Five-Point Policy, Milestone for Independent and Peaceful Reunification

Pyongyang, May 24 (KCNA) -- May 24 is the 17th anniversary of the publication of the five-point policy for the country's reunification reflecting the desire and will of the Korean people.
President Kim Il Sung laid down the five-point policy on May 24, Juche 79 (1990) to usher in a bright phase for the fellow-countrymen in their efforts for the independent and peaceful reunification of the country.
The five-point policy is as follows: First, tension on the Korean peninsula must be eased and a peaceful climate for the country's reunification be created. Secondly, the barrier of division must be removed and free travel and a full-scale open-door policy effected between the north and the south. Thirdly, the north and south must develop their foreign relations on the principle of creating an international climate favorable for the independent, peaceful reunification of the country. Fourthly, we must develop the dialogue for national reunification. Fifthly, a nationwide united front for the country's reunification must be formed.
The policy gave correct answers to the principled problems arising in the course of realizing the national reunification and won absolute support and welcome from broad sections of the world people as well as the entire Korean people for its realistic and fair nature. And its vitality has been clearly proved in practices.
The policy has positively encouraged the Korean people in their efforts for the reconciliation and unity of the nation and for national reunification over the last ten-odd years.
The efforts for national unity and national reunification were turned into a pan-national movement and a new historical era for the reconciliation and collaboration between the north and the south and for an independent reunification opened up.
A north-south summit meeting was provided in 2000 for the first time since the division of the nation and the publication of the June 15 North-South Joint Declaration gave the new vitality to the fellow-countrymen aspiring after the reunification.
Colorful pro-reunification functions, contacts, co-operations and exchanges in the fields, political, economic and cultural, are being extensively held between the north and south in the teeth of obstructions of the internal and external enemies.
The national reunification movement still faces manifold difficulties but the Korean people will achieve the cause of independent reunification without fail with the concerted efforts of the nation.

Asian Solidarity Meeting Held in S. Korea

Pyongyang, May 24 (KCNA) -- The 8th Asian solidarity meeting for solution to the issue of the "comfort women" for the Imperial Japanese Army was held in Seoul from May 19 to 21.
Present there were the delegation of the DPRK Measure Committee for Demanding Compensation to Comfort Women for the Japanese Army and the Victims of Forcible Drafting headed by Chairwoman Hong Son Ok and delegates of organizations for demanding Japan's compensation and protecting human rights from different countries and regions and delegates of international organizations.
A keynote report, a special report and speeches were made there.
Reporters and speakers accused the Japanese imperialists of taking away a large number of foreign women including 200,000 Korean women to the shambles of war of aggression to commit hideous sexual abuses and other outrages against them.
They bitterly denounced Japan for evading the settlement of its past crimes and fostering hysteric row of confrontation with the DPRK and phobia about the Koreans in Japan.
Noting that not only the victims but also the international community are condemning the Japanese government for denying its crimes related to the sexual slavery, they called upon the organizations in Asia and different countries and regions of the world to conduct a dynamic movement demanding the settlement of the above-said issue through international solidarity.
A resolution and a joint statement of figures of organizations from the north and the south of Korea and abroad were adopted at the meeting.
The resolution appealed to all the participants to support the activities now being conducted by the parliaments of the U.S. and other countries to adopt resolutions on the issue of the "comfort women" for the Imperial Japanese Army and develop the Asian solidarity meeting for the settlement of the issue into an international solidarity meeting.
In the joint statement the organizations in the north and the south of Korea and abroad strongly demanded that the Japanese government disclose all the materials on the crimes Japan committed against the Korean nation in the past and take immediate political and legal measures to fulfill its legal responsibility including formal apology and compensation for them.
The joint statement urged Japan to immediately halt its acts of tampering with its history and whitewashing its war crimes, stop its national discrimination and suppression of the Koreans in Japan and take social and institutional measures for the protection of their rights.
The organizations in the north and the south of Korea and abroad will steadily boost pan-national solidarity and join various women and human rights organizations of the world in their dynamic struggle till they wrest from the Japanese government a thorough probe into the truth behind the crimes, formal apology and full compensation for them on the basis of the successes they gained in the solidarity actions demanding Japan's liquidation of the past, the joint statement noted.

Noting that the President laid down the three principles of national reunification on May 3, 1972, the bulletin said that it was a historic event of weighty significance in accomplishing the Korean nation's cause of reunification.
The three principles--independence, peaceful reunification and great national unity--indicate the most realistic and reasonable way of reunification as they are acceptable to all the Koreans aspiring after the country's reunification, irrespective of ideology, system and political view, the bulletin noted, and went on:
The three principles serve as a basis of all the DPRK proposals for reunification and the reunification movement of the whole Korean nation, and they were reaffirmed in the June 15 North-South Joint Declaration released in 2000.
Kim Jong Il made sure that the June 15 North-South Joint Declaration was adopted and came into force, thus providing a great programme for accomplishing the independent reunification of Korea in the new century and further developing and enriching the three principles of national reunification through the enunciation of the idea of "By our nation itself".
The three principles of national reunification will as always provide the Korean people with a sure guarantee for independently achieving the country's reunification, ensuring peace and building a great prosperous powerful nation.

Anniversary of Kwangju Popular Uprising Marked in S. Korea

Pyongyang, May 24 (KCNA) -- Commemorations of the 27th anniversary of the May 18 Kwangju Popular Uprising were reportedly held in Kwangju on May 19.
The South Headquarters of the National Alliance for the Country's Reunification (Pomminryon) held a meeting to vow to implement the tasks of attaching importance to the nation, defending peace and achieving unity in Kumnam-ro.
Ri Kyu Jae, chairman of the headquarters, said at the meeting that Kwangju dyed by the blood of those involved in the uprising 27 years ago awakened the people on this land to the truth that the U.S. forces are not "helper" and "ally" but occupation forces and killers.
He said that the South Headquarters of Pomminryon should take the lead in implementing the three tasks of attaching importance to the nation, defending peace and achieving unity and thus building a new society in this land where there is no pro-U.S. sycophantic and Cold War force and the genuine politics for the people is administered.
Solidarity messages from the North and Overseas headquarters of Pomminryon were introduced at the meeting.
Then a resolution was read out. It called for strengthening the June 15 All-Korean Committee, forming a great anti-conservative alliance involving broad forces and further enhancing the role of Pomminryon to bring about a decisive phase for the country's reunification through the implementation of the three tasks.
Meanwhile, the preparatory committee of the Solidarity for Progress in south Korea sponsored a "people's meeting to achieve peace on the Korean Peninsula, check the conclusion of the south Korea-U.S. Free Trade Agreement and inherit the May 18 spirit."
It was attended by at least 2,000 people from all walks of life including workers, peasants and students.
At the end of the meeting the participants staged a demonstration.
A joint memorial service for the solidarity with people's democracy was held at the Mangwoldong cemetery and meetings to honor the memory of those who fell in the uprising took place in various places of the city.

Dynamic Actions against FTA Called for in S. Korea

Pyongyang, May 24 (KCNA) -- A workers' meeting to inherit the May spirit was reportedly held in Kwangju, south Korea, on May 19 under the sponsorship of the south Korean Confederation of Trade Unions.
Speakers at the meeting called for inheriting the spirit displayed by the participants in the Kwangju Popular Uprising who fought against the military dictatorial group and frustrating the moves for the conclusion of the south Korea-U.S. Free Trade Agreement through struggle.
Noting that the era of military dictatorship should never be allowed to return, they appealed to the people from all walks of life to dynamically struggle for independence, democracy and reunification.
They branded those making desperate efforts to conclude the FTA as faithful servants of the U.S. and reactionaries going against the era of independent reunification.
Present there were members of the KCTU and representatives of political parties and civic and public organizations including O Jong Ryol, co-chairman of the preparatory committee of the Solidarity for Progress in south Korea, Ri Kyu Jae, chairman of the South Headquarters of the National Alliance for the Country's Reunification, Mun Kyong Sik, chairman of the south Korean Federation of Peasants Associations, and Mun Song Hyon, representative of the Democratic Labor Party.

Dissolution of GNP Demanded

Pyongyang, May 24 (KCNA) -- Ryu Son Min, chairman of the south Korean Federation of University Student Councils, in a statement on May 17 demanded the dissolution of the Grand National Party of south Korea, a party against human rights, according to a media report.
Recalling that ex-Mayor of Seoul Ri Myong Bak belonging to the GNP on May 12 let loose a jargon insulting the handicapped, the statement noted that public voices denouncing it were growing louder.
This clearly revealed the anti-human rights nature of the GNP, which suppressed the people desirous of democracy and reunification while holding power and ruling this land for a long time, noted the statement.
It is clear that if the GNP wins in the "presidential election," the dark days of fascist dictatorship will return to this land, the statement said, adding: Such political party against human rights as the GNP must be removed at an early date for democracy and human rights.

Unsavory Remarks over Inter-Korean Trial Train Operations Refuted

Pyongyang, May 24 (KCNA) -- We in the name of all the Koreans bitterly denounce the unsavory remarks made by the U.S. and anti-reunification forces in south Korea over the recent trial train operations conducted between the north and the south, terming them deliberate and premeditated moves to stem the trend of the June 15 era of reunification, hamstring the efforts for inter-Korean cooperation undertakings and incite confrontation.
A spokesman for the National Reconciliation Council of the DPRK declared this in a statement Thursday.
The attempt of the ultra-right conservative forces and conservative media in south Korea to use the inter-Korean cooperation undertaking for meeting a sinister political purpose, linking it to the "nuclear issue" and citing it as a "sign of reform and opening" on the part of someone, is an intolerable provocation and challenge to the north and other members of the nation aspiring after reunification, the statement noted, and continued:
Their anti-DPRK vituperations and the disclosure of their sinister political purpose are intended to get on the nerves of the other party in a bid to scuttle the work for operating the railways between the north and the south at any cost.
To find fault with steps for providing military guarantees for the train operations across the Military Demarcation Line along which the armed forces of both sides are standing in acute confrontation is little short of completely rejecting them.
The statement urged the U.S. and the anti-reunification forces in south Korea to stop such shameless behavior intended to deprive the Koreans of the joy brought to them by the June 15 joint declaration.

Unreasonable Search by Japanese Police Denounced

Tokyo, May 22 (KNS-KCNA) -- Representatives of the Central Standing Committee of the Korean Students Union in Japan on May 18 called a press conference at the Tokyo District Court to denounce an unreasonable search by the Japanese police authorities.
Jo Tu Song, chairman of the Central Standing Committee of the union, recalled that the Public Security Department of the Japanese National Police Agency on April 25 searched the office of the union under the pretext of "the abduction issue" and unwarrantably confiscated materials and a roll of names which had nothing to do with the issue.
The police search brought the operations of other organizations and business bodies in the Korean Press Hall to a halt and led to the arrest of a Korean in Japan who protested against the search, he said, and laid bare the injustice of the search.
Noting that the Japanese police authorities were trying to link the union to "the abduction issue" in a far-fetched manner, branding the union as an "operative body," he said the search of the union office was a robber-like act abusing state power.

Anniversary of Kim Jong Il's Historic Letter Observed

Pyongyang, May 24 (KCNA) -- Rodong Sinmun today devotes a signed article to the 12th anniversary of Kim Jong Il's historic letter "On Developing the Movement of Koreans in Japan onto a New Higher Stage" sent to the officials of the General Association of Korean Residents in Japan (Chongryon) and Koreans in Japan on the occasion of the 40th anniversary of the foundation of Chongryon.
His historic letter serves as an important document as it indicates the basic orientation and overall tasks and ways for putting the movement of Koreans in Japan onto a new higher stage in keeping with the changed situation and the law-governed requirements for its development, the article notes, and goes on:
Kim Jong Il in his letter highly praised Chongryon and Koreans in Japan for having glorified its dignity and honor as an overseas compatriots' organization of Juche Korea and remained faithful to the homeland and the nation under the guidance of President Kim Il Sung, and provided them with a banner of struggle to advance the patriotic cause successfully.
He also defined it as the main orientation of the work of Chongryon to invariably remain loyal to the President, true to the Juche idea, and clarified it as the main mission of the movement of Koreans in Japan to defend their national rights and work hard for the prosperity and development of the homeland and the nation.
The historic letter provided the officials of Chongryon and Koreans in Japan with a powerful ideological and theoretical weapon for preserving the tradition of the patriotic cause and successfully carving out a bright future. It, at the same time, made it possible for the movement of Koreans in Japan to steadily advance along the orbit of its development despite grave difficulties and trials.
The past more than a decade since Chongryon received the letter was characterized by the most rigorous trials and difficulties since its foundation, but Chongryon and Koreans in Japan have successfully paved the way for the movement of Koreans in Japan thanks to the treasured sword provided by Kim Jong Il.

21st Congress of Chongryon Hailed

Pyongyang, May 24 (KCNA) -- Rodong Sinmun Thursday dedicates an editorial to the 21st Congress of the General Association of Korean Residents in Japan (Chongryon) opening on May 25.
    Excerpts from the editorial read:
The people in the homeland firmly believe that the officials of Chongryon and Koreans in Japan will bring a new upsurge in the movement of Koreans in Japan with a clear target and confidence in victory with the congress as a momentum.
The last three years following the 20th Congress have been proud years in which the Chongryon officials and Koreans in Japan have given powerful impetus to the victorious advance of the movement of Koreans in Japan, bravely breaking through manifold rigid ordeals and adversities with patriotic confidence and united strength.
In the period all the Koreans in Japan have successfully fulfilled the tasks put forward at the 20th Congress by waging a vigorous struggle in single-minded unity under the banner of Chongryon, firmly trusting only Kim Jong Il.
These years were years of adversities in which the reactionaries of history became more malicious than ever before in their maneuvers against the DPRK and Chongryon. In those days the officials of Chongryon and Koreans in Japan have waged an unflinching fight, regarding the struggle for frustrating suppression of Chongryon by reactionaries within and without Japan as a political struggle to defend the precious patriotic heritage of President Kim Il Sung, thereby not only firmly defending Chongryon but also further strengthening and developing it as a true organization of overseas citizens of the DPRK faithful to the homeland and the nation.
All the achievements made by Chongryon in the period under review are a brilliant fruition of the outstanding leadership whereby Kim Jong Il reliably protected the patriotic cause of Chongryon with the invincible Songun politics and guided it to grow in strength and develop to suit the requirements of the times and the desire of Koreans in Japan.
It is a great pride and highest honor of the DPRK to have such powerful overseas compatriots' organization as Chongryon which remains intensely loyal to its leader, homeland and nation and firmly defends the lifeline of the patriotic cause without pessimism and vacillation even under grim circumstances.

21st Congress of Chongryon Greeted

Pyongyang, May 24 (KCNA) -- The Presidium of the DPRK Supreme People's Assembly sent a congratulatory message to the 21st Congress of the General Association of Korean Residents in Japan (Chongryon) today.
The last three years since the 20th Congress have been a worthwhile period in which Chongryon and Koreans in Japan have built a reliable foundation for the victorious advance of the movement of Koreans in Japan in the new century, the message noted, and went on:
Chongryon has firmly defended its organization, a precious patriotic legacy left by President Kim Il Sung, from an unprecedented violent wave of suppression by the reactionaries inside and outside Japan and further developed it into a genuine organization of overseas citizens of the DPRK.
Chongryon should consolidate the mass foundation of broad strata of compatriots including younger generation to firmly protect its organization from the crackdown by the reactionaries inside and outside Japan.
The officials of Chongryon and Koreans in Japan should make a tangible contribution to the independent reunification of the country and the cause of building a great prosperous powerful nation, boost solidarity with the world progressives and conduct positive activities for friendship with the Japanese people so that they may create a favorable environment for the work of Chongryon and the development of the Korean community in Japan.
