Seminars on Kim Jong Il's Works Held in Guinea and Jordan
Pyongyang, February 29 (KCNA) -- A seminar on leader Kim Jong Il's famous work "On Some Issues Related to the Ideological Basis of Socialism" was held at Kim Il Sung Institute of Agricultural Science in Guinea on Feb. 11.
Speakers referred to the main contents of the work.
They recalled that Kim Jong Il clarified the Juche idea is the ideological basis of socialism and scientifically proved the originality, advantages of the idea and the inevitable victory of socialism. Korean-style socialism based on the Juche idea will be ever-victorious, they stressed.
The Group for the Study of Juche Idea in Conakry, Guinea, sponsored a seminar on "2. Philosophical Principle of the Juche Idea" from Kim Jong Il's work "On the Juche Idea" on Feb. 10.
A seminar on his work "Let Us Reunify the Country Independently and Peacefully through the Great Unity of the Entire Nation" took place in Amman, Jordan, with the attendance of prominent politicians and mediapersons.
Japan's Hostile Policy toward DRPK Flailed
Pyongyang, February 29 (KCNA) -- Chairman of the Central Committee of the Nepal Worker-Peasant Party Narayan Man Bijukchhe issued a statement to the press on February 21, flailing Japan's undisguised hostile policy toward the DPRK.
He branded the passage of the "amendment to the law on foreign exchange" through the Japanese House of Representatives as a frantic violation of international law and the DPRK-Japan Pyongyang Declaration.
It is as clear as noonday that if a war breaks out in the Korean peninsula, it will exert a catastrophic influence on peace and security in Northeast Asia and the rest of the world, he said, and went on:
To prevent such a disaster the U.S. should immediately withdraw its aggression troops armed with weapons of mass destruction from south Korea and Japan and the U.S. and Japan should drop their hostile policies toward the DPRK at once.
The Japanese authorities should redress all their crimes including the crime relating to the "comfort women for the Japanese army" committed at the Korean people in the past.
We protest against the Japanese chief executive's aggressive remarks about Tok Islet which is a part and parcel of the Korean territory down through history.
We support the Songun politics of Kim Jong Il, general secretary of the Workers' Party of Korea, and the principled stand of the heroic Korean people who never yield to others' pressure.
Over 200 Cases of U.S. Aerial Espionage Committed in February
Pyongyang, February 29 (KCNA) -- The U.S. imperialist warmongers committed more than 200 cases of aerial espionage against the DPRK in February by mobilizing strategic and tactical reconnaissance planes with different missions, according to a military source.
"U-2" high-altitude strategic reconnaissance plane, "RC-135" strategic reconnaissance plane, "E-3" and "E-8C" command planes and "EP-3" electronic reconnaissance planes spied on the east and west seas of the DPRK, areas along the Military Demarcation Line and the whole area of the DPRK more than 40 times.
The number of tactical reconnaissance planes including "RC-12" and "RC-7B" involved in aerial espionage on the DPRK's important military targets on the forefront reached 11 on Feb. 5, 10 on Feb. 7 and 10 respectively and 9 on Feb. 12, 17 and 23.
This clearly proves that the U.S. imperialists' much talk about "dialogue" and "security assurances" is nothing but hypocrisy. It also testifies to the justice of the steps taken by the DPRK to reinforce its self-defence means.
US Redeployment of Its Armed Forces under Fire
Pyongyang, February 29 (KCNA) -- The United States, while redeploying its forces overseas, is advertising the relocation of its troops in south Korea as "part of reforms" under way worldwide and claims this contributes to the "detente."
In this regard Rodong Sinmun today says in a signed commentary:
This is nothing but sheer sophism to veil the cunning design of the U.S. imperialists because the relocation of the U.S. troops in south Korea is aimed to wind up the preparations for a war of aggression against the DPRK, block the process of confidence building between the north and the south, establish their military domination over Northeast Asia and monopolize the arms market in south Korea.
The U.S. stepped-up moves to relocate its troops in south Korea are intended to finally complete the military operational preparations for the second Korean war against the DPRK, pursuant to its "strategy for preemptive attack" and "new operation plan 5026".
The U.S. is pushing forward this relocation at a time when a fierce anti-US struggle is now going on in south Korea. Lurking behind its moves is a sinister aim to retain its grip on south Korea under the pretext of "security commitment", fan up war phobia among south Koreans, block the process of confidence building between the north and the south, deter Koreans from building the structure of their confrontation with the U.S. at any cost and create conditions for a preemptive attack on the DPRK.
The Bush administration seeks to monopolize the arms market in south Korea in a bid to win support from the U.S. munitions monopolies in the presidential election. The US relocation of its forces in south Korea is rendering the situation on the Korean peninsula and in the rest of Northeast Asia more complicated and seriously threatening and disturbing peace, security and stability there.
The U.S. troops, the main source of war and aggression, should not be relocated in south Korea but be withdrawn from it.
Anniversary of Kim Jong Il's Work Marked
Pyongyang, February 29 (KCNA) -- Rodong Sinmun today dedicates an article to the 11th anniversary of the publication of leader Kim Jong Il's work "Abuses of Socialism are Intolerable."
The work, published on March 1, Juche 82 (1993), laid bare the absurd and reactionary nature of the sophism let loose by imperialists and their mouthpieces to malignantly slander socialism and explicitly proved the justice and scientific and popular nature of the socialist cause.
The article says:
Kim Jong Il unrolled the unique Songun politics in the closing years of the last century, thus leading the army and the people of the DPRK to victory, fully demonstrating the dignity and might of Korean style socialism before the whole world and putting fresh impetus to the movement to accomplish the human cause of independence, the cause of socialism.
The greatness of the leadership of Kim Jong Il who glorified Korean style socialism can be proved by the fact that he set out the unique Songun idea and Songun revolutionary line, thereby developing the socialist idea in depth.
Kim Jong Il enunciated unique ideas and theories including the principle of placing the army before the working class, idea of the driving force of the revolution, idea of transforming all members of the society on the pattern of the revolutionary army and the line of economic construction in the Songun era which calls for giving priority to the development of the national defence industry. All of them serve as encyclopedic ones as they give perfect answers to new questions arising in accomplishing the socialist cause in the present times.
The Songun idea and Songun revolutionary line serve as a main source that helped the DPRK stand as an invulnerable socialist fortress and remain a single-heartedly united country despite any political, military, ideological and cultural offensive and psychological warfare of the U.S. imperialists and bring about precious successes and remarkable changes in the revolutionary onward march to build a great prosperous powerful nation.
The greatness of his leadership also finds a clear manifestation in the fact that he has consolidated the unity of the Party and the revolutionary ranks as an unbreakable one with the People's Army as a model, unrolled a plan for building a great prosperous powerful nation and has wisely led the drive to implement it.
As long as there is Kim Jong Il's Songun leadership Korean style socialism is sure to always triumph and fully demonstrate its validity and invincible might.
DPRK Foreign Ministry Spokesman on Six-way Talks
Pyongyang, February 29 (KCNA) -- A spokesman for the Foreign Ministry of the DPRK today gave the following answer to a question put by KCNA as regards the six-way talks held in Beijing:
The six-way talks on the nuclear issue between the DPRK and the U.S. took place in Beijing from February 25 to 28.
We attended the talks with expectation that a frank discussion on ways of seeking a solution to the nuclear issue between the DPRK and the U.S. would open a certain prospect of settling the issue.
Hence, we showed greatest magnanimity, clarifying its transparent will to scrap its nuclear program according to a proposal for a simultaneous package solution aimed to denuclearize the Korean peninsula and advancing fair and flexible proposals for implementing measures for the first-phase actions.
China, Russia and other participants in the talks, therefore, expressed support and understanding of our reasonable proposal.
However, the U.S. again insisted on its old assertion about the DPRK's abandoning its nuclear program first, saying that it can discuss the DPRK's concerns only when it completely scraps its nuclear program in a verifiable and irreversible manner. This threw a big hurdle in the way of the talks.
It also absurdly asserted that it can not normalize relations with the DPRK unless missile, conventional weapons, biological and chemical weapons, human rights and other issues are settled even after its abandonment of all its nuclear programs.
The attitude of the U.S. side towards the talks increased our disappointment.
The U.S. side unhesitatingly said that it was not willing to negotiate with the DPRK, far from showing any sincere intention to settle the issue.
The head of its delegation only read the prepared script without stammering and showed no sincerity, giving no answer even to the questions raised.
The U.S. did not show any stand to co-exist with the DPRK in peace as it did during the six-way talks held in August last year but once again disclosed its ulterior aim to persistently pursue its policy of isolating and stifling the DPRK, wasting time behind the scene of the dialogue.
The U.S. seems to calculate that the DPRK will collapse of its own accord if it wastes time, putting pressure upon the DPRK undergoing economic difficulties. This is little short of a behavior of a bat-blind person who knows nothing of the DPRK.
The socialist system of Korean style which is guided by the Juche idea and where the entire army and all the people are single-heartedly united, true to the Songun politics, will never shake in any tempest.
The U.S. seems to waste time in a bid to attain its political purpose but any delay in the solution of the nuclear issue would cause nothing unfavorable to the DPRK.
This would give us time to take all necessary measures with an increased pace.
Any further six-way talks will not prove helpful to the solution of the nuclear issue between the DPRK and the U.S. unless the U.S. shows its will to make a switchover in its policy toward the DPRK.
In spite of this situation we consented to the time to open the next round of the six-way talks and to the issue of organizing a working group proceeding from the sincere and patient stand to seek a negotiated peaceful solution of the nuclear issue at any cost.
It is difficult to expect that any further talks would help find a solution to the issue.
The settlement of the nuclear issue will entirely depend on the change in the U.S. attitude.
Joint Military Maneuvers in MDL Area
Pyongyang, February 28 (KCNA) -- The U.S. troops in south Korea and the south Korean army stage joint military maneuvers in the area of the Military Demarcation Line, according foreign news reports.
The field maneuvers dubbed Iron Artep which began last week will last till March 5, they said.
The war exercises now under way in shooting ranges in the area south of the Demilitarized Zone involved the U.S. Second Infantry Division, military vehicles, helicopters and huge other military equipment as well as the south Korean army.
The current war gamble includes exercises of breaking through hurdles, river-crossing, rescuing and hurling reinforcement units, they said.
The arrogant outrage of the U.S. and the south Korean authorities who are staging the war exercises in the area of the MDL at a time when the six-way talks for the settlement of the nuclear issue are held touches off serious apprehensions of the whole world.

Pyongyang, February 28 (KCNA) -- Leader Kim Jong Il was presented with a floral basket and gift by the visiting State Academy Ensemble of the Ministry of Interior of Russia.
The floral basket and gift were conveyed to Kim Ki Nam, secretary of the Central Committee of the Workers' Party of Korea, by Viktor Eliseyev, head of the ensemble, yesterday.
A gift to Kim Jong Il from Viktor Eliseyev was also conveyed.
Symposium on Orientation of Peace and Reunification Movement
Pyongyang, February 28 (KCNA) -- A symposium on the orientation of the peace and reunification movement corresponding to the "general election" was reportedly held by the South Headquarters of the National Alliance for the Country's Reunification, the "National Alliance for Democracy and Reunification, the Solidarity for Implementing the South-North Joint Declaration, the Citizens' Solidarity for Peaceful Reunification and other reunification movement organizations of south Korea on February 17.
At the symposium speakers said that it is the first task to vote down the anti-reunification forces including the Grand National Party in the forthcoming general election. They called upon the civic and public organizations aspiring after peace and reunification to jointly conduct a campaign for defeating anti-peace, anti-reunification and anti-national candidates for the general election.
The symposium set it as the orientation of the peace and reunification movement to liquidate the anti-peace, anti-reunification and anti-national forces.
Russian Artistes Feted
Pyongyang, February 28 (KCNA) -- The DPRK National Defence Commission hosted a reception in honor of the visiting State Academy Ensemble of the Ministry of Interior of Russia at the People's Palace of Culture Friday evening.
Present there on invitation were members of the ensemble led by its head Viktor Eliseyev, Oleg Dabydov, charge d'affaires ad interim of the Russian embassy here, and its staff members.
Present there were Kim Ki Nam, secretary of the Central Committee of the Workers' Party of Korea, officials concerned and artistes.
General of the Korean People's Army Pak Jae Gyong in a speech made at the reception recalled the fact that the ensemble visited the DPRK several times and successfully staged army songs representing love for the motherland and the people and strong enthusiasm and group dances depicting a worthwhile life of servicepersons, deeply impressing the Korean people.
He expressed the belief that the performance of the ensemble would powerfully encourage the army and people of the DPRK all out to build a great prosperous powerful socialist nation and accomplish the cause of national reunification, true to the Songun revolutionary leadership of the WPK, and greatly contribute to the development of the DPRK-Russia friendly relations.
Viktor Eliseyev in a speech said that the ensemble prepared dances and music pieces to show the friendly feelings of the Russian people towards the Korean people, noting that the visit of the ensemble would mark an important occasion in developing the friendly and cooperative relations between Russia and the DPRK.
Saying that the path chosen by the DPRK was right, he wished the Korean people greater happiness, prosperity and reunification of the country.
U.S. Urged to Sincerely Approach Six-way Talks
Pyongyang, February 28 (KCNA) -- 60 civic organizations of south Korea including the Reunification Solidarity, the Korean Confederation of Trade Unions and the Peace Network reportedly held a press conference in Seoul on Feb. 23 to manifest the stand of civic and public organizations on the second round of the six-way talks.
Speakers at the conference held that the U.S. should not put up north Korea's abandonment of its nuclear program first as a precondition for negotiations without any convincing evidence in a bid to scuttle the six-way talks resumed with much effort.
Urging the U.S. to sincerely approach the six-way talks, they asserted that the U.S. should declare non-aggression of the north, express its will to normalize the relations with it and accept the north-proposed principle of reward in return for its freeze of nuclear facilities.
They pointed out that any attempt of Japan to bring up the "issue of abduction" and other matters for discussion at the six-way talks is to frustrate the talks, not to make the talks successful.
DPRK to React to Japan with Toughest Countermeasure
Pyongyang, February 28 (KCNA) -- The Liberal Democratic Party of Japan reportedly approved a draft outline of the bill banning the call of specified foreign ships at Japanese ports and Abe, secretary general of the party, referring to it at a press interview, asserted that "this bill would be applicable to no other country but north Korea." His remarks indicated that those specified foreign ships precisely meant the DPRK's ships including Mangyongbong-92.
Commenting on this, Rodong Sinmun today says:
This move of Japan is a wanton violation of the DPRK-Japan Pyongyang Declaration, the UN Charter and international law and a serious infringement upon the sovereignty of the DPRK as such move is aimed to strangle it at any cost by applying economic sanctions against it. The DPRK will react to Japan's move with the toughest countermeasure.
Japan's adoption of this legislation would ban the entry of the DPRK's ships at Japanese ports. This would mean sanctions and pressure upon the DPRK much stronger than "the amendment to the law on foreign exchange" which can only ban remittance.
It is an ulterior aim sought by the Japanese reactionaries to escalate hostile policy toward the DPRK and bring down the socialist system in the DPRK, pursuant to the U.S. imperialists' offensive to tighten the economic sanctions against the DPRK.
The Japanese reactionaries' noisy call for economic sanctions against the DPRK is only touching off bitterer hatred and resentment of Koreans at Japan. The DPRK has already clarified more than once that it would regard any sanctions to be applied against it as a declaration of war and would take a self-defensive measure to cope with it. The DPRK will immediately take the strongest countermeasure once it judges that the Japanese reactionaries have infringed upon its sovereignty by applying economic sanctions against it.
Japan will have to bear full responsibility for all the catastrophic consequences to be brought by its moves to the bilateral relations, the commentary warns.

Kim Yong Nam Sends Message of Condolence to Acting President of Macedonia
Pyongyang, February 28 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, today sent a message of condolence to Ljubco Jordanovski, acting President of Macedonia, over the sudden death of its President Boris Trajkovski in an accident.
The message expressed deep condolence to him and, through him, to the government of Macedonia and its people and the bereaved families of the deceased.
DPRK FM Spokesman Refutes US Accusation over Its "Human Rights Issue"
Pyongyang, February 28 (KCNA) -- A spokesman for the DPRK Foreign Ministry today gave the following answer to a question put by KCNA as regards the US renewed accusation over its "human rights issue:
The US Department of State in an "annual report on human rights" released on Feb. 25 again let loose unspeakable vituperation against the DPRK.
The US, unaware of its own position, talks about the "human rights situation" in other country as it pleases, acting an international "human rights judge." This can not but be a disgusting behavior.
The US is an international strangler of democracy and the world's worst violator of human rights as it is committing genocide in various parts of the world, imposing economic sanctions and war upon those countries advancing along the road of independence by fabricating false intelligence and hatching plots.
Human rights mean national rights.
It infringed upon the national rights of Iraq by force of arms after cooking up false information and unhesitatingly dropped bombs even over defenseless peaceable civilians and children. This barbarism clearly proves that the present US administration is the most inhuman regime in the world.
If the right to life and existence are considered to be an urgent issue in terms of human rights, how should one interpret the U.S. action of brutally killing people and putting up the signboard of "defence of human rights" after forcing a sea of blood upon civilians ?
If a trial is to be staged to judge human rights abuses, the U.S., an extra large group of human rights violators, should sit in the dock.
The trite rigmarole about human rights spelled out by the U.S., the arch perpetrator of massacre and the worst violator of the right to existence, can frighten nobody but only betrays its shamelessness.
We can not but disclose the ulterior aim sought by the U.S. in kicking up the anti-DRPK human rights racket.
@The U.S. pulled up the DPRK over the human rights issue at a time when it is resorting to the blockade against us under the pretext of the fictitious "enriched uranium program." This is intended to impair our image by adding the human rights issue to the nuclear issue and isolate and stifle us internationally.
The U.S. is seriously mistaken.
The harder the U.S. works to bring about what it called "regime change" or "a collapse of the system", the stronger our army and people will become in their will to resolutely defend their benevolent socialist system which protects and looks after their destiny.
