DPRK Foreign Ministry Spokesman Demands U.S. Lift of Financial Sanctions

Pyongyang, August 26 (KCNA) -- A spokesman for the DPRK Foreign Ministry released a statement on August 26 accusing the United States of more persistently escalating its financial sanctions against the DPRK. It said:
In the wake of the publication of Bush's statement calling for cutting off the financial channels of "rogue states", the U.S. Department of Treasury dispatched its deputy secretary to Southeast Asian countries including Vietnam, urging them to stop all sorts of financial dealings with the DPRK. In the meantime, it is tracing the accounts opened by the DPRK in banks of at least 10 countries including some Southeast Asian countries and Mongolia and Russia.
This is, in essence, a gangster-like act of gravely infringing upon the sovereignty and dignity of its dialogue partner as it is aimed at seriously tarnishing the image of the DPRK and severing its economic ties with other countries.
The U.S. has applied financial sanctions against the DPRK for nearly one year according to its domestic act, not in line with the relevant international law. It has, at the same time, cooked up a variety of "fictions on illegal dealings", failing to attain any results of investigation, much less producing any evidence to speak of. The U.S. has made contradictory remarks. While asserting that the present financial sanctions are irrelevant to the six-party talks as they are a measure for the enforcement of the act, the U.S. claimed that it would discuss the issue of lifting the financial sanctions, if Pyongyang comes out for the six-party talks.
The U.S. negotiator, addressing the Congress, openly claimed that the financial sanctions are a lever for pressurizing north Korea to abandon its nuclear program. And its deputy secretary of Treasury urged other countries not to have any financial transactions with the DPRK, asserting that there is no difference between illegal dealing and legal one as far as the finance of north Korea is concerned. This is nothing but sophism making a mockery of and fooling the world people and a gangster-like doctrine.
To lift the financial sanctions is not a mere business-like matter of taking back some amount of frozen money, but a political issue directly related not only to the six-party talks but to the implementation of the September 19 joint statement. It, therefore, serves as a barometer judging whether the U.S. is willing to make a switchover in its DPRK policy or not.
By nature the nuclear issue on the Korean Peninsula surfaced due to the U.S. hostile policy toward the DPRK. The key to settling it is for the U.S. to give up its hostile policy toward the DPRK and opt for co-existing with it.
In the joint statement issued on September 19, 2005, the DPRK committed itself to abandon its nuclear program and the U.S. to co-exist with it in peace. The DPRK, however, does not beg the U.S. to co-exist with it. It is the DPRK's stand to implement the agreement on the principle of equality. The DPRK likes to have the six-party talks more than ever as it will gain from the implementation of the agreement more than others.
The U.S. financial sanctions against the DPRK are a stumbling-block lying in the way of the DPRK returning to the six-party talks.
No sooner had the joint statement been published than the U.S. applied financial sanctions against its dialogue partner, completely scuttling the agreed agenda of the six-party talks and driving them to the present deadlock.
The DPRK has clarified more than once that it will never go to the six-party talks, with "sanctions" put on it.
The DPRK remains unchanged in this principled stand.
A scrutiny into the U.S. loudmouthed "illegal dealings" makes it clear that they are sheer fabrication nothing in common with the nature of the socialist system of Korean style.
The DPRK has perfected legal and institutional mechanisms banning such illegal acts as counterfeiting notes and money-laundering.
The DPRK is neither a "law-breaking state" nor a "state counterfeiting notes" as claimed by the U.S. On the contrary, it has fallen victim to the issue of counterfeit notes and their circulation due to the U.S.
The DPRK remains undeterred by any financial supremacy of the U.S. as it has been exposed to U.S. sanctions for several decades and maintains no economic relations with it. It is the height of folly for the U.S. to think that it can solve any issue by means of sanctions and pressure.
There is strong opinion even in the U.S. that it is more realistic for the Bush administration to lift the financial sanctions and resume the six-party talks because they would not prove effective but escalate the stand-off between the DPRK and the U.S. and entail a horrible disaster. This is by no means fortuitous. All these facts go to clearly prove that the Bush administration is chiefly to blame for scuttling the six-party talks and straining the situation in the region and for putting the brake on the process to denuclearize the Korean Peninsula.
Now that the Bush administration is escalating its pressure upon the DPRK through the tightened financial sanctions in a bid to keep itself politically alive, the DPRK is left with no other option but to take all necessary counter-measures to protect its ideology, system, sovereignty and dignity.

Renegotiation on Plan for Expansion of U.S. Military Base Urged in S. Korea

Pyongyang, August 27 (KCNA) -- The All-People Measure Committee for Checking the Expansion of the U.S. Military Base in Phyongthaek reportedly held a press conference in front of the U.S. embassy in Seoul on August 22, demanding total renegotiation on the plan for the expansion of the U.S. military base. The press release read out at the conference said that the right to existence of the residents has been stamped out and the peace of the Korean Peninsula threatened as the moves for the expansion of the U.S. military base in Phyongthaek are pushed forward to back the realization of the "strategic flexibility" of the U.S. troops in south Korea. The release condemned the south Korean "government" for trying not to renegotiate, claiming that the south Korea-U.S. alliance will be perilous, despite the obvious validity of the total renegotiation on the plan for the expansion of the U.S. military base in Phyongthaek.
The U.S. should positively approach the settlement of the issue of expanding its military base in Phyongthaek, the release said, warning that if the renegotiation fails to be held, the U.S. would be to blame for the ensuing consequences.

Stop to "Ulji Focus Lens" Urged by Swiss Organization

Pyongyang, August 27 (KCNA) -- The Swiss Committee for Supporting the Independent and Peaceful Reunification of Korea released a statement on August 19 urging an immediate halt to the criminal joint military exercises "Ulji Focus Lens" staged by the U.S. and south Korean bellicose forces. The United States has described it as a "regular annual drill to prevent war," but it is a provocative and criminal act intended to invade the northern half of Korea, the statement said.
The U.S. directed its followers to adopt a "resolution" of the UNSC in a bid to form an alliance for a war of aggression on the DPRK, it noted, and said: The south Korean army's participation in the "Ulji Focus Lens" is an act of swimming against the present trend in which the north and the south of Korea are cooperating with each other, and it is contrary to the June 15 North-South Joint Declaration aimed at the independent and peaceful reunification of Korea.
The south Korean authorities and military are committing a treacherous act that is intolerable.
The U.S. imperialists will never attain their purpose through such war games for aggression.
They will see all the Koreans getting united more closely in the idea of "By our nation itself," not standing in confrontation and hostility.

Sit-in Strike against "Ulji Focus Lens" in S. Korea

Pyongyang, August 27 (KCNA) -- Members of 11 civic and social organizations of south Korea including the South Headquarters of the National Alliance for the Country's Reunification, the Solidarity for Implementing the South-North Joint Declaration, the Confederation of Trade Unions, the National Federation of Peasants Association and the Federation of University Student Councils on August 21 reportedly entered into a sit-in strike against the aggressive "Ulji Focus Lens" joint military exercises staged by the U.S. and the south Korean bellicose forces. At a press conference held in front of the U.S. military base in Ryongsan, Seoul that day speakers demanded an immediate stop to the "Ulji Focus Lens" staged at the time when war crisis is more escalating in the Korean Peninsula than ever before due to the U.S. hostile policy toward the north.
The south Korean people from all walks of life will oppose not only the "Ulji Focus Lens" but all sorts of war moves of the U.S. and will never stop their struggle for the withdrawal of U.S. troops from south Korea, they said.
A press release read out at the conference said that the participation of the south Korean army in the U.S. military exercises for a war of aggression on the north is an anti-national act of hamstringing the spirit of the June 15 joint declaration and destroying the atmosphere of inter-Korean reconciliation and cooperation. The press release declared that the 11 civic and social organizations would stage a sit-in strike in front of the U.S. military base in Ryongsan till September 1 to check the "Ulji Focus Lens."

Rodong Sinmun on U.S. Moves for Nuclear War

Pyongyang, August 27 (KCNA) -- To frustrate the moves of the U.S. imperialists for invasion of the DPRK is very urgent and important in preventing a war on the Korean Peninsula and ensuring peace in Asia and the rest of the world. Rodong Sinmun Sunday says this in a signed article.
    The article goes on:
Nowhere in the world but in and around the Korean Peninsula war exercises are frequented and thick clouds of war are hovering.
Preemptive attack is the basic mode of the U.S. imperialists in pursuing a new war of aggression on the DPRK. The theory of preemptive attack is the core of the U.S. imperialists' policy of overseas aggression in the 21st century. Their attempt to make a preemptive attack on the DPRK has become clearer in the war scenario for invasion of the DPRK worked out by the Bush bellicose forces. The war scenario is the plan for a surprising nuclear preemptive attack. The Bush warlike forces are seeking to unleash the second Korean war by means of total warfare with air and navy operations as the main, indiscriminate strike operations by the latest armed forces, taking account of the preceding wars of aggression and the topographical features of Korea in particular.
The U.S. has already designated the DPRK as a target of a nuclear preemptive attack. Accordingly, the U.S. imperialists have long stepped up the production of smaller nukes to be used in a Korean war. Meanwhile, they massively deployed carriers of nuclear weapons around the Korean Peninsula and established the nuclear war commanding system. All their war exercises for aggression in and around south Korea are consistent with nuclear war exercises.
The U.S. bellicose forces seek to swallow up the DPRK at a strike by huge latest armed forces including nuclear weapons when they ignite a war of aggression on the DPRK. However, the DPRK counterattack will be merciless and resolute. The DPRK will have no mercy on the invaders. And those following the U.S. in moves for invasion of the DPRK will not evade its striking sphere.

Celebration Event of Women Held

Pyongyang, August 26 (KCNA) -- A meeting of members of the Korean Democratic Women's Union (KDWU) in Pyongyang was held at the Central Youth Hall on August 25 on the occasion of the 46th anniversary of General Secretary Kim Jong Il's start of Songun revolutionary leadership. Pak Sun Hui, chairwoman of the Central Committee of the KDWU addressed the meeting to be followed by others.
Recalling that Kim Jong Il visited the Guard Seoul Ryu Kyong Su 105 Tank Division of the Korean People's Army on August 25, Juche 49 (1960), starting his Songun leadership, speakers stressed that this marked a significant event that recorded a new chapter in the history of Songun revolution which President Kim Il Sung launched and advanced with arms.
The last 46 years during which Kim Jong Il has advanced the Korean revolution with his great Songun leadership represented an ever-victorious history in which he has won only victories in the confrontation with the U.S. and the struggle to defend socialism, holding aloft the banner of Songun, they noted.
They called upon all the women to cherish deep in mind the great pride and honor of pushing one of the two wheels of the Songun revolution, give fuller play to the traits of aiding the army and make a tangible contribution to the building of a great prosperous powerful socialist nation with patriotism.
Present at the meeting was Kim Jung Rin, secretary of the Central Committee of the Workers' Party of Korea.

Immediate Stop to Joint Military Exercises Demanded in S. Korea

Pyongyang, August 26 (KCNA) -- The National Council of Girl Student Representatives and the Kwangju and South Jolla Provincial Federation of the National Federation of Peasants Associations of south Korea reportedly made public statements on August 22 and 21 demanding an immediate stop to the "Ulji Focus Lens" joint military exercises staged by the U.S. and the south Korean bellicose forces. The council said that the joint military exercises under simulated conditions of preemptive attack and nuclear war against the north clearly prove who is creating war crisis on the Korean Peninsula.
It demanded an immediate halt to the "Ulji Focus Lens" launched again at the time when the U.S. hostile policy toward the north and war moves have reached an extreme phase, branding it as a serious hostility of the U.S. and the south Korean authorities harassing peace on the Korean Peninsula.
The federation noted that the U.S. and the south Korean bellicose forces are asserting that the joint military drill is an "annual exercise for defense," but it is evidently an offensive drill under the U.S. operation plan for a preemptive nuclear attack on the north.
It urged the south Korean authorities to make efforts for national cooperation, not working hard to strengthen "military alliance" with the U.S.

Japanese Authorities Accused of Disallowing DPRK Delegation's Entry

Pyongyang, August 26 (KCNA) -- A spokesman for the Korean Council of Religionists issued a statement on August 26 to accuse the Japanese authorities of disallowing the entry of a delegation of the council to participate in the 8th regular meeting of the World Conference of Religions for Peace now under way in Kyoto. The statement said:
The Japanese judicial authorities dragged on the clearance of the application for the delegation's entry, pretending to allow it at first. They, however, refused to issue a visa for the head of the delegation on charge of being "the primary target of sanctions" just before the opening of the conference. Then they perpetrated such a shameless and clumsy act as totally blocking the delegation's entry under such absurd pretexts as an issue concerning the names of members of the delegation and the failure of a DPRK delegation to participate in the last regular meeting. By barring the DPRK from participating in the international meeting of religionists to discuss issues of world peace and security through their unjust action the Japanese authorities downplayed the significance of the current meeting for peace and seriously tarnished the image of the World Conference of Religions for Peace, a dignified organization of the international religious community.
The illegal and reckless action taken by them to bar the delegation's entry and participation in the meeting is nothing but suppression of religion unprecedented in the history of international relations.
The Korean Council of Religionists serves a warning to the Japanese authorities over the case.
They should bear in mind that they will meet only death and ruin, should they persistently toe the U.S. hostile policy toward the DPRK, seized by an unrealizable day dream.
The Korean people will never forget the monstrous crimes the Japanese imperialists committed by forcing Koreans into colonial slavery in the past and blocking the uniform development of the Korean nation, pursuant to the harsh hostile policy towards the DPRK but certainly force Japan to pay for them.
The council avails itself of this opportunity to express the hope that all the religionists and religious organizations standing for love, justice and peace will see through the true colors of Japan and extend positive support to the Korean people in their struggle to defend peace on the Korean Peninsula and the rest of Northeast Asia and the world.

Drive Force of Revolution Strengthened under Banner of Songun

Pyongyang, August 26 (KCNA) -- The revolutionary struggle can never advance unless its driving force is strengthened as it is an untrodden road and the imperialists and the enemies are continuing their wicked moves to obliterate the popular masses' cause of independence, says Rodong Sinmun in a signed article Saturday. General Secretary Kim Jong Il, considering the strengthening of the driving force of revolution as the fundamental issue of victorious revolution, has directed his utmost efforts to it from the first days of his leadership over revolution, the article notes, and goes on: One of his undying feats in strengthening the driving force of the Korean revolution in every way under the banner of Songun is that he originally clarified the principled foundation of single-minded unity in the era of Songun and has more firmly cemented the harmonious whole of all the army and people with the headquarters of the revolution as its hard core.
He indicated to the Korean army and people the way of successfully realizing their single-minded unity on a new height and has energetically led the work of building up the revolutionary ranks into the crystal of devotedly defending the leader, the ranks of faith who share the idea, intention, the same destiny with the headquarters of the revolution to the last.
Another of his undying feats is that he has successfully made the revolutionary ranks elite and strong with the revolutionary army as the main force for the first time in history.
On the basis of the principle of Songun that the army precisely means the party, the state and the people, he put forward the People's Army as the main force of revolution and has energetically led the work of strengthening the revolutionary ranks in every way with the army as a model for the first time in human history in the practical struggle of the Songun revolutionary leadership.
The single-minded unity of the DPRK consolidated as firm as a rock under his leadership is now surely guaranteeing all miracles and victories in Songun Korea.
