Inter-Korean Military Working Level Talks Resumed
Pyongyang, July 16 (KCNA) -- The north-south military working level talks were resumed in Panmunjom on July 16 in the wake of their session on July 10.
The talks continued their discussion on the issue of implementing the joint press release adopted at the 5th inter-Korean general-level military talks.
The head of the delegation from the north side Senior Colonel of the Korean People's Army Pak Rim Su said that in order to realize the joint fishing in the waters of the West Sea at an early date as desired by all the fellow countrymen, both sides should lay down among other things the principle of promoting the co-prosperity and common interests to the utmost, the principle of strictly banning foreign fishing boats' illegal fishing, the principle of ensuring peaceful and safe joint fishing and the principle of conserving and propagating the marine resources of the nation by their concerted efforts and, on this basis, should take military measures and discuss and settle other relevant issues.
He advanced a reasonable proposal for setting up a vast expanse of waters for joint fishing from Yonphyong Islet to Paekryong Islet in the West Sea and proved at length its validity and feasibility.
He also proposed that in order to prevent the military confrontation and clash in the waters of the West Sea the north and the south regard as the basis of their discussion the principle calling on them to remove the root cause of clash, the principle of broad-mindedly giving up each other the maritime boundary line over which they have so far conflicted with each other and recognizing and respecting each other's right to territorial waters and the principle of thoroughly implementing the inter-Korean agreements already adopted and the Armistice Agreement and fully meeting the requirements of the universally recognized law.
He said that the south side's proposal for "building military confidence" only reveals its intention to continue maintaining the "northern limit line," root cause of confrontation and clash, and disclosed its injustice.
Referring to the inter-Korean cooperation and exchange, he noted that it is the invariable stand of the KPA to take military measures in time for ensuring cooperation and exchange, the implementation of which is guaranteed. He urged the south side to provide the civilian ships of the north side with a military guarantee for their direct sailing into Haeju Port and full passage through the Straits of Jeju as an immediate task.
At the talks they agreed to hold the 6th inter-Korean general-level military talks from July 24 to 26 before discussing a detailed schedule for them.
DPRK and Egypt to Cooperate in Field of Cement
Pyongyang, July 16 (KCNA) -- The Pyongyang Myongdang Trading Corporation (PMTC) of the DPRK and the Orascom Construction Industries of Egypt (OCI) discussed the issue of collaboration and investment in the field of cement before making public a joint communique in Pyongyang on July 13.
According to the joint communique, both sides discussed the above-said issue.
Both sides signed Joint Venture Agreement for the purpose of establishing partnership to modernize, renovate, upgrade and operate the Sangwon Cement Complex.
The Orascom Construction Industries expressed its willingness to further increase its investment in the field of cement and to promote cooperation in other economic areas on the basis of spirit of South-South Cooperation, principle of mutual benefits and its conviction of the solid foundation of economic development and the rich potentialities of the Democratic People's Republic of Korea.
Orascom side affirmed that it, in the future, will boost the annual productive capacity of the Sangwon Cement Complex as well as its intention to make investment in Rason Economic and Trade Zone, mineral production, power plant, port and etc.
President Kim Il Sung Remembered
Pyongyang, July 16 (KCNA) -- A joint remembrance meeting of Indian political parties and organizations was held in New Delhi on July 7 on the occasion of the 13th anniversary of demise of President Kim Il Sung.
On display in the venue of the meeting were works of Kim Il Sung and Kim Jong Il and photos showing their undying exploits and books and photos introducing the single-minded unity of Songun Korea.
Om Prakash Mantri, secretary general of the All India Indo-Korean Friendship Association, and other personages in their speeches unanimously expressed boundless reverence for the peerlessly great man and highly praised President Kim Il Sung for his immortal contribution to the human cause of independence. They stressed that the great exploits performed by the President for the Korean people and other progressive people of the world will be immortal.
Noting that the cause of Kim Il Sung has been successfully carried forward by General Secretary Kim Jong Il, the speakers wished the Korean people great success in building a great prosperous powerful socialist nation and accomplishing the cause of national reunification under the wise leadership of Kim Jong Il.
Meanwhile, photo exhibitions and film shows were held in Russia, Democratic Congo, Indonesia, Viet Nam, Malaysia and Singapore from June 26 to July 6 on the same occasion.
Stop to Conservative Media's Coloring Offensive Demanded in S. Korea
Pyongyang, July 16 (KCNA) -- The Press Headquarters of the South Committee for Implementing the June 15 Joint Declaration reportedly made public a statement titled "Chosun Ilbo and the Grand National Party (GNP), stop releasing sheer misinformation and commentaries" on July 11.
The statement accused Chosun Ilbo of groundlessly finding fault with the "government" and four media organizations which agreed to make joint efforts for the abolition of the "National Security Law" (NSL) while discussing on support to media coverage, terming it a "nonsensical agreement."
The statement went on:
The GNP in its commentary mechanically echoed the anachronistic tone of the commentary of Chosun Ilbo saying that "the agreement was very nonsensical." This only revealed its very poor political qualifications.
The NSL abridging the freedom of thinking, conscience and expression is the most evil law as it suppresses the freedom of speech not only in reporting about inter-Korean issues but in dealing with ordinary issues.
It was cowardly and senseless for Chosun Ilbo to launch a coloring offensive over what was discussed after it turned down the request to take part in the above-said discussion, the statement noted.
Japan Must Pay Dearly: Rodong Sinmun
Pyongyang, July 16 (KCNA) -- A whole century has passed since the "incident that happened in Hague in June 1907", which left in the Korean national history a deep scar of rancor of a ruined nation, says a Rodong Sinmun analyst Monday.
The incident gave the bitter lesson that an outside force is an outside force in any case and national sovereignty and independence must be won and defended only by the strength of the nation itself, notes the analyst, and goes on:
The power of the DPRK has grown to the highest peak under the invincible Songun politics of the brilliant commander of Mt. Paektu and no outside force dare provoke it freely.
These days, the Japanese reactionaries and some pro-Japanese elements in south Korea are distorting the past crimes of the Japanese imperialists which are undeniable and even twisting the truth behind the "incident". And it must not go unnoticed that Japan has now become a theater of a feverish anti-DPRK and anti- Chongryon (the General Association of Korean Residents in Japan) campaign which vividly reminds us of the past acts of the Japanese imperialists in depriving Korea of its sovereignty.
The Japanese reactionaries should make an apology and compensation for having made the Korean nation weep bitter tears and go through immeasurable misfortunes and disasters, after reducing it to a ruined nation. However, far from doing so, they are still persisting in a hostile policy towards the DPRK and suppression of Chongryon. This is an intolerable insult and provocation to the Korean nation.
All the Koreans should turn out more vehemently in the nationwide struggle to decisively shatter their provocative acts and force them to pay for the blood.
Great Leadership in Upholding Juche Character and National Character
Pyongyang, July 16 (KCNA) -- Socialism in the DPRK owes it entirely to President Kim Il Sung and Kim Jong Il that it is throwing ever brighter rays as socialism of Juche and socialism of patriotism, declares Rodong Sinmun in an article Monday.
Noting that Kim Il Sung was the first distinguished thinker and theoretician and peerless veteran statesman in history to put forward the idea of preserving the Juche character and national character and successfully apply them to the revolution and construction, the author of the article continues: His outstanding leadership and immortal exploits have been successfully carried forward by Kim Jong Il.
The sagacity of the leadership of Kim Jong Il in firmly adhering to the Juche character and national character in the revolution and construction finds manifestation in that he has built a strong military power which can firmly guarantee the sovereignty of the country and the nation under the banner of Songun.
The Korean People's Army is demonstrating its might as an invincible revolutionary army of Mt. Paektu which is strong enough to defeat any formidable imperialist army at one blow and the defence industry of the DPRK has been put on a very high level to produce for itself any military and technical equipment for modern warfare. Great unity of the army and people has been achieved and the whole country turned into an impregnable fortress, so that the DPRK can be placed in full preparedness to meet any contingency on the initiative.
His wise leadership also finds manifestation in that he has led the work to build a great prosperous powerful nation of Korean-style on this land by the efforts of the people themselves and further fully developed in depth the work to give sufficient play to the superiority of the Korean nation in all aspects of social life.
The Songun politics pursued by Kim Jong Il is the most steadfast policy of independence and patriotism. It is the rock-firm faith deeply rooted in the hearts of the army and people of the DPRK that the high dignity of the country and its powerful prosperity are possible when upholding his Songun leadership.
Struggle for Implementing Three Tasks Called for
Pyongyang, July 16 (KCNA) -- The struggle for attaching importance to the nation, defending peace and achieving unity is the powerful motive force in the June 15 era of reunification and the basic way of rejecting foreign forces and achieving independent reunification by the concerted efforts of the Korean nation, stresses Rodong Sinmun in an article Monday.

Developing Nation's Sports Technique
Pyongyang, July 16 (KCNA) -- Various sports contests were held in the first half of the year in the DPRK.
Athletes gave a good account of themselves at the contests.
In particular, new world and Asian records were registered in the shooting, archery and weightlifting events of the National Sports Festival.
Male shooters in the April 25 National Defense Sports Group set a new world record at the 10m air-pistol shooting team event.
Asian records were broken by male shooters in the above-said sports group at the 50m pistol shooting and 25m center fire pistol and by female athletes in the same sports group and Amnokgang National Defense Sports Group at the team event of archery.
Ri Un Hye, a woman weightlifter in the Pyongyang City Sports Group established new national records in the snatch, jerk and total of the 75kg-category.
New world and national records were also made in other weightlifting events.
Previous national records were also broken in some categories of the Sports Contest for the Pochonbo Torch Cup.
The female shooters in the April 25 National Defense Sports Group broke the Asian record in the team event of skeet and female player Ri Son Mi in the Kigwancha Sports Group renewed the national record in the hammer-throwing.
These signal successes show the ever developing sports technique of the country.
New Stamps Issued
Pyongyang, July 16 (KCNA) -- Eight kinds of new individual stamps reflecting fossils and enjoyable fishes have been published in the DPRK.
The fossil stamps represent fossils of Neuropteridium, coral, shell-fish and rhinoceros' lower jaw discovered in the different parts of the DPRK including Sungho District of Pyongyang, Koksan County of North Hwanghae Province and Myonggan County of North Hamgyong Province.
The fish stamps reflect A.citrinellus V. synspilum, Symphysodon discus, Naso lituratus and Carassius auratus distributed in the East Sea of Korea, the Amazon, the Pacific and the Indian Oceans.
The face values of the stamps are 15 - 200 won.
Extravaganza Arirang to Be Staged Again
Pyongyang, July 16 (KCNA) -- The Grand Gymnastic and Artistic Performance "Arirang," winner of Kim Il Sung Prize, will be staged at the May Day Stadium from early in August to the middle of October.
The creative staff and performers successfully re-represented the extravaganza with new scenes dealing with the high spirit and dynamic drive of the servicepersons and people in the DPRK to speed up the building of a great prosperous powerful nation.
RCC of Japan Urged to Drop Unwarranted Suit against Chongryon
Tokyo, July 14 (KNS-KCNA) -- Nam Sung U, vice-chairman of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon), on July 14 made public a statement accusing the Resolution and Collection Corporation (RCC) of Japan of filing a suit against the "Management Board of the Hall of the Headquarters of Chongryon," forcing it to sell the hall.
The statement said:
Since the very start, the RCC has unilaterally scuttled the negotiations for reconciliation with Chongryon, disregarding the sincere reconciliation proposals it has made so far, prompted by the authorities' political intention, and applied for the sale of the hall in a bid to usurp it. This was an illegal action in view of the law, common sense and usage.
The above-said application is an illegal action which cannot be recognized by the civil execution law and civil execution regulations as it means forcing the start of sale of real estate on the nominal debtor and the third nominal party and it is quite natural that the court did not recognize it.
The RCC should immediately drop the illegal suit brought against the "Management Board."
We strongly demand the RCC respond at once to the reconciliation negotiations with Chongryon with sincerity.

Ejecucion completa del acuerdo 13 de febrero depende de EE.UU. y Japon
Pyongyang, 16 de julio (ATCC) -- En relacion con que la Republica Popular Democratica de Corea suspendio la operacion de la instalacion nuclear de Nyongbyon, un portavoz de la cancilleria de la RPDC se entrevisto la vispera con la ATCC.
Ya que nuestro pais hizo todo lo que le tocaba hacer, la ejecucion del acuerdo del 13 de febrero depende de como las otras 5 partes (participantes en las conversaciones a 6 bandas) cumplen sus compromisos segun el principio de "accion vs. accion", en particular, de como Estados Unidos y Japon toman medidas practicas encaminadas a anular su politica hostil a Corea, adelanto el portavoz y prosiguio:
Segun los puntos acordados, el dia 14, cuando llego el primer barco con cargas de una parte de 50 mil toneladas de aceite pesado, paramos la operacion de la instalacion nuclear de Nyongbyon y autorizamos al personal de la Organizacion Internacional de Energia Atomica la vigilancia sobre ello.
Si se tiene en cuenta que segun el acuerdo referido, el paro de la operacion de la instalacion en cuestion debio realizarse en el momento de la entrega de 50 mil toneladas de aceite pesado, esto significa que nuestro pais ha cumplido con adelanto sus compromisos, siendo una muestra de nuestra fidelidad al cumplimiento del mismo protocolo.
El suministro de las energias sustituibles incluido el aceite pesado no es una "ayuda" filantropica sino la recompensa por la suspension de la operacion de nuestra instalacion nuclear. Y las actividades de la OIEA en Nyongbyon no adquieren el caracter de "inspeccion" sino se limitan a la verificacion y vigilancia.
Hay que cobrar precio de sangre, subraya Rodong Sinmun
Pyongyang, 16 de julio (ATCC) -- Con motivo del centenario del "caso de misioneros secretos en La Haya", que quedo grabado en la historia nacional de Corea como el incidente de gran lamentacion por la ruina del pais, el diario Rodong Sinmun publico este lunes un comentario individual que va como sigue:
@Este suceso dejo una leccion de sangre de que no se debe cifrar esperanza en las fuerzas extranjeras y de que la soberania y la independencia de la nacion deben ser conquistadas y defendidas con las propias fuerzas de ella.
@Gracias a la invencible politica de Songun (priorizacion militar) del General Insigne del monte Paektu, el poderio nacional de la Republica Popular Democratica de Corea se agranda al maximo y ningunas fuerzas extranjeras se atreven a atacar a la nacion coreana.
@En estos momentos, los reaccionarios japoneses y los elementos projaponeses del Sur de Corea tergiversan los crimenes cometidos en el pasado por los imperialistas japoneses y hasta los verdaderos aspectos del "caso de misioneros secretos en La Haya", que resulta irrefutable hecho historico.
En particular, en el pais isleno se despliega una frenetica campana represiva contra la RPDC y la Chongryon (Asociacion General de Coreanos Residentes en Japon), lo que se asemeja a la usurpacion en el siglo pasado de la soberania de Corea por parte de los imperialistas nipones.

Rodong Sinmun se refiere a mantener caracter Juche y nacionalidad

El Presidente Kim Il Sung fue destacado ideologo y teorico y veterano politico sin par quien presento por primera vez en la historia la idea de mantener el caracter Juche y la nacionalidad y la materializo brillantemente en la revolucion y la construccion. Su destacada direccion e inmortales hazanas las lleva adelante el Dirigente Kim Jong Il.
La sabia orientacion del Dirigente Kim Jong Il, quien mantiene con firmeza el caracter Juche y la nacionalidad en la revolucion y la construccion, reside en que el preparo las poderosas fuerzas armadas capaces de garantizar la soberania de la patria y la nacion bajo la bandera del Songun (priorizacion militar).
Hoy dia, el Ejercito Popular de Corea exalta su fisonomia de invencible ejercito revolucionario del monte Paektu capaz de aniquilar de un solo golpe a cualesquier potentes enemigos imperialistas y la industria belica de la RPDC esta en condiciones de producir por cuenta propia los pertrechos tecnicos y militares necesarios para la guerra contemporanea. Al realizar la gran unidad entre el ejercito y el pueblo y convertir todo el pais en una fortaleza inexpugnable, estamos enteramente dispuestos para hacer frente con iniciativa a cualquier situacion inesperada.
La otra sabia orientacion del Dirigente Kim Jong Il radica en que el guia acertadamente la obra de construir una gran potencia prospera sobre esta tierra con nuestras fuerzas y a nuestra manera y profundiza bajo todos los aspectos la labor para mantener la superioridad de la nacion coreana en todas las esferas de la vida social.
La politica de Songun del Dirigente es la de la mas estricta independencia y del amor a la patria, la nacion y el pueblo. En el camino de seguir a la direccion del Songun estan la alta dignidad y la prosperidad de nuestra patria. Esto es la inconmovible conviccion arraigada en el corazon del ejercito y el pueblo de Corea.
