U.S. Urged to Drop Hostile Policy toward DPRK
Pyongyang, March 16 (KCNA) -- The Sadbhavna Party, the People's Party and other political parties of Nepal in a joint statement on March 9 as regards the six-way talks in Beijing said that the U.S. should give up its hostile policy toward the DPRK if it really wants to settle the nuclear issue on the Korean peninsula.
At the talks the DPRK showed maximum magnanimity, clarifying its transparent will to scrap its nuclear program according to a proposal for a simultaneous package solution aimed to denuclearize the Korean peninsula and advancing fair and flexible proposals for implementing measures for the first-phase actions, the statement stressed, and went on:
However, the U.S. reiterated its old assertion that the DPRK should abandon its nuclear program first. It also asserted that it can not normalize relations with the DPRK unless missiles, conventional weapons, biological and chemical weapons, human rights and other issues are settled even after the DPRK's abandonment of all its nuclear programs.
The U.S. attitude towards the talks shows that the U.S. administration has no willingness to settle the nuclear issue on the Korean peninsula but only seeks to isolate and stifle the DPRK under the pretext of the nuclear issue.
The statement expressed the conviction that the DPRK, single-heartedly united under the Songun politics, won't budge an inch in any storm.
Meeting Held to Remember President Kim Il Sung
Pyongyang, March 16 (KCNA) -- A meeting to remember President Kim Il Sung was held in Slobozia on Mach 10 under the sponsorship of the Romanian preparatory committee for commemorating the Day of the Sun.
Vasile Orleanu, chairman of the Supreme Council of the Socialist Party of Romania who is chairman of the preparatory committee, in his speech at the meeting, said it is an honor and a moral duty to significantly remember Kim Il Sung, recognized worldwide as a great master of politics.
The birth of Kim Il Sung marked a historic event that heralded the birth of new Korea and the dawn of Kim Il Sung's era, he noted, adding:. .
Kim Il Sung founded the immortal Juche idea and wisely led the Korean people, defeating two imperialisms in one generation and ushering in a new era in the national liberation movement in colonies and the anti-imperialist struggle, and strengthened and developed the DPRK into a powerful country, independent, self-sufficient and self-reliant in defence.
Inspired by him, the cause of independence that started in the DPRK is making dynamic progress worldwide. The world progressives are praising him as the sun of mankind and proudly calling his revolutionary idea as Kimilsungism.
Fourth Architectural Festival to Be Held
Pyongyang, March 16 (KCNA) -- The 4th May 21 Architectural Festival will be held in Pyongyang from Mar. 23 to 26.
Prize contests of architectural design of urban-and rural-style dwelling houses and plan design of urban and rural mini-districts to build cities and rural villages into those in a socialist land of bliss and a contest for the modernization of architectural design will be held during the festival on the occasion of the 50th anniversary of the Korean Union of Architects.
The festival will bring together architectural designers, construction technicians and officials of scientific and educational institutions in the architectural field.
S. Korean Authorities Urged to Strive for National Cooperation
Pyongyang, March 16 (KCNA) -- The Reunification Solidarity of south Korea reportedly held a press conference in the vicinity of Chongwadae on March 10 and demanded that the authorities stop their moves for additional troop dispatch to Iraq and strive for national cooperation.
A release read out at the press conference charged that the recent detention of south Korean journalists by the U.S. troops and the claim for the right to command operations of those units to be dispatched to Iraq fully shows the reality of the south Korea-U.S. alliance.
The recent realities surrounding the troop dispatch prove that the south Korea-U.S. relationship is unequal from the outset and the intensified south Korea-U.S. alliance is meant only to accept the U.S. demands unilaterally, said the release.
It is intolerable to take the lead in carrying on the U.S. war policy, the release said, demanding that the authorities stop their moves for troop dispatch to Iraq and come out in materializing national cooperation, though belatedly.
KCNA Blasts U.S. Political Plot
Pyongyang, March 16 (KCNA) -- The U.S. Department of State in a recent "annual report on drug control" groundlessly charged that the DPRK considers drug smuggling as a "state policy."
This is a base and despicable political plot of the U.S. to tarnish the international image of the DPRK at any cost and internationalize and legalize "sanctions" and "blockade" against it.
Some time ago the Australian Court, handling the case of the DPRK trading cargo ship "Pongsu," admitted that "the state was not involved in it" and instructed the release of its crewmen for the lack of evidence.
This suffices to clearly prove that the U.S. assertion that the DPRK conducts "drug smuggling" as a state policy is a whopping lie.
Explicitly speaking, in the DPRK where the people are valued more than anything else the use of and deal in drug and its production are strictly banned by law as it renders people mentally deformed.
The import of mental stimulant for scientific research is subject to a strict state control and legal order. The DPRK has long maintained successful contact and cooperation with the International Narcotic Control Board in this field.
When discussing drug trafficking worldwide, the U.S. should be tried before any other country.
As already known, the U.S. is beset with serious drug-related problems such as drug production, trafficking and use.
In Washington D.C. only, more than 60 drug black markets are regularly operated and a great many drug smugglers are crossing borders.
It is the U.S. where drug addiction resulted in the birth of many deformed babies and the appearance of disabled men and women.
As the drug trafficking and use has become a social trend, juvenile drug users are reported to be more than 10.8 million.
Though the U.S. is ill-famed for being a "kingpin of drug use", "den of drug-related criminals" and "drug-smuggling country," it is turning its face away from this evil but is finding fault with someone's non-existent drug smuggling. This can not but be an inveterate bad habit of those accustomed to speaking ill of others.
What matters is why the U.S. made such ado about the DPRK's "drug issue" and "human rights issue" in its "annual report on drug control."
Its ulterior aim is to float all sorts of misinformation about the DPRK in addition to the fiction of "suspicion of nuclear development" in a bid to invent pretexts to isolate and stifle it internationally and thus force Pyongyang to scrap its nuclear program first at any cost.
The U.S. had better put under control the drug-related crimes that plague it before pulling up the DPRK while obstinately pursuing its anachronistic hostile policy toward the DPRK.
Impeachment" Denounced in S. Korea
Pyongyang, March 16 (KCNA) -- A campaign has been staged in all parts of south Korea on March 13 to denounce the racket of "impeachment against the president", according to south Korean KBS and MBC.
That evening a large-scale candle-light rally took place in front of Kwanghwamun in Seoul with over 70,000 members of organizations of all strata and citizens attending under the sponsorship of the "All-People Action for Nullification of the Impeachment and End of Corrupted Politics".
The participants in the rally declared the "motion of impeachment against the president" railroaded through the "National Assembly" null and void and warned that those who took the lead in passing the motion through the NA would certainly be tried in the forthcoming "general election" in the name of the people.
Prior to the rally 551 civil and social organizations including the Citizens' Solidarity for Democratic Society and the south Korean Confederation of Trade Unions held an emergency meeting in Seoul to inaugurate the "All-People Action for Nullification of
the Impeachment and End of Corrupted Politics," a nationwide organization, to jointly cope with the "impeachment".
The organization decided to organize candle-light rally in front of Kwanghwamun in Seoul every evening till its goal has been hit, while waging the 10 million-man signature campaign for the nullification of the "impeachment".
Meanwhile, in Pusan more than 10,000 citizens marched through the downtown city that afternoon in demand of the withdrawal of the "motion of the impeachment". Candle-light rallies were simultaneously held in at least 10 provinces and cities including Taejon, Taegu and Kwangju and Jeju Island to protest against the passage of the "motion of the impeachment" through the NA.
The group of chairmen of general student councils of 23 universities including Hanyang University and Hongik University released a declaration on the situation and declared that they would take an active part in the rallies and demonstrations of civil and social organizations opposing the "impeachment".
On March 12, the south Korean Confederation of Trade Unions and the Federation of south Korean Trade Unions separately released statements stressing that those organizations would immediately rise up in the campaign for the nullification of the "impeachment" in the wake of the approval of the "motion of the impeachment against the president" at the NA.
Truckloads of citizens staged a demonstration in the vicinity of the building of the "National Assembly".
Quarantine Measures against Bird Flu in DPRK
Pyongyang, March 16 (KCNA) -The Democratic People's Republic of Korea is intensifying quarantine measures against the bird flu harassing Asia and other regions of the world, keeping a strict vigilance over the epidemic.
The State Emergency Veterinary and Anti-epidemic Measure Committee, formed in early February, has taken nationwide measures to prevent the bird flu in close cooperation with the Ministry of Agriculture, Ministry of Public Health, Ministry of Land and Environment Conservation, Ministry of Commerce, institutions.
Vice-Minister of Agriculture Kim Hyok Jin, who is also vice-chairman of the State Emergency Veterinary and Anti-Epidemic Measure Committee, said in an interview with KCNA:
The committee has organized a standing body for implementing the anti-epidemic measures and helped its provincial, city and county committees fully discharge their duty.
Through the mass media, it frequently informs the people about the origin of the bird flu, measures to prevent it and places of other countries affected by the epidemic.
Migratory birds live in the DPRK in the period from the end of February to April.
Therefore, the places where migratory birds stay are closely watched and germs and virus contained in dead birds are examined strictly in a responsible manner.
Necessary measures have been taken to prevent virus from coming to the country through storms of fine yellow sand.
Anti-epidemic measures against the bird flu are being taken at the chicken, duck and ostrich farms, too. Particularly, strict washing, sterilizing and checking of poultry are being conducted in the March-April months of veterinary and hygiene.
Quarantine and hygienic check-up are being conducted at ports and airports and in border areas and demarcation line areas to prevent the bird flu from infiltrating into the country from outside.
Especially, processed poultry and fodder have to undergo a through examination.
The Institute if Veterinary under the Academy of Agricultural Science is making research into separating and confirming the virus in case the bird influenza is reported, in close contact with hygienic and anti-epidemic institutions.
The government is also strengthening cooperation with international organizations to prevent the bird flu.
Increase of Military Force for Self-defence Called for
Pyongyang, March 16 (KCNA) -- Strong military force for self-defence and national defence capability make it possible to successfully advance the revolution and construction, but if this force and capability remain weak, they are bound to fail. It is, therefore, the primary strategic tasks before the revolution and construction to increase the military force and develop the national defence industry. Rodong Sinmun today says this in a signed article. It goes on:
The revolution and construction are accompanied by fierce confrontation with imperialists in force.
The U.S.-led imperialists are unhesitatingly committing aggression against sovereign states under the pretexts of "anti-terrorism" and "elimination of weapons of mass destruction" and seriously threatening and disturbing the world peace and security.
The U.S. moves for aggression are getting more pronounced as the days go by.
The present international situation convinces the revolutionary people that the revolution and construction can not make smooth progress unless the moves of the U.S.-led imperialists for aggression are frustrated. The revolutionary political parties and people should decisively foil their moves for aggression. To this end they should consider the increase of military force and the development of national defence industry as their primary strategic tasks before the revolution and construction.
Without firm determination and tightening belt it would be impossible to successfully beef up the military force and develop the national defence industry.
The revolutionary political parties and people should increase the military force and develop the national defence industry despite all difficulties.
It is the trend of developing modern military force and a demand of a modern war to modernize weapons and equipment of an army on the basis of the latest science and technology.
Great efforts should be channeled into the development of the national defence industry in order to successfully push forward the revolution and construction now that whether a country is a strong nation or a weak one is determined by its military muscle.
It is, therefore, important for each country to develop its national defence industry by itself and its own way in conformity with its specific conditions.
Quite just are the policy of the Workers' Party of Korea on giving importance to military affairs and its line and principle of building the independent national defence industry.
The DPRK will further reinforce the anti-imperialist and military front, invariably considering it as its primary strategic tasks to bolster the military force and develop the independent national defence industry.
Telephone Message to Chairman of South Side
Pyongyang, March 16 (KCNA) -Choe Yong Gon, chairman of the north side to the North-South Committee for the Promotion of Economic Cooperation, today sent a telephone message to his counterpart of the south side as regards the venue of the third meeting of the north-south panel for settlement of accounts.
Expressing regret at the south side's refusal to accept the reasonable proposal of the north side to shift the venue of the third meeting from Phaju to Kaesong, the message said that this proposal reflects the true intention of the north side to sincerely implement the points agreed upon between the two sides whatever the cost and thus steadily develop the inter-Korean relations as well as the stand of the south side.
It was inappropriate for the south side to have said "sorry" about the issue of venue despite the good faith of the north side. It should have had the courage to express such regret at the Grand National Party and the Democratic Party of south Korea which disturbed those responsible for dialogue, creating the present state of anarchy and making it impossible for both sides to have even a safe contact, it said, and went on.
The south side should know that the public opinion at home and abroad is deploring the reality in which the present "Cabinet" system, a product of the ulterior plot of opposition parties in south Korea, is not in a position to properly judge and decide on even the pending issue concerning the venue of the inter-Korean contact.
The message expressed the expectation that the south side would accept the realistic proposal of the north side on shifting the venue of the third meeting to Kaesong so that the unanimous concern of the public at home and abroad may be cleared up as soon as possible.

Pyongyang, 15 de marzo (ATCC) -- El hombre en alta autoridad, el secretario en jefe del Partido Democratico Liberal y otros circulos gobernantes de Japon apoyan la visita al "santuario Yasukuni", lo cual es un insulto y burla irresistibles a las victimas de los crimenes cometidos por los imperialistas japoneses y a sus familiares asi como a los demas asiaticos.
Asi senala el periodico Rodong Sinmun en un comentario individual del dia 15 y continua:
Ellos dicen que orar por los muertos en la agresion al continente y recordar sus "hazanas" es la "obligacion" y "deber" del pueblo japones.
Los reaccionarios japoneses describen como "sentimiento publico" la visita al "santuario Yasukuni" y tratan de regularizarla, convertirla en una tradicion y popularizarla para inculcar a los habitantes japoneses el militarismo y preparar una base ideologica para la agresion al extranjero.

"Camino de mil ri para el estudio"
Pyongyang, 15 de marzo (ATCC) -- El 16 de marzo se cumpliran los 81 anos desde cuando el Presidente Kim Il Sung emprendio el "Camino de mil ri (400 Km) para el estudio".
Aquel dia del ano 12 (1923) de la Era Juche, el Presidente partio a solas de Badaogou del distrito de Changbai de China rumbo a su tierra natal Mangyongdae, a la tierna edad de 11 anos en acato al gran proposito de su padre quien le ensenaba que para restaurar la patria debia conocer bien a Corea.
Esta trayectoria de mil ri, desde Phophyong, al otro lado del rio Amrok en el extremo septentrional de Corea, hasta Mangyongdae, fue para el Presidente un camino de veras lejano y arduo en que se debia abrir paso por entre la furiosa nevasca y frialdad en las selvas primitivas y los profundos valles.
Pero, lo mas molesto que su fatiga era ver la realidad de la patria oprimida y saqueada por el imperialismo japones.
Las cuevas de los campesinos que cultivaban la tierra desbrozada con fuego, los dialogos lamentables que se intercambiaban en ellas, los inocentes atados por la cuerda? Por doquier se veian los pobres lamentando sus destinos y se oian las voces y suspiros llenos de rencor.
Al ver que el Presidente llegaba a los 14 dias a la puerta de la casa natal, luego de superar todos los obstaculos y pruebas, los familiares de el quedaron muy sorprendidos porque venia a solas a la tierna edad de 11 anos al cabo de recorrer montanas abruptas de mas de mil ri. Entonces el Presidente sonrio al responderles que aunque era pequeno podia atravesar la frontera de dos paises.
Posteriormente al frecuentar la escuela Changdok, el Presidente estudiaba la historia y geografia de Corea y asimilaba con mas profundidad la realidad de la patria y en el ano 1925 partio de Mangyongdae y emprendio el camino de la lucha revolucionaria con la firme decision y el ardiente patriotismo de no volver antes de rescatar la patria arrebatada al imperialismo japones.
Para transmitir la historia revolucionaria del Presidente impregnada en ese camino de mil ri, el pueblo coreano erigio las estatuas de bronce del Presidente y establecio Museos de su Historia Revolucionaria y el Palacio de Ninos y Escolares en Phophyong, Hwaphyong, Kaechon y otros lugares.
Los jovenes y ninos escolares de todo el pais realizan regularmente cada ano la marcha de peregrinacion "Camino de mil ri para el estudio" con el fin de aprender del Presidente y cultivar la ferrea voluntad y robustez fisica.
