U.S. Urged to Drop Its Policy for Stifling DPRK with Nukes

    Pyongyang, November 21 (KCNA) -- The United States has not only kept nuclear weapons in south Korea since it announced the withdrawal of all of them from there during the office of Senior Bush but worked out a nuclear war scenario against the DPRK in top secrecy and has regularly staged drills for dropping nuclear bombs. This is a crucial issue that can never be overlooked. Rodong Sinmun Sunday says this in a signed article. It goes on:
    The DPRK government has regarded it as an important issue related to the existence of the nation to remove the U.S. nuclear threat to the DPRK and has not stopped the struggle to make the Korean Peninsula nuclear-free, an anti-nuke struggle, even a moment.
    The U.S. claimed to have withdrawn all the nuclear weapons from south Korea but, in actuality, bolstered its nuclear arsenal there both in quantity and quality.
    The Bush group blustered that it must not merely wait for the DPRK to collapse as its preceding government did but accelerate its fall by all means including nuclear weapons. It was to serve such criminal purpose that it recently adopted the "North Korean Human Rights Act" as a national policy to "bring down the system" in the DPRK.
    The U.S., the largest nuclear weapons state, nullified the DPRK-U.S. joint statement and the DPRK-U.S. Agreed Framework and adopted it as a national policy to mount a preemptive nuclear attack on the DPRK contrary to the basic spirit of the NPT, pushing the processes to settle the nuclear issue on the Korean Peninsula and denuclearize it to a stalemate.
    The U.S. is talking about a "peaceful settlement of the nuclear issue" after working out even a plan to use nuclear weapons in the event of contingency on the peninsula. This is nothing but sheer nonsense and lie.
    The reality today helps the Korean people keenly realize what just steps the DPRK took to build a deterrent force strong enough to cope with the U.S. moves for a nuclear war in order to protect the destiny and security of the country and the nation.
    The DPRK is bolstering its powerful self-defensive capacity to wipe out aggressors at one blow by countering the U.S. aerial strike with an aerial strike and its ground strategy with a ground strategy. This is an exercise of the inviolable legitimate right to self-defence with which no one can take issue.
    The DPRK will make sustained efforts to beef up its self-defensive deterrent force as long as the U.S. persists in its attempt to stifle the DPRK with nuclear weapons.
    The U.S. would be well advised to clearly understand the principled stand of the DPRK and its viewpoint on war and drop its reckless policy to stifle the DPRK with nukes.


Russian Official Interviewed

    Pyongyang, November 21 (KCNA) -- Aleksandr Gorzeyev, deputy governor of the Amur Regional Administration who visited the DPRK at the head of the forestry delegation of Russia, was interviewed by KCNA on Nov. 19. Referring to the delegation's visit to the Kumsusan Memorial Palace where President Kim Il Sung lies in state, he said:
    The President was the great leader of the people who devoted his whole life to the struggle for the liberation and prosperity of Korea and the happiness of its people.
    The Korean people's veneration for him is boundless.
    The Korean people profoundly respect and trust leader Kim Jong Il and vigorously struggle, united close around him.
    Noting that during his stay he was deeply impressed by the indomitable fighting spirit of the Korean people, he stressed: I came to know well the reality of Korea is quiet different from what the Western media have reported.
    The DPRK is politically very stable and everybody in the country is working and living with optimism about future, having complete political rights.
    The ties of friendship and cooperation between the two countries have a long history, he noted, adding that the bilateral friendly relations have grown stronger since President Putin's visit to the DPRK and Kim Jong Il's visit to the Russian Federation.


Anti-U.S. Rally Held in S. Korea

    Pyongyang, November 21 (KCNA) -- The 62nd anti-U.S. solidarity rally was reportedly held in Seoul on November 16 under the co-sponsorship of eight organizations, including the People for Achieving Peace and Reunification, the Solidarity for Implementing the South-North Joint Declaration, the south Korean Confederation of Trade Unions and the Headquarters of the People's Movement for the Withdrawal of the U.S. Forces. Noting that recently the people's anti-Americanism grew stronger, speakers at the rally said it is the way of leading a worthy life in the era after the publication of the June 15 joint declaration to wage a do-or-die struggle against the United States.
    They called on all people to turn out in the struggle for the abrogation of the south Korea-U.S. "mutual defence treaty" and, at the same time, conduct a widespread movement for the withdrawal of the U.S. forces.
    A letter of protest to U.S. President Bush was read out at the rally.
    At the end of the rally, its participants conveyed the letter to the U.S. embassy.


Greetings to Lebanese President

    Pyongyang, November 21 (KCNA) -- President of the Presidium of the Supreme People's Assembly of the DPRK Kim Yong Nam Sunday sent a message of greetings to Emile Lahoud, president of Lebanon, on the occasion of the 61st anniversary of its independence. The message wholeheartedly wished the president and people of Lebanon greater success in their work for the sovereignty and prosperity of the country.


U.S. Moves to Block Inter-Korean Cooperation under Fire

    Pyongyang, November 21 (KCNA) -- Some days ago the United States announced that it would send members of the U.S. side to the Military Armistice Commission (MAC) to the Demilitarized Zone (DMZ) in the joint security area (JSA) in Panmunjom till next month. According to it, at least 20 persons concerned including the secretary general of the U.S. side to the MAC would be transferred from the U.S. military base in Ryongsan to be permanently stationed in the "duty officers' room" and the barracks around it in the JSA to perform the duty of "approving" and "permitting" the passage of personnel and materials from the south side through the DMZ. The U.S. is advertising this action as a step to "give effective help in south-north cooperation" including the construction of the Kaesong Industrial Zone (KIZ).
    Commenting on this, Minju Joson Sunday terms this a crafty scheme to interfere in the north-south cooperation under the pretext of "assistance".
    Inter-Korean cooperation is a nationwide work to achieve the common prosperity of the nation by the concerted efforts of the north and the south and, therefore, the U.S. has neither justification nor right to interfere in this undertaking, the commentary says, and goes on:
    It is due to the U.S. moves that inter-Korean cooperation including the construction of the KIZ has undergone turns and twists and it is clear that had the U.S. not interfered in this work and obstructed it, it would have made even greater progress.
    If the U.S. is truly interested in the inter-Korean economic cooperation, it should apologize for its obstructions.
    The recent step taken by the U.S. goes to prove that its transfer of the guard duty in the JSA in Panmunjom to the south Korean army was nothing but a red herring.
    The above-said action taken by the U.S. after having hindered the inter-Korean economic cooperation by hook or by crook is aimed to hamstring the implementation of the June 15 joint declaration, block any process to improve the inter-Korean relations and keep south Korea under its domination.
    The U.S. must stop at once its base obstructions to the inter-Korean cooperation.


Greetings to Lebanese Prime Minister

    Pyongyang, November 21 (KCNA) -- Premier of the DPRK Cabinet Pak Pong Ju sent a message of greetings to Omar Karami, prime minister of Lebanon, on the occasion of the 61st anniversary of its independence. The message sincerely wished the prime minister and the people of Lebanon greater success in their work for the stability and prosperity of the country.


Kim Jong Il Inspects KPA Unit

    Pyongyang, November 20 (KCNA) -- Supreme Commander of the Korean People's Army (KPA) Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the National Defence Commission of the DPRK, inspected KPA transport unit 1266. After receiving the salute, he learned in detail about the unit's performance of duty and the maintenance of the technical equipment, going round a military lecture room, garage and repair shop.
    He highly appreciated the successes achieved by all the drivers of the unit in the last period, saying it is very gratifying that they have not only taken good care of their trucks, revolutionary weapons, like the apple of their eyes but ensured an accident-free running by building a solid repairing base and steadily improving the driving skill.
    He set forth the tasks before the unit, noting that the drivers of the KPA should always act as required by the military regulations and norm and should be a model in voluntarily observing the traffic rules and morality.
    He took deep care of the service and living of the servicemen, looking round an education room, a bedroom, a mess hall, a kitchen, washroom and other places.
    He praised the unit for having built modern entertainment and logistic facilities and brought about a collective innovation in improving the standard of the servicepersons' material and cultural life.
    He appreciated the unit's style of economic life, greatly satisfied to learn that the unit is fully prepared for wintering and reaped a good harvest in sideline farming.
    Noting that it is important to process well a sufficient quantity of subsidiary of various kinds to the taste of soldiers and do sideline farming on a large scale next year on the basis of this year's experience, he indicated ways to do so.

Seminar on Juche Idea Held in India

    Pyongyang, November 20 (KCNA) -- A seminar on leader Kim Jong Il's famous work "On the Juche Idea" was held by the Indian Youth Group for the Study of Works of Comrade Kim Il Sung on Nov. 14. Balzor Singh Chauhan, chairman of the group, in the seminar referred to the main contents of the work and said that the Juche idea, man-centered world outlook, is an immortal doctrine recognized as a guiding idea which indicated the road to mankind in the last century and will do so in the 21st century, too.
    The DPRK established Juche in building socialism and has vigorously advanced along the road of development its own way because it has firmly adhered to the Juche idea in the revolution and construction, he added.
    Kim Jong Il set out the new Songun philosophy that the army precisely means the party, state and people and the Songun principle that the popular masses' cause of independence can successfully advance and triumph only thanks to the core and leading role of the revolutionary army, he noted, and continued:
    It is thanks to the Songun idea and politics that the DPRK has defended socialism from the reckless offensive of the imperialist allied forces to stifle it and the Korean people are replete with the optimism and will to build a great prosperous powerful socialist nation without fail.


Solidarity Meeting Held in Athens Supporting Korean People's Struggle

    Pyongyang, November 20 (KCNA) -- A solidarity meeting took place in Athens on Oct. 31 in support of the Korean working people's struggle for the building of a great prosperous powerful nation and the reunification of the country. The general secretary of the National Committee of the Centre of the Cuban Workers, the chairman of the General Labor Federation of Vietnam and the chairman of the General Federation of Labor Unions of Syria who are vice-presidents of the World Federation of Trade Unions (WFTU) in their speeches at the meeting bitterly denounced the U.S. imperialists for becoming more desperate in their moves to isolate and stifle socialist Korea under the pretext of the nuclear issue and start a nuclear war against it.
    They expressed full support and solidarity with the Korean people's just cause of vigorous struggle to build a great prosperous powerful socialist nation and reunify the country independently and peacefully, decisively shattering all sorts of machinations of the U.S. imperialists and the imperialist allied forces under the great Songun leadership of Kim Jong Il.
    Present there were George Mavrikos, vice-president of the WFTU and coordinator of its European Office, and members of the Secretariat of the front and at least 4,000 workers.
    Present at the meeting on invitation were President of the WFTU and Secretary General of the All-India Trade Union Congress K.L. Mahendra, vice-presidents of the WFTU, General Secretary Aleksandr Zharikov and deputy general secretaries of the WFTU, general secretaries of international industrial unions and chiefs of their regional offices and the delegation of the General Federation of Trade Unions of Korea led by Vice-Chairman of its Central Committee Kim Yong Do who attended the 17th meeting of the WFTU Presidential Council.


U.S. "North Korean Human Rights Act" under Fire

    Pyongyang, November 20 (KCNA) -- The International Liaison Committee for Reunification and Peace in Korea on Nov. 12 posted on its Internet homepage an article disclosing the falsity and aggressive nature of the "North Korean Human Rights Act" cooked up by the U.S. imperialists. The article described the U.S. adoption of this act as a criminal act of violating the sovereignty of the DPRK. This proves that the U.S. is deliberately straining the situation on the Korean peninsula and its preparations for a preemptive attack on socialist Korea have entered a final stage, it added, and continued:
    The act was worked out on the basis of information the anti-DPRK plot-breeding bodies under the patronage of the U.S. Departments of State and Defense and others gathered from pro-U.S. organizations and those serving the U.S. in south Korea and other parts of the world on a payment basis.
    The U.S. is hyping what it called "north Korean human rights issue", but such propaganda is no more than a sheer lie.
    The article called on the world progressive people to rebuff such provocative act aimed to spark new confrontation and conflict in Korea, demand the immediate withdrawal of the U.S. forces from south Korea and conduct a widespread movement in support of the independent and peaceful reunification of Korea.


KCNA Urges U.S. to Drop Its Double Standards

    Pyongyang, November 20 (KCNA) -- The continued disclosure of nuclear-related secret experiments in south Korea since September has aroused great apprehension among the international community. According to information available, south Korea has pursued a nuclear development program for the past more than two decades. As a result, it has now basic elements and an integral system for nuclear weaponization such as the extraction of nuclear substance, manufacture of nuclear warheads, possession of nuclear warhead delivery means and pursuance of preparations for a nuclear war.
    This indicates that south Korea's nuclear issue has become a stark fact beyond suspicion, posing a grave threat to the peace on the Korean Peninsula and regional stability.
    Every secret nuclear experiment was conducted in south Korea according to the nuclear weapons program pushed forward by its authorities at the tacit connivance of the U.S. and under its patronage.
    The U.S. has not only rendered political support to south Korea in its nuclear weapons development but has given material, technical and manpower help to it. In fact, south Korea's production of nuclear substance and manufacture of nuclear weapons would be unthinkable without U.S. technical aid and provision of equipment.
    No sooner had south Korea's secret nuclear-related experiments been disclosed than the U.S. formally clarified the stand of its government that the case is not an "issue of deep concern". It is making nonsensical assertion that similar issues of other countries should be referred to the UNSC if the nuclear issue of south Korea is to be taken up there, claiming that the case is irrelevant to the development of nuclear weapons.
    Moreover, the U.S. has manipulated the IAEA to drag on its inspection of nuclear research centers in south Korea, making a mockery of the public at home and abroad demanding the probe into the truth.
    The IAEA side, under the manipulation of the U.S., still shows tendency to downplay the case even today when it has become clear that south Korea's uranium enrichment and plutonium separation and its procrastinated notification of such activities have sparked off serious concern and that it has failed to examine equipment and operation diary, collect samples and organize interviews with relevant scientists which are essential for inspection.
    The DPRK can neither trust nor recognize the results of three inspections made by the IAEA so far and can not but remain skeptical about the results of further inspections now that it has become clear that the organization applies double standards.
    South Korea's nuclear issue is a crucial issue as it will seriously affect the situation on the Korean Peninsula and the inter-Korean relations.
    It is clear who will be a target of south Korea's nuclear weapons as it is an ally of the U.S.
    The U.S. has urged the DPRK to accept the CVID, while shutting its eyes to the secret nuclear-related experiments conducted by south Korea under its nuclear umbrella. This reality is heightening Pyongyang's vigilance.
    The U.S. is taking issue with the DPRK's self-defensive measures to increase its nuclear deterrent force while defending and encouraging south Korea's nuclear weaponization and cooperating with it in this move on the basis of its undisguised double-dealing tactics. This is the height of shamelessness.
    It is the consistent stand of the DPRK to make the whole Korean Peninsula nuclear free.
    The DPRK can never dismantle its self-defensive nuclear deterrent force unless a thorough and understandable probe is made into south Korea's nuclear issue.
    Whether the U.S. drops its double-standards in dealing with the nuclear issue and makes a switchover in its hostile policy toward the DPRK will serve as a yardstick judging its future policy toward the DPRK.


Abidance by Principle of International Justice and Equality Called for

    Pyongyang, November 20 (KCNA) -- It is important for every country to strictly abide by the principle of international justice and equality today when it has become an urgent task of the new century to realize global independence, says Rodong Sinmun Saturday in a signed article. The imperialists are now employing every possible means and method to establish a unipolar world order controlled by them obsessed by the outdated viewpoint dating back to the era of the Cold War, the article says, and goes on:
    They have violated the sovereignty of other countries and have blocked their independent development in a bid to put the world under their control and domination.
    It is necessary for every country to strictly observe the principle of international justice among other things to foil the imperialists' moves, establish a fair and equal international order for all the countries and build a new world, free, peaceful and prosperous.
    What is important in abiding by the principle of international justice and equality is for each country to respect other's sovereignty and roll back its wrong policy of strength.
    The policy of strength finds its vivid manifestation in the U.S. imperialists' "war against terrorism."

UNGA President Leaves

    Pyongyang, November 20 (KCNA) -- President of the UN General Assembly Jean Ping, minister of State and concurrently minister of Foreign Affairs, Cooperation and Francophone of Gabon, and his party left here today. S. Korean Authorities' Anti-North Action under Fire

    Pyongyang, November 20 (KCNA) -- The "Intelligence Service", the "Ministry of Information and Tele-communication " and other authorities concerned of south Korea recently defined at least 30 Internet homepages including "By our nation itself" as "pro-north sites" and blocked any connection with them. The Secretariat of the Committee for the Peaceful Reunification of the Fatherland in its information bulletin No. 892 issued Saturday denounced such act of the south Korean authorities as a grave challenge to the era after the publication of the June 15 joint declaration in which the Koreans are working for national reconciliation, unity and reunification and an unpardonable crime against the nation as it is aimed to blindfold the south Koreans and stop their ears.
    The above-said progressive Internet homepages have positively contributed to the national unity and reunification of the north and the south and the cause of global independence, the information bulletin said, and went on:
    South Korea is the only place in the world where Internet is blocked in the IT age. This case glaringly reveals that the "south-north reconciliation and cooperation" on the lips of the present south Korean "government for people" is a sheer lie.
    The south Korean authorities disallowed visits of personages between the north and the south in July, freezing the inter-Korean relations. This time they blocked any connection with Internet sites, putting these relations at the lowest ebb. If the south Korean authorities do not stop at once such anti-national, anti-reunification acts going against the trend of the times, the north will consider this as an act of bringing the inter-Korean relations to a total collapse and hold them fully accountable for it.


DPRK Military Delegation Leaves

Kim Jong Il inspecciona subunidad de transporte No.1266 del EPC

CCACU denuncia artimana de autoridades surcoreanas

    Pyongyang, 20 de noviembre (ATCC) -- Segun la radio surcoreana KBS, en un llamado "acto de directivos coreanos por la reunificacion pacifica", celebrado hace algunos dias en Seul con el amparo del "Ministerio de Reunificacion" del Sur de Corea, fue hecha una declaracion de que "la Asociacion de Ciudadanos Surcoreanos Residentes en Japon y la Chongryon (la Asociacion General de Coreanos Residentes en Japon) establecieron relaciones hermanas". Ademas, la cadena surcoreana trascendio que el titular de la misma dependencia "envio un mensaje de felicitacion a este conclave". Con respecto a esto, el portavoz del Comite Coreano de Asistencia a Coreanos en Ultramar (CCACU) emitio el dia 19 una declaracion que va como sigue:
    En el trasfondo de esta desinformacion de la KBS, que se conoce como la "radioemisora gubernamental" del Sur de Corea, hay un malsano proposito de agrietar las relaciones entre la Republica Popular Democratica de Corea y la Chongryon y neutralizar el patriotismo de los coreanos residentes en Japon inclinados hacia su patria socialista al crear la opinion de que las autoridades surcoreanas controlan toda la sociedad de la migracion coreana en Japon.
    El respaldo y el envio de un "mensaje de felicitacion" al acto, en el cual no participo ningun delegado de la Chongryon, por parte del "Ministerio de Reunificacion" y su titular, son pruebas evidentes de que esta artimana fue orquestada directa y premeditadamente por las mismas autoridades surcoreanas.
    Con cualesquier artimanas tan burdas como esta no podran jamas mellar la imagen de la Chongryon, digna organizacion de ciudadanos de la RPDC en ultramar.
    Las autoridades surcoreanas deben pedir disculpa ahora mismo por este doble crimen -junto con el de deteriorar las relaciones entre el Norte y el Sur- y abstenerse de las inutiles maquinaciones intrigantes contra la RPDC y la Chongryon.


Conferencia de paises asiaticos de OCF

    Pyongyang, 20 de noviembre (ATCC) -- Tuvo lugar del 15 al 19 del mes en curso en esta capital la conferencia de los paises asiaticos de la Organizacion de Cooperacion de Ferrocarril (OCF), en la cual participaron el delegado de esta entidad y las delegaciones de Corea, China, Rusia, Mongolia y Viet Nam. En el acto el delegado de la OCF pronuncio un discurso de apertura y le siguio en usar la palabra de felicitacion Im Chol Ung, jefe del Estado Mayor del Ministerio coreano de Ferrocarril.
    La reunion sesionada dividida por especialidades hizo balance de la circulacion de trenes internacionales de pasajeros en los paises asiaticos miembros de la OCF en el pasado periodo y discutio el problema de mejorar un proyecto del trafico de trenes y el transporte de pasajeros para 2005-2006.
    El foro marco un hito para promover la cooperacion entre los paises asiaticos en la esfera ferroviaria.


Protocolo de conferencia de paises asiaticos de OCF

    Pyongyang, 20 de noviembre (ATCC) -- Quedo rubricado el dia 19 en esta capital un protocolo de la conferencia de los paises asiaticos de la Organizacion de Cooperacion de Ferrocarril (OCF). El documento se refiere al consenso de horarios y la oferta de trenes internacionales para pasajeros para 2005-2006 entre susodichos paises.
    En la ceremonia de firmas estuvieron presentes el delegado de la OCF y las delegaciones de Corea, China, Rusia, Mongolia y Viet Nam.
