Rodong Sinmun Rips into Japanese Right-wing Conservatives' Rash Act
Pyongyang, June 8 (KCNA) -- Japanese Prime Minister Koizumi, during his recent visit to Pyongyang, expressed his willingness to set store by the Japan-DPRK Pyongyang Declaration, turn the hostile relations into those of cooperation and put the bilateral relations on a normal track through the sincere implementation of the declaration.
However, there are very unsavory developments in Japan which throw a dark shadow over the above-said efforts. Clear evidence of it was the passage of the reactionary "bill banning the portcall of specified foreign ships" through the House of Representatives of Japan in recent days.
A signed commentary of Rodong Sinmun Tuesday dismisses this as rowdyism which can be committed only by those wicked guys displeased with the DPRK-Japan summit meeting and its outcome.
Japanese conservative right-wingers' call for tightened sanctions against the DPRK and pressure on it is a product of their moves to carry out the U.S. hostile policy to stifle the DPRK, the commentary notes, and goes on:
It was none other than the Japanese reactionaries who accepted the U.S. proposal for laying an international siege to the DPRK before anybody else and participated in the joint military exercises to intercept and seize its planes and ships. It is the purpose of the Japanese right-wing conservatives to get actively involved in the U.S. imperialists' moves and bring down the socialist system in the DPRK.
The Japanese right-wing conservatives' adoption of a new law calling for sanctions against the DPRK was prompted by their sinister intention to deliberately hamstring the implementation of the declaration in violation of the spirit of the DPRK-Japan summit talks and disregard of the commitments made by the Japanese prime minister.
With nothing can they justify their rash acts of going against the spirit of the meeting and the Pyongyang declaration, reneging on the bilateral commitments and good faith. The people's mind-set will certainly make them pay for what they have done. They are well advised to stop such foolish and reckless acts, bearing in mind the proverb as you sow, so shall you reap.
Implementation of June 15 Joint Declaration Called for
Pyongyang, June 8 (KCNA) -- The Korean nation is now in high spirits to win victory in the confrontation with the U.S. through practical actions. Yun Ki Jin, chairman of the South Headquarters of the National Alliance of Youth and Students for the Country's Reunification, said this in an appeal on June 3 on the occasion of the 4th anniversary of the publication of the June 15 joint declaration, calling upon the Korean nation to thoroughly implement the June 15 joint declaration.
The appeal said: Let's pave a wide avenue for peace and reunification in the spirit of national independence. This is the theme of "the Koreans' meeting to mark the 4th anniversary of the publication of the June 15 joint declaration."

Struggle of Korean People Supported in Uganda
Pyongyang, June 8 (KCNA) -- A statement was issued by the Secretariat of the National Movement of Uganda on June 2 on the occasion of the 4th anniversary of the publication of the June 15 North-South Joint Declaration.
The statement said the joint declaration called on the north and the south of Korea to put the common interests of the nation above anything else, urging the U.S. to take hands off Korea and stop its nuclear row against the DPRK.
It voiced support to the Korean people in their struggle to achieve national reunification free from foreign interference in the spirit of the June 15 North-South Joint Declaration.
DPRK Also Has Option
Pyongyang, June 8 (KCNA) -- Minju Joson in a commentary Tuesday raps at the shameless act of the Bush administration in trying to force upon the DPRK its unjustifiable demand regarding the nuclear issue with a threat of economic sanctions.
Recalling that a high-ranking official of the Bush administration threatened that if the DPRK refused to accept the demand of the U.S. for "complete, verifiable and irreversible nuclear dismantlement," the nuclear issue would be taken to the UN Security Council so as to impose economic sanctions upon the DPRK, the news analyst goes on:
The "complete nuclear dismantlement" demanded by the U.S. is intended to realize its scheme of "disarmament first, overthrow of the system next" by robbing the DPRK of its nuclear deterrent without payment. Its call for "irreversible" and "verifiable" nuclear dismantlement is to stifle the DPRK economically by destroying its peaceful nuclear power industry and round off war preparations for stifling it by searching its inside with a toothcomb under the cloak of inspection.
If the U.S. truly wanted a peaceful settlement of the nuclear issue, it should give up its robber-like demand and take a measure based on the principle of simultaneous action.
The nuclear issue between the DPRK and the U.S. can be settled peacefully by the mode of "word to word" and "action to action" based on the principle of simultaneous action to suit its character and the present situation. The U.S. must take a concrete measure to carry into practice the proposal of the DPRK for "compensation to freezing." Should the U.S., shunning this proposal, try to force upon the DPRK its demand for "complete, verifiable and irreversible nuclear dismantlement" with "written assurances of security," a mere sheet of paper, the DPRK will also demand a verifiable complete withdrawal of the U.S. forces from south Korea and "complete, verifiable and irreversible assurances of security" which would be guaranteed by the signing of a peace agreement and normalization of relations between the two sides.
Option is not a monopoly of the U.S. The DPRK also has it.
10th Meeting of Separated Families and Relatives Expected
Pyongyang, June 8 (KCNA) -- The 10th meeting of separated families and relatives will be held at Mt. Kumgang resort between July 11 and 16.
Jang Jae On, chairman of the Central Committee of the DPRK Red Cross Society, and Ri Yun Gu, president of the south Korean Red Cross, agreed upon this in Pyongyang Monday after sincerely discussing issues raised by the two sides.
It was agreed to discuss business-like matters through contact between Red Cross liaison representatives at Panmunjom.
Kim Jong Il, Rare Elder Statesman

Japan's Legislation against DPRK Denounced in S. Korea
Pyongyang, June 8 (KCNA) -- A commentary was published on June 3 by the south Korean Internet radio "People's Voice" upon the passage of the "bill banning the entry of specified foreign ships into port" through the Japanese Diet.
Recalling that the bill was at last carried through the Japanese lower house, the commentary says: This is a quite crude act devoid of faith like hitting one's head on the back after smiling in his face.
The passage of a series of bills on sanctions against the DPRK through the Japanese Diet is intended to create tension by getting on the nerves of the DPRK and justify the revision of the constitution, notes the commentary, and adds: Now the insane drift to the right of the Japanese rightist conservatives is past the danger line.
Japan ignorant of faith between countries can never be pardoned. If the south and the north of Korea merge voice in condemning its hostile policy towards the DPRK, this would deal a decisive blow to its madcap drift to the Right.
Increasing U.S. Pressure upon S. Korea over Issue of Its New Embassy Premises
Pyongyang, June 8 (KCNA) -- The United States is increasing its pressure upon south Korea to meet its request for building its new embassy premises in the Ryongsan base.
The U.S. had announced that its Ryongsan base would be transferred to Phyongthaek by the end of 2006, but it is now seeking to build its new embassy premises in that place instead of returning it to s. Korea without any condition.
The U.S. plan to expand its embassy premises has long been in the making.
The U.S. pressurized the south Korean authorities to offer the site of the Toksu Palace, a national cultural heritage, as a building lot for its embassy early in the1980s and has since pushed forward the plan.
On July 26, 2002, the U.S. ambassador to south Korea once again disclosed the U.S. intention to go ahead with its plan to build new embassy premises, asserting that it is desirable to have new embassy premises in the heart of Seoul and it is right to build new embassy premises.
The U.S. said it would construct a 15-storeyed building of the embassy, an 8-storeyed apartment house for embassy officials and a 4-storeyed quarters for U.S. troops, their floor space totaling over 54,900 square meters, in the site of the Toksu Palace located in the area of Jongdong, Central District, Seoul. Then it urged the south Korean authorities to render active cooperation in this matter.
The U.S., however, failed to achieve this aim in face of the strong protest from different circles in south Korea. As the U.S. was compelled to transfer its base in Ryongsan to Phyongthaek, it came out with a plan to build its embassy premises covering 67,000 phyong in that place and has since zealously egged pro-American forces on to help in this matter.
If this thing is allowed to happen, the U.S. would still have at its disposal a total of 100,000 phyong of land including the areas to be used as embassy premises and a liaison office of its forces even after the return of its base in Ryongsan.
The south Korean people are conducting activities to retake all the area of the U.S. base in Ryongsan and turn it into a national park, branding the U.S. moves as an unpardonable mockery of the Koreans' self-esteem.
Political Guidelines for 17th-term S. Korean National Assembly Proposed
Pyongyang, June 8 (KCNA) -- The Democratic Workers' Party of south Korea called a press conference on June 4 at which it proposed political guidelines for the 17th-term National Assembly, according to the south Korean KBS.
The four-point guidelines advanced by National Assemblymen from the Democratic Workers' Party call for narrowing the gap between the rich and the poor, abolishing such anti-democratic draconic law as the Security Law, protecting the rights to food and achieving peace on the Korean peninsula.
They evinced their determination to work hard to implement these tasks.
They underscored the need for the 17th-term NA to focus its efforts on withdrawing the motion on additional troop dispatch to Iraq, reforming politics and the National Assembly, stopping the discrimination against the part-time workers and opposing the opening of local rice market and the construction of a dumping ground of nuclear waste.
Preserving Spirit of National Independence Called for
Pyongyang, June 8 (KCNA) -- The historic Pyongyang meeting and the adoption of the June 15 North-South Joint Declaration was a historic event of the Korean nation as it instilled confidence and optimism about national reunification into all Koreans in the north, the south and overseas and raised a hot wind of reunification throughout Korea. The principle of national independence is the core issue of solving national issues and a basic principle to be adhered to in the struggle for national reunification.
The issue of Korean reunification is, in essence, one of establishing national sovereignty throughout Korea, rejoining the blood ties of the Koreans separated in the north and the south and achieving national unity. Korea should be, therefore, reunified by the concerted efforts of its people without allowing any foreign forces to interfere in them.
The cause of national reunification calls on all Koreans to independently solve all issues as a master in line with their will and interests.
The principle of national independence is vital to national reunification.
If foreign forces are allowed to interfere in the issue of national reunification, the issue of retaking the usurped national sovereignty, it will complicate the issue and lead to nothing but a catastrophic situation after all.

Though all the Koreans form a driving force of national reunification its might does not get strong by itself. It can prove strong only when all the members of the nation unite as one, highly aware of being responsible for the reunification movement.
The success made by the Korean nation in implementing the historic June 15 joint declaration for the last 4 years proves that the principle of independence serves as a banner of unity and a fundamental idea of accelerating the independent reunification.

Appeal to S. Koreans
Pyongyang, June 8 (KCNA) -- The British Group for the Study of the Juche Idea - Works of Comrade Kim Jong Il, the British Society for the Study of Songun Politics, the Group for the Study of Songun Politics in the U.S. and the All Anti-Imperialists Wishing to Build Solidarity with the DPRK in the U.S. issued a joint appeal to the south Koreans on May 26.
The appeal referred to the anti-U.S. struggle that swept all parts of south Korea in the wake of GIs' murder of two young schoolgirls two years ago.
It accused the U.S. of making frantic preparations to launch the second Korean war in a bid to exterminate the Korean nation under the pretext of the nuclear issue.
The appeal said: Today the destiny of not only south Koreans but all other Koreans has been seriously jeopardized by the U.S. This grim reality calls upon all the Koreans in the north and the south to turn out as one in a nationwide anti-U.S. struggle.
The Koreans have strength and conditions enough to defeat the U.S. on a nationwide scale. The DPRK is making a victorious advance thanks to the might of Songun and south Korea is witnessing an astonishing political reality in which the popular masses desirous of the new are emerging victorious and successfully meeting the challenge of the U.S. and the reactionary forces in unity.

Russian Ensemble's Performance Goes on
Pyongyang, June 8 (KCNA) -- The performance of the State Academy Ensemble of the Ministry of Interior of Russia on a visit to the DPRK goes on at the Ponghwa Art Theatre.
On June 7 people from all walks of life in Pyongyang saw the performance.

Schoolchildren's Vocal Music Training Centre
Pyongyang, June 8 KCNA) -- The schoolchildren's vocal music training center at Pyongyang Pothonggang Middle School plays a big role in training singers in the country.
The centre, set up in Juche 72 (1983), gives vocal lessons to schoolchildren selected from schools in the city. Their lessons include such scientific vocal principles and methods as basic music theories, sound detection and sight reading.
Over the past two decades the centre has trained many talented singers.
Among them are Ri Hyang Suk, a soprano who won the top prize at the 11th Giuseppe di Stefano International Concours, and Paek Mi Yong, who proved successful at the Maria Canilia International Vocal Music Concours held in Itay in last October.
Many of those who were trained in the centre are now active in the State Merited Chorus of the Korean People's Army, the Pochonbo Electronic Band, the Wangjaesan Light Music Ensemble, Phibada Opera Troupe and other major art troupes.

Direccion nortena de APJERP denuncia represion de autoridades surcoreanas
Pyongyang, 8 de junio (ATCC) -- La direccion nortena de la Alianza Pannacional de Jovenes y Estudiantes por la Reunificacion de la Patria (APJERP) publico el dia 7 una declaracion de denuncia en relacion con que ultimamente, en el Sur de Corea se recrudecen sin precedente las maniobras de represion de las autoridades judiciales sobre los miembros de las entidades del movimiento por la reunificacion, en particular, sobre la Federacion de Consejos Generales de Estudiantes Universitarios de Sur de Corea (FCGEUSC).
Las autoridades judiciales del Sur de Corea arrestaron por coercion bajo la sospecha de violacion de la "ley de seguridad" al ex presidente del Consejo General de Estudiantes (CGE) de la Universidad Kyemyong Choe Yong Sok, el ex presidente del CGE de la Universidad Sogang quien era miembro central de la FCGEUSC y el ex presidente del CGE de la Universidad Kyongsong y de la FCGEUSC de Pusan y la Provincia de Kyongsang del Sur y el dia 13 de mayo, a Jong Jae Uk, ex presidente del CGE de la Universidad Yonse y ex presidente del 11 periodo de la FCGEUSC.
En la epoca del 15 de junio, epoca de la cooperacion nacional en que se unen los vasos sanguineos y se comunican filones nacionales, el acriminalizar la justa lucha de los jovenes y estudiantes patrioticos y otros habitants surcoreanos es un acto anti-nacion y anti-reunificacion que resulta contraproducente con la corriente de la epoca, senala el documento y continua:
Bajo tal circunstancia anormal en que hasta en la epoca del 15 de junio, al blandir la "ley de seguridad" que define al norte de Corea como "entidad anti estatal", condena a uienes tuvieron contacto o comunicaciones con los connacionales del norte tildandolos de "espias", no podemos menos que dudar de la marcha satisfactoria del dialogo, el contacto y la cooperacion entre el norte y el sur.
Hoy, en el Sur de Corea se libra la lucha en demanda de la derogacion total de la "ley de seguridad". Todos los habitantes, jovenes y estudiantes surcoreanos deben levantarse como un solo hombre en la lucha por anular esta ley que es instrumento de la represion fascista e infame codigo que impide la reunificacion.
