DPRK Delegate Refers to Sustainable Development

    Pyongyang, November 9 (KCNA) -- What is most important for achieving sustainable environmental protection and development is the political will and practical actions of the countries to implement the action program and resolutions adopted at the world summit on sustainable development and at major UN conferences. A DPRK delegate said this when discussing "Sustainable Development," an agenda item of the meeting of the Second Committee of the 60th UN General Assembly on Nov. 3. Sustainable development is a main part of the activities for achieving the development goal laid down in the UN Millennium Declaration and other international agreements.
    Touching upon the issues arising in achieving the objectives of sustainable environmental protection and development at present, he went on to say: The government of the DPRK has focused its state concern on the land management and environmental protection from the viewpoint of implementing its national plan and ensuring sustainable development to carry out the resolutions and the millennium development goal of the world summit on sustainable development. As ways of increasing the agricultural production the DPRK has successfully carried out large waterway and land realignment projects and conducted river improvement projects and the work to turn the whole country into a thick woodland and greenery on a nationwide scale with a view to minimizing damage to be done by natural disasters including flood.
    In April last the DPRK acceded to the Kyoto Protocol subject to the UN Framework Convention on Climatic Change as part of its efforts to join the international community in its efforts to achieve the above-said goal.
    He called upon the relevant international organizations of the UN to strengthen the cooperation with the international financial and development organizations in order to actively push forward the projects to substantially help the developing countries bolster their capabilities.


KPA Panmunjom Mission Sends Telephone Message to U.S. Forces Side

    Pyongyang, November 9 (KCNA) -- As already reported, the Panmunjom Mission of the Korean People's Army, in its spokesman's statement issued on Nov. 2, accused the U.S. forces side of deliberately deteriorating the situation in the conference area in Panmunjom and the areas along the Military Demarcation Line (MDL) and warned that if it persistently disregards the agreed points and practice observed by both sides over the last several decades in the conference area in Panmunjom, this will only compel the KPA side to take measures to cope with its action. On October 28, 1987 both sides agreed to jointly use the "conference room of the Military Armistice Commission" on the MDL as a place to be visited with a view to contributing to easing the tensions and maintaining security in the conference area of Panmunjom, but the U.S. forces side recently locked up the "conference room" in a bid to prevent the visitors of our side from entering it in violation of the agreement, rendering the situation in the area unstable and creating extreme distrust between them.
    The U.S. forces side has not shown any response even after the spokesman for the Panmunjom Mission issued the statement.
    In this regard Senior Colonel of the KPA Kwak Yong Hun of the Panmunjom Mission sent a telephone message to his U.S. forces counterpart on Nov. 9. The message says:
    Since Oct. 2 the U.S. forces side kept the door to the northern portion of the "MAC conference room" locked up to prevent the visitors of our side from entering it in utter defiance of the agreement on jointly using the "conference room of the MAC" on the MDL in the conference area of Panmunjom reached between the two sides.
    In this regard our side warned several times the U.S. forces side of the grave consequences to be entailed by its base and unreasonable behavior and repeatedly demanded it open the door and remain true to the agreement.
    The U.S. forces side, however, has kept the door locked up to this date though more than one month has passed since the demand was made by us and obstructed the tour of Panmunjom by members of visiting groups of our side, defying our just demand.
    As taught by lessons in the past, the area is so acute and sensitive that even a small accidental case may cause unpredictable grave consequences. Nevertheless, the U.S. forces side has abandoned its commitment to implement the agreement which specifies the order of conduct to be observed in the area in defiance of it.
    This situation compels the KPA side to get rid of the binding force of the agreement of both sides.
    Hence, the KPA side has decided to take the following measures:
    First. We will not allow any personnel, vehicles and equipment of the U.S. forces to enter the portion of our side beyond the MDL with a view to checking and repairing the three buildings under the control of the U.S. forces side in the area along the MDL in the conference area of Panmunjom. Second. We will stop the use and repair of facilities established by the U.S. forces side in the area of our side on the MDL.
    Our side demands the U.S. forces side suspend the operation of the facilities installed in the area of our side outside the "MAC conference room" within 48 hours since the latter received our telephone message.
    In case the operation of the facilities is not halted till this time limit, our side will take necessary measures on its own initiative.
    Should the U.S. forces side do not heed to our advice, the KPA side will continue to take more necessary counter-measures. The U.S. forces side should be held fully accountable for all the ensuing consequences.


U.S. Ambition for Military Domination over Asia-Pacific under Fire

    Pyongyang, November 9 (KCNA) -- Lurking behind the U.S. escalated arms buildup in areas around the Korean Peninsula is its sinister purpose to retain its grip on Japan as an advanced base for preempting an attack on the DPRK and as a strategically important stronghold for realizing its ambition for military domination over Asia-Pacific, says Rodong Sinmun Wednesday in a signed commentary. The U.S. is contemplating the deployment of a latest type nuclear carrier in its naval base in Yokosuka. This is indicative of the increasing potential danger of the U.S. imperialists' moves to step up arms buildup behind the scene of dialogue and preempt a nuclear attack on the north, the commentary says, and goes on:
    This reality makes the DPRK skeptical about the U.S. commitment not to invade the DPRK. The U.S. words do not agree with its deeds at all. In other words, the U.S. is whetting its sword for invading the north behind the scene despite its oft-repeated talk that "it has no intention to invade the north." This is eloquently proved by the recent military measures taken by the U.S.
    The U.S. arms buildup and the realignment of its forces in Japan further escalate the tension in Northeast Asia including the Korean Peninsula as they are aimed at launching the second Korean war by using Japan as the "biggest stronghold" for this operation.
    As seen above, the U.S. remains unchanged in its criminal design to stifle the DPRK by force with Japan as an advanced base for aggression and realize its ambition for military domination over Asia-Pacific and its gravity and danger are growing as the days go by.
    The Korean people are closely following the U.S. imperialists' moves to ignite a new war and keeping themselves fully ready to cope with it. The U.S. had better ponder over the serious consequences to be entailed by its reckless war adventure and behave with discretion.


GNP of S. Korea Urged to Halt Its Political Bargaining

    Pyongyang, November 9 (KCNA) -- The "law on human rights in the north" asserted by the Grand National Party of south Korea is nothing but an evil law to block peace and reunification of the Korean Peninsula, chill the desire of the nation for its great unity and isolate and stifle the north where fellow countrymen live. The "National Federation of Peasants Associations" said this in a commentary on Nov. 3 denouncing the GNP for working hard to use the "proposal on rice negotiations" and the "law on human rights in the north" as a political bargaining.
    It went on:
    The peasants across south Korea are greatly angered to hear the news that the GNP is insisting that the session of the "National Assembly" adopt the above-said law along with the "proposal on the rice negotiations."
    Both the proposal and law should never be allowed to pass through the NA.
    The commentary demanded the GNP stop at once such political bargaining and take it as its platform to check the NA ratification of the proposal as early as possible.


Anti-U.S. Events Held in S. Korea

    Pyongyang, November 9 (KCNA) -- A special exhibition reportedly took place in front of Kwanghwamun, Seoul, on Nov 5 in denunciation of the atrocities committed by GIs in south Korea. It was co-sponsored by the Solidarity for Implementing the South-North Joint Declaration, the Youth and Students Solidarity of south Korea to Implement the June 15 South-North Joint Declaration and other organizations. On display in the venue were photos and pictures condemning the cases of murder, aggression and plunder and war moves committed by the U.S. forces in south Korea over the last six decades.
    Visitors posed for a long while before the photos showing the killing of Sin Hyo Sun and Sim Mi Son and the murder of south Korean woman Yun Kum I, expressing towering indignation at the U.S. forces which feign ignorance of such shuddering man-killings.
    Jo Yun Ji, secretary general of the Solidarity for Implementing the South-North Joint Declaration, said that the exhibition was sponsored to provide south Koreans with an opportunity to harden their will to struggle against the U.S. He added: What they have done in south Korea is nothing but crimes and murder and this is the truth of history which all of us should know.
    Diverse anti-U.S. events such as anti-U.S. signature campaigns, rallies demanding an early withdrawal of U.S. forces from south Korea and anti-U.S. cultural functions took place in various parts of Seoul that day.


Uncompromising Struggle against Anti-Reunification Forces Called for

    Pyongyang, November 9 (KCNA) -- An uncompromising struggle against the anti-reunification forces is an intrinsic demand of the movement for national reunification, says Rodong Sinmun Wednesday in a signed article. An uncompromising struggle against the anti-reunification forces at home and abroad is urgently demanded by the present reality, the article says, and goes on:
    The north-south relations will be put at a stalemate again and the movement for national reunification will face insurmountable stern trials and difficulties unless the anti-reunification offensive of the outsiders and south Korean pro-U.S. conservative forces, its lackeys, are decisively checked. If the movement for reunification is to make substantial progress, it is necessary to turn it into one contributing to reunification and the one for foiling the moves of the separatist forces at home and abroad.
    It is a proud tradition of the Korean nation that it has emerged victorious pulling through hardships through an uncompromising struggle against the anti-reunification forces with strong spirit and will for reunification and patriotism.
    The on-going movement for national reunification should be consistent with a nationwide struggle against those who oppose reconciliation and unity and pursue north-south confrontation in view of the tradition and nature of the Korean nation's struggle for national reunification and the Koreans' ardent desire for national unity and reunification. This movement can grow vital only through this struggle.
    The movement for national reunification serves as a powerful means for meeting anti-reunification forces' challenges and bringing about a steady surge in the cause of reunification.
    The historic June 15 joint declaration has helped convert the nation's movement for reunification into a nationwide patriotic movement orientated to national unity and reunification irrespective of differing ideologies, political views and religious beliefs.
    The conversion of the movement for national reunification into a nationwide patriotic movement representing the whole nation's desire and will and the participation in it of broad strata of Koreans in the north and the south and abroad have provided conditions favorable for pro-reunification patriotic forces even under the situation where the pro-reunification patriotic forces stand in acute confrontation with the anti-reunification traitorous forces. Nothing will be impossible for the Koreans if they consider the movement for national reunification as a powerful weapon for accomplishing the patriotic cause of reunification and wage a nationwide struggle to throw overboard the anti-reunification forces at home and abroad.


Farm Named DPRK-Germany Friendship Farm

    Pyongyang, November 9 (KCNA) -- The Sunan Farm on the outskirts of Pyongyang was named the DPRK-Germany Friendship Farm with due ceremony Wednesday. Present there were Hong Son Ok, vice-chairperson of the Committee for Cultural Relations with Foreign Countries, who is chairperson of the DPRK-Germany Friendship Association, officials concerned, members of the farm, Friedrich Ludwig Loehr, German ambassador to the DPRK, and staff members of the embassy.
    Speeches were made there.
    Speakers at the ceremony said they were pleased to have such function, adding that this is in full line with the interests of the two peoples in deepening the mutual understanding between the two countries and developing the bilateral friendly and cooperative relations.
    They noted they would make positive efforts to boost the friendly and cooperative relations between the two countries and two peoples in the future, too. After being briefed on the fact that the farm is associated with immortal revolutionary exploits performed by leader Kim Jong Il, the guests helped farmers and talked with officials of the farm, deepening the friendship.


Kim Yong Nam Receives Credentials from Ambassador of Serbia and Montenegro

    Pyongyang, November 9 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, received credentials from Ambassador e. p. of Serbia and Montenegro to the DPRK Dragan Momcilovic at the Mansudae Assembly Hall Wednesday. On hand were Vice-Minister of Foreign Affairs Kim Hyong Jun and officials concerned.
    Kim Yong Nam had a talk with the ambassador after receiving his credentials.


Pyongyang Joint Venture Bicycle Factory

    Pyongyang, November 9 (KCNA) -- The Pyongyang Joint Venture Bicycle Factory was recently commissioned. The factory manufactures more than 20 kinds of bicycles including those for urban, rural and mountainous areas and for children and freight carriage. The bicycle chassis and accessory parts are made with aluminum alloy, magnesium alloy, carbon and glass fiber-reinforced plastic. The battery bicycle has a shock absorber on the front-wheel and a 21-speed derailleur. Its speed is 20 kilometers per hour.
    It also turns out with 18- and 21- speed derailleur bicycles with shock absorbers.
    Among its products are tricycles for freight carriage and oil-pressure manual fork-lift with a loading capacity of 0.8-2.5 tons.
    The factory, covering 10,800 square meters, is equipped with an assembly line.
    It can assemble hundreds of thousands of bicycles a year.
    The factory, jointly ventured with the Tientsin Leading Digital Trade Co., Ltd., of China, also accepts orders.
    Leader Kim Jong Il visited the factory several days ago and was satisfied to see various types of bicycles for different purposes. The bicycles will be helpful toward promoting the convenience and health of people, preventing urban pollution and solving traffic issue.


Kim Jong Il Inspects KPA Unit

    Pyongyang, November 9 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the National Defense Commission of the Democratic People's Republic of Korea, inspected KPA Unit 847. He first looked round the room devoted to the history of the unit, guided by its commander.
    He highly appreciated the laudable successes made by the unit in the past, saying that this unit of merit has fully demonstrated its heroic stamina in defending the country and building socialism as it has glorified the tradition and history of great single-minded unity and displayed its might in the staunch spirit of devotedly defending the leader.
    He dropped in at an operation command room to receive a report on the situation from the commander of the unit and learn about its performance of duty. He set forth tasks to be fulfilled to increase the combat capability of the unit, expressing his satisfaction over the fact that the servicepersons of the unit are performing their duties in a responsible manner by firmly equipping themselves with the Juche-oriented combat methods of the WPK through their intensive combat and political training and maintaining a high degree of revolutionary vigilance and militant alertness.
    He familiarized himself with the political work among servicepersons, going round the soldiers hall and other entertainment and educational facilities. Seeing a variety of educational materials in the hall and visual aids in different places of the unit, he was very pleased to learn that the unit is conducting effective political work after building modern entertainment and educational facilities to suit the characteristic features of the soldiers. He underscored the need to pay primary attention to the ideological education at all times.
    Then he looked round facilities for supply service to acquaint himself in detail with the soldiers' living.
    He highly praised the servicepersons of the unit for their tenacious work style, noting it is great success that the unit has realized a high-level of electrification not only at the command of the unit and its sub-units but in the houses of officers' families by use of the electricity produced by the power station built by itself and it has brought about a fresh improvement in the servicepersons' living by successfully doing the sideline job including stock-breeding and farming.
    The servicepersons of the KPA have brought about great changes today by waging a strenuous struggle despite all sorts of difficulties in the revolutionary spirit of Mt. Paektu, he said, adding that the KPA's revolutionary spirit of self-reliance and fortitude, the spirit of creating anything from nothing, constitutes a powerful engine dynamically steering the times and the revolution.

Representacion del EPC en Phanmunjom envia aviso telefonico a EE.UU.

     Pyongyang, 9 de noviembre (ATCC) -- Como se ha publicado ya, el vocero de la Representacion del Ejercito Popular de Corea en Phanmunjom, a traves de la declaracion fechada 2, senalo que la parte de las tropas norteamericanas agrava intencionalmente la situacion en el sector de reunion de Phanmunjom y la zona lindante con la Linea de Demarcacion Militar y patentizo que en el caso de que ella sigue burlando el acuerdo bilateral y las costumbres observados durante varios decenios en el citado sector, nuestra parte no puede menos que tomar contramedidas necesarias. El 28 de octubre de 1987, ambas partes acordaron utilizar en comun "la sala de reunion de la Comision de Armisticio Militar" que se encuentra en la Linea de Demarcacion Militar como objeto de visita a fin de atribuir al alivio de la tension y el mantenimiento de la seguridad en el sector de reunion de Phanmunjom, pero en los ultimos dias, la parte de las tropas norteamericanas lo desprecio y acerrojo la puerta para que los visitantes de nuestra parte no puedan entrar en la "sala de reunion". Asi intranquiliza la situacion de este sector y crea extrema desconfianza entre ambas partes. Aun despues de publicada la citada declaracion, la parte de las tropas norteamericanas guarda silencio y no se mueve.
    En relacion con esto, el primer coronel Kwak Yong Hun de la Representacion del EPC en Phanmunjom envio el dia 9 a su homologo de la parte de las tropas norteamericanas un aviso telefonico que va como sigue:
    El pasado 2 de octubre, la parte de las tropas norteamericanas desprecio totalmente el acuerdo bilateral de utilizar en comun como objeto de visita "la sala de reunion de la Comision de Armisticio Militar" que se encuentra en la Linea de Demarcacion Militar dentro del sector de la reunion de Phanmunjom y acerrojo la puerta al Norte de dicha sala y no permite entrar alli los visitantes de nuestra parte.
    En relacion con esto, nuestra parte le advirtio en varias ocasiones sobre graves consecuencias que emanen de tal vil e injusta actitud de la parte de las tropas norteamericanas y le demando repetidamente abrir dicha puerta y ser fiel al acuerdo bilateral.
    Pero, la parte de las tropas norteamericanas no responde a nuestra justa demanda hasta hoy que pasaron un mes y tantos dias, sino mantiene cerrada la citada puerta e impide el viaje a Phanmunjom de los visitantes de nuestra parte.
    Como demuestra la leccion del tiempo pasado, dicho sector es un lugar muy agudo que cualquier caso casual e insignificante pueda ocasionar una grave consecuencia inimaginable.
      Sin embargo, la parte de las tropas norteamericanas dejo de ejecutar el acuerdo entre ambas partes sobre las normas de accion en ese sector. Estas circunstancias obligaron a la parte del EPC a liberarse del poder restrictivo de ese acuerdo.
    Por lo tanto, la parte del EPC decidio tomar las siguientes medidas:
    Primero, la parte del EPC no permitira que el personal, vehiculos y equipos de la parte de las tropas norteamericanas pasen a la franja del EPC por via de la linea de demarcacion militar para la supervision y mantenimiento de los 3 edificios bajo la administracion norteamericana, ubicados sobre la misma linea en el sector de reunion de Phanmunjom.
    Segundo, la parte del EPC prohibira el uso y el mantenimiento de los equipos de la parte de las tropas norteamericanas, instalados en la franja del EPC de la linea de demarcacion militar.
    La parte del EPC exige que la parte de las tropas norteamericanas cese, dentro de 48 horas desde el recibo de este aviso telefonico, la operacion de sus equipos instalados en la franja del EPC fuera de la "sala de reunion de la Comision de Armisticio Militar".
    Si la parte de las tropas norteamericanas no lo hace dentro de este plazo, la parte del EPC tomara la iniciativa en adoptar medidas necesarias. De rehusar la parte de las tropas norteamericanas la sugerencia de la parte del EPC, esta seguira tomando adicionales medidas pertinentes. La responsabilidad por todas las consecuencias que emanen de ello recaera enteramente sobre la parte de las tropas norteamericanas.


Rodong Sinmun revela intriga de EE.UU.

    Pyongyang, 9 de noviembre (ATCC) -- Estados Unidos aumenta sus fuerzas armadas en las cercanias de la Peninsula Coreana para seguir apoderandose de Japon como base avanzada para el ataque preventivo a la Republica Popular Democratica de Corea y como punto estrategico para la realizacion de su ambicion de dominio militar sobre la region de Asia-Pacifico.  Asi senala el diario Rodong Sinmun en un comentario individual del dia 9 y prosigue:
     Esta vez el Tio Sam trata de ubicar nuevo portaaviones nuclear de punta en su base naval en Yokosuka. Esto insinua que se tornan mas peligrosas y reales las maniobras de los imperialistas yanquis encaminadas a acelerar el aumento armamentista detras del dialogo y hacer el ataque nuclear preventivo contra la RPDC.
     No podemos menos que dudar la veracidad del compromiso de EE.UU. destinado a "no atacar" a nuestra Republica. Son sumamente contradictorios la palabra y el acto de EE.UU. Este imperio suele decir que "no tiene voluntad de atacar al Norte de Corea", pero afila la espada de agresion a este. Lo prueban elocuentemente las recientes medidas militares de EE.UU.
     Debido al aumento armamentista de EE.UU. y sus maniobras de reorganizacion de sus tropas estacionadas en Japon cuyo objetivo es desatar la segunda guerra coreana tomando este por el "punto de apoyo importantisimo" para la agresion a la RPDC, se torna mas tensa la situacion de la Peninsula Coreana y la region del Nordeste Asiatico.
     Asi no se altera la intencion criminal de EE.UU. de aplastar con sus fuerzas la RPDC tomando Japon por la base avanzada de agresion y de realizar la ambicion de dominio militar sobre la region de Asia -Pacifico y se agrandan cada dia mas su peligrosidad y gravedad.
     El pueblo coreano observa con alta vigilancia las maniobras de provocacion de nueva guerra de los imperialistas norteamericanos y esta enteramente dispuesto a enfrentarse al respecto.
     EE.UU. debe reflexionar de las graves consecuencias que emanen de tal temeraria aventura belica y actuar con prudencia.
