Japan's Inhuman Legislation under Fire

     Pyongyang, February 24 (KCNA) -- The Japanese reactionaries' retrogressive revision of the "law on foreign exchange" is an unpardonable hostile action taken by them against the DPRK and the General Association of Korean Residents in Japan (Chongryon), pursuant to the U.S. imperialists' hostile policy towards the DPRK, as it is aimed to suffocate the DPRK economically and block the free economic activities of Koreans in Japan. Rodong Sinmun today says this in a signed commentary. The commentary goes on:
    Japan adopted economic sanctions against the DPRK as a state policy and is now working hard to put it into practice. This clearly indicates what a grave phase the Japanese right-wing reactionary forces' hostile policy towards the DPRK and their suppressive policy towards Chongryon and Koreans in Japan have reached.
    The Japanese reactionaries are working hard to introduce the "bill banning the portcall of specified ships" in a bid to prevent Mangyongbong-92 and other DPRK ships from entering the Japanese ports. This is also prompted by their base attempt to deprive the Koreans in Japan of their right to visit the homeland in freedom and break the blood ties between people in the DPRK and Koreans in Japan at any cost.
    The Japanese reactionaries' retrogressive revision of the "law on foreign exchange" and "bill banning the portcall of specified ships" are, indeed, the most vicious and inhuman brutal actions that can be committed only by those lunatics steeped in hostility and consciousness of confrontation towards the DPRK to the marrow of their bones.
    The Japanese authorities should immediately give up their anti-DPRK, anti-Chongryon moves, bearing in mind that their persistent reckless acts against the DPRK will touch off bitterer resentment of the Korean people at Japan.

Work of Kim Jong Il Published in Russia

     Pyongyang, February 24 (KCNA) -- Leader Kim Jong Il's famous work "Abuses of Socialism Are Intolerable" was published in pamphlet by the "Primorskoye Morskoye Parakhodstvo" Publishing House in Russia on February 18. The work, brought out on March 1, Juche 82 (1993), lays bare the reactionary nature and falsehood of the sophism of the imperialists and renegades of socialism calling socialism "totalitarian," "barracks-like" and "administrative and commanding". The work clarifies the issue of making socialism conviction and morality, the issue of giving full play to the superiority of socialism and other principled matters in defending and accomplishing the cause of socialism.

Passage of "Amendment to Law on Foreign Exchange" under Fire

     Pyongyang, February 24 (KCNA) -- The passage of an "amendment to the law on foreign exchange" through the Japanese House of Representatives was condemned by foreign organizations. The Paektusan Czech-Korean Friendship Association in a statement on February 13 expressed indignation at the fact that the Japanese House of Representatives passed the "amendment to the law on foreign exchange" to legislate sanctions against the DPRK as a state policy.
    Japan's participation in the six-way talks will bring no good but only harm and create complexity and difficulties in the settlement of the issue, the statement said, and stressed: Japan's participation should be resolutely ruled out for peace and security of the Korean peninsula and Asia and, furthermore, the world.
    The Denmark-DPRK Friendship Association in a letter of protest addressed to the Japanese government on February 16 said that the Japanese chief executive visited Pyongyang in September 2002 and admitted, in a spirit of humility, the facts of history that Japan caused tremendous damage and sufferings to the Korean people through its colonial rule and expressed deep remorse and heartfelt apology and signed the DPRK-Japan Pyongyang Declaration.
    It went on:
    We strongly protest Japan against its passage of a new amendment to remain hostile toward the DPRK and apply sanctions against it.
    We demand again the Japanese authorities rectify their policy toward the DPRK and withdraw the amendment.
    For its grave mistake Japan should not participate in the important six-way talks for the settlement of the nuclear issue in the Korean peninsula.

Russian Military Attache Hosts Reception

     Pyongyang, February 24 (KCNA) -- Vladislav Prokopenko, military attache of the Russian embassy here, hosted a reception at the Taedonggang Club for the Diplomatic Corps Monday evening on the occasion of the "Day of Defenders of the Motherland" of Russia. Present on invitation were Jong Chang Ryol, vice-minister of the People's Armed Forces, Colonel General Pak Sung Won and other generals and officers of the Korean People's Army, diplomatic envoys of various countries and military attaches of different embassies here.
    Present there were Andrei Karlov, Russian ambassador, and staff members of the Russian embassy here.

Functions Held Abroad

     Pyongyang, February 24 (KCNA) -- Meetings were held in Pakistan, India,Thailand and Poland to celebrate the birthday of leader Kim Jong Il and the 30th anniversary of the proclamation of the programme for modeling the whole society on the Juche idea. Abid Hussein, chairman of the National Workers' Party of Pakistan, in a speech said that the DPRK has vigorously advanced along the road of socialism of Korean style it had chosen, undeterred by any difficulties and ordeals created by the U.S.-led imperialist allied forces' persistent pressure and blockade.
    Mohammad Khan, member of the Central Executive Committee of the Pakistan People's Party, in a speech said that the DPRK in which all the people are united as one around Kim Jong Il, firmly equipped with his Songun idea, is a model for the world to follow and a hope for the developing countries, in particular.
    S. S. Chaman, senior advocate of the Supreme Court of India, in a speech stressed that progressive humankind are focusing their attention on the DPRK in which national independence has been fully realized.
    D. Radowanski, chief of the Warsaw Group for the Study of the Juche Idea in Poland, in a speech expressed his determination to intensify the work to study and disseminate the Juche idea.
    Congratulatory messages to Kim Jong Il were adopted at the meetings held in Thailand and Poland.

Rodong Sinmun on National Cooperation

     Pyongyang, February 24 (KCNA) -- If all the Koreans in the north and the south join their efforts as one nation and realize cooperation, they can solve any issue arising in the movement for reunification. National cooperation is, indeed, the way of bringing earlier independent reunification and common prosperity of the nation. Rodong Sinmun today says this in a signed article.
    It continues:
    It is only the Korean nation which most eagerly wants peace and reunification of the country and it is the party concerned which has the capability to achieve them.
    The Korean nation must resolutely reject the domination and interference of outside forces and "cooperation" with them and firmly maintain all the time the stand of national independence. It must not deviate from the principle of solving all the issues by the concerted efforts of the nation. It must also put the nation in the foreground and actively seek national cooperation with the view that the Korean nation is the best.
    All the fellow countrymen should block off the danger of war brought by outside forces, defend peace of the country and national security and invigorate the struggle for achieving independent reunification by national cooperation under the banner of the Korean nation-first spirit.
    The structure of confrontation on the Korean peninsula today is that between the entire Korean nation and the United States. All the fellow countrymen in the north and the south and overseas through national cooperation should decisively smash the U.S. moves to stifle the DPRK and provoke a new war.
    National cooperation is the key also to the movement for reconciliation, cooperation and independent reunification. The process of national reconciliation, cooperation and reunification can be promoted at an accelerated pace only when all the Koreans firmly defend the idea of "By our nation itself" specified in the June 15 joint declaration and strengthen national cooperation according to this idea. All the fellow countrymen should continue to carry forward the work for north-south reconciliation and mutual assistance and vigorously pave a wide avenue for independent reunification without interruption by national cooperation, not heeding what others say.
    If all the fellow countrymen definitely realize national cooperation according to the idea of "By our nation itself", a great proposition of independent reunification, they can surely ensure a stable peace on the Korean peninsula and bring earlier independent reunification.

Japan's Disgusting Act Ridiculed

     Pyongyang, February 24 (KCNA) -- Japan's behaviors are all ridiculous and disgusting. This is unequivocally illustrated by the Japanese government authorities' mean act of reading the face of the U.S., their master, and currying its favor. Minju Joson says this in a signed commentary today.
    Japan cast aside faith between countries and international commitments like a pair of old shoes only to meet the U.S. demand, as could be seen in the adoption of the amendment to the law on foreign trade, a law for economic sanctions against the DPRK, the commentary notes, and goes on:
    Not stopping at the amendment to the law on foreign trade, the Japanese reactionaries seek to adopt even a bill banning the call of specified ships of the DPRK including the ship Mangyongbong-92 at Japanese ports and are now hastening preparations for it, pursuant to the U.S. hostile policy toward the DPRK. This vividly shows that the Japanese reactionaries are the local agents and special class servants in implementing the U.S. strategy to dominate Asia.
    Japan's blind pursuance of the U.S. policy would never be in the interests of Japan. That will only touch off bitterer hatred of the Korean army and people against Japan and disclose to the international community Japan's vulgar political and diplomatic stance.
    The Japanese reactionaries should wake up from absurd illusion and drop at once their anachronistic and unrealistic policy of toeing the U.S. line.

DPRK Delegation Leaves to Participate in Six-way Talks

     Pyongyang, February 24 (KCNA) -- A DPRK delegation led by Kim Kye Gwan, vice-minister of Foreign Affairs, left here today to participate in the six-way talks for the settlement of the nuclear issue between the DPRK and the United States to be held in Beijing from Feb. 25. It was seen off at the airport by Kim Yong Il, vice-minister of Foreign Affairs, officials concerned, Wu Donghe, Chinese ambassador to the DPRK, and Oleg Dabydov, charge d'affaires ad interim of the Russian embassy here.

Great Foundation for Single-hearted Unity

     Pyongyang, February 24 (KCNA) -- Leader Kim Jong Il laid the foundation for consolidating the single-hearted unity of the Democratic People's Republic of Korea on the basis of the Juche idea in every way by proclaiming the programme for modeling the whole society on the Juche idea on February 19, Juche 63 (1974). From the first days of his guidance over the revolution, he has said that the single-hearted unity was his revolutionary philosophy. Carrying forward the precious tradition of the Korean revolution that started with unity and emerged victorious with its might, he has held fast to the single-hearted unity as the victorious banner of revolution.
    As he put forward the modeling of the whole society on the Juche idea to meet the matured requirements of the revolutionary development, the single-hearted unity in the DPRK has entered a new stage of unity with the Juche idea, the revolutionary idea of President Kim Il Sung, as the monolithic ideology.
    The revolutionary ranks have been united closely with the leader, Party and masses sharing the same ideology and the same destiny.
    The might and the invincibility of the single-hearted unity were fully demonstrated in the unprecedented "Arduous March" in the 1990s.

U.S. Reckless Ambition for World Supremacy -KCNA News Analyst's Article -

     Pyongyang, February 24 (KCNA) -- The United States is pushing ahead with the reorganization of the U.S. forces and the establishment of a missile defence system. The U.S. reorganization plan includes the readjustment of its military installations across the world, access to hotspots, formation of a task force with an increased capacity of long-distance sophisticated strike and the establishment of its commanding system. It is aimed to easily seize regions with strategic resources and areas of political and military importance by launching a forestalling attack.
    According to the U.S. Defence Department's annual report for 2003 "Structure of Bases", the United States, which is keeping about 702 military installations in about 130 countries and some 6,000 in its mainland and colonies, is planning to build new bases for the U.S. forces' access to targets of strategic importance.
    The United States thinks that through the readjustment and expansion of military bases, it will be able to tighten the encirclement ring around the major powers in the Asia-Pacific region which was formed after the Afghan and Iraqi wars, heighten the speed of attack on targets of invasion and blockade and control other countries' involvement as it wishes.
    The United States, under the pretext of the nuclear issue on the Korean peninsula and diversified "security threat", has intensified arms buildup in the region. It also plans to reshape the operational commanding system into a wartime one.
    The Washington Times February 3 said the U.S. Defence Department was going ahead with the extensive reorganization of the Pacific Command and it seemed that a post of a four-star general commanding all the forces including the south Korea-based U.S. Command and the "Combined Command" would be established in south Korea and an army headquarters commanded by a three-star general set up in Japan.
    That day a spokesman for the U.S. Air Force announced that about six B-52s and hundreds of crewmen would be sent to Guam from the mainland, while officials of the Defence Department said other bombers could also be sent to the Pacific region in the future.
    The reorganization of the U.S. forces in the Asia-Pacific region indicates that the danger of a new war is ever increasing on the Korean peninsula and its vicinity in view of the bellicose foreign policy of the U.S. administration and the Afghan and Iraqi wars.
    Meanwhile, the United States has persistently pushed ahead with the establishment of a missile defence system, which has already been condemned, wrecking the strategic stability of the world.
    The U.S. Defence Department is planning to deploy the first elements of the missile defence system in Alaska this summer several months ahead of the schedule.
    It is envisaged that six interceptor missiles will be installed in underground hangars in Alaska in May and June and an early warning radar station will be set up on Aleutian Islands in around July.
    The United States plans to deploy another ten interceptor missiles and some ten Aegis sea-launched missiles in Alaska next year and, at the same time, build a sea-based radar station and recondition the radar system in the territory of Britain.
    The U.S. plans concerning the reorganization of its forces and the establishment of a missile defence system, which threaten peace and stability in the international community, will spark off another arms race and cause confrontation, contradiction and disputes in international relations for the control of strategic resources.

     Pyongyang, February 24 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Jaber Al-Ahmed Al-Jaber Al-Sabah, emir of Kuwait, on Feb. 24 on the occasion of the 43rd national day and the 13th anniversary of the liberation of his country. Expressing the belief that the friendly and cooperative relations between the two countries would steadily develop in conformity with the desire of the two peoples, the message wished him and the people of Kuwait greater success in their work to achieve the prosperity of the country and the peace and stability of the region.

Anniversary of Kim Il Sung's Famous Work Marked

     Pyongyang, February 24 (KCNA) -- A national meeting was held at the People's Palace of Culture on Feb. 24 to mark the 40th anniversary of the publication of President Kim Il Sung's famous work "Theses on the Socialist Rural Question in Our Country". Present at the meeting were senior officials of the Party and the state, chairpersons of the friendly parties, members of the Cabinet and other officials.
    A report was made by Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly.
    The reporter noted that the work, published by the President on Feb. 25, Juche 53 (1964), is a programme for socialist rural construction in this era on the basis of the Juche idea and an immortal work as it gives perfect answers to all the theoretical and practical issues arising in solving the rural question for the first time in history.
    The President established the best socialist agricultural system of Korean style and an agricultural guidance system and energetically led the struggle to implement the theses and his plan for socialist rural construction is being successfully carried out by leader Kim Jong Il, he said, and went on:
    Kim Jong Il consolidated the foundation for agricultural production and opened a bright prospect of satisfactorily solving the problem of food by leading the people to steadily push ahead with the rural construction under the banner of the socialist rural theses in the period of the "arduous march", the most difficult period of the Korean revolution.
    Thanks to the dynamic progress of the ideological and cultural revolution in the countryside the Korean agricultural workers have emerged reliable masters of socialist agriculture with a high level of ideological consciousness and creative ability, its material and technological foundation has grown stronger and the socialist agricultural system has been further consolidated. This is a great success made in the implementation of the rural theses.
    The reporter called for thoroughly implementing the theses as required by the Songun era to glorify Kim Il Sung's idea of socialist rural construction and his exploits for all ages.

Korean Committee Demanding Japan's Redress for Its Past Crimes Formed

     Pyongyang, February 24 (KCNA) -- The Korean Committee of the International Consultative Council for Solidarity Demanding Japan's Redress for Its Past Crimes was inaugurated with due ceremony here today. The committee has a mission to contribute to intensifying the activities of the council and cooperate with its various national and regional committees in the activities to give vent to the pent-up grudge of victims of the Japanese imperialists' crimes and their bereaved families and check and frustrate the moves of the Japanese reactionaries to evade their redress for their past crimes and militarize Japan.
    At the ceremony Hong Son Ok, chairperson of the DPRK Measure Committee for Demanding Compensation to Comfort Women for the Japanese Army and the Victims of Forcible Drafting, made a report, which was followed by speeches.

Kim Jong Il Inspects KPA Unit

     Pyongyang, February 24 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission, inspected KPA unit 131 honored with the title of O Jung Hup-led 7th Regiment. He first looked round the monument to the on-the-spot guidance of President Kim Il Sung and historic relics.
    After seeing the relics associated with the tireless efforts made by the President, Kim Jong Il said that the immortal leadership exploits performed by the President in strengthening and developing the revolutionary armed forces of the DPRK all his life would shine for all ages.
    After acquainting himself in detail with the unit's performance of duty, he walked round the room devoted to the history of the unit, guided by the commander of the unit.
    The shining feats of this unit which won one victory after another by displaying matchless mass heroism in every hard-fought battle are brilliantly recorded in the history of the Fatherland Liberation War, he said.
    After making a round of the drill ground of the unit, he watched soldiers in training.
    He advanced important tasks which would serve as guidelines in further increasing the unit's combat capability, greatly pleased to see all officers and men of the unit trained as a-match-for-a hundred fighters fully capable of undertaking combat duties under any circumstances.
    He noted that the officers and men of the KPA have deeply studied and acquired the WPK's Juche-oriented military thought and theories and steadily intensified the training, thus firmly preparing themselves to wipe out any formidable enemy at a single stroke, adding that the DPRK is an invulnerable iron-wall as this socialist country is firmly guarded by these strong revolutionary armed forces.
    He took deep care of the service and living of the servicepersons, looking round a soldiers' hall, education room, bedroom, mess hall, kitchen, washroom, daily provision store and other places of the unit.
    He spared time to see an art performance given by servicepersons of a company of the unit.

     Pyongyang, 24 de febrero (ATCC) -- La casa cuna Kim Jong Suk de Corea realiza bien la labor de cuido de salud, crianza y educacion de los ninos. Cria saludables a los ninos a traves de la organizacion cientifica de la vida regular y dietetica, ejercicio, juego y el bano solar de conformidad con las edades.
