Cambodian King Sends Large Floral Basket to DPRK Embassy
Pyongyang, September 12 (KCNA) -- Norodom Sihamoni, King of Cambodia, sent a large floral basket to the DPRK embassy in Phnom Penh to celebrate the 58th anniversary of the DPRK.
Written on the ribbons were letters "Congratulations on the 58th anniversary of the DPRK. King of Cambodia Norodom Sihamoni".
Authorized by the King, the secretary of State for the Royal Palace, together with under secretaries of State visited the embassy on September 8 to place the floral basket before the portraits of President Kim Il Sung and General Secretary Kim Jong Il and make a bow.
The secretary of State said that the King wished Kim Jong Il, General Secretary of the Workers' Party of Korea, Chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, good health and greater success in his noble work.
The King warmly congratulated the anniversary and expressed the expectation that the traditional relations of friendship between the two countries would be everlasting, the secretary added.

They placed the floral basket before the portraits of President Kim Il Sung and General Secretary Kim Jong Il and paid tribute to them.
The secretary of State said that the Great King and the Great Queen wished Kim Jong Il, General Secretary of the Workers' Party of Korea, Chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, good health and greater success in his noble work.
Kim Jong Il's Work Published in Mongolia
Pyongyang, September 12 (KCNA) -- General Secretary Kim Jong Il's famous work "On Some Tasks of Ideological Education of the Party" was brought out in pamphlet by a Mongolian publishing house on Sept. 4.
The work, published on Jan. 11, Juche 79 (1990), clarifies directions and ways of intensifying education to give clear understanding of the advantages of the socialist system of the DPRK, education in Korean-nation-first spirit, education in revolutionary traditions, class education and the ideological education of the Party as required by the developing reality.
Many Scientific and Technological Books Off Press
Pyongyang, September 12 (KCNA) -- The Central Scientific and Technological Information Agency published a lot of scientific and technological books of 250 kinds and electronic publications this year.
Among them are books "The trend of the development of education in different countries" (4 volumes), "The outbreak and prevention of bird flu", "Chlorine dioxide and its use", "Multilingual materials for study of IT " conducive to developing science and technology of the country.
Particularly, information scientific and technological magazines "Information science and technology", "Nano science and technology" and "Computer and program technology" are substantially helpful to the technical improvement and production of different sectors of the national economy.
The agency produced many CDs of scientific and technological data from this year to open a sure vista to improve the dissemination of science and technology.

Repeal of "Security Law" Demanded in S. Korea
Pyongyang, September 12 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration, the "Joint Measure Committee for Abolishing the Security Law, Defending the Liberty of Scholarship and Opposing Suppression of Professor Kang Jong Gu" and the Students Committee of the Democratic Workers' Party on Sept. 7 called a joint press conference in front of the Seoul District Public Prosecutor's Office in demand of the repeal of the "security law," according to a media report.
At the press conference, the organizations denounced the security authorities for filing a lawsuit without detention against Ri Ju Hui, chairperson of the Students Committee of the Democratic Workers' Party, and arresting Choe Hui Jong (pen name Kim Son Ju), permanent research member of the "south Korean Institute of Civil Rights", on charges of the violation of the notorious "security law" and resorting to harsher crackdown on Prof. Kang Jong Gu of Dongguk University and the Pusan branch of the "National Teachers Union."
Branding the repression by the security authorities as an act for helping the pro-U.S. conservative forces create a phase for grabbing power, they declared they would fight till the "security law" is totally abolished.
U.S. Urged to Implement Sept. 19 Joint Statement
Pyongyang, September 12 (KCNA) -- The Youth and Students Solidarity of south Korea to Implement the June 15 Joint Declaration reportedly made public a statement on Sept. 7 urging the U.S. to properly understand the will of the Korean nation for peaceful reunification, immediately stop the moves for a war against the north and opt for implementing the Sept. 19 joint statement.
It noted that the U.S., talking about "dialogue and peace", conducted a north-targeted provocative interceptor missile test-fire on Sept. 1 after staging military exercises for a preemptive attack on the north including the recent "Ulji Focus Lens" joint military exercises of bellicose nature. This clearly indicates who is chiefly to blame for threatening peace on the Korean Peninsula, the statement added, and continued:
We will not remain passive onlookers to the U.S. acts of threatening peace on this land with dangerous provocations for a war against the north in violation of the spirit of the September 19 joint statement calling for the denuclearization of the Korean Peninsula agreed upon at the fourth six-party talks.
Sixth National Sports Meet of Agricultural Workers Closes
Pyongyang, September 12 (KCNA) -- The Sixth National Sports Meet of Agricultural Workers opened at the Rungrado Recreation Ground in Pyongyang on Sept. 7 on the occasion of the 58th birthday of the DPRK closed on Monday.
The sports meet, participated in by more than 400 agricultural workers selected from provincial contests, included Taekwon-Do, Yut-game, Korean wrestling, swinging and seesaw.
Players of the Jongbang Co-op Farm in Sariwon City, North Hwanghae Province placed first in Yut-game, those of the Namap Co-op Farm in Yomju County, North Phyongan Province in Korean wrestling, those of the Ryongyon Co-op Farm in Anju City, South Phyongan Province in Taekwon-Do and those of the Sinam Co-op Farm in Ryongchon County, North Phyongan Province in swinging and seesaw.

U.S. Ranking Officials' Sophism Flailed
Pyongyang, September 12 (KCNA) -- High-ranking officials of the Bush administration are recently describing "war on terrorism", an offspring of their war policy, as an "anti-fascist war" and branding members of Islamic resistance organizations as "Islamic fascists".
Commenting on this, a Minju Joson analyst Tuesday dismisses the Bush administration's zealous beautification of its war policy with absurd phraseology as sophism of those driven to a tight corner.
The analyst goes on:
A congressional off-year election between the Republican Party and the Democratic Party is due in November in the United States. The election will be a theater of judgment on the policy of the Bush administration and the Republican Party. And the present situation is turning very unfavorable to the Bush administration and the Republican Party.
The public at home and abroad is becoming increasingly critical of the Bush administration's foreign policy and there is a growing pressure on it to stop the war and on the responsible politicians to resign. Such social atmosphere has led to a drastic drop in the support rate for the president and the administration.
It is as clear as noonday that if this trend is left to go on, the administration and the Republican Party will suffer a crushing defeat in the upcoming off-year election. Top brasses of the Bush administration, much upset by this, are trying to pull the wool over the eyes of the people with such words as "fascism". They must have seen that there would be no other way out but to beautify their war policy, soft-pedal public opinion opposed to it and keep pursuing military strong-arm policy.
The U.S. should clearly understand what a miserable end its anachronistic policy will entail.
S. Korean Organizations Demand Building of Park for People at Site of U.S. Military Base
Pyongyang, September 12 (KCNA) -- Eighteen civic and environmental organizations of south Korea including the Citizens' Solidarity for Democratic Society and the Environmental Movement Association reportedly held a press conference in Seoul on Sept. 7, at which they declared a solidarity struggle for a stop to the scheme of the "government" authorities to institute "a special law on Ryongsan park."
The south Korean authorities are now intending to institute "a special law on the creation of the Ryongsan national and historic park and readjustment of its surrounding area" (special law on Ryongsan park) for the purpose of covering the expenses for the transfer of the U.S. military base in Ryongsan by selling off the land of the base to entrepreneurs.
The organizations declared they would wage a solidarity struggle to force the authorities to drop the scheme and build a park for the people at the site of the U.S. military base in Ryongsan and use the U.S. military bases lying scattered in Seoul as auxiliary set-ups of the park and land for public use.
The press conference was followed by an inaugural ceremony of the Citizens Solidarity for Turning U.S. Military Base in Ryongsan into Ecological Park.

Pyongyang, September 12 (KCNA) -- Collectivism represents the true picture of Korean-style socialism and the way of living of the Korean people. 9th National Exhibition of Inventions and New Technology under Way
Pyongyang, September 12 (KCNA) -- The 9th National Exhibition of Inventions and New Technology which opened at the Three-Revolution Exhibition in the DPRK on September 6 is going on till the 15th.

Social Being Expounded by Juche Idea
Pyongyang, September 12 (KCNA) -- The Juche Idea clarifies that man is the social being.
The term "social being" by the Juche idea defines the essential characteristics of man.
It means that people form a social group and live and act in social relationship.
Having the social relationship, people make up a collective and live and conduct activities in society. Unthinkable apart from the social relations are a social collective and social life.
Man is not isolated but belongs to a social collective. And he lives and acts as a member of society and collective, helping each other ahead. It is none other than the man who maintains and develops his own existence through the social cooperative relation.
Man maintains and develops his existence in the course of establishing social relations and transforming the world purposefully and consciously. Herein lies the important feature of man.
But, the preceding theories did not view man as the only social being but included the material conditions and economic relations of man's social life to social beings.
The above-mentioned material conditions and economic relations are social ones which do not exist in nature. They are nothing but relations and creatures which come into being in the course of people forming a social collective and living.
Man is the very social being who creates and enjoys the social wealth and establishes and transforms the social relations.
Gifts to Kim Jong Il
Pyongyang, September 12 (KCNA) -- General Secretary Kim Jong Il was presented with gifts by the director-general of the European Society for the Study of the Juche Idea and the secretary general of the Latin American Institute of the Juche Idea and their parties on visits to the DPRK.
They were separately handed over to officials concerned by General Director Edmond Jouve and Secretary General Alva Chavez.
Meanwhile, a gift to Kim Jong Il from the Japanese Society for the Study of Kimilsungism was conveyed to an official concerned.
Protocol on Cooperation between DPRK and Mongolian Foreign Ministries
Pyongyang, September 12 (KCNA) -- A protocol on cooperation between the foreign ministries of the DPRK and Mongolia was signed here Tuesday.
Present at the signing ceremony from the DPRK side were Kim Yong Il, Vice-Minister of Foreign Affairs, and officials concerned and from the opposite side were members of the delegation of the Ministry of Foreign Affairs of Mongolia headed by S. Khurelbaatar and Mongolian ambassador e.p. to the DPRK Janchivdorjyn Lomvo.

Talks between DPRK SPA Delegation and Parliamentary Delegation of Indonesia Held
Pyongyang, September 12 (KCNA) -- Talks between the delegation of the DPRK Supreme People's Assembly and the parliamentary delegation of Indonesia were held at the Mansudae Assembly Hall Tuesday.
At the talks both sides exchanged views on the issue of boosting the relations between the two parliaments at a time when the friendly and cooperative relations between the DPRK and Indonesia are favorably developing in different domains and on a series of issues of mutual concern.

Pyongyang, September 12 (KCNA) -- The DPRK young football team defeated Chinese team 2:1 in the quarter finals to advance to the semi-finals of the U-17 Asian Championship now under way in Singapore since Sept. 3. The DPRK team was thus qualified to participate in the U-17 World Championship to be held in south Korea next year.
The DPRK team will face the Tajik team in the semi-finals on Sept. 14.

Kim Jong Il Inspects Company of KPA Unit
Pyongyang, September 12 (KCNA) -- General Secretary Kim Jong Il inspected a company of KPA Unit 8211.
He learned about the company's performance of guard duty before watching the training of the servicepersons of the company. He was greatly satisfied to learn that the company is not only intensifying the training after sprucing up the training ground but performing its combat duty in a responsible manner, remaining on high alert.
Watching soldiers conducting militant agitation reminiscent of frontline agitation in the drill ground, he praised them for successfully doing the political work suited to the circumstances to instill the fighting spirit and courage to wipe out the enemy into the servicepersons.
Then he went round an education room, a bedroom, a mess hall, a wash-cum-bath house, a barn and other places. Kim Jong Il dirige central hidroelectrica del rio Kumya
Pyongyang, 12 de septiembre (ATCC) -- El Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea y Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea, dirigio sobre el terreno el lugar de construccion de central hidroelectrica del rio Kumya.
En el mismo lugar fue acogido por los comandantes de una unidad del Ejercito Popular de Corea (EPC) incorporada a la construccion y los funcionarios directivos de la Empresa de Construccion de Plantas Hidroelectricas del Rio Kumya y de la Brigada de Construccion de la Provincia de Hamgyong del Sur.
Los constructores, al esforzarse activamente por materializar las tareas dadas sobre el terreno en abril de 2003 por el Dirigente, aceleran con dinamismo la obra de erigir la presa luego de dar cima a la obra de asentar la base de esta.
Tras escuchar las explicaciones ante el plano panoramico de la central, el Dirigente recorrio el lugar de construccion para enterarse de los detalles de la marcha de construccion.
Al decir que esta central se halla en un lugar adecuado y su proyecto fue trazado eficazmente, el se mostro muy satisfecho de que el pais va a contar con otra nueva y grande creacion de eterna duracion.
Senalo que la unidad incorporada esta vez a la obra es un destacamento meritorio que acumulo grandes hazanas en la construccion socialista y evaluo altamente los exitos logrados por ella.
Dijo que esta central hidroelectrica de gran envergadura tiene gran significado en la empresa de realizar la electrificacion del pais y presento las tareas programaticas que sirven de guia para acelerar la obra.
Luego de subrayar la necesidad de dedicar las fuerzas estatales a esta gran obra, asevero que el Consejo de Ministros, el centro y la provincia deben esmerarse en la labor de organizacion para terminar la obra en el periodo planeado y tomar estrictas medidas para asegurar con preferencia los materiales y equipos necesarios.
Es del todo posible adelantar la construccion de la planta al trabajar con aquel impetu y vigor con que crearon prodigios de repercusion mundial al construir en unos anos el Complejo Hidraulico del Mar Oeste, que era la dificil y magna obra de geotransformacion, apunto el y continuo que todos los dominios vinculados deben brindar activo apoyo a la obra y los constructores deben seguir dando pruebas del espiritu revolucionario de los militares y el de lucha tenaz.
Hay que construir la central hidroelectrica del rio Kumya sin desperfecciones algunas tampoco en el futuro lejano porque resulta una riqueza de eterna duracion a ser legada a las generaciones venideras, destaco el Dirigente y subrayo que se debe prestar atencion particular a asegurar en el nivel supremo la calidad de la construccion.

Minju Joson denuncia sofisma de la administracion Bush
Pyongyang, 12 de septiembre (ATCC) -- Los altos funcionarios de la administracion Bush califican de una "guerra antifascista" la "guerra antiterrorista", producto de la politica de guerra, y de "fascistas islamicos" a los resistentes islamicos.
Esto es un sofisma de quienes actuan rabiosamente para embellecer su politica belica.
Senala el rotativo Minju Joson en un comentario insertado en su edicion del dia 12 y continua:
En noviembre que viene en EE.UU. van a efectuarse las elecciones intermedias parlamentarias entre el partido republicano y el democratico. El sufragio servira de una silla de arbitro a la politica de la administracion Bush y del partido republicano.
La situacion actual se torna muy desfavorable a dicha administracion y partido.
Dentro y fuera de EE.UU. se alzan las voces de censura a la politica exterior de la administracion Bush y se eleva de dia en dia la demanda del cese de la guerra y de la dimision de los politicos responsables de esta. Tal ambiente social merma el apoyo al presidente Bush y a la administracion actual, que sufriran inevitablemente el fracaso en las elecciones de noviembre.
Es por eso que los altos funcionarios de la administracion Bush se desesperan para embellecer su politica de guerra y aplacar la opinion en su disfavor y persigue la politica de despotismo militar.
EE.UU. debe estar consciente de la consecuencia tragica que emane de su politica anacronica.
