Fourth Session of 11th SPA Held

     Pyongyang, April 11 (KCNA) -- The fourth session of the 11th Supreme People's Assembly of the DPRK was held at the Mansudae Assembly Hall Tuesday. Deputies to the SPA were present there.
    Officials of the party, armed forces and power organs, public organizations, ministries and national institutions and those in the fields of science, education, culture and arts, public health and the press attended the session as observers. The platform was taken by Kim Yong Nam, Jo Myong Rok, Pak Pong Ju, Kim Yong Chun, Jon Pyong Ho, Ri Yong Mu, Yang Hyong Sop, Choe Yong Rim, Chairman of the Central Committee of the Korean Social Democratic Party Kim Yong Dae, Chairwoman of the Central Committee of the Chondoist Chongu Party Ryu Mi Yong and members of the SPA Presidium, and Chief Vice-Chairman of the Central Standing Committee of the General Association of Korean Residents in Japan Ho Jong Man. The chairman and vice-chairmen of the SPA took their seats. Chairman Choe Thae Bok made an opening address.
    Following agenda items were discussed at the session:
    1. On the review of the work of the DPRK Cabinet in Juche 94 (2005) and its tasks for Juche 95 (2006).
    2. On the results of the implementation of the state budget of the DPRK for Juche 94 (2005) and its state budget for Juche 95 (2006).
    3. On stepping up the development of science and technology to give strong impetus to the building of a great prosperous powerful nation.
    Deputy to SPA Pak Pong Ju, premier of the Cabinet, made a report on the first agenda item.
    A report on the second one was made by Deputy to SPA and Vice-Premier Ro Tu Chol. Speakers expressed full support and approval of the reports made on the first and second agenda items, noting that the work of the Cabinet and the results of the implementation of the state budget last year were properly reviewed and clear-cut tasks for this year were set forth so as to bring about a fresh surge in building a great prosperous powerful socialist nation with the might of Songun and that the state budget was shaped in such a correct manner as to effect a significant turn in the economic construction and in the improvement of the standard of the people's living. A decision of the DPRK SPA "On approving the report on the work of the Cabinet of the DPRK and the results of the implementation of the state budget for Juche 94 (2005)" and an ordinance of the DPRK SPA "On the state budget of the DPRK for Juche 95 (2006)" were adopted with the unanimous approval of the deputies. Deputy Choe Thae Bok, secretary of the WPK Central Committee, made a report on the third agenda item.
    Speakers on this item stressed the need to intensify the scientific and technical revolutions as required by principles of the IT age in the new century under the banner of Songun so as to bring about a big leap forward in the development of the nation's science and technology and provide a firm scientific and technological guarantee for the building of a great prosperous powerful nation.
    A decision of the DPRK SPA "On stepping up the development of science and technology to give strong impetus to the building of a great prosperous powerful nation" was adopted with the unanimous approval of the deputies.

SPA Discusses Tasks of Cabinet, State Budget and Development of Science and Technology

     Pyongyang, April 11 (KCNA) -- The 4th session of the 11th Supreme People's Assembly of the DPRK was held at the Mansudae Assembly Hall on Tuesday. The session discussed the agenda items "1. On the Review of the Work of the DPRK Cabinet in Juche 94 (2005) and Its Tasks for Juche 95 (2006)", "2. On the Results of the Implementation of the State Budget of the DPRK for Juche 94 (2005) and Its State Budget for Juche 95 (2006)" and "3. On Stepping Up the Development of Science and Technology to Give Strong Impetus to the Building of a Great Prosperous Powerful Nation".
    Deputy to the SPA Pak Pong Ju, premier of the Cabinet, in his report on the first agenda item said that it is the main task to be tackled in the economic work this year to decisively increase the agricultural production for satisfactorily solving the food problem of the people, significantly boost the coal and metal production and bring about a leap forward in updating the overall national economy and reenergizing the production with a view to fully demonstrating the might of the socialist independent national economy.
    The Cabinet will pay deep attention to the improvement and development of the external economic work as required by the changed circumstances and realistic demand to consolidate the export bases in all fields of national economy, systematically increase the items of exports and their production, actively explore new foreign markets and make the foreign trade diversified and multilateral, he said, adding that it will positively conduct external economic cooperation including joint venture and collaboration with overseas Korean businessmen and enterprises of different countries on the principle of introducing advanced technology.
    Deputy to the SPA Ro Tu Chol, vice-premier of the Cabinet, in his report on the second agenda item said that the state budgetary revenue for this year is expected to increase 7.1 percent over last year while the total state budgetary expenditure 3.5 percent over last year.
    15.9 percent of the total state budgetary expenditure for this year will be allocated as defence spending to bolster up the People's Army, the core of the self-defensive national defence power and the vanguard of the Songun revolution, develop the defence industry and thoroughly implement the policy of the Workers' Party of Korea for putting all the people under arms and turning the whole country into a fortress, he emphasized. Deputy to the SPA Choe Thae Bok, secretary of the Central Committee of the WPK, in his report on the third agenda item underscored the need to thoroughly implement the present five-year plan for the development of science and technology as an immediate task and work out well the next-term five-year plan for the development of science and technology ending in Juche 101 (2012), the 100th birth anniversary of President Kim Il Sung, and make thorough-going preparations for its implementation. He also called for setting out the strategy for scientific and technological development ending in Juche 111 (2022) to put the DPRK on the position of a scientific and technological power without fail.
    What is important for the field of science and technology at present is to lay a firm foundation for the latest science and technology and ultra-modern industry, solve the urgent economic issues including the food and energy problems on a preferential basis and energetically speed up the updating of the key industrial domains in the direction of strengthening the Juche character of the national economy, he noted. He underlined the need to have bold and wide-ranging scientific and technological exchange and cooperation with other countries, actively organize joint researches with their scientific research institutions and boost the creative cooperation with overseas Korean scientists and technicians.

Report on State Budget

     Pyongyang, April 11 (KCNA) -- Vice-Premier of the Cabinet Ro Tu Chol made a report on the second agenda item "On the results of the implementation of state budget of the DPRK for Juche 94 (2005) and its state budget for Juche 95 (2006)" at the fourth session of the 11th Supreme People's Assembly held here Tuesday. The reporter said that the general march for Songun revolution was dynamically made last year to mark the 60th anniversary of the foundation of the Workers' Party of Korea and the 60th anniversary of the country's liberation as grand festivals of victors under the Party's Songun revolutionary leadership and as a result great achievements were made in the production and construction and the state budget was satisfactorily implemented.
    According to his report, the state budgetary revenue last year was fulfilled at 100.8 percent as compared with that under plan or jump of 16.1 percent over that in the previous year.
    The revenue coming from profits of state enterprises showed an increase of 14.2 percent over that in the previous year, that from the profits of cooperative organizations 24.3 percent, that from social insurance 5.7 percent and that from others 0.3 percent. The local budgetary revenue was fulfilled at 114.2 percent as compared with that under plan.
    Energetic endeavors were made to improve economic and financial management to increase the state budgetary revenue last year. This made it possible to satisfactorily meet the financial demand from the field of national defence and various other domains of the national economy.
    Last year's state budgetary expenditure was executed at 104.4 percent as compared with that under plan.
    Last year 15.9 percent of the total state budgetary expenditure was allocated for national defence to meet the requirements of the WPK's Songun policy. The government spent 41.3 percent of the total state budgetary expenditure for various domains of national economy last year to positively spur the socialist economic construction.
    A huge allocation of fund, an increase of 32.5 percent over the previous year, was made for the agricultural field, a key front of socialist economic construction, last year, thus making it possible to concentrate all forces on agriculture and bring about a fresh turn in the agricultural production.
    The reporter said that the state budgetary revenue and expenditure for this year have been shaped in such a way as to provide a sufficient financial guarantee for the general march for the Songun revolution.
    According to him, the state budgetary revenue for this year is expected to grow 7.1 percent over last year and the revenue coming from profits of state enterprises, the major source of budgetary revenue, 7.2 percent as compared with last year. The total budgetary expenditure will show an increase of 3.5 percent over last year. The state budgetary expenditure plan was shaped in such a way as to bring about a significant turn in the socialist economic construction and in the improvement of the standard of people's living, while directing utmost efforts to increasing the defence capability of the country true to the WPK's Songun revolutionary line. The government will allocate 15.9 percent of the total budgetary expenditure for national defence so as to bolster up the People's Army, the core of the self-defensive national defence forces and the vanguard of the Songun revolution, develop the national defence industry and thoroughly implement the Party's policy to put all the people under arms and convert the whole country into a fortress. A big portion of the state budget for this year will go to the domains of national economy to put the economy as a whole on a higher level of development as required by the new century and realize the Party's intention to help the people substantially benefit from the economic foundation the country has already laid. 12.2 percent bigger allocation of fund than last year will be made for the agricultural field, a key front of socialist economic construction, so as to thoroughly implement the Party's policy of agricultural revolution and satisfactorily solve the people's food problem.
    The expenditure for power, coal and metal industries and railway transport for this year is expected to increase 9.6 percent over last year and disbursement of fund for the development of science and technology 3.1 percent for the implementation of the Party's line of attaching importance to science and technology.
    3 percent more fund than last year will be disbursed for the implementation of the social policies.
    The state plans to expand financial source through the introduction of new social insurance payment system by enterprises.
    The government will send a huge amount of educational aid fund and stipends for the Korean children in Japan this year, too, for the development of democratic national education of the General Association of Korean Residents in Japan. The state will encourage provinces, cities and counties to thoroughly implement the Party's policy of local budgetary system so that they may manage economic life in the local areas on their own and increase their profits so as to contribute to the state revenue.
    Difficult and huge are the tasks facing us this year but we are sure to emerge victorious as there are the ever-victorious Songun revolutionary leadership of Kim Jong Il and the single-minded unity of the army and people and the independent financial foundation, he stressed.

SPA Hears Report on Work of Cabinet in 2005 and Its Tasks for 2006

     Pyongyang, April 11 (KCNA) -- Deputy Pak Pong Ju, premier of the Cabinet, made a report on the first agenda item "On the review of the work of the DPRK Cabinet in Juche 94 (2005) and its tasks for Juche 95 (2006)" at the 4th session of the 11th Supreme People's Assembly held at the Mansudae Assembly Hall in Pyongyang on Tuesday. The Cabinet planned and conducted economic work with main stress on increasing grain production, completing major objects of construction and of reconstruction and modernization and rejuvenating overall industrial production in reliance upon the already built economic foundation by concentrating and mobilizing all potentials of the country, while implementing up to the hilt the line of economic construction in the era of Songun under the wise leadership of the Workers' Party of Korea, the reporter said, and continued:.

April Holidays of DPRK Commemorated

     Pyongyang, April 11 (KCNA) -- Seminar, photo exhibition, round-table talks and film show took place in France, Romania and Singapore from April 1 to 5 to commemorate the Day of the Sun and the 13th anniversary of leader Kim Jong Il's election as chairman of the DPRK National Defence Commission. Displayed in the venues of the functions were famous works of President Kim Il Sung and leader Kim Jong Il and photos dealing with their immortal exploits and introducing Mangyongdae.
    The chief of the French Group for the Study of the Juche Idea said at the seminar that Kim Il Sung defeated the Japanese and U.S. imperialists and built a powerful socialist country centered on the popular masses, holding high the banner of the Juche idea. Day of Sun to Be Commemorated in Indonesia

     Pyongyang, April 11 (KCNA) -- The Indonesian Preparatory Committee for Commemorating the Day of the Sun was inaugurated by the Indonesia-Korea Association for Friendship and Cultural Exchange on April 3. Rachmawati Soekarnoputri, chairwoman of the Vanguard Party of Indonesia and chairwoman of the association, was elected chairwoman of the preparatory committee. It decided to hold colorful functions till April 16.

Kimilsungia Exhibition Opens

     Pyongyang, April 11 (KCNA) -- A Kimilsungia exhibition of the Ministry of People's Security was opened on the occasion of the Day of the Sun. Displayed in the exhibition hall were many potted Kimilsungias cultivated by people's security personnel and servicepersons of the Korean People's Security Forces with sincerity in boundless reverence for President Kim Il Sung.
    An opening ceremony took place on Monday.
    It was attended by leading officials of the Ministry of People's Security, general officers of the Korean People's Security Forces and people's security personnel. Day of Sun Commemorated in DPRK

     Pyongyang, April 11 (KCNA) -- A national oratorical meeting of university students took place at Kim Il Sung University on Monday on the occasion of the Day of the Sun. Students of Kim Il Sung University, Kim Hyong Jik University of Education and other universities said in excited tone that President Kim Il Sung showed loving care and benevolence for the university students from the day he climbed Ryongnam Hill and chose the site for the first university in new liberated Korea to the last moments of his great life. Thanks to Kim Jong Il the glorious revolutionary history of the President is given steady continuity on this land, they added.

Japan's Smear Campaign against DPRK and China Debunked

     Pyongyang, April 11 (KCNA) -- Minju Joson Tuesday carries a signed commentary denouncing Japan for slinging mud at the DPRK and China while making a terrific uproar over "military threat." Shortly ago, the Defense Institute of the Japan Defense Agency in an annual report dubbed 2006 Northeast Asia Strategy Review let loose the far-fetched allegation that the DPRK's "weapons of mass destruction", ballistic missiles and nuclear issues and China's steady increase of military capabilities remained "a factor of regional instability," adding that it was necessary to reorganize the U.S. forces in the Pacific intended for "deterrence and rapid deployment" and build a highly flexible defense system in the Japan Self-Defense Forces, the commentary notes, and goes on: Japan's assessment of the DPRK and China as elements harassing peace and stability in Northeast Asia is a gross distortion of reality.

    In fact, huge military forces stand in confrontation on the Korean Peninsula and the DPRK and the U.S. are still technically at war. It is entirely thanks to the DPRK's powerful self-defensive means including nuclear deterrent that peace has been preserved on the peninsula.
    It is an evil habit peculiar to Japan to draw waters to its own mills at the expense of others.
    Japan's claim that the stance of prompt reaction involving the accelerated modernization and beefing up of armaments should be rounded off to cope with "military threats from north Korea and China" is a third-rate sophism that can work with nobody.
    Japan's arms buildup is not aimed to counter threats but to make preparations for a war of aggression.
    The Japanese reactionaries should immediately stop hare-brained plot-breeding, pondering over the catastrophic consequences to be entailed by its policy for military hegemony.

Rodong Sinmun Calls for Smashing U.S. Strategy for Preemptive Attack

     Pyongyang, April 11 (KCNA) -- The Bush administration recently announced a "national security strategy report", which outlines its main foreign policy on national security, diplomacy, military affairs, etc. for the present. In the "report" the U.S. revealed its intention to mount a preemptive attack on the independent countries and those countries disobedient to its assertion, listing them as "outposts of tyranny". Rodong Sinmun today observes in a signed article in this regard: This is little short of a brigandish document declaring a war as it stated that the U.S. would brand as "enemies" without exception those countries refusing to follow the American view on value and would not rule out even a war to overthrow them. The U.S. strategy for preemptive attack is very dangerous as it will spark a new arms race and threaten and wreck the global peace and security, the article points out, and goes on:
    The U.S. should not be allowed to threaten and blackmail those anti-imperialist independent countries and list them as targets of its military attack for the mere reason that they refuse to follow its policy.
    In the "report" the U.S. pulled up China over the increase of military capability in an "untransparent manner". It also threatened Russia, claiming that "democracy is retrograding" there. The failure to foil the above-said strategy would not only leave the independence of sovereign states seriously violated on international arena but adversely affect the human cause of independence and peace.
    All peoples aspiring after independence and peace should mount collective attacks on the U.S. imperialists. Defence capability should be increased to smash the U.S. strategy for preemptive attack.
    The U.S. imperialists in the "report" listed the DPRK as the main target of their preemptive attack. It is made the primary target of their preemptive nuclear strike. However, such strategy can never work on the DPRK equipped with modern offensive and defensive means. The powerful revolutionary armed forces of the DPRK have all countermeasures to cope with any possible preemptive attack from the U.S. imperialists. The army and people of the DPRK will mercilessly wipe out the U.S. imperialist aggressors if they dare provoke it.
    The more frantic the U.S. imperialists get in their moves for preemptive attack for aggression, the further they will stand rebuffed and isolated worldwide only to meet the fate of self-destruction.

Technology for Phosphoritic Organomineral Fertilizer Developed

     Pyongyang, April 11 (KCNA) -- Teachers and researchers of Life Science Faculty of Kim Il Sung University in the Democratic People's Republic of Korea have developed the technology to mass-produce phosphoritic organomineral fertilizer. The fertilizer is made by processing phosphorite containing more than one percent of phosphorus by a biological method.
    The amounts of phosphorus and other macroelements of phosphorite are 1.7-4.4 times those of aeolian soil on an average and its microelements are 1.08-1.3 times that of the latter.　
    As against the average nutritive element content of the ploughed paddy field, the phosphorite contains phosphorus about 17 times and calcium, magnesium, zinc and boron nearly two-five times.
    In order to increase the phosphorite's compound fertilizer effect, the research team selected a microorganism bacterial strain strong in biological activity with which it treated phosphorite. It thus succeeded in making quality phosphoritic organomineral fertilizer with nutritive elements of high fusibility including phosphorus, calcium, zinc, manganese and boron.
    The fertilizer also contains humus substances and nitrogen which are not found in phosphorite.
    A number of farms have applied the fertilizer to crops including rice, maize and potato, thus raising their yield remarkably.　
    The technology can be easily introduced into production without any restriction of raw materials.

Cuarta sesion de la oncena legislatura de la APS de la RPDC

    　Pyongyang, 11 de abril (ATCC) -- Tuvo lugar el dia 11 en el capitalino Palacio de los Congresos Mansudae la cuarta sesion de la oncena legislatura de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea. En ella participaron los diputados a la APS.
    Estuvieron presentes en calidad de observadores los funcionarios de los organos del partido, las fuerzas armadas y el Poder, entidades sociales, ministerios, organismos centrales y sectores de ciencia, educacion, cultura y arte, salud publica, prensa e informacion.
    Ocuparon los asientos de la tribuna Kim Yong Nam, Jo Myong Rok, Pak Pong Ju, Kim Yong Chun, Jon Pyong Ho, Ri Yong Mu, Yang Hyong Sop, Choe Yong Rim, el presidente del Comite Central del Partido Social-Democrata de Corea Kim Yong Dae, la presidenta del Comite Central del Partido Chondoista Chong-u Ryu Mi Yong y miembros del Presidium de la APS de la RPDC, asi como el presidente responsable del Presidium del CC de la Asociacion General de Coreanos Residentes en Japon, Ho Jong Man. El presidente y vicepresidentes de la APS tomaron asientos de la presidencia. El discurso de apertura estuvo a cargo del presidente de la APS Choe Thae Bok.     Segundo, Sobre el balance de ejecucion del presupuesto estatal de la RPDC en el 94 (2005) de la Era Juche y el presupuesto estatal para el 95 (2006) de la Era Juche Tercero, Para acelerar el desarrollo de ciencia y tecnica y promover con vigor la construccion de una gran potencia prospera
    El diputado Pak Pong Ju, premier del CM, rindio el informe sobre el primer punto de la agenda; el diputado Ro Tu Chol, vicepremier del CM, sobre el segundo punto de la agenda.
    Con respecto a estos dos puntos, los oradores senalaron que se balancearon correctamente la labor del CM y la ejecucion presupuestaria estatal del ano pasado, se presentaron claramente las tareas de este ano para registrar con el poderio del Songun (priorizacion militar) un nuevo auge en la construccion de una gran potencia socialista prospera y se trazo justamente el presupuesto estatal para propiciar un viraje decisivo en la construccion economica y en la mejora de la vida del pueblo, y expresaron entero apoyo y consentimiento al respecto.
    En la sesion fueron aprobadas, por el consentimiento unanime de todos los diputados, la resolucion de la APS de la RPDC: "Sobre la ratificacion del informe de la labor del Consejo de Ministros de la RPDC y el balance de la ejecucion del presupuesto estatal para el 94 (2005) de la Era Juche" y la ley de la APS de la RPDC:"Sobre el presupuesto estatal de la RPDC para el 95 (2006) de la Era Juche".
    El diputado Choe Thae Bok, secretario del CC del PTC presento el informe sobre el tercer punto de la agenda.
    Los oradores subrayaron la necesidad de avivar las llamas de la revolucion cientifica y tecnica conforme a los principios de la epoca de la industria informatica en el nuevo siglo bajo la bandera del Songun para registrar un gran auge en el desarrollo de la ciencia y tecnica del pais y garantizar firmemente con la ciencia y tecnica la construccion de una gran potencia prospera.
    En la sesion fue aprobada, por el consentimiento unanime de todos los diputados, la resolucion de la APS de la RPDC: "Para acelerar el desarrollo de ciencia y tecnica y promover con vigor la construccion de una gran potencia prospera". El presidente de la APS pronuncio un discurso de clausura.

Pak Pong Ju balancea trabajo del CM en 2005 y presenta tareas para 2006

    　Pyongyang, 11 de abril (ATCC) -- El diputado Pak Pong Ju, primer ministro del Consejo de Ministros (CM) de la Republica Popular Democratica de Corea, rindio el informe sobre el primer punto de la agenda "Sobre la labor del CM de la RPDC en el 94 (2005) de la Era Juche y las tareas para el 95 (2006) de la Era Juche" en la IV sesion de la XI legislatura de la Asamblea Popular Suprema, que tuvo lugar el dia 11 en el capitalino Palacio de los Congresos Mansudae. 　El ano pasado, al materializar consecuentemente la linea de la construccion economica de la epoca del Songun (priorizacion militar) bajo la sabia direccion del Partido del Trabajo de Corea, el Consejo de Ministros organizo e impulso los quehaceres economicos dando mayor importancia a incrementar la produccion cerealera movilizando y concentrando todas las fuerzas nacionales, a terminar la construccion de importantes objetivos, la modernizacion y remodelacion de las plantas proyectadas y a revitalizar la produccion industrial en su conjunto basandose en los cimientos economicos ya preparados, comenzo el informante y prosiguio: 　Gracias a la patriotica lucha laboral de decenas de millones de uniformados y habitantes, alzados en pleno acato a las consignas conjuntas del Comite Central y la Comision Militar Central del PTC llamando a glorificar el sexagenario de la fundacion del partido como un gran festival de los triunfadores, en la construccion economica socialista se registraron el ano pasado exitos mas grandes que los alcanzados en los ultimos anos.
    　Al producirse un auge productivo en todos los dominios de la economia nacional, crecieron los indices de produccion en ramas claves, tales como la generacion electrica se aumento en un 11 % y la produccion carbonifera en un 10 %, los cuales evidencian la entrada de la economia nacional en la senda de revitalizacion. 　Sobre todo, gracias a la sensata guia del partido que fijo la agricultura como el frente de prioridad en la construccion economica socialista, el ano pasado se reportaron nuevos avances en la produccion de cereales.
    　En tanto, a escala nacional fueron construidos, remodelados y modernizados mas de 130 objetivos importantes solidificando la base economica del pais. 　Siguiendo la linea del partido de dar importancia a la ciencia y tecnica, se canalizaron el ano pasado grandes fuerzas a la investigacion cientifica y la aplicacion de ciencias y tecnicas avanzadas.
    　Como resultado, se cumplieron satisfactoriamente mas de mil 50 proyectos del desarrollo cientifico-tecnico, inclusive los de importancia estatal, y se solucionaron los problemas cientifico-tecnicos que se presentaban en la reconstruccion tecnica y la modernizacion de la economia nacional.
    　Tambien se lograron el ano pasado en la educacion y la construccion cultural nuevos avances, que contribuyeron a poner de pleno manifiesto la superioridad de la original politica docente y la sanitaria del partido para el pueblo.
    　Todos estos exitos logrados el ano pasado en la construccion economico-cultural se deben a la capacidad politica del veterano y probado PTC que lleva adelante la causa revolucionaria del Juche con la enhiesta bandera del Songun. 　Este ano, se nos presentan las tareas para poner en pleno juego la superioridad del socialismo al estilo coreano en todos los planos de la politica, asuntos militares, economia y cultura al dar otra vez buen impulso a la marcha general de la revolucion del Songun en fiel acato a la consigna combativa del partido "!Demos con el poderio del Songun un nuevo salto en la edificacion de una gran potencia socialista prospera!". 　Apoyando con lealtad la direccion del PTC sobre la revolucion mediante el Songun, se mantendra firmemente el principio de dar preferencia al fortalecimiento de las fuerzas armadas en todos los dominios de la construccion socialista y se suministraran con responsabilidad todos los materiales necesarios al desarrollo de la industria de defensa nacional segun la demanda de la linea de construccion economica de la epoca del Songun.
    　La tarea mas importante del CM para este ano es producir un viraje decisivo en el desarrollo economico y la vida del pueblo al lanzar una ofensiva general en todos los frentes de la edificacion de una gran potencia prospera.
    　La tarea principal de la labor economica de este ano consiste en aumentar decisivamente la produccion agricola para resolver satisfactoriamente el problema de alimentos en granos y de otras formas, incrementar la produccion carbonifera y metalurgica, modernizar y remodelar la economia nacional en su conjunto y revitalizar la produccion para poner de pleno manifiesto la potencialidad de la economia nacional independiente y socialista.

    　Al prestar profunda atencion al mejoramiento del trabajo economico con el extranjero conforme a las circunstancias cambiadas y la demanda de la realidad, preparara firmes bases de exportacion en todos los sectores de la economia nacional para ampliar sistematicamente los renglones exportables y la produccion de estos, diversificara y desarrollara multilateralmente el comercio exterior explorando activamente nuevos mercados para este fin.
    　 Ademas, en el principio de introducir tecnologias avanzadas, desplegara dinamicas actividades de cooperacion economica con el extranjero de diferentes maneras como fundando companias asociadas y mixtas con los comerciantes e industriales coreanos residentes en ultramar y las empresas extranjeras.
    　Al invertir este ano grandes fuerzas en el impulso de la construccion cultural socialista, pondremos en pleno juego la superioridad de la cultura socialista de la epoca del Songun.

Informe sobre el presupuesto estatal para el 95 (2006) de la Era Juche

    　Pyongyang, 11 de abril (ATCC) -- En la cuarta sesion de la undecima legislatura de la Asamblea Popular Suprema de la republica Popular Democratica de Corea celebrada el dia 11 en esta capital, el diputado Ro Tu Chol, vicepremier del Consejo de Ministros rindio un informe sobre el segundo punto de la agenda "Sobre el balance de la ejecucion del presupuesto estatal del 94 (2005) de la Era Juche y el presupuesto estatal para el 95 (2006) de la Era Juche de la RPDC". 　El ano pasado, al librar con vigor la marcha general de la revolucion del Songun (priorizacion militar) para conmemorar como gran festival de los triunfadores el 60 aniversario de la fundacion del Partido del Trabajo de Corea y de la liberacion de la patria bajo la direccion del partido sobre la revolucion mediante el Songun, se lograron grandes exitos en la produccion y la construccion y se ejecuto satisfactoriamente el presupuesto estatal, senalo el informante y prosiguio:
    　El ingreso presupuestario estatal del ano pasado se sobrecumplio en 0.8 por ciento en comparacion con el plan y aumento en 16.1 por ciento con respecto al ano anterior. 　En el ingreso presupuestario estatal, el ingreso de ganancia de las empresas estatales aumento a 114. 2 por ciento, el ingreso de ganancia de las entidades cooperativas a 124.3 por ciento, el ingreso del seguro social a 105.7 por ciento y el de otros renglones a 100.3 por ciento, respectivamente en comparacion con el ano anterior. 　El ingreso presupuestario local se sobrecumplio en 14.2 por ciento con respecto al plan. Con el aumento del ingreso presupuestario estatal del ano pasado mediante el despliegue vigoroso de la lucha por mejorar la administracion economica y financiera se pudo asegurar satisfactoriamente la demanda financiera del sector de defensa nacional y varios dominios de la economia nacional.
    　El egreso presupuestario estatal del ano extirpado excedio por 4.4 por ciento en comparacion con el plan.
    　El ano pasado se destino 15. 9 por ciento del valor total del egreso presupuestario estatal al fortalecimiento de la capacidad defensiva del pais conforme a la demanda de la politica de Songun del partido.
    　El ano pasado se destino 41.3 por ciento del valor total del egreso presupuestario estatal al sector de la economia nacional para impulsar la construccion economica socialista.
    　Aumento en 32.5 por ciento en comparacion con el ano anterior la inversion en el sector de la agricultura, frente principal de la construccion economica socialista para registrar un nuevo avance en la produccion agricola mediante la concentracion y movilizacion generales de todas las fuerzas en el ramo.
    　El informante se refirio a que del presupuesto estatal del ano en curso el ingreso y el egreso fueron definidos para asegurar satisfactoriamente en lo financiero la marcha general de la revolucion del Songun y apunto:
    　El plan del ingreso presupuestario estatal del ano en curso preve aumentar en 7.1 por ciento y el ingreso de ganancia de las empresas estatales, fuente principal del ingreso presupuestal preve aumentar en 7.2 por ciento, en comparacion con el ano pasado. 　El valor total del egreso presupuestario estatal del ano en curso aumentara en 3.5 por ciento, en comparacion con el ano pasado.
    El plan de egreso presupuestario estatal fue trazado para encauzar la maxima fuerza al fortalecimiento del poderio defensivo del pais en fiel acato a la linea revolucionaria del Songun del partido y registrar un viraje decisivo en la construccion economica socialista y la vida del pueblo.
    　 Este ano se dedicara el 15.9 por ciento del valor total del egreso presupuestario estatal a los gastos de defensa nacional para fortalecer el Ejercito Popular de Corea, nucleo de las fuerzas de autodefensa nacional y vanguardia de la revolucion del Songun, desarrollar la industria de defensa nacional y materializar cabalmente la orientacion del partido en materia de armamento de todo el pueblo y fortificacion de todo el pais. 　Se destinaran muchos fondos a las ramas de la economia nacional para realizar el proposito del partido de llevar el conjunto de la economia a un alto nivel de desarrollo conforme a la demanda del nuevo siglo y de lograr que nuestro pueblo saque provecho real en las bases economicas ya preparadas.
    　Se aumentaran en 12.2% con respecto al ano pasado los fondos dedicados a la rama agricola, frente principal en la construccion economica socialista para resolver satisfactoriamente el problema de alimentos del pueblo mediante la materializacion cabal de la linea del partido de producir la revolucion agricola 　Se aumentaran en 9.6% con respecto al ano pasado la inversion en las ramas de las industrias de la energia electrica, carbon, metalurgia y el transporte ferroviario; en 3.1 la inversion en los gastos para el desarrollo cientifico-tecnico en acato a la linea del partido de dar importancia al ramo.
    　Se incrementaran en 3% con respecto al ano pasado los fondos para medidas sociales. Desde el ano en curso el Estado aplicara el nuevo sistema del pago del seguro social a cargo de empresas para incrementar la fuente de fondos.
    　Tambien este ano se enviara gran cantidad de fondos para ayuda educacional y becas a los hijos de los coreanos residentes en Japon para el desarrollo de la educacion nacional democratica de la Chongryon (Asociacion General de Coreanos Residentes en Japon).
    　Todas las provincias, ciudades y distritos, al materializar cabalmente la linea del Partido en materia de sistema presupuestario local, deben organizar por cuenta propia la vida economica local y ganar mas para entregarlos al Estado. 　Son dificiles y enormes las tareas que nos incumben este ano. Pero, mientras existen la invencible direccion del Dirigente Kim Jong Il sobre la revolucion mediante el Songun, la unidad monolitica entre el ejercito y el pueblo y la base financiera independiente, nuestra victoria sera definitiva, subrayo el informante.

APS destaca la necesidad del desarrollo cientifico-tecnico

    　Pyongyang, 11 de abril (ATCC) -- En la cuarta sesion de la oncena legislatura de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea, efectuada el dia 11 en el capitalino Palacio de los Congresos Mansudae, el diputado Choe Thae Bok, secretario del Comite Central del Partido del Trabajo de Corea rindio el informe sobre el tercer punto de la agenda "Para promover el desarrollo cientifico-tecnico para impulsar con vigor la construccion de una gran potencia prospera". Al trazar un gran proyecto de construccion de una gran potencia prospera, el PTC considero como uno de los tres motores de esta empresa dar importancia a la ciencia y tecnica -junto a la ideologia y las fuerzas armadas- y lo concreto en su linea estrategica conforme a la demanda de la epoca y de la revolucion en desarrollo, dijo el informante y continuo:
    Al materializarse brillantemente esta linea, aun en condiciones dificiles sin precedentes, la ciencia y tecnica de nuestro pais recorrieron el camino del incesante desarrollo sin sufrir estancamiento o decadencia.
    En la vigorosa lucha por explorar nuevas ramas de ciencia y tecnica de punta se lograron numerosos exitos, entre otros, entro en un nivel alto la tecnica del diseno de circuito integrado, se desarrollaron el sistema operacional de ordenadores al estilo coreano y los equipos nano-tecnologicos y se aplicaron las tecnologias sofisticadas en la prospeccion de recursos naturales subterraneos.
    Se desarrollo rapidamente la ingenieria tecnologica en las ramas claves satisfaciendo los requisitos de la remodelacion y la modernizacion de la economia nacional, se prepararon fidedignos cientificos y tecnicos y se fortalecio la base material y tecnica para el desarrollo cientifico-tecnico del pais.
    Ante nosotros se presenta la importante tarea para desarrollar rapidamente por cuenta propia la ciencia y tecnica de punta en un corto plazo historico basandonos en el cimiento y la potencialidad ya preparados, situar a un nivel mas alto la ciencia y tecnica del pais y garantizar con estas la construccion de una gran potencia prospera. Por inmediato, hay que cumplir cabalmente el actual plan quinquenal para el desarrollo cientifico-tecnico y trazar otro del mismo periodo hasta el ano 101 (2012) de la Era Juche, en que se acoge el centenario del nacimiento del Presidente Kim Il Sung. Ademas, es preciso realizar, por una parte, hacendosos preparativos para ejecutar ese ultimo plan y por la otra, proyectar la estrategia de igual indole hasta el ano 111 (2022) de la Era Juche para colocar a nuestro pais en una de las potencias en esta area.
    La tarea importante para esta rama consiste en sentar la firme base de la ciencia y tecnica y de las industrias, de punta, resolver primero los problemas economicos urgentes tales como el problema alimentario y el energetico y acelerar activamente la remodelacion y modernizacion de la industria clave en direccion a fortalecer el caracter independiente de la economia nacional.
    En el campo de tecnicas basicas medulares hay que convertir a nuestro pais en una potencia en el desarrollo de programas al implantar una amplia red nacional de comunicaciones e informatica y desarrollar con rapidez las tecnicas de programacion, fundar la industria de nano-materiales y concentrar las fuerzas a cultivar optimas variedades con el metodo biotecnologico.
    Se debe fortalecer mas la base para el desarrollo de la tecnica espacial y la ciencia maritima y resolver de modo concentrado los problemas de principios y metodologicos indispensables en el desarrollo de la ciencia y tecnica de punta al prestar mucha atencion a la investigacion de ciencias basicas.
