21st Inter-Korean Ministerial Talks Open
Seoul, May 30 (KCNA correspondent) -- The 21st North-South Ministerial Talks opened in Seoul on Wednesday.
Present there were members of the north side's delegation led by Chief Councilor of the DPRK Cabinet Kwon Ho Ung and its suite members and delegates of the south side with Minister of Unification Ri Jae Jong as chief delegate and its suite members.
The head of the north side's delegation and the south side's chief delegate made speeches at the talks.
Kwon analyzed the experience and lesson, reviewing how the inter-Korean ministerial talks proceeded, before advancing proposals reflecting the principled stand of the north side to firmly preserve and thoroughly implement the idea of "By our nation itself".
He underscored the need to abide by the principle of settling the issues related to the inter-Korean relations from the stand of attaching importance to the nation and placing it above anything else.
Recalling that the implementation of the points agreed between the north and the south is held up due to the outside forces' interference and relations with outside forces are considered more important than the inter-Korean relations, he called for implementing to the letter the agreed points reflecting the interests and wishes of the nation on the principle of attaching importance to the nation and placing it above anything else.
He also underlined the need to take decisive measures against the occurrence of any acts of provoking the other dialogue partner and endangering the inter-Korean relations.
He referred to the fact that there have been a chain of abnormal developments running counter to the main spirit of the June 15 Joint Declaration since the 20th inter-Korean ministerial talks as evidenced by the north-targeted military exercises staged by the south side together with outside forces and a spate of insolent remarks let loose by its authorities including the prime minister to slander the ideology and system in the DPRK and even negate its sovereignty and inviolable territory.
Deploring that one can hardly witness the implementation of the agreed points related to such fundamental and principled matters as matters of taking practical measures to ensure that each other's ideology and system are recognized and respected, he declared that in that context it is advisable for the current talks to focus the discussion on settling the fundamental points already agreed rather than working to make new agreements.

Withdrawal of U.S. Imperialists from S. Korea Urged
Pyongyang, May 30 (KCNA) -- Organizations in the U.S. and Britain sent solidarity messages to the Pyongyang mission of the Anti-Imperialist National Democratic Front (AINDF) on May 20 and 21 on the occasion of the 27th anniversary of the heroic Kwangju Popular Uprising.
The U.S. Group for the Study of Songun Politics and the U.S. Solidarity Committee to Support the Struggle of AINDF and the South Korean People in their messages extended support to the south Korean people in their struggle for justice and patriotism on the occasion of the 27th anniversary of the uprising.
The British Group for the Study of the Juche Idea and the British Association for the Study of Songun Policy in their messages said the uprising was a heroic resistance to shine long in the history of the world oppressed people's struggle for national liberation as it dealt a heavy blow at the U.S. imperialist aggressors. The messages called for driving the hateful U.S. imperialists out of south Korea.
Kim Jong Il's Policy on Science and Technology Praised in S. Korea
Pyongyang, May 30 (KCNA) -- The south Korean Internet magazine "Jongse Tonghyang" on May 23 posted an article titled "Chairman of the National Defence Commission Kim Jong Il builds a great prosperous powerful nation by attaching great importance to science and technology" written by Jon Yong Ho, permanent researcher of the south Korean Institute for Civic Rights Studies.
The article had the following five parts: "1. Chairman of NDC Kim Jong Il giving great importance to science and technology", "2. The policy of giving great importance to science and technology, a continuation of President Kim Il Sung's policy", "3. Information communication, Nano-engineering, life engineering", "4. Methodology of developing science and technology" and "5. Future of the north's science and technology".
The article noted that Kim Jong Il regarded science and technology as one of the three mainstays for building a great prosperous powerful nation.
The President's policy of giving importance to science and technology has been carried forward by Kim Jong Il to bring about signal innovations in all fields of science and technology as evidenced by the launch of an earth satellite and the successful nuclear test, the article noted, and continued:
Sustained state attention has been paid to the field of science and technology in the north, demonstrating its various scientific and technological achievements at home and abroad.

Senior Official of China Meets Korean Women's Delegation
Beijing, May 28 (KCNA) -- Gu Xiulian, vice-chairwoman of the Standing Committee of the Chinese National People's Congress who is president of the All-China Women's Federation, met and had a talk with a delegation of the Korean Democratic Women's Union led by Vice-Chairwoman Ro Song Sil at the Great Hall of the People in Beijing on Monday.
Gu Xiulian said she was happy to note that the 95th birth anniversary of President Kim Il Sung was commemorated with splendor in Korea. I was deeply moved to see the Korean people deeply revering the President, she added.
Noting that when she visited Korea last year she was greatly encouraged by the achievements made in different fields of it under the leadership of Kim Jong Il, she hoped that the Korean people would register greater success in the future, too.

GNP's Political Repression Denounced in S. Korea
Pyongyang, May 30 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration in south Korea on May 25 released a statement titled "The Grand National Party should stop its suppression of the just political activities of civic organizations", according to a media report.
The statement recalled that the GNP filed a suit with the prosecution against the core members of the Solidarity including Permanent Co-Representative Kwon O Chang for a street oratorical meeting against it.
Noting that the anti-national and anti-reunification acts of the GNP have become an object of curse and denunciation by all the people, the statement said the GNP, nevertheless, is suppressing the righteous political activities of a civic organization, crying over what it called "defamation".
The incident vividly revealed the wild ambition of the GNP to take power at any cost through the "presidential election" by blindfolding the people and stuffing their ears, the statement said.
It declared that the civic organizations would never stop their fight against the GNP.
Japan's Scenario of Preemptive Attack under Fire
Pyongyang, May 30 (KCNA) -- Japan has been very busy boosting the military capability of the "Self-Defence Forces (SDF)" under the signboard of "defence" these years.

The Japan Defense Agency was upgraded to the Ministry of Defence and a new central rapid reaction force was created while Japan is posed to exercise the "right to collective self-defence" in contravention of its Constitution. One can hardly interpret this development as for "defence". An offensive formula would be the only correct explanation of the moves of Japan to emerge a military power.
Now is the time for the world community to take a serious note of Japan's dangerous moves for militaristic overseas expansion that have reached an alarming phase and take a responsible action against them.
The DPRK will never allow the scenario of the Japanese reactionaries for a preemptive attack in order to ensure peace and security in Asia and the rest of the world, the commentary concludes.
U.S. Double-dealing Policy Accused
Pyongyang, May 30 (KCNA) -- The United States should roll back its unjustifiable double-dealing policy and hostile policy toward the DPRK if it is truly interested in the settlement of the nuclear and missile issues, urges Rodong Sinmun Wednesday in a signed commentary.
Disclosing the U.S. recent moves to round off the preparations for a nuclear war and its intensified military tie-up with Japan, the news analyst goes on:
What should not be overlooked is the U.S. double-dealing policy. The Japanese reactionaries are working hard to establish the Missile Defence System (MD) while pushing forward the moves to become a military giant with the backing of the U.S. and at its connivance. Accession to nuclear weapons by Israel and other countries is chiefly attributable to the U.S. connivance and cooperation.
The nuclear issue of the DPRK, however, originated from the U.S. nuclear threat toward it. But for the U.S. escalated nuclear threat to the DPRK its nuclear issue would not have cropped up. The U.S., proceeding from its double-dealing stand, found fault with the DPRK only, while defending and supporting Israel and other countries in their nuclear weaponization and cooperating with them. This is a revelation of its extreme two-faced policy and one-sided hostile policy toward the DPRK.
Such countries as the U.S. and Japan say this or that about the measure taken by the DPRK for increasing its defence capacity although they manufacture latest type nuclear weapons and missiles of the next generation as they please. This double-dealing policy should not be tolerated under any circumstances.
It is self-evident that the nuclear and missile issues can hardly be settled fairly as long as countries like the U.S. cling to their double-dealing policy. The persistent application of double-dealing standards would reduce even international law and treaties to dead papers.
Japan's Trick to Evade Responsibility for Past Crimes Debunked
Pyongyang, May 30 (KCNA) -- It is a mockery and insult to human conscience for Japan to attempt to participate in the activities of the International Criminal Court (ICC) dealing with such anti-human crimes as genocide and aggression, states Rodong Sinmun in a commentary Wednesday.
Japan is these days trying to cover up the extra-large anti-human crimes, which were and will be unparalleled in history, by craftily abusing the limitation codified in the rules of the ICC that it shall exercise jurisdiction only over the crimes committed in the 21st century, notes the analyst, and goes on:
Japan's attempt to involve itself in the activities of the ICC is a crafty move to evade the settlement of its past.
Japan is wielding its purse to enter the ICC and grab such leading posts of the court as judge.
But it is mistaken. Money is not a panacea.
It is unseemly and ironical for such war criminal state as Japan which is destitute of conscience and morality to attempt to join the ICC and discuss international law and judge anti-human crimes. Whatever thick silk dress Japan may wear, it cannot deodorize the stink of crimes from its body.
It must never be allowed that the bloody past crimes of Japan are rinsed out by such international organizations as the ICC.
Japan should make a new start after fully atoning for the past crimes it committed against humankind before uttering such words as "peace" and "domination of law".
All Koreans Called upon to Achieve National Independence
Pyongyang, May 30 (KCNA) -- National independence serves as a main principle to be adhered to in achieving Korea's reunification as it is the core of the issue of reunification, says Rodong Sinmun today in a signed article.
A solution to the issue of national reunification aimed at defending and realizing independence of the nation would be unthinkable without national independence, the article notes, and goes on:
Every nation is entitled to be responsible for its destiny and carve it out according to its own will. Koreans should achieve the reunification of the country by themselves free from any interference of foreign forces. Only then is it possible to successfully resolve the issue of reunification according to the desire and interests of the nation.
If one tries to solve the issue of national reunification, an issue of winning back the sovereignty of the nation usurped by foreign forces, in reliance upon foreign forces, it would only end up finding oneself under the yoke of slavery.

Development of Indigenous National Cooking Culture
Pyongyang, May 30 (KCNA) -- The Korean people have developed indigenous national cooking culture, making dishes good for existence, health and longevity of human being since olden times.
They have lived on boiled rice, soy, bean paste and kimchi as the main staple and subsidiary food, proceeding from their experience and general knowledge, though the metabolism of human body had not been solved in a scientific way.

Seminar of Social Scientists Marks Anniversary of Pochonbo Battle
Pyongyang, May 30 (KCNA) -- A seminar of social scientists was held on May 30 to mark the 70th anniversary of the victory in the Pochonbo battle.
In June Juche 26 (1937) President Kim Il Sung advanced into the homeland, leading a large unit of the Korean People's Revolutionary Army and shot a signal flare lighting the nocturnal sky over Pochonbo, ordering its members to wipe out the enemy.
The seminar heard five papers which explained and proved the immortal exploit the President performed by leading the Pochonbo battle to victory and its significance.
Candidate Academician, Prof. and Dr. Thae Hyong Chol, president of the Academy of Social Sciences, Associate Prof. and Master of Social Science Jo Chol, vice-president of Kim Il Sung University, and other speakers said that the Pochonbo battle was a big event that assured the nation of its resurrection and the victory of the anti-Japanese armed struggle under the banner of Songun and a battle that demonstrated to the world the extraordinary military strategy and Juche-oriented commanding art of Kim Il Sung and shattered the myth of the Japanese imperialists' "mightiness."

S. Korean Military Warmongers' Military Provocations Warned
Pyongyang, May 30 (KCNA) -- The servicepersons of the Korean People's Army are following with a high degree of vigilance the military provocations of the south Korean military warmongers and will take due measures if they persist in such actions.
The KPA Navy Command warned this in a press release issued on May 30 in connection with the fact that the warmongers of the south Korean armed forces perpetrated such a grave military provocation as intruding a group of warships deep into the territorial waters off the West coast of the north side on the same day.
According to the press release, at around 11:20 on Wednesday the warmongers of the south Korean armed forces infiltrated seven warships deep into the territorial waters of the north side southwest of Ssanggyo-ri, Kangryong County, South Hwanghae Province and at around 7:45 and at around 10:40 two warships into the same waters.
When the north side demanded over walkie-talkie their immediate withdrawal for the purpose of preventing the situation from deteriorating, they went the lengths of making such bellicose remarks as "they would fire" and "they would punish".
This is a serious military provocation creating a touch-and-go situation in those waters and an intolerable challenge to the high degree of patience and self-restraint exercised by KPA servicepersons, the press release noted, and continued:
The reckless military provocations of the above-said warmongers pushed the situation in the waters off the West coast to such an extreme pitch of tension that a new armed clash may break out there any moment.
They would be well advised to properly understand the gravity of the situation and behave with discretion.

En particular, partiendo de su politica de doble rasero, EE.UU. permite en silencio y hasta respalda la conversion de Japon en una potencia militar y el establecimiento del Sistema Antimisiles por parte de los reaccionarios de este pais. Lo mismo sucede en el problema de posesion de armas nucleares por Israel y otros paises.
Al contrario, el problema nuclear de la RPDC surgio por la amenaza nuclear de EE.UU.

Pyongyang, 30 de mayo (ATCC) -- La intencion de Japon de tomar parte en las actividades del Tribunal Penal Internacional, que trata los crimenes de lesa humanidad como el exterminio masivo y la agresion, deviene una burla e insulto a la conciencia de la humanidad.
Asi senala el periodico Rodong Sinmun en un comentario individual de este miercoles y continua:
En los ultimos dias, Japon trata de aprovechar taimadamente las restricciones del estatuto de la citada entidad, que define ejercer el poder judicial solo a los crimenes del siglo XXI, con el proposito de encubrir sus peores crimenes antieticos, que nunca existieron ni existiran en la historia.
Por lo tanto, las pretensiones del pais isleno de afiliarse al TPI resultan un colofon de sus maniobras encaminadas a evadir la liquidacion del pasado criminal.
Si bien Japon actua equivocadamente para comprar el permiso al ingreso a esa entidad internacional y sus puestos importantes como el cargo de juez, debe darse cuenta de que el dinero no es un remedio omnipotente.
No habra otra cosa tan ridicula y absurda si este pais criminal de guerra, inmoral y falto de la conciencia logra adquirir la potestad de enjuiciar en ese organo los crimenes de lesa humanidad en virtud del derecho internacional.
Aunque Japon se vista de seda, no podra ocultar las huellas del criminal.
No se debe permitir jamas que los crimenes ensangrentados de Japon fueran lavados por los organismos internacionales como el Tribunal Penal Internacional.
Japon tiene que expiar primero sus crimenes del pasado contra la humanidad para comenzar de nuevo, antes de hablar de la "paz" y el "dominio de la ley".

Como si esto fuera poco, Japon decidio comenzar el desarrollo de un arma de laser de alta potencia para interceptar un misil a pocos momentos de su lanzamiento.
Los reaccionarios japoneses no solo disponen de esos medios estrategicos, sino tambien de los armamentos convencionales para el ataque.
De esta manera, las "fuerzas de autodefensa" se convierten evidentemente en las tropas agresoras de ofensiva y el pais isleno se va erigiendo como un Estado belicista.
No se explica con la teoria de "defensa" el comportamiento actual de Japon, que subio el rango de la Agencia de Defensa al de ministerio, fundo el colectivo central de reaccion rapida e intenta ejercer el "derecho a la autodefensa colectiva" desafiando a la constitucion vigente que lo prohibe.
Todos los movimientos de Japon orientados a convertirse en una potencia militar persiguen evidentemente la ofensiva.
Ahora es cuando todo el mundo debe cuestionar el expansionismo militarista de Japon, que entra en una etapa peligrosa, y tomar fuertes medidas para impedirlo.
Para preservar la paz y la seguridad de Asia y el resto del mundo, la Republica Popular Democratica de Corea no perdonara nunca la intencion de los reaccionarios japoneses de lanzar un ataque preventivo.
Rodong Sinmun se refiere a la independencia nacional
Pyongyang, 30 de mayo (ATCC) -- El periodico Rodong Sinmun, en un articulo individual insertado el dia 30, senala que la independencia nacional es el nucleo de la solucion del problema de la reunificacion y deviene el principio fundamental a ser mantenido en el cumplimiento de esta causa nacional y prosigue:
Al margen de la independencia nacional, no puede pensar en la solucion del problema de la reunificacion de la patria para realizarla.
Todas las naciones tienen el derecho a forjar su destino de manera independiente de acuerdo con su voluntad.
La nacion coreana debe lograr por su propia cuenta la reunificacion del pais sin ninguna ingerencia extranjera. Solo hacerlo asi es posible solucionar con exito el problema de la reunificacion conforme a la voluntad e intereses de la nacion coreana.
Para los coreanos divididos, la independencia nacional es precisamente la reunificacion y viceversa.
Gracias al encuentro historico de los maximos dirigentes del Norte y el Sur en Pyongyang y la aprobacion de la Declaracion Conjunta del 15 de Junio, la epoca de la reunificacion independiente se abrio por primera vez en la historia del movimiento por la reunificacion de la nacion coreana, lo cual es un fruto de la larga lucha de la nacion coreana por realizar la reunificacion independiente del pais.
@Para llevar a cabo la independencia nacional, el Norte y el Sur de Corea deben mantener con firmeza la posicion de dar importancia a la nacion. Esta es precisamente la independencia nacional. El principio de esta puede ser ejecutado solo al mantener la posicion de dar importancia a la nacion.
Solo cuando aun en cualquier situacion y circunstancia se de siempre prioridad a la voluntad e intereses de la nacion y se mantenga con firmeza la soberania nacional, es posible realizar la verdadera reconciliacion nacional y adelantar la reunificacion independiente de Corea.
