KCNA Blasts Military Adventure of U.S. and South Korean Warmongers

    Pyongyang, August 18 (KCNA) -- The U.S. and south Korean warlike forces are going to stage "Ulji Focus Lens" joint military exercises in south Korea despite the repeated warnings of the DPRK. The exercises will be staged for 12 days beginning on Aug. 21 allegedly to help "the U.S. troops and south Korean army get familiar with cooperation procedures in contingency on the Korean Peninsula." They will be participated in by more than 8,000 U.S. troops including the overseas-based forces and hundreds of thousands of south Korean servicepersons as well as latest war means.
    The joint military exercises are another grave military provocation to the DPRK. They are nothing but a very dangerous military adventure driving the situation of the Korean Peninsula to the brink of a war as they are to take place at a time when the war moves of the U.S. and its allies to stifle the DPRK have reached an extreme phase.
    The U.S. and the south Korean military authorities describe the exercises as "annual ones" as they used to do so in a bid to cover up their aggressive nature. But what matters are that they have been repeated in a systematic manner.
    It is open secret that the joint military exercises that started in the mid-1970s have been staged for the purpose of renewing and rounding off the "OPLAN 5027," a scenario to invade the north, at the phase of its implementation.
    The line of counterattack in the "OPLAN 5027" went beyond the 38th parallel in 1994 for the first time through such experimental stages as "Ulji Focus Lens." It was revised into one for toppling the regime of the DPRK through all-out invasion in 1998 and renewed into one for mounting a preemptive attack on the nuclear facilities in the DPRK in 2002, bringing its provocative and aggressive nature into bolder relief.
    The "Team Spirit" joint military exercises were suspended in the 1990s as they were denounced by the world for being a test war against the north. The U.S. has filled up the "vacancy" made by the "Team Spirit" by staging the "Ulji Focus Lens" on a larger scale.
    No one can vouch that the "Ulji Focus Lens" joint military exercises will not develop into a war on the Korean Peninsula in view of their aggressive nature and the bellicose true colors of the U.S. rulers.
    The U.S. military threat to the DPRK is not a fiction but a reality at hand.
    The U.S. is driving the situation on the Korean Peninsula to an extreme pitch of tension while hyping up "threat" from the DPRK and working hard to kick up a row for international pressure upon it. What remains to be done by it now is to go into action.
    "Ulji Focus Lens" go to clearly prove that the U.S. attempt to provoke the second Korean war has entered the practical phase of implementation.
    The tense situation on the Korean Peninsula has not yet led to an all-out war because the DPRK has kept the balance of strength by building powerful war deterrent to cope with the U.S. threat.
    This is greatly conducive to maintaining stability in Northeast Asia, too.
    It was quite right for the army and people of the DPRK to have bolstered the war deterrent for self-defence in every way.

Japan Urged to Stop Its Moves for Revival of Militarism

    Pyongyang, August 18 (KCNA) -- The Anti-Japanese Action Network for Peace in Northeast Asia in south Korea reportedly held a meeting for "joint action of citizens to denounce Japan's militaristic drift to the Right" in front of the Japanese embassy in Seoul on August 15 in protest against the Japanese chief executive's visit to the "Yasukuni Shrine" that day. The statement read out at the meeting said what merits a serious attention is that Japan's turn to the Right as evidenced by visits to the shrine, the distortion of history, its moves to seize Tok Islet and the tightened U.S.-Japan military alliance is being pushed forward as a major policy of Japan.
    Japan, with a crime-woven history behind it, is whetting a sword for reinvasion, crying out for a "preemptive attack" upon the north, the statement noted.
    The statement urged Japan not to forget its war crimes and the criminal history of its colonial rule but immediately halt its moves to revive militarism and emerge a military power in order to dominate the world.

"Panmunjom Incident" Termed Carefully Premeditated Provocation

    Pyongyang, August 18 (KCNA) -- The "Panmunjom incident" that occurred on August 18, 1976, driving the situation on the Korean Peninsula to the brink of a war, was a provocation perpetrated by the U.S. imperialists under a carefully pre-arranged plan to all intents and purposes, observe Pyongyang-based papers today in their signed commentaries carried on the occasion. They cite concrete facts to prove that it was orchestrated by the U.S. in a premeditated and deliberate manner.
    In order to achieve their sinister political purpose and realize their ambition to invade the DPRK the U.S. imperialists committed such grave crime as triggering off the "Panmunjom incident" in a premeditated manner and driving the situation on the Korean Peninsula to a crisis, Rodong Sinmun notes, and goes on:
    At that time they resorted to such a reckless military adventure in a bid to carry out their scenario for invasion of the DPRK by driving the situation on the Korean Peninsula to a catastrophe and invent a pretext for justifying the presence of the U.S. imperialist aggressor troops in south Korea at least in case they fail to do so. It was thanks to the powerful military countermeasure and positive efforts of the DPRK to defuse the tension that this alarming incident did not go over to a war.
    The incident clearly proves once again that the U.S. forces present in south Korea are, indeed, chiefly to blame for the escalating tension on the Korean Peninsula and a wrecker of peace.
    When looking back on history, all the incidents that deteriorated the situation on the peninsula were without exception triggered off by the U.S. imperialists. The U.S. was also to blame for the "Pueblo" incident and the EC-121 large spy plane incident which drew the world attention. Even in the wake of the "Panmunjom incident" the U.S. orchestrated shocking cases, ceaselessly straining the tension on the peninsula. The U.S. has staged ceaseless anti-north war exercises in south Korea by bolstering its aggressor troops and thus pushed the situation on the peninsula to the brink of a war.
    The U.S. imperialist aggressor troops are, indeed, the root cause of war and the enemy of peace as they have been engrossed in aggression, war, destruction, plunder, mass killings and other crimes for more than 60 years of their presence in south Korea. Nobody can predict when and what kind of misfortune the Korean nation will suffer and it can never be free from the disaster of a nuclear war as long as the U.S. troops stay in south Korea.
    The earlier pullback of the U.S. forces, the better.

U.S., Provoker of "Panmunjom Incident"

   Pyongyang, August 18 (KCNA) -- History has witnessed so many provocations the U.S. imperialists committed to make pretexts for war of aggression. Typical of them is the "Panmunjom Incident" which took place on August 18, Juche 65 (1976).
    Entering the 1970s, the U.S. imperialists faced a serious political and economic crisis. In an attempt to find a way out of the crisis in a war, they stepped up the provocative acts against the DPRK than ever before.
    They perpetrated reckless military provocations of over 23,800 in 1974 and 28,150 in 1975 in the areas along the Military Demarcation Line and committed hostile acts of over 400 only in the Panmunjom Joint Security Area from January to July 1976.
    At the end of such provocations, they mobilized 14 hooligans at around 10:45 on August 18 to cut a tree standing in the Panmunjom Joint Security Area without any agreement with the other side. When the security personnel of the DPRK demanded stoppage of the rude act, the hooligans pounced upon and made a collective assault on them, wielding lethal tools. As the security personnel took a determined self-defensive step, the enemy dispatched over 30 personnel who had been in readiness. A hand-to-hand fight ensured between both sides, leaving wounded.
    With the conflict as a pretext, the U.S. imperialists reinforced updated military equipment and armed forces in and around south Korea, threatening that they would take a "retaliatory step".
    The pernicious war provocation moves on the part of the U.S. imperialists created a crucial situation in which a war might break out in Korea any moment.
    All the servicepersons of the Korean People's Army, members of the Worker-Peasant Red Guards and Young Red Guards and other people of the DPRK turned out as one and decisively frustrated the enemy's war provocation moves.
    The "Panmunjom Incident" showed once again before the world that the U.S. imperialists are the war-maniac and disturber of the world peace. And the Korean people fully demonstrated the invincible might of their single-minded unity and revolutionary stamina.

Israel's Monstrous Human Rights Abuses in Lebanon Denounced

    Pyongyang, August 18 (KCNA) -- The DPRK delegate spoke at the second special meeting of the UN Human Rights Council on the Lebanese situation on August 11. He said that if the human rights abuses in Lebanon are to be settled impartially, a curtain must be dropped on the reckless military actions and killings of civilians by Israel and the occupation troops be withdrawn and, at the same time, an end be put to all acts of patronizing Israel.
    The DPRK delegation expresses great concern and resentment at the grave human rights abuses committed by Israel in Lebanon and vehemently denounces them, he declared.
    Noting that Israel continues committing human rights abuses, remaining deaf to the repeated demand of the international community, he said: This is ascribable to the patronage and assistance, material and moral, of such big powers as the United States which have fostered Israel as their junior ally for the last decades.
    The Mid-east problem must be settled on "the peace-for-land principle," not by "spread of freedom and democracy" as some quarters claim, he said, adding: A settlement of the Mid-east problem apart from this principle is nothing but a paper argument.

Bulletin Issued in Brazil on Day of Korea's Liberation

    Pyongyang, August 18 (KCNA) -- The Brazil-Korea Friendship Association released bulletin titled "President Kim Il Sung Liberated Korea with His Songun Leadership" on Aug. 11 on the occasion of the 61st anniversary of Korea's liberation. The bulletin said Kim Il Sung in his teens took the road of revolution with the two pistols left by his father.
    It gave a detailed account of the fact that the President set out the Songun idea, founded the Korean People's Revolutionary Army and victoriously led the anti-Japanese armed struggle, thereby liberating Korea on Aug. 15, 1945.
    The Songun leadership of the President has been successfully carried forward by Kim Jong Il, it stressed.

Aug. 15 Pro-Reunification Events Held in S. Korea

    Pyongyang, August 18 (KCNA) -- Pro-reunification events reportedly took place at Yonsei University in Seoul on Monday on the occasion of August 15 with the attendance of at least 13,000 people of different strata from across south Korea. A meeting was held at an open-air theatre of the university to vow to struggle for independent reunification. It was attended by workers, peasants, students, women, youth and children, and members of civic and public organizations and the Democratic Workers' Party (DWP).
    A resolution read out at the meeting called for upholding and implementing the June 15 joint declaration, staging an all-out struggle against the U.S. threat of war and for lasting peace of the Korean Peninsula and waging an all-people struggle to check the U.S. moves such as conclusion of "FTA" and relocation of its troops.
    To this end, people from all walks of life should turn out in the one million-people action for independence against the United States and for peace against war in the latter half of the year, the resolution said.
    Shown at the meeting was a video tape dealing with the rapid progress made in the movement for national reunification since the adoption of the June 15 joint declaration.
    Then followed an art performance given under the title "Reunified Land."
    Prior to the meeting, there were at the theatre a ceremony of welcoming the reunification vanguard of the South Headquarters of Pomchonghakryon (the National Alliance of Youth and Students for the Country's Reunification) and an evening sponsored by the DWP to vow to struggle for independent and peaceful reunification on the occasion of August 15.
    Meanwhile, pro-reunification events took place in the compound and various other places of the university with people from different sectors and of various social standings attending.

Solidarity Expressed for Cuban People

    Pyongyang, August 18 (KCNA) -- A meeting was held at the DPRK-Cuba Friendship Taesong Clothing Factory in Phyongsong on Thursday under the sponsorship of the DPRK-Cuba Solidarity Committee on the occasion of the month of solidarity with the Cuban people. Present there on invitation were Cuban Ambassador to the DPRK Ruben Perez Valdes and embassy officials.
    On hand were Vice-Chairman of the Korean Committee for Cultural Relations with Foreign Countries Jon Hyon Chan who is vice-chairman of the Solidarity Committee, members of the solidarity committee and officials and employees of the factory.
    Speeches were made at the meeting.
    At the end of the meeting the Cuban guests were briefed on the history of the factory before going round the production processes.

Foreign Diplomats Visit Pyongyang Kim Won Gyun Conservatory

    Pyongyang, August 18 (KCNA) -- The diplomatic corps and representatives of international organizations here visited Pyongyang Kim Won Gyun Conservatory on August 17. Being briefed on the fact that the conservatory was built as a grand seat for the education in music and another monumental edifice in the era of Songun, the guests went round its main building, auditoriums, a music hall and so on and enjoyed an art performance given by teachers and students of the conservatory.
    They made entries in the visitor's book.
    Bashir Ramadan Khalifa Abu Janah, Secretary of the People's Bureau of Libya who is doyen of the diplomatic corps, wrote that the revolutionary cause started by President Kim Il Sung has been carried forward by General Secretary Kim Jong Il, paying tribute to the Korean people for the successes made in different fields.
    Guan Huabing, Chinese charge d'affaires a.i., wrote that the conservatory would make a great contribution to the development of music in the DPRK as it is high in the educational level.

Actions for Checking Expansion of U.S. Military Base in Phyongthaek Unabated in S. Korea

    Pyongyang, August 18 (KCNA) -- The "2006 Reunification Vanguard for Independence and Peace on the Korean Peninsula" reportedly held a rally in Taechu-ri, Phaengsong Township, Phyongthaek City, Kyonggi Province on August 12 in protest against the expansion of the U.S. military base. The participants staged a march, declaring that they would fight against the expansion of the U.S. military base till the last one remains on the scene.
    Prior to the rally, the reunification vanguard conducted agitation against the expansion of the U.S. military base and forcible evacuation of houses in different parts of Phyongthaek and a signature campaign demanding a "total renegotiation of the plan for the expansion of the U.S. military base and the September 24 peace march."
    Meanwhile, the vanguard held a candlelight cultural event in the plaza of Phyongthaek Railway Station to demand a halt to the forcible evacuation of houses and a total renegotiation of the plan for the expansion of the U.S. military base, denounce the U.S. for demanding war bases and check the expansion of the U.S. military base in Phyongthaek.
    Han Sang Ryol, permanent representative chairman of the Reunification Solidarity who is head of the vanguard, called upon the people from all walks of life to turn out as one in the struggle for checking the expansion of the above-said U.S. military base.

Rally for Peace against U.S. and War Held in S. Korea

    Pyongyang, August 18 (KCNA) -- A rally for peace against the U.S. and war reportedly took place in Seoul, south Korea on August 14 with the attendance of more than 3,500 workers, women and members of the youth reunification vanguard and civic and public organizations to denounce the U.S. for its hostile policy toward the north and its aggressive war exercises. Speakers at the rally called on the people to unite and wage a struggle to prevent the U.S. from launching war exercises in south Korea.
    A resolution read out at the rally said that the U.S. has brought a dark cloud of war to the Korean Peninsula where the movement for independent reunification in the spirit of "By our nation itself" is gaining momentum. Such being the situation, the south Korean "government" is sympathizing with the U.S. hostile policy toward the north, the resolution pointed out.
    We will stage an all-people struggle to frustrate the U.S. hostile policy toward the north with the concerted efforts of the people from all walks of life who want peace in the Korean Peninsula and aspire after independent and peaceful reunification of the nation, the resolution said, and went on:
    For the present, we will enter into an all-out struggle to check the "Ulji Focus Lens" joint military exercises and block the expansion of the U.S. military base in Phyongthaek.
    We will realize independence, peace and great national unity to certainly achieve the reunification of the country, the ardent desire of the nation.
    After the rally, the participants struggled to advance into the U.S. embassy.

Philosophical Principle of Juche Idea

    Pyongyang, August 18 (KCNA) --The Juche idea is based on the philosophical principle that man is the master of everything and decides everything, which was fathered by President Kim Il Sung.     Man decides everything. This means that he plays a decisive role in transforming the world and shaping his destiny. This also clarifies the role of man in the world.
    Remaking the nature is influenced not only by the people but also by objective factors including machines and equipment. Man also plays a decisive role in this sphere, because he not only makes and handles the machines and equipment but also makes use of the objective factors.
    The social development is achieved by men, too. Through their labor, the people create the material wealth of the society and constantly improve their living conditions. And through their activities, the outmoded social relationship is changed with new one and new and advanced things are created in every domain of the social life.
    Therefore, man plays a decisive role in transforming and developing the nature and society as the only remaker of the world.
    The philosophical principle of the Juche idea has brought about a new change in the world outlook.

New Stamps Issued in DPRK

    Pyongyang, August 18 (KCNA) -- A stamp (a sheetlet) showing the developed acrobatic art of Juche and four kinds of stamps introducing famous foods indigenous to Kaesong have been brought out in the DPRK. Reflected in the sheetlet are acrobatic feats including aerial stunt and seesaw which were highly appreciated in international acrobatic festivals.
    The individual stamps introduce Kimchi wrapped in cabbage leaves, colored rice cake dumplings, sweet rice dish and other special foods of Kaesong.
    Meanwhile, four kinds of stamps showing dolphins in River Amazon, sperm whale, blue whale and humpback whale under protection in the world were issued.

Meeting for Dissolution of GNP Held in S. Korea

    Pyongyang, August 18 (KCNA) -- A meeting for the dissolution of the Grand National Party was reportedly held in Seoul on August 14 under the sponsorship of the reunification vanguard of the South Headquarters of the National Alliance of Youth and Students for the Country's Reunification. Speakers at the meeting bitterly denounced the GNP, a pro-U.S. conservative party, branding it as the very force which, in collusion with outside forces, is fostering national division and military dependence, not great national unity, at a time when the United States is making a desperate bid to provoke a war for aggression on the Korean Peninsula.
    They said the GNP beating the drum for tightened south Korea-U.S. alliance and signing of "FTA" with the U.S. is the south Korean Branch of the U.S. Republican Party.
    The resolution read out at the meeting urged the GNP to leave for the U.S. immediately, saying there is no reason for the party to remain in this land, being a pro-U.S. conservative party engaged in all manner of irregularities and corruption against democracy and human rights for the interests of the U.S., clean indifferent to the people's living.

    Pyongyang, August 18 (KCNA) -- General Secretary Kim Jong Il sent a wreath to the bier of the late writer Jong So Chon, Kim Il Sung Prize winner, on Friday to express deep condolences upon his death.

Congratulations to Colombian Foreign Minister

    Pyongyang, August 18 (KCNA) -- DPRK Foreign Minister Paek Nam Sun sent a congratulatory message to Maria Consuelo Araujo Castro upon her appointment as foreign minister of Colombia. The message expressed the conviction that the ties of friendship existing between the two countries would grow stronger and wished the foreign minister success in her new job.

U.S. Denounced for Stockpiling Depleted Uranium Shells in S. Korea

    Pyongyang, August 18 (KCNA) -- The U.S. should stop its reckless anti-DPRK nuclear racket and withdraw its troops from south Korea as well as all the war means including depleted uranium shells and nuclear weapons if it is interested in the settlement of the nuclear issue on the Korean Peninsula even in the least. This demand is contained in information bulletin No. 922 released by the Secretariat of the Committee for the Peaceful Reunification of the Fatherland Friday.
    The bulletin said:
    The U.S. imperialist aggressor forces present in south Korea have stockpiled 2.74 million depleted uranium shells in their military bases in Suwon, Chongju, Osan and other places of south Korea. This quantity is 3.5 times those used by them in the Gulfs War and 7 times those in the possession of the U.S. troops in Japan.
    As if it were not enough with this massive stockpile, the U.S. keeps introducing into south Korea the latest war means tested in the wars in Iraq and Afghanistan, high-tech weapons suited to the topographical conditions of Korea and various types of nuclear war means.
    Such being a hard reality, the U.S. is crying out for the "dismantlement of nuclear weapons" on the Korean Peninsula and taking issue with the DPRK over its nuclear deterrent for just self-defence. This is sheer hypocrisy and a mockery of the public opinion at home and abroad.
    With neither poor excuse nor far-fetched assertion can the U.S. cover up its true aim to turn south Korea into a nuclear arsenal and start a nuclear war against the DPRK.
    The pro-American warlike forces in south Korea had better come to themselves.

ACEDH califica a EE.UU. del perturbador de la paz y la seguridad internacional

    Pyongyang, 18 de agosto (ATCC) -- El portavoz de la Asociacion Coreana de Estudio de Derechos Humanos (ACEDH) emitio el dia 17 una declaracion condenando a Estados Unidos que obstaculizo por todos los medios los esfuerzos internacionales y la aprobacion de la resolucion del Consejo de Seguridad de la ONU para poner fin a la situacion del Libano. El documento senala:
    La reciente invasion armada de Israel al Libano origino la matanza de muchos habitantes inocentes y la violacion flagrante de derechos humanos.
    Por el respecto, el Consejo de Derechos Humanos de la ONU convoco el 11 de agosto una sesion extraordinaria para tratar tal situacion y aprobo una resolucion de energica condena a la invasion de Israel al Libano expresando gran indignacion a la matanza de los habitantes inocentes.
    La violacion de soberania y la masacre de civiles por la guerra de agresion constituyen un archicrimen de violacion a derechos humanos, reconocido por la ley internacional.
    Pero, EE.UU. instigo activamente tales maniobras de agresion y matanza de Israel, poniendo al desnudo su naturaleza del perturbador de la paz y la seguridad internacionales, promotor del terrorismo estatal y archicriminal antietico.
    Esta vez, el obstaculizo por todos los medios los esfuerzos internacionales y la aprobacion de la resolucion del Consejo de Seguridad de la ONU para poner fin al incidente del Libano.
    De esta manera, estimulo activamente la barbara matanza de Israel al ser humano y maniobro para lograr el dominio monopolista sobre la region del Medio Oriente.
    Ahora, a la sociedad internacional le incumbe la tarea apremiante de averiguar y castigar a los promotores del citado incidente, que resulta una copia de la agresion y exterminio masivo de EE.UU. contra civiles en Irak.
    En tal contexto, es una cosa natural y afortunada que el CDH de la ONU y otras organizaciones internacionales de derechos humanos tomaron como agenda de sesion extraordinaria el genocidio masivo perpetrado por Israel en el Libano y adoptaron medidas sucesivas para denunciarlo categoricamente.
    Sin embargo, EE.UU. y otros ciertos paises dan espaldas a tales actos de violacion al derecho humano y matanza contra decenas de miles de habitantes y acusan a los paises independientes del problema de "derechos humanos".
    Por ejemplo, EE.UU. y otras fuerzas perseguidoras calumnian al regimen de la Republica Popular Democratica de Corea en que se aseguran plenamente los autenticos derechos humanos.
    Indudablemente, esto deviene un acto anormal siendo un modelo de la politizacion de derechos humanos, la pauta de doble rasero y la selectividad.
    El presente incidente del Libano deja serias lecciones a la sociedad internacional.
    Mientras no se altera la politica de EE.UU. de utilizar el problema de derechos humanos como medio omnipotente de la intervencion en los asuntos internos de otros paises y de la realizacion de hegemonia mundial, no podra haber un debate equitativo sobre el problema de DD.HH.
    DD.HH. es precisamente la soberania nacional y la defensa del primero, la de la segunda.
    No pasa de ser una ficticia el derecho humano que se halla al margen de la soberania nacional y que no se defiende por la fuerza.
    Enarbolando la bandera del Songun (priorizacion militar) el pueblo coreano defendera con mas firmeza el mas ventajoso regimen socialista al estilo coreano, escogido y desarrollado por si mismo.

Delegado coreano denuncia a Israel

    Pyongyang, 18 de agosto (ATCC) -- Para remediar imparcialmente la situacion del Libano es necesario que se ponga fin a la temeraria accion militar y matanza a los civiles por Israel, se retiren las tropas ocupantes y se ponga coto al amparo a este pais hebreo. @Senalo asi el delegado de la Republica Popular Democratica de Corea en la 2a sesion extraordinaria de la Comision de Derechos Humanos de la ONU sobre la situacion del Libano.
    La delegacion de la RPDC expresa gran preocupacion e indignacion a los graves actos de violacion de DDHH que perpetra Israel en el Libano y lo condena categoricamente, senalo el delegado coreano y prosiguio:
    A pesar de las reiteradas demandas de la sociedad internacional, Israel sigue perpetrando los gravisimos actos de violacion de derechos humanos, lo que se debe al amparo y apoyo material y espiritual de las grandes potencias como EE.UU., que durante varios decenios considero a este pais hebreo como a su aliado subalterno.
    El problema del Medio Oriente debe ser resuelto no por la "expansion de la libertad y la democracia", de que hablan ciertas fuerzas, sino por el "principio de cambiar la tierra por la paz", dijo el orador y apunto que la solucion del problema del Medio Oriente al margen de este principio no pasa de ser una mera palabreria.

"Incidente de Phanmunjom" fue una provocacion de EE.UU.

    Pyongyang, 18 de agosto (ATCC) -- El "incidente de Phanmunjom" del 18 de agosto de 1976 que llevo al borde de la guerra la situacion de la Peninsula Coreana fue una planeada provocacion de los imperialistas norteamericanos. Asi senalan los periodicos capitalinos en los comentarios individuales dedicados al 30o aniversario del citado "incidente". El comentario del diario Rodong Sinmun senala:
    Son graves los crimenes de los imperialistas yanquis que para alcanzar su malsano proposito politico y ambicion de agresion al Norte provocaron el "incidente de Phanmunjom" y exacerbaron la situacion de la Peninsula Coreana.
    Ellos agudizaron al extremo la situacion de esta region a fin de realizar su intencion de agredir a la Republica Popular Democratica de Corea o de por lo menos procurar un pretexto para justificar la presencia de sus tropas en el Sur de Corea. Ese incidente que entranaba la intencion tan peligrosa no se expandio a una guerra gracias a la energica medida de disposicion militar y los activos esfuerzos de la RPDC por el relajamiento.
    El "incidente de Phanmunjom" demostro a las claras que EE.UU. es el fautor de la agravacion de la tension de la Peninsula Coreana y perturbador de la paz.
    Historicamente, los autores de los incidentes que agravaron la situacion de la Peninsula Coreana fueron EE.UU. Este imperio desato el incidente del barco "Pueblo" y el caso del avion espia "EC-121" que atrajeron la atencion del mundo. Despues del "incidente de Phanmunjom" EE.UU. siguio desatando incidentes sensacionales y vino exacerbando la situacion. Hoy dia, EE.UU. aumenta sus fuerzas agresoras en el Sur de Corea, desarrolla los ejercicios de guerra de agresion al Norte llevando asi la situacion de la Peninsula Coreana al borde de la peligrosisima guerra.
    Las tropas agresoras yanquis que durante mas de 60 anos, se entregan de actos de agresion, guerra, la subversion, pillaje y matanza en el Sur de Corea son fuente de la guerra y enemigo de la paz. Mientras ellos permanecen en el suelo surcoreano, la nacion coreana siempre vivira en zozobra y no podra evitar el desastre de la guerra nuclear.
    Es mejor erradicar cuanto antes la fuente de desgracias.

ATCC califica de aventurero el simulacro "Ulji Focus Lens"

    Pyongyang, 18 de agosto (ATCC) -- Pese a la reiterada advertencia de la Republica Popular Democratica de Corea, Estados Unidos y los belicistas surcoreanos tratan de desplegar por fin en el Sur de Corea las maniobras militares conjuntas "Ulji Focus Lens" con el proposito de "ejercitar el procedimiento de cooperacion entre las tropas norteamericanas y las surcoreanas para tiempos de emergencia de la Peninsula Coreana". En esta edicion que durara 12 dias desde el 21, tomaran parte mas de 8 mil efectivos gringos, inclusive los estacionados en ultramar, y decenas de miles de uniformados surcoreanos, aparte de sofisticados pertrechos belicos.
    Estos ejercicios coincidiendo con que llegan al tope las maniobras de EE.UU. y las fuerzas satelites para atropellar a la RPDC y desatar una guerra contra esta resultan una peligrosa y provocativa aventura que lleva al borde de guerra la situacion de la Peninsula Coreana.
    Como de siempre, EE.UU, y las autoridades militares surcoreanas los pintan de "anuales", pero el problema radica precisamente en lo repetido y sistematico de esta "anualidad".
    Es un secreto descifrado el que a partir de su inicio a mediados de la decada de los 70 del siglo pasado hasta la fecha, este simulacro vino desarrollandose tomando por su objetivo principal renovar y perfeccionar en la etapa de batallas los planes de guerra contra el Norte de Corea como el "plan operacional 5027".
    Segun los "planes de la segunda guerra coreana" trazados por EE.UU., en 1994 la linea de contraofensiva sobrepaso por primera vez el "paralelo 38" hacia el Norte de Corea mediante los ejercicios conjuntos como "Ulji Focus Lens".
    Ademas, los mismos planes fueron enmendados en 1998 para lanzar una agresion total destinada a derrocar el gobierno de la RPDC y en 2002, para dar golpe preventivo a las instalaciones nucleares de esta.
    Aunque en la decada de 1990 suspendio el simulacro "Team Spirit" por la fuerte denuncia de todo el mundo, EE.UU. lo compenso con agrandar la dimension de "Ulji Focus Lens", en que sistematizo y perfecciono las experiencias adquiridas en las guerras del Golfo Persico, Kosovo, Afganistan e Iraq.
    La razon por la cual la administracion Bush, nostalgica de los tiempos de Reagan, agrava gradualmente la situacion de la Peninsula Coreana desplegando hasta hoy ese simulacro, producto de la Guerra Fria, es la siguiente:
    Debilitar en todo lo posible a la RPDC con la carrera armamentista para derrocar luego su regimen por via militar y ampliar en el Nordeste Asiatico y la region de Asia y Pacifico los "exitos de la revolucion democratica" al estilo norteamericano alcanzados en la "guerra antiterrorista".
    No es casual que EE.UU. diera el enfoque del inminente simulacro a ultimar los detalles del "plan operacional 5027" y el "Chungmu" que supone una "situacion de emergencia" de la RPDC.
    Como reconocen los mismos politicos norteamericanos, debido a la agresiva "guerra antiterrorista", en el mundo de hoy se da la coyuntura de la "tercera guerra mundial".
    Si se tiene en cuenta el caracter agresivo de "Ulji Focus Lens" y el atributo belicoso de la administracion Bush, no hay ninguna garantia de que estas maniobras no se conviertan en una guerra contra toda la Peninsula Coreana.
    Al cuestionar injustamente el lanzamiento de unos misiles que realizo hace poco la RPDC como parte de ejercicios militares para hacer frente a la amenaza de agresion de EE.UU., este trato de aprobar una resolucion internacional a favor de la invasion armada contra aquella abusando del capitulo 7 de la Carta de la ONU.
    Por otra parte, en visperas de "Ulji Focus Lens", resuenan en EE.UU. palabras tan agresivas abogando por el "castigo militar" a la RPDC si esta vuelve a probar los misiles.
    Pues, la amenaza de ataque militar de EE.UU. no es una mera "hipotesis" sino ya se concreta en una realidad inminente.
    Segun su metodo rutinario de agresion, EE.UU. intensifica su campana para ejercer la presion internacional sobre la RPDC exagerando al maximo la supuesta "amenaza" de esta.
    Lo que les queda por hacer a los yanquis es pasar a la accion, o sea, lanzar la invasion armada.
    El simulacro en cuestion muestra elocuentemente que el intento de EE.UU. de provocar la "segunda guerra coreana" entra en la fase de accion.
    Gracias al equilibrio de las fuerzas, que logro la RPDC al preparar sus poderosas fuerzas para detener la guerra, la tensa situacion no se ha convertido hasta hoy en una guerra total.
    Esto contribuye enormemente tambien al mantenimiento de la estabilidad del Nordeste Asiatico.
    Por ende, fue una opcion sumamente correcta el que el ejercito y el pueblo de Corea consolidaran por todos los medios las fuerzas disuasorias de autodefensa.
