Choe Jae Chon, lawmaker from the south Korean Uri Party, at a press interview on Feb. 2 disclosed the fact that the ministry exchanged with the United States notes fully supporting the "strategic flexibility" of its forces in south Korea in October 2003. National Meeting of Activists of UAWK Held

Pyongyang, February 8 (KCNA) -- A national meeting of activists of the Union of Agricultural Workers of Korea (UAWK) took place at the People's Palace of Culture on Feb. 7. The meeting reviewed the successes and experience gained in the work of the UAWK under the wise leadership of Kim Jong Il in the last period and discussed the tasks and ways of consolidating the UAWK organizations and preparing its members as patriotic farmers in the era of Songun.
It was attended by Kim Jung Rin, secretary of the C.C., the Workers' Party of Korea, officials concerned and officials of UAWK organizations in Pyongyang and provinces, cities and counties as well as activists of the UAWK.
Its participants first listened to the recorded speech "On the Main Tasks of the Union of Agricultural Working People" made by President Kim Il Sung on Feb. 16, Juche 61 (1972) at the Second Congress of the Union.
Then a report was made by Kang Chang Uk, chairman of the C.C., the UAWK. The reporter said that the UAWK organizations regarded it as the most important work of the UAWK to closely rally their members around Kim Jong Il and defend the headquarters of the revolution politically and ideologically and with lives in conformity with the mission and duty as a transmission belt and a body for ideological education of the WPK and has bent great efforts on it.
Another success registered in the work of the UAWK is that it has mobilized all the agricultural workers to implement the WPK's policy of the agricultural revolution and contribute to accelerating the building of the socialist countryside, he said. He underlined the need to develop all the organizations of the UAWK into the revolutionary ranks of Songun capable of contributing to the socialist rural construction and the accomplishment of the revolutionary cause of Juche, taking the Songun idea and the undying feats of Kim Il Sung and Kim Jong Il as their life and soul and a source of strength.

S. Korean Authorities' Projected War Exercises under Fire

Pyongyang, February 8 (KCNA) -- Some days ago, the minister of Defence of south Korea at a regular press conference blustered that it would go ahead as planned with all the exercises scheduled for this year as well as the joint military exercises with the U.S. due in upcoming March, talking about "training" and strong army" at a time when the hard-won north-south military authorities' talks are at hand. Commenting on this, Rodong Sinmun Wednesday terms this an anti-national and anti-reunification outburst intended to drive the situation on the Korean Peninsula to the brink of a war in collusion with outsiders and thus bedevil the north-south relations and overturn the June 15 joint declaration.
    The news analyst goes on:
All the joint military exercises the south Korean warmongers had staged in south Korea with the U.S. imperialist aggression troops since the 1970s were without exception preliminary wars and test nuclear wars to invade the DPRK from A to Z in view of their nature, scale and programs.
The south Korean authorities are threatening to hold the war exercises to invade the north with outsiders this year too, with the inter-Korean military authorities' talks at hand. This is a challenge to the dialogue partner and a mockery of it. Dialogue can never go together with war exercises. The south Korean authorities' announcement of their plan to stage those war exercises against the north goes to prove that "dialogue", "reconciliation," "building of military confidence" and "detente" much touted by them are nothing but rhetoric to deceive the public opinion. It is an intolerable anti-national and anti-reunification criminal act for them to join the outsiders in their war maneuvers aimed at seriously threatening the destiny of the nation even in the June 15 era of reunification when the idea of "By our nation itself" dominates the movement for independent reunification and the national cooperation has become the trend of the times.
The south Korean authorities should clarify before the entire nation whether they stand for reconciliation and cooperation or for confrontation and war.

Japan Urged to Settle Past Crimes

Pyongyang February 8 (KCNA) -- Japan should clearly understand the Korean's indignation at it and their resolution and liquidate its past crimes as early as possible, urges Rodong Sinmun Wednesday in a signed article. Japan is a criminal state that perpetrated aggression and plunder against Korea for a long period and inflicted the fate of a colonial slave upon the Koreans, the article says, and goes on:
The nearly half a century-long harsh colonial rule of the Japanese imperialists over Korea was characterized by the hideous moves to exterminate the Korean nation. The most hideous crime committed by Japan in the past was that it killed Koreans in a brutal manner.
The Japanese imperialist ogres massacred more than one million Koreans. During their colonial rule over Korea, the Japanese imperialists forcibly drafted or kidnapped more than 8.4 million young and middle-aged Koreans and forced them to do medieval slave labor or used them as cannon fodder in their wars. The most horrendous crime committed by the Japanese imperialists against humanity was that they forced 200,000 Korean women into sexual slavery. They indiscriminately vandalized or looted valuable cultural treasures of Korea in a bid to stamp out the time-honored history and advantages of the Korean nation and root out its soul. They deprived the Koreans of even their written and spoken languages and their names and tried to remove national custom peculiar to the Koreans and looted huge natural treasures and products of Korea lock, stock and barrel. The Japanese imperialists are the sworn enemy of the Koreans as they inflicted incurable wounds on the Koreans, the article says, stressing that all the crimes the Japanese imperialists committed in the past are still fresh in the memory of the Koreans, who are firmly determined to certainly force Japan to pay for those crimes.

Bush's Reckless Remarks Blasted in S. Korea

Pyongyang, February 8 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration in south Korea reportedly issued a statement on Feb. 1 blasting the reckless remarks of U.S. President Bush. The statement accused Bush of terming the north "undemocratic state" in his state of the union address made on Jan. 31 when referring to "freedom" and "democracy." The United States is a disturber of world peace, an outpost of tyranny and a criminal state that has driven humankind into instability and horror with its unjust war of aggression, the statement noted.
Assailing Bush for making accusations against the north again out of his inveterate bitterness toward the north and consciousness of confrontation, the statement said this is little short of overturning the joint statement adopted at the fourth round of the six-party talks.

Nationwide Struggle to Defend Peace Called for

Pyongyang, February 8 (KCNA) -- The present tense situation on the Korean Peninsula where the danger of a new war is growing as the days go by requires all the Koreans at home and abroad to turn out as one in the struggle to protect peace from war, observes Rodong Sinmun Wednesday in a signed article. It is a very crucial issue related to the destiny of the Korean nation to oppose aggression and war and defend peace, the article says, and goes on: The Koreans in the north and the south have been exposed to the constant threat of war of aggression from the U.S. The U.S. imperialists have threatened peace and security and escalated the war crisis on the Korean Peninsula through ceaseless military provocations and escalation of tensions after occupying south Korea by force and reducing it to a dangerous nuclear forward base.
The U.S. imperialists' criminal moves to realize their hostile ambition to seize the DPRK have assumed dangerous nature all the times but they have become all the more reckless over the nuclear issue.
The Bush administration is set to settle the nuclear issue by force despite its lip-service to the six-party talks.
The south Korean military, too, is actively supporting the U.S. imperialists' adventurous moves for a war of aggression against the north. They are putting spurs to the development and introduction of F-15K fighters, early warning planes, tanks, armored vehicles, large landing craft, submarines and other war equipment, talking about "independent capability to fight a war" and "deterrent to counter the north". It is also a very disturbing development that the military is readjusting and reorganizing its forces' overall operation commanding system. By backing the U.S.-proposed "strategic flexibility" and "PSI" of its forces in south Korea, in particular, the south Korean authorities are hamstringing the efforts to warm up the inter-Korean relations and sparking a dangerous situation that may lead to an armed conflict any moment in and around the peninsula.
Neither peace nor the peaceful reunification of Korea is thinkable without a resolute struggle against the moves for aggression and war on the peninsula. Peace can be won only through a sustained nationwide struggle to protect peace from aggression and war.

Chairman of 14th-term Hanchongryon Elected

Pyongyang, February 8 (KCNA) -- Hanchongryon (the south Korean Federation of University Student Councils) reportedly held an extraordinary meeting of deputies to Hanchongryon at Yonsei University on Feb. 5 at which Jang Song Hoe, chairman of the General Student Council of Chonnam National University, was elected chairman of the 14th-term Hanchongryon. The inaugural declaration of the 14th-term Hanchongryon noted that it would stage a vigorous struggle for resolutely checking the U.S. moves for permanent division of Korea and the building of a "great alliance of New Rights" and the attempt to set up a pro-American "government" in south Korea, and take the lead in the patriotic movement for independent reunification, peace against war and overall national unity. Action programs of the 14th-term Hanchongryon were announced at the meeting. Then followed the inaugural ceremony of the 14th-term Hanchongryon. An "evening for the legalization of Hanchongryon" took place in the same venue on the evening of Feb. 4.

Japan's Unjust Discrimination against Chongryon Blasted

Pyongyang, February 8 (KCNA) -- The Japanese reactionaries have become frantic in their moves to suppress and discriminate the General Association of Korean Residents in Japan (Chongryon) over the issue of exempting the Korean Hall in Kumamoto, Japan, a facility related to Chongryon, from the tax payment. This hall has been widely used as a place not only for a series of cultural activities to defend the rights of the Koreans in Japan and their life and improve their social and cultural attainments and support the aged but also for economic and cultural exchange to develop the DPRK-Japan friendly relations. For this reason its public nature has been recognized for the last several decades and it has been exempted from the payment of some taxes including the property tax.
Nevertheless, an ultra-right wing organization of the city brought this case of tax exemption to the court of the city, asserting that it was an illegal measure. Last year the court turned down the case at the first hearing, claiming that the hall was of public nature and its tax exemption was not against the law in view of its users, its facilities and their management and its service, etc.
But the Fukuoka High Court at a trial on an appeal held on Feb. 2 overturned the judgment made at the first trial by ruling that the hall's tax exemption be canceled. It is the first time the Japanese judicial authorities ruled that the tax exemption of the facility related to Chongryon was illegal, denying its public nature. The Information Office of the Central Standing Committee of Chongryon dismissed the judgment made by the high court as an unjust one as it stokes discrimination against Chongryon and the Koreans in Japan.

Prejudice and Discrimination against Chongryon Assailed

Pyongyang, February 8 (KCNA) -- Ko Tok U, vice-chairman of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon) and director of the Department for Compatriots' Welfare, issued a statement on Feb. 3 to denounce the Japanese judicial authorities' unwarranted ruling over the exemption of the Kumamoto Korean Hall, a facility related to Chongryon, from tax payment. Accusing the Fukuoka High Court of its decision on Feb. 2 to cancel the exemption of the Kumamoto Korean Hall from paying taxes, the statement charged: The court disregarded the public nature of the hall, considering the defence of the interests and rights of the Koreans in Japan as something private. This is a discriminatory judgment in gross violation of the International Human Rights Rules and a very dangerous action to foster xenophobia in Japan.
    It went on:
The Koreans in Japan are those who survived after being forcibly taken to Japan during the Japanese imperialists' colonial rule and their descendents. This inglorious past, therefore, should be settled at an early date and they should be granted a stable legal status. It is illogical to negate the public nature of the activities to protect the interests and rights of the Koreans in Japan despite these hard facts. The statement vehemently denounced the recent judgment as an unwarranted one against a fair legal point of view and an action intended to increase prejudice and discrimination against the DPRK and Chongryon.
The judgment also goes against the trend of the times and the desire of the peoples of the two countries as it was made just before the start of the DPRK-Japan inter-governmental talks for the normalization of their relations, it said.

Electric Brush for Turbo Generator Developed

Pyongyang, February 8 (KCNA) -- Scientists of the Democratic People's Republic of Korea have recently developed a new kind of electric brush for turbo generator. Good are its quality and technical features. The brush, made with natural graphite abundant in the country as the principal component, is applicable to all turbine generators with generation power from one million kW to ten million kW.
The maximum abrasion of the brush is 1.12 millimeters in anode and 0.58 millimeter in negative pole per 100 hours, thus extending the period of changing brushes. As its error scale of current distribution equality is below 25 percent in anode and below 10 percent in the negative pole at maximum, it not only prevents generators from being damaged by the brush but ensures their safety reliably.
The brush is produced at the Sobaeksu United Corporation. It mass-produces not only brushes for turbine generators with different kinds of power output but also brushes for car motors and electric motors.

Among them are many rare plants indigenous to alpine areas. Printed on the stamps are words "Celebration of the great leader Comrade Kim Jong Il's Birthday", "Juche 31(1942)-Juche 95(2006)" and "February 16". The separate stamp shows a scenic view of the Mt. Paektu area where various flowers are in full bloom with the peak on which the words "Jong Il Peak" are carved out as its background.
