Letter to UN Secretary General

     Pyongyang, July 27 (KCNA) -- Colonel General Ri Chan Bok, representative of the Panmunjom Mission of the Korean People's Army, on July 26 sent a letter to Kofi Annan, secretary general of the United Nations, as regards the touch-and-go situation prevailing on the Korean peninsula due to the U.S. massive arms build-up in south Korea. Recalling that the KPA side on July 1 last year declared that if the U.S. bolster of the combat power of its forces in south Korea starts as planned, the letter dated July 22 will regard it as the U.S. total denial of the Armistice Agreement (AA) and take a resolute step to defend the security and sovereignty of the DPRK, the letter said:
    However, the U.S., challenging this, is going to drastically increase 11 billion U.S. dollars originally envisaged to spend for the implementation of its "plan for bolstering combat power" to 13 billion U.S. dollars. And it massively introduced into south Korea Striker armored cars, Shadow 200 unmanned tactical reconnaissance planes, F-117 Stealth fighter bombers, M1-Abrams tanks, Patriot PAC-3 system and other latest weapons and operation equipment in less one year after the announcement of the plan.
    On June 29 the U.S. Defense Department announced that three squadrons of F-117 Stealth fighter bombers of the U.S. Air Force would be deployed in the Kunsan Air Force Base of south Korea within three months and it has already begun their deployment. Earlier, the U.S. officially announced that it would keep two Aegis destroyers equipped with an ultra-modern missile system in the East Sea of Korea on a permanent basis and deploy two battalions of uptodate Patriot missiles in south Korea within this year.
    What is more serious is that the U.S. has already completed the development of new type missiles capable of destroying underground facilities of the DPRK and these missiles to be massproduced will be immediately supplied to the U.S. forces in south Korea before any others.
    Such massive arms buildup of the U.S. prompted the KPA side to judge that the U.S. preparations for a preemptive attack on the DPRK have reached their height.
    The U.S. seams to have forgotten that the AA is nothing but a temporary step to guarantee the provisional ceasefire between the warring parties and both the DPRK and the U.S. are still at war technically.
    A preemptive attack in such relations of belligerency as those between the two countries cannot be a monopoly of the U.S.
    It is the common military knowledge that a resolute and decisive, preemptive attack on the enemy at the crucial moment the enemy's attempt at attack has been judged is a form of effective defence to smash the enemy's attempt to attack and protect the security of the country from the enemy's aggression.
    The KPA side informs Your Excellency that it solemnly declares once again that it cannot remain a passive onlooker to the frantic arms buildup made by the U.S. behind the scene of the six-party talks whiling away the time with empty words on the plea of settling the nuclear issue and it will never remain with folded arms till the U.S. side has completed its preparations for attack, occupied the starting position and launched a preemptive attack on the DPRK.
    This is the unshakable stand of the army of the DPRK toward a war and enemy.
    It is our view that a war in Korea is almost unavoidable as long as the U.S. hostile policy toward the DPRK goes on.
    In case another Korean war breaks out the army and people of the DPRK will fight with deep-rooted rancor and resentment against the U.S. which has pursued the extremely hostile policy toward the DPRK. It will be a fierce decisive war unprecedented in the world which may cause horrible destruction and terrible sacrifices beyond human imagination.
    The army and people of the DPRK have long been ready for this and have never stopped even a moment the preparations to cope with this despite indescribable ordeals.
    We are well aware that we cannot protect our faith and future without such readiness and preparations.
    It is a stark fact recognized by the world that the constant danger of war prevailing on the Korean peninsula is attributable to the U.S. hostile policy toward the DPRK and the presence of the U.S. forces in south Korea.
    The danger of war can neither be removed from Korea nor can peace and security in this region be expected unless the more than half a century-long presence of those forces in south Korea is terminated.
    The United Nations is also responsible for the misfortune and sufferings the Korean people have undergone, we think.
    During the last three-year Korean war the U.S. committed shuddering atrocities against the Koreans under the UN flag and it is again under the same flag that the U.S. has pursued a hostile policy toward the DPRK and kept south Korea under its occupation for the last more than half a century.
    It was impossible to implement paragraph 60 of the AA which envisages a peaceful solution to the Korean issue and the withdrawal of all foreign forces from the country because the UN adopted a resolution on blocking the implementation of the paragraph at the instigation of the U.S.
    It is painful to think that the UN has not yet implemented the resolution on dismantling the "UN command" and withdrawing the U.S. troops from south Korea although it had adopted it 29 years ago.
    All these facts left the world people skeptical about the raison d'etre of the UN and its biased act of meeting the interests of a big country at the sacrifice of small countries hurt its own dignity, I think.
    If the UN admits itself that it was a signatory to the AA it is obliged to implement paragraph 60 of the AA true to its commitment under the document it signed and thus give a peaceful solution to the Korean issue and settle the issue of withdrawing all foreign forces from Korea as early as possible.
    The UN, however, asserts that its name was only abused by the U.S. and a de facto signatory to the AA was the U.S. The UN is, therefore, urged to take a practical measure to disband the "UN command" organized by the U.S. Only then is it possible to prevent the U.S. from abusing the sacred name of the UN any longer.
    This would fall in full accord with UN resolution 3390B dated November 18, 1975.
    It is my hope that the UN with a noble peace-keeping mission will stop the arrogant U.S. high-handed and arbitrary practices and implement paragraph 60 of the AA and the resolution adopted at the 30th UN General Assembly on withdrawing the U.S. troops from south Korea and thus make a positive contribution to putting the earliest possible end to the U.S. troops' occupation of south Korea and promoting peace and security in Korea and the rest of the world.

DPRK FM Refutes U.S. Accusation against It over "Human Rights Issue"

     Pyongyang, July 27 (KCNA) -- A spokesman for the Ministry of Foreign Affairs of the Democratic People's Republic of Korea, answering a question put by KCNA Tuesday as regards the U.S. House of Representatives' recent passage of the "bill on human rights in north Korea," dismissed it as one full of lies and fabrications because it slandered the DPRK, making a nonsensical talk about "protection of basic human rights" and "transparency and inspection of humanitarian aid to north Korea". He said:
    The bill, setting out the socalled "countermeasure", went the lengths of mentioning financial and material support to the efforts to topple the DPRK's system and pressurizing even its surrounding countries to take part in the drive to achieve the aim.
    Ours is a genuine people-centred socialist system under which the working people have become a true master of the state and society and everything is made to serve them. The United States is talking about "improvement of human rights", "freedom", "democracy" and "promotion of development of market economy" and "investment" to do so. This is aimed to politicize and internationalize the non-existent "human rights issue" in the DPRK and thus tarnish the dignified international authority and image of the DPRK at any cost.
    The U.S. regards the nuclear issue and the "human rights issue" as two levers in executing its policy to isolate and stifle the DPRK. It is working hard to "change the system" in the DPRK under the pretext of "human rights issue."
    In the bill the U.S. raised the "offer of information about abduction issue", "transparency of humanitarian aid", "freedom of religion", etc. as preconditions for "humanitarian aid" to the DPRK. This is also part of the pre-arranged preparations to destroy the DPRK's system.
    All facts suffice to prove that the U.S. has neither intention to renounce its hostile policy toward the DPRK nor slightest willingness to co-exist with it.
    Now that the U.S. makes ceaseless political provocations against the DPRK with such bitter antipathy and hostility toward its political system, the DPRK is compelled to ponder over whether there is any need to continue dialogue with the U.S. for the settlement of the nuclear issue at the moment.
    The reality reinforces our conviction that it is the only way of protecting the sovereignty of the country and defending socialism which guarantees our life to increase its physical deterrent force for self-defence to cope with the U.S. evermore undisguised hostile policy toward it.
    The DPRK can never overlook the U.S. act of seriously hurting the dignity of the DPRK, a sovereignty state, and interfering in its internal affairs under the pretext of the fictitious "human rights issue" in the wake of its foolish talk about applying the same method to the solution of the nuclear issue as done in Libya.
    The Korean-style man-centered socialist system will remain undeterred by any U.S. groundless accusations.
    The U.S. is well advised to stop its rash acts, pondering over the grave consequences to be entailed by its extremely hostile moves to isolate the DPRK.

Rally and Demonstration Staged in Seoul

     Pyongyang, July 27 (KCNA) -- A rally to oppose the opening of rice market under the WTO pressure, defend the right to food, reform the cooperative associations and halt the troop dispatch was reportedly sponsored by the south Korean Federation of Peasants Associations in Seoul on July 23. Attending it were more than 4,000 peasants and members of the civic and social organizations including the south Korean Confederation of Trade Unions and the south Korean Federation of University Student Councils.
    A resolution read out at the rally demanded the government immediately halt the negotiations for the opening of the rice market and denounced the authorities for offering young people as bullet-shields for the U.S. troops, betraying the destiny of the people as a pair of worn-out shoes.
    The resolution called upon all the people to turn out in the struggle to check the opening of the rice market, defend the food sovereignty and halt the troop dispatch.
    At the end of the rally, the participants staged a demonstration, shouting slogans "Rice is the lifeline" and "Let us check the opening of rice market," "Let us all turn out in the struggle to halt the troop dispatch", etc.

Functions Held

     Pyongyang, July 27 (KCNA) -- Functions were held on Monday to mark the 51st anniversary of the victory in the great Fatherland Liberation War. Present at the evening gala of the Ministry of the People's Armed Forces held at the Jonsung Square were Kim Yong Chun, chief of the General Staff of the Korean People's Army, senior officials of the ministry and servicepersons of the KPA.
    As the song of "Long Live Generalissimo Kim Il Sung" resounded forth the square turned into a sea of dancers.
    The evening gala was closed with chorus "We Will Defend the Headquarters of Revolution with Our Lives".
    Meanwhile, a performance was given by the Korean People's Army Song and Dance Ensemble at the April 25 House of Culture.
    The performance began with mixed chorus "Long Live Generalissimo Kim Il Sung". Put on the stage were numbers including mixed chorus "July 27, Our Day of Victory," dance "The Final Decisive Battle", series of wartime songs "My Song in the Trench" and female solo "Love Goes to My Motherland and Hatred to the Enemy."
    The performers successfully represented the spirit of heroic struggle and matchless feats the Korean People's Army and the people performed when defeating the U.S. imperialist aggressors at the front and in the rear and devotedly defending the freedom and independence of the country during the last Fatherland Liberation War.
    The performance was closed with mixed chorus "General on a Galloping White Horse" and "We Will Win Victory, Flying Flag of Supreme Commander."
    The performance was highly applauded by the audience for its high ideological value and artistry.

KPA Servicepersons Vow Loyalty

     Pyongyang, July 27 (KCNA) -- A meeting of servicepersons of the three services of the Korean People's Army was held at the education ground of the Monument to the Fatherland Liberation War Monday to further glorify the feats performed by President Kim Il Sung in leading the war to victory and uphold the Songun revolutionary leadership of Supreme Commander Kim Jong Il with loyalty on the occasion of the 51st anniversary of the victory in the great Fatherland Liberation War. Chief of the General Staff of the KPA Kim Yong Chun in a report said that Kim Il Sung inflicted a disgraceful defeat upon the U.S. imperialists, who had boasted of being the "strongest" in the world, with his matchless grit, pluck, extraordinary strategy and tactics and commanding art and fully demonstrated to the whole world the heroic spirit of the army and people of the DPRK.
    The reporter noted that the immortal feats performed by the President in leading the war to victory by pulling through the grim ordeals are being successfully carried forward by Kim Jong Il.
    The reporter continued:
    All the officers and men of the KPA should deeply trust and follow Kim Jong Il only in any adversity and ordeals with the faith that they always emerge victorious as long as they are guided by him and become human bombs to devotedly defend the headquarters of the revolution headed by him following the example of hero Ri Su Bok who unhesitatingly devoted his youth and life to the party and the leader in the grim days of the war.
    The reporter called upon all the officers and men of the KPA to firmly arm themselves with the Party's Juche-based view on a war and the anti-imperialist, anti-U.S. class consciousness, successfully round off the combat preparations under the slogan of one-match-for-a hundred and thus wipe out all the aggressors with merciless annihilating strikes of the strong revolutionary army of Mt. Paektu and accomplish the historic cause of national reunification without fail if the enemy dares ignite a war.
    Speakers declared that the servicepersons would step up the combat preparations and increase the combat power in every way with the steadfast spirit of the anti-U.S. struggle and a transparent viewpoint on the enemy, crush every provocation of the enemy and defend the sky, the land and seas of the country as firm as an impregnable fortress.

U.S. Wrong Approach to Nuclear Issue Refuted

     Pyongyang, July 27 (KCNA) -- A spokesman for the U.S. State Department recently said the Korean peninsula should be denuclearized in a complete, verifiable and irreversible way and this is the only way possible, while repeating the claim that the DPRK must scrap its nuclear program first. Commenting on this, Rodong Sinmun Tuesday says:
    It is preposterous for the U.S. to hold that the only way of the settlement to the nuclear issue lies in CVID and Pyongyang's scrapping the nuclear program first, which it evaded mentioning at the third round of the six-party talks. It is a robber-like demand to urge the DPRK to lay down arms first when a fragile truce is barely maintained between the DPRK and the U.S. on the Korean peninsula.
    What is more shameless is the demand of the U.S. that the DPRK stop and renounce its nuclear activities for peaceful purpose, too. This is a wrong assertion destitute of legal ground.
    The commentary goes on:
    There is no change in the principled stand of the DPRK that the proposal for a simultaneous package solution and "reward for freeze," its first-phase measure, indicates the only way of building confidence between the DPRK and the U.S. Its validity and reasonableness were attested when the related parties expressed their willingness to take part in reward for freeze, supporting and sympathizing with the DPRK's proposal.
    The U.S. would be well advised to drop its foolish scheme to attain its sinister aim and show sincere stance and approach.

Papers Observe Day of Victory in War

     Pyongyang, July 27 (KCNA) -- Papers here Tuesday editorially observe the 51st anniversary of the victory in the great Fatherland Liberation War. Rodong Sinmun says that the immortal exploits President Kim Il Sung performed by winning the war will always remain shining on the road of the Songun revolution, adding that the victory in the war was a victory of the President's outstanding military idea and strategy and his matchless gut and pluck and a victory of the single-hearted unity of the army and the people who fought closely rallied around him.
    The paper continues:
    The President was the peerlessly brilliant commander fully possessed of all outstanding dispositions and traits as a famous commander.
    The 40 year long history of the revolutionary struggle of leader Kim Jong Il is being exalted as the glorious history of struggle as he laid a reliable foundation for the Korean army and people to always win victories in the struggle to defend the country and in socialist construction.
    Thanks to his Songun revolutionary leadership the Korean People's Army has grown to be invincible revolutionary armed forces capable of reliably defending the country, its people and the socialist system from attacks by any formidable enemy and nothing can ever break the single-hearted unity of all the people and servicepersons around him.
    The paper calls for preserving well the immortal exploits performed by the President in winning the war, firmly defending the ideology, the system and the cause of the DPRK and glorifying the great Songun era as an era of great prosperity of Kim Il Sung's Korea under the great banner of Songun.
    It underscores the need for all the servicepersons and people to devotedly defend the headquarters of the revolution headed by Kim Jong Il and demonstrate the militant might of the army-people unity in the efforts to realize his far-reaching plan to build a great prosperous powerful nation.
    It also calls for increasing the country's military capacity for self-defence.
    Minju Joson calls on the people to successfully carry forward the President's immortal exploits in winning the war under the uplifted banner of Songun, become victors in the final confrontation with the U.S. and give a steady continuity to the ever-victorious traditions of the Korean revolution.

Repeal of Security Law Called for

     Pyongyang, July 27 (KCNA) -- Ultra-right conservative forces of the Grand National Party of south Korea are letting loose a string of balderdash over the issue of repealing the "Security Law"(SL), going against the people's mindset and the trend of the times. Commenting on this, Rodong Sinmun Tuesday in a signed commentary says that these remarks can be made only by the political imbeciles bereft of any political awareness and traitors to the nation steeped in the hostility toward fellow countrymen in the north to the marrow of their bones.
    The daily goes on:
    The SL defines the fellow countrymen in the north as an enemy and incriminates any visit, contact and dialogue with them. It should be repealed without delay as it has lost the justification to remain in force any longer.
    The SL is a leverage faked up by the conservative forces in the Cold War era to justify the power's violence in the past and it should be totally abolished as it diametrically challenges the present era when inter-Korean exchange and cooperation are going on. This is the main reason why the calls for repealing the SL are being made by the political camp of south Korea.
    More than 70 percent of the national assemblymen from the GNP are calling for the revision and cancellation of the SL. It is only a handful of die-hard anti-reunification elements standing for confrontation, a group of traitors of the GNP such as Kim Yong Gap who absolutize the SL.
    The GNP talked about making a "switchover in its policy toward the north" after its defeat in the last "National Assembly election" but is still desperate in its moves to incite the inter-Korean confrontation.
    The south Korean people should foil the last-ditch efforts of the remnants of history and wage a more dynamic struggle to bury the anti-national Security Law for good in the same unity as they displayed in the "National Assembly election."

Greetings to Peruvian President

     Pyongyang, July 27 (KCNA) -- Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the DPRK, sent a message of greetings to Peruvian President Alejandro Toledo Manrique Tuesday on the occasion of the 183rd anniversary of its independence. The message sincerely wished the president fresh success in his responsible work for the country's prosperity and expressed the belief that the friendly and cooperative relations between the two countries would continue to grow stronger.

Acto de determinacion de oficiales y soldados del EPC

     Pyongyang, 27 de julio (ATCC) -- Con motivo del 51 aniversario del triunfo del pueblo coreano en la gran Guerra de Liberacion de la Patria tuvo lugar el dia 26 ante el Monumento a la Victoria en la Guerra de Liberacion de la Patria el acto de los oficiales y soldados de las fuerzas terrestres, navales y aereas del Ejercito Popular de Corea para glorificar las hazanas del Presidente Kim Il Sung realizadas al conducir la guerra a la victoria y para apoyar con fidelidad la direccion del Comandante Supremo Kim Jong Il sobre la revolucion mediante el Songun (priorizacion militar). Kim Yong Chun, jefe del Estado Mayor General del EPC, al presentar un informe, senalo que el gran Lider, Generalisimo Kim Il Sung, heroe legendario del monte Paektu e invencible y genial comandante de acero, con la audacia y voluntad incomparables, extraordinaria estrategia, tacticas y arte de mando militar, infligio una vergonzosa derrota a los imperialistas yanquis que se jactaban de la "supremacia" en el mundo y exalto a todo el mundo el impetu heroico del ejercito y el pueblo de Corea.
