DPRK's Stand to Work Hard for Growth of NAM Clarified

     Pyongyang, August 25 (KCNA) -- The DPRK government will fulfill its responsibility and mission for global independence and the strengthening and development of the Non-Aligned Movement (NAM), said the head of the DPRK delegation in his speech at the 14th Non-Aligned Foreign Ministers' Conference in Durban, South Africa, on August 19. He said:
    The DPRK government considers it an avowed principle of its foreign policy to consistently maintain the fundamental principle and idea of the NAM.
    Norms and order governing international relations are seriously violated by unilateralism based on the strength-almighty doctrine. In consequence those countries aspiring after justice and taking the road of independence are falling victim to interference in their internal affairs, military aggression, economic sanctions and blockade and other high-handed practices perpetrated under the pretexts of "protection of human rights", "non-proliferation of mass destruction weapons", etc. and even listed as targets of preemptive nuclear attack.
    These disturbing developments in various parts of the world, a product of unilateralism, and the grave situation prevailing on the Korean peninsula, in particular, clearly prove the vitality and validity of the DPRK's Songun politics.
    The DPRK government recently put forward broad-minded and flexible proposals to settle the nuclear issue and reap substantial results prompted by a sincere desire to contribute to peace and security on the Korean peninsula, Northeast Asia and the rest of the world.
    The DPRK's proposal for "reward for freeze", the first-phase action for a package solution on the principle of simultaneous actions, is the only way of settling the nuclear issue stage by stage as it took into consideration the actual situation where there is no confidence between the DPRK and the United States.
    The nuclear issue on the Korean peninsula will find a smooth solution should the U.S. commit itself to drop its hostile policy toward the DPRK and take practical measures for reward for freeze on the principle of "words for words" and "action for action."
    The reunification of Korea is the long-cherished desire of the Korean nation and an essential requirement for durable peace and security on the Korean peninsula.
    The June 15 North-South Joint Declaration whose basic idea is national independence and great national unity is a declaration on national independence and peaceful reunification as it calls for rejecting foreign interference and achieving national reunification by the concerted efforts of the Koreans.
    He extended thanks to the governments of the member countries of the NAM for having supported the Korean people in their cause of the national reunification and expressed hope and belief that they would continue to do so in the future, too.

Fifth National Programming Competition in Educational Field

     Pyongyang, August 25 (KCNA) - The 5th National Programming Competition in the Education Field took place in Pyongyang from Aug. 19 to 24. Participating in the competition were over 300 students and pupils who had been rated high in the provincial competitions.
    The competition involved preliminary contests and finals, divided into 6 groups such as university, college and provincial, city and county (district) middle schools no.1 and middle schools. And there were held special skill contests with the participation of students of 10 universities highly appraised in the competition last year and middle school pupils who took the first 10 places in the finals this time.
    The competition put forward questions in programming that represented the appearance of education in the DPRK developing in depth as required by the IT era and world-level IT.
    Proving successful in the competition were students of different universities, colleges and middle schools including Kim Il Sung University, Huichon College of Technology and Pyongyang Middle School No.1 and emerging the winners in the special skill contests were students of Kim Chaek University of Technology and pupils of Taedonggang Middle School No.1 in Pyongyang.
    Highly estimated were 28 units including Kim Il Sung University, Kim Chaek University of Technology, Haeju College of Electronic Automation and Pyongyang Middle School No. 1.
    The closing ceremony was held at Kim Chaek University of Technology Tuesday.

Establishment of Independent Tool to Probe into Past Errors Urged in S. Korea

     Pyongyang, August 25 (KCNA) -- More than 300 civil and social organizations including the People's Solidarity for Succeeding to the Spirit of the Democratic Movement held a press conference on Aug. 20 and demanded that the "government" authorities set up an independent body for probing into past, according to south Korean MBC. Voicing opposition to a political use of the probe into past, they underlined the need to set up at the earliest possible date a body endowed with extensive powers of investigation.

U.S. Saber-rattling under Fire

     Pyongyang, August 25 (KCNA) -- The DPRK-targeted war exercise is a dangerous military adventure to escalate the confrontation and tension on the Korean peninsula and provoke a war of aggression against it, says Rodong Sinmun Wednesday in a signed article. It goes on:
    The U.S. is instigating the south Korean authorities to drive the favorably developing inter-Korean relations to a crisis and is staging such joint military exercise against the DPRK as "Ulji Focus Lens-04." These disturbing developments are beclouding the atmosphere of the movement for peace and reunification of the Korean peninsula and bringing the danger of a nuclear war to it.
    The on-going joint military exercise is bound to stoke the distrust and military confrontation between the DPRK and the U.S.
    Huge armed forces of both sides are mentally and physically standing in an acute confrontation with each other with the Military Demarcation Line in between on the Korean peninsula.
    The U.S. is performing dangerous rope-dancing which may drive the Korean peninsula into a war crisis in a moment, oblivious of the fact that the DPRK and the U.S. are still technically at war and in disregard of the provisions of the Armistice Agreement.
    The large-scale U.S.-south Korea joint military exercise is a main link in the whole chain of the U.S. imperialists' moves for a war of aggression against the DPRK in south Korea.
    Through the joint military exercise, the U.S. imperialists seek to verify the effectiveness and feasibility of the "operation plan 5027-04" which has been modified and supplemented with more adventurous operations to invade the DPRK according to the new war doctrine and put it into a perfect shape.
    All the joint military war exercises and hostile military acts against the DPRK in south Korea should be halted unconditionally to avert the danger of war and achieve durable peace on the Korean peninsula.

Halt to War Rehearsal Demanded

     Pyongyang, August 25 (KCNA) -- A spokesman for the National Democratic Front of south Korea (NDFSK) released a statement on Aug. 23 as regards the "Ulji Focus Lens-04" joint war game launched by the United States and the south Korean war-thirsty elements in defiance of the strong protest at home and abroad, according to the Kuguk Jonson Internet site. Noting that the joint maneuvers are a massive war game involving the U.S. forces in south Korea, the south Korean army and U.S. military units overseas, which is, to all intents and purposes, very dangerous nuclear war exercise intended to carry into practice the "operation plan 5027-04", a new war scenario targeted against the DPRK, the spokesman says:
    It is a crime never to be condoned that the south Korean and U.S. bellicose forces are putting a brake on the development of the inter-Korean relations and bringing dark clouds of a new war, a nuclear war to this land by the reckless joint drill:
    It cannot be construed otherwise than quite a dangerous anti-national criminal act to bring nuclear disaster on the heads of the Korean nation, the Korean people that the warhawks in this land are going to mount a military attack on the people of the north, their fellow countrymen, hand in hand with the U.S. even in the era of the June 15 independent reunification.
    The bellicose forces in the south Korean military should refrain from acting rashly, mindful that such criminal act of joining the U.S., with their sleeves rolled up, in its war moves against the north will certainly be judged by history and the nation.
    The U.S. should stop at once the harebrained war maneuvers against the north and pull out without delay its forces which have been left without justification to stay in south Korea, facing up to the unanimous desire and unshakable will of the Korean nation to reunify the country independently and peacefully by implementing the June 15 joint declaration.

DPRK Will Remain Loyal to Idea of Non-aligned Movement

     Pyongyang, August 25 (KCNA) -- Rodong Sinmun Wednesday carries a signed article marking the passage of 29 years after the DPRK became a full member of the non-aligned movement. Noting that the history of the non-aligned movement is a proud history recorded with a righteous struggle for independence against imperialism, peace against war and its steady progress, the article outlines the background of the emergence of the movement and the position and role of the DPRK in it.
    The article says:
    With the collapse of the balance of forces on the international scene following the end of the Cold War, the modern imperialists have blocked the flow of the times toward independence and peace and worked persistently to make the world a unipolar world where they would play a one-man show, clinging as ever to the policy of strength. Desperately pursuing, among other things, unilateralism, arbitrariness and military strong-arm policy, the United States is wantonly encroaching upon the sovereignty and independence of sovereign states and harassing the order of peace. This has created a complicate situation in different regions and confusion and instability across the world. The situation and reality today make it urgent for the non-aligned movement to enhance its role as an independent political force, a mighty anti-imperialist revolutionary force in the era of independence. The non-aligned countries should actively encourage the movement to fulfill its duty and mission and intensify their struggle for independence against imperialism, peace against war with united efforts.
    It is the steadfast external policy of the DPRK to strive to materialize the noble idea of the movement and strengthen and develop it. The DPRK will as ever remain loyal to the principles and idea of the movement and work energetically for a closer unity and cooperation among all the non-aligned countries and the advance and victory of the cause of global independence.

New Species of Cabbage Bred in DPRK

     Pyongyang, August 25 (KCNA) -- The Central Vegetable Institute of the Academy of Agricultural Sciences of the Democratic People's Republic of Korea has bred a new species of Korean cabbage which bears a head quickly even in hot summer days. Prof. and Dr. Hwang Ki Song, a candidate academician, is the main developer of this species. According to him, 15 days after its seeds are sown in a bed, its seedlings are transplanted in plots. It takes 35-40 days for the cabbage to grow enough for harvest.
    In case the cabbage is sown to be harvested in the middle of August, its output is 30 tons per hectare. And that in the middle of September and October is 40-60 and 60-80 tons respectively.
    The new species is proof against a high degree of humidity. It is little different from the autumn cabbage in content of low molecule organic compounds such as vitamin C, valuable elements and sugar. It, with a small amount of cellulose, is soft and tasty.

More Folk Dishes Discovered in DPRK

     Pyongyang, August 25 (KCNA) -- Jang Chol Gu Pyongyang University of Commerce has discovered more folk dishes. It has dispatched its teachers and researchers to different parts of the country to collect materials on folk dishes as part of the efforts for preserving and carrying forward the inherent national character. With the help of natives of different areas and those with profound knowledge of folk food, they have learnt about materials and cooking methods of local dishes.
    Meanwhile, the university has collected and systematized materials on folk food through historical books including "Ryolyangsesigi", "Haedongjukji" and "Tongguksesigi" which deal with the creation and development of traditional folk dishes.
    It has confirmed the materials and original cooking methods of over 100 kinds of folk dishes including rice boiled with four other sorts of cereals, Kimchi wrapped in a large cabbage leaf like a bundle, soybean paste soup, sweet rice dish and fried cake made of wheat flour, honey and oil, which were favorite ones of the ancestors of Korean people.
    It has also discovered Juak (sweet dish) and Taechudanja (dumpling stuffed with honey and sesame).
    It published the book "Special Local Dishes" which introduces a thousand and hundreds of kinds of local food on the basis of their discoveries.

Regulation on Real Estate in Kaesong Industrial Zone Adopted

     Pyongyang, August 25 (KCNA) -- The Presidium of the Supreme People's Assembly of the DPRK promulgated ordinance No. 33 "On Adopting Regulation on Real Estate in Kaesong Industrial Zone" dated July 29, Juche 93 (2004). The regulation on real estate in Kaesong Industrial Zone requires the Cabinet of the DPRK and institutions concerned to take technical measures to implement the regulation.
    The regulation has 4 chapters and 58 articles.
    Its aim is to establish a strict order in real estate acquisition and deal in the zone and help enterprises and individuals conduct smooth business and provide them with good living conditions.
    The regulation is applied to enterprises and individuals who acquire, transfer, lease or mortgage real estate in the zone.
    It is also applied to enterprises and individuals who acquire real estate to build infrastructure to be linked with the zone from outside.

CRPP denuncia simulacro militar "Ulji Focus Lens-o4"

     Pyongyang, 25 de agosto (ATCC) -- El vocero del Comite por la Reunificacion Pacifica de la Patria (CRPP) hizo publica el dia 24 una declaracion denunciando el premeditado y provocativo ejercicio militar conjunto "Ulji Focus Lens-04" que los belicistas estadounidenses y surcoreanos desarrollan en el suelo surcoreano contra la Republica Popular Democratica de Corea. El presente es un ejercicio de guerra nuclear encaminado a llevar a la practica el "plan de operacion 5027-04" para la guerra de agresion al Norte de Corea y constituye un severo desafio a la solucion del diferendo nuclear, a la paz y la seguridad de la Peninsula Coreana, senala el documento y prosigue:
    Este peligrosisimo simulacro castrense lleva a una fase imprevisible las relaciones entre ambas partes de Corea y acarrea el nubarron negro de una nueva guerra nuclear a la tierra coreana.
    Nadie cree que es para la paz el presente ejercicio de guerra que libra Estados Unidos hablando mucho de que "no tiene la voluntad de atacar al Norte de Corea" y que "desea la solucion pacifica del problema nuclear".
    En particular, en la epoca actual de reunificacion abierta por la Declaracion Conjunta del 15 de Junio, las fuerzas belicosas del Sur de Corea, en contubernio con su amo estadounidense, se proponen atacar militarmente a la contraparte del dialogo, lo cual deviene un peligroso acto antinacional nunca perdonable.
    Como hemos declarado claramente ya, estamos listos tanto para la guerra como para el dialogo y estamos en plena disposicion de castigar rotundamente a los agresores.
    Puesto que los belicistas estadounidenses y surcoreanos blanden armas de agresion contra la contraparte del dialogo, tambien tenemos el legitimo derecho a responderles con las fuerzas armadas del Songun (priorizacion militar).
    EE.UU. debe retirar por completo del Sur de Corea todas sus fuerzas armadas agresivas.

Jefe de delegacion de RPDC expone posicion de su gobierno

     Pyongyang, 25 de agosto (ATCC) -- El gobierno de la Republica Popular Democratica de Corea cumplira con su mision y responsabilidad por la verificacion de independencia en el mundo y el fortalecimiento del movimiento de los no alineados (MNA). Asi senalo el dia 19 el jefe de la delegacion coreana en su discurso pronunciado en la XIV reunion de cancilleres de los paises no alineados, celebrada en Durban de Sudafrica, y prosiguio:
    El gobierno de la RPDC tiene por su principio inexorable de la politica exterior mantener invariablemente el fundamental principio e ideal del MNA.
    El uni-lateralismo basado en la omnipotencia de la fuerza destruyo irremediablemente las normas y el orden de las relaciones internacionales. Debido a esto, los paises que aspiran a la justicia y marchan por el camino de la independencia son victimas de la intervencion en asuntos internos que se perpetra bajo pretextos de la "proteccion de derechos humanos" y la "prevencion de la proliferacion de armas de destruccion masiva" asi como de los actos coercitivos como la invasion armada, la sancion y bloqueo economicos y en el peor de los casos, se colocan en la mirilla de primer golpe nuclear.
    Estos incidentes anormales que se registran en todas partes del planeta como consecuencia de uni-lateralismo, en particular la critica situacion reinante en la Peninsula Coreana, corroboran la justeza y la vitalidad de la politica de Songun (priorizacion militar) que practica la RPDC. Ultimamente, el gobierno de la RPDC presento propuestas magnanimas y flexibles para resolver el problema nuclear y lograr resultados sustanciales partiendo del deseo de contribuir a la preservacion de la paz y la seguridad de la Peninsula Coreana, el Nordeste Asiatico y a la larga, el resto del mundo.
    Nuestra iniciativa de "congelacion vs. recompensa", medida de accion de primera etapa dentro de la modalidad de solucion global basada en el principio de accion simultanea, comprende las condiciones reales en que no existe ningun tipo de confianza entre Corea y EE.UU., por lo tanto, deviene el unico remedio que viabiliza la solucion del problema nuclear por etapas.
    Si, en lo adelante, EE.UU. se compromete a la retirada de su politica hostil a Corea al paralelo de los principios de la "palabra vs. palabra" y "accion vs. accion" y se persona a tomar medidas de indemnizacion al compas de la congelacion, el diferendo nuclear de la Peninsula Coreana sera resuelto sin complicaciones.
    La reunificacion de Corea constituye el anhelo de la nacion coreana y al mismo tiempo, requisito indispensable para preservar la paz duradera y la seguridad en la Peninsula Coreana.
    La Declaracion Conjunta Norte-Sur del 15 de Junio, basada en la idea de la independencia nacional y de la gran unidad nacional, es un manifiesto de independencia nacional y de reunificacion pacifica para rechazar la injerencia de las fuerzas foraneas y lograr la reintegracion del pais con las fuerzas unidas de la nacion coreana.
    El jefe de la delegacion de la RPDC expreso el testimonio de su mas alta consideracion a los gobiernos de los paises miembros del movimiento de los no alineados que respaldan la causa de reunificacion de la patria del pueblo coreano y expuso la esperanza y conviccion de que tambien en el futuro estos seguiran enviando activa solidaridad a citada causa.
