All-People Signature Campaign to Defend Food Sovereignty Starts in S. Korea

     Pyongyang, August 22 (KCNA) -- The Headquarters of the All-People Movement for Defending Food Sovereignty to Protect Korean Rice which groups 68 civic and public organizations in south Korea including the south Korean Federation of Peasants Associations reportedly held a press conference in Myongdong, Seoul, on August 18 at which the start of the all-people signature campaign was proclaimed. A press release said that a recent secret document of the U.S. Defense Department disclosed the U.S. ambition to dominate the world by use of food.
    It called upon all the people to turn out to defend the food sovereignty and pool their efforts to protect agriculture and countryside.
    Kang Pyong Gi, chairman of the Peasants Committee of the Democratic Workers' Party, and other speakers denounced the present regime for working hard to open the rice market decisive of the life and death of the peasants, stressing that rice issue is not only an issue of the peasants but an issue of the nation.
    Expressing their determination to fight it out to protect rice together with the peasants, they declared that they would start a massive signature campaign, a movement to implement their declaration on protecting Korean rice and the food sovereignty, etc. in Seoul and all other parts of south Korea that day.
    A signature campaign was conducted at the end of the press conference.

Schoolchildren's Rally for Reunification Held in South Korea

     Pyongyang, August 22 (KCNA) -- A function for the participation of schoolchildren in the reunification movement was reportedly held in front of the lecture hall of Yonsei University in Seoul on August 14 under the sponsorship of the south Korean Solidarity Council of Schoolchildren's Organizations. Present were students of middle and high schools in Seoul, Inchon, Taegu and other places under the solidarity council.
    The participants had group rope jumping, reunification slogan and reunification eraser making games and other games representing their ardent longing for the day they will be able to play in a reunified country to their heart's content.
    An art performance was given by schoolchildren's organizations at the function.
    At its end participants said they wished to see the country's reunification as early as possible and they enjoyed themselves learning songs of reunification and taking part in art performance.
    Displayed at the venue of the function were works created by schoolchildren on the occasion of the fourth anniversary of the publication of the June 15 joint declaration that drew the attention of people.

U.S. Accused of Increasing Danger of War

     Pyongyang, August 22 (KCNA) -- The United States is contemplating the deployment of an Alaska-based squadron of F-15E fighters of the U.S. Air Force in south Korea in the near future. Minju Joson Sunday in a signed commentary carried in this connection brands the projected U.S. deployment of fighters as a dangerous move for arms buildup to invade the DPRK as it is aimed to mount a surprise preemptive strike at it by use of ultra-modern weapons.
    Recently the U.S. worked out what it called the "operation plan 5027-04", a new scenario to invade the DPRK, the commentary says, and goes on:
    The arms buildup pursuant to the U.S. strategy for a war against the DPRK is designed to bolster up the naval and air forces with ultra-modern combat equipment in a bid to further increase the capacity to invade the DPRK through long-range preemptive strike, while reducing the ground forces.
    The U.S. planned deployment of more fighters is a challenge to the Korean nation desirous of peace and security on the Korean peninsula.
    It is absolutely intolerable that the U.S. is straining the situation on the Korean peninsula while steadily beefing up its aggressor forces and putting spurs to its preparations for a war against the DPRK.
    It is a pipedream for the U.S. to try to bring the DPRK to its knees by force of arms. The DPRK has powerful Songun armed forces capable of shattering the U.S. "strategy for blitz warfare" or preemptive strike at a single stroke.
    Should the U.S. recklessly ignite a war against the DPRK, it will sustain a bitterer defeat than what it suffered in the 1950s.
    The U.S. is well advised to ponder over this and stop all the imprudent moves for a war of aggression threatening peace and security on the Korean peninsula.

U.S. Arms Buildup for Preemptive Attack on DPRK Flailed

     Pyongyang, August 22 (KCNA) -- The U.S. imperialists are massively introducing latest weapons and military equipment into south Korea while readjusting their military strategy targeted against the DPRK behind the scene of the six-party talks, says Rodong Sinmun Sunday in a signed article. It goes on:
    The U.S. is contemplating the increase of the spending of 11 billion U.S. dollars envisaged for the implementation of the plan for bolstering up its forces in south Korea to 13 billion in 3-4 years to come. It has massively introduced into south Korea all types of high performance weapons and latest equipment in less than one year since the announcement of the plan.
    It intends to deploy two Aegis destroyers equipped with ultra-modern missile systems in the East Sea of Korea on a permanent basis and two battalions of "PAC-3" and three squadrons of F-117 Stealth fighter bombers of the U.S. Air Force in south Korea within this year. It has already completed the development of new type missiles capable of destroying underground facilities of the DPRK and is going to supply them to its forces n south Korea before any others.
    What merits a serious attention is that the U.S. Navy is planning to deploy a latest nuclear aircraft carrier flotilla of John Stenis in the waters off the Korean peninsula.
    The U.S. imperialists' escalated moves to bolster up their forces in south Korea suggest that they will work more desperately to round off their preparations for a new war against the DPRK, increase the military tensions on the Korean peninsula and throw more obstacles in the way of the six-party talks.
    The ulterior aim of the U.S. is to neutralize the DPRK's capacity to carry out its military operations through a surprise preemptive attack and thus conclude the second Korean war through blitz warfare by mobilizing the U.S. forces in Japan, the U.S. reinforced forces including rapid task force from the Pacific region including Guam and Hawaii and the U.S. mainland, its forces in south Korea and the south Korean army in case of "emergency."
    The U.S. imperialists' ambition to mount a preemptive attack on the DPRK and dominate it remains unchanged.
    Under the present situation where the DPRK and the U.S. are technically at war a preemptive attack cannot be a monopoly of the U.S.
    The representative of the Panmunjom Mission of the Korean People's Army in a recent letter sent to the UN secretary general said: We solemnly declare once again that we will not remain a passive onlooker to the U.S. frantic arms buildup and not wait with folded arms till the U.S. side winds up its preparations for attack and occupies the starting position and mounts a preemptive attack. This is the fixed stand of the KPA toward the war and the enemy.
    More desperate and reckless arms buildup of the U.S. for a preemptive attack on the DPRK will only harden the principled stand of its army and people on the war and the U.S. imperialists.

U.S. Denounced for Disturbing Construction of Kaesong Industrial Zone

     Pyongyang, August 21 (KCNA) -- Papers Saturday carry commentaries denouncing the U.S. for outrageously blocking the construction of the Kaesong industrial zone which has entered into its full-dress phase. In late July, the U.S. held an "emergency meeting" in connection with the construction of the Kaesong industrial zone at which it informed the south Korean side that the act banning the export of strategic materials to the "countries listed as sponsors of terrorism" would be applied to the south Korean enterprises to entering the industrial zone.
    In this regard Rodong Sinmun says:
    Such behavior of the U.S. is aimed to bar south Korean enterprises from bringing equipment and materials into the zone by applying the act against the north and block the construction of the zone at any cost. This is another brigandish interference in the inter-Korean reconciliation and cooperation and an outrageous and shameless infringement upon the sovereignty of the nation.
    Through this brigandish move the U.S. seeks to stop the inter-Korean relations from improving under the banner of the June 15 joint declaration and save its colonial rule over south Korea from its collapse at any cost.
    The U.S. is deliberately putting a brake on the construction of the zone, afraid that its rapid progress would build a framework of inter-Korean economic cooperation and bring the reconciliation, reunification and prosperity of Koreans earlier than expected.
    The U.S. interference in the construction of the zone is, in the final analysis, nothing but an unreasonable action of those opposed to the Korean nation's cause of reunification and an act of aggression to deter the Koreans from enjoying co-prosperity and meeting their common interests.
    Minju Joson in a commentary says that no matter how desperately the U.S. works to hamper the construction, the Koreans remain unshaken in their will to successfully build the Kaesong industrial zone as a treasure common to the Korean nation by its concerted efforts and achieve its co-prosperity.

Large Folding Screen of Korean Painting Created

     Pyongyang, August 21 (KCNA) -- The Mansudae Art Studio has recently created a large folding screen of Korean painting "216 Peaks around Lake Chon of Mt. Paektu". Depicted on the folding screen are picturesque sceneries of Janggun, Hyangdo, Haeppal and other main peaks towering around the shore of Lake Chon of Mt. Paektu, a holy mountain of revolution, and at least 200 peaks surrounding them which present a myriad of fantastic natural beauties.
    The art piece 30 meters long and 2.2 meters high has 20 screens. It is listed as a masterpiece of national treasure as it portrayed the superb natural beauty of Mt. Paektu from a new angle.
    It truthfully depicts the majestic view of Janggun and Haeppal peaks at the time a brilliant sun rises above Hyangdo Peak in the morning of February 16 and the sky over Mt. Paektu bright with the morning glow. It emphasizes that the dawn of Kim Il Sung's Korea breaks over Mt. Paektu.
    Through a unique formative artistic representation of dozens of peaks and flower buds of rhododendron the folding screen shows the appearance of Songun Korea where the leader and the army and the people form a harmonious whole and the spectacular scenery of Mt. Paektu where spring begins.
    The work impressively tells that Mt. Paektu is, indeed, Korea's famous mountain beyond description, a world scenic beauty.

Rally of Peasants for Reunification Held in S. Korea

     Pyongyang, August 21 (KCNA) -- A rally of peasants for reunification was reportedly held in Seoul on August 14 under the sponsorship of "the National Solidarity of Peasants" consisting of eight organizations including "the National Federation of Peasants Associations". The permanent representative of the solidarity said at the rally that the south Korea-U.S. cooperation has brought the formation of an Inter-Korean Joint Solidarity which was scheduled to take place with August 15 liberation day as an occasion to failure, and called for getting the U.S. policy of supremacy scrapped and the "Security Law", an obstacle to the reunification movement in the era of the June 15 joint declaration, abrogated.
    The chairman of the Committee for National Reunification of the Federation stressed that only when the country is reunified, is it possible for the peasants and other people to be freed. In the meantime, the chairman of the "National People's Solidarity" called for an struggle to prevent the opening of rice market and defend the domestic agriculture.
    At the rally, the chairman of the south Korean Confederation of Trade Unions made an address of solidarity entitled "Let workers and peasants closely cooperate with each other".

S. Korean Authorities Accused of Scuttling Joint National Events

     Pyongyang, August 21 (KCNA) -- Different organizations of south Korea reportedly accused the "government" authorities of scuttling the August 15 reunification functions. The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification (Pomchonghakryon) on August 17 issued a statement titled "We denounce the government authorities for scuttling the August 15 south-north joint events".
    The statement noted that the authorities unjustly disallowed the participation of the South Headquarters of the National Alliance for the Country's Reunification and Pomchonghakryon and the south Korean Federation of University Student Councils in the August 15 joint national reunification functions, while staging unprecedented anti-north smear campaign by preventing a south Korean non-governmental delegation from visiting Pyongyang to commemorate the tenth anniversary of demise of President Kim Il Sung.
    Such moves compel us to have doubt about whether the authorities have a true will for national reunification and the implementation of the June 15 joint declaration, it said, warning that the history of the Korean nation's movement for independent reunification would judge the anti-reunification moves of the authorities without fail.
    The Promotion Committee for August 15 Joint National Functions of the Kwangju and South Jolla Provincial Federation of University Student Councils said at a press conference: The authorities are now worsening the south-north relations and preventing even non-governmental exchange to lay a stumbling block to the implementation of the joint declaration and reunification movement of our nation. We hold that the "Security Law", which defines patriotic pro-reunification organizations as "enemy-benefiting" ones, should be totally abolished in order to prevent the recurrence of such moves in any case.
    The Taegu and North Kyongsang Provincial Reunification Solidarity for the Implementation of the June 15 South-North Joint Declaration and Peace on the Korean Peninsula and the Seoul District Federation of University Student Councils said in their statements that nobody should be excluded from participating in the joint functions to be attended by all the fellow countrymen from the south and the north of Korea and overseas.
    If the authorities do not join in the trend of the times, they will be severely punished by the 70 million countrymen, the statements warned.

Abolition of "Security Law" Urged in S. Korea

     Pyongyang, August 21 (KCNA) -- The "National Marchers Group for Abolition of the 'Security Law'" in south Korea reportedly launched its action in the city of Pusan on August 13. The group left Seoul on July 22 and had marched across south Korea while conducting one-day march, candle-light cultural functions and one million-men signature campaign and other activities aimed at the abrogation of the evil law, together with members of civic and public organizations and youth and student organizations in the areas.
    The group arrived in Pusan on the evening of that day.
    On the same day it took part in the cultural event, which was sponsored by the Pusan Youth Association for the Nation and Democracy to urge the abolition of the SL.
    The group also conducted a "march of representatives of civic and public organizations in Pusan demanding the abrogation of SL" in the city.
    A meeting was held at Pusan University that day to review the activities the group has conducted so far.

Truth behind "Issue of North Korean Defectors" Exposed

     Pyongyang, August 21 (KCNA) -- The south Korean authorities have taken 468 DPRK citizens to south Korea on July 27 and 28 terming them "defectors from the north", a very serious case unprecedented in the history of inter-Korean relations. This thrice-cursed crime is a wanton violation of the basic spirit of the June 15 North-South Joint Declaration in which the north and the south committed themselves to get reconciled and cooperate with each other and solve bilateral issues by the concerted efforts of the nation, a blatant challenge and an unpardonable hostile act intended to bring down the political system in the DPRK.
    The National Reconciliation Council issued an indictment Friday to expose the truth behind the issue of "defectors from the north" much publicized by the United States and the south Korean authorities. It vehemently denounced the farce of "exile of defectors" staged by them as a criminal act intended to damage the dignity and the authority of the DPRK and push the inter-Korean relations to the phase of acute confrontation.
    The indictment continued:
    The south Korean authorities have laid a network of their intelligence agents, anti-DPRK operational organizations professing assistance to defectors from the north and hired abductors in Yanbian, China, bordering the DPRK to carry out intensified operations to abduct DPRK citizens who went there on private business or on visit to their relatives.
    After abducting a big group of DPRK citizens the wicked terrorists carried out their second-phase operation to take them to south Korea under the cloak of "refuge-seeking." They let them put up at separate "safe houses" provided by the organization for aiding north Korean defectors or at embassy before disguising them as tourists and taking them to a Southeast Asian country.
    The south Korean authorities laid down the principle of "quite diplomacy" on which they instructed their embassies in those countries where "defectors" had gathered to conduct negotiations to take them to south Korea in group. At the same time, they invited high-ranking officials of those countries to Seoul to have confabs over their issue.
    They sent their minister of Foreign Affairs and Trade to the Asia-Euro Summit and Foreign Ministers' meeting and the meeting of the ASEAN Regional Security Forum, etc. that took place from April so that he might be closeted with the foreign minister of the relevant country over the issue. Finally in May they reached an agreement on carrying "defectors" to south Korea all at once in return for striking not a big economic deal with that country.
    In the middle of the night on July 27 and 28 airliner No. 3623 of Asiana and a special plane of "Korea Air Lines Co., Ltd." took off Inchon Airport for Vietnam. After long flights they reached the destination and had to make an immediate return flight with "defectors" on board in disregard of the principle of elementary maintenance for flight. This was how they carried out the "top secret transportation operation" like cat burglars.
    All facts go to clearly prove that the "defectors" did not seek political asylum in south Korea according to their own will but were forcibly taken there by the U.S. and south Korean authorities and the anti-north conservative forces in south Korea under a carefully arranged plan to abduct them and this is, therefore, terrorism perpetrated through the exercise of mental and physical deterrent force to abuse human rights.
    Those taken to south Korea now eagerly wish to come back to their native places where their beloved families and relatives live, disillusioned with the south Korean society, a barren land of human rights and humanity and a colony of the U.S.
    The issue of "defectors" surfaced due to the U.S. anti-DPRK operation aimed at impairing the international prestige and image of the DPRK and forcing it to change its system under the pretext of human rights abuses.
    The issue, a major point in the "bill on human rights in north Korea" adopted at the U.S. House of Representatives on July 21 is nothing but a fabrication made by the U.S. to politicize and internationalize the non-existent human rights issue in the DPRK, taking it as a thorn in the flesh as it invariably holds aloft the banner of socialism.
    The south Korean authorities have performed the above-said farce but its scenario was written and orchestrated by the U.S.
    In order to abduct DPRK citizens in a premeditated and organized way the U.S. plans to build many "concentration camps for north Korean defectors" in Mongolia and Southeast Asian region, to say nothing of China and Russia which border the DPRK, by mobilizing the CIA, the south Korean Intelligence Service and other intelligence and operational organizations at home and abroad. It even shaped a big budget to finance the operation.
    The U.S. does not hesitate to conduct the operation of "exile of north Korean defectors", putting its intelligence operational organizations under the mask of "civilian one" in a bid to abduct DPRK citizens and use them for subversive and sabotage activities against the political system in the DPRK.
    A typical example of those organizations is the "National Foundation for Democracy" established in 1983.
    The CIA had conducted clandestine operations to abduct DPRK citizens for the last several decades. But now this body is openly carrying out the operation under the name of "civilian organization" at its instruction. NFD directly funded the "Citizens Association for Human Rights in the North", the "Network for Democracy in North Korea" and the "Turi Hana", conservative right-wing organizations, and other anti-north and anti-communist organizations in south Korea to use them for its operations.
    All facts testify to the fact that the issue of "defectors" much publicized by the U.S. and the south Korean authorities is a farce dreamed up by them and part of the U.S. operation to bring down the man-centered Korean style socialist system in the DPRK.
    The anti-DPRK smear campaign has pushed the inter-Korean relations to an unpredictable phase of confrontation and produced more separated families and relatives after the publication of the June 15 joint declaration which calls for national reconciliation and cooperation, adding to the misfortune and pain of Koreans.
    The National Reconciliation Council will never remain an on-looker to the U.S. and south Korean authorities' unethical and inhumanitarian allurement, abduction and terrorism but will certainly settle accounts with them as they incite fresh discord and confrontation between the north and the south and throw an unmovable stumbling block in the way of implementing the joint declaration.
    The U.S. and the south Korean authorities should stop at once the farce of "exile of north Korean defectors" which is aimed to sow the seeds of discord, mistrust and confrontation between fellow countrymen and topple the political system in the DPRK and unconditionally return the abductees to the north without delay as demanded by them.

     Pyongyang, August 21 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People' Assembly, sent a message of greetings to Hungarian President Ferenc Madl on August 20 on the occasion of the national day of the Republic of Hungary. Expressing belief that the friendly relations between the two countries would continue to develop on good terms, the message wished him greater success in his work.

     Pyongyang, August 21 (KCNA) -- Leader Kim Jong Il received a gift from the Central Committee of the Belgian Labour Party. The gift was handed to an official concerned by Catherine Dijon, member of the C. C., the BLP, on a visit to the DPRK.

    La pintura tiene 30 metros de largo, 2.2 de alto y es compuesta de 20 piezas. Es una obra maestra de tesoro nacional que refleja nuevamente el paisaje natural del monte Paektu.

FDNSC condena escandalo de "crisis de naturaleza del sistema"

     Pyongyang, 21 de agosto (ATCC) -- Segun el sitio Web del Internet "Frente de salvacion nacional", el Departamento de Propaganda del Comite Central del Frente Democratico Nacional del Sur de Corea (FDNSC) publico el dia 19 el "Llamamiento a todos los habitantes", en el cual estigmatizo un escandalo de "crisis de la naturaleza del sistema" del "Partido Hannara" como segunda "mocion de critica" del actual "poder" y complot de golpe de estado tendente a anular exitos de la democratizacion. El objeto de tal escandalo reside en que el "Partido Hannara" pretende prolongar indefinidamente la historia llena de crimene cometidos en el pasado en que, cambiando su nombre por el "Partido Democratico Republicano", "Partido Democratico para la Justicia", "Partido Liberal Democratico" y "Partido de la Nueva Corea de Sudcorea", practico la monstruosa dictadura fascista militar y se entrego al servilismo a las grandes potencias y a la confrontacion anti-RPDC, senala el documento y prosigue:
    Todas las fuerzas progresistas y habitantes de distintos estratos deben movilizarse en la lucha por frustrar las maquinaciones freneticas del "Partido Hannara" encaminadas a volver al reves la historia.
    Mientras existe la "ley de seguridad", no se puede liquidar debidamente el pasado criminal ni esperar la autentica libertad y la democracia ni mucho menos hablar de la ejecucion de la Declaracion Conjunta del 15 de Junio.
