DPRK FM Blasts Japan's Adoption of "Amendment to Law on Foreign Exchange"

     Pyongyang, January 30 (KCNA) -- A spokesman for the DPRK Foreign Ministry issued a statement today, denouncing the House of Representatives of Japan for passing the "amendment to the law on foreign exchange" through the Diet on Jan. 29. The amendment stipulates that the remittance to the DPRK and trade with it shall be stopped when necessary and that Japan shall apply sanctions against the DPRK single-handed without any UN resolution or any international agreement under the pretext of "ensuring peace and security of Japan".
    Dismissing this as a wanton violation of the DPRK-Japan Pyongyang Declaration in which both sides committed themselves to observe international law and not to do any act of threatening the security of the other side, the statement continued:
    World history never knows such an untrustworthy country as Japan.
    It was only 16 months ago that Japan requested for Koreans' forgiveness, saying that "the Japanese side admitted, in a spirit of humility, facts of history that Japan caused tremendous damage and sufferings to the Korean people through its colonial rule in the past and expressed deep remorse and heartfelt apology."
    However, it is now set to apply sanctions against the country that fell victim to it in the past with a dagger in hand. How can one understand this in a normal way of thinking although the Japanese-style ethics is so crafty?
    Japan is pushing the DPRK-Japan relations to an unpredictable phase by legislating on economic sanctions against the DPRK as a state policy. Its move will not be confined to this.
    This development will bring peace and stability in Northeast Asia to a catastrophic phase and further deteriorate the situation on the Korean peninsula that has grown tense due to the nuclear issue between the DPRK and the US.
    The government and the ruling camp of Japan are expecting someone to make any concession, prattling that the adoption of this bill "would deal an unimaginable economic and psychological blow at north Korea".
    Japan, however, is so foolish as to make such a serious miscalculation.
    The DPRK has always considered its sovereignty as its life and soul throughout its history and does not know any precedent of abandoning its principle, yielding to others' pressure or allowing itself to be a slave.
    If Japan expects the DPRK to cave in to the threat of such a war criminal state as Japan, everybody will have a good laugh over it.
    As Japan sows so shall it reap.
    The DPRK will not remain a passive onlooker to Japans act of seriously infringing upon its sovereignty and putting Tokyo's hostile policy into practice through economic sanctions and blockade while talking about its participation in the six-way talks, but take necessary counter-measures against it.
    It is the DPRK's mettle to return retaliation for retaliation and react against the hard-line policy with the toughest measure.
    Japan will be wholly responsible for all consequences to be entailed by its foolish moves.

Preparatory Committee Formed in Lebanon

     Pyongyang, January 30 (KCNA) -- An inaugural ceremony of a Lebanese preparatory committee for celebrating February 16, birthday of leader Kim Jong Il, was held in Beirut on January 20. At the ceremony Secretary General of the Lebanon Federation of Workers Zaher al Khatib was elected chairman of the preparatory committee.
    The committee set a period of celebration from January 21 to February 16 and decided to organize colorful functions during the period.

Ugandan National Preparatory Committee Formed

     Pyongyang, January 30 (KCNA) -- An inaugural ceremony of the Ugandan National Preparatory Committee for Commemorating the Day of the Sun and February 16, birthday of leader Kim Jong Il, was held in Kampala on January 19. Present at the ceremony were Minister of State for Water, Lands and Environment of Uganda Baguma Isoke, Senior Adviser to the Presidency Chango Machyo and other political and public figures and members of the Juche idea study groups and organizations for friendship and solidarity with the Korean people.
    At the ceremony the minister of State for Water, Lands and Environment was elected chairman of the preparatory committee.
    The committee decided to conduct activities in different forms and ways for introducing the greatness of President Kim Il Sung and Kim Jong Il and supporting the just cause of the Korean people on the occasion of the Day of the Sun and February 16.
    A message of greetings to Kim Jong Il was adopted at the ceremony.

Nigerian President Refers to Relations with DPRK

     Pyongyang, January 30 (KCNA) -- Nigeria's stand and determination to develop its relations with the DPRK remain unchanged and it will make every possible effort to do so. Nigerian President Olusegun Obasanjo said this when meeting and having a friendly talk with a delegation of the DPRK led by Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly, on a visit to Nigeria on Jan. 28. The president noted what is most important at present is to ensure lasting peace in the world and to this end there should be a peaceful atmosphere in which the security of all countries is guaranteed.
    The issue of Korea's reunification and nuclear issue should be solved peacefully through dialogue and negotiations between the parties concerned, he stressed.

Double-Dealing Tactics Can Never Work on DPRK

     Pyongyang, January 30 (KCNA) -- The U.S. administration is reported to have contended recently that the nuclear issue between the U.S. and the DPRK should be solved peacefully and diplomatically. While advocating a diplomatic and peaceful solution to the nuclear issue, the U.S., however, let loose a string of provocative remarks that the "nuclear crisis in north Korea is an issue that might be referred to the UN Security Council and it might prompt the SC to discuss the possibility of sanctions against it" and "Washington hoped that north Korea would solve the crisis over its nuclear program diplomatically."
    In this regard Rodong Sinmun today in a signed commentary says it is nothing but a base ruse to twist the nature of the issue that the U.S. is asserting the DPRK-U.S. nuclear issue remains unsolved due to the DPRK's fault.
    The nuclear issue between them is a direct product of the U.S. hostile policy toward the DPRK. It deteriorated as the United States threatened the DPRK, a non-nuclear state, with nukes and attempted to mount a preemptive nuclear attack on it.
    However, the U.S. has delayed and obstructed the solution to the issue, insisting on its assertion that "the DPRK should abandon its nuclear program first".
    If the U.S. truly stands for a peaceful solution to the nuclear issue, it should not insist on its unreasonable assertion but accept the DPRK-proposed package solution based on the principle of simultaneous actions.
    Whether the U.S. accepts the DPRK proposal or not is a touchstone showing whether it hopes for the peaceful solution to the nuclear issue or not.
    The United States should drop its double-dealing tactics and take an honest approach.

GNP Shows Signs of Ruin

     Pyongyang, January 30 (KCNA) -- One more scandal of the Grand National Party of south Korea has been brought to light some days ago. So Chong Won, former representative of the GNP, obtained a housing bond worth 1 billion won directly from the chairman of the Han Hwa Group. Now the GNP has no face to raise its head any longer and is seeking a loophole, says Rodong Sinmun today in a signed commentary.
    It goes on:
    It is high time the GNP politicians dropped ultra-right conservative ideas and such bad habits as extorting truck-loads of money, though they are left behind in civilization and enlightenment.
    Dismayed at the truth of illicit funds disclosed more glaringly day by day from the outset of the year, the GNP clan vociferated again about the outdated "theory of political coloring" and cried out for a "constitutional reform" and "hearing on presidential election funds" all of a sudden.
    The GNP is at the point of death for which it is entirely to blame. This situation was a result of its anti-popular policy, treacheries and sycophantic and submissive behavior. Such being a stark fact, the GNP politicians are well advised to understand their position and behave themselves with conscience before the public and the people, if they have an iota of reason.
    But Hong Sa Dok, chief for General Affairs of the GNP, hurled a string of vituperation at the chief executive's side in a bid to divert to it the public criticism focused on the party. Not content with this, he, a few days ago, went to the lengths of making reckless remarks that the "foolish people" wrongly chose the president at the last presidential election. This caused such a furor that "petitions" were submitted to accuse him. This indicates that the GNP's fate is at stake and this traitorous party has shown signs of ruin.
    From a historic and organizational point of view the GNP has no way to go any further and it is bound to go to doom for its crimes.
    The GNP's destruction is unavoidable.

KCNA Warns against Japan's Moves for Overseas Aggression

     Pyongyang, January 30 (KCNA) -- The Japanese reactionaries are now getting into full stride in their moves for overseas aggression, oblivious of the lesson of history. No sooner had the Japanese chief executive expressed his willingness on January 26 to dispatch a main unit of the "Self-defence Forces" to Iraq following an advance unit than Defense Agency Chief Ishiba ordered the main unit to Iraq. This gave the green light to military operations of a large unit of the SDF equipped with such heavy weapons as armored vehicles, recoilless artillery pieces and portable anti-tank bombs in combat areas overseas as a shock brigade of the U.S. forces.
    This means that the Japanese reactionaries have shaken off the veil of the "UN peace-keeping operations" they had been wearing and opened up a prelude to overseas aggression.
    The Japanese reactionaries' dispatch of the SDF combat troops to Iraq was prompted by their shrewd intention to give a helping hand to the U.S. in its awkward position and earn profits in the division of interests including oil. Another important aim sought by them in the troop dispatch is to build a framework for turning Japan into a military giant and militarizing it and secure a justification for overseas aggression.
    The Japanese authorities are now driving the Japanese society to the Right with all speed by whitewashing Japan's past history of aggression, paying visits to the "Yasukuni Shrine" and spreading ultra-nationalism while establishing the Missile Defense System, launching spy satellites and trying to have access to nuclear weapons in a bid to emerge a military power at an early date.
    Very disturbing developments brought to Japan today by the Japanese right-wing forces remind one of the eve of Japan's aggression of Korea and Asian continent in the past century and this indicates that the Japanese reactionaries' ambitious moves to militarize the country and turn it into a military power for reinvasion have been adopted as a state policy.
    What remains to be done by them now is to work out a war constitution whereby to mobilize all human and material resources as the final step to the completion of their preparations for a war of overseas aggression.
    In last November the Japanese chief executive openly called for revising the constitution and elevating the status of the SDF to Defense Ministry. And Secretary General of the Liberal Democratic Party Abe in his Fuji TV appearance on Jan. 8 cried for exercising right to collective self-defence and revising the constitution. All these were part of the attempts to remove the last roadblock in the way of reinvasion.
    It is a well-known fact that Japan has so far gnawed away little by little at Article 9 of the present constitution which bans the possession of a regular army and war by adopting "law on emergency," "law related to Japan-U.S. defence cooperation guidelines" and "law on anti-terrorism." But it is the first time for the chief executive and heavyweights of the ruling party to openly call for the exercise of right to collective self-defence and the revision of the constitution.
    It is as clear as noonday that once the Japanese society got militarized and turned into a military power such fascist elements as Tojo would appear on the scene and launch reinvasion, holding sway over the Japanese politicaldom
    Korea and other Asian countries are not what they were in the past when they were trampled underfoot and plundered by the Japanese imperialists.
    The Japanese reactionaries will never be able to evade a miserable lot if they keep pushing for militarization to become a military power.

Meeting of Officials in Charge of Party Ideological Work to Be Held

     Pyongyang, January 30 (KCNA) -- A meeting of officials in charge of the ideological work of the Workers' Party of Korea will be held in Pyongyang in late February. The meeting will bring together officials who have contributed to firmly arming Party members and other working people with the revolutionary idea of the WPK and powerfully arousing them to the socialist construction, while faithfully working in this field for years, true to the idea and leadership of the Party and the leader.
    It will review with pride the great achievements and experience gained in the work to model the whole society on the Juche idea under the leadership of the WPK and discuss tasks to be fulfilled to intensify the ideological work of the Party as required by the Songun era.

Setting Period of Congratulating Sun of 21st Century Called for

     Pyongyang, January 30 (KCNA) -- An appeal was published in Lima on Jan. 20 by the Latin American and Caribbean Regional Committee to Support the Reunification of Korea, the General Kim Jong Il Peruvian Amicable Institute, the Peruvian-Korean Institute of Friendship and Culture and the Peruvian Committee for Supporting the Independent and Peaceful Reunification of Korea with the birthday of leader Kim Jong Il approaching. The appeal recalled that two years ago a "meeting of congratulating the sun of the 21st century" was held on a grand scale in Mt.Paektu as an international political and cultural function on the occasion of the birthday of Kim Jong Il and decided to hold him in high esteem as the great sun leading the human cause of independence to victory in the new century and adopted the Mt. Paektu Declaration proclaiming it to the world.
    Saying that this was a historical event of great significance in accomplishing the human cause of independence, it called upon all the progressives, international organs, international democratic organizations and organizations for friendship and solidarity with the Korean people:
    Let us sing more widely "Song of General Kim Jong Il" as a paean of whole humankind as urged in the Mt. Peaktu Declaration.
    Let us set the days from February to April every year as a "period of congratulating the sun of the 21st century" and conduct diverse political and cultural events in a peculiar manner in the period.
    Let us make it a regular function to visit the native home in the secret camp in Mt. Peaktu of Korea, the holy land of the sun, in every five year.

Meeting of Officials in Field of Agriculture Held

     Pyongyang, January 30 (KCNA) -- A national meeting of officials in the field of agriculture was held in Pyongyang on Jan. 28. A report by Ri Kyong Sik, minister of Agriculture, was followed by speeches.
    The reporter and speakers referred to the fact that last year the officials and other working people in the field of agriculture worked hard to implement the policy of the Workers' Party of Korea on bringing about a signal turn in agriculture despite unfavorable natural and climatic conditions, the land realignment projects made rapid progress in various areas including Pyongyang,Nampho and South Phyongan Province and valuable experience was accumulated in the potato-farming and double cropping.

National Symposium Held

     Pyongyang, January 30 (KCNA) -- A national symposium of historians was held at Kim Il Sung University Thursday to mark the 30th anniversary of President Kim Il Sung's instructions to excavate Tomb of King Tongmyong. Prof. and Dr. Jong Chi Gon, dean of a faculty of the university, Dr. Son Su Ho, director of an institute of the Academy of Social Sciences, and Dr. Song Sun Thak, deputy curator of the Korean Central History Museum, made speeches.
    They noted that the questions surrounding the Tomb of King Tongmyong were solved scientifically from the Juche-oriented stand and it was splendidly rebuilt as a historic monument of national treasure illustrating the history and cultural tradition of powerful Koguryo on the principle of historicism thanks to the noble patriotism of Kim Il Sung and his tireless and energetic leadership.
    The tomb of King Tongmyong, who left indelible footprints in the history of the nation, is a precious historical monument and treasure indicative of the history and cultural tradition of Korea together with the mausoleum of King Tangun, the ancestral father of the Korean nation, and the tomb of King Wang Gon, founder king of Koryo, the first unified state of Korea, in view of its style symbolizing Koguryo, its scale demonstrating the absolute power of the monarch of a powerful state and its location befitting that of the father of a legitimate state.
    They cited quotations from a series of documents and archeological data and gave descriptions of the socio-historical background of Koguryo to scientifically prove that the tomb in Ryongsan-ri, Ryokpho District, Pyongyang is that of the founder king of Koguryo.
    Koguryo not only succeeded Tangun Korea and orchestrated the history in the period of Three Kingdoms but had a great influence on the development of history of successive states that appeared in Korea thereafter ranging from Palhae, Koryo to Ri Dynasty, they said, concluding that Koguryo was a country which led the main stream of the history of the Korean nation in the middle age.
    The symposium was attended by Thae Hyong Chol, president of the Academy of Social Sciences, officials concerned, university presidents and college rectors, and history researchers.

Kimjongilia Festival in Preparation

     Pyongyang, January 30 (KCNA) -- Preparations for the 8th Kimjongilia Festival to be held in Pyongyang on the occasion of the auspicious February holiday, birthday of Kim Jong Il, are active across the Democratic People's Republic of Korea. Brisk preparations are being made by the ministries and national institutions including the Ministry of the People's Armed Forces, the Ministry of People's Security, the Ministry of Posts and Telecommunications and the Ministry of Culture which won visitors' estimation in past festivals.
    The Academy of Sciences and the Ministry of Railways are doing their best to bring Kimjongilia into full bloom for the festival.
    They are paying deep attention to controlling the temperature, light and humidity in their greenhouses.
    Kimjongilia is coming into bloom in several hundred Kimilsungia and Kimjongilia greenhouses built in all the provinces, cities and counties amid deep concern and expectation of the people.
    The Korean Kimilsungia and Kimjongilia Committee has instituted the flag of the Kimjongilia Festival and is touching a finishing hand to the preparations to sponsor the festival successfully.
    The scale of the festival and the number of its participants have ever increased since its first festival was held in Juche 86 (1997).
    The forthcoming festival is expected to be participated in by more units and individuals at home, overseas Koreans and florists and amateurs of various countries.

Best Option: Death-defying Fight against U.S.

     Pyongyang, January 30 (KCNA) -- The first secretary of the Central Committee of the Kim Il Sung Socialist Youth League and the chairperson of the Central Committee of the Korean Democratic Women's Union issued statements on Jan. 29 in support of the appeal of the joint meeting of the DPRK government, political parties and organizations. They said the five-point tasks and proposals to build the structure of Korean nation-U.S. confrontation by practical actions and pave a wide avenue for independent reunification, upholding the Korean nation-first spirit as the common banner of the nation, are a very just and timely measure.
    The most correct option and only way to defend the dignity and sovereignty of the country and the nation is a death-defying fight against the U.S., they declared.
    First Secretary Kim Kyong Ho said the youth and students of the DPRK would be ardent patriots in defending Songun politics, leaving their destiny and future to it.
    Chairperson Pak Sun Hui stated that all the women would vigorously turn out in the just and patriotic sacred struggle to pave a wide avenue for independent reunification in close solidarity with all women in south Korea and overseas.

Supreme Commander Kim Jong Il Inspects KPA Unit

     Pyongyang, January 30 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission, inspected KPA Unit 493. He looked round the room devoted to its history showing the proud path covered by the unit.
    Saying that this unit has performed shining feats in the sacred struggle to defend the socialist gains won by the Korean people at the cost of their blood in the past, he underscored the need to preserve and burnish its glorious tradition.
    After hearing a report on the situation from the commander of the unit, he acquainted himself in detail with its performance of duty.
    He set forth important tasks which would serve as guidelines in increasing its combat capability in every way, greatly satisfied to learn that the servicepersons of the unit have converted all operational areas into an impregnable fortress and performed their guard duties in a responsible manner with ardent patriotism and in the staunch anti-imperialist fighting spirit.
    He dropped in at the servicemen's hall where he learned in detail about the use of entertainment facilities and the politico-ideological work.
    Noting that the People's Army has upheld the Songun leadership of the Party and this resulted in bringing about a new turn in its politico-ideological traits and fighting spirit and significantly increasing its combat capability, he added: We are greatly proud of having this great revolutionary army fully equipped with the spirit of devotedly defending the leader.
    He moved on to a military lecture room to see the tactical training of commanding officers of the unit.
    Then he looked round an education room, bedroom, mess, kitchen, washroom, daily provision store, subsidiary food-processing room and other entertainment and logistic facilities.
    After learning about how the "Day for soldiers" is observed, he noted that this movement is now displaying great vitality at all units of the KPA. He underscored the need to give fuller play to this beautiful trait of loving soldiers, which can be noticed in the People's Army which has achieved the strong unity between superior and inferior.
    He had a photo session with servicepersons of the unit.
    He was accompanied by Yon Hyong Suk, vice-chairman of the National Defence Commission, KPA Generals Ri Myong Su, Hyon Chol Hae and Pak Jae Gyong and Ri Yong Chol, member of the Central Military Commission of the WPK and first vice department director of its Central Committee.

    El Comite Coreano de Kimilsungia y Kimjongilia definio nuevamente la bandera del festival de Kimjongilia y acelera en la ultima fase los preparativos para celebrar en el maximo nivel el festival.
    Desde cuando se inicio el 86 (1997) de la Era Juche la primera exposicion de Kimjongilia hasta ahora, se han aumentado cada ano el tamano del festival y el numero de los participantes.
    El venidero festival, que se efectuara este ano historico lleno de acontecimientos especificos, salta a la vista desde sus preparativos por la participacion de numerosas unidades y personas individuales del pais, coreanos en ultramar, especialistas y aficionados a flores de varios paises del mundo.

Defensa a ultranza al lider es invariable consigna de pueblo coreano

     Pyongyang, 30 de enero (ATCC) -- "!Defendamos a riesgo de la vida la Direccion de la Revolucion encabezada por el gran camarada Kim Jong Il!" es la consigna que se puede ver en cualquier lugar de Corea en la epoca del Songun. El pueblo coreano, con esta consigna defiende al Dirigente Kim Jong Il a costa de la vida y materializa cabalmente su idea revolucionaria, orientaciones, ordenes e indicaciones.
    Bajo la sabia direccion del gran Lider y del destacado Dirigente, el pueblo coreano ha logrado victoria tras victoria superando multiples pruebas y dificultades. Se cercioro de que el Dirigente es precisamente la patria y la bandera de la victoria.
    Es Por eso que , en los dias de la prolongada lucha revolucionaria mantuvo la consigna de defender al Lider a costa de la vida.
    En el periodo de la lucha revolucionaria antijaponesa, los revolucionarios coreanos dieron origen a la tradicion de la defensa al lider a costa de la vida sosteniendo en alto la consigna "!Defendamos con la vida la comandancia de la Revolucion!"
    Durante la guerra coreana desatada por los invasores yanquis, numerosos militares del Ejercito Popular y habitantes de Corea, con la consigna "!Por el partido y el Lider!", lucharon valientemente arriesgando sin titubeo la vida en el frente y en la retaguardia por el lider y la patria.
    En los periodos de la severa lucha clasista contra los enemigos internos y externos, de la construccion socialista y del cumplimiento de la revolucion socialista en la posguerra, fue logrado un avance victorioso de la revolucion al enarbolar las consignas "!Defendamos a costa de la vida el Comite Central del Partido encabezado por el estimado camarada Kim Il Sung!" y "!Luchemos a riesgo de la vida por el gran Lider!".
    Hoy, la consigna de defender al Lider a costa de la vida se guarda en lo profundo del corazon del pueblo coreano como invariable lema de conviccion y de accion, y se materializa sin reserva en su vida y lucha.
    En lo adelante tambien, el pueblo coreano que disfruta de la fortuna de tener al gran Lider, al gran General, avanzara siempre con esa consigna en alto.

Tactica de dos caras no puede surtir efecto

     Pyongyang, 30 de enero (ATCC) -- En estos dias, en el interior de la administracion Bush suenan las voces en el sentido de que el problema nuclear con la Republica Popular Democratica de Corea ha de ser resuelto por via pacifica y diplomatica. Por otra parte, norteamericanos profieren palabras irritantes a la RPDC tales como "la crisis nuclear del Norte de Corea es un problema que se puede someter a la consideracion del Consejo de Seguridad de las Naciones Unidas para discutir la posibilidad de aplicar la sancion a el", "Esperamos que el Norte de Corea solucione por via diplomatica la crisis nuclear en torno a su plan de armas nucleares".
    Los EE.UU. divulgan que la irresolucion del problema nuclear con la RPDC se debe a la equivocacion de alguien y lo hacen con una vil artimana para tergiversar la esencia del verdadero estado de cosas.
    Asi senala el periodico Rodong Sinmun en un comentario individual del dia 30 y continua:
    El problema nuclear entre la RPDC y EE.UU. es un producto directo de la politica hostil del segundo a la primera.
    Este problema se ha agudizado por la amenaza de EE.UU. a la RPDC, pais libre de armas nucleares, y por el intento del primero de asestar el primer ataque nuclear a la segunda.
    Sin embargo, EE.UU., al esgrimir la insistencia en la "renuncia nuclear, primero" de la RPDC, posterga e impide la solucion del problema.
    Si EE.UU. desea de veras la solucion pacifica del problema nuclear con la RPDC, debe dejar de esgrimirla y aceptar el modo de solucion global basado en los pasos simultaneos y reciprocos propuestos por la RPDC.
    Aceptarlo o no sirve de una piedra de toque para saber que EE.UU. desea o no la solucion pacifica del problema nuclear con la RPDC.
    EE.UU. debe abandonar su tactica de dos caras y adoptar una sincera actitud.
