Kim Jong Il Congratulates Servicepersons on Day of Victory in War
Pyongyang, July 28 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the National Defence Commission of the DPRK, visited KPA unit 163 to congratulate servicepersons on the occasion of the 51st anniversary of the victory in the Fatherland Liberation War.
He looked round the room devoted to the history of the unit before dropping in at a military lecture room to learn about the training of servicepersons.
He set forth important tasks which would serve as guidelines in further increasing the combat capability of the unit.
Going round the servicepersons' hall, library and other entertainment facilities, he acquainted himself with their cultural life.
Walking in the compound of the barracks, he familiarized himself with the management of the unit.
Seeing the thick verdure of trees of various species in and around the compound of the barracks, well-arranged drill and sporting grounds, cosy soldiers' quarters and buildings, he noted with great satisfaction that the barracks look more beautiful than a rest home and even a single tree of the country is treasured and tended with all care. He highly praised the noble patriotism displayed by the servicepersons of the unit.
The management as well as combat and political training at all units of the KPA are at a high level, he said, adding that this proud success clearly proves the great vitality of the spiritual, moral and cultural traits of the KPA, the standard-bearer and main force in the Songun revolution.
He then went round an education room, bedroom, mess hall, kitchen, daily provision store, washroom and other places to learn in detail with the soldiers' service and living.
He underscored the need for all commanding officers to bear deep in mind the instruction of President Kim Il Sung that supply service precisely means a political work and properly organize the supply service in order to provide the soldiers with better living conditions.
He spared time to watch an art performance given by servicepersons of a company of the unit joyously celebrating the day.
Noting that the spirit of devotedly defending the leader, warm patriotism and matchless self-sacrificing spirit displayed by the heroic KPA constitute strength powerful to wipe out any formidable enemy in the world at a single stroke, he stressed that thanks to this great army, the DPRK will win victory in the future, too, as it did in the last war.
He had a photo session with the servicepersons of the unit, expressing expectation and conviction that they would resolutely defend Korean-style socialism which the servicepersons and people have safeguarded at the cost of blood.
Floral Baskets Laid before Monument to Victory in Fatherland
Pyongyang, July 28 (KCNA) -- Floral baskets were laid Tuesday before the Monument to the Victory in the Fatherland Liberation War on the 51st anniversary of the victory in the war.
Present there were Ri Yong Mu, Choe Thae Bok, Kim Chol Man, Jong Ha Chol, Kim Jung Rin and other officials of the Party, military and power bodies, working people's organizations, ministries and national institutions, servicepersons of the Korean People's Army and working people in Pyongyang.
When the band struck up the music a floral basket in joint name of the Central Committee of the Workers' Party of Korea and the Central Military Commission of the WPK was laid.
Then floral baskets in the name of the Ministry of the People's Armed Forces, working people's organizations, ministries, national institutions, KPA units, scientific, educational, public health and media organs, Party and power bodies and factories in Pyongyang, bouquets and flowers were laid.
Written on the ribbons of the floral baskets were the letters "Victory and Glory to the Officers and Men of the Heroic Korean People's Army!"
The participants paid deep respects to the officers and men of the KPA who decisively smashed the U.S. imperialists' armed invasion and defended with honor the sovereignty of the country and gains of the revolution by displaying matchless bravery and mass heroism in the Fatherland Liberation War, upholding the leadership of President Kim Il Sung.
On the same day, the military attaches corps here also laid a floral basket before the monument.
KCNA Assails U.S. Attempt to Control Major World Sea Routes
Pyongyang, July 28 (KCNA) -- The United States is contemplating staging the largest ever joint military exercise in coming November with 14 member nations of the Proliferation Security Initiative (PSI) in the Caribbean Sea involved.
This is a dangerous move for hideous piracy as it is intended to internationalize the PSI, part of its plan to prevent the proliferation of weapons of mass destruction (WMD) by inputting several countries into the initiative, rake up economic profits by putting major world sea routes under its control and blockade those countries which incur its displeasure.
In order to put its PSI set out in 2003 into practice the U.S. seeks to establish a brigandish system whereby it can justify the U.S.-led naval and air blockade operation and expand the scope of its application to punish independent and sovereign states and interfere in their internal affairs.
The U.S. asserted that the purpose of the exercise is to combat drug smuggling to cut off the flow of fund to terrorists. But this is a cynical ploy to justify its moves to put all sea routes in the world under its control.
Such moves to expand the sphere of its military and political influence on strategic regions and many countries have, in fact, already gone beyond the tolerance limit.
At the recent meeting of defence officials of the ASEAN Regional Forum the U.S. talked about the need to blockade seas in various regions including the Malacca Strait under the pretext of combating terrorism.
The Malacca Strait as well as the Caribbean Strait are major targets of the U.S.
The U.S. has chosen the DPRK as a principal target in laying an international siege through the control over major sea routes.
By putting major straits under its military control, the U.S. seeks to deter the DPRK from having any economic ties and trade with other countries and thus isolate and strangle it.
The U.S. has become all the more undisguised in its moves to intercept and inspect the DPRK-flagged ships in the open sea since it worked out a security action plan to prevent the proliferation of weapons involving eleven countries last year.
The projected multi-national military exercise assumes grave nature as it will be staged under this action plan.
The U.S. attempt to control major sea routes is in flagrant violation of international law and regulations providing for normal navigation of cargo ships and norms on relations among countries.
The U.S. is well advised to face up to the international trend towards peace against war and cancel at once its plan to stage such military maneuver as collective blockade operation.
2nd World Conference on Koreanology to Be Held
Pyongyang, July 28 (KCNA) -- The 2nd world conference on Koreanology is slated to take place here from August 4 to 5, Juche 93 (2004).
The conference will bring together scholars of the DPRK, overseas Korean scholars and scholars of different countries who specialize in Korean studies. It will deal with achievements made in academic studies in various fields including philosophy, economic laws, language and history under the subject of "Koreanology in the era of reconciliation and cooperation."
Preparatory Committee Formed in S. Korea to Defend Food@Sovereignty
Pyongyang, July 28 (KCNA) -- The preparatory committee of the Headquarters of the All-people Movement for Defense of Food Sovereignty was reportedly inaugurated in south Korea on July 22 to safeguard the rice of south Korea.
The inaugural ceremony was held in Seoul that day.
The preparatory committee involves 65 civic and social organizations including the south Korean Federation of Peasants Associations, the Solidarity of Green Consumers, the Environment Movement Association and the south Korean Confederation of Trade Unions.
The action program of the organization was made public at the ceremony.
It declared that the organization would launch into various forms of massive information activities and a signature campaign, a movement for the enactment of a special law for the self-supply of food and revival of agriculture, etc. to check the opening of the rice market and defend food sovereignty.
For this purpose, the organization decided to form a subcommittee for drafting the law and a social promotion organization with experts of academic and legal circles, women's, environmental, consumers and peasants organizations, etc.
Agreement on Transfer of U.S. Military Base Declared Null and Void
Pyongyang, July 28 (KCNA) -- The People for Achieving Peace and Reunification(Phyongthongsa) and the Phyongthaek Measure Committee for Opposing the Expansion of the U.S. Military Base in south Korea reportedly called a press conference in front of the front gate of the "government" building on July 23 to condemn the agreement on the transfer of the U.S. military base in Ryongsan adopted at the 10th consultative meeting for the future of the south Korea-U.S. alliance policy held in the U.S.
Kim Chong Il, secretary general of Phyongthongsa, and other speakers at the conference strongly denounced the "government" authorities for holding "disgraceful negotiations despite the opposition of the civic and social organizations and residents in Phyongthaek.
A declaration dismissing the agreement as null and void was made public at the conference.
The declaration noted that the "government" is now busy justifying the agreement, asserting that the government modified and deleted most of the poisonous points of the proposed agreement on the negotiations but there is no change in reality and, on the contrary, it made more setbacks than before as far as core points are concerned.
At the end of the conference the participants threw eggs at the building and staged a demonstration, shouting "No Government's Humiliating Negotiations" and other slogans.
They participated in a protest rally in front of the building of the "Ministry of Foreign Affairs and Trade" before entering into a sit-in strike.
S. Korean Authorities' Action to Block Pyongyang Visit of Ngo@Delegation
Pyongyang, July 28 (KCNA) -- The south Korean Women's Association against the United States, the Federation of University Student Councils in the Southern Area of Kyonggi Province and Jon Wi Bong, chairman of the Pusan and South Kyongsang Provincial Federation of University Student Councils, reportedly issued statements denouncing the south Korean authorities for blocking the Pyongyang visit of a non-governmental delegation to participate in the functions to commemorate the tenth anniversary of demise of President Kim Il Sung.
The south Korean Women's Association against the United States recalled that foreigners including even the U.S. chief executive expressed condolences over the death of Kim Il Sung ten years ago but the Kim Yong Sam regime of south Korea arrested and suppressed the members of the mourning group. The action taken by the present south Korean government to repeat the crime at that time was a behavior that discarded even the sense of obligation, away from its political stand, it added.
The Federation of University Student Councils in the Southern Area of Kyonggi Province urged the authorities to apologize to the north for its crime and opt for abolishing the "Security Law".
Koreans Called Upon to Reject Dependence on Outsiders
Pyongyang, July 28 (KCNA) -- It is an unpardonable treacherous act to seek dependence on outside forces and stand against the withdrawal of the U.S. imperialist aggression forces from south Korea, says Rodong Sinmun Wednesday in a signed article.
The U.S. imperialists are dangerous forces for a war of aggression as they always watch for a chance to invade the DPRK and escalate confrontation and tension on the Korean peninsula, the article says, and goes on:
It is the intrinsic nature of the U.S. to perpetrate aggression and war.
The U.S. rake up huge profits through wars. It still remains a most dangerous and belligerent war criminal state as it runs wild to put the world under its domination through wars.
Its belligerent nature finds its clear manifestation in its moves to launch a war of aggression against the DPRK.
It is none other than the U.S. which has harassed peace and destabilized the situation on the Korean peninsula.
It is an anti-peace act to depend on aggressor outsiders as it would stoke military confrontation between fellow countrymen and escalate the danger of a war.
A greater bid made by south Korea for a U.S. security umbrella relying on it politically and militarily would only increase the former's political submission and military dependence upon the latter.
Obstinate is the way of thinking that one can survive only when one relies on the U.S. The south Korean military is making a desperate effort to maintain the alliance with the U.S. and the military cooperation system which are now shaking to their very foundation in face of the strong trend after the publication of the June 15 joint declaration despite its call for "self-reliant national defence". This would naturally lead to the blind support for the U.S. moves to launch a war of aggression against the DPRK and compel the north and the south of Korea to level guns at each other.
Continued dependence on outsiders keen on aggression and war would make it impossible to build confidence between the north and the south of Korea or defuse confrontation and tension between them.
It is as dangerous an act as leaving the destiny of the nation at the tender mercy of outsiders in their war gamble to take to flunkeyism and depend on outsiders.
Depending on the U.S. would only lead to a fratricidal confrontation and war, not security. Peace desired by both the north and the south can settle on this land only when they reject outsiders and drive them out of it.
All the Koreans should resolutely oppose and reject flunkeyism and the idea of dependence on outsiders which would invite aggression and war and turn out as one in a nationwide struggle to drive the U.S. imperialist occupation troops, the root cause of war, out of south Korea.
Complete Pullback of U.S. Forces from S. Korea Demanded
Pyongyang, July 28 (KCNA) -- The United States, lording it over the United Nations, has used it for meeting its interests and realizing its ambition for domination. This practice has impaired the dignity of the UN and damaged the member nations' confidence in it. Rodong Sinmun Wednesday says this in a signed article.
The article goes on:
The U.S. insisted that its forces in south Korea are UN forces. But recently it has unilaterally taken a measure to cut down the troops without getting in touch with the UN. This is little short of admitting itself that the U.S. troops in south Korea are illegal occupation forces, not UN forces. The U.S. organized the UN forces in south Korea in July 1950 in violation of the UN Charter and regulations after starting the Korean war on June 25, 1950.
The U.S. forces in south Korea have nothing in common with the UN forces in view of their organization and control system. Those UN forces hurled into the Korean war in 1950 were not organized under an agreement signed between the UNSC and those countries that offered troops but they were American forces the U.S. has dispatched to Korea timed to coincide with the outbreak of the war before the UNSC adopted Resolution 84.
At the 28th UN General Assembly representatives of many countries accused the U.S. of faking up the above-said resolution by abusing the name of the UN and preposterously calling the forces not responsible before the UNSC UN forces.
The U.S. troops in south Korea are, in every case, illegal occupation and aggression troops.
They have done nothing but threatening peace on the Korean peninsula and increasing the danger of war on it. The Korean people have undergone a holocaust of a war due to the U.S. imperialist aggression troops presence in south Korea. The escalating tension on the Korean peninsula is also attributable to south Korea-based U.S. troops moves to launch a war of aggression against the DPRK.
The measure unilaterally taken by the U.S. to cut down its troops in south Korea has deprived them of UN helmets and made it hard for it to insist any longer that they are UN forces.
This measure also laid bare the brazen-faced and deceptive nature of the U.S. which has ignored and mocked at the UN.
The U.S. had better stop insisting that the U.S. forces are UN forces. It should not fool the world public with a talk about partial troop cutdown but completely pull its troops out of south Korea.
U.S. Urged to Behave in Good Faith over Nuclear Issue
Pyongyang, July 28 (KCNA) -- High ranking officials of the U.S.administration are now pressurizing the DPRK to meekly accept its demand before the nuclear issue gets more complicated. They are painting the issue as a "dangerous and serious problem" which should be brought up for discussion at the United Nations, distorting and hyping it.
In this regard Minju Joson Wednesday says in a signed commentary:
Their behavior is nothing but a rash action which can convince no one as it is like putting the cart before the horse. The commentary cites facts to prove that the U.S. is to blame for rendering the nuclear issue dangerous and serious. It goes on:
Now the Bush administration is working hard to bridge over the serious political crisis created due to its wrong foreign policy come what may and create an atmosphere favorable for his reelection without fail. Its hard work resulted in dreaming up "an offensive for pressurizing north Korea over the nuclear issue," the offensive aimed at distorting and hyping it and laying the blame for it at the door of the DPRK.
The heavyweights of the Bush administration are seriously mistaken if they calculate they can retrieve their foreign policy failure through this offensive.
In order to settle the nuclear issue, the U.S. should clarify its commitment to observe the principle of "words for words" and "action for action" and honestly fulfill it.
It is an undisguised escape from reality and the evasion of responsibility to waste time, refusing to fulfill its commitment and finding fault with others.
The U.S. should behave in good faith with a political decision as it is a party directly responsible for the settlement of the nuclear issue on the Korean peninsula.
Kim Yong Nam Receives Credentials from Albanian Ambassador
Pyongyang, July 28 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, received credentials from Kujtim Xhani, Albanian ambassador e. p. to the DPRK, at the Mansudae Assembly Hall on Wednesday.
After receiving the credentials Kim Yong Nam had a talk with the Albanian ambassador.
Gifts to Kim Jong Il
Pyongyang, July 28 (KCNA) -- Kim Jong Il received gifts from members of the group of the International March for Korea's Peace and Reunification.
The gifts were conveyed to an official concerned each by Alejandro Cao de Benos, chairman of the Association for Friendship with the Korean People who is head of the group, Bjornar Simonsen, its Norwegian branch representative, Ove Henning Scheel, its Danish branch representative, James Hill, its British branch representative and David Borenstein, its U.S. branch representative who are members of the group.
Kim Jong Il Inspects KPA Unit
Pyongyang, July 28 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission, inspected a company of KPA Unit 851.
He was greeted on the spot by the commanding officers of the unit and the company.
He learned about the company's performance of duty before watching its firepower training. He set forth important tasks which would serve as guidelines in further increasing the combat capability of the company, greatly pleased to learn that all the servicepersons of the company have been trained as stalwart fighters.
He said that it is the primary revolutionary task for the servicepersons to train well, noting that the servicepersons of the company could get excellent marks in live firing exercise as they have worked hard to implement the Party's drill-first policy.
He dropped in at the room for commanding the fulfillment of the duty to learn in detail about the performance of the guard duty.
He took deep care of the soldiers' service and living, walking round an education room, a bedroom, a mess hall, a kitchen, a daily provision store, a washroom, a barn and other places of the company.
He acquainted himself with all aspects of soldiers' life ranging from conditions for watching TV and the position of footlockers in the bedroom to the quality of water in the washroom and stock breeding.
Seeing photographs of servicepersons of the company one by one, he was pleased that they clearly reflected every aspect of their worthwhile service. He repeatedly underscored the need to send more photographs of stalwart soldiers to their parents in their native places and alma maters.
He highly praised the achievements made by the servicepersons of the company, greatly satisfied to learn that they are living full of revolutionary and militant spirit after building up well their revolutionary post as required by the slogan of the WPK "Let us train, study and live like the anti-Japanese guerrillas!"
He gave them a pair of binoculars and an automatic rifle as gifts before having a photo session with them.

Recorrio la sala de presentacion de la trayectoria de la Unidad y paso a la de leccion militar donde se entero del estado de entrenamiento de los militares.
Luego, indico las tareas programaticas que sirven de guia para la elevacion de la capacidad combativa de la Unidad.
El Comandante Supremo dirigio sus pasos a la casa cultural de militares, la biblioteca y otras instalaciones de cultura y educacion donde se entero de las condiciones de vida cultural de los militares y caminando por el recinto del cuartel, se informo de la gestion de la unidad.
Al presenciar un bosquecito frondoso de arboles de diversas variedades en el recinto y las periferias del cuartel, los campos de entrenamiento y ejercicios deportivos bien ordenados, los cuartos de militares y edificios construidos confortablemente, se mostro muy satisfecho de que los militares acondicionaron magnificamente el cuartel que se asemeja a un centro de descanso y en especial, cuidaron con mucho esmero cada uno de los arboles de la patria, y elogio altamente el noble patriotismo de los uniformados de la Unidad.
El Dirigente hizo referencia a que tanto los ejercicios combativos y politicos como la administracion de la unidad se desarrollan en alto nivel en todas las unidades del EPC y continuo que este orgulloso logro corrobora la gran vitalidad de los rasgos espirituales, morales y culturales del EPC, abanderado y grueso de la revolucion del Songun (priorizacion militar).
Acto seguido, recorrio la sala de educacion, dormitorio, comedor, cocina, deposito diario, bano y otros lugares para prodigar esmerada atencion a la labor y la vida de los militares.
Subrayo que todos los comandantes deben organizar meticulosamente la labor de suministro y asi ofrecer mejores condiciones de vida a los soldados del EPC en pleno acato a la instruccion del Presidente Kim Il Sung de que la labor de intendencia es precisamente la gestion politica.
A continuacion, vio una funcion artistica de los militares de una compania directamente subordinada a la Unidad.
El espiritu de defender al lider a costa de la vida, el fervoroso patriotismo y el espiritu de sacrificio abnegado que posee el heroico EPC devienen la potente fuerza capaz de aniquilar de golpe a cualquier enemigo poderoso y por contar con el siempre lograremos victorias en lo adelante tambien como la pasada Guerra de Liberacion de la Patria, remarco el Comandante Supremo.

Actos por 51 aniversario de triunfo en guerra
Pyongyang, 28 de julio (ATCC) -- Tuvieron lugar el dia 27 los actos en celebracion del 51 aniversario del triunfo del pueblo coreano en la gran Guerra de Liberacion de la Patria.
En las plazas del Monumento a la Victoria en la Guerra de Liberacion de la Patria, de la Casa Cultural 25 de Abril y las demas explanadas de la capital se desarrollaron veladas de jovenes y estudiantes.
Antes de las veladas se ofrecieron funciones artisticas en homenaje al Dia de Victoria en la Guerra.
Se dio inicio a las veladas de los jovenes y estudiantes al resonar las canciones "!Viva el generalisimo Kim Il Sung!", "!Nuestro 27 de julio!".
Acorde con las melodias de "Canto mi patria que enaltece al lider", "Cancion de artilleria costera", etc. los participantes en veladas bailaron con la alegria de vivir y luchar dignamente como defensores de la patria y jovenes militares.
Este dia en las provincias, ciudades y distritos tuvieron lugar semejantes veladas.
La hicieron tambien jovenes vanguardias del Ministerio de Seguridad del Pueblo en la plaza frente al Teatro de Arte Ponghwa.
Se acentuo el ambiente del baile cuando se resonaban la cancion "Cantemos el orgullo de enaltecer al general", "Es mejor nuestro general", "Camarada Kim Jong Il, estrella guia" que traducen la fervorosa veneracion y elogio al Dirigente Kim Jong Il quien con la original politica del Songun (priorizacion militar) conduce a la victoria la batalla de confrontacion con los imperialistas. Bailaron tambien los funcionarios directivos del Ministerio de Seguridad del Pueblo junto con los militares jovenes.
