DPRK Foreign Ministry Spokesman on Its Missile Launches

Pyongyang, July 6 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to a question raised by KCNA Thursday as regards the missile launches in the DPRK: In the wake of the missile launches by the Korean People's Army the U.S. and some other countries following it, including Japan, are making much ado about a serious development. They are terming them "violation" and "provocation" and calling for "sanctions" and "their referral to the UN Security Council."
The latest successful missile launches were part of the routine military exercises staged by the KPA to increase the nation's military capacity for self-defence.
The DPRK's exercise of its legitimate right as a sovereign state is neither bound to any international law nor to bilateral or multilateral agreements such as the DPRK-Japan Pyongyang Declaration and the joint statement of the six-party talks.
The DPRK is not a signatory to the Missile Technology Control Regime and, therefore, is not bound to any commitment under it.
As for the moratorium on long-range missile test-fire which the DPRK agreed with the U.S. in 1999, it was valid only when the DPRK-U.S. dialogue was under way.
The Bush administration, however, scrapped all the agreements its preceding administration concluded with the DPRK and totally scuttled the bilateral dialogue.
The DPRK had already clarified in March 2005 that its moratorium on the missile test-fire lost its validity.
The same can be said of the moratorium on the long-range missile test-fire which the DPRK agreed with Japan in the DPRK-Japan Pyongyang Declaration in 2002.
In the DPRK-Japan Pyongyang Declaration the DPRK expressed its "intention to extend beyond 2003 the moratorium on the missile fire in the spirit of the declaration."
This step was taken on the premise that Japan moved to normalize its relations with the DPRK and redeem its past.
The Japanese authorities, however, have abused the DPRK's good faith. They have not honored their commitment but internationalized the "abduction issue," pursuant to the U.S. hostile policy toward the DPRK, although the DPRK had fully settled the issue. This behavior has brought the overall DPRK-Japan relations to what was before the publication of the declaration.
It is a manifestation of the DPRK's broad magnanimity that it has put on hold the missile launch so far under this situation.
The joint statement of the six-party talks on September 19, 2005 stipulates the commitments to be fulfilled by the six sides to the talks to denuclearize the Korean Peninsula.
But no sooner had the joint statement been adopted than the U.S. applied financial sanctions against the DPRK and escalated pressure upon it in various fields through them. The U.S., at the same time, has totally hamstrung the efforts for the implementation of the joint statement through such threat and blackmail as large-scale military exercises targeted against the DPRK.
It is clear to everyone that there is no need for the DPRK to unilaterally put on hold the missile launch under such situation.
Such being a stark fact, it is a far-fetched assertion grossly falsifying the reality for them to claim that the routine missile launches conducted by the KPA for self-defence strain the regional situation and block the progress of the dialogue.
It is a lesson taught by history and a stark reality of the international relations proven by the Iraqi crisis that the upsetting of the balance of force is bound to create instability and crisis and spark even a war.
But for the DPRK's tremendous deterrent for self-defence, the U.S. would have attacked the DPRK more than once as it had listed the former as part of an "axis of evil" and a "target of preemptive nuclear attack" and peace on the Korean Peninsula and in the region would have been seriously disturbed.
The DPRK's missile development, test-fire, manufacture and deployment, therefore, serve as a key to keeping the balance of force and preserving peace and stability in Northeast Asia.
It is also preposterous for them to term the latest missile launches a "provocation" and the like for the mere reason that the DPRK did not send prior notice about them.
It would be quite foolish to notify Washington and Tokyo of the missile launches in advance, given that the U.S., which is technically at war with the DPRK, has threatened it since a month ago that it would intercept the latter's missile in collusion with Japan.
We would like to ask the U.S. and Japan if they had ever notified the DPRK of their ceaseless missile launches in the areas close to it.
The DPRK remains unchanged in its will to denuclearize the Korean Peninsula in a negotiated peaceful manner just as it committed itself in the September 19 joint statement of the six-party talks.
The latest missile launch exercises are quite irrelevant to the six-party talks.
The KPA will go on with missile launch exercises as part of its efforts to bolster deterrent for self-defence in the future, too.
The DPRK will have no option but to take stronger physical actions of other forms, should any other country dares take issue with the exercises and put pressure upon it.

President Kim Il Sung to Be Remembered in South Africa

Pyongyang, July 6 (KCNA) -- An inaugural ceremony of the South African Preparatory Committee for Remembering President Kim Il Sung was held in Mfumalanga Province on June 29. Exhibited in the venue of the ceremony were famous works of Kim Il Sung and Kim Jong Il and photos showing their undying exploits.
At the ceremony the deputy secretary of the Mfumalanga Provincial Committee of the South African Communist Party was elected chairman of the preparatory committee.
The chairman said at the ceremony that the august name and feats of Kim Il Sung who devoted all his life to accomplishing the human cause of independence will go down through generations with human history.
The preparatory committee set a remembrance period from July 1 to 10 and decided to hold colorful functions during the period.

Japan's Savage Plunder of Cultural Properties Assailed

Pyongyang, July 6 (KCNA) -- All cases of vandalism and looting of cultural properties committed by Japan in Korea in the past were the worst crimes against civilization and humanity which could be committed only by the most despicable, cruel and barbarous aggressors and imperialists. Rodong Sinmun Thursday says this in a signed commentary. It goes on:
More than 60 years have passed since the defeat of the robber-like Japanese imperialists. However, the Japanese reactionaries have not yet admitted the above-said plunder and vandalism of cultural prosperities unprecedented in human history but have worked hard to justify them.
The Committee for Retaking Rijosillok (the true records of the Ri Dynasty) was formed in south Korea after the north and the south succeeded in retrieving by their concerted efforts the monument to the victory in battle in the northern area of Korea during the Imjin Patriotic War which had been taken by the Japanese imperialists to Japan. It is natural that the struggle for the retrieval of the looted cultural treasures and other actions have gained momentum and Koreans have become more assertive that all kinds of cultural treasures looted by foreign forces be retrieved by their concerted efforts.
All Koreans in the north and the south and overseas should wage a more vigorous struggle to retrieve the looted cultural properties from foreign forces, aware that it is an important task facing the nation to defend its dignity and sovereignty and preserve its history, culture and national character.
The U.S. imperialists plundered Korea of many cultural treasures. They and the Japanese reactionaries should clearly understand the will of the Korean nation, apologize for their aggression and plunder perpetrated in Korea and unconditionally return all of the looted cultural treasures, the commentary demands.

General Strike for Checking Conclusion of FTA Declared in S. Korea

Pyongyang, July 6 (KCNA) -- The (south) Korean Confederation of Trade Unions reportedly called a press conference on July 3 to declare a general strike for checking the conclusion of the south Korea-U.S. Free Trade Agreement. The organization said that it would go on a general strike from July 12 when the second round of negotiations for signing FTA will open and hold in this period an all-people rally for checking the conclusion of FTA in Seoul.

Syria's Exercise of Legitimate Right to Self-Defence Hailed

Pyongyang, July 6 (KCNA) -- Rodong Sinmun Thursday in a signed commentary hails the strong military retaliation made by the air defence force of Syria against Israel's fighters as an exercise of its legitimate right to self-defence. Recalling that the Syrian government condemned the Israeli fighters' intrusion of its territorial air space as a reckless aggressive provocation, the commentary says that the above-said Israeli intrusion is not only a grave violation of the sovereignty of Syria but an internationally unpardonable attempt at terrorism against the Syrian state leadership.
    The commentary goes on:
Israel's recent serious military provocation once again clearly indicates what extent its hostile policy towards Syria has reached and who is chiefly to blame for harassing the Mideast peace process.
Israel is only watching for a chance to stifle anti-imperialist and independent Syria by force of arms. Its deliberate moves to strain the Mideast situation are aimed at finding a pretext for invading Syria.
Entirely just are the struggle of the Palestinian people to drive Israel out of the areas under its occupation and establish an independent sovereign state and the stand of Syria fully supporting their struggle and its efforts to seek a comprehensive and peaceful solution to the Mideast issue. Syria's just stand and efforts to defend the security and sovereignty of the country and achieve peace in the Mideast are commanding support and sympathy from the international community including the Arabs.
If the above-said peace process is to make progress and the regional issues are to be settled peacefully, Israel should quit all its illegally occupied Arab territories and halt its reckless military actions.
Israel should not attempt to test the will of the leadership, armed forces and people of Syria through its adventurous military actions.
The Korean people vehemently condemn the above-said violation of Syria's sovereignty by Israel and fully support Syria's exercise of its legitimate right to self-defence. The Syrian people's just cause is sure to win.

Pyongyang Builders Vow to Spruce Up Riversides of Taedong

Pyongyang, July 6 (KCNA) -- The riverside of Taedong in the central part of Pyongyang will take on more beautiful appearance. Kim Jong Il recently gave an instruction to more beautifully spruce up the riversides of Taedong as required by the new century.
The builders of Pyongyang held a meeting at Kim Il Sung Square on Wednesday at which they vowed to successfully carry out the grand plan of Kim Jong Il to more beautifully spruce up Pyongyang.
Present at the meeting were Choe Jong Gon, minister of City Management, Pang Chol Gap, chairman of the Pyongyang City People's Committee, other officials and working people.
At the meeting speakers said that Kim Jong Il's instruction reflects his noble intention to more beautifully spruce up Pyongyang and provide the people with good conditions for their cultural and emotional life, referring to the undying dedications made by the peerlessly great persons to turning the banks of the River Taedong into recreation grounds for people.
President Kim Il Sung unrolled a long-range plan to build Pyongyang into a magnificent modern city and provided on-the-spot guidance to the embankment project of the river, converting the banks of the river into cultural recreation grounds for people, they noted, and continued:
Kim Jong Il visited the project on April 28, Juche 48 (1959) and on other occasions. He worked hard there like an ordinary builder, leading other students in their labor drive. He wisely steered the construction of the West Sea Barrage and several other barrages in order to turn the river into a river of bliss free from flood damage for good.
It is a very important work to powerfully demonstrate the heroic spirit of the Korean people and the might of Songun Korea to build Pyongyang into a more magnificent and fashionable city as required by the new century, they said, calling upon the officials, builders and working people in the city to turn out as one in the efforts to qualitatively finish the on-going projects in a brief span of time.

Kim Il Sung's Exploits for People-centered Socialism Praised

Pyongyang, July 6 (KCNA) -- Rodong Sinmun in an article Thursday praises President Kim Il Sung as the peerlessly great man who pioneered the cause of people-centered socialism and led it. Noting that the history of the revolutionary activities of Kim Il Sung is shining as a history of building people-centered socialism of Juche, the author of the article says:
There was a leader in the history of the world revolutionary struggle who carried out a revolution of a certain stage in his life, leaving indelible traces in the cause of the liberation of the exploited and oppressed working masses. But there was no such peerlessly great man in the world as Kim Il Sung who led the revolutions of several stages to victories and abolished national and class subjugation and built genuine socialism fully meeting the demand of the popular masses for independence.
His precious feats for people-centered socialism are that he consolidated the mass foundation of the Korean revolution to build a powerful driving force of socialism and a mighty military guarantee for defending to the bitter end the people's dignity and sovereignty from the imperialists' moves of aggression.
And he laid a solid foundation for the eternal prosperity and happiness of the Korean people.
He was an illustrious great man who guided the cause of socialism along an ever-victorious path with his rare leadership ability which no one could match.
It was thanks to his outstanding leadership that the people-centered Korean-style socialism could advance victoriously without a single error in the policy lines and a failure.
Today Kim Jong Il is standing at the head of the ranks of the general march of the Songun revolution to build a great prosperous powerful socialist nation.
He is a rare veteran statesman who has wisely led the party, the army and the state of the DPRK and led the cause of people-centered socialism along a victorious road together with Kim Il Sung for several decades.
The victory of the cause of building a great prosperous powerful socialist nation is certain as there are the eternal foundation of Korean-style socialism to which Kim Il Sung dedicated his whole life and the experienced and tested leadership of the Songun revolution by Kim Jong Il.

U.S. Aerial Espionage against DPRK at Dangerous Stage

Pyongyang, July 6 (KCNA) -- The U.S. imperialists flew strategic and tactical reconnaissance planes with different missions to commit aerial espionage acts against the DPRK on more than 1,000 occasions in the first half of the year. They intensified aerial espionage from the beginning of the year while kicking up hullabaloo to extremely coil up the situation on the Korean Peninsula.
In January, they conducted over 190 aerial espionage acts with such strategic and tactical reconnaissance planes as U-2, RC-135, E-3, EP-3, RC-7B, RC-12.
In February the number of aerial espionage acts by U-2s, RC-135s, E-3s and EP-3s exceeded 30.
The U.S. was hell bent on espionage over military objects of the DPRK in March when it staged large-scale RSOI and "Foal Eagle" joint military exercises, bringing about the dark cloud of nuclear warfare.
In particular, on March 9 it made 15 sorties of reconnaissance planes. And almost every day from March 25 to 31 it let E-3 command some 2,000 fighters and spy on the DPRK.
The invariable wild ambition of the U.S. to stifle the DPRK by force of arms as the target of preemptive attack was revealed in bolder relief in June following April and May.
In the month, its espionage activities totaled more than 220. Everything of the DPRK including the areas along the Military Demarcation Line, major targets, military movements and seabed became its espionage objects.
The aerial espionage acts are 1.3 times those in the corresponding period of the last year.
All the facts prove that the military movements of the United States to unleash a nuclear war on the Korean Peninsula at any cost have reached the extremely dangerous stage.
To cope with this, the army and people of the DPRK are increasing the military deterrent so as to mercilessly frustrate any provocations of the aggressors.

Head and Manager of the State Academic Moiseyev Folk Dance Company of Russia Elena Scherbakova said this when interviewed by KCNA at the airport on July 5 before her departure at the end of its performance tour of the DPRK. She said that it was a great honor and pleasure for her company to perform twice before Kim Jong Il this time.
Recalling that the company has visited the DPRK seven times, she said that Kim Jong Il kindly invited the company to visit the DPRK and made sure that the company gave performances in Hamhung, Wonsan and Pyongyang.
    She went on:
We gave our premiere in Hamhung, an industrial city, on June 19, the significant 42nd anniversary of Kim Jong Il's start of work at the Central Committee of the Workers' Party of Korea.
Kim Jong Il spared time to watch the performance given by the company though he was on the way of inspecting the front and again found time to enjoy our performance given in Pyongyang.
He highly appreciated each number when watching the performance.
I once again keenly realized that he is a master of arts when hearing his precious teachings. Under his wise leadership the DPRK has made great achievements in the fields of culture and arts including movies, dramas and dances.
Our company will strive to develop the friendly relations between Russia and the DPRK in the future.

Chongryon-Mindan Joint Statement Supported by Mexican Organizations

Pyongyang, July 6 (KCNA) -- The Mexican Committee for Supporting Korea's Reunification and the Mexico-Korea Friendship Association issued a joint statement on June 29 at which they supported the May 17 joint statement of the General Association of Korean Residents in Japan (Chongryon) and the south Korean Residents Association in Japan (Mindan) and bitterly denounced the anti-reunification forces of south Korea for obstructing the implementation of the joint statement. The adoption of the above-said joint statement was an epochal event in the struggle of the Korean people to achieve the reunification of the country in the idea of "By our nation itself" under the banner of the June 15 North-South Joint Declaration, the organizations said.
The adoption of the joint statement opened a bright prospect of developing the movement of Korea's reunification and the struggle for national unity onto a new higher stage, they said, stressing this proves that the idea of "By our nation itself" clarified in the June 15 joint declaration is the only way of achieving Korea's reunification.
