Diplomatic Ties Established between DPRK and Dominica

   Pyongyang, September 27 (KCNA) -- A joint communique on establishing diplomatic ties between the governments of the DPRK and the Dominican Republic was made public in New York on Sept. 24.
    According to it, the two governments decided to establish diplomatic ties at ambassador level, prompted by the common desire to develop the friendly and cooperative relations between the two countries.
    They reiterated their will to develop the bilateral relations on the principle of peaceful coexistence, equality, mutual respect for national sovereignty and non-interference in the internal affairs of other countries in conformity with the UN Charter.
    The communique was inked by Choe Su Hon, vice-minister of Foreign Affairs, on behalf of the DPRK government, and by Carlos Morales Troncoso, foreign minister of Dominica, on behalf of the government of Dominica.


Vice-Premier Meets New Cuban Ambassador

   Pyongyang, September 27 (KCNA) -- Ro Tu Chol, vice-premier of the DPRK Cabinet, met and had a talk with Jose Manuel Galego Montano, new Cuban ambassador e.p. to the DPRK who paid a courtesy call on him, at the Mansudae Assembly Hall today.


Ryonggok Auditorium, Heritage of National Culture

   Pyongyang, September 27 (KCNA) -- Ryonggok Auditorium at the foot of Mt. Ryongak in Pyongyang is a valuable historical relic which is preserved as it was.
     Director of the History Institute under the Academy of Social Sciences Dr. Jo Hui Sung told KCNA that Ryonggok Auditorium is a precious cultural heritage of the country showing the creative wisdom, talent and developed architecture of the ancestors.
     The auditorium, he went on, was built as the local private educational institution in 1656 during Ri Dynasty. The present buildings were rebuilt in 1713.
     The buildings of the auditorium including the outer door, dormitory, inner door and others are arranged harmoniously.
     The outer door is a two storied gable roof with three spaces in the front and one space in the flank. Its first floor is the door leading to the auditorium and the second floor was used as a lecture room.
     There are the eastern study room and western study room on the both sides of the inner court.
     They are also buildings with gable roof.
     The Taesong Hall, the main building, is the largest one out of the buildings of the auditorium.
     The roof of the building has a windbreak board on its each side, which is a unique form rare to be seen in other old architectures.


Japan's Wild Ambition for Overseas Expansion under Fire

   Pyongyang, September 27 (KCNA) -- It is an invariable wild ambition of the Japanese militarists to realize their old dream of conquering Asia and other parts of the world at any cost, backed by a big power. Rodong Sinmun Thursday says this in a signed commentary.
    It cites facts to prove that the Japanese militarists are becoming evermore undisguised in their moves to realize their ambition.
    It goes on:
    The Japanese right-wing conservative forces including Aso, former secretary general of the Japan Liberal Democratic Party, are recently taking much pain to extend the "law on special measures against terrorism" as its term is nearing its expiry.
    It is not difficult to guess why they are leaving no means untried to do so. Explicitly speaking, their ulterior intention is to remain war servants of the U.S. and launch overseas expansion, backed by their master.
    The Japanese reactionaries are set to legalize the long-term presence and activities of the "Self-Defense Forces (SDF)" overseas under the pretext of "military cooperation with the U.S." in a bid to lay a military springboard from which to stage overseas aggression. Precisely for this reason they are persistently insisting on the extension of the above-said law, talking about Japan's "sustained contribution" to the U.S. "anti-terror war."
    Japan is regarding its policy of toeing the U.S. as a means for realizing its scenario for turning itself into a military power and carrying out overseas aggression and a lever for accelerating that process. It is as clear as a pikestaff that Japan's stepped-up policy of toeing the U.S. would only escalate its militarist arms build-up and the SDF's advance and operations overseas and, consequently, seriously threaten peace and security in Asia and the rest of the world.
    The Japanese reactionaries would be well advised to bear in mind the lesson taught by history that those keen to survive in reliance upon foreign forces are bound to meet self-destruction, warns the commentary.


Rodong Sinmun on U.S. "Anti-terrorism War" Doomed to Failure

   Pyongyang, September 27 (KCNA) -- Rodong Sinmun Thursday runs an article upon the lapse of six years since the 9/11 incident broke out and an "anti-terrorism war" was declared in the United States.
    Predicting that the day is not far off when the indiscreet "anti-terrorism war" of the U.S. with a gloomy prospect will prove a total fiasco and come to an end, the author of the article says:
    The world may outwardly appear to have changed in favor of the United States, but it is the United States itself which is in flame and a scream is coming from there.
    The U.S. is racing headlong in the aggressive "anti-terrorism war" but only shameful defeat and death await it.
    As of September 18 about 3,790 U.S. soldiers had been reported dead and close to 28,000 wounded. Deserters and lunatics are on the increase in the U.S. units. The number of the mentally deranged soldiers has gone beyond 40,000.
    The U.S. has also suffered incredible economic and financial losses. A survey panel of U.S. congress announced that the fund disbursed by the U.S. in the "anti-terrorism war" had run to a healthy 610 billion US dollars as of June this year since the outbreak of the 9/11 incident in 2001, of which 450 billion US dollars were squandered in the Iraqi war.
    The U.S. debt and financial crisis and the crisis of trade deficit have reached alarming levels in the "war on terrorism" that has been continuing for years.
    The reactionary "anti-terrorism war" has also brought a big political loss to the U.S.
    With the aggressive and dangerous nature of the war revealed more glaringly as the days go by, the U.S. finds itself an object of bitter denunciation and rejection in the world.
    The bankruptcy of the "anti-terrorism war" immediately means the end of the policy of strength of the U.S. The 21st century will be the century of the total fiasco of this policy.


World Maritime Day Observed

   Pyongyang, September 27 (KCNA) -- The Democratic People's Republic of Korea has faithfully performed his duty as a member of the International Maritime Organization (IMO).
    Rodong Sinmun today says this in a signed article devoted to the world maritime day.
    It goes on:
    The IMO came into being with an objective to ensure safe sailing of ships. It raised it as a major issue to ensure safe voyage of ships in more clean oceans and has since made a series of advances by exerting efforts to protect the sea environment.
    The theme of this world maritime day is for the IMO to meet the present challenges to the environment.
    The DPRK joined the IMO on Apr. 16, 1986. It has made a systematic study and assessment of the international conventions and rules newly adopted, revised and supplemented through the IMO and taken corresponding practical measures.
    It has paid attention to boosting the capability of its maritime organization.


Kim Jong Il Lauded in S. Korea

   Pyongyang, September 27 (KCNA) -- Solidarity for Implementing the South-North Joint Declaration in south Korea on September 18 reportedly produced a special video CD praising Kim Jong Il.
    It tells about the birth of Kim Jong Il, the bright star over Mt. Paektu, and his childhood and recounts that he was acclaimed on top of the headquarters of the Korean revolution as the only heir of President Kim Il Sung and he has led the DPRK-U.S. confrontation to victory by his Songun policy and conveys world public voices praising his greatness.
    The first scene of the CD presents the words: "To correctly understand Chairman of the National Defence Commission Kim Jong Il is the first step toward reunification."
    The Solidarity said it had made the CD to help the south Koreans know the prospect of the north.


Kim Jong Suk Lauded

   Pyongyang, September 27 (KCNA) -- The Association for Friendship with the Korean People headquartered in Spain posted a portrait of anti-Japanese war hero Kim Jong Suk and an article titled "A Woman Enjoying Immortality" on its Internet homepage on the occasion of the 58th anniversary of her death.
    The article said Kim Jong Suk devotedly protected President Kim Il Sung, thus showing in practice with what attitude and stand one should uphold the leader.
    She put her heart and soul into bringing up Kim Jong Il as a genuine son of the homeland and the people and a reliable successor to the revolutionary cause of the President, the homepage said, stressing:
    Kim Jong Il, by carrying forward the cause of the President, has firmly defended socialism in the DPRK, ushered in the new era of building a great prosperous powerful nation and unswervingly led the cause of global independence, thus demonstrating his august name as a great and brilliant Songun commander all over the world.

RPDC y Republica Dominicana establecen relaciones diplomaticas

   Pyongyang, 27 de septiembre (ATCC) -- Quedo publicado el dia 24 en Nueva York el comunicado conjunto sobre el establecimiento de las relaciones diplomaticas entre los gobiernos de la Republica Popular Democratica de Corea y de la Republica Dominicana.
    Segun el texto, partiendo del deseo mutuo de fortalecer y desarrollar las relaciones de amistad y cooperacion entre los dos paises, los gobiernos de ambos paises acordaron establecer las relaciones diplomaticas a nivel de embajador.
    Los dos gobiernos reafirmaron la voluntad de desarrollar las relaciones bilaterales de acuerdo con la Carta de la ONU y a base de la coexistencia pacifica, el respeto reciproco a la igualdad y la soberania nacional y del principio de no intervencion en los asuntos internos de otros paises.
    El vicecanciller coreano Choe Su Hon y el canciller dominicano Carlos Morales Troncoso firmaron el documento en representacion de sus respectivos gobiernos.


Ro Tu Chol se reune con nuevo embajador cubano

   Pyongyang, 27 de septiembre (ATCC) -- El viceprimer ministro del Consejo de Ministros de la Republica Popular Democratica de Corea, Ro Tu Chol, departio este jueves en el Palacio de los Congresos Mansudae con el nuevo embajador extraordinario y plenipotenciario de la Republica de Cuba en Corea, Jose Manuel Galego Montano, quien le hizo una visita de cortesia.


Rodong Sinmun denuncia ambicion expansionista de Japon

   Pyongyang, 27 de septiembre (ATCC) -- El diario Rodong Sinmun publico en su edicion de este jueves un comentario individual que va como sigue:
    Ultimamente, se tornan cada dia mas abiertas las maniobras de los militaristas japoneses encaminadas a realizar su viejo sueno de conquistar a Asia y el resto del mundo bajo el amparo de los paises grandes.
    En particular, el ex secretario en jefe del Partido Democratico Liberal, Aso, y otras figuras conservadoras derechistas de Japon hacen ingentes esfuerzos por dar prorroga a la "ley de medidas especiales frente al terrorismo", que va a vencer pronto.
    Ellas recurren a todos los medios y metodos para prorrogarla a toda costa con el proposito de seguir trabajando como mayordomo en la ejecucion de la politica guerrera de EE.UU. y conseguir a cambio el amparo de este para facilitar la agresion a ultramar.
    Por otra parte, los reaccionarios japoneses tratan de sentar las bases militares de la agresion a ultramar al legalizar bajo el pretexto de la "cooperacion militar con EE.UU." el estacionamiento a largo plazo y las operaciones en ultramar de las "fuerzas de autodefensa".
    En el mismo contexto, ellos insisten obstinadamente en prorrogar la "legislacion" referida abogando por la "contribucion sostenida" de Japon a la "guerra antiterrorista" impulsada por EE.UU.
    Japon toma su politica servil a EE.UU. por un medio para acelerar el proceso de conversion de si mismo en una potencia militar y la agresion a ultramar. Es obvio que si se practica esa politica con mayor intensidad, cobraran auge el aumento armamentista de corte militarista, la salida y las operaciones en ultramar de las "fuerzas de autodefensa", lo cual amenazara seriamente la paz y la seguridad de Asia y el resto del mundo.
    Los reaccionarios japoneses deben darse clara cuenta de que historicamente, cayeron siempre en bancarrota los que vivian aferrandose a las fuerzas extranjeras.
