Japan Should Honestly Admit Its Crimes and Apologize for Them

     Moscow, December 5 (KCNA) -- The 47th issue of the Russian paper Patriot published an article titled "'Treaty stained with human blood and peppered with lies" a century since the Japanese imperialists' fabrication of the "1905 Five-Point Treaty." The article recalled that the Japanese imperialists faked up the treaty in a brigandish manner on November 17, 1905 and announced it, thus using it for putting Korea under their military occupation and turning it into a colony.
    Explaining in detail how they fabricated the treaty, the article recalled that the more than 40 year-long colonial rule of the Japanese imperialists brought unspeakable misfortune and sufferings to the Korean people and turned Korea into a huge prison.
    It went on:
    The anti-Japanese guerrilla army commanded by President Kim Il Sung liberated Korea from Japanese militarism in 1945.
    But the U.S. imperialists occupied the southern half of Korea after the defeat of the Japanese imperialists. It has thus been under the U.S. colonial rule still today.
    Japan has not yet apologized and compensated for the crimes committed by it during its colonial rule over Korea though six decades have passed since its defeat in the Second World War. On the contrary, it seeks to stage a comeback to Korea.
    It should honestly admit its past crimes and apologize for them.
    If Japan refuses to admit its past crimes, swimming against the trend of the times, it will never escape protest and denunciation from the international community.

All- People Rally Held in S. Korea

     Pyongyang, December 7 (KCNA) -- An all-people rally for defending national agriculture and winning legislation on the guarantee of rights to the part-timers reportedly took place in Maroni Park in Seoul on Dec 4. It was attended by at least 8,000 workers, farmers, and youths and students affiliated to various organizations including the south Korean Confederation of Trade Unions, the Federation of Peasants Associations, the Federation of Women Peasants Associations, the People's Solidarity and the People's Action against the Troop Dispatch.
    Its participants declared that they would carry on their struggle till the south Korean authorities stop at once the opening of the rice market, guarantee rights to the part-timers and apologize for the farmer's death.
    At the end of the rally, they staged a demonstration. They assembled on Sejong Street in Kwanghwamun after breaking through the cordon of the police which fired water cannons and flew helicopters.
    Then they held a candlelight function to mourn the death of farmer Jon Yong Chol.
    Meanwhile, south Korean youths and students and members of civic and public organizations including the South Headquarters of the National Alliance for the Country's Reunification and the south Korean Alliance for Democracy and Reunification staged a surprise demonstration in front of Chongwadae in demand of the punishment of the police responsible for the death of Jon and the resignation of the government.

Immediate Halt to Anti-DPRK Smear Campaign Demanded in S. Korea

     Pyongyang, December 7 (KCNA) -- The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification on Dec. 3 issued a commentary denouncing the U.S. and the ultra-right forces including the Grand National Party for their anti-DPRK campaign over its " human rights issue" that has reached an extreme phase. The U.S. launched this offensive against the DPRK because their moves to pressurize it over the human rights issue and their strategy to establish military supremacy have come a cropper, the commentary noted, and continued:
    As the U.S. found its policy to isolate the DPRK unworkable, it began peddling the long bankrupt fiction of "human rights issue." The U.S. is not entitled to talk about someone's "human rights" as its history is woven with aggression and murder.
    The ultra-right forces including the GNP have been frantic in their offensive against the DPRK since the publication of the June 15 joint declaration. As the U.S. human rights campaign against the DPRK got evermore undisguised, they have joined in it.
    The anti-DPRK offensive over its "human rights issue" is nothing but the last resort of those on the death-beds. It is necessary to frustrate the moves of the U.S. and ultra-right forces opposed to reunification through a decisive struggle.
    Intensive information service is required for laying bare the nature and ulterior aim of the U.S. offensive against the north over "its human rights issue." The U.S. and ultra-right forces should immediately stop this campaign.

Mayor of Sankt-Petersburg of Russia Hosts Banquet

     Pyongyang, December 7 (KCNA) -- Valentina Matvienko, mayor of Sankt-Petersburg of the Russian Federation, Tuesday hosted a banquet in connection with her visit to the DPRK. She in her speech at the banquet said that brief as her stay in Korea was, she had opportunities to meet many Korean friends to exchange views on the issue of boosting the cooperation in trade between the two countries and its prospect, expressing her hope that the visit of her and her party to the DPRK would make a positive contribution to the development of the political and trade ties between Russia and the DPRK.
    Expressing her gratitude to the Korean friends for the kind and cordial hospitality accorded to them, she expressed the hope that the cooperation in trade between Sankt-Petersburg and the DPRK would become more brisk in the future.

Japanese Heavyweight's Ridiculous Remarks Flayed

     Pyongyang, December 7 (KCNA) -- Some days ago the KEDO decided to totally stop the construction of the light water reactors (LWRs) for the DPRK, as dictated by the United States. In the wake of the announcement of this decision Chief Cabinet Secretary of Japan Abe insisted that "north Korea compensate for the financial loss." Rodong Sinmun Wednesday observes in a signed commentary in this regard:
    The illogical and unreasonable remarks made by Abe clearly prove that Japan is no more than a political waiting maid and diplomatic servant for the U.S. It is the deeply rooted tendency and bad habit of Japan to blindly toe the U.S. line.
    The DPRK has every right to demand compensation for the losses caused by the stoppage of the LWR construction.
    Under the 1994 DPRK-U.S. Agreed Framework (AF) the U.S. was obliged to build two LWRs and provide them to the DPRK by the year 2003 in return for its freeze of nuclear facilities and supply 500,000 tons of heavy fuel oil to it on an annual basis till the construction was completed. It also assured the DPRK that it would not threaten the latter with nukes. However, the U.S. had not properly implemented any of its commitments till the deadline for the LWR construction fixed in the AF.
    The U.S. has totally scrapped the AF and stopped the construction, causing huge political and economic losses to the DPRK.
    Japan is, however, working hard to shift the responsibility for "compensation" on to the DPRK by falsifying truth. This behavior only discloses Japan's short-sighted politics and its true colors as a political waiting maid for the U.S. as it is keen to gain even small profits by serving it. Japan is not entitled to demand the DPRK compensate for the above-said losses nor is it in a position to do so.
    It would be well advised to clearly understand the issue with reason and stop acting a humiliating political waiting maid for the U.S.

Mayor of Sankt-Petersburg Interviewed

     Pyongyang, December 7 (KCNA) -- Valentina Matvienko, mayor of Sankt-Petersburg, was interviewed in Pyongyang on Dec. 6. On hand were KCNA reporters and the press corps accompanying the mayor. She, answering the questions put by reporters, said that while touring different parts of the DPRK, she was deeply impressed to see the Korean people working hard to build a great prosperous powerful nation.
    She noted that there was a frank exchange of views on bilateral cooperation in different fields including economy and foreign trade and a series of relevant documents were signed at meetings and talks held during her stay in the DPRK.
    The friendly relations between Russia and the DPRK are favorably developing under the deep care of President Putin and leader Kim Jong Il, she said, adding that she would make every effort to boost the bilateral friendly and cooperative relations in the future.

Pro-U.S. Conservative Forces' Anti-North Campaign Blasted

     Pyongyang, December 7 (KCNA) -- The clan of the Grand National Party of south Korea is busy creating an atmosphere of confrontation with the north, vociferating about a "bill" and "resolution" at the "National Assembly" by zealously joining foreign forces in their smear campaign against the DPRK over its "human rights issue." They have become all the more frantic in their fascist moves to crack down on the forces for the reunification movement under the signboard of "preserving the nature of the system." Worse still, new conservative forces that have emerged under the patronage of the United States are closing their ranks, blaring the pro-U.S. and anti-north trumpets. In this regard Rodong Sinmun today says in a signed article:
    The pro-U.S. conservative forces of south Korea are persisting in their moves for confrontation and war against the north while talking about "cooperation" with outside forces. This is an unpardonable treacherous criminal act in the June 15 era of reunification as it is a vicious challenge to the Korean nation's cause of independent reunification.
    The pro-U.S. sycophantic traitors of south Korea ignited a war in league with the U.S. imperialists in the 1950s, worked hard to unleash a war against the north while vociferating about "march north to unify" with the backing of the U.S. imperialists after the war. They became evermore undisguised in their moves for confrontation with the north during the "Yusin" dictatorship.
    The pro-U.S. conservative forces including the GNP based on pro-U.S. flunkeyism and confrontation with the north are following in the steps of their preceding pro-U.S. sycophantic traitors.
    No sooner had the June 15 North-South Joint Declaration been published than the U.S. imperialists openly deterred the Koreans from pooling their efforts for fear that south Korea might slip out of their hands.     The Korean nation will certainly force the south Korean pro-U.S. conservative forces of south Korea to pay for their criminal acts of opposing the fellow countrymen and obstructing the reunification of the country, insisting on "cooperation" with foreign forces.

Kim Yong Nam Receives Credentials from Canadian Ambassador

     Pyongyang, December 7 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, received credentials from Canadian Ambassador to the DPRK Marius Grinius at the Mansudae Assembly Hall on Dec. 7. On hand were Kim Hyong Jun, vice-minister of Foreign Affairs, and staff members of the Canadian embassy.
    After receiving credentials Kim Yong Nam had a conversation with the ambassador.

Arthroscope-aided Operation Method Developed

     Pyongyang, December 7 (KCNA) -- A treatment team of Pyongyang University of Medicine has succeeded in operating on injured joints with the help of arthroscope without incising. By the method, two holes for a micro-camera and special tools are made on the damaged part. The joint is screened on TV sets for operation. And a sort of liquid is injected into the part to make a room for operation.
    The method was initially developed for the purpose of diagnosis but now is used mainly for surgery.
    It gives fewer burdens to patients, leaves no a big operation mark and has not sequelae.
    By the method the team enucleated arthrophytes at first, but now carries on such difficult operations such as meniscus excision and joint-mice extirpation. It has reduced the operation time from four-five hours to one and a half hours.
    The team is deepening its research to do more complex operations

National Sketch Festival in Brisk Preparations

     Pyongyang, December 7 (KCNA) -- The First National Sketch Festival for Celebrating February 16 (birthday of leader Kim Jong Il) will be held at the Pyongyang International House of Culture from February 2, Juche 95 (2006) to 28. More than 1,000 sketch works are expected to be displayed at the festival.
    The festival will be attended not only by artists but by art amateurs.
    Upon receiving the news of the festival, artists, working youth and students across the country are making their best to create sketch works. The Art Department of the Ministry of Culture is making all necessary preparations for the festival in close contact with the Central Committee of the Kim Il Sung Socialist Youth League and the cultural departments of provincial people's committees.
    The Youth League Central Committee notified guidelines of the festival to its interiors and is making preparations to hold 15-day regional sketch contests. The Juvenile Extracurricular Education Guidance Bureau had already organized a sketch contest at the Pyongyang Schoolchildren's Palace in October last. It was participated in by over 360 art circle members from some 160 units of the country including schoolchildren's palaces and students' halls. And the selected works are being given final touches.
    Regional sketch contests were held in provinces in October and November.
    In North Hwanghae and North Hamgyong Provinces sketch contests were held for tens of days amid deep interests of local people. They produced fine sketch works high in ideological and artistic standard.

Minutes of Talks Signed between DPRK and China

     Beijing, December 6 (KCNA) -- The minutes of the 13th round of the talks on scientific and technological exchanges and cooperation in meteorology between the Hydro-Meteorological Service of the DPRK and the State Meteorological Bureau of China was signed in Beijing on December 6. Present at the signing ceremony were members of the delegation of the Hydro-Meteorological Service of the DPRK headed by Director Ko Il Hun, the director of the State Meteorological Bureau of China and officials concerned.

North-South Talks on Sports

     Kaesong, December 8 (KCNA) -- North-south talks on sports were held in Kaesong today. At the talks both sides shared the understanding that it conforms with the basic spirit of the June 15 joint declaration for the north and the south to form a unified team to participate in major international games to be held in future on the principle of contributing to national reconciliation, unity and reunification in the idea of "By our nation itself" and had sincere discussions about it.
    They agreed to continue discussing technical issues related to the formation of the unified team.
    Present at the talks were Vice-Chairman of the Physical Culture and Sports Guidance Commission Ri Tong Ho, Vice-Chairman of the south Korean Olympic Committee Pak Song In and other officials concerned of the north and the south.

Kim Jong Il Inspects KPA Unit

     Pyongyang, December 7 (KCNA)- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission, inspected KPA Unit 744 honored with the title of O Jung Hup-led seventh regiment. He was saluted on the spot by commanding officers of the unit.
    After acquainting himself with the unit's performance of duty, he looked round the room devoted to its history, conducted by its commander. He dropped in at the servicepersons' hall to learn about how the political work and entertainment are conducted for them. It is a great success that the unit has built a modern hall on its own, he said, underscoring the need to minutely run the hall so that they may fully enjoy a cultural life. He watched soldiers undergoing training in the combined drill ground of the unit.
    He expressed satisfaction over the fact that the unit is training officers and men as a-match-for-a hundred stalwart fighters by successfully building modern drill ground to suit the content and nature of training and widely applying the latest apparatuses to it.
    He called on all units to pay primary attention to the combat and political training, noting that intensified combat training provides a basic way of bolstering the strength of the matchless army and the master key to training the soldiers as a-match-for-a hundred fighters.
    Going round the compound of the barracks, he learned about the unit's management.
    Watching the compound of the barracks and their surroundings that match well the compound kept spick-and-span, he said this is fantastic scenery which can be seen in the era of Songun. He highly praised the servicepersons of the unit for having radically changed the appearance of the unit in a few years. The commanding officers of the unit have energetically pushed forward the command and management of the unit, considering it as a basic work to organize and command the implementation of the military and political tasks before the unit, thus bringing about shining fruits as we see today, he said, adding that great miracles are reported from various places as the hearts of the soldiers are beating high with the revolutionary spirit of carrying out the orders in a do-or-die spirit.
    He made the rounds of a mess hall, a kitchen, a vegetable store, a food processing room and other supply service facilities and a nursery. He appreciated the work style of the commanding officers of the unit, saying he could see the tenacious way of managing its economic life through every supply service facility kept in good shape.
    He highly appreciated once again the achievements made by the unit, saying the unit has accumulated a wealth of precious experience in the combat and political training, its management and in all other aspects.

GNP's Anti-North Racket Assailed

     Pyongyang, December 7 (KCNA) -- The Secretariat of the Committee for the Peaceful Reunification of the Fatherland made public its information bulletin No. 912 today castigating the floor leader from the Grand National Party of south Korea for letting loose malignant vituperation against the north at a "meeting of party executives" on Dec. 5 in connection with a "rally on the human rights issue in the north" to be held in Seoul by the U.S. and ultra- right conservative forces of south Korea, its lackeys. His diatribe is a blatant challenge and vicious insult to the dignified political system in the north and an unpardonable treacherous criminal act of driving the inter-Korean relations to the phase of confrontation and war, the bulletin said, and went on:
    Just as the successive military fascist dictatorial regimes that gave birth to the GNP sought a way out of the serious political crisis in confrontation with fellow countrymen and anti-reunification rackets, the GNP is making desperate efforts to stem the trend of the times and bring the inter-Korean relations back to the period of fascism and confrontation with the fellow countrymen before the June 15 era and usurp power as a servant and a shock brigade in the U.S. human rights campaign against the north after getting a petty amount of money from it.
    But the anti-north smear campaign and confrontation racket of the GNP reminiscent of a dumping ground for the anti-June 15 forces can no longer work on the south Korean people aspiring after national unity and reunification.
    The GNP should apologize for having turned south Korea into the worst waste land of human rights, a tundra of democracy by enforcing an unprecedented fascist rule before talking about the "human rights issue" of someone. It deserves a judgement of history.
    The GNP's acts of rejecting the system of its fellow countrymen and inciting confrontation will only bring the inter-Korean relations back to the phase of confrontation before the June 15 era and bring nothing but such disaster as a fratricidal war.
    The GNP and its principal criminals will have to pay a very high price for their frantic anti-north confrontational racket.

    　Pyongyang, 7 de diciembre (ATCC) -- Recientemente, KEDO (Organizacion para el Desarrollo de la Energia de la Peninsula Coreana) declaro la suspension completa de la construccion de reactores de agua ligera en la Republica Popular Democratica de Corea segun un guion trazado por EE.UU. A su vez, el director del secretariado del gabinete de Japon, Abe, dijo que "hay que demandar la recompensa sobre los danos financieros" a la RPDC. Esta vez Abe puso al desnudo que Japon es sirvienta politica y diplomatica de EE.UU. La obediencia ciega a EE.UU. es temperamento y habito del pais isleno.
    Asi senala el diario Rodong Sinmun en un comentario individual del dia 7 y continua:
    La RPDC es la parte que debe exigir la recompensa sobre la perdida ocasionada por el cese de la construccion de reactores de agua ligera. Segun el Acuerdo Basico RPDC-EE.UU. aprobado en 1994, el segundo debe ofrecer a la primera que congela las instalaciones nucleares dos reactores de agua ligera hasta 2003 y entregarle cada ano 500 mil toneladas de aceite pesado hasta la culminacion de su construccion. Ademas EE.UU. dio palabras de no ejercer amenaza nuclear a la RPDC.
    Pero, EE.UU. no cumplio sus deberes hasta la fecha de culminacion de construccion de reactores de agua ligera senalada en el Acuerdo Basico. Al anular por completo el Acuerdo Basico y cesar la construccion de reactores de agua ligera, EE.UU. dio enormes perdidas politico-economicas a la RPDC.
    El pais que debe recibir en realidad la recompensa es la RPDC.
    Japon, al tergiversar la verdad, trata de imputar la responsabilidad de "recompensa" a la RPDC. Revela por si solo su politica de vision estrecha y su naturaleza de sirvienta politica que trata de sacar provecho sirviendo a EE.UU.
    Japon no tiene derecho a exigir la "recompensa de los danos" a la RPDC.
    El pais-isla debe comprender correctamente la razon del problema y dejar de jugar el papel de siervo politico de EE.UU.
