New Progress Made in Inter-Korean Relations Hailed
Pyongyang, June 28 (KCNA) -- Guy Dupre, secretary general of the International Liaison Committee for Reunification and Peace in Korea (CILRECO), hailed new progress made in the relations between the north and the south of Korea in the spirit of the June 15 joint declaration in a statement issued on June 17 in connection with the fact that leader Kim Jong Il met the special envoy of the south Korean president.
Kim Jong Il gave lucid answers to the wide-ranging issues including the nuclear issue between the DPRK and the U.S. and the inter-Korean relations, the statement said, and continued:
This positive development will give strong impetus to the reunification movement of the Korean nation as it is a brilliant fruition of Kim Jong Il's unshakable and broadminded policy for reunification.
The CILRECO extends full support and solidarity to the Korean people in their struggle to reunify the country independently in the spirit of the joint declaration, it concluded.
Rainy Season Begins in DPRK
Pyongyang, June 28 (KCNA) -- The rainy season has set in in the Democratic People's Republic of Korea from June 26 afternoon.
Jong Ryong U, vice chief of the National Meteorological Institute under the Hydro-Meteorological Service, told KCNA that the year's rainy season has begun more than one week earlier than the normal year.
He went on to say: The feature of this rainy weather, which is likely to last for two months, is conspicuous from the beginning.
It had been difficult to distinguish the rainy season from dry season in recent years. From last year the start and end of the rainy season have become obvious again.
It is expected that there would be a heavy fall of rain coupled with strong wind and flood during the current rainy season.
This rainy weather will seriously affect the yield of first crops such as wheat and barley, the growth of which has been delayed owing to unfavorable climate, he added.

Present at the signing ceremony from the DPRK side were members of the DPRK government economic delegation led by Rim Kyong Man, minister of Foreign Trade, and the DPRK ambassador to Uganda and from the Ugandan side Daudi Migereko, minister of Tourism, Trade and Industry, and officials concerned.
The MOU was signed by the ministers of the two countries.
DPRK's Stand on Nuclear Issue Supported
Pyongyang, June 28 (KCNA) -- Uganda fully supports the DPRK government's stand to seek a negotiated solution to the nuclear issue on the Korean Peninsula. The reunification of Korea should be achieved according to the June 15 North-South Joint Declaration by the concerted efforts of the Koreans free from any interference of outside forces. Ugandan President Yoweri Kaguta Museveni said this on June 16 when receiving the DPRK government economic delegation led by Rim Kyong Man, minister of Foreign Trade, on a visit to Uganda.
Recalling that President Kim Il Sung, who was a close friend of the Ugandan people, always paid deep attention to the development of the friendly relations between the two countries, Museveni said that Uganda would strive hard to boost these relations.
Praising leader Kim Jong Il as a great leader who has turned the DPRK into a powerful country, he wished Kim Jong Il good health.
Joint Press Release on Inter-Korean Ministerial Talks Supported in S. Korea
Pyongyang, June 28 (KCNA) -- South Korean youth and students organizations fully supported the joint press release issued at the 15th North-South Ministerial Talks, according to a press report.
The south Korean Federation of University Student Councils in a commentary titled "We warmly welcome the successful agreement made at the south-north ministerial talks" on June 25 said that the recent talks could prove successful entirely because they were based on the will of all the Koreans for reunification to bring about a new phase for national reunification through national cooperation, adding the process of implementing the June 15 joint declaration over the last five years has clearly proved that the Koreans can overcome whatever difficulties if they pool their efforts.
The June 15 Youth and Students Solidarity in a statement on June 24 said: The ministerial talks were successfully held in Seoul at a time when people remained excited and rejoiced at the functions held to mark the fifth anniversary of the June 15 joint declaration.
The recent talks once again convinced us that "By our nation itself" clarified in the joint declaration serves as a strong force encouraging the Korean nation to achieve reunification despite any difficulties, the statement noted, and continued:
Witnessing the auspicious national events that took place on the occasion of the fifth anniversary of the joint declaration, we youth and students are filled with stronger conviction and optimism about reunification than ever before.

Abe's Clumsy Outburst on Resumption of Six-party Talks Flailed
Pyongyang, June 28 (KCNA) -- Abe, acting secretary general of the Japan Liberal Democratic Party, recently blabbed that if the six-way talks are resumed, Japan "should wrest a sincere reply on the abduction issue from north Korea," while pretending to welcome the latter's stand toward the resumption of the talks.
Commenting on this, Rodong Sinmun on June 28 says Abe's remarks clearly revealed once again that Japan is not interested at all in a solution to the nuclear issue and the denuclearization of the Korean Peninsula, wedded body and soul to the "abduction issue" which has nothing to do with the purport and purpose of the six-party talks.
In persistently bringing forward the "abduction issue" that was already settled through the Pyongyang visit of the Japanese prime minister, the conservative politician of Japan seeks to whip up the sentiments of national confrontation and anti-DPRK hostile feelings among the Japanese over the issue and win popularity and thus consolidate the political foothold for holding monopoly over power, the analyst notes, and goes on:
It is the crudest sort of calculation and disgusting behavior of political dwarfs for the right-wing conservative politicians of Japan to intend to take the ware of "abduction issue" to the six-party talks in an effort to improve their image and realize their political ambition.
Japan should approach the talks with correct understanding and posture. If it attempts to use the talks as leverage for its sinister political purpose, the matter will get more complicated and, accordingly, the prospect of the settlement of the nuclear issue cannot but become gloomier. Japan will be held entirely answerable for this.
If Japan honestly wants the settlement of the nuclear issue and denuclearization of the Korean Peninsula, it should not peddle such irrelevant ware as the "abduction issue" at the six-party talks.
Minju Joson on Japan's Wretched Situation
Pyongyang, June 28 (KCNA) -- Japan that has tried its luck in the bid for a permanent seat at the UN Security Council is now at a loss what to do, finding itself in an awkward position after the U.S. announcement of a proposal on UN reform, says Minju Joson in a signed commentary today.
In case Japan supports the U.S. proposed UN reform, that will glaringly reveal once again to the international community its policy of toeing the U.S. line and this will touch off worldwide criticism of Japan, thus forcing it to stand isolated diplomatically, branded as a Jude of modern version, the commentary says, and goes on:
The present political confusion in Japan is attributable to its pursuit of a mode of diplomatic activities with main emphasis on winning support of a specific state.
It was against this backdrop that Japan favored the U.S. policy in the international community whether it liked it or not, caring not to hurt the U.S. feelings, and it did not shun such shameful deed as rolling up its sleeves in implementing it. Typical examples are the stand and attitude it took whenever the U.S. was driven to a serious political impasse in such matters as the Iraqi war and the nuclear issue on the Korean Peninsula.
As for the U.S. which Japan worships as God, it is not so kindhearted as to take the lot of its junior ally into consideration, defying its own political loss. Actually the U.S. turned its back on the UN reform proposal of group 4, fearing that its approval would play down its own political status and say among the permanent members of the Security Council.
Japan should draw a lesson from this, though belatedly.
Rodong Sinmun Praises Commanding Art of Kim Jong Il
Pyongyang, June 28 (KCNA) -- The Korean People's Army has grown in strength and developed into matchless revolutionary armed forces which no formidable enemy dare provoke. This is a precious fruition of the commanding art of Supreme Commander Kim Jong Il typified by his energetic field inspection of army units.
Rodong Sinmun says this in an article Tuesday.
The author goes on:
Kim Jong Il is a great master of leadership who has strengthened and developed the People's Army into ever-victorious ranks by his unique commanding art of field inspection hither-to unknown in history.
His greatness in this lies, above all, in that he has fortified the overall might of the army.
He has spent the days of the long journey of Songun leadership in tireless field inspection of units and sub-units of the KPA since the historic day when he sounded the roaring gun report for increasing the military capabilities in the Songun era with his field inspection of the Tabaksol post.
The invincible might of the revolutionary armed forces of the DPRK which have grown to be vanguard units and a matchless army devotedly defending the leader is a proud fruition of the commanding art of Kim Jong Il who is leading the People's Army with the field inspection.
His greatness also lies in that he finds excellent experiences and models and generalizes them in the whole army so that endless innovations may be effected.
Visiting units and sub-units from one front to another and from a front to the rear, he highly appreciates even a small success and experience in their work and takes detailed measures for the whole army to learn after them.
Another greatness of Kim Jong Il in strengthening and developing the People's Army with his commanding art of field inspection lies in that he shows deep trust and warm love to the soldiers so that they can display heroic mettle without reserve.
