Bulletin Issued in Brazil to Mark Birthday of DPRK

    Pyongyang, September 5 (KCNA) -- An information bulletin titled "DPRK, country emerging victorious with Songun" was issued by the Brazil-Korea Friendship Association on Aug. 29 on the occasion of the 58th founding anniversary of the DPRK. It recalled that President Kim Il Sung fathered the Songun idea as well as the Juche idea after his start of the revolutionary struggle, founded the Korean People's Revolutionary Army and defeated the Japanese imperialists and declared the foundation of the DPRK to the whole world after the liberation of Korea.
    It pointed to the fact that Kim Il Sung laid down the line of simultaneously building up the economy and defence and the policy of turning the entire army into a cadre army, modernizing the entire army, putting all the people under arms and fortifying the whole country, thereby further augmenting the military muscle of the country.
    Kim Jong Il has developed in depth the Songun idea of Kim Il Sung and put forward the army as a pillar of the country and a main force of the revolution, leading the socialist cause to victory, it noted, adding that the DPRK would win victory under the banner of Songun in the future, too.

Expansion of U.S. Military Base Rejected by S. Koreans

    Pyongyang, September 5 (KCNA) -- 77 south Korean public figures including the permanent executive chairman of the People's Solidarity, the co-representative of the Women's Society for Achieving Peace and the secretary general of the Green Federation reportedly held a press conference in Seoul on August 31 and made public a declaration against the expansion of the U.S. military base in Phyongthaek. The declaration said the expansion of the U.S. military base can never be justified although the "government" asserted that it is a state policy passed through the parliament in the wake of an agreement between south Korea and the U.S.
    Noting that the expansion of the U.S. military base has threatened peace in the Korean Peninsula and the rest of Northeast Asia as well as the right to existence of residents in Phyongthaek as it is aimed to realize the "strategic flexibility" of the U.S. forces in south Korea, the declaration urged the "government" to get rid of its pro-American position that the renegotiation for the transfer of the base is impossible.

Pyongyangites Rejoice over DPRK's Victory at FIFA Women's World Championship

    Pyongyang, September 5 (KCNA) -- The Pyongyangites are very much pleased to hear the news that the DPRK team emerged winner at the FIFA U-20 Women's World Championship. Many football fans and people from all walks of life in the DPRK shouted for joy upon hearing the news that the DPRK eleven beat the Chinese team 5:0 in the final on September 3 as they had followed with great expectation and keen interest the championship that began in Moscow on Aug. 17.
    Korean girls' victory was the topic of the discussion at work places, in families and all other places where people gathered.
    Kim Yong Chol, instructor of the Korean Physical Culture and Sports Guidance Commission, had this to say, when interviewed by KCNA:
    "I would like to speak highly of our admirable girls as they beat strong teams in Asia, Europe and South America and scored a total of 18 goals in the championship, the biggest points in the history of the FIFA U-20 world women's championship.
    This victory was possible thanks to the wise leadership of Kim Jong Il who instilled matchless courage into the footballers and showed boundless love and trust for them while the championship was under way."
    Ri Chol Su, a worker of the Pyongyang Thermal Power Complex, said:
    "I was greatly excited to hear the news that our girls won the world championship. This encouraged us to achieve an unprecedented high boost in the electricity production today.
    We believe this signal victory represents the spirit of Korea. We workers will step up the building of a great prosperous powerful nation in the same spirit displayed by them".

U.S. Arbitrariness in International Arena Flailed

    Pyongyang, September 5 (KCNA) -- The arbitrariness and unilateralism of the United States behaving itself willfully, disregarding the UN Charter and international law, are the main cause of the disturbance of global peace and security and of military clashes, declares Rodong Sinmun Tuesday. In a commentary regarding the one-man show and arbitrariness of the United States in the international arena that have left the United Nations powerless and the UN Charter shaken, the analyst says:
    It is none other than the U.S. which observes international law when it deems this in its interests, but resorts to a hard-line policy and military unilateralism when this is unfavorable to it.
    It is a result of the one-man show, arbitrariness and unilateralism on the part of the United States that the situation of the Korean Peninsula has reached a critical phase on the eve of a war. Its malicious moves to form an encircling ring around the DPRK and military blackmail against it are a wanton violation of the UN Charter which bans hostile acts against the UN member nations and a criminal act weakening the UN authority.
    If the arbitrary and unilateral policy of the U.S. which has gone beyond control is allowed, international justice cannot be ensured and no country can exercise its legitimate rights.
    The realities today in which the sovereignty of different countries is trodden underfoot and global peace and security are facing a grave threat urgently call upon all the countries to maintain a sharper vigilance against the arbitrary and unilateral policy of the U.S. than ever before. The world peace-loving people should oppose and resolutely shatter it.

Anti-North Smear Campaign of Ultra-Right Forces in S. Korea Assailed

    Pyongyang, September 5 (KCNA) -- Rodong Sinmun Tuesday in a signed commentary assails the ultra-right forces in south Korea for becoming evermore undisguised in their anti-north smear campaign. It says:
    Some time ago, they made public a "report on the results of the investigation made into those abducted by the north during the June 25 war." It is full of sheer lies such as the baseless claim that the north "abducted" south Koreans in an organized manner during the last war and that most of them were "abducted right after the start of the war."
    The "report" worked out by the above-said elements and released by a reptile newspaper is a sheer fabrication as it grossly tampered with history and falsified facts. It is nothing but a product of the unpardonable anti-north campaign because it seriously insults the north.
    As for "those abducted by the north during the June 25 war" much touted by the ultra-right forces in south Korea, they joined the volunteer army to fight against the U.S. imperialists' aggression and courageously came over to the north in quest of a worthwhile life, after being disillusioned with the colonial fascist rule in force in south Korea.
    Through this rash act of making profound confusing of right and wrong the above-said elements seek to stoke extreme bitterness towards the north, zealously pursuant to the U.S. hostile policy towards the DPRK, in a bid to chill the daily mounting desire to achieve reunification through the pro-north movement and alliance with the north in south Korea and stem the trend of the June 15 era of reunification and restore the outdated era of confrontation.
    Branding what the ultra-right conservative forces in south Korea are now doing against the nation as the last-ditch efforts of those forsaken by the era, the commentary urges them not to waste time with peddling the fiction about "those abducted by the north" but probe the truth behind the luring and abduction operation conducted by them in collusion with the U.S. to forcibly take people from the north to the south and open it to the public and make an apology for the crime.

Popular Educational System of DPRK

    Pyongyang, September 5 (KCNA) -- Twentynine years have elapsed since President Kim Il Sung made public "Theses on Socialist Education" on Sept. 5, 1977. On the occasion, the Korean people are looking back on the imperishable exploits performed by the President in the establishment of the most popular educational system and in its consolidation and development.
    The President, who regarded education as a key problem decisive of the rise or fall of the country, saw to it to give preference to founding Kim Il Sung University in the early days of the construction of a new country and to lay a solid base for training native cadres with the university as its matrix.
    He let the Provisional People's Committee of North Korea adopt a decision "Regulations on the School Education System of North Korea and the Step to Enforce Them" in December Juche 35 (1946), thus opening a broad avenue for education.
    Even during the hard-fought Korean war decisive to the destiny of the country he directed deep attention to the evacuation of all the universities to safe places so that they would continue educational work. And he took epochal measures unprecedented in history to recall all the teachers, scholars and students from the front and to set up the study-while-working system.
    Under the guidance of the President, a decision on carrying the universal compulsory primary education into effect from 1956 was adopted and a law on enforcing the universal compulsory secondary education from Nov. 1, 1958 was promulgated.
    Free education started in primary schools in 1956 and in middle schools in 1958 and tuition system was abolished in all the schools up to universities and postgraduate courses on April 1, 1959.
    The President's theses marked a new turning point in the development of education.
    Thanks to the popular educational policy of the President the educational system of the country has been constantly consolidated and developed, the overall education reached incomparably high standard and a compulsory education of high level is being enforced in the country.

Establishment of Fair International Political Order Called for

    Pyongyang, September 5 (KCNA) -- It is necessary to put the earliest possible end to the present unfair international political order whereby human rights standards are applied to certain countries in a selective manner though they should be based on the principle of objectivity and universal value. For the present, the U.S. should be forced to roll back its unreasonable policy to use human rights as a pretext for interfering in the internal affairs of other countries and an important lever for realizing its wild ambition for world supremacy. Minju Joson Tuesday observes this in a signed commentary. It goes on:
    Israel is neither censured nor held accountable for its military actions against innocent civilians because such countries as the U.S. styling itself a "human rights judge" are abusing the human rights issue for attaining their sinister political purposes.
    The U.S. was behind the recent military operation of Israel. It not only supported Israel in its military actions but protected it from international criticism.
    The U.S. can never escape from the responsibility for Israel's crimes against humanity as the U.S. and Israel were closely linked with each other politically over the Lebanese situation.
    This hard fact had an impact on the stand of the U.S. and other Western countries and some international organizations.
    It is hard reality today that human rights standards vary according to which countries the U.S. deals with.

Rodong Sinmun rechaza nueva campana anti-RPDC en Sur de Corea

    Pyongyang, 5 de septiembre (ATCC) -- Recientemente, las fuerzas conservadoras ultraderechistas del Sur de Corea publicaron un supuesto "resultado de investigacion" sobre la "situacion de los secuestrados por el Norte durante la guerra coreana desatada el 25 de junio de 1950". Al respecto, el diario Rodong Sinmun difundio este martes un comentario individual que va como sigue:
    Ese informe, ideado por la ultraderecha conservadora y difundido por un periodico venal, se basa en datos absurdamente inventados como que el Norte de Corea "secuestro de modo organizado" a unos cuantos surcoreanos y la abrumadora mayoria de estos fueron plagiados "poco despues de iniciada la guerra coreana".
    De esta manera, esos elementos surcoreanos distorsionaron la historia y la verdad y ofendieron de gravedad a la Republica Popular Democratica de Corea.
    Los "secuestrados por el Norte", de que hablan tanto ellos, son aquellos que se alistaron a las tropas de voluntarios para luchar contra los agresores norteamericanos o decepcionados de la sociedad surcoreana que se trasladaron al Norte en busca de una vida verdadera.
    Sin embargo, las fuerzas conservadoras ultraderechistas del Sur de Corea difunden esa mentira con su malsana intencion de envenenar la cada dia mas fuerte atmosfera pro-Norte y pro-reunificacion y revertir la corriente de la epoca de reunificacion del 15 de junio hacia la vieja era de confrontacion al inculcar un extremado sentimiento hostil a la RPDC en adhesion activa a la politica norteamericana de igual indole.
    Pero, estas maniobras no pasan de ser estertores de los marginados de la epoca.
    En lugar de pregonar inutilmente ese problema, ellas deben esclarecer primero los verdaderos aspectos del secuestro criminal contra los norcoreanos trasladados al Sur por engano o coercion de si mismas y EE.UU.

Rodong Sinmun denuncia autoritarismo de EE.UU.

    Pyongyang, 5 de septiembre (ATCC) -- La arbitrariedad y unilateralismo de Estados Unidos, que actua a su capricho sin tener en consideracion la Carta de la ONU ni los derechos internacionales, devienen factores principales que perturban la paz y la seguridad del mundo y generan choques armados. Asi senala el diario Rodong Sinmun en un comentario individual difundido este martes y prosigue:
    Debido al autoritarismo de EE.UU. en la arena internacional, se debilita la ONU y se desvirtua su Carta.
    　EE.UU. observa los derechos internacionales si le conviene, pero en caso contrario recurre a la intransigencia y unilateralismo en el plano militar.
    Tal politica autoritaria y unilateral del imperio lleva la situacion de la Peninsula Coreana a la coyuntura de guerra.
    　Ademas, el cerco y el chantaje militar de EE.UU. contra la RPDC resultan una flagrante violacion de la Carta de la ONU, que prohibe actos hostiles contra los paises miembros de la misma, y un acto criminal que resta la autoridad de esta organizacion internacional.
    Si se tolera la politica de EE.UU. fundamentada en el autoritarismo y unilateralismo, que entra en su peor fase, es imposible garantizar la justicia internacional ni los derechos legitimos de los paises.
    La realidad de hoy en que es violada la soberania de varios paises y son amenazadas gravemente la paz y seguridad del mundo, exige que todos los paises se pongan mas alertos que nunca por la politica referida de EE.UU.
    　Los pueblos del mundo amantes de la paz deben rechazarla y frustrarla tajantemente.

Minju Joson aboga por corregir el actual orden politico internacional

    Pyongyang, 5 de septiembre (ATCC) -- Hoy dia, se acentua la selectividad en la aplicacion de la pauta de derechos humanos, que debe tener objetividad y valor universal. Es preciso corregir pronto este orden politico internacional, en particular, frustrar la politica injusta de EE.UU. de emplear los derechos humanos como palanca para intervenir en los asuntos internos de otros paises y satisfacer su ambicion de dominar el mundo. Senala asi el rotativo Minju Joson en un comentario individual publicado en su edicion del dia 5 y prosigue:
    Debido a EE.UU. y otros paises autoproclamados como "juez de DDHH" que malemplean este tema en sus malsanos objetivos politicos, a Israel no le pesa ninguna responsabilidad o castigo por sus acciones militares contra los civiles libaneses.
    Es que en el trasfondo de tales operaciones militares, estuvo siempre la mano de EE.UU. que defiende al pais sionista de la censura internacional.
    EE.UU. no puede eludir la responsabilidad por los crimenes antihumanitarios de Israel, porque esta estrecha y politicamente vinculado con este en el reciente incidente del Libano.
    Esta realidad produjo la posicion callada de EE.UU., paises del occidente y algunas organizaciones internacionales.
    　Es decir, la pauta de derechos humanos varia segun los paises sujetos a ella.

Kim Yong Nam envia telegrama de consuelo al presidente irani

    Pyongyang, 5 de septiembre (ATCC) -- El presidente de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea, Kim Yong Nam, envio el dia 4 un telegrama de consuelo al presidente de la Republica Islamica de Iran, Mahmoud Ahmadinejad ,en relacion con que en la ciudad de Mashhad de este pais el incendio de un avion de pasajeros ocasiono una gran perdida humana. 　El remitente expresa profundo pesame y condolencias al destinatario y, por su conducto, a los muertos y sus familiares.
