, economic, cultural and other fields in conformity with mutual benefits and desire over the past 55 years since the opening of diplomatic ties.
Notably, the historical summit meetings of the two countries in Pyongyang, Moscow and Vladivostok and the adoption of the DPRK-Russia Joint Declaration and the Moscow Declaration marked an epochal turn in the development of the bilateral friendly relations, he noted, adding:
It is the invariable stand of the DPRK to further boost the traditional DPRK-Russia friendship to meet the requirements of the new century. Feats of Hanchongryon Hailed
Pyongyang, October 14 (KCNA) -- The South Korean Federation of University Student Councils (Hanchongryon) has made the movement of the south Korean youth and students for reunification a link in the whole chain of the nation-wide movement of youth and students by inaugurating the South Headquarters of the National Alliance of Youth and Students for the Country's Reunification despite the harsh suppression of the fascist dictatorship and elated the nation's fervor for reunification by sending its delegates to joint national reunification festivals including the August 15 grand festival for reunification. These are great feats of Hanchongryon.
Rodong Sinmun today says this in a signed article, and goes on: It is the steadfast faith and will of the youth and students under Hanchongryon replete with justice and patriotism to take the lead in the struggle to achieve the independent and peaceful reunification of the country under the banner of the June 15 joint declaration.
Today when the U.S. moves for a war to stifle the DPRK have gone to extremely dangerous extents, they are fully demonstrating the heroic spirit of the Korean youth in the van of the anti-U.S. and anti-war struggle with burning patriotism.
Hanchongryon students staged a daring anti-U.S. protest, seizing a U.S. armored car and burning Stars and Stripes, thus striking terror into the hearts of aggressors and showing the will and spirit of the Korean nation not to allow aggression of foreign forces.
Hundreds of students affiliated with it recently held a protest rally in front of the building of the Kwangju Branch of the Grand National Party and denounced it for laying an obstacle in the way of implementing the June 15 joint declaration in step with the U.S. moves to isolate and stifle the DPRK. They strongly demanded the dissolution of the GNP.
A few days ago the 11th-term Hanchongryon issued a special resolution declaring that it would push ahead with the building of a new powerful organization to fully attain the independent rights and political purpose of student masses as an organization representing 3 million students, irrespective of political view and idea, conscious of duty assigned to the students movement by the times and history.
This clearly shows the unbreakable will of the students of south Korea to fight vigorously at the head of the struggle for peace and the reunification of the country, no matter how furious the repressive rampage may be.
Japan Urged to Drop Its Base Diplomatic Posture
Pyongyang, October 14 (KCNA) -- The DPRK government through a statement released by a spokesman for its Foreign Ministry on Oct. 7 branded Japan as a disturber of the settlement of the nuclear issue and decided not to allow it to interfere in nuclear negotiations. It was a right action. Minju Joson today says this in a signed commentary.
It goes on:
The nuclear issue on the Korean peninsula does not allow Japan to interfere in it in the light of the circumstances of its occurrence and nature. The DPRK, however, did not care about the format of talks to seek the earliest possible solution to the nuclear issue as the U.S. asserted the multi-lateral talks and Japan was strongly desirous of its participation in the negotiations.
But Japan opted for using the nuclear negotiations for achieving its sinister political purpose, regarding the outbreak of the nuclear issue between the DPRK and the U.S. as a golden opportunity.
Japan has persistently pursued the hostile policy toward the DPRK even after the end of the six-way talks, instead of drawing a lesson from the fruitless talks.
It is the real purpose of the Japanese reactionaries to realize their wild ambition to stifle the DPRK at any cost, taking advantage of the nuclear issue between the DPRK and the U.S. and the U.S. hostile policy toward the DPRK.
The Japanese reactionaries also seek to step up the moves to turn Japan's domestic policy to the Right and militarize it under the pretext of the nuclear issue and mislead the public in a bid to create an atmosphere favorable for the safe upkeep of their power.
In a word, Japan is working hard to compound the nuclear issue between the DPRK and the U.S. and thus fish in the troubled waters to meet its selfish purpose.
That was why the DPRK branded Japan as a disturber of the settlement of the nuclear issue and decided not to allow it to interfere in the nuclear negotiations.
It is none other than Japan which drove the situation to such phase.
A poisonous herb should be rooted out in the bud.
Japan has blindly toed the U.S. line, failing to face up to the trend of the times. It is well advised to seriously look back on its base diplomatic posture before deploring over its miserable position.

Pyongyang, October 14 (KCNA) -- A south Korean delegation with Minister of Unification Jong Se Hyon as its chief delegate arrived here on Oct. 14 to participate in the 12th inter-Korean ministerial talks.

Pyongyang, 14 de octubre (ATCC) -- La editorial Futra de Checo dio a luz en folleto la obra del Dirigente Kim Jong Il "La filosofia Juche es una original filosofia revolucionaria" publicada el 26 de julio del 85 (1996) de la Era Juche.
La obra aclara globalmente la originalidad y la superioridad de la filosofia Juche en comparacion con la antecedente de la clase obrera, dilucida que la filosofia Juche sirve de la filosofia revolucionaria y politica del Partido del Trabajo de Corea y presenta los problemas de principios a ser mantenidos en el estudio, explicacion y propaganda de esa filosofia.
La editorial senala que con motivo del 58 aniversario de la fundacion del PTC publica esta obra en senal de infinito sentimiento de respeto hacia Su Excelencia Kim Jong Il, destacado ideologo y teorico.
RPDC: nuevas variedades de Xanthoceras Sorbifolia
Pyongyang, 14 de octubre (ATCC) -- El Instituto de Bosque de Valor Economico de la Academia de Ciencias Forestales de Corea obtuvo nuevas variedades de Xanthoceras Sorbifolia, que tienen alta adaptabilidad al habitat en comparacion con otros arboles oleaginosos como nogal, gracias a lo cual pueden crecer en cualesquier lugares de Corea incluyendo la zona montanosa septentrional de alrededor de 40 grados bajo cero.
Despues de 2-3 anos de trasnplantacion florecen y dan frutas.
Cada castana tiene 1.3 gramos de peso y contiene 65 por ciento de grasa.
Con nuevos arboles es posible producir mas de 1.6 toneladas de castana por hectarea.
El oleo tiene buen aroma y sabor y se usa como materias primas de varios alimentos y medicamentos, y la madera se utiliza como materiales de muebles y articulos artesanales.
Asi reviste un gran significado en la solucion del problema del oleo comestible y en el desarrollo economico.
Ahora, nuevas variedades se cultivan en todos los lugares de Corea.
Eliminar unilateralismo y autoritarismo es requisito para fortalecer papel de ONU
Pyongyang, 14 de octubre (ATCC) -- El dia 9 hizo uso de la palabra el delegado coreano cuando se discutia el punto de la agenda: "Informe de la comision especial sobre el fortalecimiento de la Carta y el papel de la ONU" en la 6a comision del 58 periodo de sesiones de la Asamblea General de la ONU.
En su discurso senalo que en la epoca actual la tarea importante para fortalecer la Carta y el papel de la ONU es asegurar su papel centrico en la solucion de los problemas internacionales, y lo principal en eso es eliminar el unilateralismo y el autoritarismo.
Tambien, indico que es importante realizar cuanto antes la democracia de la ONU y anadio que para lograrlo hay que elevar decisivamente la autoridad de la Asamblea General y tambien el problema de la reforma del Consejo de la Seguridad debe ser analizado en la direccion de asegurar suficientemente el derecho de los delegados de los paises en vias de desarrollo y de democratizar el conjunto de las labores de la ONU.
Senalo que en la mayoria de los casos algunos paises abusan de la sancion para lograr sus fines politicos y subrayo que la RPDC sufre incontables perdidas y danos debido a la consecuencia de la sancion unilateral de mas de un medio siglo impuesta por la superpotencia, y como resultado de esto, el desarrollo independiente del pais se ve restringido gravemente.
El delegado anadio que la "Comandancia de las Fuerzas de las Naciones Unidas" en Corea del Sur constituye otro desafio a la ONU y su Carta, y continuo:
Esta "Comandancia" califica de enemigo a la RPDC, pais miembro de la ONU, y estorba la cooperacion y el intercambio fraternales entre el Norte y el Sur de Corea agravando asi la division entre ambas partes.
Las "fuerzas de Naciones Unidas" en Corea del Sur son, en su esencia, las tropas norteamericanas.
Solo en este ano EE.UU. puso obstaculos a la obra de unir las vias ferreas que atravesaran la Zona Desmilitarizada bajo el pretexto del "problema de la jurisdiccion de las Fuerzas de Naciones Unidas".
El Secretariado y los paises miembros de la ONU deben prestar debida atencion a tal estado anormal y tomar medidas para prevenir el abuso unilateral del nombre y la bandera de la ONU.
Hay que sacar a tiempo la hierba venenosa
Pyongyang, 14 de octubre (ATCC) -- El dia 7, el gobierno de la Republica Popular Democratica de Corea, a traves de la declaracion del vocero del Ministerio de Relaciones Exteriores, califico a Japon de estorbador de la solucion del problema nuclear y decidio no tolerar que este intervenga en el proceso de negociaciones nucleares, lo cual es un juicio correcto.
Asi senala el periodico "Minju Joson" en un comentario individual de hoy y continua:
Originalmente, el problema nuclear de la Peninsula Coreana, tanto en vista de su proceso de surgimiento como a la luz de su caracter, no es un problema en que Japon debe intervenir. Pero, la RPDC, tomando en consideracion que EE.UU. insiste en las conversaciones multipartitas y que Japon expresa su fuerte deseo de participar en ellas, no presto atencion a la forma de conversaciones para tomar el camino mas recto de la solucion del problema.
Pero, Japon, al tomar por unica oportunidad el surgimiento del problema nuclear entre Corea y EE.UU., aprovecho esas negociaciones en la realizacion de su malsano objetivo politico.
En vez de sacar lecciones de que las conversaciones de 6 partes resultaron infructiferas, Japon, todavia se aferra tercamente a la politica de hostilidad a la RPDC.
Los reaccionarios japoneses abrigan la idea de no perder la oportunidad de que estallo el problema nuclear entre la RPDC y EE.UU. y adherirse en tal ocasion a la politica de hostilidad de EE.UU. a la RPDC para satisfacer su ambicion de aplastar a toda costa a esta. Ademas, pretenden acelerar la derechizacion y militarizacion de la politica en el interior del pais so pretexto del problema nuclear y crear una fase favorable a la seguridad del poder al conducir la opinion publica a otra parte.
En una palabra, Japon, al agravar mas el problema nuclear entre la RPDC y EE.UU., intenta ganar provecho en eso para realizar su proposito egoista.
De esta razon, la RPDC califico a Japon de estorbador de la solucion del problema nuclear y decidio no perdonar la intervencion de Japon en el proceso de las negociaciones nucleares.
Hay que sacar a tiempo la hierba venenosa. Japon, antes de lamentar su situacion, debe reflexionar severamente en su vil posicion diplomatica con que obedecio a ciegas a EE.UU. sin distinguir la corriente de la situacion.
