Anniversary of Promulgation of Socialist Constitution Marked

    Pyongyang, December 27 (KCNA) -- Papers Wednesday carry editorials on the occasion of the 34th anniversary of the promulgation of the "Socialist Constitution of the Democratic People's Republic of Korea" by President Kim Il Sung. The promulgation of the socialist constitution on Dec. 27, Juche 61 (1972) marked a historic event that brought about a fundamental turn in the state political activities of the Korean people and in their efforts to accomplish the cause of revolution, says Rodong Sinmun.
    It goes on:
    The state mechanism was converted into one which puts main emphasis on national defence and the socialist constitution was renamed Kim Il Sung Constitution at the First Session of the 10th Supreme People's Assembly in September Juche 87 (1998), thus making it possible for the Koreans to firmly defend the President's idea of state building and feats performed by him and accomplish the revolutionary cause of Juche.
    The socialist system in the DPRK has grown stronger and developed and its might has been augmented despite grim ordeals unprecedented in history.
    The Korean-style socialism is a genuine man-centered socialism where people are considered to be the most valuable and everything serves them.
    It is the supreme principle of the Workers' Party of Korea and the state of the DPRK in all activities to give top priority to the interests of the people.
    The Korean-style socialism is a powerful one unswervingly advancing with the might of the single-minded unity of the army and people around the headquarters of the revolution.
    This unity based on the revolutionary comradeship whose origin goes back to the days when the revolution was pioneered has developed to a higher stage in the Songun era.
    Kim Jong Il's profound loving care for the servicepersons and the people, his tireless and devoted service for them and tested and seasoned leadership served as a motive force that helped the army and people of the DPRK form a community linked with the same destiny who always share the idea, intention and life and death with the leader.
    It is only the DPRK where the army and the people have formed unbreakable close ties with the leader.
    The Korean-style socialism is an invincible one which is defended and emerges ever-victorious by the matchless military force.
    The Korean People's Army equipped with modern offensive and defensive means is taking the lead in making a breakthrough in the building of a great prosperous powerful nation while devotedly defending the headquarters of the revolution and firmly protecting the security of the country and the people.
    Kim Jong Il is a peerlessly great man who has put the dignity of the country and the nation on the highest level, the editorial says, calling on all the servicepersons and people to remain true to his idea and leadership with absolute trust in him.
    Minju Joson says that to have Kim Il Sung Constitution is the highest privilege and the greatest honor that can be enjoyed only by the Korean people who have Kim Jong Il at the top post of the revolution.

Reception Given by Chinese Ambassador

    Pyongyang, December 27 (KCNA) -- Liu Xiaoming, Chinese ambassador to the DPRK, gave a reception at the embassy on Tuesday on the occasion of the New Year, Juche 96 (2007). Present on invitation were Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly, Choe Chang Sik, minister of Public Health who is chairman of the Central Committee of the Korea-China Friendship Association, and officials of the Ministry of the People's Armed Forces, ministries and national institutions.
    On hand were staff members of the Chinese embassy.
    Liu Xiaoming in a speech said that in 2006 the Korean people, under the guidance of General Secretary Kim Jong Il and the Workers' Party of Korea, have made tireless efforts to develop the economy and improve the standard of the people's living in the spirit of fortitude under the complicated situation. Recalling that Kim Jong Il paid a successful visit to China at the beginning of the year, the ambassador said that progress has been made in exchange and cooperation between the two countries in various fields.
    It is the steadfast policy of the Chinese party and government to constantly consolidate and develop the traditional relations of friendship and cooperation between China and Korea, he said, adding: We, together with Korean comrades, will deepen cooperation in various fields and steadily develop the China-Korea relations in the new year by sincerely realizing the common understanding agreed upon by the leaders of the two countries.
    Yang Hyong Sop said that this year the Chinese people, under the guidance of the Communist Party of China, have registered successes in the work to achieve the political stability of the country, ensure the development of the economy and reunify the whole country.
    It is the consistent stand of the Workers' Party of Korea and the DPRK government to steadily consolidate and develop the traditional Korea-China friendship, he said, expressing the belief that the bilateral bonds of friendship and cooperation will continue to grow stronger by the common efforts of both sides in the new year, too.
    Prior to the reception, the ambassador arranged a party in honor of officials of the International Department of the WPK Central Committee and the Ministry of Foreign Affairs on the same occasion.

Nepalese Preparatory Committee Formed

    Pyongyang, December 27 (KCNA) -- A Nepalese preparatory committee for commemorating the Day of the Sun and February 16 in 2007 was inaugurated in Katmandu on Dec. 21 with due ceremony. Present at the ceremony were Amik Sherchan, deputy prime minister and minister of Health and Population who is president of the Central Committee of the People's Front of Nepal, Lam Prid Paswan, vice-president of the Senate of Nepal, C. P. Mainali, general secretary of the C.C., the Nepal Communist Party (Marxist-Leninist) and chairman of the Nepalese National Memorial Committee for the Great Leader Comrade Kim Il Sung, Manik Lal Shrestha, chairman of the Nepal-Korea Friendship Association and chairman of the Nepal Institute for the Juche Studies, and other political and public figures and members of Juche idea study organizations and friendship and solidarity organizations.
    The president of the C.C., the People's Front of Nepal was elected chairman of the preparatory committee.
    The participants in the ceremony decided to organize various political and cultural events to significantly commemorate the Day of the Sun and February 16 in 2007 as holidays common to humankind, give wide publicity to the reality of Korea dynamically advancing under the banner of Songun through media and extend positive support and solidarity to the just cause of the Korean people.
    A congratulatory message to Kim Jong Il was adopted at the ceremony.

Kim Il Sung and Kim Jong Suk Registered as Honorary Special Members in Nepal

    Pyongyang, December 27 (KCNA) -- The Nepal Journalist Association registered President Kim Il Sung and anti-Japanese war hero Kim Jong Suk, great persons, as its honorary special members on the occasion of December holidays. A ceremony was held in Katmandu on Dec. 20 to convey the certificates of honorary special members presented to them.
    Written in the certificates are the following letters: The Nepal Journalist Association has a special honor of registering President Kim Il Sung, the eternal leader of the Korean people and pioneer of the era of independence, Comrade Kim Jong Suk, the great mother of Korea and an anti-Japanese war hero, paying high tribute to them. Their ideal is coming to reality and it will shine as a beacon forever.
    Manju Ratna Sakya, chairman of the association, said it is high honor and pride of all the members of the association to have registered Kim Il Sung and Kim Jong Suk as its honorary special members after Kim Jong Il was registered as its honorary special member last year.

Stop to Suppression of Koreans in Japan Demanded in S. Korea

    Pyongyang, December 27 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration reportedly issued a statement on Dec. 22 urging the Japanese government to stop the suppression of Korean residents in Japan. The Japanese authorities are supporting the terrorist acts of the ultra-right conservative forces while further distressing the Korean residents instead of making an apology and compensation, the statement said. This shows that Japan has not yet discarded their ambition for reinvasion of Korea.
    The Japanese reactionaries should no longer do such foolish acts as adding to the crimes they committed, the statement said, urging the Japanese government to stop at once the suppression of Korean residents and refrain from running amuck.

U.S. Imperialists' Moves to Invade DPRK under Fire

    Pyongyang, December 27 (KCNA) -- It is the will and stand of the Korean people to respond to dialogue with dialogue and to an unjust war with a just war, says Rodong Sinmun today in a commentary. Some time ago, the commander of the U.S. forces in south Korea announced that the U.S., together with south Korea, would stage in the spring of 2007 RSOI on the largest scale ever in history with an attendance of former vice-commanders of the U.S.-south Korea "combined forces command".
    Commenting on it, the daily says:
    Such announcement on the war exercises against dialogue partner was made as soon as it was agreed to resume the six-party talks. This is a wanton challenge to dialogue and an undisguised act of destroying peace.
    A dialogue and war exercise can never go together. Though calling for dialogue, the U.S. is frantically accelerating preparations for a Korean war, bringing the situation to the brink of war. The U.S. lip-service to dialogue is no more than a smoke-screen to camouflage its scheme to invade the DPRK.
    As already known, the U.S. has intensively deployed means of nuclear attack in the Asia-Pacific region including south Korea and Japan in recent years. At the same time it also mobilized its satellite forces including the abovesaid countries to stage large-scale war exercises one after another against the DPRK, posing serious threat to it.
    The RSOI the U.S. imperialists are going to stage is very dangerous as it is aimed at rounding off military actions of the U.S. and south Korean forces to make a surprise attack on the DPRK.
    The U.S. seeks to take the dialogue as an opportunity to realize its stick policy and build up an international environment needed for it, not as a field of negotiation for the solution of the problem.
    The Korean people hope for a negotiated solution to the problem, but will never allow the U.S. to take the dialogue as a chance for sharpening its sword of aggression.
    They are watching the U.S. imperialists' moves for a new war with high vigilance, fully preparing themselves to cope with any possible situation.
    The bellicose Bush forces should stop reckless war moves, clearly mindful that to render the situation of the Korean peninsula strained and provoke a second Korean war will be as foolish an act as further endangering the destiny of the U.S. in a dilemma.

Seminar for Peace in Northeast Asia Held in Japan

    Pyongyang, December 27 (KCNA) -- A seminar on the subject of "Peace in Northeast Asia and establishment of diplomatic relations between Japan and the DPRK" was held in Osaka on Dec. 13 with academic and media persons of Japan and officials of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon) attending. The seminar was addressed by Haruki Wata, honorary professor of Tokyo University, Yoshikazu Shimizu, former general director of the Junichi Shimbun, and others.
    They underscored the need for the Japanese people to put together their voices of conscience to establish diplomatic relations between Japan and the DPRK and urged the Japanese authorities to stop discrimination and suppression of Koreans in Japan and ensure their human rights.
    Saying that it is an irreversible trend on the Korean Peninsula to advance toward the national reunification, they demanded that the Japanese government adopt its Korea policy helpful to the reunification of Korea.
    An appeal was adopted at the seminar.

Kim Jong Il inspecciona subunidad de la Unidad No. 3993 del EPC

    Pyongyang, 27 de diciembre (ATCC) -- El Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea, Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea y Comandante Supremo del Ejercito Popular de Corea, inspecciono una subunidad de la Unidad No. 3993 del EPC. 　Luego de hacer conocimiento del estado de cumplimiento del deber de la subunidad, vio un entrenamiento de los militares.
    　Se mostro satisfecho de que la subunidad prepara a los uniformados como combatientes capaces de pelear a solas contra cien enemigos a traves de constantes y sustanciales ejercicios y presento las tareas que sirven de guia para el aumento de la combatividad.
    　Seguidamente, recorrio la sala de educacion, dormitorio, comedor, almacen de alimentos subsidiarios, bano, lugar de descanso al aire libre y otros lugares.
    　Tras pasar revista a las bien acondicionadas instalaciones interiores y al recinto de cuartel, se alegro mucho de que los soldados viven en ese cuartel tan magnifico.
    　Afirmo que preparar las mas favorables condiciones de vida a los soldados y atenderlos cordialmente para que no tengan ningun inconveniente en su vida deviene uno de los importantes problemas en la administracion de la unidad y ratifico que se debe dar siempre profunda atencion a la intendencia.
    　Dijo que ahora todas las unidades del EPC mantienen limpios sus puestos y organizan hacendosamente su vida economica y anadio que esta realidad es una manifestacion del poderio espiritual de nuestro ejercito.
    　Acto seguido, presencio una funcion artistica de los militares de la subunidad.
    　El Comandante Supremo dejo como recuerdo a los uniformados de esta binoculos, ametralladora y fusil automatico y se fotografio junto a ellos.

Rodong Sinmun condena belicismo de EE.UU. en contra del dialogo

    Pyongyang, 27 de diciembre (ATCC) -- El periodico Rodong Sinmun publico este miercoles un comentario individual reafirmando que prepararse para responder con el dialogo al dialogo y con la guerra justa a la injusta es la voluntad y posicion del pueblo coreano en cuanto a la paz. Hace poco, el comandante de las tropas norteamericanas ocupantes del Sur de Corea anuncio que Estados Unidos desarrollara junto con el Sur de Corea en primavera de 2007 el "ejercicio combinado de refuerzo para el tiempo de guerra" de la mayor envergadura que todas sus ediciones anteriores con la presencia de los ex subjefes de la "comandancia de las fuerzas conjuntas surcoreano-norteamericanas", recuerda el comentarista y prosigue:
    Estas palabras agresivas, pronunciadas inmediatamente despues de publicado el acuerdo sobre el reinicio de las conversaciones a seis partes, devienen un desafio frontal al dialogo y abierto acto perturbador de la paz.
    Nunca seran compatibles el dialogo y los ejercicios belicos.
    　Detras de la cortina del dialogo, EE.UU. acelera freneticamente los preparativos para la guerra coreana llevando la situacion al borde de la guerra. Por lo tanto, el dialogo, de que habla tanto el imperio, no pasa de ser una cortina de humo para encubrir su intento de agredir al Norte de Corea.
    Como es conocido por todos, en los ultimos anos, EE.UU. ubico concentradamente los medios de golpe nuclear en el Sur de Corea, Japon y otras regiones de de Asia y Pacifico. Al mismo tiempo, desarrolla los ejercicios belicos de gran envergadura contra la Republica Popular Democratica de Corea movilizando al Sur de Corea, Japon y otros paises satelites.
    El "ejercicio combinado de refuerzo para el tiempo de guerra" arriba mencionado tiene por su objetivo adiestrar las acciones militares de las tropas norteamericanas y surcoreanas para invadir en un momento menos pensado a la RPDC.
    EE.UU. trata de aprovechar el dialogo no para negociaciones encaminadas a la solucion del problema sino como un recurso de su politica de garrote y oportunidad para dar el clima internacional necesario a ello.
    El pueblo coreano observa con alta vigilancia las maniobras de los imperialistas norteamericanos para la provocacion de una nueva guerra y esta listo en todo lo necesario para hacer frente a todas las contingencias posibles.

Periodicos conmemoran Dia de la Constitucion Socialista

    Pyongyang, 27 de diciembre (ATCC) -- Los periodicos capitalinos difundieron este miercoles sendos editoriales dedicados al 34o aniversario de la "Constitucion Socialista de la Republica Popular Democratica de Corea", promulgada el 27 de diciembre del 61 (1972) de la Era Juche por el Presidente Kim Il Sung. El nacimiento de la Carta Magna devino un acontecimiento historico que produjo cambios radicales en las actividades politicas estatales y el cumplimiento de la causa revolucionaria del pueblo coreano, afirma el diario Rodong Sinmun y prosigue:
    En el primer periodo de sesiones de la decima legislatura de la Asamblea Popular Suprema, que tuvo lugar en septiembre del 87 (1998) de la Era Juche, el sistema de aparatos estatales se convirtio en el mecanismo que concede preferencia a la defensa nacional y la Carta Magna socialista fue nominada como la Constitucion Kim Il Sung.
    De esta manera, se dieron las garantias para llevar a feliz termino la causa revolucionaria del Juche defendiendo firmemente las ideas y hazanas del Presidente en materia de la construccion del Estado bajo la orientacion del Dirigente Kim Jong Il mediante el Songun (priorizacion militar).
    Aun en medio de duras pruebas, sin precedentes en la historia, el sistema socialita coreano se solidifico mas y la potencialidad de la RPDC se multiplico en todos los sentidos.
    El socialismo al estilo coreano es una sociedad verdadera centrada en las masas populares donde el pueblo esta por encima de todo y todas las cosas estan al servicio de este.
    Por eso, el principio maximo, que mantienen el partido y el Estado en su lucha y trabajo, consiste precisamente en anteponer estrictamente los intereses del pueblo.
    El socialismo coreano marcha impetuosamente con las fuerzas motrices de la unidad monolitica entre el ejercito y el pueblo, cuyo nucleo es la Direccion de la Revolucion.
    La unidad monolitica es la garantia fundamental de todas las victorias del socialismo coreano.
    Esta unidad basada en la camaraderia revolucionaria, que viene manifestandose ya desde la etapa inicial de la revolucion, entro en una fase mas alta en esta epoca del Songun.
    El calido amor y los esfuerzos abnegados del Dirigente por los soldados y el pueblo y su diestra y probada direccion hicieron que estos formaran una comunidad en que comparten la misma idea, el mismo proposito y el mismo destino con aquel.
    En ese sentido, la RPDC es el unico pais donde el Lider y decenas de millones de militares y habitantes estan enlazados de manera inseparable.
    El socialismo coreano es el invencible que se defiende y sale victorioso con las fuerzas armadas sin rivales.
    Hoy dia, el Ejercito Popular de Corea, dotado de modernos medios ofensivos y defensivos, abre en la delantera la brecha de la construccion de una gran potencia prospera defendiendo a costa de la vida a la Direccion de la Revolucion y salvaguardando con firmeza la seguridad de la patria y el pueblo.
    El Dirigente es el gran hombre de todos los tiempos que situo en la etapa mas alta la dignidad de la patria y la nacion.
    Todos los oficiales y soldados del EPC y los habitantes deben depositar absoluta confianza en el y acatar con fidelidad su idea y direccion.
    Por su parte, el rotativo Minju Joson destaca que la Constitucion Kim Il Sung significa el privilegio y el honor mas grandes del pueblo coreano que tiene al Dirigente en el puesto cimero de la revolucion.
