North Side Notifies South Side of Its Stand on Trial Train Operation
Pyongyang, May 24 (KCNA) -- Pak Jong Song, head of the north side's group for the working contact for the reconnection of rail and road links between the north and the south of Korea, sent the following notice to Hong Kwang Phyo, chief delegate of the south side's group, informing it of the north side's stand on the north-south trial train operation on Wednesday:
It is our view that it is impossible to conduct the trial operation of a north-south train on May 25 as scheduled, given that the military authorities of both sides have failed to take any measure for a military guarantee, the south side is creating a very unstable situation unfavorable for holding such a national event as the trial train operation as evidenced by the pro-U.S. ultra-right conservative forces' frantic acts of burning the flag of the dignified DPRK, recklessly attacking the June 15 forces almost every day and pushing the situation in Korea to an extreme phase of confrontation and war as your side is aware of these developments.
We will wait for an appropriate time to come for the trial train operation between the north and the south after a military guarantee is provided by the military authorities of both sides and the situation in the south returns to normal.

Famous Work on Movement of Koreans in Japan
Pyongyang, May 24 (KCNA) -- Today marks the lapse of 11 years since leader Kim Jong Il sent the historic letter "On Developing the Movement of Koreans in Japan on to a New High Stage" to the officials of the General Association of Korean Residents in Japan (Chongryon) and Koreans residing in Japan on the 40th anniversary of the formation of Chongryon.
Rodong Sinmun today dedicates an article to this anniversary, which says the historic letter serves as a highly important guideline reliably guaranteeing a bright future of the movement of Koreans in Japan as it clearly indicates the main orientation of the work of Chongryon, the basic mission of the movement of Koreans in Japan and the principal task which Chongryon should uphold as its fighting program.
Noting that the letter fully displayed its judiciousness and vitality over the last 10 odd years in the course of the development of the movement, the author of the article goes on:
Under so grim situation, Chongryon has not collapsed but risen up like a giant, has not sagged but gathered strength.
There is not an inch of deflection in the unbounded patriotic loyalty, warm love of the homeland and noble national conscience cherished by the Koreans in Japan who think that they can never fall like dead leaves, betraying their leader and motherland embracing, defending and taking care of them buffeted by raging storms in an alien land. Their faith and will are unshaken.
Chongryon should preserve the exploits of President Kim Il Sung, the founder of Chongryon and the sun for the destiny of the Koreans in Japan, and intensify its work as taught by Kim Jong Il.
All the Chongryon officials and Koreans in Japan should revere Kim Jong Il with a single mind and remain boundlessly loyal to his leadership, true to the behests of the President. And they should wage a more vigorous struggle for achieving the independent reunification of the country with concerted efforts of our nation under the banner of the historic June 15 North-South Joint Declaration together with the people in the north and the south.

RS on Failure of U.S. in "Human Rights Diplomacy"
Pyongyang, May 24 (KCNA) -- Forty-seven countries including a number of non-aligned and developing countries were elected member nations of the newly inaugurated UN Human Rights Council at a recent UN General Assembly session. Commenting on this, a news analyst of Rodong Sinmun Wednesday says:
Thus the United States and other countries of the West tasted a bitter cup of failure in their "human rights diplomacy" though they sought to make the Council a theatre of their solo performance in a bid to interfere in the domestic affairs of the progressive countries and put pressure upon them under the false cloak of "defense of human rights".
The U.S., styling itself an "international human rights judge", laid obstacles in the process of the foundation of the UN Human Rights Council, coming out with unreasonable argument only to fail even to have a finger in its election.
This is a proper judgment passed by the international community on the U.S. outrageous human rights abuses, "spread of U.S.-style democracy" and the reactionary and preposterous nature of its "human rights" policy. The U.S. dared not poke its nose into the election. This proved once again that it is very afraid of strong denunciation and fair judgment of its human rights crimes by the international community.
The U.S. imperialists have used the human rights issues as a means of overthrowing the governments and systems of other countries. This is a downright challenge to the trend of global independence and a mockery of international justice and human conscience.
The world cannot be stable and the human rights issues cannot see a fair solution without holding at bay the U.S. imperialists' maneuvers to use the "human rights issues" as a means of interference in the internal affairs of other countries and nations and infringement upon their sovereignty, shelving their own brutal human rights abuses.
Though the UN Human Rights Council has been founded to deal with international human rights issues, it cannot fulfill its mission as an international organization with impartiality as its principle, if the politicization of human rights issues and double standards, especially the attempts to interfere in the internal affairs of other countries under the pretext of these issues are allowed again.
To defend international justice and human rights, all the countries and nations should resolutely frustrate the criminal moves of the U.S. and other countries of the West to trample other countries underfoot with the "human rights stick", seeking the politicization of human rights and double standards
RS Rebuts Bush's Theory of "Third World War"
Pyongyang, May 24 (KCNA) -- The sophism about "theory of the third world war" recently made by U.S. President Bush is nothing but a revelation of a dangerous scenario to escalate the U.S. "anti-terrorism war" for aggression worldwide in the future.
Rodong Sinmun today observes this in a signed article. It goes on:
The "anti-terrorism war" started by the United States with the "September 11 incident" as a momentum was, in essence, a reckless use of strength to put the anti-imperialist independent countries under control and realize its ambition for world domination.
The U.S. escalation of the "anti-terrorism war" is throwing the world into confusion and disorder while bringing unspeakable misfortune and disasters to peoples.
The Afghan and Iraqi wars were typical examples disclosing the reactionary, aggressive and criminal nature of the "anti-terrorism war" being waged by the U.S. imperialists. As the world community comments, their aggression brought these countries not freedom and democracy but a vicious cycle of socio-political confusion, disorder, terrorism and revenge.
Only fear of terrorism and uneasiness prevail in the world as it is sunken deep into a whirlpool of a vicious cycle of terrorism, revenge, destruction and death due to the U.S. "anti-terrorism war."
Fear of terrorism is the nightmare that has haunted the international community since the U.S. start of the "anti-terrorism war." What is clear is that this war is the root cause of this worldwide instability and fear of terrorism.
Nevertheless, the U.S. imperialists seek to steadily escalate the war.
Bush's "theory of the third world war" is a manifestation of the U.S. dangerous intention to use even nuclear weapons without hesitation in a bid to carry out its strategy for world domination. The reactionary nature and potential danger of Bush's theory lie in that his forces seek to put the world under their control by use of nukes.
With nothing can the U.S. imperialists ever cover up the criminal nature of their "anti-terrorism war" and shirk the responsibility for having driven the world to a vicious cycle of terrorism and revenge, the article concludes.

Rope jumping to the tune of songs is popular among girls. Such amusement can be seen in anywhere of the country.
The scene of children's rope jumping of the mass gymnastic and artistic performance "Arirang," the grand monumental masterpiece of the 21st century, stroke Korean and foreign viewers with admiration.

S. Korean Conservatives' Moves to Reverse Trend of History under Fire
Pyongyang, May 24 (KCNA) -- The reactionary conservative forces in south Korea are becoming evermore undisguised in their moves to reverse the trend of history. This is a serious challenge to the trend of the times and the desire of the south Koreans to set right the twisted history and shape new politics and a new life for independence, democracy and reunification, and a blatant act to stem the trend of history as it is intended to justify their crime-woven history, preserve and give continuity to it, says Rodong Sinmun Wednesday in a signed commentary.
The ongoing struggle in south Korea to have the past wrongs settled is a just struggle of the south Koreans to probe the truth behind the past history characterized by flunkeyism towards the U.S., acts of treachery to serve Japan, fascist dictatorship, corruption and irregularities, anti-DPRK smear campaigns and confrontation between fellow countrymen and make a new history, the commentary says, and goes on:
Those who are opposed to the above-said struggle are, in fact, those who reigned over the people backed by the outsiders by involving themselves in the dictatorship or acting as its supporters and challenged the cause of national independence and their descendents.
Intolerable are the desperate criminal moves of the pro-U.S. conservatives to bring back the era of fascist dictatorship as they are aimed to hamstring the efforts to probe the truth behind the past history by putting a brake on it, tide over the crisis of ruin, stem south Korea's trend of actions to realize progressive reforms and reunification through an alliance with the north and thus usurp power.
The reality goes to clearly prove that when the pro-U.S. conservative forces come to power in south Korea it will be impossible to prevent the return of the era of confrontation between fellow countrymen and the outbreak of another war on the Korean Peninsula, to say nothing of the advent of the same medieval dark age as the period of the "Yusin" dictatorship.
The south Korean pro-U.S. conservatives' desperate moves to keep their crime-woven past in the oblivion of history will only precipitate their self-destruction. These traitors of history going against the mindset of people are bound to meet a stern judgment of the nation.
The south Koreans from all walks of life should resolutely foil the desperate moves of the ultra-right conservative forces including the Grand National Party to seize power, dead-set against the settlement of the past crimes, and wage an unflinching struggle to force them to pay for all those crimes.
