Spokesman for DPRK FM. Refers to Issue of Participation in 5th Six-Party Talks

Pyongyang, October 24 (KCNA) -- A spokesman for the DPRK Foreign Ministry Monday gave the following answer to a question put by KCNA as regards the issue of participating in the 5th six-party talks: It is our consistent and invariable stand to realize the denuclearization of the Korean Peninsula through dialogue.
We will, therefore, go to the 5th six-party talks at the date to be agreed upon early in November as the six parties had committed themselves to do so. This reflects our sincere stand to respect and faithfully abide by the principles agreed upon in the Beijing Joint Statement.
The United States, however, has been careless in its words and deeds quiet contrary to the spirit of the statement in a little over one month since the publication of the statement.
This makes us doubt the U.S. will to implement the statement.
The U.S., in violation of the principle of simultaneous action agreed upon among the six parties, is again demanding the DPRK abandon its nuclear program first on the basis of CVID. It is staging a noisy campaign to pressurize the DPRK, bringing utterly groundless charges such as "human rights issue" and "illegal deal" against it.
These moves of the U.S. are rendering the joint statement, a co-product of the six parties, invalid.
We will hold the U.S. accountable for this situation much more deplorable than what was before the publication of the statement and keep tabs on this at the forthcoming talks.

Gift to Kim Jong Il

Pyongyang, October 24 (KCNA) -- Leader Kim Jong Il received a gift from the International Federation of Red Cross and Red Crescent Societies. It was conveyed to an official concerned by Juan Manuel Suarez del Toro, president of the International Federation, on a visit to Korea.

Moves of S. Korean Anti-Reunification Forces Accused

Pyongyang, October 24 (KCNA) -- The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification issued a commentary on October 20 to denounce the south Korean Grand National Party, the anti-reunification forces, for setting prosecution in motion to take issue with the academic activity of Prof. Kang Jong Gu to punish him and scheming to bring about political chaos. The present situation urgently requires to remove such anti-reunification forces as the GNP and repeal the "National Security Law" standing in the way of reunification, the commentary said.
It appealed to the south Korean youth and students to turn out in the struggle to liquidate the anti-reunification forces opposed to the June 15 era of independent reunification and to open up a road of reunification.

Distorted Reports of Japan's Media Protested

Pyongyang, October 24 (KCNA) -- Representatives of different organs of the General Association of Korean Residents in Japan (Chongryon) strongly protested against distorted reports of Japan's media as regards the Japanese police authorities' forcible search into the office of the Association of Korean Scientists and Technologists in Japan. Representatives of Chongryon including An Thae Du, department director of Chongryon Central Standing Committee, on Oct. 18 visited the head office of "TV Asahi" to bitterly denounce it for creating public opinion against the DPRK and Chongryon with tricky, malicious and distorted reports. Recalling that on October 14 the police authorities mobilized more than a hundred riot policemen to make a forcible search into the office of the association under the pretext of investigation into the suspicion of its members' violation of the "Drugs, Cosmetics and Medical Instruments Law", they charged that "TV Asahi" in a report regarding the forcible search gave a cut-in that a pharmaceutical company under question is an organization under Chongryon, deliberately linked the case with the "abduction issue" and branded the person arrested as a "cadre" of Chongryon.
The Chongryon organization has suffered big damage from the distorted reports, they said, demanding the head office apologize for it and make a correction report about it.
On Oct. 19 they visited the head offices of Tokyo Shimbun and Sankei Shimbun to condemn the distorted reports openly revealing an attempt to put a vicious political crackdown upon Chongryon.

U.S. and S. Korean Authorities' War Scenario Denounced

Pyongyang, October 24 (KCNA) -- If it is true that the U.S. has no intention to invade the DPRK but respects its sovereignty and wants the peaceful settlement of the nuclear issue between the DPRK and the U.S., it should, first of all, formally cancel all the scenarios for a war of aggression including the "OPLAN 5027-04". A spokesman for the National Reconciliation Council said this in a statement issued on Oct. 23 in connection with the recent disclosure of the fact that the U.S. and the south Korean authorities worked out the "OPLAN 5027-04" aimed at mounting a preemptive attack upon the DPRK and overthrowing its system.
Some days ago a lawmaker from an opposition party, addressing a meeting to examine the state administration at the "National Assembly" of south Korea, opened to the public the "guidelines of the operation plan of the south Korea-U.S. combined forces command inked by U.S. Secretary of Defence Rumsfeld and the south Korean defence minister at the 34th meeting of the south Korea-U.S. security consultative council held in December 2002, the statement recalled, demanding the south Korean authorities immediately halt their persecution of the lawmaker who said truth.
The U.S. and the south Korean authorities would be well advised to bear in mind that if they persist in their reckless moves to provoke a war against the north despite its repeated warnings, they will face stronger denunciation and protest from all Koreans and certainly meet a shameful fiasco and self-destruction, it warned.

Profound Condolences Expressed over Death of Yon Hyong Muk

Pyongyang, October 24 (KCNA) -- Cadres and officials of the institutions of the Workers' Party of Korea and armed forces, power bodies, working people's organizations, ministries and national institutions, servicepersons of the KPA, officials of scientific, educational, cultural, arts, public health and media institutions, those of party and power bodies in Pyongyang and local areas and people from all walks of life Sunday visited the bier of Yon Hyong Muk, alternate member of the Political Bureau of the C.C. of the WPK and vice-chairman of the National Defence Commission (NDC) of the DPRK, and expressed profound condolences over his death. Seen standing by the side of his bier was a wreath sent by Kim Jong Il, general secretary of the WPK, chairman of the NDC of the DPRK and supreme commander of the KPA.
Also seen there were wreaths sent by the Central Committee and the Central Military Committee of the WPK, the DPRK National Defence Commission, the Presidium of the DPRK Supreme People's Assembly, the DPRK Cabinet, organs of armed forces, working people's organizations, ministries, national institutions, units of the KPA, scientific, educational, cultural, arts, public health and media institutions and Party and power bodies in the city. Standing guards of honor at the sides of the bier were families of the deceased.
Guards of honor of the KPA were standing on either side of the bier.
Amid the playing of the dirge visitors paid silent tribute to the late Yon Hyong Muk.
They offered their deep condolences to the families of the deceased.
Meanwhile, diplomatic corps and representatives of international organs here and overseas compatriots also visited his bier to express condolences.

Cancellation of Scenario for War of Aggression against North Demanded

Pyongyang, October 24 (KCNA) -- The U.S. and south Korean warmongers remain unchanged in their wild ambition to invade the north. Minju Joson Sunday observed this in a signed commentary carried in connection with the disclosure of "guidelines for the operation plan of the south Korea and U.S. combined forces command" by a lawmaker from an opposition party of south Korea. It went on:
Whenever an opportunity presented itself the United States uttered more than once it had no intention to invade the DPRK.
If the United States wishes to show the world the truth of its commitment, it should formally cancel all war scenarios to invade the DPRK such as the "OPLAN 5027-04". It is quite natural that whether one told truth or a lie can be proved not by words but in practice.
What should not be overlooked is that the south Korean military authorities are working hard to punish the above-said lawmaker on charge of leakage of a military secret.
The disclosure of any dangerous issue that may bring a disaster to the nation can never be a crime, the commentary stressed.

U.S. Chiefly to Blame for Nuclear Weapons Proliferation

Pyongyang, October 24 (KCNA) -- Strong voices terming the U.S. a chieftain of nuclear weapons proliferation and the arch criminal posing a nuclear threat are heard from the international community, says Rodong Sinmun Monday in a signed commentary. This is clearly proved by the facts that serious apprehension is expressed at the 60th session of the UN General Assembly as to the malfunction of UN disarmament organizations and the world public is becoming increasingly assertive that it is chiefly attributable to the U.S. and some nuclear weapons states' failure to fulfil their commitments to nuclear disarmament and application of double standards as regards the nuclear issue, the commentary says, and goes on:
The U.S. keeps manufacturing new type nuclear weapons and openly posing nuclear threats to the anti-imperialist independent states, non-nuclear states, in a bid to go unchallenged in the military field on the basis of a nuclear edge.
The present Bush administration set a preemptive nuclear strike as a major military doctrine of the U.S. and is developing modern smaller nukes so as to use them as conventional weapons in any war of aggression. In the meantime, it is busying itself to carry out its nuclear war strategy with ease, while supporting and conniving at the production of nuclear weapons by its allies. The recent disclosure of an illicit deal between the U.S. and south Korea in nuclear substance clearly reveals the U.S. deceptive nature behind its loud call for "nuclear non-proliferation".
It recognizes some countries' right to have access to nukes and promises transfer of nuclear technology to them as it pleases while preventing other countries incurring its displeasure from exercising even the right to peaceful nuclear activities and incriminating them under the pretext of "non-proliferation". Such nuclear war strategy of the U.S. only results in weakening the binding force of the Nuclear Non-Proliferation Treaty and putting the world into a nuclear turmoil.
With nothing can the U.S. cover up its true colors as chief violator of the nuclear disarmament convention and its regime and evade its responsibility for having sparked off a fresh nuclear arms race.

Major Role of UN Called for

Pyongyang, October 24 (KCNA) -- Rodong Sinmun Monday in a signed article dedicated to the Day of the UN calls for increasing the major role of the United Nations in settling crucial international issues as required by the new century. What is important for this is for all the UN member nations to fairly solve the international issues in the spirit of the UN Charter so as to contribute to the sound development of the international community and the global peace and security, the article says, and continues:
The UN reform should be thoroughly carried out in the direction of realizing UN-centered multilateralism in line with the objective and principles of the UN Charter.
Only when the UN is reformed in this direction is it possible to check unilateralism and high-handed practices quite contrary to the UN Charter and international law and ensure the major function and role of the UN in settling crucial international issues. Such UN reform would make it possible to prevent the major international issues from being decided or unfairly settled by specified countries and provide conditions for fairly and reasonably settling the issues in the interests of an absolute majority of UN member nations. The UN Security Council should be reformed on the principle of ensuring the full representation of the non-aligned countries and other developing countries which account for an absolute majority of UN member nations. A permanent seat on the UNSC, one of the important bodies of the UN, should not be given to any country carelessly.
Japan has a crime-woven past as it ignited wars of aggression against other countries and enforced the harshest policy of colonial rule in history. Though 60 years have passed since the defeat of Japan, it has distorted its history of aggression and driven the regional situation to a brink of confrontation, far from honestly repenting of its past crimes and settling them. Japan is, therefore, should not be allowed to seat on the UNSC under any circumstances. In order to increase the role of the UN it is important to overhaul the UN Human Rights Organization on the principle of guaranteeing the member nations full representation in the same direction of reforming the UNSC.
Being a member nation of the UN, the DPRK has made every effort to preserve global peace and security and establish fair international relations in conformity with the objective and principles of the UN Charter since it joined the UN on Sept. 17, 1991.
The DPRK remains unchanged in its assertion and stand to carry out a fair and democratic reform of the UN and increase its role and function and thus preserve global peace and security and soundly develop the international relations.

Japan's Militarist Hysteria under Fire

Pyongyang, October 24 (KCNA) -- Japanese Prime Minister Koizumi visited the "Yasukuni Shrine" on Oct. 17 to be followed by more than 100 Dietmen the next day. Commenting on this, Minju Joson Sunday observed:
This clearly reveals that the commitment the Japanese authorities made before the international community to break with the past on the occasion of the 60th anniversary of the country's defeat in the war was nothing but hypocrisy and they have become evermore undisguised in their ambition to realize the old dream which the departed militarists failed to do in the past.
Asians and people in other parts of the world are strongly opposed to anybody's visit to the shrine as they regard it as a symbol of Japanese militarism. A visit to the shrine is a serious political issue because it serves as a yardstick showing whether Japan is truly willing to break with its militarist past or not and wants peaceful co-existence with Asian countries or not.
The recent visits to the shrine by high-ranking officials of Japan let the international community understand what dangerous phase the Japanese reactionaries have reached in their moves for overseas aggression after making all arrangements for it step by step.
The Japanese reactionaries' madcap moves to revive militarism would only result in bringing horrible disasters to Asia and the rest of the world. Japan would be well advised to face up to the reality and immediately stop its moves to revive militarism.

GNP's Anti-Reunification Act Assailed

Pyongyang, October 24 (KCNA) -- The Grand National Party and other ultra-right conservative forces in south Korea are frantically inciting an atmosphere of a campaign against democracy and reunification in a bid to deter the "National Security Law" from being abolished and realize their wild ambition to come to power again after faking up the case of Dongguk University Professor Kang Jong Gu, says Rodong Sinmun Monday in a signed commentary. It goes on: The GNP is using this case for the purpose of its madcap campaign, claiming that the recent incident has shaken the "system and its nature" to their very foundation and therefore, it is necessary to conduct a movement to safeguard the liberal democratic system. It even asserted that it would do its utmost to prevent the abolition of the SL. This clearly proves that its anti-democratic and anti-reunification fascist nature remains unchanged. The GNP is working with bloodshot eyes to punish a university professor, raising a hue and cry over his academic assertion. This is prompted by its criminal intention to check the abolition of the "NSL" and the movement for independence and reunification in south Korea and thus revive fascist dictatorship by coming to power again.
The NSL is a leftover of the dictatorship in the Cold War era.
There is, therefore, no justification to keep the NSL in the present era after the publication of the June 15 joint declaration when the north and the south are pursuing reconciliation and cooperation.
The Koreans should not allow the repetition of the disgraceful history in which the truculent fascist dictators in south Korea stamped out independence and democracy in society and committed indelible crimes against the fellow countrymen through confrontation with fellow countrymen and acts against reunification.

Disorganization of GNP Urged in S. Korea

Pyongyang, October 24 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration reportedly issued a commentary on Oct. 18 blasting the Grand National Party of south Korea for its foolish remarks against the nation and reunification. The commentary said: Addressing a press conference held on the same day, the GNP side made foolish remarks that "favoring Prof. Kang Jong Gu is little short of making the 'National Security Law' invalid and pleasing the north and that it would do its utmost to protect the NSL, the last fortress for defending the system, and launch a GNP-centered national salvation movement to preserve the state system."
The GNP has betrayed the nation by stifling democracy and flouting people for several decades. Yet, it is crying out for the defence of the system. How disgusting and abominable it is. The GNP should be disbanded at once as it is ill-famed for embezzling truck-loads of money, stoking corruption and made up of remnants of dictatorship, the commentary urged.
If it keeps to the road of treachery, it will not be able to escape a stern judgment of history, it warned.

U.S. Moves for War of Aggression Flailed in S. Korea

Pyongyang, October 24 (KCNA) -- Members of civic and public organizations of south Korea including the Reunification Solidarity, the People's Solidarity, the People for Achieving Peace and Reunification and the All-People Measure Committee for Checking the Expansion of the U.S. Military Base in Phyongthaek reportedly held a rally in front of the building of the south Korean Ministry of National Defense on Oct. 21 to denounce warmongers for plotting a war of aggression. They charged that at the 37th meeting of the security consultative council the United States forced the south Korean authorities to come out in materializing the strategic flexibility of the U.S. troops stationed in south Korea, pretending to hand over its right of wartime operation. After the rally they marched up to the U.S. military base in Ryongsan and held a meeting to urge the repeal of the plan for a war in the Korean Peninsula, implementation of a joint statement agreed at the six-way talks and withdrawal of the U.S. troops from south Korea.
Ri Kyu Jae, chairman of the South Headquarters of the National Alliance for the Country's Reunification, and other speakers said that the security consultative council meeting betrayed the U.S. intention to keep its troops in this land at any cost and that they would wage a struggle to get the U.S. troops withdrawn by the concerted efforts of the Korean nation.

Funeral Service for Yon Hyong Muk Held

Pyongyang, October 24 (KCNA) -- A state funeral service for Yon Hyong Muk, alternate member of the Political Bureau of the Central Committee of the Workers' Party of Korea and vice-chairman of the National Defence Commission of the DPRK, was solemnly held in Pyongyang on Monday. The funeral service was attended by Jo Myong Rok, Kim Yong Nam, Pak Pong Ju and other members of the state funeral committee, officials concerned, generals and officers of the Korean People's Army and bereaved family members and relatives.
At 8 a.m. the coffin was carried out amidst the playing of a dirge.
Streets of the capital the hearse went past were in deep grief at the loss of Yon Hyong Muk.
A funeral ceremony took place at the Patriotic Martyrs' Cemetery in Sinmi-ri in the suburbs of the capital.
National anthem was played and Vice Marshal of the Korean People's Army Kim Il Chol, member of the National Defence Commission of the DPRK and minister of the People's Armed Forces, made a funeral oration.
Yon Hyong Muk, born into a revolutionary family during the Japanese imperialists' colonial rule, had lived under oppression and humiliation by enemies in an alien land, the oration said, and went on: After the country's liberation he grew up to be a competent official under the warm loving care of President Kim Il Sung. He devotedly worked for the strengthening of the party and socialist construction at important posts of party and state organs to the last moments of his life.
He did much work by dedicating all his energy and wisdom to the struggle to implement the party's economic policy and step up the socialist construction, assuming the heavy responsibility of a secretary of the Party Central Committee and the premier of the Administration Council for years with the deep trust of the party and the leader in the period of modeling the whole society on the Juche idea.
In the whole course of his life he firmly established a revolutionary outlook on the leader and remained single-heartedly loyal to the leader sunny or rainy and showed with his practical example how a true revolutionary soldier should live and struggle.
The coffin was buried amidst the playing of a dirge and firing of a volley for the dead.
Wreaths were laid before the burial ground amid the playing of the wreath-laying music.
The attendants observed a moment's silence in memory of the late.

Anti-Bird Flu Work Intensified in DPRK

Pyongyang, October 24 (KCNA) -- A nation-wide campaign to prevent bird flu epidemic has been intensified in the Democratic People's Republic of Korea under the unified guidance of the State Emergency Anti-epidemic Committee as it has spread to different parts of the world. The Ministry of Agriculture, Ministry of Public Health, State Bureau for Quality Control, Pyongyang City Poultry Guidance Bureau and other related units are enhancing their role in this campaign. In an interview with KCNA, Vice-Minister of Agriculture Mun Ung Jo said that as the bird influenza has rapidly spread to different parts of the world with the south-east Asian region as the center, the government has taken necessary steps to prevent the bird flu virus from affecting the country. The government, based on the experience gained in the anti-bird flu epidemic work, has established a system of quickly and correctly reporting an outbreak of the case to the central guidance office while making all material and technical preparations so as to remove any slight symptoms in time. Information activities are also brisk to prevent bird influenza. Materials related to the outbreak of the case and its damage in foreign countries and materials on technology needed for preventing it have been sent to the provinces, cities and counties.
Such anti-epidemic measures as medical check-up of the workers, thorough sterilization and quarantine at poultry farms have also been taken. In particular, the movement of migrants is under regular observation, their excretion being examined and families and special farms are required to breed poultry in pens.
Various kinds of poultry and their products imported from abroad and travelers are thoroughly quarantined at ports and frontier stations. Meanwhile, scientific researches into separating and identifying bird flu viruses are being made on the basis of successfully making vaccine against the bird flu virus which was found in the country

Brilliant Feats Everlasting with Korea-China Friendship

Pyongyang, October 24 (KCNA) -- Fifty-five years have passed since the Chinese People's Volunteers entered the Korean War (1950-1953) on October 25, 1950. The Party and the government of China dispatched their fine sons and daughters to the Korean front under the banner of resisting America and aiding Korea, safeguarding the home and defending the motherland though the People's Republic of China was one year old.
The Chinese comrades-in-arms fought shoulder to shoulder with the Korean People's Army in the same trench, displaying a mass heroism and unparalleled devotion to the full.
Mountains and heights of Korea are dyed in the blood shed by brave Chinese People's Volunteers and associated with their feats. A Chinese hero, when he ran out of explosives and grenades in a charge of a height, covered the enemy's gun muzzle with his breast, shouting "Forwards for Korea, brother country!"
Three volunteers of Sanggam Pass fought enemy's company and battalion for three days and defended the height even under the hail of 250,000-300,000 shells and bombs a day.
Huang Qiguang, 21, who had his arms and shoulder seriously wounded, silenced the enemy's pillbox with his body, and his platoon leader, who was a member of the Communist Party of China, plunged himself into the enemy's position with a bunch of hand-grenades, thus ensuring the victory of their unit in the battle.
In the spring of 1951, two volunteers died after rescuing Koreans in a village of Pongchon County engulfed in flames by an enemy's bombing raid. And on the bank of the River Rimjin in April 1951, two volunteers allured an enemy's aircraft to them to get serious wounds and thus protected the lives of more than 100 people.
During two years and nine months of the participation in the war, the Chinese People's Volunteers produced more than 661,740 recipients of medals and orders including 12 heroes of the DPRK.
The feats performed by the volunteers in the years of the war will shine long along with the unbreakable Korea-China friendship. The people of the DPRK are sincerely grateful to the brotherly Chinese people for having helped them with blood during the hard-fought war, rendered mental and material support in difficult periods including the postwar rehabilitation and construction and built gratis the modern Taean Friendship Glass Factory, a symbol of the friendship between the two countries in the 21st century.
The traditional Korea-China friendship provided by the great leaders of the Korean and Chinese peoples in the anti-Japanese struggle continues to grow stronger under the deep care of the leaders of the two countries today.
