Photo Session Takes Place

    Pyongyang, November 29 (KCNA) -- The participants in the meeting of officials in the field of electricity and coal industries had a photo session at the Kumsusan Memorial Palace plaza on Nov. 28. They were overcome with the strong longing and profound veneration for President Kim Il Sung who set forth the Juche-oriented policy of electricity and coal industries, wisely led the struggle to build independent and modern electricity and coal industries and helped with warm care the electricity producers and coal miners glorify their honor of being performers of feats and innovators.

Japan Urged to Gain International Trust before Making Bid to Sit on UNSC

    Pyongyang, November 29 (KCNA) -- The Japanese ambassador to the UN, addressing the UN General Assembly recently, urged the reform of the UN Security Council and reiterated Japan's sustained efforts for it. This was nothing but an open revelation of Japan's sinister purpose to win a permanent seat on the Security Council through its expansion during the on-going UN session, observes Minju Joson Tuesday in a signed commentary. From a moral point of view it would be quite reasonable for Japan to seek permanent membership of the UN Security Council only after redressing all its unprecedented past crimes among other things to be trusted by other Asian countries.
    Japan, however, leaves no means untried to sit on the UN Security Council and repeat its crime-woven history of aggression. The issue of Japan's bid for permanent membership of the UN Security Council can be discussed only after it has restored the trust of the Asian countries by sincerely repenting of its past wrongs. Japan can never calm down the deeply rooted bitterness and vigilance against it among the international community including the Asian countries nor can it gain the international community's trust in it unless it sincerely repents of its crime-woven past and fully apologizes and compensates for it.
    It is by no means fortuitous that many countries in Asia and other parts of the world, to say nothing of Japan's allies are turning cold shoulders to Japan's bid for a permanent seat on the UNSC.
    Japan would be well advised to come to its senses, stop the foolish act that would invite denunciation and scorn and sincerely opt for settling its crime-woven past though belatedly.


"NA"'s Passage of Proposal on Rice Negotiations under Fire

    Pyongyang, November 29 (KCNA) -- The Federation of south Korean Trade Unions and the South Headquarters of the National Alliance for the Country's Reunification reportedly issued statements on Nov. 24 separately denouncing the south Korean "government" and ruling and opposition parties for railroading a proposal on rice negotiations through the "National Assembly". Noting that the opening of the rice market is a flunkeyist and treacherous act of meeting the interests of the U.S. only, the statement deplored the ceaseless death of farmers that resulted from the railroading of the "government"- introduced proposal through the "NA."
    The statement urged the government to accept at once a 10-point demand for the defence of the rice sovereignty and the fundamental recovery of agriculture raised by farmers' organizations, declaring that the federation would firmly solidarize with the farmers' just struggle. The south headquarters of the above-said alliance in the statement questioned the "Grand National Party" and the "Uri Party" what do they mean by "national interests". It went on:
    The "government", the GNP and the "Uri Party" should pay heed to the angry shouts of the south Koreans. You should bear in mind that the south Koreans' lives are dearer than the U.S. economy and the people's indignation is more fearful than its pressure.
    There is no room for you to remain in this land if you are not in a position to protect the people's lives.


Palestinians' Just Cause Supported

    Pyongyang, November 29 (KCNA) -- The Palestinian people's struggle to retake the territory usurped by the outsiders and build an independent and sovereign state is a just cause, says Rodong Sinmun Tuesday in a signed article dedicated to the "day of world solidarity with the Palestinian people". On this day the Korean people extend firm solidarity and militant salute to the Palestinian people in their struggle to retake the territory usurped by the Israeli aggressors, build an independent state and achieve Mideast peace, the article says, and goes on:
    The Palestinians formed several resistance organizations including the Palestinian National Liberation Movement and have waged struggles of various forms against the Israeli aggressors, registering many successes.
    Israel remains unchanged in its wild ambition to keep the Palestinian territory under its permanent occupation.
    The international support and solidarity with the Palestinian people in their just cause have grown stronger as the days go by and this greatly encourages the Palestinians.
    The Korean people sincerely hope the Palestinian people will emerge victorious in their struggle to retake their legitimate national rights including the right to self-determination. The Korean people will as ever stand by the Palestinians and fully support and encourage them in their cause to build an independent state.
    The world progressive people's support and solidarity with the Palestinians in their just cause will grow stronger.


Move to Extend Term of Presence of S. Korean Troops in Iraq Assailed

    Pyongyang, November 29 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification reportedly issued a statement on Nov. 24 denouncing the south Korean authorities for scheming to extend again the term of the presence of the south Korean troops in Iraq. Recalling the fact that the "motion calling for extending again the term of the presence of the 'Jaitun' unit in Iraq" was placed on the agenda of the "National Assembly" on Nov. 21, the statement termed the "government's" persistant move to extend the term of their presence a product of their flunkeyist and treacherous behavior.
    The above-said move is little short of quelling the wishes of the people and their desire for independence for the purpose of meeting the requirements of the south Korea-U.S. "alliance", it noted.
    The statement declared that the "NA" should never pass the "government"-introduced motion intended to force the south Koreans to fall victim to the alliance, not content with trampling down upon the workers and farmers' right to existence.


Rodong Sinmun on Servicepersons and People's Patriotic Devotion

    Pyongyang, November 29 (KCNA) -- Signal achievements made in building a rich and powerful country are the shining fruition of the ideological might of the servicepersons and people and their patriotic devotion, says Rodong Sinmun Tuesday in a signed article. The Korean people were neither discouraged nor worried but built a powerful socialist country, independent in politics, self-sustaining in economy and self-reliant in national defence through their devoted creative labor under the leadership of the great party and the leader not with the help of others, the article says, and goes on:
    The Korean people's traditional and noble patriotic devotion has been fully displayed in the Songun era.
    The Korean People's Army has created assets of eternal value for the happiness of the people in the heroic self-sacrificing spirit, regarding it as their sacred duty to achieve the prosperity of the country, to say nothing of defending the country. Its total patriotic dedication is greatly encouraging all the people in their gigantic patriotic struggle.
    All of them have turned out as one in the general march for Songun revolution in the revolutionary soldier spirit and are devoting themselves to the patriotic labor for implementing the party's line and policy and building monumental edifices to be handed down to posterity. DPRK to Fulfill Its Commitment to Maritime Security and Protection of Sea Environment

    Pyongyang, November 29 (KCNA) -- The DPRK will as ever fulfill its noble duty in the work for the maritime security and the protection of sea environment as a member state of the International Maritime Organization. The head of the DPRK delegation to the 24th general assembly of the organization said this in his speech made on Nov. 22 One of the important issues pending solution in the maritime field is to ensure coordination and impartiality in the way of implementing the standard of the organization, he noted, and went on:
    If the regulations of the maritime law to be newly adopted and effectuated are to be effectively implemented it is necessary to steadily narrow down the disparity among its member countries in the level of their development and capacity to implement them and to this end it is necessary to rejuvenate the organization's aid projects for creating the technological capability of the developing countries.
    Last year the organization's technological aid surpassed the $ 14 million mark. This can be viewed as a very positive development but it is necessary to steadily increase the technological aid in the next fiscal year.
    The organization should not allow all forms of illegal acts of infringing upon the free navigation of sovereign states' ships and crews' personal safety under the pretext of combating "maritime terrorism" and unfair treatment toward ships and crew of other member states in a bid to achieve an unreasonable political aims.
    The DPRK government has exerted great efforts to increase the capability of its maritime institution and taken necessary measures for it.


Picture Album on Korean Special Dishes Published

    Pyongyang, November 29 (KCNA) -- The Pyongyang Publishing House of the Democratic People's Republic of Korea has published a picture album "Special Dishes of Korea". The picture album introduces mainly famous special dishes in different provinces of the country out of thousands of kinds of national food created and developed by the Koreans.
    It consists of 9 parts -- Pyongyang City, Phyongan, Hamgyong, Hwanghae and Kangwon Provinces, Kaesong City and Kyonggi Province, Jolla, Chungchong and Kyongsang Provinces -- and an appendix -- national dishes according to the 12 months and folk holiday food.
    It gives more than 200 kinds of photo-accompanied special dishes along with peculiarities, raw materials and cookery courses of the dishes. Featured in the album are origins of local special dishes, common knowledge on food that should not be taken together, and methods of flavoring tastes. The picture album will help the Korean people at home and abroad preserve the national identity in their dietary life.


S. Korean Military Authorities Urged to Fulfill Their Responsibility before Times and Nation

    Pyongyang, November 29 (KCNA) -- A spokesman for the north side delegation to the North-South Military Talks issued a statement on Nov. 29 accusing the U.S. imperialist aggressors of perpetrating abnormal acts in areas under the control of the north and the south. The statement says:
    Recently the U.S. imperialist aggression troops unhesitatingly committed such abnormal acts as suddenly coming as close as 100 m from the Military Demarcation Line (MDL) in the areas under the control of the north and the south in the eastern and western coastal regions, which had been agreed upon and fixed by the north and the south, without prior notice, watching vehicles moving between the north and the south, photographing areas of the north side and jesting its guard personnel on duty by finger and body languages.
    They committed a total of 130 cases of such provocative acts in October and November only with more than 180 GIs involved. This has created disturbing developments which may escalate confrontation and tension in the above-said areas.
    What matters here is that such acts are tacitly connived at by the south Korean military authorities which are obliged to demand the observation of the security and order in the areas as required by the agreements reached between both sides.
    In order to cope with this situation the north side sent a notice of protest to an institution concerned of the south Korean military authorities and repeatedly demanded them put under control such abnormal phenomena in the areas at the two field contacts between heads of military working officers. Each time the south Korean military authorities openly defended the U.S. imperialists' acts, asserting that those bustling about in the areas under the control of the north and the south are "UN forces, not the U.S. forces" and that "they can do nothing as the UN forces have the right to control the demilitarized zone (DMZ) including the areas under the control of the north and the south under the Armistice Agreement.(AA)" They went the lengths of uttering the unreasonable logic that the north-south agreement is less important than the AA and, therefore, one may not comply with it. Such stand and attitude of the south Korean military are intolerable in view of the basic spirit of the June 15 joint declaration and the national self-respect as they glaringly disclose the irresponsible stand little short of reducing the agreements calling for a military guarantee already concluded between the north and the south to dead ones.
    In case one follows the logic of the south Korean military one should draw conclusion that there is no reason for the north side to be subject to the agreement on security and order in the areas under the control of the north and the south as it has the right to control and manage the DMZ as a party directly responsible for the conclusion of the AA and, therefore, the south Korean military alone is obliged to implement the agreement as it has no "right to control" the DMZ.
    The north-south agreement can contribute to cooperation, exchange, peace and reunification only when it is guaranteed by the mutual respect for it and its thorough implementation.
    Any party should issue a prior notice to the other party if it wants to enter any place 100 m from the MDL in the areas under the control of the north and the south. This is an important point of the agreements on providing a military guarantee adopted by the militaries of the north and the south on Sept. 17, 2002 and on Dec. 23, 2003.
    However, the U.S. imperialist aggression troops in south Korea are strutting about in those areas in utter disregard of the agreement reached between Koreans in the north and the south.
    Through such acts the U.S. imperialist aggression troops in south Korea foolishly seek to prevent their position as the "UN forces" from declining as the days go by and interfere in and hamstring the inter-Korean cooperation and exchange.
    A tacit connivance at such arrogant acts of the U.S. imperialist aggression troops to meet a sinister purpose can never be justified as it is little short of openly negating the north-south agreement.
    The south Korean military is not in a position to properly implement the military agreements on preserving the security and order in the above-said areas, reading the face of the U.S. This servile attitude compels the north side to ponder over whether it can sit with the south Korean military to handle such important issues as halting the military confrontation on the Korean Peninsula in the future.
    To properly maintain the security and order in the areas under the control of the north and the south or not is an important issue related to the north-south cooperation and exchange.
    The south Korean military authorities should face up to the serious developments in the controversial areas, take a decisive measure to thoroughly implement the military agreements reached between both sides and fully discharge its mission and responsibility on behalf of the times and the nation. We will closely watch the future moves of the south Korean military.

Japon debe recuperar primero confianza internacional

    Pyongyang, 29 de noviembre (ATCC) -- En la sesion plenaria de la Asamblea General de la ONU recien efectuada el embajador japones en esta organizacion internacional volvio a expresar su posicion de "esforzarse" por la "reforma" del Consejo de Seguridad. Esto no pasa de ser una taimada intencion de Japon de ocupar a toda costa uno de los miembros permanentes del Consejo de Seguridad a traves de la ampliacion de este durante el actual periodo de sesiones de la Asamblea General.  Asi senala el periodico Minju Joson en un comentario individual del dia 29 y prosigue:
     Sera logico que Japon recupere primero la confianza de los paises asiaticos mediante la liquidacion de su pasado lleno de crimenes monstruosos antes de intentar ocupar la posicion del miembro permanente del Consejo de Seguridad de la ONU.
     El pais isleno trata de repetir la historia de agresion del pasado luego de ocuparla.
     El problema de la entrada de Japon en la membresia permanente del Consejo de Seguridad debe ser discutido solo despues de que Japon recupere la confianza de los paises asiaticos. A menos que este pais isleno reflexione con sinceridad de su historia de agresion del pasado lleno de crimenes, pida disculpa y haga indemnizacion suficiente, sera imposible eliminar el arraigado odio e indignacion de los paises asiaticos y la sociedad internacional y obtener la confianza internacional. No es casual que hasta los "aliados" de Japon para no hablar de numerosos paises de Asia y el resto del mundo repudian la intencion de este pais-isla de ganar el atributo de la membresia permanente del Consejo de Seguridad de la ONU.
     Japon lo debe tener presente aunque ahora, abandonar su actitud absurda que causara solo la denuncia y burla del mundo y esforzarse con sinceridad por liquidar su pasado criminal.


RPDC cumplira con su deber para seguridad y medioambiente maritimos

    Pyongyang, 29 de noviembre (ATCC) -- La Republica Popular Democratica de Corea, tambien en el futuro al igual q ue en el pasado, cumplira con su noble deber de pais miembro de la Organizacion Internacional de Marismo (OIM) en la labor para la seguridad maritima y la proteccion del medioambiente maritimo.  Asi senalo el jefe de la delegacion de la RPDC al pronunciar el dia 22 un discurso en la 24 reunion de la Asamblea General de la OIM y prosiguio:  Uno de los problemas importantes a ser solucionados en esta labor es asegurar la coincidencia y la imparcialidad en la ejecucion de normas de la OIM.  Para propiciar la ejecucion eficiente de los reglamentos juridicos maritimos que se aprobaran y se pondran en vigencia es necesario seguir disminuyendo la disparidad en el nivel de desarrollo y el de capacidad de ejecucion de los paises miembros y revitalizar por consiguiente las actividades de cooperacion de la OIM para la creacion de la capacidad tecnica de los paises en vias de desarrollo.
     En tal contexto, resulta muy positivo el que la cooperacion tecnica de la OIM haya rebasado el ano pasado el nivel de 14 millones de US$ y es necesario seguir aumentando el desembolso para la cooperacion tecnica tambien en el proximo ano fiscal.
     Y no se debe permitir toda clase de actos ilegales que atenten so pretexto de la "prevencion del terrorismo maritimo" la libertad de navegacion de los barcos de los Estados soberanos y la seguridad personal de sus tripulantes y el trato injusto a los barcos y tripulantes de otros paises miembros a fin de alcanzar el injusto objetivo politico.
     El gobierno de la RPDC dedica mayores fuerzas a la labor de mejorar y fortalecer la capacidad de los organos maritimos del pais y toma las medidas pertinentes para este fin.
