Indian President Shows Interest in DPRK's Independent policy and Principle of Self-Reliance

    Pyongyang, December 5 (KCNA) -- Indian President A. P. J. Abdul Kalam showed deep interest in the independent policy and the principle of self-reliance pursued by the Party and the Government of the Democratic People's Republic of Korea when receiving credentials from DPRK Ambassador e. p. to India Han Chang On on Nov. 30. Independence and self-reliance serve as a powerful driver of the development of a state and what is important at present is to strengthen economic cooperation among countries, he noted.


Anniversary of Kim Il Sung's Work Observed

    Pyongyang, December 5 (KCNA) -- Rodong Sinmun Sunday dedicates a signed article to the 20th anniversary of President Kim Il Sung's famous work "Let Us Thoroughly Implement the System and Method of Juche-Oriented Economic Management." The work published on Dec. 5, Juche 73 (1984) clearly proved the superiority of the socialist economic system to the capitalist economic system and gave perfect answers to the theoretical and practical issues arising in dynamically pushing ahead with the socialist economic construction to suit the specific feature of the socialist society, the article says, and goes on:
    The President's idea and theory of the socialist economic management are being successfully carried forward and developed by leader Kim Jong Il.
    The wise leadership of Kim Jong Il over the drive to improve the socialist economic management to meet the need of the developing reality finds its manifestation, above all, in that he saw to it that the principle of socialism was firmly abided by in the economic management.
    He, regarding it as an important matter related to the destiny of socialism to adhere to the revolutionary principle in the socialist economic management, made an in-depth clarification of theoretical and practical issues arising in managing the economy on socialist lines on the principle of collectivism and has wisely led the work to settle them.
    The principles of economic management laid down by him serve as precious guidelines as they make it possible to bring about a signal change in the socialist economic construction as required by the building of a great prosperous powerful nation based on Juche. These principles include the issue of firmly abiding by the principle of state planned economic management and strictly observing it, the issue of increasing the responsibility and role of the Cabinet and the issue of letting lower units fully display their initiative, while fully ensuring state centralized and unified guidance.

Total Abolition of NSL Urged in S. Korea

    Pyongyang, December 5 (KCNA) -- Voices demanding the total abrogation of the "National Security Law" (NSL) are growing stronger across south Korea. The Reunification Solidarity in a statement titled "Let's get the NSL abolished and make the next year a year of independent reunification" issued on Nov. 30 recalled that many people lost their lives and the movement for democracy underwent twists and turns due to the NSL, which regards the movement for reunification as a crime, for 60 years of national division. It called for totally abolishing the NSL this year without fail and making 2005 a year of independent reunification.
    On Dec. 1 the south Korean Catholic Priests' Council for Justice held the second mass on the situation demanding a total repeal of the NSL at Myongdong Cathedral in Seoul.
    A statement read out at the mass called upon all the politicians of the ruling and opposition parties to pursue a new policy for the people, though belatedly, and opt for totally scrapping the NSL, a leftover of the old era, as early as possible. Meanwhile, victims of the NSL in an appeal to the lawmakers on Dec. 1 stated that the NSL is the evil law to be scrapped before anything else at the National Assembly as it forces sacrifices upon the people. They called on the legislators to pay heed to the people's voices and act as guided by their conscience.
    Women organizations in the area of Taegu and North Kyongsang Province including the North Kyongsang Provincial Society of Women Farmers, the Taegu and North Kyongsang Provincial Council of Women Student Representatives and the Taegu Women's Society on Nov. 29 issued an appeal of women in the area of Taegu and North Kyongsang Province demanding a total abolition of the NSL.


DPRK Remains Unchanged in Its Stand to Seek Negotiated Solution to Nuclear Issue

    Pyongyang, December 4 (KCNA)--A spokesman for the Foreign Ministry of the DPRK Saturday gave the following answer to the question put by KCNA as regards the recent DPRK visit of the ambassador of the Foreign Ministry of China in charge of the Korean Peninsula issue and the DPRK-U.S. contact in New York: The ambassador of the Foreign Ministry of China in charge of the Korean Peninsula issue visited Pyongyang from Nov. 24 to 27 during which he had an in-depth exchange of views with officials concerned of the DPRK Foreign Ministry on the issue of the six-party talks.
    In the meantime, DPRK-U.S. contacts took place in New York on Nov. 30 and Dec. 3.
    On these occasions we reclarified our stand on the resumption of the six-party talks.
    We remain unchanged in our stand to seek a negotiated solution to the nuclear issue between the DPRK and the U.S.
    Our intention is, therefore, to promote the process of the talks in such a way that they can substantially contribute to the denuclearization of the peninsula.
    The process of the talks came to a deadlock not because we waited for the outcome of the U.S. presidential election or sought talks with the U.S. only. The stalemate was attributable to the fact that the present U.S. administration destroyed the groundwork of the talks, reneging on the agreement reached at the third round of the talks, and ,furthermore, has become extremely undisguised in its hostile acts to bring down our system, completely disregarding the DPRK, its dialogue partner and the main party concerned.
    There should be necessary conditions and environment for the resumption of the talks.
    What is essential for this is for the U.S. to drop its hostile policy aimed at bringing down the system in the DPRK, its dialogue partner, and express its willingness to co-exist with it.
    This is our consistent stand.
    Our analysis of the results of the contact in New York prompts us to judge that the U.S. side showed no willingness to change its policy toward us and intends to use the six-party talks as a leverage for forcing us to dismantle all our nuclear programs including the nuclear development for a peaceful purpose first.
    The six-party talks are not meant for maintaining their form but will carry real significance only when the talks produce substantial results. Under this situation it is clear that the six-party talks will not produce any results. We are not impatient as regards the issue of the resumption of the talks nor would we like to make a hasty final conclusion.
    As the second Bush administration has not yet emerged, we would like to wait a bit longer to follow with patience what a policy it will shape.
    It will be good if the U.S. accepts our demand for a switchover in its Korea policy. If not, that will do, either.
    The U.S. will be grossly mistaken if it thinks we entertain any expectation for its new administration to be formed.
    We will keep to the road chosen by us on our principle and take a corresponding measure.


National Preparatory Committee Inaugurated in Democratic Congo

    Pyongyang, December 4 (KCNA) -- An inaugural ceremony for the national preparatory committee of Democratic Congo was held in Kinshasa on November 24 to mark the 13th anniversary of leader Kim Jong Il's assumption of the supreme commandership of the Korean People's Army (KPA) and the 87th birth anniversary of Kim Jong Suk, anti-Japanese war hero, which will fall on Dec. 24. It was sponsored by the National Committee for the Study of the Juche Idea of Democratic Congo. The secretary general of the People's Party for the Reconstruction and the Democracy of Democratic Congo was elected chairman of the preparatory committee at the ceremony.
    The committee set a celebration period from November 24 to December 25 and discussed a series of plans for political and cultural functions to be held in the period.
    Kamwiziku Octave, chairman of the National Committee for the Study of the Juche Idea of Democratic Congo, and other speakers at the ceremony said Dec. 24 is a significant day not only for the Korean people but for the people of Democratic Congo. They highly praised Kim Jong Il for having strengthened and developed the KPA into invincible revolutionary armed forces and consolidated the country's defences to be invulnerable with the Songun leadership and Kim Jong Suk for her feats.


Coordinators' Meeting of International Council for Solidarity Held

    Pyongyang, December 4 (KCNA) -- A meeting of coordinators of the International Council for Solidarity was held in Beijing on Nov. 26 in demand of Japan's liquidation of its past. The meeting introduced the activities conducted by organizations of different countries and regions since the second meeting of the council and made public proposals related to its work for next year.
    Seriously discussed at the meeting are measures to further intensify the international solidarity activities demanding Japan's liquidation of the past in 2005, 100 years after the fabrication of the "Ulsa Five-point Treaty" by the Japanese imperialists and 60 years after their defeat.
    The meeting set it forth as the council's task for the next year to conduct an international signature campaign from December 2004 to August 2005 for strongly demanding Japan redeem its crimes against humanity including sexual slavery enforced for the imperial Japanese army.
    It also decided to send its delegation to the UN Commission on Human Rights with a view to disclosing the Japanese authorities' unjust act of evading apology and compensation for Japan's past crimes and urge all organizations in their countries to request their governments to bring complaint against the Japanese government to the International Court of Justice.
    It, at the same time, decided to adopt a statement representing the stand of the council censuring the wrong attitude of the Japanese authorities toward liquidation of the past and opposing Japan's bid for permanent membership of the UNSC and set the period from August 8 to 15, 2005, as a period of international solidarity action for Japan's liquidation of its past and stage protest demonstrations, seminars, photo exhibitions and other activities in different countries and regions in the period.
    Present at the meeting were representatives of various countries and regions belonging to the council including the DPRK, China, Japan, Philippines, Netherlands and the U.S.


Intensified Crackdown on Government Employees Union in S. Korea

    Pyongyang, December 4 (KCNA) -- The south Korean security authorities have reportedly intensified crackdown on the Government Employees Union. On November 30 the security authorities sent police to walk away participants in the rally for legalization of the Government Employees Union and the three rights of labor held in Youido, Seoul, branding the rally as illegal.
    Angered by this, unionists and Pak Sok Un, executive chairman of the People's Solidarity for Abolition of the "National Security Law" and members of civic and public organizations who were on the sit-in strike in the vicinity strongly protested against the police crackdown, shouting "Riot police, step back" and other slogans.


Abolition of NSL Demanded in S. Korea

    Pyongyang, December 4 (KCNA) -- The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification released a statement titled "Let's abolish the fascist National Security Law, a law against reunification, the nation and democracy," on Dec. 1, according to a news report. Noting that December 1 is the day when this fascist law was fabricated, the statement charged that over the last 56 years the law has seriously hurt the Korean nation and served as a tool for keeping military dictatorial regimes and mercilessly suppressing the patriotic forces for reunification. It has faithfully served the purpose of backing the U.S. occupation and domination over south Korea, the statement said, and went on:
    There is, therefore, no justification to keep the NSL any longer given the milestone of national reunification called the June 15 joint declaration and the daily growing desire of the Koreans for reconciliation and unity. It is the demand of history aspiring after the new to abolish the NSL.
    Only when the people from all walks of life firmly unite and struggle, can the NSL be scrapped, the statement stressed, calling upon all the people to decisively turn out in the struggle for the repeal of the NSL.


Struggle Demanding Repeal of NSL Spread in S. Korea

    Pyongyang, December 4 (KCNA) -- Civic and public organizations reportedly waged a struggle demanding the repeal of the "National Security Law" in Seoul on Dec. 1, 56 years after the fabrication of the evil law, a traitorous fascist law against reunification and democracy. At the rally to vow an all-out struggle for total repeal of the NSL held at the people's sit-in strike ground in front of the "National Assembly" building, O Jong Ryol, permanent chairman of the National Alliance for Democracy and Reunification, said that at least one million people were punished and imprisoned and suffered suspicious death on the strength of the NSL for the past 56 years, stressing that today they gathered to put an end to the NSL, a noose strangling the life of people and the worst evil law.
    Paek Jong Ho, chairman of the south Korean Federation of University Student Councils, and Song Hyon Sok, policy-making chairman of the south Korean Council of Youth Organizations, who have waged a hunger strike for the past 30 days demanding the withdrawal of the law, reiterated their pledge to continue their struggle until the law is repealed, saying that it is impossible to reunify the country unless the law is abolished.
    An appeal read out at the rally noted that the people will demonstrate their might by turning the front of the "National Assembly" into a sea of candlelight on Dec. 5, saying that their will to put an end to the disgraceful history the nation has underwent under the NSL should be manifested in the plaza of the people.
    A press conference was held before the rally.
    The People's Solidarity for Abolition of the "National Security Law" also called a press conference and conveyed the people's signature paper for the repeal of the NSL to the NA.
    The Women's Society for Achieving Peace and other women's organizations, too, issued statements on the same day, calling for total abrogation of the law within this year.

U.S. New War Scenario Assailed

    Pyongyang, December 4 (KCNA) -- The U.S. Department of Defense is now working out a new war scenario for "U.S. forces' restructuring and anti-terrorist war", according to a recent issue of the U.S. weekly military magazine "Defense News." Minju Joson Saturday in a signed commentary carried in this regard says:
    The "anti-terrorist war" launched by the U.S. despite the unanimous opposition and rebuff of the international community has resulted in disturbing peace and stability and creating extreme confusion and disorder in various parts of the world.
    The U.S. is desperately working to expand the "anti-terrorist war" in a bid to drive humankind into shambles of war and attain its aggressive aim.
    The DPRK, China and other countries are the main targets of the new war scenario now in the making by the U.S.
    The U.S. is keen to stifle the DPRK and militarily contain China and other countries, using the DPRK as a springboard, in a bid to seize the region which is of strategic importance in realizing its ambition for global domination.
    The criminal plan of the U.S. to start the second Korean war aimed at stifling the DPRK and establish military supremacy over Northeast Asia has already entered the phase of its full-fledged implementation.
    The evermore intensified moves of the U.S. to start a war of aggression against the DPRK compel it to take every necessary step to protect the sovereignty of the country and the nation.
    The U.S. is well advised to behave with decorum, mindful that its criminal moves will only precipitate its self-destruction.


KCNA Blasts U.S. Argument for "Establishment of Peace Mechanism after Settlement of Nuclear Issue"

    Pyongyang, December 4 (KCNA) -- The United States has recently egged some media to spread misinformation that Washington's assertion of the "establishment of peace mechanism after the settlement of the nuclear issue" stands to reason and give impression that it is interested in the settlement of the Korean Peninsula issue. Lurking behind its assertion is a sinister aim of the Bush administration to bring the system of the DPRK to collapse which would automatically lead to the dismantlement of its nuclear program.
    The U.S. referred to the argument for the "establishment of peace mechanism after the settlement of the nuclear issue" at previous rounds of the six-party talks, but it was not exposed to media at that time.
    However, a Japanese newspaper mentioned the issue for the first time only to make it clear that the U.S. has deliberately worked to build up public opinion as regards the "establishment of peace mechanism after the settlement of the nuclear issue" and what is its aim.
    The participants in the six-party talks manifested their stands that the issue of establishing peace mechanism should be solved in the process of settling the nuclear issue. Under this condition, in case the armistice state turns into a peace mechanism, the U.S. cannot but recognize the political system of the DPRK and make a switchover in its policy in the direction of co-existing with the DPRK in peace. If such things happen it would be impossible for the U.S. to attain its aim to realize a regime change in the DPRK which would automatically lead to the dismantlement of its nuclear program.
    That is why the U.S. felt an urgent need to verify the validity of the argument for the "establishment of peace mechanism after the settlement of the nuclear issue."
    As the U.S. seeks a regime change in the DPRK and abandonment of its nuclear program, the Bush administration's assertion of the "establishment of peace mechanism after the settlement of the nuclear issue" substantially betrays its true intention not to discuss the issue of establishing the mechanism with the DPRK.
    The issue of establishing peace mechanism stands out as a pending issue for the solution of the Korean Peninsula issue.
    The establishment of peace mechanism was envisaged in the Korean Armistice Agreement and a UN resolution supporting it was adopted in the past.
    It is essential to replace the armistice mechanism by peace mechanism in order to improve the present situation prevailing in the Korean Peninsula, to remove the acute military standoff in particular.
    The establishment of peace mechanism conforms with the interests of those countries around Korea, to say nothing of the north and the south of Korea, which the U.S. is not negating.
    Only through the establishment of peace mechanism is it possible to create atmosphere favorable for the peaceful co-existence of the DPRK and the U.S. and the accomplishment of the cause of Korea's reunification.
    A peace agreement to be reached between the DPRK and the U.S. may include a comprehensive solution to the political and military issues between the DPRK and the U.S. and between the north and the south of Korea.
    The conclusion of a peace agreement would completely clear all parties concerned of concern about security and this will naturally lead to the settlement of the nuclear issue.
    The establishment of peace mechanism, therefore, is not a quid pro quo to someone and this can be solved without any loss of honor if parties concerned have willingness to do so.
    The U.S. assertion that the issue of establishing peace mechanism is an issue to be discussed only after settlement of the nuclear issue reveals its black-hearted intention to avoid its solution as it is an illogical assertion.
    The U.S. avoids the establishment of peace mechanism because it still resorts to its Korea strategy to maintain the relations of confrontation with the DPRK and keep the tense situation and thus fish in the troubled waters, and because it judges that the establishment of the mechanism would be unfavorable for Northeast Asia strategy aimed to contain China and Russia with security alliance with Japan and south Korea.
    The U.S. should come out to replace the unstable state of ceasefire with a durable peace mechanism from a stand to co-exist with the DPRK if the bilateral nuclear issue and other security issues are to be fairly solved.


KCNA Dismisses Story Spread by "The Washington Post" as Sheer Lie

    Pyongyang, December 4 (KCNA) -- A recent issue of "The Washington Post" released misinformation that "north Korea conducted a test of poisonous gas on human bodies," claiming that it was based on "testimonies made by north Korean defectors." The paper even cited words of the deputy director of an American research center in a bid to make the story sound plausible.
    As he let loose a whole string of vituperation against the DPRK, the newspaper should admit, whether it likes or not, the fact that his "testimony" lacked objectivity because it had something in common with the U.S. hostile policy towards the DPRK.
    We feel no need to waste time accusing "The Washington Post" any more as it used to take part in the smear campaign against the DPRK when necessary. But we cannot but scoff at the newspaper for telling threadbare stories about the Korean issue.
    Early this year, too, U.S. officials busied themselves with staging a Congressional hearing with "north Korean defectors" attending and the like in a bid to support their absurd assertion that "north Korea conducted a chemical weapon test on prisoners." Timed to coincide with this, media of the U.S. and other Western countries made much ado about this "test," a fabrication made by renegades and defectors.
    But the U.S. suffered bitter shame before the international community when those who were involved in the false propaganda disclosed at a press conference the truth about how the false documents had been written.
    We would like to make it clear once again that the fiction about the above-said test hyped by the U.S. again is part of its malicious psychological operation to defame the dignified DPRK's international authority and force it to change its regime.
    The U.S. has left no means untried to stifle the DPRK, seized with inveterate bitterness towards its system.
    The smear campaign launched by the U.S. against the DPRK on the basis of the fiction about the above-said test is nothing new to us as it cooked up a whole string of lies including misinformation about "nuclear development, human rights issue and drug trafficking."
    What matters is that the U.S. is digging up somebody's "problems," pretending to be unblemished and poking its nose into this or that matter, though it is beset with a lot of problems at home and abroad.
    The U.S. failed to make the world understand all its crimes such as indiscriminate killing of innocent civilians and abuse of prisoners in Iraq and so on. Its behavior only proved that it is the worst violator of human rights in the world.
    As already reported, the abuse of Iraqi prisoners by U.S. troops in Iraq put the U.S. into a tight fix and largely sapped its political clout as it was little short of medieval barbarism.
    It is by no means fortuitous that news analysts of different countries commented that the adverse impact the U.S. abuse of prisoners had on it was little short of what the September 11 had on it.
    The recent U.S. diatribe was prompted by its deliberate attempt to deliver it out of its embarrassing situation and divert the world attention elsewhere.
    By charging the legitimate sovereign state with the horrible test unimaginable in the 21st century, the U.S. seeks to impair the image of the DPRK and cover up its monstrous crimes.
    The U.S. renewed smear campaign against the DPRK, a sovereign state, is only heightening its vigilance.
    "The Washington Post" would be well advised to come to its senses as it spread sheer misinformation about the fictitious cases without any consideration.


Greetings to King of Thailand

    Pyongyang, December 4 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Bhumibol Adulyadej, king of Thailand, on December 4 on the occasion of his birthday and the national day. The message wholeheartedly wished the king good health and happiness and the friendly Thai people progress and prosperity.


Pak Pong Ju Greets Thai PM

    Pyongyang, December 4 (KCNA) -- Pak Pong Ju, premier of the DPRK Cabinet, sent a message of greetings to Thaksin Shinawatra, prime minister of Thailand, on the occasion of its national day. In the belief that the ties of friendship and cooperation between the two countries would continue to grow stronger in the future, too, the message wished the prime minister a fresh success in the work for progress and prosperity of the country.
    Meanwhile, Paek Nam Sun, foreign minister of the DPRK, sent a similar message to his Thai counterpart Surakiart Sathirathai.


U.S. and IAEA Urged Not to Act Judges

    Pyongyang, December 4 (KCNA) -- The U.S. and the International Atomic Energy Agency (IAEA) should unconditionally stop acting judges with double standards as regards the nuclear issue. The Korean Committee for Peace and against Nukes said this in a statement released Saturday as regards the IAEA's decision to hush up the nuclear issue of south Korea the way it thinks fit. The statement continues:
    The U.S. took the stand of deliberately playing down the nuclear issue of south Korea and the IAEA misinterpreted the case under the U.S. manipulation and pressure.
    This brought the impartiality of the IAEA into bolder relief. And it has become clear that what self-righteous double standards the U.S. has applied as regards the nuclear issue. The reality has deprived anyone, be it the U.S. or IAEA, of any right to take issue with the nuclear issue of the DPRK.
    The south Korean authorities are sadly mistaken if they think the decision made by the IAEA found a solution to their nuclear issue.
    It is impudent, indeed, for them to claim that the south will play a key role in settling the nuclear issue of the north. What they should do is to clarify the truth behind their nuclear issue.
    South Korea has no sovereignty and is entirely subject to the U.S. So, in case south Korea has access to nukes, it is clear that its nukes as well as U.S. nukes will be used for exterminating the Korean nation and turning the Korean Peninsula into debris, pursuant to the U.S. policy of aggression toward the DPRK.
    No improvement in the inter-Korean relations can be expected unless the nuclear issue of south Korea is settled.

    Senalo que los creadores y artistas se mantuvieron con firmeza en el principio de desarrollar la sinfonia a tono con el sentimiento del pueblo coreano y al estilo coreano y asi la convirtieron en la autoctona y preferida por el pueblo y contribuyente a la Revolucion, y califico de altos sus exitos logrados.
    De esta banda sinfonica con larga historia podemos estar orgullosos por su dimension, el nivel cualitativo de los instrumentos musicales, el nivel de descripcion y la representacion, dijo el Dirigente.
    Deben representar con abundante y hermosa descripcion artistica el noble mundo espiritual del pueblo coreano que se eleva con el paso del tiempo para asi satisfacer perfectamente la demanda cultural y sentimental del pueblo, remarco el Dirigente e indico las tareas programaticas que sirven de guia para desarrollar mas la sinfonia autoctona.


Congo Democratico: comite preparatorio para 24 de diciembre

    Pyongyang, 4 de diciembre (ATCC) -- Con motivo del 13 aniversario del nombramiento del Dirigente Kim Jong Il como Comandante Supremo del Ejercito Popular de Corea y del 87 aniversario del nacimiento de la heroina de lucha antijaponesa, Kim Jong Suk, quedo constituido el 24 de noviembre en Kinshasa el Comite Preparatorio Nacional del Congo Democratico para el 24 de diciembre bajo el auspicio del Comite Nacional de Estudio de la Idea Juche del mismo pais. Como presidente del Comite fue electo el secretario general del Partido Popular por la Reconstruccion y la Democracia del pais africano.
    El comite definio del 24 de noviembre al 25 de diciembre como el periodo de celebracion y discutio la programacion de variadas actividades politicas y culturales a desarrollarse en este lapso.
    Kamwiziku Octavo, presidente del citado comite de estudio de la idea Juche y otras personalidades, en sus discursos, senalaron que el 24 de diciembre es un dia tan significativo no solo para el pueblo coreano sino tambien para el del Congo Democratico y elogiaron altamente el hecho de que el Dirigente Kim Jong Il, con la direccion del Songun (priorizacion militar), ha convertido al EPC en un invencible ejercito revolucionario y fortificado como una muralla de acero el poderio defensivo del pais.
    Ademas, los oradores alabaron las hazanas de la heroina de lucha antijaponesa Kim Jong Suk.


Vocero de MINREX expone posicion de RPDC sobre problema nuclear

    Pyongyang, 4 de diciembre (ATCC) -- A la pregunta de un reportero de la Agencia Telegrafica Central de Corea formulada con respecto a la reciente visita a nuestro pais del embajador de la cancilleria china encargado de asuntos de la Peninsula Coreana y al contacto entre Corea y Estados Unidos en Nueva York, el portavoz de la cancilleria de la Republica Popular Democratica de Corea respondio el dia 4 como sigue: Del 24 al 27 de noviembre ultimo, el embajador del MINREX de China encargado de asuntos de la Peninsula Coreana realizo una visita a Pyongyang, en la cual intercambio con funcionarios de la parte anfitriona opiniones profundas sobre las conversaciones a 6 bandas.
    Mientras tanto, se entablaron contactos entre la RPDC y EE.UU. el 30 de noviembre y el 3 de diciembre en Nueva York.
    En estas ocasiones, volvimos a ratificar con toda claridad nuestra posicion acerca de la reanudacion de la cita seis-partita.
    Es invariable nuestra posicion de resolver el problema nuclear entre ambos paises por via de conversaciones y negociaciones.
    Partiendo de esta postura, insistimos en desarrollar el proceso del dialogo a 6 bandas en direccion de que esta cita pueda contribuir a la desnuclearizacion real de la Peninsula Coreana.
    El hasta ahora estancamiento de la cita no se debio a la parte de la RPDC que, segun especulaban algunos, esperaba el resultado de las recien celebradas elecciones presidenciales en EE.UU. y trataba de conversar solo con este pais, sino a la actual administracion estadounidense que invalido los acuerdos logrados en la tercera ronda de la cita a 6 partes, destruyo la base de esta y cometio abiertas acciones extremadamente hostiles dirigidas a "derrocar el sistema" de la RPDC en total desprecio
    a esta que es la parte interesada principal y contraparte del dialogo.
    La reanudacion de la proxima ronda requiere de merecidas condiciones y circunstancias favorables.
    Lo fundamental en estos requisitos es que EE.UU. renuncie a su politica hostil encaminada a "derrocar el sistema" de su contraparte del dialogo y tenga la voluntad de coexistir con ella. Nos mantenemos invariablemente en esta posicion.
    Al examinar el resultado del reciente contacto neoyorquino, nos inclinamos a juzgar que EE.UU. solo intenta utilizar las conversaciones a 6 partes como una palanca para eliminar primero todos los programas nucleares de la RPDC, inclusive el desarrollo nuclear con fines pacificos, lejos de mostrar su voluntad de cambiar su politica sobre esta.
    El sentido practico de la cita no radica en mantener su formalidad sino en sacar en ella resultados sustanciales.
    En las circunstancias de hoy, si se reanuda la cita seis-partita, se dara solo la marcha en vacio sin algun resultado positivo.
    No estamos apurados ni en lo minimo en el reinicio de la cita ni tampoco nos proponemos dar apresuradamente la conclusion final.
    Puesto que todavia no ha aparecido la segunda administracion liderada por Bush, aprovecharemos este intervalo de tiempo para observar con paciencia el proceso de la definicion de la politica por este ejecutivo.
    Si este pais norteamericano acepta nuestra demanda de rectificar su politica hostil a la RPDC, seria bueno para nosotros y en caso contrario, que deje de aceptarla.
    Se equivocara mucho si uno piensa que la RPDC abriga alguna esperanza en la conformacion del nuevo gabinete norteamericano.
    Solo avanzaremos por el camino optado por nosotros mismos a base de nuestros principios y reaccionaremos guiados por estos.
