Foreign Ministry Spokesman on Recent DPRK-U.S. Talks
Pyongyang, September 3 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to a question put by KCNA Monday as regards the recent DPRK-U.S. talks held in Geneva:
A meeting of the DPRK-U.S. working group for the six-party talks was held in Geneva from Sept. 1 to 2.
The meeting discussed the goals at the next phase for the implementation of the September 19 joint statement and reached a series of agreements.
Both sides discussed the issue of taking practical measures to neutralize the existing nuclear facilities in the DPRK within this year and agreed on them.
In return for this the U.S. decided to take such political and economic measures for compensation as delisting the DPRK as a terrorism sponsor and lifting all sanctions that have been applied according to the Trading with the Enemy Act.
This has laid a groundwork for making progress at the plenary session of the six-party talks to be held in the future.

Kim Jong Il's Songun Revolutionary Leadership Praised
Pyongyang, September 3 (KCNA) -- The British Association for the Study of Songun Policy posted a special write-up accompanied with a photo of Kim Jong Il inspecting a unit of the Korean People's Army on its Internet homepage on August 26 on the occasion of the 47th anniversary of his start of Songun revolutionary leadership.
The homepage in the article titled "47 years shining with the Songun revolutionary leadership" said that the Songun revolutionary leadership of Kim Jong Il for the last nearly half a century is recorded as a history of victory.
Introducing the immortal Songun revolutionary leadership exploits, the homepage said:
Thanks to his Songun revolutionary leadership the sovereignty and dignity of the Korean nation have been firmly defended and peace and security on the Korean Peninsula guaranteed.
Now the south Korean media vie with each other in widely introducing the tested leadership of Kim Jong Il who has wisely steered the cause of national reunification to victory and people from all walks of life are highly praising the greatness of the Songun policy.
Kim Jong Il's Songun Revolutionary Leadership Lauded
Pyongyang, September 3 (KCNA) -- Alejandro Cao de Benos, chairman of the Association for Friendship with Korea, posted an article titled "47 years of Songun revolutionary leadership shining with brilliant victory and noble devotion" on the Internet Homepage "One Korea Network" on August 24 on the occasion of the 47th anniversary of Kim Jong Il's start of Songun revolutionary leadership.
The article said that the long journey made by Kim Jong Il for Songun revolutionary leadership was a great path of defending socialism as he has firmly protected the destiny of the country and people even under the rapidly changing international situation, a road of turn along which he converted adversity into favorable conditions and a history in which he demonstrated his faith and will to accomplish the revolutionary cause of Juche.
Recalling that along this path the DPRK could reinforce the fortress of socialism and the cause of global independence and socialist cause could make a dynamic advance, the article noted:
Kim Jong Il further rounded off the Songun political mode in the rigorous period in the 1990s when the U.S.-led imperialist allied forces directed the spearhead of attack to the DPRK, thus firmly defending the country, the revolution and socialism.
Thanks to his Songun revolutionary leadership the sovereignty and dignity of the Korean nation have been protected and peace and security on the Korean Peninsula guaranteed and victory is in store for the struggle for national reunification and the cause of global independence.
New Documentary Released
Pyongyang, September 3 (KCNA) -- The new documentary "Revolutionary Principle and Working-Class Principle Are Flesh and Blood of Socialism" was released by the Korean Documentary and Scientific Film Studio recently.
The film presents on historical scenes the philosophical truth that it is an important issue related to the destiny of Korean-style socialism to uphold the revolutionary principle and working-class principle and the socialist cause can triumph when these principles are maintained as life and soul.
By depicting the immortal image of the anti-Japanese war hero Kim Jong Suk who fought an uncompromising fight against the acts alien to the ideas and intention of President Kim Il Sung, the film teaches us the never changing truth that the supreme revolutionary principle is to devotedly defend the leader and the arms defending the headquarters of the revolution represent the supreme working-class principle.
The film also impressively depicts the struggle of the anti-Japanese revolutionary fighters, revolutionary martyrs and former unconverted long-term prisoners who never vacillated in upholding the party and the leader.
Through scenes showing the practical experience of the Korean revolution which has won with ideology and faith as evidenced by the changes in Jagang Province, which is converting an arduous march of one thousand ri into ten thousand ri of happiness, the film convincingly proves the validity and sagacity of the ideas and leadership of the Workers' Party of Korea which has invariably upheld the revolutionary principle and working-class principle even in the raging storm of history.
Through materials stripping naked the maliciousness and craftiness of the moves of the imperialists against the DPRK and the heroic struggle of the army and people of the DPRK to defend the revolutionary gains, the film powerfully emphasizes that Songun at present is the supreme revolutionary principle and working-class principle and the cause of socialism is sure to be victorious when the people always remain true to the Songun leadership of Kim Jong Il.
U.S. Military Build-up Targeted against DPRK under Fire
Pyongyang, September 3 (KCNA) -- The United States began deploying two wings of latest F-22 Raptor stealth fighters in its air force in the Pacific region with the Korean Peninsula as an operational target in the wake of its recent deployment of the same type fighters in Alaska.
Commenting on this, Rodong Sinmun Monday says what the U.S. bellicose forces seek in such military build-up in the Pacific region is to weaken the operational capacity of the DPRK in a bid to attain their war objective with ease by mounting a large-scale three dimensional attack on it.
The news analyst goes on:
It is their intention to amass air forces as well as modern naval forces in the areas near the Korean Peninsula and contain the DPRK through a surprise preemptive attack and occupy the whole of Korea, and, furthermore, establish military domination over Asia with Korea as a springboard. Precisely for this reason, they are letting their reconnaissance planes fly in the sky above the DPRK so often to intensify aerial espionage and steadily strain the situation on the Korean Peninsula.
The U.S. arms buildup and escalating espionage are part of its military operations to ignite a new Korean war.
The U.S. is talking about "dialogue" and "peace" but, in actuality, stepping up its war preparations, bringing the situation on the peninsula to the brink of war.
The evermore undisguised moves of the U.S. bellicose forces to stifle the DPRK compel it to bolster its war deterrent to cope with them.
U.S. and S. Korean Bellicose Forces' War Exercises against DPRK Assailed
Pyongyang, September 3 (KCNA) -- As already known, the U.S. staged the large-scale "Ulji Focus Lens" joint military exercises together with the south Korean military from August 20 to 31.
Rodong Sinmun Monday in a signed commentary carried in this regard says: Such frantic war exercises staged under the simulated conditions of an actual war with at least 10,000 U.S. forces present in south Korea and overseas and huge south Korean troops and up-to-date war equipment involved were, to all intents and purposes, drills for a preemptive nuclear attack on the DPRK.
It goes on:
The U.S. staged extremely provocative war maneuvers against the DPRK despite its repeated warnings and strong opposition and protest from the public at home and abroad. This was an open hostile act against the DPRK and an unpardonable criminal move to stem the trend of the development of the situation on the Korean Peninsula toward detente and peace.
The situation on the Korean Peninsula is of late developing in the direction of detente and peace.
The Korean nation's desire for reconciliation, unity, peace and reunification is growing stronger and the points agreed upon at the six-party talks aimed at peace and security on the Korean Peninsula are in the process of implementation.
The U.S., however, staged such provocative joint military exercises against the DPRK against this backdrop. This diametrically runs counter to the cause of peace and reunification of the Korean Peninsula.
The U.S. is putting spurs to such "arms buildup" as massively introducing means of nuclear attack while promoting the reorganization of the system of the U.S. imperialist aggression forces present in south Korea aimed at mounting a preemptive attack on the DPRK.
It was busy painting "Ulji Focus Lens" as "annual" or "computer mock drills" but it staged the maneuvers under the simulated conditions of an actual war, thus revealing its adventurous design to examine and round off the preparations for the preemptive nuclear attack on the DPRK.
The U.S. hostile policy toward the DPRK still remains unchanged.
Attaching Importance to Nation Called for
Pyongyang, September 3 (KCNA) -- Attaching importance to the nation represents the most correct stand on independently carving out the destiny of the nation, says Rodong Sinmun Monday in a signed article. Calling on all the Koreans in the north and the south and abroad to wage a vigorous patriotic struggle for peace of the country and independent national reunification from the stand of attaching importance to the nation, the article goes on:
The stand on attaching importance to the nation represents the Juche-oriented view and stand on approaching everything from the stand of putting the interests of the nation responsible for carving out its destiny above all, not outsiders, in the struggle for carving out the destiny of the nation. It also represents the genuine stand on reunification and patriotism as it makes it possible to achieve at an early date the country's reunification, the most urgent task in the struggle for independently carving out the destiny of the nation.
This stand also represents the stand on national unity as it makes it possible to achieve the unity of the entire nation by pooling efforts of the Korean nation itself and pave the way for national reunification by dint of that strength.
The Koreans have common interests in achieving peace and its reunification while the outsiders are interested in perpetuating the division of the Korean nation and provoking a war of aggression against the DPRK. To attach importance to the outsiders keen to perpetuate division and war is a treacherous act of negating peace and reunification.
Attaching importance to the nation makes it possible to reject outsiders standing against Korea's reunification, firmly maintain the independent stand in solving the reunification problem and promote the process of national reunification and unity to meet the desire and the interests common to the nation.
It would be impossible to solve the problem of national reunification if one read the faces of outsiders and attached more importance to their intention and demand.
Attaching importance to the nation helps all the Koreans, who consider national unity and reunification as vital to their destiny, go united as one and work for accomplishing the cause of national independence by their concerted efforts.
National cooperation represents a basic mode of carving out the destiny of the Koreans as it helps them unite close for national reunification, proceeding from the stand of attaching importance to the nation.
Foreign Origin Animals Habituated to Korean Climate
Pyongyang, September 3 (KCNA) -- The Central Zoo of the DPRK has made a new success in a research work to adapt foreign-origin animals to the circumstances of Korea.
The zoo took measures to prevent possible diseases in case seals are bred in fresh water, introduced ultraviolet sterilizers and filters and made fresh water similar to the sea water with newly developed additives.
The research success made it possible to breed seals in fresh water well.
Cebuella Pygmaeas lived in the Amazon basin of South America were also habituated to the zoo.
The researchers studied their growth, grasped the nutritive component needed per day, developed a compound fodder additive and succeeded in propagating it.
As a result, the survival rate of young Cebuella Pygmaeas grew several times and their average life span were extended by one and a half years as against those before the introduction of new methods.
Researchers have also investigated the biological feature of Balearica Pavoninas distributed in the area south of the middle of the Sahara and found out a method to distinguish female from male in the flock and the proper time for their propagation in Korea. They have thus created all conditions favorable for their propagation.
The zoo has succeeded in receiving a young generation of Balearica Pavonina in 15 years.
This achievement will be helpful toward propagating other kinds of birds belonging to the Gruidae living in Korea.
Successes in Preservation of National Culture
Pyongyang, September 3 (KCNA) -- The Korean Cultural Preservation Agency (KCPA) has made much effort to reexamination and reassessment of the historical relics.
The KCPA has recently finished the reexamination of more than 670 historical relics and amended or supplemented the data of hundreds of objects.
The work for assessing the national cultural heritages has been done in a scientific way, with the result that over 180 objects were registered as national treasure and at least 1,680 as preservation relic.
Jo Yong Phal, director of the KCPA, says: The agency has examined thousands of relics throughout the country. Basing itself on this, it has collected historical data such as the positions, ages, circumstances, history, structures and value of the formative arts of relevant relics and worked out a concrete plan to repair and arrange them.
It has deepened the study of historical relics including castles in Pyongyang, pagodas and fortresses belonging to Koryo and thus proved the time-honored history and cultural tradition of the country and the wonderful national character in a scientific and theoretical way.
With the introduction of a new preservation and treatment technology, it became possible to keep in safety major relics, the wealth of the nation, including mural paintings in Koguryo tombs, stone structures, complete collection of Buddhist scriptures from 80,000 wooden blocks and wood printing plates.
It has brought out 562,500 copies of publications including "Historical Relics of Korea" so as to widely introduce the cultural heritages of the nation at home and abroad.
The picture album "Koguryo Mural Painting" was awarded the technical compilation prize at the international book exhibition held in Leipzig, Germany in May Juche 71 (1982).
The agency has completed "The Illustrated Guide to Korean Historical Relics and Remains" (20 volumes) containing more than 1,300 historical relics and over 10,000 remains.
As Koguryo tombs with mural paintings have already been registered as world heritage, the KCPA is making preparations for the registration of the historical relics in the Kaesong and Mt. Myohyang areas as world heritage.
