U.S. Violation of International Human Rights Norms under Fire

     Pyongyang, February 20 (KCNA) -- The Law Institute of the DPRK Academy of Social Sciences in an indictment on Feb. 19 branded the United States as the world's biggest human rights abuser and a typical criminal state as it has failed to guarantee its citizens elementary rights and wantonly violated international human rights norms in different parts of the world while being keen on spreading American-style view on value worldwide only. The indictment said:
    The U.S. has violated international human rights norms which call for providing the people with the elementary right to existence.
    It has been so indifferent to the state measures to provide the popular masses with elementary right to existence that they are now finding themselves in miserable conditions baffling human imagination.
    The disaster caused by hurricane Katrina that hit New Orleans last August is a clear indication of the Bush administration's anti-popular policies.
    According to the latest information, 38.2 million Americans are exposed to constant hunger and the number of the unemployed and the homeless reached tens of millions. Los Angeles, a center of the U.S. movie industry considered as a symbol of luxuries, is, in fact, called "city of starvation". The city health authorities in their official announcement on Sept. 7, 2001 said that about 1.4 million people in the city suffer from the shortage of food and more than 584,000 are languishing in the mire of abject starvation.
    In 2001 alone about one million workers became jobless due to the serious economic crisis, an all-time high in a decade.
    The rich who account for no more than 0.02 percent of the population of the U.S. hold 60 percent of its assets. According to the report released by the U.S. census institution, more than 43.448 million Americans or 16 percent of the population, are denied medical treatment for the mere reason that they cannot afford to insure themselves for health care.
    International human rights norms which call for providing people with political rights are also violated in the U.S.
    The U.S. election system has so many restrictions that broad popular masses are not allowed to participate in the election.
    There are more than 60 kinds of election restrictions in the U.S. whose federal states have their own laws.
    The freedom of thinking is also encroached upon in America. About 200,000 agents and over 21,000 repressive machines are now engaged in quelling progressive ideas in the U.S.
    The freedom of speech is also abridged in America.
    The U.S. encroaches upon the right of independent mass media at home and abroad. The U.S. claimed its presence in Iraq is to help it in its "reconstruction." It, however, pressurized and manipulated the Iraqi media to release reports in favor of the U.S., far from helping them observe impartiality and objectivity in their service, thus encroaching upon the freedom of speech of the mass media. According to the information disclosed by the Los Angeles Times late in November 2005, the U.S. paid 40 to 2,000 U.S. dollars for every pro-U.S. article carried by an Iraqi publication and more than 1,000 articles of that content were published by Iraqi media. The Lincoln Group directed by a special institution of the U.S. has 15 Iraqi newspapers under its control.
    Such violation of the freedom of speech of the mass media obliged to represent justice and impartiality only is an outright challenge to international human rights norms. The U.S. has also breached international human rights norms which call for eradicating all forms of racial discrimination.
    More than one third of the black are denied job for the mere reason that they are colored.
    According to information made public by the Los Angeles city authorities on Dec. 20, 2001, from September to December 2001, the year when the Bush administration took office, the number of crimes related to the racial discrimination increased almost eight times in the city as compared with that in the same period of the previous year. To top it all, the living conditions of the black are awfully deplorable as their rights are violated due to racial discrimination.
    The U.S. also violates international human rights norms that call for banning torture and providing the prisoners with rights concerning judicial administration. After launching wars in different parts of the world under the pretext of combating terrorism following the Sept. 11 incident, the U.S. administration instructed the military and the CIA to set up secret prisons in its military bases in different countries and regions of the world and aboard its navy warships for the purpose of interrogating POWs and terror suspects. It has practiced medieval and barbarous torture against them.
    Its barbaric torture took the lives of more than 70 prisoners in those overseas secret prisons of the CIA in 2002 alone and more than 9,000 prisoners were reported to have been put to unbearable torture in those prisons on charges of being terror suspects as of the first half of 2004.
    As seen above, the U.S. is the worst violator of international human rights norms and the world's biggest human rights abuser. It is illogical and a mockery and an insult to the genuine human rights for such a country to talk about "protection of human rights". The law institute appeals to the lawyers all over the world who value justice and truth to turn out in the actions to bring the Bush administration to human rights justice.

Branch of Pyongyang Friendship Centre Opens in Cambodia

     Pyongyang, February 20 (KCNA) -- An opening ceremony of a branch of the Pyongyang Friendship Centre was held in Siem Reap Province of Cambodia on February 9. The governor of the province in a speech made at the ceremony said that Cambodia and the DPRK have long-standing friendship. He went on:
    Generalissimo Kim Il Sung, the great leader of the Korean people, forged fraternal friendship with Great King Norodom Sihanouk and provided the friendship between the two countries.
    Kim Il Sung helped the Cambodian people both materially and morally at a time when Cambodia was undergoing the greatest ordeal.
    The Cambodian people will always remember the positive support and encouragement sent by him to Cambodia.
    The friendly relations between the two countries are favorably developing. We are sure that this branch will make a positive contribution to the development of the bilateral relations of friendship.

U.S. Urged to Take Responsibility for Restoration of Environment

     Pyongyang, February 20 (KCNA) -- Civic and social organizations of south Korea including the Green Federation, the Headquarters of the Movement for a Stop to U.S. Troops' Crimes, the Citizens' Solidarity for Democratic Society, the People for Achieving Peace and Reunification and the All-People Measure Committee for Checking the Expansion of the U.S. Military Base in Phyongthaek reportedly held a press conference in front of the U.S. military base in Ryongsan of Seoul on Feb. 14 to strongly urge the U.S. forces' side to take responsibility for the restoration of the environment in the area of its base before returning it to the south Korean side. At the press conference, Ko Ji Son, chief of a team for observing the environment in the U.S. military bases, accused the U.S. forces' side of trying to impose the burden of expenses for the environmental restoration upon the south Korean side despite the fact that the south Korea-U.S. "Status of Forces Agreement" revised in 2001 and a "special memorandum of understanding on the environmental protection" agreed between south Korea and the U.S. in 2003 stipulate that "the U.S. forces' side shall own responsibility for purifying the polluted U.S. military bases."
    Then the civic and social organizations declared that they would send questionnaires to the U.S. forces' side and the south Korean "government" as regards the reason why the results of the investigation into the pollution of its bases have not yet been opened to the public, its attitude toward the responsibility for the environmental purification, the tolerance limit to the environmental pollution to be purified by it in a responsible manner and others.

     Pyongyang, February 20 (KCNA) -- Political parties, ministries, organizations and high-ranking officials of different countries sent floral baskets to the DPRK embassies in relevant countries from Feb. 7 to 16 to congratulate leader Kim Jong Il on his birthday. Among them were the External Relations Department of the Central Committee of the Communist Party of Vietnam, the Vietnamese Ministry of Defence, the Central Committee of the Fatherland Front of Vietnam, the Vietnamese Union of Friendship Organizations, the Vietnam-Korea Friendship Association, the Vietnam-DPRK Friendship Club, the All-India Forward Bloc, the Party of Chinese in Malaysia, the People's Party of Cambodia, the FUNCINPEC Party of Cambodia, the deputy general secretary of the Central Committee of the Arab Socialist Baath Party of Syria, the president of the People's Assembly of Syria, the prime minister of the Cabinet of Syria, the Syrian minister of Defence, the chief of the General Staff of the Syrian army and armed forces, the general secretary of the Syrian Arab Socialist Union Party, the deputy prime minister of Laos who is also foreign minister, the Lao minister of Defence, the chairman of the Indonesian Democratic Party of Struggle, the president of the National Assembly of Guinea, the Cambodian minister of state who is also minister of Economy and Finance, the Cambodian minister of state who is also minister of Commerce, the mayor of Phnom Penh, the general secretary of the Central Committee of the Communist Party of India (Marxist) and the deputy secretary of the National People's Committee of Libya.

Gifts to Kim Jong Il from Foreign Countries

     Pyongyang, February 20 (KCNA) -- Leader Kim Jong Il received a gift from the Dandong City People's Government in Liaoning Province, China on the occasion of his birthday. The gift was handed to an official of the Korean consulate general in Shenyang on February 15 by a deputy director of Foreign Affairs Office and a deputy director of the Tourist Bureau, authorized by the mayor of Dandong.
    Kim Jong Il was also presented with gifts by Megawati Soekarnoputri, chairwoman of the Indonesian Democratic Party of Struggle, and Youssef Amin Wali, vice-chairman of the National Democratic Party of Egypt.
    The gifts were handed to officials of the Korean embassies in the relevant countries on Feb. 13 and 15.

South Headquarters of Pomchonghakryon Supports DPRK's Appeal

     Pyongyang, February 20 (KCNA) -- The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification (Pomchonghakryon) issued a statement on Feb. 15 in support of the appeal to all the fellow countrymen adopted at a joint meeting of the government, political parties and organizations of the DPRK. "Let us vigorously forward the patriotic movement for independent reunification, peace against war and great national unity under the banner of 'By our nation itself'!"--this is the slogan to be held up in this year's movement for national reunification, the statement said.
    It noted that the youth and students should vigorously conduct the patriotic movement for independent reunification, holding high the banner of "By our nation itself", the banner of June 15.

Honorary Title and Gift to Kim Jong Il from Russian Charity Body

     Moscow, February 18 (KCNA) -- Leader Kim Jong Il was presented with the honorary title of "Protector and Charitarian of World Art for 2005" and a gift by the Russian International Charity Fund "Protectors of the Art for the Century". A ceremony of awarding the honorary title and conveying the gift took place at the Kremlin State Palace in Moscow on Feb. 16.
    It was attended by more than 4,500 political, social and business figures including the Russian minister of Culture. A certificate of the honorary title and the gift were handed to the DPRK ambassador to Russia by a representative of the Russian International Charity Fund. The representative said:
    We have the honor of conferring the honorary title of "Protector and Charitarian of World Art for 2005" on Kim Jong Il, general secretary of the Workers' Party of Korea, chairman of the National Defence Commission of the Democratic People's Republic of Korea and supreme commander of the Korean People's Army, who is making a tangible contribution to developing the culture of the DPRK, expanding cultural exchange and boosting the good-neighbourly ties between Russia and the DPRK and opposing aggression and war in the international arena.

KCNA Blasts Japanese Ultra-Right Conservatives' Remarks against DPRK

     Pyongyang, February 20 (KCNA) -- Japanese ultra-right conservative forces are busy using the fruitless DPRK-Japan inter-governmental talks for their smear campaign against the DPRK, crying out for "the application of more sanctions" and "increased pressure" upon it. The chief Cabinet secretary, the foreign minister and other ultra-right conservatives of Japan recently did not bother to make such reckless remarks underscoring the need to increase its pressure upon the DPRK, blaming it for the fruitless DPRK-Japan talks. Meanwhile, the Japanese government has set out proposals for escalating its pressure upon the DPRK such as the raise of tax levies on the establishments related to the General Association of Korean Residents in Japan, strict security inspection of DPRK-flagged ships and control over them.
    This was prompted by the sinister intention of the ultra-right conservatives of Japan to downplay the core issue in the DPRK-Japan relations in a bid to evade the settlement of the past and secure their political clout with the election at hand. As already known, the DPRK-Japan talks proved fruitless though they resumed after the lapse of three years. This was entirely attributable to the insincere stand of Japan. At the talks, Japan persistently raised the "abduction issue" and again cited it for evading the settlement of its past crimes which it has refused to redress for more than 60 years since the end of the Second World War.
    As Japan came out for the talks under the pressure of the trend of the times, what the above-said forces of Japan expected from the talks was not any progress in the process to normalize the bilateral relations.
    Its delegates focused on the "abduction issue" only to create complexities at the talks and make them serve their purpose come what may in a bid to avoid the issue of Japan's settlement of its past crimes which had been expected to be taken up by them without fail.
    It is quite understandable to everyone that Japan's settlement of its past wrongs is the core agenda item of the DPRK-Japan talks and its solution would automatically lead to the settlement of other problems.
    The ultra-right political forces of Japan have cried out for pressure and sanctions after evading the settlement of the past at the talks. This goes to prove that they have neither elementary sense of moral obligation nor conscience.
    It is by no means fortuitous that Reuters on Feb. 9 described what the Japanese chief Cabinet secretary uttered just after the talks, hinting at the possible application of sanctions against north Korea, as a development hamstringing the process to normalize the DPRK-Japan relations.
    It is due to the moves of the ultra-right conservatives holding important posts in the Japanese government that endless calls for increasing the pressure against the DPRK are heard from Japan and hostile actions against it have become evermore undisguised there.
    Japan is so rapidly veering to the Right politically that the ultra-right conservatives' reckless moves for a preemptive attack on the DPRK are overlooked. The Japanese conservative forces are playing the role of a catalyst pushing the whole of Japan to the extreme Right. And their much publicized "abduction issue" is nothing but a political charade aimed at garnering support from the Japanese people. Every politician of reason should know what is the master key to improving the relations between the DPRK and Japan and understand the reason why the Japanese ultra-right conservatives are so desperate in their moves to stifle the DPRK.

Guinean Political Party Delegation Visits DPRK Embassy

     Pyongyang, February 20 (KCNA) -- A delegation of the Party for Unity and Progress of Guinea headed by General Secretary Sekou Konate paid a congratulatory visit to the DPRK embassy in Conakry on Feb. 15 on the occasion of the birthday of leader Kim Jong Il. The delegation placed a floral basket before the full-length portrait of President Kim Il Sung and Kim Jong Il in the name of the National Political Bureau of the Party. Written on the ribbon of the basket were letters reading "Glory to HE Kim Jong Il. The National Political Bureau of the Party for Unity and Progress".

S. Korean Delegation Arrives

     Pyongyang, February 20 (KCNA) -- A south Korean delegation of the youth committees of political parties with Member of the National Assembly from the Uri Party Ri Hwa Yong as its chief head and with the chairpersons of the youth committees of the Democratic Party and the Democratic Workers' Party as its co-heads arrived here Monday. The delegation was greeted at the airport by Ri Myong Won, secretary of the Central Committee of the Kim Il Sung Socialist Youth League, and officials concerned.

Descontento de las fuerzas conservadoras ultraderechistas -Comentario de ATCC-

     Pyongyang, 20 de febrero (ATCC) -- En relacion con el resultado de las conversaciones intergubernamentales Corea-Japon, las fuerzas conservadoras ultraderechistas de este pais isleno se portan mal hablando de la "aplicacion de la sancion" y "presion" contra la primera. En estos dias, el director del Secretariado del Gabinete, el canciller y otras fuerzas conservadoras ultraderechistas se muestran disgustados de las conversaciones bilaterales y predican sin escrupulo la necesidad de arreciar la presion sobre la RPDC. Por otra parte, el gobierno japones elabora nuevos planes de ejercer presion sobre ella como el de endurecer la imposicion de impuestos a los establecimientos de la Asociacion General de Coreanos Residentes en Japon, y el de aplicar el riguroso control sobre los barcos coreanos.
    Todo esto refleja la vil ambicion de susodichas fuerzas para evitar la liquidacion del pasado criminal debilitando este punto medular de las relaciones bilaterales y elevar la popularidad politica en visperas de las elecciones.
    Como es conocido por todos, las recientes conversaciones intergubernamentales Corea-Japon reanudadas al cabo de tres anos resultaron infructiferas debido a la posicion desleal de Japon sobre ella.
    En ellas este pais isleno salio otra vez con el "problema de secuestro" para evitar la liquidacion del pasado criminal, problema hasta hoy a mas de 60 anos del termino de la Segunda Guerra Mundial.
    Las fuerzas conservadoras de Japon salieron a la mesa de negociaciones al no poder contravenir por mas tiempo a la corriente de la tendencia, pero no deseaban jamas un resultado util para la normalizacion de las relaciones bilaterales. A fin de negar el problema de la liquidacion del pasado criminal crearon la complejidad con el "problema del secuestro" tratando de desviar el foco de la discusion. Para todos es facil comprender que si se soluciona primero el problema de la liquidacion del pasado criminal, se resolveran espontaneamente todos los demas problemas.
    Ellas no tienen conciencia humana ni moralidad elemental.
    No es casual que por el respecto, Reuters comento el dia 9 como lo siguiente: tan pronto como terminaron las conversaciones Abe, director del Secretariado del Gabinete, hablo de la posibilidad de aplicar la sancion contra el Norte de Corea. Este acto de incitacion previa del deudor a su contraparte obstaculizara la normalizacion de las relaciones bilaterales.
    En la actualidad, en Japon no cesan de apreciar insistencias de dar acicate a la presion contra la RPDC y se tornan mas abiertas las maniobras de hostilidad a esta debido a las maquinaciones de las fuerzas conservadoras ultraderechistas que ocupan cargos importantes dentro del gobierno japones.
    El ambiente politico de Japon se torna derechista a tal grado de tolerar insistencia de esas fuerzas en asestar el primer golpe a Corea.
    Las fuerzas conservadoras japonesas sirven de catalizadoras que empujan a todo Japon a la ultraderechizacion y, en particular, el "problema del secuestro" no pasa de ser una farsa politica para proveer del apoyo del pueblo.
    Los politicos sensatos deben saber cual es el nudo principal para la mejora de las relaciones Corea-Japon y calar a fondo el motivo por el cual las fuerzas conservadoras ultraderechistas de Japon se aferran a las maquinaciones de aplastamiento a Corea.

Instituto de Justicia emite acta de acusacion a Estados Unidos

    　Pyongyang, 20 de febrero (ATCC) -- El Instituto de Justicia de la Academia de Ciencias Sociales de la Republica Popular Democratica de Corea emitio el dia 19 un acta de acusacion a Estados Unidos que no ofrece los elementales derechos a los ciudadanos de su pais sino infringe flagrantemente las reglas internacionales de DDHH en todas las partes del mundo ampliando la difusion de la "concepcion de valor norteamericano" en el ambito mundial. 　El acta de acusacion senala:
    　Estados Unidos es el archi-violador de DDHH en el mundo y el tipico pais criminal. 　Estados Unidos se descuida de tomar las medidas estatales para asegurar los elementales derechos de subsistencia a las masas del pueblo trabajador y por eso estas viven en una situacion miserable.
    　La destruccion catastrofica de la ciudad de New Orleans de su pais por el ciclon "Catrina" ocurrido en agosto del ano pasado demuestra el resultado de la medida antipopular de la administracion Bush.
    　Segun los datos recientes, hoy en dia EE.UU. cuenta con 38 millones 200 mil hambrientos y decenas de millones de desempleados y desamparados. 　Los Angeles tan lujoso como centro de la industria cinematografica de Estados Unidos se convierte en una "ciudad del hambre". Por el respecto las autoridades de salud de esta ciudad publicaron el 7 de septiembre de 2001 oficialmente que cerca de 1.4 millones de habitantes padecen de la crisis de viveres y mas de 584 mil viven en estado de extrema miseria.
    　En este pais norteamericano fueron despedidos solo en 2001 como victimas de la aguda crisis economica un millon de obreros mas o menos, cifra que registro un record en los ultimos 10 anos.
    Los ricos que ocupan 0.02 por ciento de la poblacion estadounidense se apoderan del 60 por ciento de los bienes del pais. Segun un informe del censo demagogico de EE.UU., mas de 43 millones 448 mil habitantes que ocupan el 16 por ciento de la poblacion total, exentos del "seguro de salud" por falta de dinero, no pueden ir al hospital cuando se enferman. Estados Unidos infringe las reglas internacionales de asegurar el derecho politico a los habitantes.
    　Estados Unidos toma numerosas restricciones electorales para impedir la participacion de las masas populares mayoritarias en la votacion. 　Cada Estado tiene sus leyes para tomar mas de 60 medidas de restriccion electoral de diversa indole.
    　Estados Unidos viola la libertad de la ideologia.
    　En esta tierra hay unos 200 mil agentes quienes se ocupan de reprimir la ideologia progresista y mas de 21 mil organizaciones terroristas.
    　Estados Unidos suprime la libertad de la palabra.
    　Reprime tanto en su pais como en el extranjero el derecho de los medios de prensa masiva independiente. Impide las actividades justas y objetivas de los medios de prensa de Irak y les ejerce presion para que se ocupen de informaciones a favor a si mismo. 　El periodico norteamericano "Los Angeles times" publico por primera vez a finales de noviembre de 2005 que el precio de cada una de las noticias a favor suyo llegadas a mas de mil en las publicaciones de Irak oscilo de 40 a 2 mil US$. El "Grupo Lincoln" manipulado por un organo especial de EE.UU. controla 15 periodicos de Irak. 　Tales atentados a la libertad de los medios de prensa constituyen un abierto desafio a las normas internacionales de DDHH.
    　Estados Unidos contraviene a las reglas internacionales de DDHH de eliminar la discriminacion racial de toda indole.
    　Mas de tercio de los negros no obtiene el empleo por motivo de su piel negra. 　Las autoridades de Los Angeles publicaron el 20 de diciembre de 2001 que de septiembre a diciembre de 2001, ano en que aparecio 1a administracion Bush en esta ciudad el numero de crimenes por la discriminacion racial aumento casi 8 veces en comparacion con el mismo periodo del ano 2000. 　Estados Unidos infringe las normas internacionales de DDHH de acabar con la tortura y asegurar a los presos el poder judicial.
    　Despues del "incidente del 11 de septiembre", la administracion norteamericana desato las guerras en distintos rincones del orbe bajo el rotulo del "antiterrorismo". Y obligo a las autoridades militares y la CIA a instalar carceles secretas en sus bases militares y buques en varios paises y regiones del mundo para aplicar torturas medievales a los prisioneros y los "sospechosos de terror".
    Debido a los actos de tortura cruel, solo en el ano 2002 mas de 70 prisioneros perdieron la vida en las carceles secretas de la CIA en ultramar, y hasta el primer semestre de 2004 mas de 9 mil "sospechosos de terror" encerrados en las carceles ocultas de EE.UU. en ultramar estaban sometidos a las torturas medievales. Como vemos, EE.UU. es precisamente el violador mas flagrante de los reglamentos internacionales de DDHH y el archi-criminal de DDHH.
    Sin embargo, se porta como "defensor de DDHH". Es un abuso de la palabra y burla a los autenticos derechos humanos.
    El Instituto de Justicia de la Academia de Ciencias Sociales de la RPDC exhorta a todos los juristas del mundo amantes de la justicia y la verdad a levantarse en la lucha por llevar al tribunal de DDHH a la administracion Bush que en detrimento de las reglas internacionales de DDHH comete barbaridades de toda indole.

    　Pyongyang, 20 de febrero (ATCC) -- El periodico Rodong Sinmun inserto en su numero del dia 20 un editorial que exhorta a acelerar con vigor la marcha general de este ano tomando riendas de las hazanas de direccion del Partido del Trabajo de Corea sobre la revolucion mediante el Songun y asi poner en manifiesto la inagotable vitalidad del socialismo a estilo coreano que avanza con el poderio del Songun (priorizacion militar), y continua: Se ha fortalecido extraordinariamente la unidad ideo-volitiva de nuestra fila revolucionaria en torno a la Direccion de la Revolucion, el Ejercito Popular se ha convertido en un invencible ejercito revolucionario del monte Paektu capaz de vencer a cualesquier enemigos poderosos y se han logrado gran avance y auge en la construccion de la patria poderosa y prospera. Todo esto es un valioso fruto dado por la dinamica direccion del Dirigente Kim Jong Il sobre la revolucion mediante el Songun. Se puso en una altura suprema la dignidad independiente del pais y la nacion, se defendio firmemente la linea vital del socialismo y se prometio el brillante porvenir de Corea del Juche. He aqui la grandeza y la inagotable fuerza de atraccion de las hazanas de direccion revolucionaria del Songun.
    En las hazanas de direccion revolucionaria del Songun de nuestro partido estan contenidas las guias ideo-teoricas y estrategico-tacticas y ricas experiencias de lucha para llevar adelante la causa socialista al estilo coreano por el camino del Juche y del Songun preparado por el Presidente Kim Il Sung.
    Las hazanas de direccion de nuestro partido sobre la revolucion mediante el Songun sintetizan globalmente las preciosas guias y experiencias desde los problemas de principios a que se deben adherir firmemente en todos los sectores de la construccion socialista incluidos la politica, asuntos militares, economia y cultura hasta el metodo y estilo de trabajo de los funcionarios. En tener riendas de estas hazanas estan la llave principal y el atajo de la victoria en la marcha general de este ano.
