Kim Jong Il Sends Congratulatory Message to Hu Jintao
Pyongyang, September 20 (KCNA) -Kim Jong Il, general secretary of the Workers' Party of Korea, today sent a message of greetings to Hu Jintao, chairman of the Central Military Commission of the Communist Party of China.
The message said.
I, on behalf of the Central Military Commission of the WPK and my own behalf, extend warmest congratulations to you upon the successful 4th Plenary Meeting of the 16th Central Committee of the Communist Party of China and your holding of the post as chairman of the Party Central Military Commission.
Your assumption of the heavy responsibility as chairman of the Central Military Commission of the CPC, the army and the people of China in you.

Demonstrations of First IMG Held
Pyongyang, September 20 (KCNA) -- Demonstrations took place at the Taekwon-Do Hall Sunday to significantly decorate the First International Martial Arts Games.
DPRK Taekwon-Do players fully demonstrated the might of Taekwon-Do, the orthodox martial art and pride of the Korean nation.
They successfully performed men's and women's team pattern and men's individual pattern in rapid speed and with dynamic and refined rhythmic movements. They beat their rivals with quick movements and strong strikes in sparring and self-defence art, winning the acclaim of the spectators.
They admirably displayed a variety of special techniques such as kicking technique, turning kick and kicking while making a somersault, and striking movements by hand and other hand techniques in different circumstances and positions, thus fully demonstrating their physical and technical preparedness.
Players of China and Hong Kong, China, performed group movements blended with flexible and graceful movements of Ku form of martial art, one of Taichi forms, to the tune of the melodies of peculiar folk music and represented well the characteristic features of their traditional martial arts through quick technical skills of countering the attack by knife, spear, etc.
Women players of Malaysia executed Karate team pattern and sparring and players of the General Association of Korean Residents in Japan performed Karate technique demonstration.
Demonstrations included Malaysia's Silat and Kyrgyz national martial arts.
Players from those countries skillfully presented various forms of national martial arts and their technical methods which were created and have been developed by the respective countries and nationalities.
The demonstrations ended with the performance of juvenile Taekwon-Do by members of the Taekwon-Do group of the Mangyongdae Schoolchildren's Palace.
Then followed Japanese players' exhibition of general weapon.
They displayed various techniques including hand and foot strikes and squeezing and breaking joints, impressing the spectators.
At the end of the matches Kanji Inoki, chairman of the Inoki Office of Japan, said: My participation in the current martial arts games brings back to my mind the Pyongyang international sports and cultural festival for peace held nine years ago. He hoped that the International Martial Arts Games would eternally develop.
Watching the demonstrations were Jang Ung, president of the International Taekwon-Do Federation and chairman of the International Martial Arts Games Committee, and others.
One Million Signature Campaign Launched in S. Korea
Pyongyang, September 20 (KCNA) -- The Democratic Workers' Party of south Korea reportedly launched into a one million signature campaign for the abolition of the "Security Law" on the street in front of the party building in Youido, Seoul, on Sept. 16.
On display in the street were pieces of literature calling for the abolition of the SL.
Representative Kim Hye Gyong and supreme members of the party and members of the student committee under the party collected signatures from citizens.
Supreme member of the party Yu Son Hui, who is chairperson of the special committee for the abolition of the SL, declared that the signature campaign would sweep all areas every Thursday.
U.S. Solidarity Committee Formed
Pyongyang, September 20 (KCNA) -- The U.S. Solidarity Committee for Supporting the Struggle of the National Democratic Front of south Korea and the South Korean People was inaugurated.
John Paul Cupp, chairman of the U.S. Group for the Study of the Songun Policies, was elected chairman of the solidarity committee.
In an inaugural declaration the solidarity committee said that neither the genuine political sovereignty of the south Korean people nor the reunification of Korea, the cherished desire of the whole Korean nation, can be achieved unless more than 40,000 U.S. troops are pulled back from south Korea and the U.S. political and military domination over it is terminated.
The south Korean patriotic people have joined hands with their brethren in north Korea under the banner of the historic June 15 North-South Joint Declaration, a product of the great Songun politics of Kim Jong Il, the outstanding leader of the Korean nation and the sun of the 21st century, the declaration said. They are now all out in the sacred decisive struggle to drive the U.S. imperialist aggression troops out of south Korea through the Korean nation's confrontation with the U.S. and achieve the independent and peaceful reunification of the country without fail by the concerted efforts of the nation.
The task of the solidarity committee issued by it is to take the lead in the international solidarity activities to put pressure on the U.S. reactionary ruling quarters to withdraw the U.S. imperialist aggression troops from south Korea at once, sign a non-aggression treaty with the DPRK and stop interfering in the internal affairs of the Korean nation and, at the same time, to positively support the Korean nation's just cause of achieving the independent and peaceful reunification of the country under the banner of the North-South Joint Declaration.

U.S. Double Standards Assailed
Pyongyang, September 20 (KCNA) -- A Rodong Sinmun analyst Monday hits at the jugglery employed by the United States to gloss over the cases of secret nuclear-related experiments in south Korea, which have given rise to international controversy.
The news analyst says:
The U.S. has lorded it over in south Korea militarily and politically for nearly 60 years and all steps of great magnitude there have been taken with the prior endorsement and permission of the U.S. It is like an ostrich with its head buried in the sand that the U.S. is wearing an air of innocence over the secret nuclear activities of south Korea.
We make it plain that the nuclear activities of south Korea were an inevitable offspring of the U.S. policy of double standards.
Failing to produce any scientific evidence, the U.S. is persistently trying to find fault with the DPRK over the fictitious "uranium enrichment", thus creating tension on the Korean peninsula.
While trying to ban even the peaceful nuclear activities of the countries out of its favor even by cooking up groundless "information" for the mere reason that they are different from it in ideology and system, it transfers nuclear technology to its allies and connives at their development and possession of nuclear weapons. This well shows how contradictory, one-sided and unjustifiable is the double standards of the U.S.
It is self-evident that the DPRK can never drop its nuclear program when the U.S. is trying to cover up the secret nuclear activities of south Korea by applying the double standards to the nuclear issue.
The cases of secret nuclear experiments made under a scrupulous plan in south Korea under the manipulation of the U.S. prove that the U.S. from the very beginning intended to use the six-party talks for disarming the DPRK, not for the denuclearization of the Korean peninsula. That was why it totally demolished the basis of the denuclearization of the Korean peninsula when there were some signs of positive movement toward it at the third round of the six-party talks.
Absolutely just is the stand of the DPRK not to give up its nuclear program under the present situation.
If a nuclear race is to be prevented in Northeast Asia, the U.S. should come to the conference table for the substantial settlement of the nuclear issue with the will to practically renounce its hostile policy towards the DPRK, the root cause of the occurrence of the nuclear issue.
We will decide on our next action while closely watching the U.S. moves with regard to its double standards in the nuclear issue and the correction of its hostile policy toward the DPRK.
GNP's Traitorous Nature Disclosed
Pyongyang, September 20 (KCNA) -- Rodong Sinmun Monday carries a commentator's article disclosing the crime-woven history of the Grand National Party as it is making desperate efforts to scuttle the probe into the past crimes, an issue that has sparked off an acute political confrontation in south Korea.
The article cites concrete facts to prove that the GNP of south Korea has stood against the probe into the past crimes, afraid of the possible full disclosure of its pro-Japanese treachery, pro-U.S. flunkeyism, fascist dictatorship, corruption and irregularities and crimes it committed against the nation by inciting confrontation with its fellow countrymen.
The article goes on:
In its more than 50 year-long history the GNP has been preceded by the Liberal Party of traitor Syngman Rhee, the Democratic Republican Party of the Yushin dictator, the Democratic Justice Party during the fifth republic, the Democratic Liberal Party during the sixth republic, the New Korea Party of traitor Kim Young Sam. Despite the passage of this long time its traitorous nature remains unchanged.
Pro-Japanese treachery is GNP's characteristic feature which has been inherited since the very beginning of its history.
Major posts of the GNP and its forerunners are held by those who served the Imperial Japanese Army or institutions run by the Japanese imperialists in the past and their descendents.
The coteries of the Democratic Republican Party were pro-Japanese traitors who signed the south Korea-Japan Treaty without batting an eyelid, though its conclusion had been blocked by the strong opposition of south Koreans and conflicting views on both sides.
They introduced carnal and corrupt Japanese culture, thus poisoning the nation's soul and converting south Korea into a garbage ground of national culture.
The GNP and its predecessors are a group of special class pro-U.S. stooges.
As far as those who created and led the GNP and its predecessors are concerned, they were bosses of special class traitors who took the lead in pro-U.S. treacherous acts.
They signed the south Korea-U.S. "mutual defence treaty" and "status of forces agreement", providing funds needed for the presence of the U.S. troops in south Korea, granting them extraterritorial privileges while imposing submission, disgrace and misfortune upon the south Korean people.
The GNP is the general headquarters of fascists.
The predecessors of the GNP were the fascist ruling juntas unprecedented in history.
The dictatorship enforced by the Liberal Party and the Democratic Republican Party was succeeded to by the dictators of the fifth and the sixth republics which quelled the "spring of democracy" through the May 17 fascist suppression and committed the Kwangju massacre unprecedented in history and then by the notorious "civilian" fascists.
The GNP has prolonged its remaining days by the force of the Security Law (SL), a fascist evil law, as it used the SL as a means for maintaining its dictatorship and a leverage for fascist suppression.
Its desperate efforts to keep it in force were prompted by a sinister intention to revive fascist dictatorship as they are nothing but the last-ditch efforts of those on their deathbeds.
The most vicious and inveterate traitorous habit of the GNP finds its expression in its confrontation with fellow countrymen and anti-reunification acts.
Its predecessors had ceaselessly been hell bent on the moves for confrontation and war against the north where fellow countrymen live, backed by the outsiders for the past scores of years.
The GNP's moves for confrontation with the north and anti-reunification acts have reached an extreme phase.
When the June 15 North-South Joint Declaration was published the GNP opposed it, saying that its first paragraph may result in the withdrawal of the U.S. forces and the collapse of the "alliance" with the U.S. and its second paragraph calls for giving up the liberal democratic system and accepting the north-proposed federal system of Koryo.
The party has also hamstrung every effort to implement the joint declaration, finding fault with it.
It was none other than the GNP treacherous group which in its "policy statement" branded the north as a "sponsor of terrorism" and "principal enemy" even in this era after the publication of the June 15 joint declaration when the reconciliation and cooperation between the north and the south and independent reunification have become a trend of the times.
The probe into the truth behind the past history in south Korea should be aimed at judging and punishing the crime-woven past of the GNP.
There is no justification for the criminal and treacherous group like the GNP to stay any longer today when the liquidation of the crime-woven past is high on agenda and has become a trend of the times.
More Sanatoria and Rest Homes Built in DPRK
Pyongyang, September 20 (KCNA) -- More sanatoria and rest centers have been built in different parts of the Democratic People's Republic of Korea.
The Sambong Working People's Rest Home, constructed at the foot of scenic Kosul Pass in Thaethan County, South Hwanghae Province, received the first batch of holiday-makers some time ago.
The spring water gushing out in the compound of the center all the year round is efficacious for gastric disorder.
The center has several rest buildings, a dining hall, entertainment facilities, a shop, a treatment room, etc.
It has also a minor hydro-power station.
Colliers are enjoying themselves at the sanatorium of the Anju Area Coal Complex built in Chongnam District, South Phyongan Province.
It, with a floor space of over 1,200 square meters, covers some 5,000 square meters. And it is fully equipped with all facilities necessary for the rest of the holiday-makers.
Thanks to correct policies of the Workers' Party of Korea and the DPRK government, hundreds of sanatoriums and rest homes have been built across the country.
In recent years provinces, cities, counties, institutions and enterprises have built many sanatoriums and rest homes for working people.
Large and small rest homes for peasants are now under construction near the reservoir made by the Hungbong Dam of the Kumjin River of South Hamgyong Province, and scenic spots including the time-honored Anbul Temple.
Protocols Signed between DPRK and Cuban Governments
Pyongyang, September 20 (KCNA) -- The protocol of the 23rd meeting of the Inter-governmental Economic, Scientific and Technological Consultative Committee and a 2005 protocol on the commodity exchange between the the DPRK and Cuba were signed in Pyongyang Monday.
The protocols were signed by Rim Kyong Man, minister of Foreign Trade of the DPRK, and Ricardo Cabrisas Ruiz, minister of Government who is leading the government economic delegation of Cuba.
A protocol on the fixation of prices and the principle of their application from 2004 to 2008 between the DPRK Ministry of Foreign Trade and the Cuban Ministry of Foreign Trade was concluded on Monday.
Song Ho Gyong Dies
Pyongyang, September 20 (KCNA) -- Song Ho Gyong, deputy to the Supreme People's Assembly of the DPRK, vice-director of a department of the Central Committee of the Workers' Party of Korea and vice-chairman of the Korea Asia-Pacific Peace Committee (KAPPC), died of a long illness on September 19, Juche 93 (2004) at the age of 63.
KAPPC issued an obituary on Sunday.
According to it, he devotedly worked in the fields of foreign affairs and national reunification for years. He remained intensely loyal to the WPK's revolutionary cause of Songun to the last moments of his life.
He worked hard for national unity and reunification true to the noble intention of leader Kim Jong Il, the lodestar of national reunification, and contributed to the adoption of April 8 agreement on arranging the historic north-south summit.
Greetings to Belize Prime Minister
Pyongyang, September 20 (KCNA) -- Pak Pong Ju, premier of the DPRK Cabinet, sent a message of greetings to Said Musa, prime minister of Belize, on the occasion of the 23rd anniversary of the independence of Belize.

First International Martial Arts Games Close
Pyongyang, September 20 (KCNA) -- The closing ceremony of the 1st International Martial Arts Games was held at the Taekwon-Do Hall on Monday.
Prizes were awarded at the closing ceremony.
Kwak Pom Gi, vice-premier of the DPRK Cabinet, in his speech warmly congratulated, in the name of the DPRK government, the participants on their successes in the games and expressed the belief that they would make positive efforts for the development of martial arts in the future, too.
Jang Ung, chairman of the International Martial Arts Games Committee, in his closing address said that the games were a significant gathering which met the wishes of the martial arts practitioners to have their own international organization in the idea of independence, peace, friendship and solidarity and get together to hold martial arts games.

Wreath Laid before Bust of Kim Jong Suk
Pyongyang, September 20 (KCNA) -- The economic and commercial councillors' corps here laid a wreath before the bust of Kim Jong Suk, an anti-Japanese war hero, at the Revolutionary Martyrs' Cemetery on Mt. Taesong on Monday on the occasion of the 55th anniversary of her demise.
The guests laid the wreath before the bust of Kim Jong Suk, woman commander of Mt. Paektu, who remained intensely loyal to President Kim Il Sung and devoted her whole life to the sacred cause of the country's liberation and the people's freedom and happiness, and paid silent tribute to her in profound reverence.

9th Pyongyang Film Festival Closes
Pyongyang, September 20 (KCNA) -- The 9th Pyongyang Film Festival that was opened on Sept. 12 closed Monday.
The closing ceremony of the festival took place at the Pyongyang International Cinema House at which the results of the competition were announced by the jury and prizes were awarded to the successful films.
A letter to leader Kim Jong Il was adopted by the participants in the festival at the ceremony.
Kim Jong Ho, chairman of the festival organizing committee who is chairman of the Central Committee of the General Federation of the Unions of literature and the Arts of Korea, in an address said that the festival clearly manifested the aspiration of the progressive moviemen to contribute to stepping up the independent development of national cinematic art, building a new independent world and achieving peace to meet the need of the times and the wishes of people.
He said that the DPRK would strengthen friendship and cooperation with progressive moviemen of the world and exert positive efforts to make the Pyongyang Film Festival more meaningful.

Pyongyang, September 20 (KCNA) -- Leader Kim Jong Il received a gift from Fidel Castro Ruz, first secretary of the Central Committee of the Communist Party, president of the Council of State and president of the Council of Ministers of Cuba.

Hilos de tercera jornada de primera CIAM
Pyongyang, 20 de septiembre (ATCC) -- Tuvieron lugar el dia 18 en centros deportivos del reparto Chongchun las justas para la tercera jornada de la primera Competencia Internacional de Arte Marcial (CIAM).
Dichos centros estaban repletos de trabajadores, jovenes y ninos escolares, aficionados al deporte de esta capital, huespedes extranjeros y coreanos residentes en ultramar que acudieron alli para disfrutar de los juegos de varias disciplinas de artes marciales de diversos paises y naciones.
En el Centro de Voleibol se entablaron las competiciones de Sanshu y luego, se dio a conocer la calificacion final del jurado de Wushu.
Segun ella, los visitantes de Hong Kong fueron los primeros en la competencia de ambos sexos de TaiChi de arte marcial tradicional de esta parte de China, mientras en la disputa masculina a estilo de Shao Lin tambien fue ganador un muchacho de Hong Kong. Y en juegos masculinos de armas especiales, arte marcial de las regiones septentrional y meridional, TaiChi Jian y armas pequenas se adjudicaron primeros los practicantes de Hong Kong y un canadiense. En tanto en la rama femenina, las muchachas de esta parte de China reeditaron hazanas de sus companeros.
En las categorias de 56 y 70 Kg de Sanshu (parrins) para muchachos los coreanos ocuparon primeros, segundos y terceros lugares, respectivamente.
Un chino salio primero en las competiciones de Changquan de Taollu para varones mientras para feminas subio a lo mas alto del podio una coreana. En juegos de Nangun y Nanquan los coreanos de ambos sexos ocuparon primeros lugares, respectivamente. Los chinos y los anfitriones se llevaron las medallas de oro en los partidos masculinos de Taijiquan, Daoshu, Jinshu, Qiangshu, Nandao y en los para damas, las anfitrionas tambien fueron galardonadas con los metales del mismo color.
En la ceremonia de premiacion, fueron otorgados a los deportistas correspondientes diplomas, preseas doradas, plateadas y bronceadas.
En Paduk (Go-chess), los coreanos se coronaron con metales de oro, plata y bronce ademas de diplomas que tambien fueron concedidos a los chinos que se ubicaron en 4o, 5o y 6o lugares, respectivamente.
En la lucha coreana, se situaron en primer lugar los coreanos en las divisiones de menos y mas de 70 Kg de la lucha por sistema de comparacion. En la competencia colectiva los luchadores de ambos equipos (A y B) de Corea ocuparon primer y segundo lugares, respectivamente mientras que los coreanos residentes en China tuvieron que conformarse con el tercer lugar.
Tras finalizacion de encuentros hubo premiaciones.
Intolerable pauta de doble rasero de EE.UU.
Pyongyang, 20 de septiembre (ATCC) -- En relacion con que Estados Unidos intenta minimizar los casos de pruebas nucleares secretas del Sur de Corea que suscitan el debate en el ambito internacional, el diario Rodong Sinmun inserto el dia 20 un comentario individual.
Estados Unidos lleva cerca de 60 anos de dominio militar-politico sobre el Sur de Corea y todos los asuntos de importancia en esta parte se decidian bajo la aprobacion y la licencia previas de ese imperio.
Las actividades nucleares secretas del Sur de Corea son un producto inevitable de la politica de Estados Unidos que aplica la pauta de doble rasero.
Este pais, sin presentar ninguna prueba cientifica, acusa obstinadamente a la Republica Popular Democratica de Corea del "problema de enriquecimiento de uranio" exacerbando asi la tension de la Peninsula Coreana.
Trata de suprimir a base de "informaciones" infundadas hasta las actividades nucleares pacificas de los paises con ideologia y regimen distintos a los suyos, y al mismo tiempo, transfiere a sus aliados la tecnologia nuclear y tolera el desarrollo y la posesion de armas nucleares de estos. Este doble rasero de Estados Unidos es contradictorio, unilateral e injusto.
Estados Unidos se propone tolerar con la pauta de doble rasero el asunto de las actividades nucleares secretas del Sur de Corea y por lo tanto, es logico que la RPDC no pueda renunciar de ninguna manera a su plan nuclear.
Los casos de pruebas nucleares secretas que se proseguian de modo premeditado en el Sur de Corea bajo la manipulacion norteamericana demuestran a las claras que Estados Unidos se valian desde el principio de las conversaciones a seis bandas para desarmar a la RPDC en vez de lograr la desnuclearizacion en la Peninsula Coreana. Por eso, Estados Unidos deshizo por completo la base de la tercera ronda de dichas conversaciones al ver ciertos movimientos positivos encaminados a la desnuclearizacion de la Peninsula Coreana.
Bajo tal circunstancia resulta del todo justa la posicion de la RPDC de no renunciar el plan nuclear.
Para detener el advenimiento de la carrera armamentista nuclear en el Nordeste Asiatico, Estados Unidos debe salir a la mesa de conversaciones para encontrar una solucion sustancial al problema nuclear con la voluntad de renunciar en lo practico su politica hostil a la RPDC, que genero el diferendo nuclear.
La RPDC tomara la decision para las acciones posteriores observando atentamente el movimiento de rectificacion de EE.UU. de la pauta de doble rasero en el asunto nuclear y de su politica hostil a aquella.
