     Pyongyang, October 10 (KCNA) -- Leader Kim Jong Il received a congratulatory letter from the Central Committee of the Anti-Imperialist National Democratic Front on Monday on the occasion of the 60th anniversary of the Workers' Party of Korea. The immortal exploits performed by President Kim Il Sung in developing the WPK into the greatest and experienced revolutionary party, steering the era and history, remain shining despite the flow of time, the letter said, adding that the WPK will always shed its rays as the party of the President. The letter pointed out that the WPK founded and led by the President has greeted its greatest day in carrying forward the cause of Juche as it is guided by Kim Jong Il, the peerlessly great man of Mt. Arms Buildup in S. Korea

     Pyongyang, October 10 (KCNA) -- The south Korean army introduced two "F-15Ks" from the U.S. on Oct. 7, according to south Korean MBC. The military authorities decided to purchase a total of 40 "F-15Ks" by 2008.
    These fighters selected as ones for the next generation are said to have an operation sphere wider than that of those used by the south Korean army as this type of fighter is equipped with ultra-modern missiles including precision direct attack bombs.
    The south Korean military authorities have recently released a "national defence reform plan" in a bid to purchase ultra-modern weapons.

Message of Sympathy to President of Afghanistan

     Pyongyang, October 10 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Sunday sent a message of sympathy to Afghan President Hamid Karzai as regards the strong earthquake that hit the border area of Afghanistan, claiming big human casualties and material losses. Military Attaches in China Visit Different Places of DPRK

     Pyongyang, October 10 (KCNA) -- Military attaches of the embassies of different countries in Beijing visited Mangyongdae on Oct. 9. At the old home in Mangyongdae, the birthplace of President Kim Il Sung, they looked round historical relics with keen interest, being briefed on the revolutionary history and the revolutionary family of the President, who embarked upon the road of revolution in his early years and devoted all his life to the prosperity of the country, the happiness of the people and the accomplishment of the human cause of independence.      Pyongyang, October 10 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Sunday sent a message of sympathy to Indian President A. P. J. Abdul Kalam in connection with the big human casualties and material losses caused by a recent earthquake in the northern region of India. DPRK Premier Expresses Thanks to Chinese Party and Government

     Pyongyang, October 10 (KCNA) -- Premier of the DPRK Cabinet Pak Pong Ju in an address at the ceremony of commissioning the Taean Friendship Glass Factory, symbol of the DPRK-China friendship, on Sunday expressed deep thanks to the Chinese party with Hu Jintao as general secretary and government on behalf of the Workers' Party of Korea and the DPRK government for providing a modern glass factory free to the DPRK. The ties of kinship between the DPRK and China established in the crucible of the anti-Japanese revolutionary struggle are not mere relations between the states but the most genuine and comradely relations of friendship with which they help and support each other whenever they are difficult, he said, and went on:
    The firm solidarity and economic assistance extended by the Chinese party and government in the past encouraged the Korean people in their struggle to defend socialism and build a great prosperous powerful nation.
    The Chinese party and government provided the modern glass factory free to the DPRK and made sure that the factory was built at the highest level, which clearly shows how much effort they have made to boost the DPRK-China friendship.
    We are grateful to the Chinese comrades for providing the large glass factory free to the DPRK at a time when it is making a hard drive to open up a turning phase in socialist construction. We will always not forget but value the feelings of great friendship.

KCNA Ridicules U.S. "Advise" over "Human Rights Issue"

     Pyongyang, October 10 (KCNA) -- The United States is busy spreading rumors about a step taken recently by the DPRK not to receive international humanitarian aid in a bid to cater to its political taste. The "Committee on North Korean Human Rights", a non-governmental human rights organization of the U.S. invited official and unofficial political figures to a seminar in Washington on September 26 to slander the system in the DPRK, claiming that the food shortage there should be viewed in linkage with "the absence of elementary human rights."
    The theme of the seminar "starvation and human rights" itself was intended to hurl mud at the DPRK as it was attended by representatives from such institutions of the administration as the U.S. Department of State and the Agency of International Development and institutes and NGOs exerting influence on the government's policy making including Brookings Institute. There is, therefore, no worth considering what was discussed at the seminar. What merits attention is that the seminar was ostensively aimed at the "separation of politics and humanitarianism" but, in actuality, it totally helped the U.S. implement its policy of using food aid as a lever for pressuring the DPRK. This only revealed the vulgarity and double-dealing tactics of the U.S. conservative politicians.
    As already officially notified to the UN and international organizations, the DPRK decided to conclude the international humanitarian aid as the humanitarian situation has remarkably improved in the country.
    There is no need for others to say this or that about the DPRK's step.
    Whether to receive humanitarian aid or not is a matter to be decided by the DPRK, the master. It is an issue pertaining to its sovereign right. For anyone to take issue with this matter is little short of interfering in the internal affairs of other country to serve his ulterior purpose. This is, at the same time, as bad an act as defiling the sincere efforts of international organizations and various countries for humanitarian aid. The U.S. slandered the system in the DPRK, deliberately linking humanitarian aid with "human rights". This self-exposes that it has used humanitarian aid for its sinister political purpose such as an aim to "bring down the system" in the DPRK.
    It is well known that the U.S. has used the "human rights issue" as well as the nuclear issue as main leverage for escalating tensions and isolating and stifling the DPRK.
    The U.S. advise given to someone over "human rights issue" can convince no one.
    Such problems as "weapons of mass destruction" and "starvation" are products of the military threat and economic blockade imposed by the U.S. upon the DPRK for more than half a century, pursuant to its hostile policy toward the country.
    The DPRK has a way to overcome its difficulties as they are temporary and its people are making big successes in the course of surmounting them. There is nothing insurmountable for the DPRK as long as there is a system chosen by its people and a solid independent economic foundation and strong potential built up for several decades with much efforts.
    Opposing this or that issue against other issues in a bid to slander the political system and way of life in other country is a human rights abuse. Explicitly speaking once again, human rights represent state sovereignty.
    This reality teaches a lesson that it is a delusion to expect human rights apart from state sovereignty and protect them without the use of force and there is no genuine solution to the "human rights issue" unless the U.S. makes a switchover in its policy to use the "human rights issue" as an all-powerful lever for interfering in the internal affairs of other country and overturning its system.

DPRK Government Gives Banquet

     Pyongyang, October 10 (KCNA) -- The Government of the DPRK gave a banquet at the People's House of Culture Sunday on the occasion of the commissioning of the Taean Friendship Glass Factory. Present there on invitation were the government delegation of the People's Republic of China headed by Wu Yi, member of the Political Bureau of the Central Committee of the Communist Party of China and vice-premier of the State Council of the PRC, Wu Donghe, Chinese Ambassador to the DPRK, and staff members of the Chinese embassy, Teng Fuquan, general director of the Yaohua Glass Group Corporation of China, and its cadres and Chinese technicians and workers who participated in the construction of the factory.
    Present there were Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the DPRK, Pak Pong Ju, premier of the DPRK Cabinet, Vice Marshal of the KPA Kim Il Chol, minister of the People's Armed Forces, Choe Thae Bok, secretary of the C.C., WPK, Yang Hyong Sop, vice-president of the Presidium of the SPA of the DPRK, Jon Sung Hun, vice-premier of the Cabinet, officials concerned, and servicepersons of the KPA and construction workers who participated in the building of the factory.
    Kim Yong Nam said in his speech at the banquet the fact that a modern glass factory has been successfully built and the government delegation of the PRC came to the DPRK to hail its commissioning greatly encourages the Korean people and indicates that the Chinese party and government set greatest store by the DPRK-China friendship.
    He on behalf of the Korean people and the government of the Republic extended deep thanks to the Chinese party and government with Hu Jintao as general secretary for having provided free to the DPRK the glass factory furnished with latest equipment and to all Chinese comrades for having rendered sincere help in its construction.
    Through the construction of the factory the peoples of the two countries have powerfully demonstrated once again the vitality of the DPRK-China friendship consolidated and developed generation after generation and erected one more high tower of noble militant friendship and comradely confidence in the annals of the bilateral friendship, he noted, and continued:

     Pyongyang, October 10 (KCNA) -- It is our hope that the friendly and cooperative relations between China and the DPRK would steadily grow and the friendship between the two peoples shine forever. Wu Yi, member of the Political Bureau of the Central Committee of the Communist Party of China and vice-premier of the State Council of the People's Republic of China, said this in a congratulatory speech made at a ceremony of commissioning the Taean Friendship Glass Factory that was held in grand style on Oct. 9 on the occasion of the 60th anniversary of the Workers' Party of Korea.
    The glass factory was built under the personal concern of the leaders of the two countries, she said, adding that the factory is another symbol of the Sino-DPRK friendship in the new century and fresh fruition of the traditional friendly and cooperative relations between the two countries in the new era and under the new situation.
    Saying that the builders of both sides have opened a new page of traditional friendship between the two countries to meet the expectation of the leaders and peoples of the two countries, she, on behalf of the Chinese government, extended warm greetings to all builders of the factory. WPK's Sixty-year-long History Lauded

     Pyongyang, October 10 (KCNA) -- Papers here Monday editorially stress that the 60-year-long history of the Workers' Party of Korea is a glorious history which has recorded great victories and epochal changes. Rodong Sinmun says that the WPK has been strengthened into the party of Kim Il Sung, its founder, for tens of years and is now demonstrating its dignity as a revolutionary party intensely loyal to his cause.
    The history of the WPK is a glorious one as it has left the most brilliant trace in the popular masses' noble cause for independence and socialism, the cause of building a revolutionary party in our era, the editorial says, and goes on:
    History has never seen such a patriotic party as the WPK which has creditably discharged its noble mission and duty for the nation, weathering through the hardships of the times, such a promising and revolutionary party as the WPK which has victoriously pioneered the road ahead of the country and the revolution with rich fighting experience and seasoned leadership.
    The history of the WPK has set an example of the times in party building and activities along the unique road indicated by the Juche idea. The history of the Party building is characterized by the building of an organizational backbone for founding the party and a mass foundation with a steadfast Juche-based stand and on Songun principle and by the unique settlement of all theoretical and practical problems arising in the party building and activities at every stage as required by the Korean revolution and the specific reality of the country.
    The history of the WPK is a proud history in which the cause of man-centered socialism has been successfully led and epoch-making changes brought about.
    The Party is proud of having developed Korea, a backward colonial and semi-feudal state even in the mid-20th century, into a strong country, independent in politics, self-sustaining in economy and self-reliant in national defence, and of having created and defended a new socialist life most advantageous in the world.
    The history of the WPK is a dignified one as it has firmly maintained its revolutionary character and principle despite grim trials. The Party has waged the struggle, considering the Juche idea and principle set forth by President Kim Il Sung and the revolutionary traditions of Mt. Paektu as its lifeline in the whole course of its history.
    The Korean revolution has experienced unprecedented hardship but the Party has always maintained its transparent and steadfast stand to defend its idea and principle and the basic interests of the people.
    The passage of times, the replacement of generations and worldwide political tempest and hardships could never change the revolutionary character of the WPK that has been consolidated in its long history.
    The biggest pride of the WPK's history lies in that the Party has been built in a prospective way so as to accomplish the revolutionary cause of Juche which started with the foundation of the "Down-with-Imperialism Union."
    The high honor and dignity of the Party as the party of Kim Il Sung is infinitely shining thanks to the undisputed authority and political ability of leader Kim Jong Il.

Homage Paid to Kim Il Sung

     Pyongyang, October 10 (KCNA) -- Senior party, state and army officials visited the Kumsusan Memorial Palace to pay homage to President Kim Il Sung Monday on the occasion of the 60th anniversary of the Workers' Party of Korea. They, together with chairpersons of the friendly parties, members of the DPRK Cabinet and leading officials of the Party and military organs entered the hall where the statue of the President stands.
    Laid before the statue was a floral basket in the joint name of the Central Committee and the Central Military Commission of the WPK, the DPRK National Defence Commission, the Presidium of the DPRK Supreme People's Assembly and the DPRK Cabinet.
    Written on the ribbon of the basket were letters "The great leader Comrade Kim Il Sung is immortal."
    The visitors expressed deep respects before the statue and then made vows to the President who lies in state at the palace.
    They went round with deep emotion the orders, medals and certificates of honorary titles the President received from Korea and other countries, the portrait of the President with bright smile and bronze relievos in the Mourning Hall, and a train and a car he used during his field guidance and foreign tour and during the last days of his life.

Pak Pong Ju Meets Presidential Envoy of Russia

     Pyongyang, October 10 (KCNA) -- Premier of the DPRK Cabinet Pak Pong Ju met and had a friendly talk with Konstantin Borisovich Pulikovski, presidential envoy to the Far East Region of the Russian Federation, and his party at the Mansudae Assembly Hall Monday. Delegation of Congolese Party of Labor Arrives Here

     Pyongyang, October 10 (KCNA) -- A delegation of the Congolese Party of Labor led by Mbeh Hubert, member of its Central Committee, arrived here today to participate in celebrations of the 60th anniversary of the Workers' Party of Korea. It was greeted at the airport by officials concerned.

Chinese Youth Delegation and Family of Zhang Weihua Here

     Pyongyang, October 10 (KCNA) -- A Beijing municipal youth delegation led by Wang Minghao, first deputy secretary of the Beijing Municipal Committee of the Communist Youth League of China, arrived here Sunday to participate in the celebrations of the 60th anniversary of the Workers' Party of Korea. A family of Zhang Weihua who is related to the anti-Japanese revolutionary struggle also arrived here on the same day.

Military Parade Held in Celebration of WPK Birthday

     Pyongyang, October 10 (KCNA) -- A parade of units of the three services of the Korean People's Army, the Worker-Peasant Red Guards and the Young Red Guards took place with splendor in Pyongyang on Monday in celebration of the 60th anniversary of the glorious Workers' Party of Korea. Standing on the square were the column of paraders carrying the banner bearing the portrait of President Kim Il Sung, columns of military schools at different levels, those of guard units and three services of the KPA, ranks of the Korean People's Security Forces, the Worker-Peasant Red Guards and the Young Red Guards and columns of revolutionary schools.
    At 10 a.m. Kim Jong Il, general secretary of the Workers' Party of Korea, chairman of the DPRK National Defence Commission and supreme commander of the KPA, appeared on the tribune of honor amid the playing of the welcome music.
    That moment, cheers of "Hurrah!" burst out, shaking the sky and earth and thousands of balloons soared into the sky.
    Also taking the tribune of honor were Kim Yong Nam, Jo Myong Rok, Pak Pong Ju and other senior officials of the Party, state and army. Seen on the tribune of honor were So Man Sul, chairman of the Central Standing Committee of the General Association of Korean Residents in Japan, and Wu Yi, member of the Political Bureau of the Central Committee of the Communist Party of China and vice-premier of the State Council of China, and Konstantin Borisovich Pulikovski, presidential envoy to the Far East Region of the Russian Federation.
    Seen on the reviewing stands were foreign delegations including party delegations from different countries and foreign delegates, delegations and delegates from organizations for the study of the Juche idea, friendship and solidarity organizations, the chief of the Pyongyang Mission of the Anti-Imperialist National Democratic Front, diplomatic envoys of various countries and representatives of international organizations, members of the military attaches' corps here, foreign guests and overseas compatriots.
    A 21 gun salute boomed amidst the playing of immortal revolutionary paean "Song of General Kim Il Sung."
    KPA Vice Marshal Kim Il Chol, member of the National Defence Commission of the DPRK and minister of the People's Armed Forces, made a speech. Holding a grand military parade in celebration of the 60th anniversary of the WPK marks an important occasion in adding shine to the undying exploits Kim Il Sung and Kim Jong Il performed in building the Party and the revolutionary armed forces and carrying out the revolutionary cause of Juche, fully displaying the invincible might of Songun Korea where the entire Party and the army and the all people are single-mindedly united around the headquarters of the revolution and strikingly demonstrating the unshakable faith and will of the army and people of the DPRK to defend with arms the sacred revolutionary cause which started and won victories with arms under the Party's leadership and accomplish it, he said. He called upon all the party members, KPA servicepersons and people to cherish the fixed faith that they will certainly emerge victorious as long as they are led by Kim Jong Il and single-mindedly unite around the Party and more fully display the might of Songun.
    He declared: The KPA will reliably defend the Party and the socialist country with invincible military capability in the future, too. Should the U.S. and the Japanese imperialists and their allied forces ignite a war on this land, the KPA will mercilessly wipe out them and achieve the historic cause of national reunification.
    "Song of General Kim Jong Il" was solemnly played.
    Kim Il Chol congratulated the parade units on the anniversary, riding past them in an open car.
    Kim Jong Il received a report about the start of the parade from the minister.

    All the participants in the parade broke into shouts of "Hurrah!" and such slogans as "Kim Jong Il," "Devoted Defence," "National Reunification" and "Let us defend the headquarters of the revolution headed by great Comrade Kim Jong Il at the cost of our lives!" As the bugle call rang out for the start of the military parade, a banner bearing the portrait of President Kim Il Sung escorted by the colors of the KPA entered the square amid the playing of the song "The Leader Is Always with Us."
    All the participants in the parade paid highest tribute to Kim Il Sung, looking up to the banner at the present arms.
    Amid the playing of military music the columns of the parade marched past in fine array.
    Columns of military schools at various levels including Kim Il Sung Military University, Kim Il Sung Political University, Kang Gon General Military School majestically marched past the tribune of honor. Then followed ranks of KPA units including the Guard Kang Gon Second Infantry Division, the Seoul Guard Third Infantry Division, the Seoul Guard Kim Chaek Fourth Infantry Division, the Guard Sixth Infantry Division and the Guard Second Naval Flotilla who performed signal exploits in the last Fatherland Liberation War, columns of KPA three services and those of the Korean People's Security Forces. This was a striking demonstration of the validity and tremendous vitality of the Songun line of the WPK.
    Then columns of the Worker-Peasant Red Guards and Young Red Guards and ranks of revolutionary schools marched past in fine array to the tune of military music.
    Kim Jong Il waved back to the units of the parade whenever they marched past the tribune of honor.
    While the parade was going on, the crowd presented one after another huge letters such as "Kim Il Sung," "Kim Jong Il," "Songun Politics" and "Single-Minded Unity" and the banners of the WPK and the republic on the square which turned into a veritable sea of flowers. As the parade came to an end, welcome music resounded forth, the crowd broke into cheers of "Hurrah!" again and thousands of balloons flew high into the sky.
    Kim Jong Il came out to the balcony of the tribune of honor and waved back to the enthusiastically cheering crowd.

DPRK Orders and Medals Awarded to Chinese

     Pyongyang, October 10 (KCNA) -- A ceremony took place at the Mansudae Assembly Hall Monday to award orders and medals of the DPRK to Chinese comrades who contributed to the construction of the Taean Friendship Glass Factory. Present there were Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the DPRK, Ro Tu Chol, vice-premier of the Cabinet, Rim Kyong Man, minister of Foreign Trade, Kim Thae Jong, vice department director of the Central Committee of the Workers' Party of Korea, Kim Yong Il, vice-minister of Foreign Affairs, Yun Su Ryong, vice-minister of Construction and Building Materials Industries, Ri Ryong Nam, vice-minister of Foreign Trade, and other officials concerned.
    On hand were the members of the Chinese government delegation headed by Wu Yi, member of the Political Bureau of the Central Committee of the Communist Party of China and vice-premier of the State Council of China, Wu Donghe, Chinese ambassador to the DPRK, and staff members of the Chinese embassy and Chinese technicians who participated in the construction of the factory.

Evening Gala and Torchlight Procession of Youth and Students Held

     Pyongyang, October 10 (KCNA) -- An evening gala and a torchlight procession of youth and students took place with splendor at Kim Il Sung Square on Monday evening in celebration of the 60th anniversary of the glorious Workers' Party of Korea. The pleasant dances of youth and students started on the beautifully decorated square as fireworks were displayed in the sky over the city. They joyously danced full of pride and honor of preparing themselves to be successors to Songun Korea and future pillars to the tune of merry music. Kim Jong Il, general secretary of the Workers' Party of Korea, chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, appeared on the tribune of honor in the square.
    Also seen on the tribune of honor were senior officials of the Party, the state and the army, So Man Sul, chairman of the Central Standing Committee of the General Association of Korean Residents in Japan, Wu Yi, member of the Political Bureau of the Central Committee of the Communist Party of China and vice-premier of the State Council of China, and Konstantin Borisovich Pulikovski, presidential envoy to the Far East Region of the Russian Federation. Amid the solemn playing of the song "We Are the Successors to Revolution" that resounded forth at the brightly lit square there started the grand torchlight procession of the young vanguard "The Invincible Workers' Party of Korea That Has Won Victory after Victory under the Great Banner of Songun" with the banner of the Kim Il Sung Socialist Youth League bearing a portrait of President Kim Il Sung in the van.
    Its participants on the square presented with torchlights the logo of the WPK, a model of Mt, Paektu and a red flag, etc.

Kim Jong Il recibe titulo de doctor honoris causa en derecho de Rusia

    　Pyongyang, 10 de octubre (ATCC) -- El Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea y Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea, recibio el titulo de doctor honoris causa en derecho de la Universidad Nacional del Lejano Oriente de Rusia. El Dirigente se persono junto con el primer vicecanciller Kang Sok Ju en la ceremonia de entrega de la distincion que tuvo lugar el dia 9. Estuvieron presentes tambien Konstantin Borisovich Pulikovski, delegado plenipotenciario del Presidente en la zona federal del Lejano Oriente de la Federacion Rusa y su comitiva, Andrei Gennadiyevich Karlov, embajador extraordinario y plenipotenciario de Rusia en Corea, y otros miembros de la sede diplomatica.
    El rector de la mencionada universidad Vladimir Ivanovichi Kurilov, llegado aqui junto con Pulikovski, explico que su institucion decidio otorgar esa distincion a Kim Jong Il, Presidente del CDN de la RPDC, por haber hecho un gran aporte al desarrollo de la educacion, ciencia, cultura y arte para la paz y el progreso de la civilizacion humana y le entrego con suma cortesia al Dirigente el certificado de doctor honoris causa en derecho, la medalla y el vestido correspondiente a este honor.

Acto central por 60o aniversario de la fundacion del PTC

    　El PTC establecio el avanzado regimen socialista al cumplir exitosamente la revolucion social severa de dos etapas y la reconstruccion ardua en dos ocasiones segun la idea y lineas revolucionarias del Presidente.     Debemos enaltecer al Presidente Kim Il Sung como eterno lider de nuestro partido y pueblo, glorificar infinitamente su idea y hazanas en la construccion del partido y establecer con mas firmeza el sistema de direccion unica del partido.
    Tenemos que defender en lo ideo-politico y a riesgo de la vida a la Direccion de la Revolucion y materializar cabalmente la linea y la politica del partido. La unidad monolitica del partido y las filas revolucionarias es lo mas importante de la revolucion.
    Todo el partido, todo el ejercito y todo el pueblo deben unirse solidamente a base de la camaraderia revolucionaria para fortalecer en todos los sentidos el poderio de nuestra fila revolucionaria.
    Sean cuales fueran las circunstancias y condiciones en que nos hallaremos, debemos materializar cabalmente la politica de Songun que es el remedio decisivo para la victoria de nuestra revolucion a fin de dedicar de continuo la fuerza primordial al fortalecimiento del ejercito popular y al desarrollo de la industria de defensa nacional y de esta manera debemos consolidar inexpugnablemente la posicion militar de nuestra revolucion. Debemos impulsar con vigor la construccion economica y registrar constantes ascensos en todos los frentes de la construccion socialista para arribar cuanto antes a la alta cumbre de gran potencia prospera.
    Hay que realizar la cooperacion mediante la independencia nacional, la paz anti-belica y el patriotismo por la reunificacion bajo la bandera de la historica Declaracion Conjunta Norte-Sur del 15 de Junio para levantar una potencia reunificada independiente y prospera.
    El PTC, bajo el ideal de la politica exterior: la independencia, la paz y la amistad, en estrecha solidaridad con los pueblos de todos los paises que abogan por la independencia, desplegara energica lucha por preservar la paz y la seguridad del mundo y construir un nuevo mundo independiente, pacifico y amistoso.
