Seminar on Revolutionary Exploits of Pres. Kim Il Sung Held in Cambodia

     Pyongyang, March 21 (KCNA) -- A seminar on the revolutionary exploits of President Kim Il Sung was held on March 16 by the FUNCINPEC Party of Cambodia on the occasion of the Day of the Sun. Sun Chantol, deputy secretary general of the FUNCINPEC Party of Cambodia, stressed at the seminar that Generalissimo Kim Il Sung is a genius of idea and leadership and founded the great Juche idea and turned the country into a powerful one, independent, self-sufficient, and self-reliant in national defence.
    He noted that Korea had the two wars against Japan and U.S., but the Korean people became the heroic people through these wars.
    Noting that the Korean people successfully built the country on the debris after the cease-fire to make the country shine in the world, he said this is a great exploit of Kim Il Sung.
    He stressed that Kim Il Sung had the close relation with Norodom Sihanouk, king of Cambodia, and gave the boundless love to him when the king was in difficulty.
    He noted that the cause of Kim Il Sung is carried forward by Marshal Kim Jong Il with credit today.

22nd April Spring Friendship Art Festival to Be Held

     Pyongyang, March 21 (KCNA) -- The 22nd April Spring Friendship Art Festival will be held in Pyongyang on the occasion of the Day of the Sun. This festival will be an international art one to significantly commemorate the Day of the Sun reflecting the unanimous will and desire of the progressives and artistes of the world to highly praise the immortal revolutionary exploits performed by President Kim Il Sung and leader Kim Jong Il in realizing the human cause of independence and glorify them century after century.
    The festival will bring together at least 80 art troupes and circus groups of international and national concours prize winners and famous actors and actresses from more than 40 countries on the five continents, art troupes of overseas Koreans and Korean artistes.

600th Wednesday Rallies in S. Korea

     Pyongyang, March 21 (KCNA) -- The 600th Wednesday rallies for the settlement of the issue of "comfort women" for the Japanese army were held in front of the Japanese embassy in Seoul and at more than ten universities including Hanyang University and Jeonnam National University at the same time on March 17, according to south Korean KBS. Present at the rallies were more than 120 members of the Council for the Solution of the Issue of the Volunteers Corps and the Netizen Solidarity for the Settlement of the Issue of "Comfort Women" for the Japanese Army and those women who were dragged away as comfort women and members of the Okinawa Peace Council of Japan.
    The participants expressed indignation at Japan's passive stance seeking to get rid of the legal responsibility for the settlement of the issue of "comfort women" and strongly demanded that Japan apologize for its crimes and bear the legal responsibility.
    They said that they would inform people of the plight of the victims at that time and the crimes of Japs through those women who were taken away as comfort women and through education.

Letter of Protest to U.S. President

     Pyongyang, March 21 (KCNA) -- The Association of Korean Residents in Marine Territory of Russia and the United Confederation of Koreans in Marine Territory made public a letter of protest to U.S. President Bush on March 18. The letter denounced the "new operation plan 5026" worked up by the U.S. imperialist bellicose forces as a dangerous plan for a nuclear war aimed to mount a surprise preemptive nuclear attack against the DPRK any moment with the U.S troops in south Korea and other forces around the Korean peninsula.
    It went on to say:
    The U.S. imperialists are committing aerial espionage on the depth area and major objects of the DPRK with many strategic and tactical reconnaissance planes from overseas. They have shipped latest weapons into south Korea and are hell-bent on redeploying their troops stationed in south Korea. They have planned to conduct large-scale RSOI and Foal Eagle exercises from March 22 to 28.
    It is not secret that the U.S. imperialists recently staged a drill of evacuating overseas GIs' families and civilians from south Korea under the simulated conditions of "emergency" on the Korean peninsula. The facts go to prove that the U.S. imperialists are talking about the negotiated peaceful settlement of the nuclear issue between the DPRK and the U.S. but are substantially seeking to stifle the dignified DPRK militarily.
    The U.S. imperialists' moves to prepare for a new war are heralding the second Korean war on the Korean peninsula. The letter condemned this as a challenge to peace and an unpardonable criminal act of trampling down the desire of the world peace-loving people and all the Koreans.

U.S. War Exercise Condemned in S. Korea

     Pyongyang, March 21 (KCNA) -- The Reunification Solidarity reportedly made public a statement on March 15 in denunciation of the U.S. war exercise. The statement said that 8,000-strong force of the U.S. Marines are staging the war exercise dubbed "freedom banner 04" in Phyongthaek near the Military Demarcation Line from March 8, and that the exercise would be merged into the large-scale exercises RSOI and Foal Eagle to be launched from March 22.
    The statement charged that the war exercise of the U.S. Marines or RSOI is an unjustifiable repeal of the Armistice Agreement as it is aimed at reinforcing the U.S. troops to the Korean peninsula from the U.S. mainland and Japan under the simulated conditions of wartime.
    What is grave in particular is that the current war exercise is characterized by the offensive strategy and the venue is adjacent to the north, said the statement.
    The U.S. military should immediately stop the war exercises diametrically violating the Armistice Agreement and fully implement its duty for peace and stability in the Korean peninsula, stressed the statement.

U.S. Unilateralism Blasted

     Pyongyang, March 21 (KCNA) -- U.S. President Bush recently put forward seven-point proposal for "non-proliferation" in which he mentioned not a word about nuclear arms cuts of nuclear states and betrayed his attempt to legitimate the system of sea and air blockade under the baton of the U.S. and expand its applicable scope in a bid to establish the system under which non-nuclear weapon states are allowed to operate their own nuclear power industry only under the condition that they accept the nuclear fuel supply of Western countries and their measures for inspection and to expand "initiative for security from proliferation". If the Bush administration had had the power of reasonable thinking, it should have looked back on where the nuclear threat comes from before raising a new initiative, Rodong Sinmun says today in a signed article, and goes on:
    The U.S. unilateralism causes the proliferation of nuclear weapons.
    What merits special attention in the U.S. unilateralism is to dominate the world by means of nuclear blackmail and forestalling attack.
    While giving lip-service to "nuclear weapons reduction", the U.S. is continuing nuclear tests to further modernize and beef up nuclear weapons.
    In particular, the U.S. designated some countries as targets of its nuclear attack and is keen to implement its strategy for "nuclear forestalling attack", which compels big powers and some countries to keep and strengthen nuclear means to cope with it.
    Any word, advice and request never work on the aggression forces pursuing only arbitrariness, strong-arm policy and tyranny.
    The Korean people will never fall a victim to the U.S. unilateralism seeking to proliferate nuclear weapons and stamp out the sovereignty and dignity of a country and nation.
    If the U.S. truly wants world peace and security and respects the sovereignty and interests of sovereign states, it should put an end to its unilateral nuclear war moves based on American-style super power chauvinism, the logic of power.

U.S.-S. Korea Joint Military Exercises under Fire

     Pyongyang, March 21 (KCNA) -- As already reported, RSOI and Foal Eagle exercises will be staged in south Korea from March 22 to 28 under the baton of the U.S. imperialist aggressor troops. It was said that such war tactics as the movement of the U.S. reinforced troops and the procedure of support by the south Korean army will be trained at the projected south Korea-U.S. joint military exercises under the simulated conditions of "emergency" on the Korean peninsula.
    Commenting on this Minju Joson today says:
    The projected joint military exercises in south Korea are a dangerous saber-rattling row to round off war preparations for a preemptive attack on the DPRK and ignite a war.
    Whenever an opportunity presented itself, the U.S. loudly said that it would not invade north Korea and it has no idea to attack it by force of arms. But the dangerous row clearly proves that its advertisement is a sheer lie and deception and its policy of aggression against the DPRK is entering a phase of practice.
    The U.S. provocative military exercises in south Korea are a deliberate and premeditated move to hamstring the process of reconciliation and cooperation between the north and the south of Korea and drive the situation of the Korean peninsula to the worst crisis.
    The south Korean authorities' hostile act of joining in the U.S. moves for aggression against the north to get on the nerves of its dialogue partner is an unpardonable perfidy. It is the temperament of the army and the people of the DPRK to retaliate against provocation and return fire for fire.
    The U.S. imperialists and the south Korean bellicose forces should stop running headlong and reckless war exercises, clearly understanding the will of the Korean army and people to revenge upon the enemy.

CPRF Slams S. Korean Minister of Unification for Finding Fault with Dialogue Partner

     Pyongyang, March 20 (KCNA) -- The south Korean minister of Unification on March 18 took issue with the north, absurdly asserting that it rendered the inter-Korean working meeting for settlement of accounts abortive on account of the situation created in the wake of the railroading of the "motion on impeachment against the president" through the "National Assembly" of south Korea. He went to the lengths of pulling up the north, claiming that the north side attributed the recent situation in south Korea to the U.S. manipulation and instigation and it was "interfering in the internal affairs of south Korea." The Secretariat of the Committee for the Peaceful Reunification of the Fatherland in its information bulletin No. 863 issued on March 19 in this regard said that this was something beyond common sense as this way of thinking and speaking are unbecoming for an official in charge of inter-Korean relations and reunification issue in south Korea.
    It goes on: We put forward a constructive proposal on holding the working meeting in the area of the north side, prompted by the patriotic desire to develop the inter-Korean relations and continue dialogue and contact whatever the cost though south Korea is in a state of anarchy due to the power vacuum and it is under an abnormal situation where dialogue and negotiations cannot be held properly.
    Nevertheless, the south side took issue with the north side, asserting that it was to blame for the abortive contact, instead of expressing gratitude to its dialogue partner for having made sincere efforts to save the inter-Korean dialogue from the danger caused by the disturbance in the south. These remarks can be made only by a person who is unable to properly judge the present reality and the essence of the problem. Moreover, it is nonsensical to talk this or that about the north's principled stand toward the situation created in the wake of the passage of the "motion on impeachment" through the "National Assembly".
    It admits of no argument that a handful of rightist conservative forces such as the "Grand National Party" are no more than puppets and the United States is behind them.
    If the south Korean authorities truly want the improved inter-Korean relations, they should not groundlessly slander their dialogue partner but positively respond to the north's proposal that took the south Korean reality into consideration.

Japan's Adoption of "Amendment to Law on Foreign Exchange" Denounced

     Pyongyang, March 20 (KCNA) -- The Anti-Imperialist Front of France issued a statement denouncing Japan's adoption of the "amendment to law on foreign exchange," according to the March issue of the French newspaper "Bip." The statement recalled that a spokesman for the DPRK Ministry of Foreign Affairs in its statement on January 30 noted the "amendment" is intended to suffocate, isolate and stifle the DPRK economically, pursuant to the U.S. hostile policy toward it, and Japan's extreme behavior is a wanton violation of the DPRK-Japan Pyongyang Declaration in which both sides promised each other to observe international law and refrain from any act of threatening each other's security.
    It went on:
    Japan's hostile policy toward the DPRK and the revival of militarism there are arousing deep concern among the world's peace-loving forces.
    The front strongly demands the Japanese authorities drop their hostile policy toward the DPRK at once and revoke the "amendment" immediately.
    The front extends firm solidarity to the Korean people in their resolute struggle against Japan's hostile policy toward the DPRK.

Maehyang-ri Residents Win Suit

     Pyongyang, March 20 (KCNA) -- Residents of Maehyang-ri won again a final suit they filed against the south Korean authorities over the damage caused by noise from the U.S. firing range, according to the south Korean MBC. The Supreme Court at the third round of the trial of the suit filed by the residents demanding damages ruled that the original judgment calling for the authorities' payment of damages was just.
    The justice team made this decision, stating that the damage done to the civilians by noise and other disturbance from the firing range in Maehyang-ri was absolutely intolerable.
    Conveying this news, the broadcasting service said "this was the first decision in which the court admitted the authorities' responsibility for paying damages, considering the damage done by noise caused by the U.S. forces' indiscriminate firing exercise as an illegal act.

54th Anti-U.S. Solidarity Meeting in S. Korea

     Pyongyang, March 20 (KCNA) -- The 54th anti-U.S. solidarity meeting was reportedly held at the open-air place in Seoul on March 16 under the sponsorship of the People's Action for the Revision of Unequal South Korea-U.S. "Status of Forces Agreement", the People for Achieving Peace and Reunification and the Headquarters of the Movement for the Return of the U.S. Military Base in Ryongsan. At the meeting speakers charged that it is the unilateral demand ignoring the sense of the people's self-respect that the U.S. troops forced the authorities to provide the building sites of commanding and control facilities, a hospital and apartment houses in return for the transfer of their base.
    The U.S. plot to move its military base from Ryongsan is to put the "new operation plan 5026" into practice and turn its military base in Phyongthaek into the Northeast Asia Command, they said, adding that they would struggle against whoever is their opponent before Phyongthaek turns into a U.S. military base.
    Recalling the fact that the U.S. marines are launching a military exercise in Phyongthaek, they stressed that they would surely check it.
    The participants tore down the U.S. flag bearing letters reading "transfer building sites of 4 million phyong," "south Korea's burden of more than 20 trillion won of transfer expense" and "south Korea-U.S. joint exercises aimed at a preemptive attack on the north."
    They conveyed to the U.S. embassy a message of protest addressed to U.S. President Bush as well as pieces of the U.S. flag.

Brigandish U.S. Imperialist War against Iraq and Its Aftereffects

     Pyongyang, March 20 (KCNA) -- Rodong Sinmun today in a signed article terms the U.S. imperialist war against Iraq a vicious crime against history and humanity which betrayed the shameless, brigandish and outrageous nature of the U.S. imperialists as the worst aggressor nation in the world and kingpin of state-sponsored terrorism. The U.S. war which began with the attack on Baghdad with cruise missiles on March 20, 2003 was a blatant violation of the sovereignty of a legitimate independent state and an unpardonable wreckage of peace, the article says, and goes on:
    Bush-led hawks designated Iraq as a test ground of the latest weapons and psychological smear campaign in the 21st century and drove huge modern armed forces out to occupy the country that had been disarmed and defenseless by the result of the years-long inspection of weapons.
    The war brought great misfortune, pain, disgrace and insult to Iraqis, not "freedom" and "democratic development" touted by the U.S.
    The U.S. unleashed the war unilaterally in disregard of the United Nations, badly damaging the authority of the UN.
    With nothing the U.S. can justify and evade the criminal responsibility for the Iraqi incident.
    Complex problems cropped up in the international relations, terror-related incidents, armed conflicts and other bloodsheds are going on and socio-political stability and peace are menaced in different regions and countries, causing confusion in the wake of the Iraqi incident.
    The U.S. is entirely to blame for the Iraqi incident and all the consequences and should be judged by history.
    The army and people of the DPRK will more firmly build up the revolutionary base and physical deterrent force in every way under the uplifted banner of Songun.
    The world progressives should be aware of the lesson drawn from the Iraqi incident and turn out in a vigorous struggle against the U.S. and war.

DPRK and Britain Exchange Views on Developing Bilateral Ties

     Pyongyang, March 20 (KCNA) -- A delegation of the Supreme People's Assembly of the DPRK led by its Chairman Choe Thae Bok paid a visit to Britain. On March 17 it had talks with members of the Britain-DPRK Parliamentary Group of political parties and the British Parliamentary Group. At the talks they exchanged views on the issue of developing the bilateral relations and a series of other issues of mutual concern.
    At the end of the talks Choe Thae Bok gave a lecture before members of both houses and figures from all walks of life in Britain.
    He separately met and conversed with prominent figures of Britain including the deputy leader of the Tory.
    The delegation visited Cambridge University on March 16.

People in S. Korea Urged to Vote Down Ultra-Right Conservatives

     Pyongyang, March 20 (KCNA) -- The main target of the political reform in south Korea is the south Korean Grand National Party, a pro-foreign, anti-popular, corrupt and incompetent party. It is a way out for the south Korean people and the nation to bury such traitorous party blind with the greed for power. Rodong Sinmun today says this in a signed article. It goes on:
    The true colors of the GNP as a party depending on foreign forces can be clearly proved by its insistence that the U.S. troops should not be withdrawn from south Korea, though it is well aware that the dignity of the nation is being infringed upon by the U.S. forces' presence in south Korea and it has brought tremendous damage to its population.
    The gentries of the GNP are leaving no means untried to come to power again, much afraid of the possible loss of the power which had been in its hands for consecutive terms.
    It has been fully disclosed that the GNP is a group of thieves as it squeezed a staggering amount of "political funds" for "election" the way mafia does in order to wrest power.
    The fellow countrymen in the north, south and overseas are working hard to realize reconciliation and cooperation, determined to implement the June 15 North-South Joint Declaration. It is only riff-raffs of the GNP that are describing this ardent desire of the nation for reunification as "fantasy" and committing rash acts of chilling it.
    The GNP is asserting that the north should "scrap its nuclear program first," pursuant to the U.S. policy to isolate and stifle the DPRK, a policy opposed by all Koreans, and thus helping it deteriorate the situation on the Korean peninsula. This is an expression of its bitterness towards the fellow countrymen and its intention to incite confrontation and war against reunification.
    The GNP should be eliminated from the political arena as it is only hell-bent on fascist arbitrary practices and evil acts against the nation and democracy.

Message to Syrian President

     Pyongyang, March 20 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message to Bashar al-Assad, president of the Syrian Arab Republic, on March 19 in connection with the riots that took place in some cities of Syria recently. The message bitterly condemned the vicious plots hatched by the disruptive forces to disturb the stability and security of Syria.
    The message extended firm solidarity to the friendly government and people of Syria in their efforts to shatter all sorts of moves of the disruptive forces and consolidate the stability and patriotic unity of the country under the leadership of the president.

     Pyongyang, March 20 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Sam Nujoma, president of the Republic of Namibia, on March 16 on the occasion of 14th anniversary of the independence of his country. DPRK SPA Delegation Returns

     Pyongyang, March 20 (KCNA) -- A delegation of the Supreme People's Assembly of the Democratic People's Republic of Korea headed by Chairman Choe Thae Bok returned home today after visiting the Czech Republic and Britain. It was met at the airport by Kang Nung Su, vice-chairman of the Supreme People's Assembly, and John Richard Dunne, charge d'affaires ad interim of the British embassy here. The delegation left London on March 18 after visiting Britain.
    It was seen off at the airport by the vice-president of the House of Lords of Britain and other officials concerned and the DPRK ambassador to Britain.

     Pyongyang, 20 de marzo (ATCC) -- EE.UU. debe reflexionar de las funestas consecuencias que emanen de sus actos provocativos. Asi senalo el vocero del Ministerio de Relaciones Exteriores de la Republica Popular Democratica de Corea en una declaracion publicada el dia 19 en condenacion a EE.UU. y las fuerzas belicosas surcoreanas que se proponen desarrollar el simulacro "Aguilucho" y el "ejercicio combinado de refuerzo para el tiempo de guerra", de gran envergadura, en toda la extension del Sur de Corea.
    La declaracion senala:
    Si EE.UU. amenaza la seguridad suprema de nuestro Estado, nos veremos obligados a tomar las poderosas medidas para la autodefensa justa.
    Dichos ejercicios militares conjuntos constituyen un abierto desafio y traicion a los sinceros esfuerzos de la sociedad internacional y los paises interesados por la solucion negociada del problema nuclear.
    Las altas autoridades estadounidenses hablaron con tanta frecuencia de la "solucion pacifica del problema nuclear" y "no atacara al Norte de Corea" burlando asi la opinion publica internacional.
    Pero, de hecho, EE.UU. no desea la preservacion de la paz de la Peninsula Coreana ni la solucion negociada del problema, sino intenta aplastar militarmente la RPDC y dilatar el tiempo para perseguir otro objetivo detras de la cortina de las conversaciones.
    La posicion de negacion a las negociaciones que tomaba esa superpotencia en la pasada ronda de conversaciones a 6 partes de Beijing dio desilusion a las personas produciendo una gran sospecha en el interior y exterior del pais. A traves de los ejercicios militares en cuestion, EE.UU. esclarecio esta duda y revelo por si mismo a la faz del mundo su verdadera posicion en cuanto a las conversaciones a 6 bandas.
    Es claro para todos que es imposible desarrollar el dialogo de buena fe y fructifero para la solucion del problema con un interlocutor que lleva un punal en su seno.
    No podemos aflojar ni un momento la precaucion de los actos hostiles y negativos al dialogo de EE.UU.
    Cuanto mas EE.UU. arrecia la amenaza militar a la RPDC prolongando el tiempo con la enganosa trompeta del "dialogo", tanto mas se fortalecera de manera cualitativa y cuantitativa nuestra fuerza de detencion nuclear para hacer frente a ello. Esta medida de defensa legitima no la puede censurar nadie.

Vocero del CRPP declara

     Pyongyang, 20 de marzo (ATCC) -- Tenemos la invencible fuerza de detencion autodefensiva capaz de hacer frente a cualquier "primer ataque nuclear" de EE.UU. y de aniquilar a todos los agresores. Por la gran politica de Songun y dicha fuerza de detencion, producto de esta, se hara pedazos la "politica de fuerza" de EE.UU. y los provocadores no podran evitar la muerte.
    Asi senalo el vocero del Comite por la Reunificacion Pacifica de la Patria (CRPP) en una declaracion del dia 19 de condenacion a los EE.UU. y los belicistas del Sur de Corea que se proponen desarrollar a partir del dia 22 el "ejercicio combinado de refuerzo para el tiempo de guerra" y el simulacro "Aguilucho".
    La declaracion subraya:
    El CRPP denuncia severamente estas maniobras militares calificandolas de imperdonable provocacion militar contra la RPDC y de perverso desafio a la aspiracion de toda la nacion coreana y los pueblos del mundo, amantes de la paz, a la distension y la paz de la Peninsula Coreana.
    Inmediatamente despues del termino de las conversaciones a 6 partes para la solucion del problema nuclear EE.UU. se propone desarrollar los ejercicios belicos de gran envergadura contra su interlocutor. Esto demuestra claramente que hablando del "dialogo" y la "paz" este pais americano intenta aniquilar con las fuerzas armadas a la Republica Popular Democratica de Corea.
    Es conocido por todos que EE.UU. completo el "nuevo plan operacional 5026" para agredir a la RPDC, traslada al Sur de Corea muchos equipos militares de punta probados realmente en las guerras de Afganistan e Irak y en los ultimos dias realizo un ejercicio de evacuacion de los familiares de los militares norteamericanos en el Sur de Corea.
    En estos momentos en que se cierne el nubarron de la guerra nuclear en la Peninsula Coreana por EE.UU. y los belicistas surcoreanos, el ejercito y el pueblo de Corea mantienen la alta vigilancia con la renovada decision de aniquilar despiadadamente a los agresores.
    EE.UU. debe darse clara cuenta de que la fuerza no es omnipotente y la Peninsula Coreana no es igual a Irak ni Afganistan y poner de inmediato fin a las temerarias maniobras de provocacion de guerra de agresion a la RPDC.
