S. Korean Authorities Accused of Cracking Down upon Strike of Gov't Employees' Union

     Pyongyang, November 12 (KCNA) -- "National Assemblymen" group and executive members from the Democratic Workers' Party called a press conference at the building of the "National Assembly" on November 8 demanding the government guarantee the three rights of labour to the government employees, according to south Korean MBC. It is the abuse of power to brand the strike of the government employees' union as a crime and suppress it, they said, demanding the government stop its crackdown on the opinion poll on the general strike of the union and come out for dialogue.
    According to KBS, the "National Government Employees' Union" held a press conference on November 8, accusing the government of illegal suppression of the organization.
    The organization declared that it would conduct the opinion poll on the general strike as scheduled at any cost and in case the government blocks this it would simultaneously launch a widespread struggle including a protest rally in all areas.

Mongolian Paper Discloses U.S. Plan to Make Nuclear Strike at DPRK

     Pyongyang, November 12 (KCNA) -- A Mongolian paper carried an article titled "The U.S. intended to make a nuclear strike at the DPRK" on November 9. It said: The Washington Times recently obtained a secret document disclosing the fact that the U.S. intended to make a nuclear strike at the DPRK in 1998.
    U.S. bombers were making preparations for it in North Carolina according to the "Operation Plan 5027".
    A south Korean lawmaker said that the U.S. planned to make a nuclear air strike at the DPRK as early as in 1994.

Youth Sports Championships Held

     Pyongyang, November 12 (KCNA) -- Youth sports championships took place in Pyongyang, Sariwon, Hamhung, Wonsan and other cities. The participants competed in over 30 events including football, basketball, volleyball, table tennis and shooting.
    The football title for boys under 23 went to boys of the Rimyongsu Sports Group, those for boys and girls under 20 to boys of the Pyongyang City Sports Group and girls of the Amnokgang Sports Group and the title for boys under 17 went to boys of the Kigwancha Sports Group.
    Boys and girls of the April 25 Sports Group placed first in volleyball and handball matches, boys and girls of the Amnokgang Sports Group in the basketball event, boys and girls of the Pyongyang Railway Bureau Sports Group in roller hockey, boys and girls of the April 25 National Defence Sports Group in the shooting event and those of the South Hamgyong Provincial Sports Group in field and track.
    The titles for tennis (soft ball and regulation ball) went to boys of the Sports Group of the Han Tok Su Pyongyang University of Light Industry and the Kaesong City Sports Group, the table tennis titles to boys of the Amnokgang Sports Group and girls of the Paekmasan Sports Group. Boys of the Central Sports School and girls of the Sports Group of the Ministry of Fisheries came first in the water polo event.
    Meanwhile, a national all star football tournament was held at the Kim Il Sung Stadium from Nov. 1 to 9.
    Four boys teams and four girls teams selected from the national championships had league matches. The girls eleven of the April 25 Sports Group and the boys eleven of the Rimyongsu Sports Group each placed first in the tournament.

S. Korea's Desperate Anti-North Moves Assailed

     Pyongyang, November 12 (KCNA) -- Rodong Sinmun Friday in a signed article accuses the south Korean authorities of invariably seeking to stifle the north behind the scene of the inter-Korean dialogue and cooperation. The article says:
    It has been recently disclosed that the Ministry of Unification of south Korea worked out in top secrecy such emergency plans as Chungmu 3300 and Chungmu 9000 and has pushed forward them allegedly to cope with the "suddenly changed situation" in the north. This has sparked off a big furor.
    This can not but be a perfidy to the June 15 joint declaration and a disturbing development as it is shaking the inter-Korean relations to their very foundation.
    If the joint declaration which the north and the south committed themselves to implement is to bear rich fruits neither side should seek its selfish interest quite contrary to its spirit.
    The south Korean authorities have persistently pursued their anti-north secret plan dating back to the era of inter-Korean confrontation even after the publication of the June 15 joint declaration. This clearly proves that they have been waiting for the day their wild ambition will come true, more interested in the "collapse" of the north than in the implementation of the joint declaration for independent reunification.
    Socialism in the DPRK remains undeterred by any challenge of the imperialists as it is advancing under the great banner of Songun.
    The Korean nation sets store by the era of independent national reunification and is successfully meeting with the might of national unity every challenge of the anti-reunification forces to this era.
    All the Koreans at home and abroad will get reconciled and achieve unity to realize the desire for independent reunification without fail in the spirit of the June 15 North-South Joint Declaration.
    The south Korean authorities should face up to the reality and cancel the provocative anti-north emergency plans and make an apology to the entire nation for having hatched such sinister plots.

True Colors of Institute of Public Security Revealed in S. Korea

     Pyongyang, November 12 (KCNA) -- The true colors of the Institute of Public Security under the Police Office have been brought to light in south Korea to give rise to a spate of rage in the public circles. It had been the Home and Foreign Policy Institute under the anti-communist section of the then Public Security Headquarters by the time of the "Fifth Republic" dictatorship. In 1988, on the strength of the Act of the Founding of a Police College it turned into an institute attached to the college, changing only its name. Merging with the Institute of Security Problems of the Seoul Police Office in 1995, the institute was endowed with extended repressive functions.
    The Institute of Public Security has allotted more than 70 per cent of its business to the surveillance and assessment of mass organizations and individual figures and their documents out of its nine categories of duties including the study of leftist ideology, grasp of the status of left-wing forces and their problems and appraisal of cases of public security.
    All the activities of the institute from the composition of personnel to the performance of its duties have been kept in strict secrecy.
    But its whole picture was stripped bare by an anonymous letter to an assemblyman in October stating that "Jon Pyong Ryong, security police turned director of the institute, threatened and pressurized research officials to judge all kinds of appraised documents as leftist and pro-communist as far as possible" and through the inspection of administration by the 17th-term "National Assembly".
    The institute categorically defines as "enemy-benefiting" any publication, document and any other things with words about the abolition of "the National Security Law", reunification by federal formula and the withdrawal of the U.S. forces".
    It has been exposed this time that the institute has conducted indiscriminate investigation even into normal activities of progressive social organizations, individuals, lawful political parties and media and engaged itself in the fabrication of a wide range of fictitious cases.

Songun Policy Is Invincible Mode of Politics Embodying Revolutionary Comradeship

    Pyongyang, November 12 (KCNA) -- Songun politics of the Workers' Party of Korea is an invincible mode of politics combining armed forces with revolutionary comradeship, declares Rodong Sinmun in a signed article today. It goes on: The source of the might of a revolutionary army lies in political and ideological advantages and what is most important here is the unity of the armed forces based on revolutionary comradeship. The Korean revolution was pioneered and has been victoriously led forward by the might of the armed forces closely united in revolutionary comradeship.
    The combination of the armed forces with revolutionary comradeship is growing tighter and is displaying its invincible might in the revolution and construction thanks to the Songun politics of the WPK.
    The Korean People's Army firmly rallied around Kim Jong Il, supreme commander of the KPA, in revolutionary comradeship is struggling devotedly for defense and prosperity of the country and its commanders and fighters united in one body are carrying through the orders of the supreme commander with all devotion.
    The KPA is one body of common destiny sharing will and life and death with the headquarters of revolution. It is ruled not by simple relations of order and obedience but by the ties of love and sense of duty and it is overflowing with the resolution to lay down its life for the headquarters of revolution. This is entirely a shining fruition of the Songun politics of the WPK.
    No force on earth can match the might of the People's Army united in one body around the headquarters of revolution with death-defying resolution.
    Under the Songun politics of Kim Jong Il, the might of the People's Army will increase further still day by day, grow a hundred-fold.
    Korean-style socialism in which oneness of the army and the people in ideology and fighting morale has been definitely achieved will make a steadfast advance without vacillation in any raging storm.

     Pyongyang, November 12 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Wednesday sent a congratulatory message to Hamid Karzai upon his election as president of the Caretaker Islamic State of Afghanistan. The message wished him success in his work.

     Pyongyang, November 12 (KCNA) -- DPRK Foreign Minister Paek Nam Sun sent a message of greetings to Somogyi Ferenc upon his appointment as foreign minister of Hungary. In the belief that the friendly and cooperative ties between the two countries would develop on good terms in various fields, the message wished him success in the performance of his new duty.

Gift to Kim Jong Il from Ukrainian Minister of Justice

     Pyongyang, November 12 (KCNA) -- Leader Kim Jong Il was presented with a gift by the Ukrainian minister of Justice on a visit to the DPRK. It was handed to Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, by Alexandr Lavrinovich, minister of Justice of Ukraine, on Friday.

     Pyongyang, November 12 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, met and had a friendly conversation with a delegation of the Ukrainian Ministry of Justice led by its Minister Alexandr Lavrinovich at the Mansudae Assembly Hall Friday. The head of the delegation said that Ukraine and the DPRK have developed the cooperative relations in various fields, expressing hope that the bilateral friendly and cooperative ties would grow stronger in the future.
    Present there were Yun Myong Guk, first deputy chief justice of the Central Court of the DPRK, and officials concerned.

Root-Dry Preventive Made in DPRK

     Pyongyang, November 12 (KCNA) -- An institute under the Academy of Agricultural Science of the Democratic People's Republic of Korea has developed a new root-dry preventive. Its test application for years shows that the rooting rate of the saplings treated with it is 20-30 percent higher than that of the non-treated. And the preventive promotes early rooting of saplings and prevents them from damage by blight and harmful insects.
    The powdered preventive consists of 12 percent of mucopolysaccharide with six kinds of monosaccharide, 33 percent of crude protein and various microelements.
    Two kilograms of the preventive are enough to treat 450,000 larch saplings.
    The preventive, whose production cost is low, is easy to make. It can be applied to grain and vegetable seeds, too.

Many Dwelling Houses Built in DPRK

     Pyongyang, November 12 (KCNA) -- A large number of dwelling houses have been built this year for workers, farmers and office employees in different parts of the Democratic People's Republic of Korea including Manpho City of Jagang Province, Migok-ri of Sariwon City and Yonsan County of North Hwanghae Province and Jukchon-ri, Pyoksong County of South Hwanghae Province. Each flat has living and bed rooms, a large vestibule, kitchen, bathroom and store. Each house for farmers has a garden plot, animal pen, methane gas tank and small greenhouse as well as an indoor store.
    Over the last two years, dwellings for several thousand households have been constructed in towns and villages in Yodok County, South Hamgyong Province, and Anak and Paechon Counties, South Hwanghae Province.
    The newly built houses in county seats are two-storied buildings and those in rural communities are single-storied buildings, each for one family. In recent years tens of thousands of dwelling houses have been built in the country to form new residential quarters and streets and villages facelifted.

Treaty Signed between DPRK and Ukraine

     Pyongyang, November 12 (KCNA) -- A treaty on the extradition of criminals between the DPRK and Ukraine was signed at the Mansudae Assembly Hall on Friday. It was signed by Chief Justice of the Central Court of the DPRK Kim Pyong Ryul on behalf of the DPRK side and Minister of Justice of Ukraine Alexandr Lavrinovich on behalf of the Ukrainian side.

    El Ejercito Popular de Corea, unido firmemente por la camaraderia revolucionaria en torno al Comandante Supremo Kim Jong Il, hace esfuerzos abnegados por la defensa de la patria y la prosperidad del pais y los oficiales y soldados unidos con una sola idea y voluntad materializan a ultranza las ordenes del Comandante Supremo.
