Fact about Former S. Korean Dictator's Behavior for Arms Buildup Disclosed

At that time Park in his letter to U.S. President Nixon raised a hue and cry over "possible provocation by the north" concerning the Pueblo incident, etc. and stressed the urgent need to take a measure for reinforcing the U.S. air force in south Korea for a prompt retaliation against it.
The south Korean authorities, at the same time, asked the U.S. Congress to approve of the "special aid" amounting to 50 million U.S. dollars to south Korea in 197

S. Korean Authorities' Decision to Join in PSI Drill Assailed
Pyongyang, February 10 (KCNA) -- The south Korean authorities recently announced that they decided to join in the U.S.-led "Proliferation Security Initiative" (PSI) drill aimed at isolating and stifling the DPRK, stage a "training for intercepting weapons of mass destruction (WMD)" during the forthcoming south Korea-U.S. joint military exercises and send a "government inspection group" to the formal drill of the participant countries of the PSI to be held in April for the present.
A spokesman of the Committee for the Peaceful Reunification of the Fatherland in a statement on Thursday vehemently denounced their decision as another unforgivable anti-national crime against fellow countrymen.
The decision shows that they admitted the "strategic flexibility" of the U.S. forces in south Korea and have got involved more deeply in the U.S. hostile policy towards the DPRK and its strategy for world supremacy, he said, and went on:
As to the possession and proliferation of WMD, its ringleader is the U.S. and the principal culprit of nuclear threat is also the U.S.
The south Korean authorities' participation in the drill to harm the peace-loving fellow countrymen, pursuant to the U.S. reckless moves to stifle the DPRK, is a dangerous action of bedeviling the favorably developing inter-Korean relations and bringing nuclear holocaust to the Korean Peninsula.
They should clearly see the situation and immediately withdraw their decision to participate in the PSI drill. If they fail to do so, they will be accountable for all the consequences to be entailed.
Russian Military Band Gives Premiere Here
Pyongyang, February 10 (KCNA) -- The central military band of the Defence Ministry of Russia on a visit to the DPRK gave its premiere at the Ponghwa Art Theatre on Feb. 9.
The premiere was appreciated by General of the Korean People's Army Pak Jae Gyong and servicepersons.
Among the audience were Russian Ambassador to the DPRK Andrei Karlov and embassy officials.
The band has come to the DPRK for the first time, carrying humble reverence for leader Kim Jong Il and the Russian people's warm friendship toward the Korean people at a significant time with his birthday at hand. It is a dignified art organization which is good at playing pieces of Russian classical and modern music and famous works of music of other countries.
The premiere was given divided into symphony and wind orchestra performances. The artistes of the band put on the stage the numbers showing the features of the Russian traditional art and sentiments and customs of its people.
The performers gave a successful rendition of Russian music including orchestra of the overture to opera "Ruslan and Lyudmila" with good ensemble and characteristic playing skill, leaving deep impressions upon the audience.
The Russian artistes were highly acclaimed by the audience for their powerful playing of wind music for xylophonic solo "Russian Mosaic" and wind music waltz "Friendship" and accordion solo "Carrousel" and other numbers.
The performers vividly represented the desire of the two peoples to further develop the bilateral ties of friendship provided by leader Kim Jong Il and President V.V. Putin.
A floral basket was presented to the performers in congratulation of their successful performance.
The performance continues.
Truth about Atomic Artillery Pieces in U.S. Forces in S. Korea Disclosed
Pyongyang, February 10 (KCNA) -- It was disclosed that the U.S. forces in south Korea were equipped with atomic artillery pieces capable of firing smaller nukes late in the 1950s, according to the south Korean KBS.
This fact was disclosed by the notes exchanged between the "Kyongmudae" (Chongwadae at present) and the U.S. embassy in Seoul in 1958, the documents declassified by the south Korean Ministry of Foreign Affairs and Trade.
The documents said that the U.S. forces in south Korea possessed six 280 mm calibre atomic artillery pieces at that time. They were developed by the U.S. Army in 1953 for the purpose of firing smaller nukes.
It was also disclosed by the documents that the U.S. promised south Korea to support it with weapons including M-41 and M-46 tanks and through nuclear war exercises at the request of the south Korean authorities at that time.
This goes to clearly show how long the U.S. imperialists have worked to ignite a nuclear war on the Korean Peninsula.
The U.S. imperialists chiefly to blame for the emergence of the nuclear issue should stop raising a hue and cry over a "nuclear threat" from someone and admit their crimes and give up their ambition to preempt a nuclear attack on the DPRK.
S. Koreans Called upon to Struggle against GNP
Pyongyang, February 10 (KCNA) -- The south Koreans from all walks of life should turn out as one in the struggle to deal final deadly blows at the pro-U.S. conservative forces and traitorous group including the Grand National Party that are standing in the way of the independent and democratic development of the south Korean society, the improvement of the inter-Korean relations and national reunification, says Rodong Sinmun Friday in a signed article.
The GNP has hamstrung the efforts for the independent development of the society, blindly toeing the U.S. line after adopting flunkeyism towards the U.S. as its policy, the article notes, and goes on:.
In fact, the GNP clans are utterly indifferent to the dignity and interests of the nation.
As despicable traitors, they are now going busy, grumbling that the movement for independence against the U.S. now mounting in south Korea amid the strong trend of the June 15 era of reunification is shaking the very foundation of the alliance with the U.S.
It was the GNP that took the lead in joining the U.S. imperialists in their criminal anti-DPRK "human rights racket."
It was again the GNP and other pro-U.S. conservative forces who chilled the atmosphere for the improvement of the inter-Korean relations by slandering the events of the reunification festival the north and the south held on the occasion of June 15 and August 15 last year as something staged under a "backstage manipulation" and part of "a psychological warfare."
The social progress and reform indispensable in south Korea are being obstructed by the pro-U.S. conservatives led by the GNP.
The GNP is now making last-ditch efforts to bring the June 15 era of reunification back to that of confrontation and come to power through the next presidential election. Needless to say, in case the GNP is allowed to seize power again, it will do tremendous harm to the nation's cause of independent reunification. Poisonous herbs must be rooted out in time.
Establishment of Fair International Order Called for
Pyongyang, February 10 (KCNA) -- All people of the world advocating independence should firmly unite and join efforts in the struggle to establish a new, fair international order.
Rodong Sinmun Friday says this in a signed article. It continues:
The new, fair international order can be established only through a struggle to meet the vicious challenge of the dominationist forces, forces opposed to independence.
What is most important in the efforts to build a fair international order is to respect the sovereignty of each country and nation. Non-interference in other countries' internal affairs is important for the respect for sovereignty. This interference constitutes a blatant infringement upon sovereignty. If it is allowed and encouraged, the world will be divided into the dominating countries and those under domination and the relationship among countries will turn into that of antagonism and confrontation, domination and subordination.
The imperialists should not be allowed to infringe upon other countries' sovereignty. All people should not have any illusion or expectation towards imperialism but wage an uncompromising struggle against it, keenly aware that the aggressive and predatory nature of the imperialists will never change. It is of particular necessity to build up military muscle to resolutely counter the imperialists' high-handed practices. The sovereignty of a country should be protected by its own force. No force on earth can match the people who are militarily strong enough to defend themselves and firm in their determination to defeat any aggressors to protect the sovereignty of their country by their own force.
What is also important for building a new, fair international order is to maintain the principle of equality and impartiality. It is essential for abiding by the principle of equality and impartiality in international relations not to permit any high-handed, arbitrary and unilateral practices.
Double standards should be rejected in order to observe the principle of equality and impartiality in the international relations.
The article underscores the need for the non-aligned and other developing countries to achieve international solidarity so as to build a new, fair international order.
Art Activities Popularized in DPRK
Pyongyang, February 10 (KCNA) -- Art activities have turned into ones of masses themselves in the Democratic People's Republic of Korea, energetically encouraging the army and people to efforts for building a great prosperous powerful nation.
The Korean People's Army, the motive power of revolution, stands in the van of creation of music art in the Songun era and leads the trend of the times with its revolutionary creative and performance activities.
Leader Kim Jong Il is often to appreciate art performances given by servicepersons and their family members and puts them up to be a model in the popular art creation.
The example of the officers and men of the army, the creators of new culture in the Songun era, has been generalized throughout the country.
National song contests of working people are organized annually according to categories of office employees, workers, peasants, university students and families with the participation of broad sections of popular masses.
Various art activities are held as annual events. Among them are a combined performance of art circles of ministries and national institutions, a national art festival of workers, a national art festival of agricultural working people, a national art performance of veterans and honored disabled soldiers, a national folk song and national instrumental music performance of working people and grand chorus performances in different parts of the country.
Brisk are the activities of traveling art propaganda troupes in different places of the country including Nam-ri village of the Mangyongdae farm in Pyongyang and Hunggol village of Kangan-ri in Unpha County, North Hwanghae Province.
The performers not only sing songs but also recite poems and play instruments well.
Among them are lots of talented persons who play accompaniment to songs and give performances with several kinds of instruments.
In the course of the popular art activities, famous poets, writers and musicians were produced and new musical instruments such as Pyonggum (playing with bottles) and Tanjigum (playing with pots) came into being.
The performance given by the traveling art propaganda troupe of the Pyongyang 326 Electric Wire Factory before Kim Jong Il last year fully demonstrated the correctness of the Workers' Party of Korea's policy on popularizing the art as a glimpse showing the brisk popular art activities in the Songun era.
