Pyongyang, November 17 (KCNA) -- Talks were held at the Mansudae Assembly Hall on Nov. 16 between Paek Nam Sun, foreign minister of the DPRK, and President of the UN General Assembly Jean Ping, minister of State and concurrently minister of Foreign Affairs, Cooperation and Francophone of Gabon.
Both sides exchanged views on a series of matters of mutual concern.
On the same day Jean Ping paid a courtesy call on Paek Nam Sun and the DPRK government hosted a reception for the president and his party at the Mansudae Assembly Hall.
The president and his party arrived here on Nov. 16.
National Rally of Farmers Held in S. Korea
Pyongyang, November 17 (KCNA) -- A national rally of farmers for 2004 was reportedly held in the plaza of Seoul Railway Station on Nov. 13 under the sponsorship of the National Farmers' Solidarity.
It was attended by at least 15,000 farmers who went there from different parts of south Korea in protest against the government policy for opening the rice market.
Among those present there were representatives of the South Headquarters of the National Alliance for the Country's Reunification and other civic and public organizations and "national assemblymen" from the Democratic Workers' Party of south Korea and its executive members and representatives of an international farmers' organization.
The speakers at the rally demanded the government stop at once opening the rice market against the desire of the south Korean people and resolved to carry on their struggle till their demand has been met.
Read out at the rally was a ten-point demand including their actions against the U.S. and their stand on the present agricultural policy for sacrificing agriculture, a resolution and an appeal to the south Korean people.
Noting that the living conditions of the farmers who are in charge of the production of food for the people are deteriorating due to the government's opening of the rice market at a time when they are leaving countryside owing to the snowballing debt levied upon farmhouses, the appeal called on the south Korean people to join in the struggle to check the rice market opening.
At the end of the rally its participants staged a demonstration before the building of the municipal office.
That day the public security authorities ran riot to suppress demonstrators after deploying riot police and over 30 buses around the venue of the rally allegedly to cope with the disturbance.
In the meantime, the demonstration that day touched off a simultaneous tent sit-in strike of farmers in at least 1,000 cities, counties and sub-counties including Seoul.
2004 National People's Rally in Seoul
Pyongyang, November 17 (KCNA) -- The 2004 National People's Rally for the abolition of the "National Security Law", the anti-U.S. struggle and vital rights was reportedly held at the Seoul city office plaza on November 13 under the sponsorship of the "National People's Solidarity".
Attending the rally were workers, peasants and poor people affiliated with the (south) Korean Confederation of Trade Unions, the National Federation of the Poor and the National Peasants' Solidarity and youth and students, more than 25,000 in all.
Speeches were made at the rally.
Kwon Yong Gil, assemblyman from the Democratic Workers' Party, stressed the justness of the repeal of the NSL, saying this evil law of the old era must be thrown into a museum.
Ri Su Ho, chairman of the KCTU, declared that his organization was opposed to the evil law that reduces all the workers to part-time workers and the free trade agreement and that it was going on a general strike to join the public servants trade union. He called upon all the people to respond to the struggle of workers.
A resolution read out at the rally said it was the most rigorous trial today that the United States is keeping the land of south Korea under its militarily occupation and practically controlling the south Korean economy.
Made public at the rally was a ten-point demand for independence, democracy and vital rights such as the repeal of the NSL, opposition to troop dispatch and rice market opening, nullification of the negotiation on the transfer of the U.S. military base from Ryongsan and probe into the history.
After the rally the participants started a march toward Chongwadae.
A fierce fight took place between the protesters and the police, which left many people wounded.
S. Korean Trade Union Declares Projected General Strike
Pyongyang, November 17 (KCNA) -- Ri Su Ho, chairman of the (south) Korean Confederation of Trade Unions, at the 2004 national meeting of workers to carry forward the spirit of martyr Jon Thae Il which was sponsored by the KCTU in Seoul on November 14, declared that the trade union members would go on a general strike on November 26 for the realization of a reform, demanding the complete abolition of the "National Security Law", non-extension of the stay of troops in Iraq, renegotiation on the expenses in the transfer of the U.S. military base and check of its transfer to Phyongthaek, according to a press report.
The meeting drew more than 70,000 workers.
Kim Yong Gil, chairman of the National Trade Union of Public Servants, announced that his organization would also launch an all-out strike on November 15 in order to liquidate social irregularities and corruption and achieve the public servants' three rights of labour.
Solidarity speeches were made at the meeting.
Jong Kwang Hun, permanent representative of the National People's Solidarity, said there was the U.S., a criminal group, behind the government' scheme for a free trade agreement and rice market opening and that workers, peasants and the poor should fight with united strength.
Kim Hye Gyong, representative of the Democratic Workers' Party, said the present government was an anti-democratic, anti-worker government as it is seeking a retrogressive revision of the labour law on part-time work, crackdown on the trade union of public servants and rice market opening.
Ri Yong Duk, chairman of the Federation of (south) Korean Trade Unions, declared his organization would take a joint action with the KCTU for a solution to social problems.
Earlier, in the evening of November 13, at least 15,000 workers held an eve at Dongguk University and on November 14 trade unions under the KCTU held vowing rallies at different places of Seoul.

With a plottage of five hectares and a total floor space of over 40,000 square meters, the conservatoire will be equipped with all the best conditions for the training of artistic talents such as the main building, a special course building, a music hall, a dormitory, and service facilities.
The 9-storied main building and the 7-storied special course building with architectural beauty of unique style will have 200-, 70-, and 60-seat auditoriums and classrooms, special course lecture and training rooms, individual training rooms, rhythmic movement training rooms and other rooms totalling several hundreds which will be provided with sound proof devices suited to acoustic features of different faculties as well as electronic reading rooms and a room for introducing the history of the conservatoire.
The music hall will have a 800-seat modern theatre, a combined training room, make-up rooms, preparatory rooms, a data room, a music recording room and other rooms, where students can cultivate their artistic skill to their heart's content.
Leader Kim Jong Il initiated the construction of the new conservatoire building and chose its lot and examined its designs. And he indicated concrete orientation and ways for carrying out the project on the highest level in quality and sent a group of competent builders.
The soldier-builders of the Korean People's Security Forces in charge of the construction of the conservatoire have been fully displaying the might of the revolutionary army since the ground-breaking in March.
Protest against Anti-Chongryon Campaign in S. Korea
Tokyo, November 15 (KNS-KCNA) -- South Korean organizations called "Alliance for Peaceful Reunification" and " Supra-religious and Supra-state Alliance for Global Peace" recently set float the rumor that delegates of the General Association of Korean Residents in Japan (Chongryon) attended "a meeting of leaders of the Korean nation for peaceful reunification" held with the "support" of south Korean Ministry of Unification , at which they established "cross sister ties" and adopted "a joint declaration" with delegates of the South Korean Residents Association in Japan and other organizations.
The Central Headquarters of Chongryon released a protest refuting it on Nov. 12.
It says Chongryon had neither heard about such organizations nor associated with what was called "meeting of leaders of the Korean nation for peaceful reunification", not to speak of sending its delegate to it.
The protest goes on:
The south Korean Ministry of Unification is said to have supported the meeting and its minister sent a "congratulatory message" to it. This is a very grave act of taking a hand in the smear campaign against Chongryon and it is an intolerable act quite contrary to the spirit of the June 15 North-South Joint Declaration.
And the report about this fiction by KBS can never go unnoticed as it was a drama full of lies.
Chongryon and compatriots in Japan, with towering rage, vehemently protest against such anti-Chongryon campaign of the afore-said south Korean organizations, the Ministry of Unification and KBS.
KCNA Assails GNP's Moves to Grab Power
Pyongyang, November 17 (KCNA) -- An acute political confrontation persists between the ruling and opposition parties and between progressive and conservative forces in south Korea over bills on various reforms including such issues as the probe into the history and the abolition of the "National Security Law".
The ultra-right conservative forces within the Grand National Party keep going against the desire of the popular masses for the democratization and progress of the society. They are swimming against the trend of the times by attacking progressive and pro-reform forces over the issue of abolishing the NSL.
The NSL has in fact lost any justification to remain in force any longer in south Korea as it designates fellow countrymen in the north as its enemy and incriminates any visit, contact and dialogue with them.
There can be no visit, contact, reconciliation and cooperation between the north and the south in the true sense of the word nor the implementation of the June 15 North-South Joint Declaration is possible as long as the NSL remains in force in south Korea.
However, floor leader of the GNP Kim Tok Ryong and national assemblymen from the same party Kim Yong Gap and a few other anti-reunification elements keen on inciting confrontation are dead-set against the repeal of the NSL, considering it as supreme. They went the lengths of crying that they would quit the National Assembly membership and opt for the struggle to defend the NSL if the law is repealed.
It was none other than the ultra-right conservative forces of the GNP who have fanned up confrontation with their fellow countrymen in the north, complaining that the present "government" is pursuing a flexible and positive policy toward the north and describing national cooperation as an illusion.
After the defeat of the corrupt conservative forces in the last general election new progressive forces emerged in south Korea calling for reforms.
However, the 17th-term National Assembly has wasted time due to conflicts and scramble between the ruling and opposition parties since its very start quite contrary to the expectation of the people. The ultra-right conservative forces in the GNP are accountable for this.
The GNP is seeking to attain its criminal purpose to use the row over the revision of the NSL for taking the initiative in addressing the political situation.
The ultra-right conservative forces of the GNP have so far desperately opposed the abolition of the law, staking their lot on its preservation.
They are now talking about its revision in a bid to keep the evil law in force at any cost and prevent the traitorous party from its collapse.
The desperate moves of the GNP and other ultra-right conservative forces are, in the long run, aimed to scuttle the reform in south Korea and grab power.
The GNP coteries are bound to be condemned for their treacherous acts of going against the trend of the times as they have not yet gotten rid of their old bad habit of satisfying their greed for power.
It is impossible to expect neither genuine reform nor any progress in the inter-Korean relations so much desired by the south Koreans unless such conservative and reactionary group as the GNP is eliminated from south Korea.
Fabrication of "Ulsa Five-point Treaty" Can Never Be Covered Up
Pyongyang, November 17 (KCNA) -- Rodong Sinmun Wednesday comes out with an article upon the lapse of 99 years since the Japanese imperialists cooked up the aggressive "Ulsa Five-point Treaty". Branding it as an illegal and invalid treaty which was fabricated and unilaterally announced by the Japanese imperialists in wanton violation of the requirements and principle of the international law, the author of the article says:
The original text of the "treaty" was written by the Japanese imperialists and force was used in making Korean ministers consent to it, the approval of it by the ministers was falsehood, affixing the seal on it was robber-like and its promulgation was unilateral. Therefore, the "treaty" was not a treaty, which could never be regarded as a pact in view of the provisions of the international law. It was nothing but a mere sheet of paper which had no binding force.
The Japanese samurai broke into the royal palace of other country, a sovereign state, and behaved like tyrants, barked orders and threatened ministers with death. This gangsterism was a robber's act of rigging up an "international treaty" surpassing imagination.
The Japanese imperialists did not shrink from stealing the seal of the foreign minister of the feudal government of the Ri Dynasty and affixing it on the "treaty" in an effort to give the semblance of legality to it. This was a mean act beyond common knowledge and diplomatic usage.
The "treaty" was an illegal false document devoid even of the form of a treaty. It was not a document of international law. It did not have even its title, lacked the signature of the king and sealing of the state, important procedures of its effectuation, and the credentials of the representative.
The Japanese imperialists could not get the signature of King Ko Jong, the supreme representative of the state, and the sealing of the state on it, as the feudal government and King Ko Jong persistently opposed it. King Ko Jong categorically rejected the impudent demand of Hirobumi Ito that the full power be given to the foreign minister to immediately sign the "treaty."
Thus, the Japanese imperialists could not get the signature of the king and the sealing of the state.
On the strength of this sheet of paper, the Japanese imperialists imposed a colonial occupation rule over Korea for over 40 years and inflicted immeasurable misfortunes, sufferings, and mental and material losses upon the Korean people.
The times and century have changed, but the Korean people have not forgotten even a moment the past crimes of the Japanese imperialists.
The Korean people will not fail to force them to pay for their past crimes.
DPRK Not to Remain Passive Onlooker to U.S. Moves for Nuclear War
Pyongyang, November 17 (KCNA) -- The United States is under fire by Rodong Sinmun Wednesday for having staged exercises of dropping sham nuclear warheads in top secrecy after working out a scenario to use 30 nuclear bombs in case of an "emergency" on the Korean Peninsula.
Lurking behind the U.S. imperialists' criminal moves to chill the growing desire of the Korean nation for independent reunification and bring the dark clouds of a nuclear war to hang over it is their wild ambition to realize their domination and hegemony, its signed article notes, and goes on: The U.S. is becoming evermore undisguised in the pursuance of its hostile policy towards the DPRK and in its moves to lay an international siege to it by peddling all sorts of fictions such as the "nuclear issue", "human rights issue" and "missile issue." All this is nothing but a revelation of its design to block the reunification of the Korean nation and dominate the whole of Korea.
The U.S. is frantically pushing forward its nuclear war scenario to throw the Korean nation into a nuclear war disaster, bringing the dark clouds of a nuclear war to gather over the Korean Peninsula.
The U.S. has doggedly opposed the DPRK-U.S. bilateral negotiations, shunning any offer to build a peace-keeping mechanism on the peninsula, and unilaterally insisted that the DPRK scrap its nuclear program first, evading its responsibility and commitment to settle the nuclear issue. All this is aimed to lay an international siege to the DPRK under the pretext of the "nuclear issue" and unleash a nuclear war against it in the long-run.
The DPRK has increased its national defense capability and built a powerful nuclear deterrent force as it has been exposed to the constant nuclear threat posed by the U.S. No one can find fault with this as it is an exercise of its legitimate right to self-defense to protect the country and its people.
Absolutely intolerable are the U.S. imperialists' anti-reunification and anti-DPRK moves going against the desire of the nation and the trend of the times.
The DPRK has the unbreakable unity in mind more powerful than any nuclear weapon and tremendous self-defense power strong enough to meet any challenge of the U.S. imperialists. The Korean people will never remain a passive onlooker to the U.S. imperialists' moves for a nuclear war against the DPRK.
S. Korean Ultra-right Conservative Forces' Anti-North Moves under Fire
Pyongyang, November 17 (KCNA) -- We can never pardon the ultra-right conservative forces including the Grand National Party of south Korea for desperately inciting confrontation with the north and going frantic in their moves against reforms, citing it as a pretext, says Minju Joson Wednesday in a signed commentary.
The GNP and other ultra-right conservative forces in south Korea have left no means untried to prevent the passage of the bill on four reforms through the National Assembly, i.e. the repeal of the National Security Law, the settlement of the past crimes and media reform, etc., the commentary says, and goes on:
What should not be overlooked is that the GNP cited the north as a pretext for justifying its moves against the reforms.
The U.S. is behind the south Korean ultra-right conservative forces' desperate anti-north and anti-reform moves.
It goes without saying that through these campaigns they seek to scuttle the reform citing the north as a pretext and, furthermore, grab power.
It is self-evident that if they are allowed to go on supporting the U.S. hostile policy toward the DPRK, they will totally head off the implementation of the June 15 north-south joint declaration and bring the inter-Korean relations back to those in the period of confrontation and consequently a war will break out on the Korean Peninsula. The above-said moves stepped up by the ultra-right conservative forces to grab power, backed by foreign forces, are fraught with such great danger.

- Mural Tomb Newly Discovered in DPRK
Pyongyang, November 17 (KCNA) -- A mural tomb belonging to the period of Palhae (698-926), the first of its kind in Korea, was newly excavated in Kumsong-ri, Hwadae County, North Hamgyong Province.
Palhae was a state built by nomadic people of Koguryo (B.C. 277-A.D. 668) within the territory of the old Koguryo. It had a vast land extending from Liaohe, the River Amur area and the Maritime region of Russia to the area south of the River Taedong.
Many relics have already been unearthed in the place where the mural tomb was discovered. Among them are Kumsong-ri Tomb No. 1 (a stone chamber tomb mounded with earth), mountain and earthen castles, 24 stone relics, temple and tower sites that belong to the Palhae period. There is also a 300,000-year-old human fossil called "Hwadae man", a Paleolithic man.
The newly-found mural tomb was mounded with earth. It has a corridor and a stone chamber.
The entrance to the chamber from the corridor was found blocked by a large flat rock. Also found in the centre of the chamber was a coffin pedestal with two sets of human bones, believed to be a couple's, on it.
The mural paintings are figure and genre paintings.
Discovered in the tomb were several dozen pieces of relics such as gilded bronze plate patterned with lotus, bronze rings and edge decorations of a chest, tack-shaped bronze nails and an ink slab, pieces of earthenware, iron nails for the coffin and writing brush.
The round ink slab is one of typical relics belonging to Palhae. It is just the same with the ink slabs found in Sanggyongryongchonbu, the capital of Palhae.
Jang Hyon Ho, a researcher of the Archaeological Institute of the Academy of Social Sciences, told KCNA that the mural tomb shows well the cultural development and originality of Palhae, a prosperous and sovereign state in the Middle Ages of Korea, and that it will draw great attention of the world historical and archaeological circles.
Winter Sports Centre near Completion
Pyongyang, November 17 (KCNA) -- A sports village, the nation's leading winter sports centre, has appeared in the area of Mt. Paektu, a holy mountain of the revolution.
The village covering a total area of 248,000 square meters lies on a vast plateau of Pegae Peak 1,621 meters above the sea level in Samjiyon County, Ryanggang Province.
This area is good for winter sports as it has long snowy winter, fresh air, clear water and a dense forest.
When completed to meet the requirements of the new century, the sports village will be good enough to host international winter sports games.
It looks like a satellite city as it has four large buildings of peculiar and elegant architectural style and at least 20 annexes and many other facilities.
A training complex covering 1,040 square meters looks like a skater's cap.
There is before the complex a 400 m speed skating track with 1,000 tiered stone seats for spectators around it. A round roofed indoor ice hockey stadium 60 m in length has a floor space of 3,743 square meters. Lodging quarters for players look like rest homes. Those for national sports teams can accommodate hundreds of players and those for provincial sports teams more than a thousand players.
An extracurricular sports school for schoolchildren, a teashop reminiscent of an observatory building, etc. have already appeared there.
Hundreds of meters-long skiing courses stretch along a sharp slope from the foot of the Pegae Peak to its summit. 5 km-long skiing courses are also seen extending across the forest around the peak. In the mid-slope north of the peak there are a 90 m-long jumping ground and 2.4 km-long skiing courses for visitors and tourists on its left side.
Ski-lift service is available along the 800 meter slope from the foot to the top of the peak. It is capable of carrying hundreds of players, visitors and tourists an hour.
The construction of the sports village which was started by volunteer teams of Party information workers from across the country on June 21, Juche 91 (2002) is progressing at its final stage.
Lodging quarters have already been occupied by sportspersons from various parts of the country.
