Spokesman for DPRK Foreign Ministry on Resumption of Six-Party Talks
Pyongyang, November 1 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to a question put by KCNA on Nov. 1 as regards the bilateral and multi-lateral contacts made in Beijing with main emphasis on the DPRK-U.S. contact:
The DPRK recently took a self-defensive counter-measure against the U.S. daily increasing nuclear threat and financial sanctions against it.
Bilateral and multi-lateral contacts took place in Beijing on Oct. 31 with main emphasis on the contact between the DPRK and the U.S.
Discussed there were issues of seeking ways for the resumption of the six-party talks.
The DPRK decided to return to the six-party talks on the premise that the issue of lifting financial sanctions will be discussed and settled between the DPRK and the U.S. within the framework of the six-party talks.
GNP Campaign for Suspending Tour of Mt. Kumgang under Fire
Pyongyang, November 1 (KCNA) -- A spokesman for the Korea Asia-Pacific Peace Committee issued a statement Wednesday to accuse the Grand National Party of south Korea of kicking up a row demanding a halt to the tour of Mt. Kumgang.
The statement said:
The GNP is becoming evermore undisguised in its moves to totally block the tour of Mt. Kumgang, a symbol of inter-Korean economic cooperation.
The GNP gentry at a press conference held on October 29 groundlessly asserted that there was a suspicion of the diversion of the payment for the tour of the mountain to the purpose of "arms race" and recklessly demanded a halt to the tour.
When the DPRK successfully conducted the missile launching exercise for self-defence, this party instigated the right-wing conservatives to cry out for stopping the tour of the mountain. The frantic campaign escalated by them in the wake of the DPRK's successful nuclear test once again saliently reveals their inveterate sycophantic and treacherous tendency and their habit of betraying the nation as it is nothing but a foolish act of backing the U.S. in its pressure and sanctions against the DPRK.
The above-said campaign being staged at the instigation of the United States is intolerable as it is a pro-U.S. sycophantic act of challenging the fellow countrymen desirous of national reconciliation, unity and reunification and bringing back the inter-Korean relations to the era of mistrust and confrontation and a criminal act against the nation and reunification diametrically running counter to the June 15 joint declaration whose basic idea is the idea of "By our nation itself."
The tour of Mt. Kumgang has served as a short-cut to reunification that was opened and has been widened by the concerted efforts of the Koreans as it promotes inter-Korean reconciliation and cooperation.
If the tour of Mt. Kumgang was blocked by the ultra-right conservatives including the GNP, this would be an indelible crime against the fellow countrymen and history.
The GNP will have to pay a dear price for having worked hard to gratify its greed for power, while putting foreign forces above compatriots and infringing upon even the interests of the nation.
Taking this opportunity, the DPRK can not but serve a warning to those in south Korea crying out for the provision of goods instead of paying in cash for the tour of the mountain.
Is there any country in the world where tourists provide goods instead of paying money? Are there any people who should prepare goods to pay for their tour before their departure?
Their assertions might convince people at the time immemorial when currency did not exist at all. Their anachronistic way of thinking, therefore, cannot but be a laughing stock of people.
The above-said idea does not deserve even a passing note as it is a gross breach of the agreement reached between the two sides and a serious contravention of universally accepted international practice and norms.
The tour of Mt. Kumgang is a compatriotic undertaking that started thanks to the magnanimity and good faith of the DPRK as it set store by the earnest wishes and requests of the south Koreans from A to Z. The issue of conducting or stopping tourism does not lie within the rights of the United States and the GNP.
The DPRK will set store by the wishes and hopes of the south Koreans for the tour of Mt. Kumgang. But it makes it clear that in case there happens any irrevocable thing due to the GNP kowtowing to the U.S. it will be left with no option but to take relevant strong steps.
The DPRK will closely follow the future development.
National Exhibition of Achievements Made by Young Scientists and Technicians Opens
Pyongyang, November 1 (KCNA) -- A national exhibition of achievements made by young scientists and technicians was opened at the Three-Revolution Exhibition on October 31.
On display there are more than one thousand pieces of information on inventions and new technological innovations including valuable IT products.
Many programs helpful to raising the nation's level of informationalization and information about successes conducive to the promotion of health of the working people were appreciated by visitors.

Forum on 60th Anniversary of Kum Song University of Politics
Pyongyang, November 1 (KCNA) -- A forum was held on Oct. 31 to mark the 60th anniversary of the founding of Kum Song University of Politics.
Speakers recalled that President Kim Il Sung set forth an original guideline for founding the Central Youth Cadre School shortly after the liberation of the country and wisely led the work for its implementation.
They said the Central Youth Cadre School, the predecessor of Kum Song University of Politics, was set up on Nov. 5, Juche 35 (1946) and then it was developed into a university for training officials of working people's organizations as required by the development of the revolution.
With the foundation of the university, the Workers' Party of Korea could systematically train officials of working people's organizations including youth league functionaries with the permanent centre of training cadres of working people's organizations and the university could make a worthy contribution to the accomplishment of the cause of the WPK, the Songun revolutionary cause, they noted.

U.S. Denounced for Harassing Peace in Korea
Pyongyang, November 1 (KCNA) -- The United States should immediately stop its moves to provoke a war against the DPRK and its criminal acts of egging the south Korean army on to confrontation with fellow countrymen, which are aggravating the situation on the Korean Peninsula, urges Minju Joson in a commentary Wednesday.
Citing facts about the highly dangerous moves of the U.S. to ignite a new war on the Korean Peninsula and its instigation of the south Korean army to inter-Korean confrontation, the analyst says:
The reality today substantiates that the U.S. is the principal culprit in wrecking peace and security in the Korean Peninsula and the rest of the world.
The U.S. is using a profusion of pretty phrases to paint itself as one desirous of peace on the Korean Peninsula, but they are sheer lies. What it seeks is to aggravate the situation on the peninsula at whatever cost to invent an excuse to provoke a new war, a nuclear war, and fish in troubled waters by pitting the Koreans against each other.

Japan's Anti-DPRK Campaign under Fire
Pyongyang, November 1 (KCNA) -- The Abe Cabinet is now getting frantic in its moves to internationalize the "issue of abduction" that had already been settled and its campaign against the General Association of Korean Residents in Japan (Chongryon) in a bid to fish in troubled waters for a political purpose, pursuant to its American master's line.
Rodong Sinmun Wednesday observes this in a signed commentary.
It goes on:
As a matter of fact, Japan's diplomacy is under the U.S. control.
The Abe Cabinet is not in a position to refuse to meet the demand of the U.S. master for forming an anti-DPRK alliance over the nuclear issue. A solution conceived by the pro-U.S. right-wing conservative Abe Cabinet under this situation is to show extra zeal in internationalizing the issue of the DPRK-Japan relations and knocking into shape an anti-DPRK alliance, subservient to Washington, in a bid to improve Japan's diplomatic image.
This behavior of the Abe Cabinet was promoted by its calculation that it would help win greater favor of its U.S. master, go without redeeming Japan's huge crimes in the past and secure a say when discussing the "issue on the Korean Peninsula". This is the diplomacy much publicized by the Abe Cabinet.
In essence, Japan's diplomatic policy remains unchanged. What is noteworthy is that it has become more zealous in toeing the U.S. line. This is evidenced by the Abe Cabinet extreme campaign against the DPRK. For this reason, Japan is now swept by a whirlwind of hostility towards the DPRK.

More Meetings Held to Hail Successful Nuclear Test
Pyongyang, November 1 (KCNA) -- More army-people meetings took place in the cities of Sunchon, Hoeryong, Sinpho and Songrim and Kangso, Songgan, Songwon, Taegwan, Sindo, Sepho, Phyonggang, Kyongsong, Sinchon and Chongdan counties to hail the historic successful nuclear test.
The speakers at the meetings said that the recent positive countermeasure taken by the DPRK to defend the sovereignty of the country and the nation and firmly protect the just cause of socialism from the U.S. extreme threat of a nuclear war was a just decision to defend the peace and stability on the Korean Peninsula and in its vicinity.
The army and the people of the DPRK remain unfettered in face of any U.S. sanctions and pressure, they noted, adding that the more reckless moves of the U.S. imperialists to isolate and stifle the DPRK would only harden the revolutionary faith and will of the army and the people to firmly protect the ideology and system of the country.

Forest Resources Created in DPRK
Pyongyang, November 1 (KCNA) -- A great effort has been directed to creating forest resources in the DPRK.
The activities for collecting seeds of trees of good species and nursing saplings are at their height in the nursery and afforestation fields during the current autumn general mobilization period for land management.
The afforestation stations are also pushing ahead with construction of nurseries and preparations for land adjustment and sapling keeping.
The Songgan Industrial Forest Management Company, the Huichon Industrial Forest Management Company and other afforestation stations in Jagang Province have created nursery fields and are sowing seeds of trees of good species.
The Jungthojang Afforestation Station of the Rimyongsu Forestry Company has built nursery hothouses to suit the features of cold areas. It produces hundreds of thousands of saplings a year in the hothouses.
South Hamgyong Province has taken positive steps to cultivate a lot of needle- and broad-leaved trees.

Scientific and Technical Successes Made in Medical Field
Pyongyang, November 1 (KCNA) -- New scientific and technical successes have been made in the field of public health including the Academy of Medical Science, being helpful toward the improvement of the people's health.
The Tumor Institute under the academy has succeeded in introducing the method of grafting hematopoietic stem cell to the treatment of obstinate diseases.
The Pharmaceutical Institute has made Robal Hepatitis Clysis good for the cure of liver diseases.
The clysis which contains 14 kinds of amino acid including leucine, isoleucine and valine promotes the composition of muscular protein, increases the protein composition in liver and controls the rise of plasma and aromatic amino acid.
Kim Man Yu Hostipal has found out the method of assessing bond adhesion state by computer, thus putting diagnosis and treatment on a higher level.
It has also digitized the conglutination process so as to assess the bond density. This method was explored and perfected through clinical practice.
"Intelligence Service's" Campaign of Crackdown Denounced in S. Korea
Pyongyang, November 1 (KCNA) -- The Democratic Workers' Party of south Korea and the South Headquarters of the National Alliance for the Country's Reunification (Pomminryon) reportedly made a strong protest against the undisguised campaign of crackdown launched by the "Intelligence Service" on charge of violation of the outdated "National Security Law"(NSL).
On Oct. 24 the "Intelligence Service" arrested Ri Jong Hun, former member of the Central Committee of the Democratic Workers' Party, and others on charges of "espionage" and violation of "the clause on meeting and communication" stipulated in the NSL and started investigating them. On Oct. 26 it committed such outrage as walking away and detaining Choe Ki Yong, deputy secretary general of the same party on the charge of the violation of the NSL.
In this regard Mun Song Hyon, representative of the above-said party, declared on the same day that the party would properly investigate the crackdown upon them and positively react to it, terming the "Intelligence Service's" arrest of them without any prior notice or any explanation about the charge brought against them a very base suppressive action.
Pak Yong Jin, spokesman for the above-said party, said it is intolerable that the political circles are still invoking the NSL, defying the people's demand that "the NSL be sent to a museum" and expressed its stand to react to the suppression.
The party called a press conference in front of the building of the "Intelligence Service" on Oct. 25 at which it stated that the above-mentioned crackdown is nothing but a plot to create a new anti-reunification atmosphere on this land.
The South Headquarters of "Pomminryon in a statement released on Oct. 27 said that the above-said case reveals an intention of the "Intelligence Service" to cook up a "spy ring case" to serve the conservative forces and chill the desire for reunification growing strong among south Koreans under this pretext.
Anniversary of Kim Jong Il's Work Marked
Pyongyang, November 1 (KCNA) -- Rodong Sinmun today dedicates an article to the 12th anniversary of Kim Jong Il's famous work "Socialism Is a Science."
The author of the article says that the work published on November 1, Juche 83 (1994) is a monumental library of the present times as it gives a comprehensive answer about socialism as a science from the Juche-oriented standpoint.
Noting that the truth and invincibility of socialism with the first consideration to human being, man-centered socialism of Juche, have been fully displayed in the stern practices of the revolution over the last one decade or more after the publication of the work, the article goes on:

End to U.S. Domination over S. Korea Urged
Pyongyang, November 1 (KCNA) -- To put an end to the U.S. domination and interference is an urgent national task for achieving national reconciliation and unity and bringing peace and reunification to the Korean Peninsula by the concerted efforts of the Koreans, says Rodong Sinmun Wednesday in a signed article.
It goes on:
The U.S. imperialists' military presence and domination over south Korea are aimed at perpetuating the split of the Korean nation.
When Korea was liberated from the ferocious Japanese imperialists' colonial rule on Aug. 15, 1945, it was the unanimous dream and aspiration of the Korean nation to build a prosperous independent sovereign state. However, the U.S. imperialists seized by a wild ambition for world domination put south Korea under their military occupation in disregard of the demand of the Korean nation, coveting the Korean Peninsula, a vantage point of strategic importance in Northeast Asia.
In order to keep the Korean nation split and dominate south Korea for an indefinite period the U.S. imperialists have continued the presence of their aggressor troops there, poisoning the atmosphere of peace and reunification and aggravating the situation through ceaseless military exercises and arms buildup.
The U.S. imperialists' domination and interference in south Korea are the main factor of blocking national reconciliation and unity and hamstringing the efforts to develop the inter-Korean relations.
The U.S., regarding south Korea as "the first class strategic region," is seeking the continued split of the Korean nation and the ceaseless confrontation between the north and the south for the purpose of justifying its imperialist aggressor troops' presence in south Korea. The U.S. imperialists intensified interference and obstructions to the efforts to achieve Korea's reunification whenever the enthusiasm to achieve inter-Korean reconciliation and unity mounted high. The north and the south of Korea agreed on the three principles of national reunification and made public the July 4 joint statement in the 1970s. They, however, failed to bring about a turning phase for national unity and independent reunification. It is already widely known that this was attributable to the wicked interference and obstructions of the U.S. imperialists.
The U.S. imperialists have reached an extreme phase in their moves to interfere in the issue of Korea's reunification, going against the trend of the June 15 era for reunification. They are very displeased with the inter-Korean cooperation and exchange going on despite their frantic pursuance of their hostile policy towards the DPRK and their anti-DPRK sanctions and pressure and they are leaving no means untried to put the brake on them.
It is the only way out for the Korean nation to achieve national independence against foreign domination and interference and this is the only way of tiding over the present difficulties and attaining peace and reunification.
Gift to Kim Jong Il from Lao Federation of Trade Unions

Pyongyang, November 1 (KCNA) -- The DPRK team beat the Iranian team 5:0 in the league match of the AFC under-19 Soccer Championship in India on Oct. 31. The Iranian team trounced the Tajik team 3:1.
The championship opened in India on October 29.
Kim Jong Il's Work Off Press in Jamaica
Pyongyang, November 1 (KCNA) -- Kim Jong Il's famous work "Let Us Reunify the Country Independently and Peacefully through the Great Unity of the Entire Nation" was brought out in booklet by the Digital Systems Publishing House of Jamaica on October 23.
The work, published on April 18, Juche 87 (1998), deals with the five-point policy for great national unity, important guidelines for achieving the great unity of the whole nation.

Pyongyang. Discrimination against Koreans in Japan Denounced
Pyongyang, November 1 (KCNA) -- The promotion committee of the 3rd Conference of Non-governmental Organizations (NGO) of Overseas Koreans reportedly called a press conference in Seoul on Oct. 27 to expose the inhuman and vicious discrimination against Koreans in Japan by the Japanese authorities and ultra-right reactionary forces such as threat, violence and economic sanctions.
The speakers at the press conference noted that countless were the cases of threat and assault against Koreans by the ultra-right reactionary forces in Japan. They expressed concern, saying the seriousness of the matter lay in that the victims were children who should be protected and girl students wearing chima and jogori (Korean costume).
They said:
Some time ago, Korean children received a phone call and e-mail threatening "All of you will be killed. Go back to Korea." Ultra-right gangsters even let loose an ugly torrent of abuses such as "Go back to your country" through megaphones nearby a school of Koreans in Japan. These are impudent acts which can never be tolerated.
The Koreans in Japan are leading a very uneasy life under all manner of oppression and watch by the Japanese authorities. We, jointly with human rights defence forces of the international community, will answer this will a tough reaction.

Aunque este anuncia mucho los cambios en su diplomacia, no puede ocultar su fachada miserable de sirviente a EE.UU.
Si Japon sigue desarrollando esa frenetica campana anti-RPDC de ahora, no tendra ningun resultado positivo y complicara mas la situacion.
Japon debe liquidar cuanto antes sus crimenes perpetrados en el pasado en lugar de agravar la situacion llevando al extremo las relaciones con la RPDC.
EE.UU. perturba la paz de Peninsula Coreana, revela Minju Joson

Aunque EE.UU. habla como si estuviera deseando la paz de la Peninsula Coreana, la realidad de hoy comprueba que este pais es el responsable principal de la perturbacion de la paz y seguridad de la Peninsula Coreana y el resto del mundo, opina el comentarista y prosigue:
La intencion del imperio es empeorar de todas maneras la situacion de la Peninsula Coreana para procurar un pretexto de nueva guerra nuclear y sacar provechos de la pelea fratricida de los coreanos.
Pues es un metodo rutinario de EE.UU. sacrificar a otros paises para sus beneficios.

Recalcaron que la situacion de hoy prueba la justeza de la decision de nuestro pais de poseer la arma nuclear.
Nuestro ejercito y pueblo no perdonaran jamas las maniobras de agresion de los imperialistas norteamericanos y lograran sin falta la victoria final en la batalla de confrontacion con EE.UU., concluyeron.
