5th Session of 11th SPA of DPRK Held
Pyongyang, April 11 (KCNA) -- The 5th session of the 11th Supreme People's Assembly of the DPRK was held at the Mansudae Assembly Hall on Wednesday.
General Secretary Kim Jong Il attended the session.
Present there were deputies to the SPA.
Officials of the Party, military and power organs, social organizations, ministries and national institutions and officials in the fields of science, education, culture and art, public health and media were present there as observers.
The session discussed the following agenda items: "1. On the review of the work of the DPRK Cabinet in Juche 95 (2006) and its tasks for Juche 96 (2007)" and "2. On the results of the implementation of the state budget of the DPRK for Juche 95 (2006) and its state budget for Juche 96 (2007)" and "3. Organizational matter."
Deputy Kwak Pom Gi, vice-premier of the Cabinet, said in the report on the first agenda item that precious successes were made in the socialist economic construction last year; the total revenue in the sectors of the national economy grew as compared with that in the previous year, the production of major industrial goods markedly increased and a precious foundation was laid to rapidly improve the standard of people's living in the shortest span of time and great successes were achieved in the cultural construction, too.
Saying that the main thrust of the economic construction this year is to improve the standard of people's living on the basis of the existing foundations of agriculture and light industry and bolster up the four pilot domains of the national economy in order to give the fullest play to the production potential of the overall economy, continue energetically pushing forward the modernization of the national economy and satisfactorily solve the problem of socialist economic management in Korean style, the reporter referred to the concrete tasks to do so.
Deputy Ro Tu Chol, vice-premier of the Cabinet, said in his report on the second agenda item that last year the state budgetary revenue was fulfilled at 97.5 percent as compared with that under plan or a jump of 4.4 percent over that in the previous year and the state budgetary expenditure was carried out at 99.9 percent as compared with that under plan and 16 percent of the total state budgetary expenditure was allocated as defence spending and 40.8 percent of it was earmarked for various domains of the national economy.
The state budgetary revenue for this year is expected to grow 5.9 percent over last year, he said, adding: The state budgetary expenditure for this year will show an increase of 3.3. percent over last year and its plan has been shaped in such a way as to effectively use a large amount of it for the development of the national economy and the improvement of the standard of people's living and 15.8 percent of the total state budgetary expenditure will be allocated for national defence.
Speakers at the session said that the work of the Cabinet and the implementation of the state budget last year were correctly reviewed and summed up, expressing full support and approval of the reports made on the two agenda items as clear tasks of the Cabinet for this year were proposed and the state budget for the year was correctly shaped.
They expressed their determinations to augment the political and military might of the country in every way and bring about a new change in all the fields of economy this year, which commemorates the 95th birth anniversary of President Kim Il Sung and the 75th anniversary of the Korean People's Army.
Decision of the DPRK SPA "On approving the work of the DPRK Cabinet in Juche 95 (2006) and the results of the implementation of the state budget for Juche 95 (2006)" and the ordinance of the DPRK SPA "On the state budget of the DPRK for Juche 96 (2007)" were adopted at the session with the unanimous approval of the deputies.
The session discussed its third agenda item "Organizational matter".
The session relieved Deputy Pak Pong Ju of premiership and elected Deputy Kim Yong Il premier of the Cabinet of the DPRK.
Deputy Kim Yong Chun was elected vice-chairman of the NDC of the DPRK at the session.
Report on Results of Implementation of Last Year's State Budget and State Budget for This Year
Pyongyang, April 11 (KCNA) -- Deputy to the DPRK Supreme People's Assembly Ro Tu Chol, vice-premier of the Cabinet, delivered a report on the results of implementation of the state budget of the DPRK for Juche 95 (2006) and its state budget for Juche 96 (2007) at the fifth session of the 11th SPA held on Wednesday.
According to the report, the state budgetary revenue last year was fulfilled at 97.5 percent as compared with that under plan or a jump of 4.4 percent over that in the previous year.
The plan for the local budgetary revenue was fulfilled at 104.9 percent and local areas contributed a large amount of money to the national budget, while covering the expenditure with their own revenue.
Last year's state budgetary expenditure was carried out at 99.9 percent as compared with that under plan. Last year 16 percent of the total state budgetary expenditure was allocated as defence spending.
The State earmarked 40.8 percent of the total budgetary expenditure for various domains of the national economy last year.
14.5 percent more fund than the previous year was allocated for the agricultural field. A huge disbursement of fund was made for the fields of power, coal mining and metal industries and railway transport to expand and consolidate the material and technical foundations of the pilot domains.
A large sum of fund was spent last year to develop science and technology, education, culture, public health and sports and implement the popular policies.
The reporter said that the state budget for this year has been shaped as a realistic and dynamic one on the principle of tapping the source of revenue to the maximum, while reducing the expenditure for non-productive fields as much as possible so as to fully meet the financial needs for socialist economic construction, the improvement of the standard of people's living and the increase of the national defence capability.
He went on:
The state budgetary revenue for this year is expected to grow 5.9 percent over last year.
The revenue coming from profits of state enterprises, the basic source of budgetary revenue, is expected to go up 6.4 percent over that last year, that from the profits of cooperative organizations 4.5 percent, the revenue from the depreciation of fixed property 9.6 percent, revenue from the rents of real estate 15.4 percent and that from the social insurance 15.1 percent.
The state budgetary expenditure for this year will show an increase of 3.3 percent over last year and its plan has been shaped in such a way as to effectively use a large amount of it for the development of the national economy and the improvement of the standard of people's living.
8.5 percent more fund than last year will go to the agricultural field and the expenditure for light industry is expected to grow 16.8 percent over last year to markedly increase the production of grain and live-stock and modernize light industrial factories and operate them in full capacity so that the people may substantially benefit from them.
The expenditure for power, coal and metal industries and railway transport, the four pilot domains of the national economy, is expected to swell 11.9 percent over last year and a bigger amount of fund than the same year to go to the domains of capital construction, land management and city administration.
60.3 percent more fund than last year will be disbursed for the development of science and technology and a new measure will be implemented to ensure that the enterprises earmark 2 percent of their net income for carrying out their own projects for the development of science and technology.
7 percent more fund will be disbursed for education, 9.8 percent more fund for public health and 9.4 percent more fund will be allocated for social insurance and social security than last year.
15.8 percent of the total state budgetary expenditure will be allocated for national defence.
The government will send a huge amount of educational aid fund and stipends to the Korean children in Japan for the development of democratic national education of the General Association of Korean Residents in Japan.
The reporter called on all the people to successfully execute the state budget and thus glorify this significant year as a year of great changes that will usher in a new era of prosperity for Songun Korea.
SPA Hears Report on Work of Cabinet Last Year and Its Tasks for This Year
Pyongyang, April 11 (KCNA) -- Deputy to the Supreme People's Assembly Kwak Pom Gi, vice-premier of the Cabinet, delivered a report on the work of the DPRK Cabinet in Juche 95 (2006) and its tasks for Juche 96 (2007) at the fifth session of the eleventh SPA held on Wednesday.
According to the report, precious successes were made in socialist economic construction last year; the total revenue in the sectors of the national economy grew as compared with that in the previous year and the production of major industrial goods showed a marked increase in the same period.
The reporter went on:
The state focused investment in the major industrial sectors including the pilot domains last year, reinforcing the independent foundation of the national economy and laying a springboard from which to make fresh leap forward.
The state investment in the field of scientific research showed an increase. As a result, last year progress was made in carrying out the assignments for scientific and technological development at the major objects designated by the state and a lot of inventions and scientific research achievements were registered to contribute to reenergizing the production and speeding up the technological updating of the national economy.
The major thrust of economic construction this year is to improve the standard of people's living in reliance upon the existing foundations of agriculture and light industry, bolster the four pilot domains of the national economy and thus give fullest play to the productive potential of the overall economy, continue energetically pushing forward the modernization of the national economy and satisfactorily settle the issue of socialist economic management in Korean style.
The Cabinet will concentrate state efforts on agriculture this year, too, considering it as a mainstay, to thoroughly implement the WPK's policy of agricultural revolution and make a signal advance in the efforts to settle the people's problem of food.
It will kick off a high-pitched drive to step up the modernization of major light industrial factories and reinforce the bases for the production of daily necessaries at industrial establishments so that the production may be kept going at a high rate, the variety of consumer goods may increase and the quality of goods improve.
State efforts will be channeled into the construction of dwelling houses to build more houses in major cities and cities and counties and find a satisfactory solution to the problem of housing.
The sector of power industry will focus efforts on updating turbines and repairing hydraulic structures at hydro-power stations and repairing equipment and technological updating at thermal power plants, while accelerating the ongoing construction of power stations to create additional generating capacities.
The sector of coal industry will definitely keep tunneling ahead of production and increase the number of mining faces to keep the coal production going at a high rate.
The sector of metal industry will direct efforts to updating the mining, transport and ore dressing equipment at iron mines, readjusting and reinforcing the Juche-based iron production bases and boosting the production at all iron and steel works for the purpose of meeting the demands of defence industry and various other sectors of the national economy for irons and steels.
Energetic endeavors will be made by the field of railway transport to turn railways into standardized ones and boost the production and repair of electrical and diesel engines and freight wagons in order to increase the number of units in operation. It will, at the same time, minutely organize and command the transport service to decisively ease the strain on the transport.
The field of geological prospecting will explore more energy resources and useful mineral resources by widely applying advanced prospecting technology and develop them under a long-term plan. A strict measure will be taken to economize the nation's precious resources and protect them to the maximum.
The field of extractive industry will keep the production going at a high rate at the mines, speed up the technological updating of Tanchon, Munphyong and Unhung smelteries and, at the same time, energetically push forward the work to renew such industrial waste as residue and slag.
The sector of machine-building industry will put the modernization and informationalization at major machine plants on a higher level and build modern casting centres to decisively improve the quality of machine products as required by the new century. The sector of chemical industry will reenergize the production at major chemical factories to decisively boost the production of a variety of chemical products such as chemical fertilizers, herbicide and synthetic resin.
The field of capital construction will dynamically push forward the sprucing up of the revolutionary battle sites and revolutionary sites in the area of Mt. Paektu and main streets of Pyongyang, Hoeryong City and the Unjong Science District and, at the same time, undertake a vigorous drive for constructing major objects as monumental structures in the era of Songun.
Great efforts will be channeled into improving the city management and land management to spruce up major cities and streets and rural villages of the country as required by the era of Songun. Efforts will also be directed to building and improving roads, creating forests and improving rivers and streams to turn the whole country into a socialist land of bliss.
This is the last year of the five-year plan for the development of science and technology.
The Cabinet will direct sustained great efforts to developing science and technology with main emphasis on correctly working out a five-year plan for the development of science and technology at the next phase as required by the building of an economic power while unfailingly honoring the assignments for the development of science and technology under the existing plan.
The above-said field will successfully carry out the major subjects of scientific researches, make a significant advance in the development of core basic technology and ultra-modern science and technology and find satisfactory solutions to scientific and technological problems arising in the modernization of the national economy.
All sectors of the national economy and all units will make it a rule to plan and organize economic work on the basis of science and technology and closely combine production with science and technology to ensure that they steadily increase their contributions to economic growth.
Great efforts will be channeled into boosting the economic exchange with other countries as required by the developing reality to boost the production of exports and, at the same time, make foreign trade diverse and multifaceted to decisively increase the value of trade. The Cabinet will make sure that economic and technological cooperation, joint venture and collaboration with other countries are promoted from the firm stand of Juche.
It will see to it that all the economic guiding personnel and scientists will find realistic solutions to issues related to economic management on the socialist principle and the principle of profitability, invariably guided by the WPK's economic ideas and theories, and focus its efforts on settling the issue related to the method of planning to ensure the balanced development of the national economy and the issue of giving fullest play to the creative ingenuity of the working people and other issues for the present, the reporter concluded.
Functions Held on Occasion of Day of Sun
Pyongyang, April 11 (KCNA) -- A lecture, a meeting and a seminar were held by the Lao Federation of Trade Unions, the Indian Intellectuals' Society for the Study of the Juche Idea and the Group for the Study of Songun Politics of Kampala Coloro Higher Middle School in Uganda from March 31 to April 3 on the occasion of the Day of the Sun.
The secretary general of the Lao Federation of Trade Unions in the lecture said that the whole life of President Kim Il Sung represents the history of the sun as he devoted his all to the country and the people holding high the banner of Juche, thus converting the DPRK into a powerful socialist country and performing undying feats on behalf of the times and history.
He noted that the Korean people have registered great successes in national defence and socialist construction under the outstanding and seasoned leadership of Kim Jong Il, a creditable successor to the cause of the President.
The chairman of the Indian Intellectuals' Society for the Study of the Juche Idea in his speech at the meeting noted that the President built Korean-style socialism, an embodiment of the Juche idea, bringing a bright future to progressive humankind. The President is the eternal sun of Juche as he indicated the way to be followed by humankind, he added.
The chief of the Group for the Study of Songun Politics of the Kampala Coloro Higher Middle School in Uganda said at the seminar that the Juche idea founded by the President and enriched by Kim Jong Il is a revolutionary theory, a revolutionary philosophy which will shine forever with the history of humankind.
Meanwhile, a commemorative tree-planting took place at "Kim Il Sung Street" in Syria on April 2 under the sponsorship of the Damascus Provincial Office and the Syrian Arab-Korea Friendship Association.
Kim Il Sung and Kim Jong Il Praised in India
Pyongyang, April 11 (KCNA) -- Indian figures made public statements on the occasions of the Day of the Sun and the 14th anniversary of Kim Jong Il's election as chairman of the DPRK National Defence Commission.
J.K. Patel, director of the Indian Institute for Foreign Policy Studies, in his statement on April 6 said that President Kim Il Sung founded the immortal Juche idea, the great guiding idea of the era of independence, thus bringing eternal rays of hope to the Korean people and progressive humankind.
The Songun leadership of Kim Jong Il is entirely aimed to successfully materialize the idea of the President and accomplish his cause, he said, adding that the revolutionary life and exploits of the President would shine forever together with the victorious advance of the revolutionary cause of Juche thanks to the leadership of Kim Jong Il.
Prasana Kumar Pathasani, an Indian lawmaker, in his statement on the same day said that Kim Il Sung founded the immortal Juche idea, the eternal beacon of the human cause of independence, and devoted his whole life to the freedom, liberation and wellbeing of the people, noting that world progressive humankind is highly praising him as the benevolent father of the people and the sun of all the people.
Large Mosaic Erected
Pyongyang, April 11 (KCNA) -- Large mosaic "May my great country, my homeland prosper forever!" was erected in Kwangbok Street, Pyongyang.
It portrays President Kim Il Sung and Kim Jong Il visualizing a bright future of a prosperous country with broad smiles on their faces against the background of the great monumental structures in the era of the Workers' Party.
An unveiling ceremony was held on the spot on April 10.
Kim Ki Nam, secretary of the Central Committee of the Workers' Party of Korea, made a speech on the occasion.
Swedish Ambassador Hosts Reception
Pyongyang, April 11 (KCNA) -- Mats Foyer, Swedish ambassador to the DPRK, arranged a reception at the embassy on April 10 on the occasion of the Day of the Sun.
Present there on invitation were Kung Sok Ung, vice-minister of Foreign Affairs, Jo Jong Ho, vice-minister of Foreign Trade, Hong Son Ok, vice-chairwoman of the Korean Committee for Cultural Relations with Foreign Countries, and officials concerned.

Pyongyang, April 11 (KCNA) -- The Organizing Committee of the 25th April Spring Friendship Art Festival arranged a reception in honor of the participants in the festival at Yanggakdo International Hotel on April 10.

Kang Nung Su, minister of Culture who is chairman of the organizing committee, vice-chairpersons of the committee and official concerned were on hand.

Pyongyang, April 11 (KCNA) -- Bashir Ramadan Khalifa Abu Janah, secretary of the People's Bureau of Libya, hosted a reception at the Taedonggang Club for the Diplomatic Corps on April 10 to commemorate the Day of the Sun and the 14th anniversary of Kim Jong Il's election as chairman of the DPRK National Defence Commission.

Noting that the friendly relations between Libya and the DPRK were provided by Moammer el Gaddafi and Kim Il Sung, he said it is the will of the leadership and people of Libya to boost the relations in all fields.
Kim Yong Dae in his speech said that Kim Il Sung had devoted his all to the people, regarding "The people are my God" as his motto. His history of boundless devotion and cause of building a rich and powerful country are being successfully carried forward and accomplished by Kim Jong Il, he added.
Noting that the Libyan people are making efforts to defend the sovereignty of the country and achieve its development and prosperity, he said that the DPRK would strive to steadily develop the ties of friendship and cooperation with Libya.
U.S. Wild Ambition for Global Domination under Fire
Pyongyang, April 11 (KCNA) -- The American society is not a "free and democratic one" but the most reactionary and unpopular society as it savagely tramples down upon the freedom and democracy of the majority of the toiling masses and causes all sorts of social and economic inequality and ideological and moral poverty. The U.S. is chiefly to blame for disturbing the global peace and security and infringing upon genuine democracy and abusing human rights.
Rodong Sinmun Wednesday says this in a signed commentary. It goes on:
No country in the world is as vociferous about "democracy" and "aid" as the U.S. Lurking behind this trumpeting is a sinister purpose for domination.
The root cause of all evils in the present world is entirely attributable to the bellicose foreign policy of the Bush administration. Chanting the hypocritical slogan of "freedom" and "democracy," the U.S. has openly interfered in other countries' internal affairs, worked hard to topple the leadership of progressive countries and engaged itself in high-handed military actions.
American-style "democracy" is sham "democracy" aimed at maintaining and consolidating the system of the U.S. ruling quarters internally and a political lever for destabilizing other countries and bringing down their system externally. The U.S. loudmouthed "aid" is nothing but a noose of domination and subjugation as it is designed to take away ten or a hundred things after giving one. It is a cunning means to beautify itself and realize its wild ambition for global domination.
The U.S. would be well advised to give up its artifice to mislead the public opinion through its ballad of "democracy" and "aid."
GNP's Moves to Gain Popular Favor Flailed
Pyongyang, April 11 (KCNA) -- The Grand National Party of south Korea (GNP), keen to grab power, is playing a cheap trick to gain popular favor by taking advantage of the attention of the people focused on the problem of their living and economic issues. It is no more than a gimmick. Rodong Sinmun Wednesday says this in a signed commentary.
What the gentry of the GNP have done for years is nothing but lining their purses while wielding their power and wallowing in luxury as a reward for selling off the dignity and interests of the nation to outside forces and widening the gap between the rich and the poor while increasing economic dependence, the commentary notes, and goes on:
The treacherous GNP is trumpeting about "growth" and "miracle" while shouting itself hoarse about the economic failure and deteriorated people's living, serious social issues in south Korea. This is nothing but a farce to gain popular favor with the "presidential elections" at hand.
Not content with having left the whole land of south Korea to the tender mercy of outside forces, this group of traitors are persistently obstructing even inter-Korean economic cooperation aimed at paving the way for the uniform development of national economy. No Korean would pin any hope on them.
It is not accidental that the south Korean public is becoming vocal in warning the GNP's return to power would bring negative consequences of turning back the wheel of history.
Nullification of FTA Demanded in S. Korea
Pyongyang, April 11 (KCNA) -- Struggle against the conclusion of the "Free Trade Agreement" with the U.S. swept across south Korea on April 7, according to a news report.
An all-people rally for the nullification of the concluded south Korea-U.S. FTA was held in university street, Seoul.
It was attended by members of the Headquarters of the All-People Movement to Check the south Korea-U.S. FTA and people from all walks of life, more than 6,000 in all.
A resolution read out there declared the conclusion between the "government" and the U.S. totally null and void.
It called on people from all walks of life to join efforts in waging the struggle against the conclusion of FTA.
At the end of the rally its participants held a demonstration and a candlelight meeting denouncing the conclusion of FTA.
A rally of the south Korean Confederation of Trade Unions was held in Seoul with the attendance of more than 4,500 workers to denounce the concluded FTA. Meanwhile, similar rallies and candlelight cultural events took place in provinces, cities and counties under the sponsorship of the Federation of Peasants Associations and regional civic and public organizations.
Brisk Agitation Activities for Increased Production
Pyongyang, April 11 (KCNA) -- Artistes of art troupes in Pyongyang and local areas are conducting vigorous agitation activities to inspire the working people to production upsurge on the occasion of the Day of the Sun.
Artistes of the State Comedy Troupe are in full agitation activities for increased production in the Pakchon Silk Mill and various other units in North Phyongan and South Hamgyong Provinces.
Similar activities are being done by those of the State Theatrical Company at the main units of South Hamgyong Province including the Ryongsong Machinery Complex and the Hungnam Fertilizer Complex associated with the field guidance of President Kim Il Sung and Kim Jong Il.
Those of the State National Art Troupe and the Pyongyang Circus are engaged in agitation activities for increased production at big production enterprises in Huichon City.
Members of the Pyongyang City Art Propaganda Squad are encouraging constructors to building the capital city of Pyongyang splendidly and those of the North Hamgyong Provincial Art Propaganda Squad are conducting their agitation activities almost every day at the construction site of the Orangchon Power Station, the Komusan Cement Factory and other industrial sectors in their province.
Members of the South Phyongan Provincial Art Propaganda Squad are active at Tokchon Area Coal Complex and the Pukchang Thermal-power Complex and those of the South Hamgyong Provincial Art Propaganda Squad have given some 200 times of agitation performances at the February 8 Vinalon Complex and other many units in their provinces over last three months.
Inspired by the agitation activities of artistes, officials and workers are working miracles and innovations in production and construction.
Mangyongdae, Native Place Dear to Hearts of People
Pyongyang, April 11 (KCNA) -- The people of the DPRK always keep Mangyongdae, where President Kim Il Sung was born, deeply in their mind.
They are showing all sincerity to preserve long the old home of the President in Mangyongdae as a sacred place of the Sun and the native home dear to their hearts.
Roads in the Mangyongdae Revolutionary Site have been repaved or covered with new color blocks and decorative stone sculptures set up in different places this year.
More than 5,000 rare trees and flower shrubs sent by war veterans, school youth, children and other people in different parts of the country have been transplanted there to add beauty to spring landscape of Mangyongdae.
Over 10,000 broad bellflowers sent by young students in Jagang Province have rooted there.
Ministries and national institutions including the Ministry of Land and Environment Preservation, Ministry of City Management and State Academy of Sciences pay a preferential attention to solving the issues arising in the preservation and management of the Mangyongdae Revolutionary Site.
Meanwhile, an increasing number of people are visiting Mangyongdae with deep yearning for the President on the threshold of the Day of the Sun.

U.S. Soldiers' Inhuman Crime Denounced
Pyongyang, April 11 (KCNA) -- The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification reportedly released a statement on April 7 to denounce an inhuman crime of U.S. soldiers.
The statement recalled that two GIs belonging to the U.S. 8th Army present in south Korea were caught red-handed while attempting to sexually assault a woman on the evening of April 5.
Noting that they committed the same crime after being interrogated by the police for their sexual outrage on the same day, the statement said: This can never be forgiven, being an intolerable insult to the Korean people.
However, no punishment can be meted out to the criminals under the unequal south Korea-U.S. "Status of Forces Agreement," the statement said, deploring that crimes by U.S. soldiers never cease in this land owing to the agreement.
The youth and students will wage a vehement struggle to drive the U.S. forces out of this land, declared the statement.
Biography of Kim Il Sung Published
Pyongyang, April 11 (KCNA) -- "Biography of the Great Leader Comrade Kim Il Sung" Vol. 1 (Enlarged Edition) compiled by the History Institute of the Central Committee of the Workers' Party of Korea has been brought out by the WPK Publishing House.
The book has 12 chapters.
The 1st and 2nd chapters recount that President Kim Il Sung born in Mangyongdae nursed grand ambitions of revolution in his early years and brought the path of the Korean revolution to maturity in the days of his early revolutionary activities.
The 3rd chapter deals with the fact that the President founded the great Juche idea, the Songun idea, put forward the Juche-oriented revolutionary line, the Songun revolutionary line and hastened preparations for its implementation.
The 4th chapter tells that the President formed the Anti-Japanese People's Guerillas and waged the great anti-Japanese war.
Recounted in the 5th and 6th chapters are the facts that the President expanded and developed the overall Korean revolution centering on the anti-Japanese armed struggle in reliance upon the guerrilla base on the bank of the Tuman River, and saved the destiny of the Korean revolution by firmly maintaining the independent stand.
The 7th and 8th chapters tell about the historical facts that he brought the Korean revolution to a great upsurge with Mt. Paektu, the ancestral mountain, as the foothold.
The 9th chapter tells that he crossed the Tuman River after concluding the offensive operation in the homeland and built up the northeast area of Mt. Paektu as another powerful fortress of the revolution and dealt one blow after another to the enemies by a large unit circling operation and brisk dispersed activities and the 10th chapter deals with the fact that the Korean People's Revolutionary Army switched over to small unit activities from large unit activities and later was organized and strengthened into the international allied forces.
The 11th chapter recounts that the President gave an order of an all-out offensive to the units of the Korean People's Revolutionary Army for the final battle with the Japanese imperialists and accomplished the historic cause of the country's liberation.
The 12th chapter deals with the fact that he established the revolutionary traditions of Juche in the flames of the anti-Japanese revolution.
Rodong Sinmun on Kim Il Sung's Feats for Global Independence
Pyongyang, April 11 (KCNA) -- President Kim Il Sung was a peerlessly great person and an elder statesman of the world in the 20th century who had led the cause of global independence to victory with his great idea and extraordinary leadership ability, says Rodong Sinmun Wednesday in a signed article.
Referring to the greatness of the President as a gifted thinker and theoretician, the article says:
He fathered the immortal Juche idea and gave clear and perfect exposition of the urgent problems arising in the national liberation movement in colonial countries and in the building of a new society in newly independent countries.
He also comprehensively clarified the essence of the cause of global independence and its ultimate goals, features of an independent world and its requirements and international relationship to be established in such world and provided ideological and theoretical guidelines for victory of the cause of socialism in the 20th century.
He defined the philosophical principle that man is responsible for his own destiny and has strength to carve it out and the truth of revolution that one should hew out one's own destiny and achieve the independent development of one's country and nation in reliance upon one's own strength. This is the most brilliant of his ideological and theoretical exploits.
On the peculiarity of brilliant activities conducted by the President to lead the cause of global independence to steady progress and victory, the article says:
He had always maintained the stand of Juche that calls for contributing to the cause of global independence through the successful Korean revolution based on the organic combination of the national duty and international duty in making revolution.
He had steadfastly kept the revolutionary principle of independence against imperialism under any circumstances and always rendered disinterested assistance to the peoples of revolutionary and progressive countries.

Korean Postage Stamp Exhibition Opens
Pyongyang, April 11 (KCNA) -- A Korean postage stamp exhibition opened in the run-up to the 95th birth anniversary of President Kim Il Sung.
On display are more than 3,700 stamps of over 1,450 kinds published by the Korea Stamp Corporation and presented by philatelists.
Exhibited there are magnified photos of a stamp carrying the portrait of the smiling President which marks the institution of the Juche Year and the Day of the Sun, a stamp carrying the august image of Kim Jong Il, which was first published in Juche 76 (1987), and a stamp carrying the portrait of anti-Japanese war hero Kim Jong Suk, which was published to commemorate her 80th birth anniversary.
Stamps of hundreds of kinds showing the glorious revolutionary history of the President and the undying exploits performed by him for the country and the people, the times and humankind are on show in a chronological order, among them a stamp commemorating his 95th birth anniversary and stamps released from Juche 51 (1962) to mark the Day of the Sun.
Also on display are stamps showing the greatness of Kim Jong ll who has placed the DPRK to the highest state by successfully carrying forward the revolutionary cause of Juche pioneered by the President with arms.
Among the stamps on display are stamps published on the Army Day in the past and those showing the victorious course and invincible might of the revolutionary armed forces of the DPRK.
The opening ceremony took place at the Korean Stamp Exhibition on April 10.
Present there were Ryu Yong Sop, minister of Post and Telecommunications, officials concerned, stamp designers and philatelists in Pyongyang.
Present on invitation were officials in charge of cultural and friendly relations of foreign embassies here.
Ho Song Gil, director of the Korea Stamp Corporation, made an opening speech.
The exhibition will be open till the end of April.
Japan's Moves for Rapid Reaction Force Blasted
Pyongyang, April 11 (KCNA) -- Japan is going to organize what is called central rapid reaction force in a purpose to actively conduct its military actions for aggression in any region of the world together with the U.S. forces in "case of emergency."
Commenting on this, Minju Joson Wednesday says:
The tricky intention of the Japanese reactionaries is to provide the above-said force with features and capability of an armed force for war of aggression by way of zealously joining in the implementation of the U.S. Asia-Pacific domination strategy under the pretext of strengthened Japan-U.S. alliance and lay a foundation for conducting military actions for aggression overseas.
What cannot be overlooked is the fact that Japan is seeking to use the expanded "Self-Defense Forces" in military actions for aggression.
Some time ago, Japan started the establishment of the missile defense system (MD) by deploying PAC-3, a ground-to-air interceptor missile, in Iruma base in Saitama Prefecture. And the Japanese government approved so-called main principle for emergency measure in relation to the MD, which makes it possible to fire interceptor missiles according to the defense minister's decision without prior consent of the prime minister, if necessary.
The reality goes to prove that Japan wants to conduct active military actions as a belligerent in league with the U.S. and its preparation has been accelerated at very dangerous phase. In short, this means that Japan has grown to be a significant force of war.
The Japanese reactionaries should behave themselves, pondering over what miserable results their present aggressive military actions will bring about.
Governor of New Mexico State Leaves
Pyongyang, April 11 (KCNA) -- Bill Richardson, governor of New Mexico State, United States, and his party left the DPRK via Panmunjom on Wednesday.
During their stay here, they visited Mangyongdae, birthplace of President Kim Il Sung, the Mansudae Art Studio, the e-library of Kim Chaek University of Technology and "Pueblo", an armed spy ship of the U.S. imperialists, and enjoyed a performance given by the State Symphony Orchestra.
Remains of six GIs, which were excavated thanks to the DPRK's humanitarian measure and sincere efforts, were handed over to the governor and his party at Panmunjom.

Cooperation between DPRK and Vietnam
Pyongyang, April 11 (KCNA) -- The 2007-2008 plan on cooperation in the field of standardization, measuring and quality control between the Bureau for Quality Control of the DPRK and the Directorate for Standards and Quality of Vietnam was signed here on Wednesday.
Present at the signing ceremony on the DPRK side were officials of the bureau and on the Vietnamese side were members of the delegation of the directorate and the councilor of the Vietnamese embassy here.
Spokesman for DPRK Olympic Committee on Unreasonable Stand of S. Korean Side
Pyongyang, April 11 (KCNA) -- The issue of the participation of teams of the north and the south in the 2008 Beijing Olympics as a unified team still remains unsettled. This is chiefly attributable to the lack of the south side's Olympic Committee in the will to form a unified team on the principle of national cooperation, utterly oblivious of the duty it has assumed before the Korean nation in the June 15 era of reunification.
A spokesman for the DPRK Olympic Committee said this in an answer given to the question put by KCNA on Wednesday as regards the fact that the inter-Korean sports talks which have been under way to let the teams of the north and the south participate in the above-said Olympics as a unified team proved fruitless due to the unreasonable stand and attitude of the south side.
He said:
The north side put forward a principled and reasonable proposal for letting teams of the north and the south participate in the Olympiad as a unified team and has made every sincere effort to realize it. But the south side falsified the truth, asserting that it has never discussed the issue of their participation in the qualifying and elimination matches by forming a unified team at the five-five ratio already agreed upon by the north and the south and the International Olympic Committee in Lausanne, Switzerland.
Instead of advancing a new proposal, the south side far-fetchedly insisted on its unreasonable assertion that players be chosen for the unified team through competition.
This barred the talks from yielding fruits though they were at a final phase thanks to the concession and sincere efforts made by the north side over the issues of the name, song and flag of the unified team and other matters from the stand to form a unified team in keeping with the expectation of the Korean nation.
The north side remains unchanged in its principled stand that the north and the south should form the unified team with an equal right and qualification in the idea of "By our nation itself."
It is the belief of the DPRK Olympic Committee that if the south side's Olympic Committee accepts the reasonable proposal of the north side, both teams of the north and the south will be able to participate in all international sports games as a unified team, a long-cherished desire of all the Koreans, and thus demonstrate the spirit and wisdom of the Korean nation.
Truth behind Suppression of Korean Residents in Japan Disclosed
Tokyo, April 9 (KNS-KCNA) -- The Korean Human Rights Federation in Japan sponsored a meeting in Tokyo on April 6 to disclose the truth behind the Japanese authorities' suppression of the General Association of Korean Residents (Chongryon) and Koreans in Japan.
The meeting heard the reports on the truth made by Kim Sun Sik, a lawyer of Chongryon, Kenzo Kogawa, a Japanese lawyer, and Kim Sang Gyun, professor of Ryukoku University.
Disclosing the fact that the Japanese authorities have recently carried out madcap investigations into Chongryon and Koreans in Japan under unreasonable charges, the reporters termed it undisguised political suppression.
What cannot be overlooked is that the Japanese government's anti-DPRK campaign has been led to the repression of Chongryon and Koreans in Japan and the judicial and police authorities are zealously backing this movement, they pointed out.
They held that such acts of violating the rights of Chongryon and Koreans in Japan should never be tolerated.
Akira Maeda, professor of Tokyo Zokei College, detailed with indignation the practices of infringing upon the rights of Koreans in Japan.
Prior to the meeting, a video material was displayed on the Japanese police authorities' unreasonable searches into Shiga Korean Primary School and the Tokyo Metropolitan Headquarters and the Hyogo Prefectural Federation of Workers in Commerce of Chongryon.

Pyongyang, 11 de abril (ATCC) -- Tuvo lugar este miercoles en el capitalino Palacio de los Congresos Mansudae el quinto periodo de sesiones de la oncena legislatura de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea.
Estuvo presente en la ocasion el Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea y Presidente del Comite de Defensa Nacional de la RPDC, junto con los diputados a la APS.
Tambien participaron en calidad de observador los funcionarios de los organos del partido, las fuerzas armadas y el Poder, las entidades sociales, los ministerios, los organos centrales y de los sectores de ciencia, educacion, cultura y arte, salud publica, prensa e informacion.
La reunion discutio los siguientes puntos de la agenda: "1. Sobre el trabajo del Consejo de Ministros de la RPDC en el 95 (2006) de la Era Juche y las tareas para el 96 (2007) de la Era Juche",? "2. Al presentar el informe sobre el primer punto de la agenda, el diputado Kwak Pom Gi, vicepremier del Consejo de Ministros, subrayo que el ano pasado se han logrado valiosos exitos en la construccion de la economia socialista, gracias a lo cual se ha incrementado el ingreso total de la economia nacional, en comparacion con 2005, se ha aumentado la produccion de los importantes articulos industriales, se han preparado valiosos cimientos para mejorar trascendentalmente en un corto periodo las condiciones de la vida del pueblo y alcanzado grandes exitos tambien en la construccion de la cultura.
Y enumero las tareas principales para la construccion economica de este ano que consisten en mejorar la vida del pueblo a base de los ya preparados cimientos de la agricultura y la industria ligera, poner en pleno juego la potencialidad productiva de la economia general al revitalizar los cuatro sectores prioritarios de la economia nacional, impulsar de continuo la modernizacion de la economia nacional y solucionar satisfactoriamente a nuestra manera los problemas surgidos en la gestion economica socialista.
El diputado Ro Tu Chol, vicepremier del Consejo de Ministros, presento el informe sobre el segundo punto de la agenda.
El dijo que el ingreso presupuestario estatal del ano pasado alcanzo 97.5 % de lo planeado y crecio a 104.4 % en comparacion con 2005 mientras el egreso presupuestario estatal se ejecuto 99.9 %.
Especificamente, el 16 % del monto total de los fondos egresados del presupuesto estatal se utilizo como gastos militares y el 40.8 % se invirtio en varios sectores de la economia nacional.
Este ano, se aumentara el ingreso presupuestario estatal a 105.9 % y el egreso, a 103.3 %, acoto y resalto que se destinaran muchos fondos para el desarrollo de la economia nacional y la mejora de la vida del pueblo y se asignara a la defensa nacional 15.8 % de la suma total del egreso presupuestario estatal.
Los oradores subrayaron que fueron balanceadas correctamente la labor del Consejo de Ministros y la ejecucion del presupuesto estatal del ano pasado y manifestaron apoyo entero y aprobacion a las tareas y el presupuesto estatal de este ano, planteados exactamente.
Expresaron determinaciones de consolidar por todos los medios este ano, en que se cumplen el 95o aniversario del nacimiento del Presidente Kim Il Sung y el 75o de la fundacion del Ejercito Popular de Corea, el poderio politico-militar del pais y registrar un nuevo viraje en todos los sectores de la economia.
En el conclave fueron aprobados por el consentimiento unanime de todos los diputados la resolucion de la APS de la RPDC "Sobre la aprobacion del balance de la labor del Consejo de Ministros de la RPDC en el 95 (2006) de la Era Juche y de la ejecucion del presupuesto estatal del 95 (2006) de la Era Juche" y el decreto de la misma entidad "Sobre el presupuesto estatal de la RPDC para el 96 (2007) de la Era Juche".
La reunion trato el tercer punto de la agenda: los problemas organizativos.
Segun ello, el diputado Pak Pong Ju fue removido del puesto de primer ministro del Consejo de Ministros y le sustituyo el diputado Kim Yong Il.
Ademas, el diputado Kim Yong Chun fue elegido como vicepresidente del Comite de Defensa Nacional de la RPDC.

Pyongyang, 11 de abril (ATCC) -- En el quinto periodo de sesiones de la oncena legislatura de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea, sesionado este miercoles, el diputado Kwak Pom Gi, vicepremier del Consejo de Ministros rindio el informe sobre el trabajo del Consejo de Ministros de la RPDC en el 95 (2006) de la Era Juche y las tareas para el 96 (2007) de la Era Juche.
Segun el informe, en el ano pasado se alcanzaron valiosos exitos en la construccion de la economia socialista, crecio el ingreso total del sector economico en comparacion con 2005 y se aumento considerablemente la produccion de los importantes articulos industriales.
Se consolido la base independiente de la economia nacional y se preparo un firme trampolin para nuevo auge gracias a la inversion concentrada en las industrias prioritarias y claves.
El aumento de la inversion estatal en el sector de investigacion cientifica posibilito lograr el ano pasado un avance en el cumplimiento de los principales proyectos estatales para el desarrollo cientifico-tecnico y registrar muchas invenciones y exitos cientificos. De esta manera, hizo aporte a la activacion de la produccion y a la reconstruccion tecnica de la economia nacional.
Las tareas principales para la construccion economica de este ano consisten en mejorar la vida del pueblo a base de los ya preparados cimientos de la agricultura y la industria ligera, poner en pleno juego la potencialidad productiva de la economia general al revitalizar los cuatro sectores prioritarios de la economia nacional, impulsar de continuo la modernizacion de la economia nacional y solucionar satisfactoriamente a nuestra manera los problemas surgidos en la gestion economica socialista.
Tomando la agricultura por la faena mas importante en el mundo, este ano tambien el Consejo de Ministros concentrara las fuerzas estatales a la materializacion cabal de la orientacion del partido sobre la revolucion agricola para lograr un avance trascendental en la solucion del problema alimentario del pueblo.
En tanto, acelerara la modernizacion de las importantes fabricas de industria ligera y acondicionara magnificamente las bases de produccion de los articulos de uso cotidiano en las fabricas y empresas para normalizar la produccion, diversificar los productos de consumo popular y mejorar su calidad.
Al destinar las fuerzas estatales a la construccion de viviendas, levantara mucho mas casas modernas en las principales ciudades y otras urbes y los distritos para resolver satisfactoriamente este problema.
Para aumentar la generacion electrica, en esta rama se concentraran fuerzas en la modernizacion de las turbinas de centrales hidroelectricas, la reparacion de estructuras hidraulicas, el mantenimiento y la renovacion tecnica de los equipos de las centrales termoelectricas, al paralelo de la marcha de edificacion de nuevas plantas.
La rama de la industria carbonifera normalizara la produccion del carbon dando prioridad a la perforacion y aumentando las galerias de explotacion.
En la industria metalurgica se renovaran las instalaciones de extraccion, de transporte y de enriquecimiento de minas de hierro, se arreglaran y se reforzaran las autoctonas bases de produccion de hierro.
Igualmente, se activara la produccion de todas las fundiciones de hierro y acerias a fin de cubrir la demanda sobre materiales de hierro y acero para la industria de defensa nacional y otros varios sectores de la economia nacional.
En la rama del transporte ferroviario se impulsaran con vigor la labor para convertir los ferrocarriles en los estandarizados y aumentar la produccion y reparacion de locomotoras y vagones para aumentar el numero de estos en operacion y se haran escrupulos la organizacion y el control de transporte para aflojar la tension de esta rama.
En el sector de la prospeccion geologica se buscaran mas recursos energeticos y varios minerales utiles aplicando activamente los adelantos tecnicos y se adoptaran fuertes medidas para proteger los recursos preciosos del pais impulsando con vistas al futuro el desarrollo de los mismos.
En la industria extractiva se normalizara la produccion de las minas, se acelerara la renovacion tecnica de las fundiciones de metales no ferrosos de Tanchon, Munphyong y Unhung, al tiempo que se impulsara activamente la labor para reutilizar los residuos en polvo de minerales, las cenizas y otros desechos industriales.
En la industria de maquinaria se elevara el nivel de modernizacion e informatizacion de las importantes fabricas de maquinas y se mejorara la calidad de los productos conforme a la demanda del nuevo siglo acondicionando modernas bases de produccion de articulos fundidos.
En la industria quimica se revitalizara la produccion en las importantes fabricas para aumentar decisivamente la elaboracion de varios articulos quimicos como abonos quimicos, productos agroquimicos y plasticos.
Ademas, en la rama de construccion principal se impulsara la edificacion de los lugares historicos de la revolucion y de batalla antigua en la zona del monte Paektu, las obras de las centricas avenidas de la ciudad de Pyongyang, la ciudad de Hoeryong y la zona cientifica de Unjong y se levantaran como creaciones monumentales de la epoca del Songun las obras importantes.
Al aportar grandes fuerzas a la mejora de la administracion urbana y la territorial, se acondicionaran conforme a la demanda de la epoca del Songun las ciudades principales, las avenidas y aldeas rurales de todo el pais. Tambien se convertira todo el pais en un paraiso socialista mediante la construccion y reparacion de las carreteras, la repoblacion forestal y el arreglo de recursos fluviales.
Este ano termina el plan quinquenal para el desarrollo cientifico-tecnico.
El Consejo de Ministros seguira dando importancia a la rama cientifico-tecnica cumpliendo sin falta las tareas previstas en este plan y elaborando correctamente el otro para la proxima fase conforme a la exigencia de la construccion de una potencia economica.
Las unidades de esta rama deberan cumplir con exitos los importantes proyectos, registrar un avance determinante en el desarrollo de las tecnologias basicas medulares y las sofisticadas y resolver satisfactoriamente los problemas cientifico-tecnicos que surjan en la modernizacion de la economia nacional.
Todos los sectores y unidades de la economia nacional deberan considerar por un principio inviolable organizar y desarrollar todos los trabajos economicos dando importancia a la ciencia y tecnica, combinarlas estrechamente con la produccion y agrandar sistematicamente la magnitud del aporte de las mismas al crecimiento economico.
Conforme a la demanda de la realidad en desarrollo, se debe asignar grandes fuerzas a la mejora de los quehaceres economicos con el extranjero e incrementar decisivamente el monto del comercio exterior al diversificarlo multilateralmente y aumentar la produccion de articulos de exportacion.
Igualmente, deberan activar en la firme posicion jucheana la cooperacion economico-tecnica, la coproduccion y la asociacion con otros paises.
Tomando por su firme guia la idea y teorias economicas de nuestro partido, todos los directivos de la rama economica y los cientificos tienen que solucionar los problemas de administracion economica en el principio socialista y el de rentabilidad.
Por ahora, han de esforzarse por la solucion del problema de planificacion para el desarrollo equilibrado de la economia nacional, el de poner en pleno juego la capacidad creadora de los trabajadores, etc.
Ro Tu Chol rinde informe sobre el presupuesto estatal
Pyongyang, 11 de abril (ATCC) -- En el quinto periodo de sesiones de la XI legislatura de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea, celebrado este miercoles, el diputado Ro Tu Chol, vicepremier del Consejo de Ministros, presento el informe sobre el balance de la ejecucion del presupuesto estatal del 95 (2006) de la Era Juche y el mismo del 96 (2007) de la Era Juche de la RPDC.
Segun el informante, el ingreso del presupuesto estatal del ano 2006 alcanzo 97.5 % de lo planeado y se incremento en un 4.4 % que el ano 2005.
El plan del ingreso del presupuesto local marco un superavit de 4.9 %.
Ademas, las localidades cubrieron los fondos de egreso con sus propios ingresos y aportaron mucho dinero al presupuesto central.
El ano pasado, el desembolso del presupuesto estatal se ejecuto 99.9 %.
Especificamente, el 16 % del monto total de los fondos egresados del presupuesto estatal se utilizo como gastos militares y el 40.8 % se invirtio en varios sectores de la economia nacional.
En comparacion con 2005, los fondos asignados al sector agricola crecieron al 114.5 % y se desembolso mucho dinero a las ramas de electricidad, carbon, metalurgia y transporte ferroviario, lo cual posibilito ensanchar y consolidar el cimiento material-tecnico de las industrias prioritarias.
En particular, se destinaron fabulosos fondos a los sectores de ciencia y tecnica, educacion, cultura, salud publica y deporte y a la ejecucion de las politicas populares.
El presupuesto estatal para el ano en curso se compilo de modo realista y flexible en el principio de buscar todas las posibles fuentes de ingreso y disminuir en todo lo posible los egresos a los sectores no productivos a fin de cubrir satisfactoriamente las demandas financieras necesarias a la construccion de la economia socialista, a la mejora de la vida del pueblo y al fortalecimiento de la defensa nacional.
El ingreso del presupuesto estatal de este ano crecera al 105.9 % que el ano pasado. (Las cifras que van abajo son cotejadas con las del ano pasado)
Se previo que ascenderan al 106.4 % y 104.5 % los ingresos provenientes de las ganancias de empresas estatales, que constituyen la fuente principal del ingreso del presupuesto estatal, y las entidades cooperativas mientras los lucros por conceptos de los fondos de amortizacion de bienes fijos, el arrendamiento de bienes inmuebles y las contribuciones para el seguro social alcanzaran 109.6 %, 115.4 % y 115.1 %, respectivamente.
Se registrara este ano un incremento de 3.3 % en el egreso del presupuesto estatal y buena parte de los fondos egresados se destinara al desarrollo de la economia nacional y la mejora de la vida del pueblo para su utilizacion eficiente.
Se aumentaran al 108.5 % y 116.8 % las inversiones en el sector agricola y el de la industria ligera, respectivamente, para beneficiar practicamente al pueblo al incrementar considerablemente la produccion de cereales y productos pecuarios, modernizar y poner en pleno funcionamiento las fabricas de la industria ligera.
Ademas, crecera al 111.9 % el desembolso para 4 ramas prioritarias de la economia nacional (electricidad, carbon, metalurgia y transporte ferroviario) y se orientara mayor dinero a la construccion principal y la administracion territorial y urbana.
En tanto, marcara 160.3 % el egreso a la rama de ciencia y tecnologia.
En particular, se ejecutara una nueva medida de asignar 2 % de las ganancias netas de las empresas como gastos para el desarrollo cientifico-tecnico de si mismas.
Se previo que los gastos para la educacion, la salud publica, el seguro social y la jubilacion se aumentaran en 7, 9.8 y 9.4 %, respectivamente.
15.8 % del monto total de los fondos egresados del presupuesto estatal se utilizara como gastos militares.
Ademas, se enviara mucho dinero como subsidios escolares y becas a los hijos de los coreanos residentes en Japon, de modo que contribuya al desarrollo de la ensenanza nacional democratica de la Chongryon (Asociacion General de Coreanos Residentes en Japon).
Por ultimo, el informante exhorto a todos a cumplir exitosamente lo planeado en el presupuesto estatal para glorificar este ano jubiloso como el de grandes cambios en que se inicia una nueva era de prosperidad de la Corea del Songun (priorizacion militar).
Comite Olimpico critica injusta posicion de entidad homologa del Sur
Pyongyang, 11 de abril (ATCC) -- A la pregunta de un reportero de la Agencia Telegrafica Central de Corea formulada en relacion con que las conversaciones deportivas Norte-Sur de Corea para participar con la seleccion unificada en los Juegos Olimpicos de Beijing de 2008 se fracasaron debido a la injusta posicion y actitud de la parte surcoreana, el portavoz del Comite Olimpico de la Republica Popular Democratica de Corea respondio el dia 11 como lo siguiente:
Este problema sigue irresuelto debido al Comite Olimpico surcoreano que no esta consciente de su deber asumido ante la nacion en esta epoca de reunificacion iniciada el 15 de Junio ni tiene la voluntad de formar el equipo unificado en el principio de cooperacion nacional.
La parte norcoreana presento un proyecto de principios y racional para el particular e hizo todos los esfuerzos sinceros por ejecutarlo.
Pero, la parte surcoreana se nego al mismo hecho de haber discutido el problema de participar en los juegos clasificatorios y los principales con el equipo unificado a proporcion de mitad y mitad, segun lo acordado ya en Lausana de Suiza por los comites olimpicos del Norte, el Sur y el internacional.
Ademas, se mantuvo en su absurda insistencia en que se debe seleccionar los integrantes del equipo mediante los partidos de seleccion sin plantear ninguna iniciativa nueva.
Por consiguiente, resultaron infructiferas las conversaciones que entraban en la etapa final gracias a la concesion y la buena fe que mostro nuestra parte en cuanto a los problemas del nombre, la cancion y la bandera del equipo unificado partiendo de la posicion de componerlo sin falta conforme a la esperanza de la nacion.
Es invariable nuestra posicion de principios de organizarlo con derecho y calidad iguales entre el Norte y el Sur basandose en el ideal de "entre nosotros, los connacionales".
El Comite Olimpico de la RPDC esta convencido de que si en lo adelante el surcoreano acepta la propuesta racional del Norte, ambas partes coreanas podrian exaltar con el equipo unificado el impetu y la inteligencia de la nacion coreana en todos los juegos deportivos internacionales como ella desea.
