Kim Jong Il Inspects KPA Sub-Unit
Pyongyang, November 11 (KCNA) -- General Secretary Kim Jong Il inspected a sub-unit of KPA navy unit 291.
After learning about the sub-unit's performance of duty, he went round combat and technical equipment. He expressed satisfaction over the fact that its servicepersons are prizing and handling with care combat and technical equipment.
Going round the cozy barracks and their compound, he praised the sub-unit for keeping its post in good order after sprucing up it well.
He made the rounds of an educational room, bedroom, a mess hall, a wash-cum-bath house and a daily provision store and other entertainment and educational and supply service facilities. No details escaped his attention ranging from beds of seamen to the processing of non-staple food and its storage and their tastes.
He appreciated the efforts made by the commanding officers of the unit, pleased to learn that they have provided their soldiers with good living conditions, bearing deep in mind the teaching of President Kim Il Sung that the supply service precisely means a political work.
Informed of the preparations for wintering by commanding officers of the sub-unit, he told them to make thoroughgoing measures for wintering so that the soldiers may spend the winter under warm conditions as cold weather is expected to come before long.
Underscoring the need to pay particular attention to the living of seamen as they are active in rough seas in all seasons, he said all the commanding officers should have warm love for the soldiers and take paternal care of them so that they might not feel even the slightest inconvenience in their living.
He gave the servicepersons of the sub-unit a pair of binoculars and an automatic rifle as gifts before having a photo session with them.
He was accompanied by KPA Generals Hyon Chol Hae and Ri Myong Su and Senior Vice Admiral Choe Pu Il and Ri Yong Chol, first vice department director of the C.C., the WPK.
KCNA Urges Japan to Make Political Decision
Pyongyang, November 10 (KCNA) -- The international community has expected a change in Japan's foreign policy since the appearance of a new Cabinet and new prime minister there.
But nothing has changed in its foreign policy orientation including its policy towards the DPRK.
At a recent meeting of the working group on economic and energy aid of the six-party talks Japan sidestepped economic aid to the DPRK under the pretext of the "abduction issue." It is persisting in its unilateral sanctions against the DPRK. The House of Representatives of Japan approved another bill on extending the sanctions against the DPRK including a total ban on imports from the DPRK and embargo on DPRK-flagged ships.
This proves that it has not departed even a bit from the mean political mode whereby its preceding regime adopted it as a policy to slap sanctions on the DPRK, oft-repeating a trite stance that it can never take part in economic aid unless progress is made in settling the "abduction issue."
As well known, the DPRK has taken practical measures for the denuclearization under an agreement adopted by the six parties and the countries concerned have sincerely honored their commitments under it.
However, it is only Japan which is throwing a hurdle in the way of the talks while evading the commitment it made at the six-party talks.
The above-said facts raise a question as to whether Japan is qualified to attend the six-party talks or not.
It is the calculation of the Japanese ultra-nationalists that they can secure a justification for militarization and nuclear weaponization by scuttling the six-party talks aimed at settling the nuclear issue on the Korean Peninsula.
The present Japanese Cabinet seems to be not in a position to make any decision to make a switchover in its foreign policy as it is under the strong pressure of ultra-right conservative forces at home.
Japan's sanctions against the DPRK are quite contrary to the trend of the overall international situation and will only result in making the hostile relations between the DPRK and Japan further fester.
It would be a right option for Japan to drop its trite, hard-line and conservative approach toward the DPRK and thus swim with the trend of the times.

DPRK's Stand to Boost South-South Cooperation Reiterated
Pyongyang, November 11 (KCNA) -- The DPRK will as ever perform its responsibility and role in the efforts to establish a new international economic order based on justice, equality and impartiality and boost South-South cooperation based on collective self-reliance and thus make a positive contribution to building a new world, independent and equal, says Rodong Sinmun Sunday in a signed article.
The present situation calls for foiling the imperialists' unjust moves and boosting the South-South cooperation in all fields, the article says, and goes on:
The development of the South-South cooperation will make it possible for developing countries to get rid of economic subordination and dependence on the West and successfully build self-supporting national economy. If the South-South cooperation is developed in all fields, it will be quite easy to neutralize the present unequal international economic system and build a new fair international economic order.
The people in the developing countries which won their independence have worked hard for social progress and national prosperity with common desire to realize independence. The commonness in past life, present desire and purpose of struggle provides a groundwork for the people in those countries to unite and boost the South-South cooperation.
The developing countries have enough conditions and possibilities for the South-South cooperation. If they boost economic cooperation and exchange useful technologies and experience with each other by making good use of their own economic potentials and possibilities, they can surely build self-supporting national economy and ensure their prosperous development and national prosperity without relaying on the West.
It is the consistent stand of the DPRK to boost the South-South cooperation. Over the past years the DPRK government has paid deep attention to strengthening the cooperation and rendered disinterested support and exerted much effort while taking an active part in the activities of the Non-aligned Movement, G-77 and UN organizations. In this course, it has accumulated a wealth of experience and made signal achievements.
The DPRK, as it committed at the Second South Summit, proposed cooperation projects in different fields for developing countries in Asia and Africa and has exerted efforts for their implementation this year as it did last year.
Koreans Called upon to Achieve Great National Unity
Pyongyang, November 10 (KCNA) -- Kim Jong Il's idea and policy of great national unity serve as immortal guidelines for achieving national unity and the cause of national reunification as they call for achieving the great unity of the entire nation on the basis of the principle of national independence and under the banner of patriotism, the banner of national reunification.
Rodong Sinmun Saturday says this in a signed article.
The principle of national independence represents a core issue in solving the national problem and a foundation for achieving the great unity of the whole nation, the article notes, and goes on:
Koreans raise the issue of the great unity of the nation as the most urgent demand at present in order to establish national sovereignty throughout Korea and accomplish the cause of national reunification and achieve prosperity common to the nation by its concerted efforts.
National independence guarantees the destiny and prosperity of the nation. It is senseless to talk about the great unity and reunification of the nation away from the principle of national independence because the great unity of the nation based on the above-said principle alone can always remain vital and fully display its might.
The Koreans' spirit of patriotism and national disposition peculiar to them serve as an ideological and moral mainstay for the great unity of the nation.
Their unanimous desire and will for reunification are a clear manifestation of their strong national self-esteem and patriotic traits to put an end to the history of the tragedy of national division as early as possible and build a reunified and prosperous country on this land and thus greatly exalt the dignity and honor of the Korean nation.
This patriotic spirit and national disposition common to the Koreans should be regarded as an ideological and moral mainstay for achieving the great unity of the nation. Only by doing so, can they achieve the great unity of the entire nation irrespective of ideology, ism, political view and religious belief and differing interests of classes and strata that exist among them.
Abolition of NSL Demanded in S. Korea
Pyongyang, November 11 (KCNA) -- The People's Solidarity for the Abolition of the "National Security Law" in south Korea reportedly issued a statement titled "Immediately set free detainees and abolish the NSL" on Nov. 6.
The statement recalled that on Tuesday the security authorities walked off Ra Jin Suk, chairperson of the General Student Council of Konkuk University for 2002, and Hong Ki Ung, vice-chairman of the General Student Council of Seoul Industrial University for 2003, who participated in the struggle for the abolition of the NSL staged in Seoul.
At present many students affiliated with the south Korean Federation of University Student Councils (Hanchongryon) have been detained and sought on the want list so that they cannot enjoy even elementary human rights, it said, deploring the attitude of the security authorities cracking down on the progressive student organizations.
It is an undemocratic act to brand Hanchongryon as an "enemy-befitting organization", going against the trend of the times today when reconciliation, cooperation and exchange are getting brisk between the south and the north, the statement said, urging the south Korean authorities to immediately release those detained and repeal the NSL.

Speakers at the press conference deplored that the NSL is denounced by all circles as an evil law in the era but the authorities are lending a deaf ear to this.
They demanded the "National Assembly" immediately pass the "bill on abolishing the NSL" as agreed by the south and the north to adjust the legal and institutional mechanisms with a view to developing the south-north relations to meet the purpose of reunification.
They stressed that the progressive organizations of all circles would wage a sustained massive practical action for the abolition of the NSL.
At the end of the press conference members of the organization marched as far as the building of the "National Assembly".

Ra and Hong attended a demonstration staged by organizations of all circles in demand of the abolition of the "National Security Law" on the same day. They said that President Kim Il Sung embarked on the road of revolution in his early years, liberated the country through armed struggle and built a powerful socialist state, independent in politics, self-supporting in economy and self-reliant in national defence, in Korea by successfully carrying out the revolution of several stages.
Stressing that the President had worked heart and soul to reunify the country divided by foreign forces, the speakers noted that he examined a document related to the matter of national reunification even in the last moments of his life.

Attending there were Ko Tok U, vice-chairman of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon) and director of its Department for Compatriots' Living, Sumiko Shimizu, representative of the Japanese Women's Society for Solidarity with the Korean Women, and Akihiro Harata, co-representative of the Central Headquarters of the Japanese Side to the Fact-finding Group on Forcible Drafting of Koreans, who are co-representatives of the executive committee for the meeting, and other officials concerned, Korean residents in Japan and Japanese people.

The reporters charged that the Japanese government is still evading its historical responsibility for the tragic death of Korean victims to the forcible drafting by Japan and, on the contrary, is being hell-bent on violation of rights of Koreans in Japan, descendants of the victims, and unreasonable suppression of Chongryon organizations.
The meeting heard a testimony made by Kim Sung Ho, chairman of the Hyogo Prefectural Association of Korean Workers in Commerce in Japan, who is a bereaved family member of the victims of forcible drafting.
