DPRK Delegate Denounces U.S. Nuclear Doctrine

     Pyongyang, April 21 (KCNA) -- The DPRK delegate made a speech at a meeting of the UN Disarmament Commission on April 11. The proliferation of nuclear weapons is quite natural in the presence of nuclear weapons and the threat of their use, he said, adding: The U.S. nuclear doctrine is a practical obstacle in the way of nuclear disarmament and non-proliferation of nuclear weapons.
    Urging the nuclear weapon states to come to the conference table for a ban on nuclear weapons as demanded by the non-nuclear states including the non-aligned countries, he said: At the UN Security Council and disarmament bodies, the United States and its allies recently came out with the robber-like claim that the only thing that remained to be done was to block the proliferation of nuclear weapons as their nukes posed no threat, separating their nukes from the proliferation issue.
    The U.S., he went on, is pulling its full weight on the development of new nuclear weapons, declaring a preemptive nuclear attack their security strategy, and is applying double standards in its nuclear policy in favor of its interests. This doctrine of the U.S. is a total denial of the NPT and a threat to global peace and security. It will result in frustrating international nuclear disarmament and non-proliferation efforts and fanning up the nuclear arms race.
    The DPRK's possession of nuclear weapons is a legitimate right to defend its sovereignty today when the Bush administration listed it as part of an "axis of evil" and a "tyrannical" state and is getting all the more undisguised in its drive to overthrow it, he declared, and continued:.
    The DPRK cannot renounce nuclear weapons when the U.S. is intensifying nuclear war rehearsals to make a preemptive strike at it, ignoring the joint statement adopted at the 4th-round six-party talks. It will need not a single nuke when the U.S. abandons its hostile policy toward the DPRK and becomes able to co-exist with it. The U.S. should no more engage itself in erecting a roadblock in the way of the denuclearization of the Korean Peninsula but show its will in practice to fulfill its obligation laid down in the joint statement of the 4th-round six-party talks.

     Pyongyang, April 21 (KCNA) -- A Chinese women's delegation visited the bust of anti-Japanese war hero Kim Jong Suk in the Revolutionary Martyrs Cemetery on Mt. Taesong to pay homage to her on April 20. Kim Jong Suk set a shining example in devotedly protecting President Kim Il Sung with intense loyalty to him, dedicated herself to the sacred cause of liberating Korea and bringing prosperity to the country and happiness to the people and gave steady continuity to the revolutionary cause of Juche.

Military Attache of Egyptian Embassy Hosts Reception

     Pyongyang, April 21 (KCNA) -- Ahmed Medhat, military attache of the Egyptian embassy here, hosted a reception at the embassy on April 20 on the occasion of the Day of the Sun, the 13th anniversary of leader Kim Jong Il's election as chairman of the DPRK National Defence Commission and the 74th anniversary of the heroic Korean People's Army. Reception Hosted by Secretary of Libyan People's Bureau

     Pyongyang, April 21 (KCNA) -- Bashir Ramadan Khalifa Abu Janah, secretary of the Libyan People's Bureau here, gave a reception at the Taedonggang Club for the Diplomatic Corps on Thursday on the occasion of the Day of the Sun. The secretary said in a speech that President Kim Il Sung made signal achievements by wisely leading the Korean people and his cause has been carried forward by leader Kim Jong Il.
    The friendly and cooperative relations between Libya and the DPRK provided by Colonel Moammer el Gaddafi and President Kim Il Sung will grow stronger, he said. Foreign Minister of the DPRK Paek Nam Sun said in his speech it is an expression of the Libyan people's deep reverence for the President that Libyan friends have joined the Korean people in commemorating the Day of the Sun.
    Paek Nam Sun noted that the DPRK government which sets store by the friendly and cooperative relations with Libya will strive hard to develop the bilateral relations in the interests of the peoples of the two countries in the future, too. Present on invitation were Minister of Foreign Trade Rim Kyong Man, Chairman of the C.C., the General Federation of Trade Unions of Korea Ryom Sun Gil, acting Chairman of the Korean Committee for Cultural Relations with Foreign Countries Mun Jae Chol, and others.

     Pyongyang, April 21 (KCNA) -- Leader Kim Jong Il was presented with a gift by the visiting delegation of the Liaoning Provincial Committee of the Communist Party of China led by Secretary-General Zeng Wei. The gift was handed to an official concerned by the head of the delegation.

Remarks of Commander of U.S. Forces in S. Korea under Fire

     Pyongyang, April 21 (KCNA) -- Some days ago the commander of the U.S. forces in south Korea in a speech said that in case the just demand of the south Korean people for removing the serious environmental pollution in the U.S. military bases makes the transfer of the U.S. military base difficult, it will "cause harm to the south Korea-U.S. alliance". The Secretariat of the Committee for the Peaceful Reunification of the Fatherland in information bulletin No. 917 on April 19 denounced his arrogant and intimidatory remarks as an intolerable insult and challenge to the south Korean people and another outrageous act of trampling down the dignity and sovereignty of the Korean nation. It is ridiculous that he blackmailed the south Korea-U.S. "alliance" as if it were any benefit or gift, the information bulletin said, and went on:

Kimilsungia Festival, New Chapter of World History of Flower Plants

     Pyongyang, April 21 (KCNA) -- The 8th Kimilsungia Festival closed with success in the Democratic People's Republic of Korea. The festival has developed to be a new magnificent one, the first of its kind in the world since the first festival held in April, Juche 88 (1999). In an interview with KCNA, Prof. and Dr. Kim In Gi, director of the Korean Research Center for Kimilsungia-Kimjongilia, said in an excited tone that the Kimilsungia festival is a grand flower festival full of respect for a great man. I, as a floriculture expert, have participated in the international flower festivals, he added, and went on:
    Those flower festivals in which newly bred flowers are displayed assume the propaganda and business character. They, therefore, are participated in mainly by flower companies and floriculturists from various countries. On the contrary, only Kimilsungias and Kimjongilias are put on display at the flower festivals held in the DPRK on the occasion of the Day of the Sun and the February holiday as an annual event.
    These festivals which take place with the participation of Koreans at home and abroad and foreign friends are expanded in scope year after year. More than 8,000 potted Kimilsungias were on display at the 8th Kimilsungia Festival. It was visited by hundreds of thousands of people every day. The number of Kimilsungias displayed at the 8 rounds of festivals totaled over 50,000 and that of visitors nearly four million.
    The Kimilsungia festival is decorated in harmony with other flowers and plants, splendid background, varied delicate sculptures and art works. Such fascinating scene cannot be found in any other flower festivals.
    The flower festival full of profound reverence and missing of the Korean people and the world progressives for President Kim Il Sung constitutes a new chapter in the world history of flower plants.

Rodong Sinmun on Immortal Exploits

     Pyongyang, April 21 (KCNA) -- It is the immortal exploits of President Kim Il Sung and leader Kim Jong Il and a sure guarantee for the victory of Korean-style socialism to have built up an invincible revolutionary force in revolutionary spirit and socialist patriotism. Rodong Sinmun today says this in a signed article.
    The people's army is creditably discharging its mission and duty as the leading force of the revolution with boundless loyalty to the party and revolution and ardent patriotism, the article points out, and goes on:

It is the true feature of the people's army to burn their hearts with determination to glorify a precious life in defending Kim Jong Il.
    It is the unanimous will of the Korean people to share intention with him to the last and to defend Korean-style socialism at the cost of their lives as the people's army believes and follows him and upholds his Songun leadership in the van. The political and ideological traits of the people's army are manifested in performing undying heroic feats in the struggle for the prosperity of the country and the happiness of the people in the revolutionary soldier spirit and in firmly defending the sovereignty of the country and the nation by arms with transparent anti-U.S. class consciousness. United Actions of Koreans to Preserve Peace Called for

     Pyongyang, April 21 (KCNA) -- The north and the south should take joint actions to frustrate the U.S. imperialists' moves to ignite a war of aggression on the Korean Peninsula, says Rodong Sinmun Friday in a signed article. The Koreans desirous of the reunification of the country and peace on the Korean Peninsula can certainly avert a war if they wage an unflinching struggle against the U.S. imperialists' moves for aggression and war by their concerted efforts, the article says, and goes on:
    There are the treasured sword of Songun reliably protecting the dignity and sovereignty of the nation and an inexhaustible patriotic strength of the 70 million Koreans who will never allow the outsiders' aggression and war. The Korean people neither want a war nor avoid it. They are fully ready to resolutely fight against the imperialists if they come out to infringe upon the sovereignty of the DPRK.
    The present situation requires the Korean nation not just to talk about peace on the Korean Peninsula but protect it through actions.
    All the Koreans in the north and the south are just like one community linked with the same destiny as regards the issue of peace on the peninsula. To put an end to the U.S. domination and interference in south Korea and reunify the country represents not only a struggle to realize the cherished desire of the Korean nation but a just and patriotic struggle to foil the U.S. imperialists' moves to provoke a new war and defend peace and security on the Korean Peninsula. The U.S. is getting evermore frantic in its moves to bolster its forces and large-scale nuclear war exercises targeted against the north under the signboard of relocation and "strategic flexibility" of its forces in south Korea in a bid to provoke a new war. Now that the outsiders are bringing dark clouds of a nuclear war to hang over the peninsula peace should not be begged for. Only concerted efforts of all the Koreans can defend peace.

     Pyongyang, April 21 (KCNA) -- A south side's delegation with Minister of Unification Ri Jong Sok as its chief delegate arrived in Pyongyang Friday to participate in the 18th north-south ministerial talks. Delegado coreano denuncia doctrina nuclear de EE.UU.

    　Pyongyang, 21 de abril (ATCC) -- Mientras existen las armas nucleares y la amenaza de su uso, es inevitable su proliferacion, senalo asi el delegado coreano, en su discurso pronunciado el dia 11 en la reunion de la Comision del Desarme de la ONU, y destaco que la doctrina nuclear de EE.UU. deviene un obstaculo real para el desarme y la no proliferacion nuclear. 　Los paises poseedores de armas nucleares deben acceder a las negociaciones para un convenio de prohibicion de armamentos nucleares, de acuerdo con la demanda de los paises no alineados y otros Estados libres de estos artefactos, dijo el orador y continuo: 　En el Consejo de Seguridad de la ONU y las organizaciones de desarme EE.UU. y sus aliados consideran aparte el problema de armamento nuclear y el problema de su proliferacion y esgrimen la teoria bandolera de que basta con detener la proliferacion de las armas nucleares porque las suyas no amenazan a nadie.
    EE.UU., luego de declarar el ataque preventivo nuclear como la estrategia de seguridad, se entrega al desarrollo de nuevos armamentos nucleares y aplica el doble rasero en la politica nuclear de acuerdo con sus intereses. Pues, la doctrina nuclear de este imperio americano deviene negacion total al TNP, amenaza a la paz y la seguridad del mundo, reto a los esfuerzos internacionales por el desarme y la no proliferacion nuclear, y estimulo a la carrera armamentista nuclear.
    Dado que la administracion Bush definio a la RPDC como "eje del mal" y "pais tirano" e intensifica de manera abierta las maquinaciones para derrocar el regimen socialista, la RPDC tiene legitimo derecho a poseer armas nucleares para defender su soberania. Dado que EE.UU. desprecia la Declaracion Conjunta aprobada en la 4a ronda de conversaciones a 6 bandas y da acicate a los ejercicios de guerra nuclear con el fin de asestar ataque preventivo a la RPDC, esta no puede renunciar armamento nuclear. Solo cuando EE.UU. abandone su politica de hostilidad a Corea y proceda a coexistir pacificamente con esta, no nos sera necesaria ni una sola arma nuclear. El pais estadounidense debe dejar de obstaculizar la desnuclearizacion de la Peninsula Coreana y tiene que mostrar con la practica la voluntad de cumplir con su deber indicado en la citada Declaracion.
