Russian Ambassador Hosts Reception

     Pyongyang, March 18 (KCNA) -- Andrei Karlov, Russian ambassador to the DPRK, hosted a reception at his embassy yesterday evening on the occasion of the 55th anniversary of the signing of the agreement on economic and cultural cooperation between the DPRK and Russia. Participants in the reception looked round photos showing the immortal exploits leader Kim Jong Il performed in boosting the DPRK-Russia friendship.
    The Russian ambassador in his speech said that the agreement on economic and cultural cooperation between the two countries became a starting point for boosting the cooperation between the two countries.
    Expressing his satisfaction over brisk exchange of the two countries in the field of culture and art, he expressed the conviction that the cooperation in economic, cultural and other fields between the two countries would increase under the deep concern of Kim Jong Il and President Putin.
    Ro Tu Chol, vice-premier of the DPRK Cabinet, in his speech said that as the agreement was signed, the two peoples came to have a firm legal foundation to increase the cooperation in economic and cultural fields and have continued to develop the mutual visits and exchange and reciprocal cooperation over half a century.
    The frequent high-level visits and contacts between the two countries in recent years have deepened the mutual interests and friendship, he said.
    Congratulating Putin once again over his reelection by a landslide, he wished the government and people of Russia greater success in their work to build a powerful Russia under the leadership of Putin.

16th Friday Meeting for Peace against U.S. and War

     Pyongyang, March 18 (KCNA) -- The 16th Friday Meeting for Peace against the U.S. and War was reportedly held in front of the U.S. embassy on March 12 under the sponsorship of the South Korean Headquarters of the Anti-U.S. and Anti-War Movement for Urging the Conclusion of a North Korea-U.S. Nonaggression Treaty. At the meeting speakers charged that the passage of the "motion on impeachment against the president" through the "National Assembly" is a political coup launched by the moribund Grand National Party and the Democratic Party.
    They said that the U.S. meddled in the May 16 coup, the December 12 army purge and other important historic events and that the recent passage of the motion is a product of a political plot which the U.S., unable to give rise to a military coup, egged the GNP and DP on to commit.
    They stressed that only when they uproot the pro-American sycophantic traitorous forces can they get rid of the U.S. yoke. They called for not casting a single ballot to the GNP in the forthcoming general election.
    After the meeting the participants staged a demonstration on the march.

U.S. Aircraft Carrier Kitty Hawk Comes into Pusan

     Pyongyang, March 18 (KCNA) -- U.S. aircraft carrier Kitty Hawk came into Pusan port on March 15, according to foreign press reports. The aircraft carrier is to take part in the reception, staging, onward movement and integration and Foal Eagle, joint military exercises of the U.S. troops and the south Korean army which will be launched from March 22 to 28.
    Loaded in the carrier are at least 70 planes and 5,500-strong forces.
    The U.S. has extensively shipped aggression forces into south Korea under the pretext of large-scale military exercises under the simulated conditions of "emergency" on the Korean peninsula, driving the situation to a more serious crisis.

KCNA Blasts S. Korean Authorities' Anti-North Confrontation Strategy

     Pyongyang, March 18 (KCNA) -- The "National Security Council" of south Korea set out "a four-point basic security policy strategy" in its book on the security policy conception "peace, prosperity and national security" published recently. The book defined the army and people of the DPRK as a "direct threat", underscoring the need to "maintain military muscle strong enough to lead the anti-DPRK deterrent force" to cope with it and build up self-reliant elite military forces in the future so that they may "play a major role in deterring the north."
    This is an unpardonable anti-national, anti-reunification crime and an intolerable insult to the army and people of the DPRK desirous of national cooperation. This is, at the same time, a total negation of the June 15 North-South Joint Declaration reflecting the desire and will of the fellow countrymen for national reconciliation and cooperation and peaceful reunification of the country.
    Such reckless remarks calling for a major role in opposing fellow countrymen in place of the U.S. forces under the pretext of the north's non-existent "direct threat" is, to all intents and purposes, a version of the "theory of the principal enemy." They are quite contrary to the desire for "co-prosperity of the nation" and have nothing to do with the "self-reliant national defense."
    Nevertheless, the south Korean authorities are letting loose sheer sophism that the "four-point basic security policy strategy" is intended for the reconciliation and unity between the south and the north and national prosperity and cooperation.
    This is nothing but a smokescreen to cover up the danger of their Cold War-oriented confrontation strategy targeted against the north, their dialogue partner.
    The situation on the Korean peninsula is so dangerous due to the U.S. anti-DPRK nuclear racket that a new war may break out there any moment.
    The United States is reinforcing its armed forces in south Korea to mount a preemptive nuclear attack on the DPRK and working hard to lay an international siege to the country in a bid to force it to "scrap its nuclear program first" at any cost. The south Korean authorities' call for cooperation with the U.S, not with the compatriots, against this backdrop is a very dangerous act of bringing a holocaust of a war to the Korean peninsula and pushing the inter-Korean relations to confrontation.
    Dialogue can not go with standoff.
    Their talking about "dialogue and cooperation" with the north and "national prosperity," while crying out for "deterrence against the north" and "major role," is a challenge to the desire and will of all the Koreans for national unity and the independent and peaceful reunification of the country.
    All facts go to clearly prove that the "four-point basic security policy strategy" set out by the south Korean authorities is not for "self-reliant national defense" and "peace and prosperity" but a confrontation strategy aimed to strengthen the cooperation with the U.S. in political, economic, military, diplomatic and all other fields, block inter-Korean reconciliation and cooperation and ignite a war against the north.
    The north will closely watch the future stand and attitude of the south Korean authorities and take necessary counteractions.

KCNA on Lesson Drawn from Situation in Iraq

     Pyongyang, March 18 (KCNA) -- One year has passed since the United States provoked a war of aggression against Iraq. On March 20 last year the U.S. started invasion against Iraq, a member state of the United Nations and a sovereign state, under the pretext of "eliminating weapons of mass destruction (WMD)" and committed mass destruction and genocide, toppling its legitimate government.
    What should not be overlooked is that before the start of the U.S. aggression against Iraq an inspection of Iraq was made for its complete disarmament through the UN Security Council but the U.S. launched the war defying the UNSC.
    It is well known that the UNSC had been deeply involved in the operation to disarm the country for more than a decade, after drawing a conclusion on the basis of the U.S.-provided information that WMD in Iraq was a threat to global peace and security.
    The UNSC adopted a resolution No. 687 on April 3, 1991 and passed several other resolutions through it, sending a big UN weapons inspection group to Iraq.
    For seven years of its inspection of Iraq the group destroyed all elements suspected to be used for the development of WMD and scoured even presidential palace but failed to confirm the U.S.-provided information.
    The inspection resulted in the dismantlement of 90 percent of its weapons and the country lost the capability to wage a war. When the world public became skeptical about the U.S. cooked-up information, it spread new misinformation about Iraq's "purchase of uranium" and "possession of chemical weapons" and made much ado about "the imminent threat from Iraq," providing even "information gathered by spy satellites" to the UNSC.
    After receiving again the information as it was, the UNSC adopted resolution No. 1441 on November 8, 2002, allowing the group to resume the inspection of Iraq after the lapse of four years but it failed to discover any traces of WMD.
    Though the group confirmed the fact that Iraq did not have access to such weapons, the U.S. absurdly asserted that the efforts to disarm Iraq according to UNSC resolution No. 1441 failed. It submitted a draft resolution calling for taking a military action to the UNSC, thus barring the international community from conducting any activities to seek a political and diplomatic solution to the Iraqi issue.
    As the draft resolution calling for undisguised aggression of a sovereign state sparked a hot controversy among international community and it was consequently turned down by the UNSC, U.S. President Bush finally gave an order to invade Iraq, blustering that carriage or non-carriage of the draft resolution at the UNSC was not important and the U.S. would launch attack even defying the UNSC. This completely paralyzed its function.
    The UNSC whose basic mission is to preserve international peace and security not only failed to check the U.S. aggression but allowed itself to be used in justifying the U.S.-pursued aim to completely disarm Iraq through inspection.
    The UNSC is thus known to be incapable of doing anything against the arbitrary practice of the world's only superpower. The U.S. goal has become clear now when one year has passed since its start of the war of aggression against Iraq.
    It seeks to seize with ease Iraq completely disarmed by the UNSC under the pretext of "eliminating WMD" and, furthermore, put under complete control the Mideast region which holds 65 percent of the world oil deposit.
    What happened in Iraq teaches a serious lesson that if the UN and the international community allow the U.S. high-handed and arbitrary practices, the UN Charter, the foundation of international law, will become invalid and global peace and security are bound to be seriously disturbed and accepting unreasonable inspection aimed at disarmament will not help avert a war but lead to it.
    It is necessary for the UN member states to seriously look back from an objective viewpoint on how the UNSC handled the Iraqi issue over the last 10-odd years.

Biography of Kim Jong Il Published in Japan

     Pyongyang, March 18 (KCNA) -- "Kim Jong Il Biography" Vol. 1, biography of a peerlessly great man, was published by the International Institute of the Juche Idea in Japan on the occasion of the February holiday. Printed in the biography are photographs of leader Kim Jong Il standing on Mt. Paektu and looking round the Monument to the Victorious Battle of Pochonbo and a photograph of President Kim Il Sung and Kim Jong Il giving on- the-spot guidance to a unit of the Korean People's Army and other pictures on his revolutionary activities.
    The biography has 13 chapters.
    The biography gives a detailed account of historical facts that Kim Jong Il, born as a son of guerrillas of Mt. Paektu, a holy mountain of the revolution, hearing the gun report during the anti-Japanese war, displayed the disposition as a great man such as rare wisdom and resourcefulness, general-style pluck and gut from his childhood and grew up to be a leader of the revolutionary cause of Juche, experiencing the stirring realities in the post-liberation period of building a new country, the Fatherland Liberation War, postwar rehabilitation and construction and in the period of laying the foundation of socialism.
    It deals in detail with the facts that Kim Jong Il acquired qualifications and trait as a distinguished thinker and theoretician, outstanding statesman and extraordinary strategist, making energetic scientific pursuit and conducting unique ideological and theoretical activities at Kim Il Sung University with a noble aim to glorify Korea, and assisted President Kim Il Sung with loyalty from his early years.
    The biography fully explains that since his start of work at the Central Committee of the Workers' Party of Korea Kim Jong Il has wisely led the work in all fields of the revolution and construction true to the noble intention of Kim Il Sung, performing immortal exploits to shine long in history.
    As the book comprehensively deals with the glorious revolutionary activities conducted by Kim Jong Il in various fields in different periods, the biography will serve as a precious treasure common to all people as it will convey down through human history a peerlessly great man's encyclopedic insight, outstanding leadership, noble popular trait and immortal exploits.

Anti-U.S. Struggle Called for

Bellicose Nature of U.S. Forces in S. Korea Betrayed

     Pyongyang, March 18 (KCNA) -- The U.S. forces stationed in south Korea on March 15 confessed that the war exercise being staged by the U.S. Marine Corps in Phyongthaek, Kyonggi Province, is linked with the "reception, staging, onward movement and integration (RSOI) which will start on March 22, according to the south Korean MBC. Having arrived at Phyongthaek Port on March 8, the U.S. Marine Corps has staged a war exercise of unloading huge combat equipment including hundreds of combat vehicles, tanks and armored cars for landing from warships of a battle group deployed beforehand and quickly transporting them to battle fields. Involved in this war exercise which is being staged allegedly to rapidly cope with the "emergency" on the Korean peninsula are at least 8,000-strong U.S. Marine Corps from Hawaii, Okinawa, Iwakuni and Hiroshima.
    The combat equipment from the warships will be carried to the venues of RSOI, MBC said.
    All this fully reveals once again the bellicose nature of the U.S. which is working hard to unleash a war of aggression against the DPRK.

Passage of "Motion on Impeachment against President" through NA Protested

     Pyongyang, March 18 (KCNA) --A struggle against the passage of the" motion on impeachment against the president" is going on in all parts of south Korea everyday. Members of at least 260 civic and public organizations including the Reunification Solidarity, the National People's Solidarity, the National Pressmen's Solidarity, the Environment Movement Association and the Green Federation, students and citizens, 15,000 in all, held a rally for denouncing the parliamentary coup and defending democracy in Seoul on the evening of March 12.
    A statement was read out at the rally which was followed by speeches.
    Earlier, those civic and public organizations held a funeral ceremony of the 16th "National Assembly" in front of its building in Youido and held a press conference there.
    At the ceremony a funeral address was made and the participants held a ceremony of burning the 16th NA in effigy.
    At the press conference the organizations clarified that the Grand National Party and the Democratic Party staged a coup against the people in broad daylight, branding this as an outright challenge of outdated political forces intended to trample down upon social democracy as it went beyond the political disputes between the ruling and opposition parties.
    Actions of people of all social standings took place on March 13, too, in protest against the "motion."
    That day, an emergency meeting of various civic organizations held in Seoul to cope with the situation created in the wake of the passage of the motion formed the All-people Action for Annulling the "Motion on Impeachment against the President and Putting an End to the Corrupt Policy" grouping 551 civic and public organizations of south Korea. This action sponsored an all-people rally for annulling the motion and defending democracy in front of Kwanghwamun in Seoul that evening.
    The meeting was attended by more than 100,000 people including members of civic and public organizations, students, citizens and Netizens. A declaration on the emergency situation for annulling the motion and putting an end to the corrupt policy was read out at the rally while a 10 million-signature campaign for the same purpose was conducted.
    An emergency rally on the situation for defending democracy was formed in Pusan that day and a Pusan citizens' rally for denouncing the parliamentary coup and defending democracy was held with more than 3,000 citizens attending.
    Candlelight rallies protesting against the NA passage of the motion were held in different parts of south Korea including Kwangju, Taegu, Taejon and Jeju.
    More than 40,000 citizens also held a candlelight rally demanding the nullification of the motion in front of Kwanghwamun in Seoul on March 14.

Japan's Brazen-faced Distortion of History

     Pyongyang, March 18 (KCNA) -- Japan has distorted history in an attempt to conceal its blood-stained past, still dreaming of world supremacy. In history textbooks, it did not even mention the issue of comfort women for the imperial Japanese army, the immoral state crime of the blackest dye in the 20th century committed in Korea and other countries.
    Defying the stark fact that various world maps terming the sea east of Korea as "East Sea of Korea" had been used in many countries from centuries ago, it has also persistently asserted that the sea had been marked as "Sea of Japan" in maps.
    When it occupied Korea in 1905, Japan, with a wild ambition for "Greater East Asia Co-prosperity Sphere", changed its English name as "Korea" from "Corea" in disregard of the international practice and faked up the "Ulsa (1905) Five-point Treaty" in gross violation of international law.
    In order to concoct this treaty, the Japanese imperialists forcibly called a "cabinet meeting" of Korea and stamped the "treaty" containing their brigandish demand for converting Korea into their protectorate with the seal they had stolen from the Office of External Affairs.
    In his personal letter which was discovered in the library of Colombia University of the United States in 1993, Kojong stated that he, the king of Korea, did not authorize the ministers to sign the "treaty".
    In a bid to distort the Korean history, the Japanese imperialists changed the epitaph inscribed in the monument to the mausoleum of King Kwanggaetho and published the book "Korean History" which omitted the history of Tangun and the history of Koguryo.
    The Korean people have enmity against Japan, which has committed one intolerable crime after another, far from liquidating its crime-woven past.

Kim Jong Il Authors 1,400-odd Works During University Days

     Pyongyang, March 18 (KCNA) -- March 18 is the 40th anniversary of leader Kim Jong Il's famous work "Position and Role of County in Socialist Construction". It is the thesis he presented when graduating from Kim Il Sung University.
    He studied at Kim Il Sung University from September Juche 49(1960) to March 1964, performing great ideological and theoretical exploits which ordinary people could hardly accomplish all their life.
    During his university days, he authored more than 1,400 works such as treatises, talks, speeches, conclusions and letters.
    What constitutes the essence of his ideological and theoretical activities is the theory on the leader. He formulated the view that the leader is not an individual but the brain of the popular masses, thus expounding the position and role of the leader in the revolutionary struggle for the first time in history.
    Some of his works consummate his Juche-based military ideas and theories in a comprehensive way.
    He, who had been having a grasp of all the military ideas and theories and war tactics popular in the world at that time, systematized the original military ideas, theories and war tactics of President Kim Il Sung, different from the preceding ones, in an allround way.
    He, with his uncommon penetration and analysis, proved in a scientific way the incorrectness of the "theory on the unification of three states by Silla" that had been regarded as a fait accompli in history and thus corrected the distorted history. He also gave perfect answers to historical questions in various works.
    His ideological and theoretical activities include politics, the economy, military affairs, culture, international issues and all other fields of revolution and construction.
    Kim Jong Il, in his twenties, made an immortal contribution to the development of revolutionary ideas of the working class as a great thinker and theoretician no one could match.

Rodong Sinmun Observes Anniversary of Kim Jong Il's Work

     Pyongyang, March 18 (KCNA) -- Today is the 40th anniversary of the publication of leader Kim Jong Il's work "Position and Role of County in Socialist Construction" (March 18, 1964). Rodong Sinmun today says in a signed article devoted to this day:
    Kim Jong Il with his rock-firm faith in the revolutionary idea of President Kim Il Sung has devoted all his thought and practices to what the President wanted and concerned. This is the foundation of traits of Kim Jong Il as a thinker and theoretician who settled the unknown scientific and theoretical problems with his perfect logic.

Message of Solidarity to President of Equatorial Guinea

     Pyongyang, March 18 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message to Obiang Nguema Mbasogo, President of Equatorial Guinea, on March 13 expressing support and solidarity to him in connection with the fact that recently its government uncovered and smashed foreign mercenaries' attempt at a military coup and took a decisive measure to defend the security and territorial integrity of the country.      Pyongyang, March 18 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, yesterday sent a message of greetings to Mary Mcaleese, President of Ireland, on the occasion of its national day. The message said that in December last year the diplomatic relations between the two countries were established, opening a new prospect for developing relations between the two countries comprehensively.

Credentials Presented to Kim Yong Nam

     Pyongyang, March 18 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, received credentials from Phan Trong Thai, new Vietnamese ambassador e. p. to the DPRK, at the Mansudae Assembly Hall today. DPRK Vice-Minister of Foreign Affairs Kim Yong Il and staff members of the Vietnamese embassy here were on hand.
    After receiving the credentials, the president conversed with the ambassador.

DPRK Foreign Minister Meets New Malaysian Ambassador

     Pyongyang, March 18 (KCNA) -- Paek Nam Sun, foreign minister of the DPRK, met and had a talk with MD. Yusoff Bin MD. Zain, new Malaysian ambassador to the DPRK, who paid a courtesy call on him on March 18.

Individual Art Contest Closes

     Pyongyang, March 18 (KCNA) -- The 14th Individual Contest for the "February 16 Art Prize" closed with due ceremony at the Pyongyang Grand Theatre on March 18. The contest brought together at least two hundred artistes, teachers and students selected from national and local art organizations and educational institutions. Highly appreciated at the contest were over 30 participants including Jong Son Yong, musician of the Mansudae Art Troupe, Hong In Guk, teacher of Pyongyang University of Music and Dance, Kim Yong Hui, teacher of Haeju Art School, and Kim Son Yong, musician of the Art Troupe of North Phyongan Province.

     Pyongyang, March 18 (KCNA) -- The DPRK-Russia Friendship Association held a film show at the Chollima House of Culture today on the occasion of the 55th anniversary of the signing of the agreement on economic and cultural cooperation between the DPRK and the Russian Federation. Present there on invitation were Andrei Karlov, Russian ambassador to the DPRK, and staff members of the Russian embassy.

    Senala que el Dirigente, con gran proposito de hacer brillar a Corea, realizo en la Universidad Kim Il Sung la energica investigacion cientifica y desarrollo las actividades ideo-teoricas originales para poseer la capacidad y los rasgos de distinguido ideologo y teologo, de destacado politico y de extraordinario estratega militar, y apoyo con fidelidad las labores del Presidente.
    En particular, el libro se refiere a que, una vez comenzada la labor en el Comite Central del Partido del Trabajo de Corea, el Dirigente dirigio sabiamente los trabajos de todas las ramas de la revolucion y la construccion en pleno acato al gran proposito del Presidente y acumulo las hazanas que brillaran eternamente en la historia.
    Por haber sistematizado profundamente por unidad de los periodos y los sectores las brillantes actividades revolucionarias del Dirigente, el primer tomo constituye un tesoro precioso comun de la humanidad para transmitir generacion tras generacion la vision enciclopedica, la destacada capacidad de direccion, los nobles rasgos populares y las inmortales hazanas del gran hombre no visto en la historia.

Secretariado del CRPP denuncia a las autoridades surcoreanas

     Pyongyang, 18 de marzo (ATCC) -- El Secretariado del Comite por la Reunificacion Pacifica de la Patria (CRPP) publico el dia 17 la informacion No.862 en relacion con que ultimamente las autoridades surcoreanas, con motivo del incidente de "denuncia al presidente", al acusar absurdamente a la Republica Popular Democratica de Corea? desatan campana de enfrentamiento con esta. El pasado dia 15, el ministro de "Relaciones Exteriores y de Comercio" del Sur de Corea solto disparates de que en el caso de que la RPDC, pretextando el estado de "denuncia", toma "actitud pasiva" o "no participa" en las conversaciones a 6 bandas, "no podra menos que dudar de la verdadera actitud del Norte" sobre la solucion pacifica del problema nuclear.
    El pasado dia 13, los belicistas del circulo militar del Sur de Corea se reunieron de repente con el comandante de las tropas norteamericanas ocupantes del Sur de Corea con motivo del suceso de "denuncia" para urdir la conspiracion de "fortalecer la postura de alerta al Norte" y anunciaron oficialmente la posicion de desarrollar como previstos el "ejercicio combinado de refuerzo para el tiempo de guerra" y el simulacro "Aguilucho", de caracter agresivo y provocativo contra el Norte.
    Tal proceder de las autoridades surcoreanas es una grave provocacion a la RPDC que es contraparte del dialogo, senala la informacion y continua:
    El presente incidente de "denuncia al presidente" del Sur de Corea es una rebelion politica que bajo la manipulacion de EE.UU. perpetraron ilegalmente las fuerzas conservadoras ultraderechistas proyanquis, en particular, el "Partido Hannara", que actuan freneticamente para perseguir su sucia ambicion politica e intereses sin tomar en consideracion la voluntad del pueblo surcoreano ni la tendencia de la epoca.
    Las autoridades surcoreanas, al juzgar correctamente el verdadero aspecto del incidente en cuestion, deben asestar un severo martillazo a EE.UU., maquinador entre bastidores del alboroto de "denuncia" y a los traidores proyanquis como el "Partido Hannara" que sirviendo de lacayo al pais del Tio Sam pisotean despiadadamente el sentido popular.
    Empero, las autoridades surcoreanas, sin dar debido golpe a las fuerzas foraneas y los traidores que merecen la sentencia a nombre de la nacion, acusan al reves al Norte que pretende lograr la reconciliacion y la unidad con el Sur a traves de la cooperacion nacional para ir a la reunificacion y proclaman hasta el "estado de alerta". En ningun caso este acto se puede justificar.
    Es invariable nuestra posicion de lograr la reconciliacion y la unidad nacionales, la reunificacion independiente del pais mediante la ejecucion cabal de la Declaracion Conjunta Norte-Sur del 15 de Junio.
    Las autoridades del Sur de Corea no tienen ningun pretexto para acusar al Norte de Corea con motivo del presente incidente de "denuncia" y fomentar el ambiente de confrontacion.
    Deben reflexionar sobre las severas consecuencias que emanen de las maniobras de confrontacion con la RPDC, poner de inmediato fin a su alboroto y hacer lo que deben hacer.
