Reception Given in Honour of Russian State Academy Ensemble

    Pyongyang, June 13 (KCNA) -- The DPRK National Defence Commission hosted a reception in honor of the visiting State Academy Ensemble of the Ministry of Interior of Russia at the People's Palace of Culture Saturday evening. Present on invitation were members of the ensemble headed by Viktor Eliseyev, Russian Ambassador to the DPRK Andrei Karlov and staff members of the embassy.
    Jong Ha Chol, secretary of the Central Committee of the WPK, in his speech at the reception said that at this time, too, the ensemble was greatly applauded by audiences for ideologically and artistically representing well the songs and dances showing the brave and optimistic life of the Russian army and people and Korean songs.
    He expressed thanks to the ensemble for powerfully encouraging the struggle of the army and people of the DPRK. The head of the ensemble in his speech said that leader Kim Jong Il has always shown them special concern and the performance given by the ensemble at a unit of the Korean People's Army showed the friendly relations between the armies of the two countries.
    Noting that he deems it the highest honour to be received by Kim Jong Il, which is the symbol of Russia-DPRK friendship, he expressed profound thanks to Kim Jong Il once again in the name of the entire members of the ensemble.


U.S. Redeployment of Armed Forces Denounced

    Pyongyang, June 13 (KCNA) -- The U.S. redeployment of armed forces worldwide aimed to realize its invariable wild ambition for aggression only betrays its blacked-hearted nature as it goes against the trend of the times, says Minju Joson in a signed commentary. The commentary continues:
    The U.S. is pushing forward the redeployment of its armed forces in real earnest in different parts of the world. It is evidenced by the fact that the U.S. decided to dispatch some of its armed forces in south Korea to Iraq under the pretext of the "urgent Iraqi situation."
    What matters is that the redeployment of the U.S. armed forces is not just an adjustment or replacement of armed forces but it pursues a very sinister aim which should never be overlooked. It is part of the U.S. vicious moves for a war of aggression to realize its invariable wild ambition for world domination at any cost.
    It is the U.S. strategy for world domination, Asia-Pacific strategy, to dominate the whole world by holding a grip on the Asia-Pacific region.
    The U.S. primary target in implementing the strategy is to establish military domination over Northeast Asia including the Korean peninsula. It is clear from this fact that the redeployment of the U.S. armed forces in and around the Korean peninsula is aimed at military domination over the Asia-Pacific region. Even the U.S. itself does not hide this.
    The U.S. is desperately working to militarily stifle the DPRK, accelerating the redeployment of its armed forces in and around the Korean peninsula under the pretext of "reexamining" someone's "military strategy."
    The reality requires everyone to be vigilant against the U.S. adventurous moves for the redeployment of armed forces.
    The U.S. wild ambition for world domination is nothing but a daydream.
    The Bush administration is well advised to behave itself, though belatedly, bearing in mind that its moves to realize its invariable wild ambition for aggression are only driving the U.S. to thorough isolation. This would do the U.S. good.

Nationwide Struggle for Independence against U.S. Called for

    Pyongyang, June 13 (KCNA) -- The past four years for the south Korean people since the publication of the historic June 15 joint declaration are characterized by their worship of leader Kim Jong Il, a great man, and their glorious struggle, said Jo Il Min, chief of the Pyongyang Mission of the National Democratic Front of South Korea when interviewed by KCNA Saturday on the occasion of the 4th anniversary of the publication of the joint declaration. He said:
    What is most characteristic in the present movement of the south Koreans for change is that the people's anti-U.S. sentiment has grown stronger than ever before and their struggle is being focused on actions against the U.S. and war and for the withdrawal of the U.S. troops from south Korea, a struggle at a high stage to achieve national independence.
    The ways and mode of anti-U.S. and anti-war struggle are getting more diverse and the political situation and trend in south Korea turning progressive.
    A shortcut to implementing the joint declaration to the letter and bringing earlier a victory in the sacred war for independence against the U.S. is to wholeheartedly uphold Kim Jong Il's Songun politics, a treasured sword for independence, peace and reunification, and wage a vigorous struggle to force the U.S. troops to withdraw from south Korea through national cooperation against the U.S.
    The NDFSK will take the lead in the nationwide struggle to make 2005, which will mark the 60th anniversary of the national liberation and the lapse of 60 years since the national division, a year when the U.S. troops are withdrawn from south Korea and contribute to putting an end to the U.S. domination and occupation and bringing earlier the dawn of national reunification without fail.


National Day of Philippines Marked

    Pyongyang, June 13 (KCNA) -- A meeting was held at the Chollima House of Culture Saturday on the occasion of the 106th national day of Philippines. Present were Jon Yong Jin, vice-chairman of the Committee for Cultural Relations with Foreign Countries who is vice-chairman of the DPRK-Philippines Friendship Association, officials concerned and working people in the city.
    A congratulatory speech was made there.

DPRK Foreign Ministry Spokesman on Document Adopted at G-8 Summit

    Pyongyang, June 13 (KCNA) --"G-8 action plan on non-proliferation" adopted at the G-8 summit held on Sea Island in Georgia, U.S. from June 8 to 10 contained paragraphs urging the DPRK to accept CVID, an unreasonable demand. A spokesman for the DPRK Foreign Ministry Sunday gave the following answer to a question put by KCNA in this regard:
    It is ridiculous enough for this summit to include such paragraphs in its document.
    It demanded the DPRK scrap its nuclear program first through forced inspection, the same method as the U.S. applied to Iraq in the past.
    It is, in the long run, aimed to spark off another Iraqi crisis.
    Do the countries styling themselves "advanced nations" like so much to spark the same miserable crisis as that in Iraq? They may think so if they calculate they can get any share of the trophies from the U.S. invasion of Iraq.
    But one must wait and see whether they can really take any share.
    The DPRK can not but heighten vigilance against all attempts to force the same lot upon it as Iraq's to seek shares in it.
    It is a daydream to spark the same crisis in the DPRK as that in Iraq.
    The paragraphs related to the DPRK in the document adopted at the G-8 summit only provides it with enough justification to increase its nuclear deterrent force for self-defence with the help of strong catalyst.


Greetings to Russian President

    Pyongyang, June 12 (KCNA) -- Leader Kim Jong Il, chairman of the DPRK National Defence Commission, Saturday sent a message of greetings to Russian President V. V. Putin on the national day of Russia. He in the message expressed the belief that the traditional friendly and cooperative relations between the DPRK and Russia would continue to grow in scope and develop in various fields in the spirit of the agreement reached at several meetings and talks between him and President Putin.

CPRF Secretariat Indicts U.S. for Hamstringing North-South@Cooperation

    Pyongyang, June 12 (KCNA) -- The Secretariat of the Committee for the Peaceful Reunification of the Fatherland issued an indictment Friday on the occasion of the 4th anniversary of the publication of the historic June 15 North-South Joint Declaration condemning the U.S. for having totally ignored the joint declaration and worked hard to prevent the north-south relations from improving. Accusing the U.S. of fostering distrust and confrontation between the north and the south, the indictment said:
    The adoption of the joint declaration at the historic Pyongyang meeting in June 2000 marked a significant occasion as it opened up a turning phase in improving the north-south relations and achieving the peace and reunification of the country. However, the U.S. has totally ignored the joint declaration and hamstrung its implementation overtly and covertly from the very outset.
    The U.S. has become more undisguised in its moves to bring the inter-Korean relations back to the era of distrust and confrontation since the emergence of the Bush regime in January 2001, in particular.
    The "north Korea policy initiative" announced by Bush on June 6, 2001 was a political stick he used for forcing the south Korean authorities to cooperate with the U.S. in executing its hard-line policy to isolate and stifle the DPRK.
    Whenever an opportunity presented itself, the U.S. pressurized and blackmailed the south Korean authorities to cooperate with Washington in implementing the policy.
    In March 2001 Bush summoned the then south Korean chief executive to Washington and wrested from him assurances that he would advance the south-north relations depending on the progress made in the north Korea-U.S. relations, adjust the tempo in the implementation of his north Korea policy as requested by the U.S. and that he would consult with the U.S each phase of its progress. In May last year, too, the Bush ruling quarters called the new chief executive of south Korea to Washington in a bid to pressurize him to support its attempt to apply economic sanctions and mount military attacks on the DPRK under the pretext of the nuclear issue. They had this stipulated in the south Korea-U.S. joint statement as an "additional measure," thus pushing the north-south relations to the phase of distrust and confrontation.
    The Bush group in a "state of the union address" made at Congress early in 2002, two years after it came to power, let loose malignant vituperation against the DPRK, terming it part of an "axis of evil". In February he flew into Seoul and toured areas along the Military Demarcation Line, egging the south Korean authorities on to incite confrontation with the north.
    The skirmish that took place in the West Sea in June 2002 was a typical example of the military provocations the U.S. orchestrated to block the north-south relations from improving.
    The indictment blamed the U.S. for disturbing the inter-Korean dialogue and contacts. It continued:
    No sooner had the June 15 joint declaration been published than the U.S. forced the south Korean authorities to get U.S. approval of every move to go ahead with their north Korea policy including government-level aid to the north, to say nothing of political and military negotiations, saying that the south's contact with the north without the knowledge of the U.S. is a very serious development which should no longer be allowed.
    It was the U.S. that barred the north and the south from holding the fifth and the sixth north-south ministerial talks and the second meeting of the North-South Committee for the Promotion of Economic Cooperation and the second round of the talks between authorities of the north and the south for the revitalization of Mt. Kumgang tour as scheduled.
    The Panel for the North-South Cooperation in Power Industry could not meet any more after its first session held in Pyongyang under an agreement reached at the 4th north-south ministerial talks. It was also directly attributable to the U.S. moves to stifle the DPRK with nukes.
    The U.S. prevented the north-south dialogue and contacts from taking place and instigated pro-U.S. conservative forces including the Grand National Party of south Korea to hinder dialogue and contacts between the north and the south.
    On March 12 last, the U.S. wirepulled the right-wing conservative forces in south Korea including the Grand National Party to stage a political coup called a "motion on impeachment against the president" and conducted large joint military exercises targeted against the north together with bellicose forces in south Korea. This rendered it impossible to hold the north-south working meeting of the Panel for the Settlement of Accounts, the north-south meeting of the Panel for the Flood Control in the River Rimjin, a north-south working contact for the reconnection of rail and road links as scheduled.
    The indictment also accused the U.S. of hamstringing cooperation and exchange between the north and the south. It went on:
    The U.S. dropped a check-bar on the overall inter-Korean economic cooperation undertakings, saying that 386 type computers may be used for a military purpose when several of them are linked together, chemical fertilizers should not be allowed as they may be used for producing conventional explosives and there should be a verification of food delivery as it may go to the army. It even reproached south Korea, asserting that it is hard to cooperate with Seoul if it goes ahead of Washington, draining resources for north Korea when Washington is keen to contain Pyongyang and stop it from developing nukes and missiles on the principle of mutual aid and verification.
    The U.S. has hamstrung the project of reconnecting the rail and road links between the north and the south, arrogantly interfering in it.
    When the project of demining areas along the Demilitarized Zone for the reconnection of rail and road links between the north and the south was making progress at its final phase in November 2002, the U.S. put the brake on the project, asking the north to submit a list of members of the verification team to the "UN Command" all of a sudden.
    It even scotched the tour of Mt. Kumgang, an undertaking symbolic of reconciliation and cooperation between the north and the south.
    This obstruction has got more pronounced since the appearance of the Bush administration.
    Those south Koreans related to the Pyongyang meeting were punished though they had contributed to the righteous undertakings for national unity and reunification and a businessman who played a pace-setter's role in north-south cooperation met a tragic death due to the case of "remittance to the north." This was also invented and hyped up by the U.S. to serve its purpose of plot-breeding and smear campaign.
    It is due to the U.S. obstructions that the construction of the Kaesong Industrial Zone has been at a standstill for four years since the first agreement was reached between the north and the south.
    The north and south sides at several rounds of ministerial talks and talks and contacts at all levels including meetings of the committee for the promotion of economic cooperation discussed issues related to the construction of the zone and reached agreements on important issues ranging from principled matters to details.
    However, the U.S. has put increased pressure on south Korea as regards this construction. In consequence, only a large number of persons and vehicles from the south side visited the area of Kaesong, not doing anything to speak of.
    All facts go to clearly prove that the U.S. is chiefly to blame for hamstringing the north-south cooperation for the common prosperity of the Korean nation as it has impertinently poked its nose in the Korean nation's business.

    Pyongyang, June 12 (KCNA) -- The Central Intelligence Agency of the United States is a group of swindlers and plotters exaggerating, processing, fabricating and spreading information in order to encroach upon the sovereignty of other countries and nations and topple legitimate governments, says Minju Joson in a commentary Saturday. Recalling that Tenet, director of the CIA, announced his resignation a few days ago, the news analyst goes on:
    He resigned not merely for "personal reasons" as claimed by the Bush administration and conservative media of the U.S. He was held responsible for the distorted and faked information about Iraq's "possession of weapons of mass destruction" which the Bush administration used for the "justification" of the Iraqi war. This is little short of admission by the Bush administration itself that Iraq's "possession of weapons of mass destruction" propagandized by it to justify its war against Iraq was a sheer lie.
    Judging from this, crystal clear is the purpose of the Bush administration in contriving a string of false information against the DPRK.
    With no artifice can the Bush administration conceal the aggressive nature of the false information forged by it. It rather rips away the curtain to bring into bolder relief the ugly colors of the U.S.
    The prevailing situation calls upon the DPRK to decisively cope with the false information cooked up by the Bush administration against the DPRK. We have made it clear more than once that we will never tolerate any attempt, however trifling it may be, to do harm to the DPRK.
    If the Bush administration, ignoring this stand of the DPRK, went on spreading false information and seeking to realize its invariable foolish designs to stifle the DPRK with it as a pretext, it would face a corresponding tough step.


Negotiations on Transfer of U.S. Military Base from Ryongsan@Rupture

    Pyongyang, June 12 (KCNA) -- The negotiations on the transfer of the U.S. military base from Ryongsan broke down at the 9th round of the Future of south Korea-U.S. alliance policy initiative talks held on June 7 and 8, according to an MBC report from south Korea. At the negotiations the U.S. tried to force the south Korean authorities to unconditionally provide 3.6 million phyong, broader than the area it had persistently demanded for the transfer of the military base. But such brigandish demand failed to be accepted and the negotiations collapsed.
    That day the chief delegate of the U.S. side in an interview with Chosun Ilbo, a pro-U.S. conservative daily which is a target of the denunciation and criticism of the south Korean public, openly gave vent to compliant, shouting himself hoarse that what must be understood is the danger that would follow the failure of an early agreement, if an agreement on the transfer of the U.S. military base in south Korea failed to be reached, additional deployment of latest Patriot missiles and other designs and plans might not be put into practice and, eventually, it would be the south Koreans who would suffer.
    It goes without saying that this is a political threat of the U.S. to throw a wet blanket on the unanimous desire of the south Korean people to achieve the independent and peaceful reunification of the country through national cooperation and struggle against the U.S. and war.
    No wonder the south Korean people of all walks of life are lifting up the voice: "This is a threat to our people." "We bitterly denounce the U.S. robber-like act in forcing a humiliating negotiation and making no bones about threatening us."
    The U.S. should act with discretion, looking straight into the trend of the times toward the implementation of the June 15 joint declaration.


Wreaths Laid before Liberation Tower and Cemetery of Martyrs of@Soviet Army

    Pyongyang, June 12 (KCNA) -- Officials of the Russian embassy in Pyongyang laid a wreath before the Liberation Tower on Saturday on the occasion of the national day of the Russian Federation. Present at the wreath-laying ceremony were Russian Ambassador Andrei Karlov, embassy officials and leading members and artistes of the State Academy Ensemble of the Ministry of Interior of Russia including chief Viktor Eliseyev.
    The participants laid a wreath in the name of the Russian embassy and observed a moment's silence in memory of the martyrs of the Soviet Army.
    They went round the Liberation Tower.
    Then they went to the cemetery of the martyrs of the Soviet Army in Sadong District, Pyongyang to lay a wreath and bouquets.
    Earlier, bouquets were laid before the liberation tower, the monuments to the fallen Soviet soldiers and bronze statues of Soviet soldiers in Sinuiju, Wonsan, Nampho and other local areas.


President of ITF and His Party Here

    Pyongyang, June 12 (KCNA) -- President of the International Taekwon-do Federation Jang Ung and his party arrived here today. He is accompanied by Senior Vice-president Ri Ki Ha and Vice-president Leong Wai-Meng.

North-South Military Working Talks Held

    Kaesong, June 12 (KCNA) -- The inter-Korean military working talks for the implementation of the agreement reached at the second round of the North-South General-level Military Talks were held in Kaesong from June 10 to 12. Present there were the north side's military working delegation led by Senior Colonel of the Ministry of the People's Armed Forces Yu Yong Chol and the south side's military working delegation led by Colonel of the Ministry of National Defence Mun Song Muk.
    The head of the north side said that the adoption of the "agreement on preventing accidental conflicts in the West Sea and halting the propaganda in the areas along the Military Demarcation Line and removing its means" made a fresh breakthrough in providing a military guarantee for the implementation of the June 15 joint declaration as it helps remove the root cause of confrontation and distrust that has always remained in the frontline areas and in the sea for the past scores of years.
    Stressing the need to take practical measures for the sincere implementation of the historic agreement to meet the expectation of the nation as an action is more important than ten words at present, he set forth the north side's proposal.
    At the talks both sides had an in-depth discussion on practical issues arising in implementing the agreement and adopted and effectuated an appendix in which concrete practical measures are stipulated.
    It deals with practical measures for the prevention of accidental conflicts in the West Sea such as the fixing and operation of the common frequency between warships of both sides in the West Sea, the institution and use of flag or light signals, the exchange of information related to the movement of illegal fishing boats, the establishment of the communications line and liaison offices and their operation.
    Also stipulated in the appendix are such issues as stopping all propaganda and psychological activities in the areas along the MDL as from 0:00 on June 15 and completely removing all propaganda means including loudspeakers, slogans, electronic displays, leaflets, posters and various religious facilities from all the areas along the MDL as well as from the estuary of the River Han, the western coastal areas and islands as from 0:00 on June 16 to 17:00 on August 15 on three phases on the principle of simultaneous actions and verifying and reporting their results at each phase.
    The adoption of the appendix made it possible to put the work to remove the root cause of confrontation and mistrust from the frontline areas and the sea at the stage of full-scale implementation on the occasion of the 4th anniversary of the publication of the historic joint declaration according to the agreement reached at the second round of the north-south general-level military talks and provided one more sure military guarantee for the improvement of the north-south relations.

Kim Jong Il Inspects KPA Unit

    Pyongyang, June 12 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission, inspected KPA unit 573 honored with the title of O Jung Hup-led 7th Regiment. He acquainted himself with the unit's performance of duty before looking round the room devoted to the history of the unit, guided by its commander.
    Noting that the unit has performed really great feats, he called on its servicepersons to demonstrate its invincible might in the future, too, by carrying forward the glorious tradition of struggle.

    Pyongyang, 12 de junio (ATCC) -- La editora Onitsa de Nigeria dio a luz en folleto la imperecedera obra clasica del Dirigente Kim Jong Il "Que toda la nacion unida alcance la reunificacion independiente y pacifica de la patria", publicada el 18 de abril del 87(1998) de la Era Juche . La obra dilucida la orientacion historica de 5 puntos para la gran unidad nacional de la nacion coreana que sirve de guia programatica para lograrla.
    El contenido de la orientacion es basarse en el principio de la independencia nacional, unirse bajo la bandera de amor a la patria y a la nacion y de la reunificacion de la patria, mejorar las relaciones entre el Norte y el Sur, luchar contra la dominacion e intervencion de las fuerzas foraneas y las fuerzas anti-reunificacion, realizar los contactos y el dialogo entre toda la nacion y fortalecer la solidaridad y la unidad.


CEC condena represion de autoridades surcoreanas de seguridad

    Pyongyang, 12 de junio (ATCC) -- El Comite de Estudiantes de Corea (CEC) hizo publica el dia 11 una declaracion en relacion con que en estos dias en el Sur de Corea sopla el viento de represion "a manera de caza de bruja" contra los universitarios que hace recordar el periodo de la dictadura militar. La declaracion senala:
    Como esta conocido por todos, las autoridades de seguridad del Sur de Corea detuvieron de enero a mayo del ano en curso 27 representantes de retirado o en activo de la Federacion de Consejos Generales de Estudiantes Universitarios del Sur de Corea (FCGEUSC) incluido el presidente del 11 periodo de esta entidad arrestado el 13 del mes pasado. Ademas, infiltraron a los agentes del "grupo de seguridad e inspeccion" en las universidades de modo que vigilaran los movimientos de los estudiantes y registraran las oficinas de los Consejos Generales de Estudiantes Universitarios y de los Consejos Generales de Estudiantes de los Colegios.
    Tales atrocidades represivas son actos gansteriles anti-democraticos y anti-reunificacion, semejantes con los del periodo de la dictadura militar anterior que ato con grilletes de represion de manos y pies a los estudiantes y llevo sin motivo alguno a la prision los miembros de la FCGEUSC.
    Hasta epoca actual de la reconciliacion y cooperacion nacionales, el director del Secretariado de la Solidaridad de Reunificacion fue sentenciado a pena grave siendo calificado injustamente de "espia", el presidente de la direccion surena de la Alianza Pannacional de Jovenes Estudiantes por la Reunificacion de la Patria y Hwang Son, "flor de la reunificacion", no pudieron menos que celebrar la boda en medio del acoso persistente de la policia y, despues de casados, viven separados y perseguidos.
    Todos los hechos prueban que la "ley de seguridad" es un maligno codigo antietico y anti-reunificacion sin precedentes en la historia y los actos represivos de las autoridades de seguridad del Sur de Corea se perpetran de manera sistematica bajo la tolerancia y el amparo de las autoridades surcoreanas.
    Con motivo del 4 aniversario de la publicacion de la historica Declaracion Conjunta del 15 de Junio se efectuara en el Sur de Corea el Congreso Nacional en que participaran los representantes de distintos sectores del Norte, el Sur y ultramar.
    Sin embargo, en estos momentos sigue incrementandose el numero de las personas que se encarcelan y se castigan llevandose el tilde de "pronorcorea y proenemigo" segun la "ley de seguridad".
    Bajo tal situacion no podemos menos que dudar del exito de proximo acto pannacional por la reunificacion.
    Si las autoridades surcoreanas quieren ejecutar de veras la Declaracion Conjunta del 15 de Junio y tienen la voluntad de reformar lo caduco, deben abolir la "ley de seguridad", residuo del pasado y poner incondicionalmente en libertad a todas las personalidades por la reintegracion de la patria, jovenes y estudiantes detenidos.
