DPRK Foreign Ministry Spokesman Blasts Cheney's Anti-DPRK Remarks

Pyongyang, April 18 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to the question put by KCNA today as regards the reckless remarks made by U.S. Vice-president Cheney inciting bitterness towards the DPRK during his tour of Asian countries: According to press reports, Cheney pulled up the DPRK, asserting that it poses a threat to peace and it is so dangerous as to spread nuclear and missile technology to such terrorist organizations as "Al Qaeda." He also blustered that the U.S. remains unchanged in its stand to demand "north Korea completely dismantle its nuclear program in a verifiable and irreversible manner", it is a top priority to put pressure upon north Korea to abandon its nuclear program and it will be an effective alternative to apply economic sanctions against it if it goes ahead with its nuclear program. These outcries are nothing new to the DPRK.
It considered Cheney as a mentally deranged person steeped in the inveterate enmity towards the system in the DPRK long ago as he is the boss of the neo-conservative forces in the U.S.
But if it was true that Cheney officially made such reckless remarks representing the stand of the U.S. administration, this would be not a simple matter.
The U.S. has no right to pull up the DPRK, not a defeated country, over its nuclear issue. It is ridiculous enough for the U.S. to force an "irreversible dismantlement" upon the DPRK.
The DPRK has no idea of dealing with the U.S. any longer if the latter insists on the disgusting CVID.
The DPRK has already made it clear that it would consider the U.S. economic sanctions against it as a declaration of a war.
    This is its irreversible stand.
It is quite understandable that the U.S. can not sleep in peace, terror-stricken by "Al Qaeda", but its unreasonably linking the DPRK to such organization is an expression of total ignorance and nothing but a far-fetched attempt to justify its hostile policy towards the DPRK.
Action is inevitably followed by reaction.
The DPRK is seriously contemplating a measure to counter the U.S. off-repeated demand that it scrap its nuclear program first.

He said Kim Il Sung performed immortal exploits for the Korean people and the progressive people of the world, adding that the President would live forever.
Noting that the U.S. policy towards the DPRK is bound to go awry, he sincerely wished the Korean people greater success in their struggle to accomplish the cause of the President, firmly rallied around Kim Jong Il.

National Seminar on Juche Idea Held in Peru

Pyongyang, April 17 (KCNA) -- A Peruvian national seminar on the Juche idea was held at National University of Callao in Peru on April 7. Read out at the seminar were messages of greetings sent by the Latin American Institute of the Juche Idea and organizations for the study of the Juche idea in Panama, Argentina, Venezuela and Colombia.
Wilfred Saens Vigo, chairman of the Peruvian National Association for the Juche Idea, made a congratulatory speech, which was followed by speeches of Guillermo Alcazar Ribera, chairman of the Peruvian Group for the Study of Kimilsungism, Tani Baler Lopera, chairman of the Peruvian Committee for Supporting the Independent and Peaceful Reunification of Korea, and others.
They said that President Kim Il Sung fathered the Juche idea and maintained the Juche-oriented stand against dogmatism and flunkeyism in his lifetime and built the most powerful socialist system and that the 20th century was really the century of independence, the century of Kim Il Sung.
Praising the Songun politics of Korea as a genuine Juche-based politics, politics of universal significance which helps every country and nation defend its sovereignty firmly even under the present complicated international situation, they said that the 21st century inevitably requires Kim Jong Il's leadership.
A letter to Kim Jong Il was adopted at the seminar.
The letter said that the Peruvian followers of Juche support the independent and peaceful reunification of Korea with might and main, noting that the political idea of Kim Il Sung is the most precious heritage encouraging all the revolutionaries of the world.
The wise leadership of Kim Jong Il guarantees the sovereignty and justice of the DPRK, the letter said, sincerely wishing him good health.

KCNA Hits Japanese Reactionaries' Anti-DPRK Moves

Pyongyang, April 17 (KCNA) -- The Japanese reactionaries' moves to stifle the DPRK have reached their height. As already reported, the Liberal Democratic Party and the New Komeito Party of Japan recently presented the "bill banning the portcalls of specified foreign ships" to the House of Representatives.
In this regard, Abe, LDP secretary general, said at a press conference that he would seek the adoption of the bill irrespective of "negotiations between Japan and the DPRK". Earlier, he confessed that this "bill is targeted against ships of north Korea".
The Japanese reactionaries have recently passed the "amendment to the law on foreign exchange" through the Diet, thus adopting it as a state policy to apply economic sanctions against the DPRK. Now they seek to expand the sphere of these economic sanctions by adopting the above-said bill.
This clearly proves that their moves to stifle the DPRK have reached their height as they are vicious hostile moves diametrically running counter to the DPRK-Japan Pyongyang Declaration. It is clearly stipulated in the declaration that both sides shall abide by international law and stop doing any act of threatening the security of the other side.
Foreign reports commented that Japan's perfidy to the Pyongyang declaration was prompted by its deep-rooted and mean policy of submitting to the U.S. This seems to be a proper comment, judging from the fact that the Japanese reactionaries never forget to take umbrellas with them when the sky above Washington gets cloudy.
I t is an invariable wild ambition of the Japanese reactionaries to isolate and stifle the DPRK backed by the U.S. Last year they invited representatives of more than 10 countries including the U.S. to Tokyo and tried to work out a scenario of multi-national military exercises to intercept and search DPRK's ships and planes.
The Japanese reactionaries' moves to adopt the bill mean a phased escalation of their reckless hostile moves to stifle the DPRK.
They are so foolish as to calculate that they can bring down the socialist system in the DPRK by putting political and military pressure and economic sanctions upon it. But this is no more than a reckless attempt of those who are politically too thick-headed to face up to the reality.
For all their desperate bid their wild ambition to isolate and stifle the DPRK can never come true.
The DPRK has powerful revolutionary armed forces capable enough to wipe out any aggressors and the potential of the self-reliant national economy that has remained undeterred by the imperialist allied forces' persistent sanctions and blockade for over half a century.
The army and people of the DPRK are shaking with the pent-up wrath and grudge against the Japanese reactionaries who are adding to their crimes committed against the Korean nation for the last one century.
The DPRK will take a resolute countermeasure if the Japanese reactionaries infringe upon its dignity and the sovereignty even a bit.

KCNA on S. Korean Military's Ill-boding Moves

Pyongyang, April 17 (KCNA) -- The south Korean military is operating a "joint team to implement its counter-measure" made up of armed forces and coastal police in the waters off the west coast, talking about the "northern limit line," according to the south Korean KBS. At the same time it decided to build anti-tank barriers along roads and railways on the west and the east coasts allegedly to strengthen the military posture towards the north.
This is a very disturbing development inciting confrontation as they are intended to create difficulties in the way of improving the inter-Korean relations.
As well known to all, the north-south relations that have been favorably improving in the wake of the publication of the June 15 North-South Joint Declaration had to undergo a series of crisis due to provocative incidents the bellicose forces of the south Korean military perpetrated in the West Sea under the pretext of defending the "northern limit line", an illegal line. It is clear to everyone that military measures taken in the waters off the west coast such as the operation of the above-said team are likely to spark new political and military provocations, as precedents proved.
The south Korean military's plan to build anti-tank barriers along roads and railways while crying out for taking military posture against the north and describing cooperation and exchange including the project to reconnect rail links between the north and the south as a threat clearly shows that they have not yet dropped their anti-national stance to incite confrontation with the north, seized by the conception of "principal enemy" which calls for regarding the fellow countrymen in the north as enemy, relying on outsiders.
It was only recently that the military staged large-scale north-targeted war exercises with the U.S. one after another, inciting the confrontation between the fellow countrymen and creating difficulties in the north-south relations. It even took part in the reckless criminal moves intended to strain the situation in and around the Korean peninsula.
All this can not be construed otherwise than a treacherous act of chilling the Koreans' patriotic will for reunification and national cooperation in the idea of "By our nation itself" clarified in the June 15 North-South Joint Declaration.
The south Korean military will have to pay a very high price if it persistently clings to the moves to incite confrontation between the north and the south in contravention of the basic spirit of the historic joint declaration.

Troop Dispatch to Iraq Denounced

Pyongyang, April 17 (KCNA) -- The People's Action against Troop Dispatch to Iraq of south Korea reportedly issued an open letter addressed to the "government" and the ruling and opposition parties, demanding the withdrawal of the decision to send troops to Iraq, on April 9. The letter said that the anti-U.S. resistance forces rose in their all-out popular uprising in Iraq, adding that it is an inevitable outcome of the U.S. brutal war of aggression and its occupation policy.
    The letter went on:
Nevertheless, the south Korean authorities and the ruling and opposition parties are repeatedly asserting that their "stand to dispatch troops would not change." If additional "ROK" army are dispatched to Iraq despite the fact that the "second total war" is now raging there this would precisely mean its participation in the war.
Moreover, with all areas of Iraq turning into battle grounds, the resistance forces target not only on the U.S. troops but on all the foreign troops. The troop dispatch to Iraq under this situation will endanger the people as it is little short of throwing oneself into a fire.
We strongly demand the "government" and the ruling and opposition parties withdraw at an early date the troops already dispatched to Iraq and stop additionally sending troops so as to avert an irrevocable tragedy.
Meanwhile, a "press conference of 10,000 promoters of the declaration on the situation to withdraw the decision to dispatch troops to Iraq" was held in Seoul on April 14.
A press release read out at the conference declared that they would wage an all-people movement for the withdrawal of the decision.

U.S. Troops' Refusal to Share Reparation Flailed

Pyongyang, April 17 (KCNA) -- A press conference was reportedly held in front of the main gate of the U.S. 8th Army Command in south Korea on April 12 to denounce the U.S. forces present in south Korea for refusing to share the reparation for damage caused by noise in Maehyang-ri. It was co-sponsored by the People for Achieving Peace and Reunification, the People's Action for Revision of the Unequal South Korea-U.S. Status of Forces Agreement, the Committee for Measures of Damage on Inhabitants in Maehyang-ri and the Democratic Workers' Party of south Korea. At the press conference speakers recalled that the U.S. forces present in south Korea claimed they were performing a regular duty of training in the bombing range in Maehyang-ri and in that case the U.S. was not obliged to pay any reparation. They termed this claim a far-fetched assertion and a brazen-faced act of totally ignoring the people and judicial right.
The bombing range in Maehyang-ri has turned into a "battle field" between the U.S. forces staging ceaseless war maneuvers and inhabitants suffering unbearable mental and physical pain resulting from those exercises, the speakers said, stating: We will never pardon the U.S. forces who shamelessly refused to pay even reparation for damage.
The issue of reparation is not merely an issue of money but an issue of restoring the self-respect of the nation, they held, calling upon all the people to pool their efforts to force the U.S. forces to pay reparation for damage on all accounts and, furthermore, totally revise the unequal SOFA.
A press release was published at the press conference.

School Physical Culture Makes Headway in DPRK

Pyongyang, April 17 (KCNA) -- Thirty years have passed since leader Kim Jong Il gave highly important instructions regarding the development of physical culture among youth and schoolchildren on April 18, Juche 63(1974). That day he said that the experience gained by students of Taejong Middle School, Singye County, North Hwanghae Province, in their extra-curricular sports activities should be generalized throughout the country. Their basketball skill was not less than that of the professionals. He also said that each school should specialize in one or two sports events to suit its specific conditions.
Since then, the national school youth and children contests of different sports events for April 18 Cup had been held in the country. The contests have developed into the national tournament of school youth and children for Jongilbong Cup.
All the schools throughout the country have after-school sports groups.
Main emphasis in the extramural sports activities is laid on fully preparing the students for labor and national defense.
The sports schools in different parts of the country are the reliable centers for training reserve sportspersons. Typical of them is the sports school in Phyongchon District, Pyongyang. It has been famous for producing many reserve female footballers.

U.S. Vice-President's Projected Visit to Seoul Protested

Pyongyang, April 17 (KCNA) -- Civic and social organizations of south Korea reportedly held meetings, a press conference and others on April 15 in protest against U.S. Vice-President Cheney's projected Seoul visit. 55 civic and social organizations including the Reunification Solidarity and the People's Action against Troop Dispatch to Iraq held a meeting by the side of the U.S. embassy at which they stated that his projected visit to south Korea was aimed to force south Korea to follow the U.S. strategy for supremacy, not intended to hold negotiations.
A resolution read out at the meeting noted that peace and freedom can be achieved in Iraq only when the U.S. war of genocide is stopped and its troops are withdrawn from there, declaring that they would focus all efforts in the struggle for the withdrawal of he decision to dispatch troops to Iraq.
The People for Achieving Peace and Reunification in Inchon held the 24th anti-U.S. monthly meeting in front of the U.S. military base in Puphyong.
At the meeting speakers said that Cheney's visit to south Korea is designed to pressurize the north and incite war atmosphere on the Korean peninsula, calling for resolutely opposing his visit and fighting for the realization of peace on the peninsula.
A press conference was held in front of the Seoul Airport Terminal in Songnam under the co-sponsorship of the People for Achieving Peace and Reunification and the Council for National Reconciliation and Independent Reunification.
A press release read out at the conference strongly protested the south Korean visit of Cheney, who planned the Iraqi war and took the lead in carrying out the U.S. policy to stifle the north.
It demanded the U.S. stop forcing south Korea to send troops to Iraq, withdraw its aggression forces from south Korea, drop its policy to stifle the north and put an end to the hostile relations between north Korea and the U.S. through dialogue and negotiations.
Meanwhile, the People for Achieving Peace and Reunification in Taejon and South Chungchong Province staged a demonstration in protest against the troop dispatch to Iraq and south Korea's decision to cover all expenses for the transfer of the U.S. military ase from Ryongsan with the south Korea visit of Cheney at hand.
