Collection of Kim Jong Il's Works Published in New Zealand
Pyongyang, October 22 (KCNA) --A collection of leader Kim Jong Il's famous works "On Having a Correct View and Understanding of the Juche Philosophy" and "Socialism Is Life-blood of Our People" was brought out by the New Zealand-DPRK Society on October 3.
Consultative Meeting Held with Delegation of WFOKTA
Pyongyang, October 22 (KCNA) -- A consultative meeting was held in Pyongyang Friday with a delegation of the World Federation of Overseas Korean Traders Associations.
Present at the meeting were Minister of Foreign Trade Rim Kyong Man, First Vice-chairman of the Korea Committee for the Promotion of International Trade Ri Ryong Nam and other officials in the field of foreign trade.
The meeting was attended by members of the delegation of the federation led by its President Lee Young Hyun.
There was an inaugural ceremony.
Read out at the ceremony was a congratulatory message sent to the consultative meeting from Premier of the DPRK Cabinet Pak Pong Ju.
The message noted that this consultative meeting is of great significance in achieving as early as possible the cause of national reunification by the concerted efforts of all Koreans in the north, the south and overseas and promoting the uniform development of the national economy in the idea of "By our nation itself".
The DPRK government will always welcome the investment by Korean businessmen overseas and offer them every possible convenience and privilege with compatriotic feelings, it stressed.
Then speeches were made by Lee Young Hyun, president of the federation, to be followed by welcoming speeches of Ri Ryong Nam and Chon Yong Soo, vice-president for international affairs of the federation who is chairman of the preparatory committee for the consultative meeting.
At the end of the ceremony, Kim Yong Sul, vice-minister of Foreign Trade, briefed the participants about how the DPRK is improving and strengthening the economic management to meet the requirements of the present reality on the principle of profitability, in reliance upon the solid foundation of the self-supporting national economy and the DPRK policy for encouraging investment and the prospect of investment environment.
Working consultations took place between DPRK officials in the field of foreign trade and representatives of the WFOKTA.
Its participants looked round samples of minerals, electronic goods, light industrial goods, goods for cultural life and others displayed by trading companies of the DPRK.
First Mural Tomb of Palhae Unearthed in Korea
Pyongyang, October 22 (KCNA) -- The first mural tomb of Palhae was recently unearthed by an archaeological research group of the Academy of Social Sciences in Kumsong-ri, Hwadae County, North Hamgyong Province.
The mural tomb is situated in the area where there are groups of tombs including Kumsong-ri Tomb No. 1, which had been defined as one belonging to Palhae by the Archaeological Society and registered as a relic preserved under state care.
The newly unearthed tomb is an earth tomb with a stone-walled room underground. It consists of a tunnel path and the room of corpses. The tunnel path is 204cm long, 132cm wide and 153cm high and the room is 324cm long, 174cm wide and 170cm high.
In the center of the room is a coffin platform on which were found remains of two bodies which appeared to be a couple.
Inside the tomb there were various murals including figure and genre paintings.
Painted on the lower part of the northern wall of the corpse room were human legs wearing white puttees and shoes and on pieces of plastered wall that fell off were an unworldly man on a lotus and beautiful lotus-pattern ornaments.
Collected in the room were tens of pieces of relics including a guild bronze plate of lotus-pattern ornaments, a bronze ring of a box, a bronze corner ornament, a bronze nail of tack-type, an inkstone, iron nails for the coffin and earthenwares.
The tomb is attracting the interests of scholars as its structure is the type of earth tomb with an oblong stone-walled room of a plain ceiling like Kumsong-ri Tomb No. 1 and the relics discovered there are typical ones representing the Palhae period.
The Archaeological Society closely examined the results of the excavation of the mural tomb in Kumsong-ri and confirmed that it is the first mural tomb of Palhae to be known in the Korean territory.
The discovery of the tomb is a precious achievement that proves the excellent cultural standard and independence of Palhae, a full-fledged sovereign state in the mediaeval history of Korea, and enhances the national dignity and pride of the Koreans.
Korean Reunification by Federal Formula Supported
Pyongyang, October 22 (KCNA) -- We oppose the foreign forces who dislike Korean reunification and the anti-reunification forces of south Korea following them and will positively support the proposal for achieving Korean reunification by founding the Democratic Federal Republic of Koryo only. Otete Gaston Mboyo, chairman of the National Committee of the Genuine Lumumbist Patriotic Party of Democratic Congo, said this in a statement issued on October 16 on the occasion of the 24th anniversary of the proposal.
He continued:
President Kim Il Sung put forward the proposal and leader Kim Jong Il provided the June 15 North-South Joint Declaration, thus opening a bright prospect of achieving Korean reunification by federal formula.
I am of the view that the issue of peace and security on the Korean Peninsula and in Northeast Asia, too, will find a final solution if all Koreans advance dynamically to achieve their national reunification by federal formula, he noted.
Rodong Sinmun on Successful China Visit of DPRK Delegation
Pyongyang, October 22 (KCNA) -- The recent visit paid by a DPRK delegation to China on the occasion of the 55th anniversary of the opening of diplomatic ties between the two countries demonstrated the DPRK-China friendship daily developing on good terms and it marked an important milestone in further consolidating and developing the bilateral friendly and cooperative relations with time-honored historic roots, declares Rodong Sinmun in an editorial Friday.
Noting that the DPRK-China friendship is being boosted to a new, higher stage amid the deep concern of the leaders of the two countries in accord with the common desire and aim of the two peoples and the demand of the new era and the trend of the developing international relations, the editorial continues:
The several China visits of leader Kim Jong Il and Korea visits of senior officials of the party and state of China in recent years were historical events that lifted DPRK-China friendship to a new phase. Especially, it was a remarkable event brilliantly decorating the chronicle of this friendship that Kim Jong Il visited China in April and had cordial meetings and talks with the new collective leadership of China, registering an enormous success.
The China visit of a DPRK state delegation in the wake of the visit to the DPRK by a party and government delegation of China on the occasion of the 55th anniversary of diplomatic ties between the two countries put fresh vitality into friendship between the two countries and this delighted the two peoples.
The boosting of bilateral friendly relations is the driving force in creating an international climate favorable for ensuring peace and security in Asia and propelling socialist construction in the two countries. "History of Anti-Japanese Armed Struggle" Vol. 7 Sees Light
Pyongyang, October 22 (KCNA) -- The Science and Encyclopedia Press recently brought out the book "History of the Anti-Japanese Armed Struggle" Vol. 7 (an enlarged edition).
The book deals with the immortal exploits President Kim Il Sung performed by wisely leading the Korean People's Revolutionary Army (KPRA), the party and revolutionary organizations to put the overall Korean revolution centred on the anti-Japanese armed struggle on a new higher stage in the historical period from July Juche 26 (1937) to November Juche 27 (1938).
It also deals with historical facts that the President laid down strategic and tactical policies for intensifying the anti-Japanese armed struggle to cope with the suddenly changed situation at the meeting of commanding officers of the main force of the KPRA held in the secret camp of Mt. Paektu in July Juche 26 (1937) and the meeting of military and political cadres of the KPRA in Caoshuitan in August on the same year and led the operation to harass the rear of the enemy to victory.
It tells about how he led the struggle to escalate the anti-Japanese armed struggle deep into the homeland and step up the preparations for all-people resistance.
The book deals with the fierce mass anti-Japanese resistance offered by people from all walks of life across the country against the Japanese imperialists' continental war of aggression, their economic plunder and policy for obliterating Korean culture under the guidance of the organizations of the party and the Association for the Restoration of the Fatherland.
It explains in detail the wise leadership of the President who published the immortal work "The Tasks of Korean Communists," thus fully equipping the members of the KPRA and the Korean revolutionaries with a transparent stance of independence and faith of sure victory at a time when the revolution faced grave difficulties after many revolutionary organizations were destroyed by the Japanese imperialists in the wake of the "Hyesan Incident" fabricated by them in the autumn of 1937.
The book deals with the immortal feats the President performed by wisely organizing the efforts to train core forces for all-people resistance, develop different armed organizations into powerful ones for an armed uprising and the struggle to frustrate the Japanese imperialists' moves to escalate their continental war of aggression and save the 1st Corps of the Anti-Japanese Allied Forces of Northeast China from the siege of the enemy during its reckless expedition to Rehe.
Phyongwon Middle School Renamed Hero School
Pyongyang, October 22 (KCNA) - Phyongwon Middle School in Phyongwon County, South Phyongan Province, has been renamed Hero Phyongwon Middle School.
Emerging from among the graduates of the school were 13 heroes who rendered distinguished services at posts of national defense and in different fields of the national economy. They consist of one Twice Hero, seven Heroes of the Republic and five Labour Heroes.

Japanese Foreign Minister's Jargon Denounced
Pyongyang, October 22 (KCNA) -- Nobutaka Machimura showed up at several press conferences in less than half a month after his assumption of office as Japanese foreign minister, at which he stringed out the trash that "North Korea's honest response to the abduction issue is the prerequisite to the negotiation for the opening of normal diplomatic ties" and "economic sanctions should also be considered".
In this regard Minju Joson Friday in a signed commentary says:
Machimura let loose an ugly torrent of outbursts against the DPRK soon after his appointment as foreign minister. This left on us the strong impression that he is rather the mouthpiece for some right-wing hardliners of Japan who takes the lead in the hostile policy toward the DPRK than foreign minister.
His remarks are a plain violation of the DPRK-Japan Pyongyang Declaration.
The DPRK is compelled to note that his anti-DPRK remarks are not unrelated to the recent Japan trip of U.S. Deputy Secretary of State Armitage. The increasing crescendo of Machimura's provocative outpourings against the DPRK alludes that he was given a sharp fillip by his American master.
An inter-governmental working-level contact is expected between the DPRK and Japan in November. At this momentous juncture, Japan is dancing to the tune of others, while getting on the nerve of its partner in the contact.
Things would be more serious if the hostile intention against the DPRK revealed by Machimura's remarks represented the official stand of the Japanese government.
This would result in Japan itself forcing the DPRK to reconsider the matter.
The DPRK-Japan Pyongyang Declaration laid down the main principle in improving the bilateral relations. All the issues between the two countries can be solved along a smooth course when both the DPRK and Japan remain strictly true to the main principle and spirit of the declaration.
But the DPRK is seriously concerned over the possible turns and twists ahead of its relations with Japan in view of the faithless acts of Japan.
Abolition of NSL Demanded in S. Korea
Pyongyang, October 22 (KCNA) -- The People's Solidarity for the Repeal of the "National Security Law"(NSL) on October 16 reportedly called a press conference in front of the building of the Grand National Party of south Korea, an anachronistic group of the Cold War era opposing the abolition of the NSL, and demanded its dissolution.
The press release read out at the conference said the repeal of the NSL was already the trend of the times and the unanimous desire of all the Koreans aspiring after reconciliation, cooperation and reunification of the south and the north.
It demanded the GNP stop at once its foolish attempts to maintain and reinforce the NSL which has lived out its days.
Meanwhile, on October 18, the Reunification Solidarity for Implementing the June 15 South-North Joint Declaration and Peace on the Korean Peninsula issued a statement titled "We denounce the anachronistic plan to replenish the criminal law for the preservation of the NSL in it".
The Uri Party had waxed quite eloquent about the repeal of the NSL but, when the abrogation of the law actually came up, it is seeking to retain the articles running diametrically counter to the reconciliation of the south and the north, which are the poisonous articles of the evil law, under changed names, the statement said, adding:
No one can understand how it is possible to promote dialogue and reconciliation with the north, a party of dialogue, reunification and unity, designated as the "enemy."
The Uri Party should immediately retract the plan for replenishing the criminal law and totally scrap the NSL in response to the demand of the nation and the trend of the times.
DPRK to Continue to Implement Action Plan for Population and Development
Pyongyang, October 22 (KCNA) -- The DPRK government reiterates its support to the action plan adopted at the international meeting on population and development and will as always sincerely implement this plan for the promotion of well-being of the Korean people and the sustainable development of the country and closely cooperate with international organizations such as the United Nations Population Fund and the international community in this field.
A DPRK delegate said this in his speech made on October 14 when the item "Event marking the 10th anniversary of the adoption of the action plan for population and development" on the agenda of the 59th U.N. General Assembly was under discussion.
He went on:
The past decade was difficult years in the DPRK history. But its government has considered the work to implement the "Cairo action plan" as an important one related to the future development of the country and the promotion of the people's well-being and consistently pushed forward the work for population and development in conformity with the actual conditions of the country.
Under the wise leadership of Kim Jong Il the DPRK government laid it down as the supreme principle of state activity to steadily increase the wellbeing of the people and has directed deep attention and efforts to the work to promote the health of the people and achieve the qualitative growth of population.
Conditions of the country were hard due to consecutive years of natural disaster. But the DPRK has consistently enforced the Law on the Public Health, the Law on the Family, the Law on Sexual Equality and other laws and various policies such as compulsory free education system and free medical care system which were already adopted and effectuated to take care of the women and children at state and social expenses.
Through an effective operation of the section doctor system the DPRK government has systematically promoted the welfare of women such as health care for them and paid deep attention to the solution of major population issues including environmental protection, urbanization of population, family planning and aging.
During the decade, the DPRK government has taken an active part in international activities for the population and development as evidenced by its accession to the convention on eradication of all sorts of gender discrimination, while intensifying international and regional cooperation.
He expressed deep thanks to the executive director and staff members of the UNPF, different donor countries and non-governmental organizations for having rendered sincere assistance to the DPRK in health service.
Inaugural Ceremony Held in Kaesong
Kaesong, October 21 (KCNA) -- A ceremony was held here on October 21 to inaugurate the Office for Land Development in the Kaesong Industrial Zone.
Present there from the north side were Ju Tong Chan, director of the General Bureau for the Development of the Central Special Zone, and officials concerned and from the south side Kim Han Gil, chairman of the Construction and Transportation Committee of the south Korean National Assembly, Kim Jin Ho, president of the Land Co., Ltd., Sim Jae Won, vice-president of Hyundai Asan, and officials concerned with economy.
An inaugural address by Kim Jin Ho was followed by congratulatory speeches by Ju Tong Chan and a south side's representative.
Ju said that with the desire of south Korean industrialists including the late Jong Ju Yong in view after the publication of the June 15 North-South Joint Declaration, leader Kim Jong Il saw to it that an industrial zone was built in Kaesong which was the capital of Koryo, the first unified state of the Korean nation, and thus provided a symbol of national unity and a cornerstone of prosperity common to the nation. He called for letting 15 pilot factories start their operation by the end of the year and completing the first-phase development of the industrial zone as early as possible to bring hope and joy to the 70 million Koreans.
Kim Han Gil also spoke there.
Representatives of the north and the south cut down the tape inaugurating the office.
At the end of the ceremony, the participants looked round the inside of the office.
Foreign Ministry Spokesman on Issue of Resuming Six-Party Talks
Pyongyang, October 22 (KCNA) -- A spokesman for the DPRK Foreign Ministry Friday gave the following answer to the question put by KCNA as regards a series of stories spread by the United States recently about the issue of resuming the six-party talks:
On October 15 a spokesman for the U.S. State Department falsified the fact by claiming that the present deadlock is due to the DPRK's failure to respond to the six-party talks and clarified that its Secretary Powel would visit some participating countries to discuss the resumption of the talks.
It admits of no argument that the six-party talks for a peaceful solution to the nuclear issue could not be resumed because its groundwork was destroyed by the U.S. and south Korea's nuclear issue surfaced, etc.
Nevertheless, the U.S. is talking this or that about the issue of the resumption of the talks, paying no heed to the call of the DPRK for restoring that groundwork of the talks.
The denuclearization of the Korean Peninsula was proposed by the DPRK before any others as early as in the middle of the 1980s.
As for the six-party talks, they were proposed and translated into reality by the DPRK before any others to seek a negotiated solution to the nuclear issue. So the DPRK is responsible for the talks.
This being a hard fact, the U.S. foolishly tries to lay the blame for the delay in the resumption of the six-party talks at the DPRK's door, advertising the denuclearization of the Korean Peninsula was its invention.
The DPRK is approaching the six-party talks strictly in its interests. In other words, it will attend the talks if they prove helpful to it as it realized them to settle the nuclear issue.
For the DPRK to respond to the talks under the coercion and pressure from someone, though it is well aware that they are of no help to it, has nothing in common with its principled stand.
Participating countries should face up to the reality before peddling the issue of opening the next round of the talks.
The U.S. is becoming evermore undisguised in its hostile acts against the DPRK as evidenced by PSI exercises staged to blockade and stifle the DPRK and the signing of the "North Korean Human Rights Act" by its president. It has gone the lengths of foolishly working to bring up the nuclear issue for discussion at the UN Security Council.
It is clear to everybody that it is hard to open the talks now that the dialogue partner is totally denied and pressurized.
Peddling this issue despite this hard reality would only invite scoff of the world.
The U.S. oft-repeated call for the resumption of the talks would only glaringly prove that it is playing a piece of sleight of hand in the run-up to the presidential election.
If that is not the real intention of the U.S., the DPRK would like to ask the U.S. whether the groundwork of the talks has been restored as demanded by the DPRK, whether it is ready to drop its hostile policy towards Pyongyang and participate in making "reward for freeze," the first-phase measure of the proposal for a package solution based on the principle of simultaneous actions and discuss south Korea's nuclear issue before anything else with a view to denuclearizing the Korean Peninsula.
The U.S. would be well advised to stop busying itself to build up public opinion in a bid to cover up its evermore undisguised hostile acts against the DPRK and make good preparations to fully consider all its demands.
The resumption of the six-party talks depends on whether the U.S. is ready to fully consider the demands raised by the DPRK.
S. Korea Urged to Stand against U.S.
Pyongyang, October 22 (KCNA) -- In order to be free from the uneasiness and dread of terrorist attack, south Koreans should hold the United States accountable for being the root cause of terror and actual perpetrator of terrorism, force the U.S. troops to withdraw from south Korea and more resolutely wage the anti-U.S. campaign against war. A spokesman for the Committee for the Peaceful Reunification of the Fatherland asserts this in his answer to a question put by KCNA on Friday as regards the recent designation of south Korea as a target of terrorist attack by "Al Qaeda", an international terrorist organization.
He goes on:
South Korea is exposed to present threat of terror because its authorities dispatched troops to Iraq, yielding to the U.S. brigandish demand despite the strong opposition of the people.
There came recently a threatening message to the effect that unless the south Korean armed forces quit Iraq in 7 days Seoul will turn into a sea of fire. This has put all parts of south Korea in the danger of being reduced to pandemonium. It is entirely attributable to the U.S. that south Korea is exposed to the danger of terrorist attack, he stresses.

Pyongyang, 22 de octubre (ATCC) -- La Editorial de Ciencias y Enciclopedias de Corea acabo de dar a luz el tomo 7 de "Historia de lucha armada antijaponesa" (edicion ampliada).
El libro narra las inmortales hazanas que realizo el Presidente Kim Il Sung durante el tiempo historico de julio del 26 (1937) a noviembre del 27 (1938) de la Era Juche al dirigir sabiamente el Ejercito Revolucionario Popular de Corea (ERPC) y las organizaciones del partido y la revolucion y al producir un gran auge de la revolucion coreana en su conjunto con la lucha armada antijaponesa como nucleo.
Recopila los datos historicos de que en la reunion de directivos del grueso del ERPC efectuado en el campamento secreto del monte Paektu en julio del 26 (1937) de la Era Juche y la otra de cuadros militares y politicos del ERPC en Caoshuitan en agosto del mismo ano el Presidente presento las orientaciones estrategico-tacticas para intensificar mas la lucha armada antijaponesa frente a la situacion cambiada bruscamente y organizo y dirigio victoriosamente la operacion de perturbacion en la retaguardia enemiga.
