North-South Military Working Talks Held
Pyongyang, November 12 (KCNA) -- Military working talks were held at Thongil House in the portion of the north side in Panmunjom on Monday for the opening of the north-south defence minister-level talks.
At the talks both sides agreed to hold the talks from Nov. 27 to 29 in Pyongyang to discuss military measures for the implementation of the "Declaration for the Development of North-South Relations and Peace and Prosperity" and further discussions on relevant technical matters.
DPRK Delegation Leaves Here
Pyongyang, November 12 (KCNA) -- A delegation of the General Federation of Trade Unions of Korea (GFTUK) headed by Chairman of its central committee Kim Pyong Phal left here Monday to visit Syria and Iran.
It was seen off at Pyongyang Railway Station by Kim Yong Do, vice-chairman of the GFTUK Central Committee, Muhammad Adib Al Hani, Syrian charge d' affaires a.i. here, and Hamid Reza Sadegh, Iranian charge d' affaires a.i. here.
UNESCO Science and Technology Book Exhibition Opens
Pyongyang, November 12 (KCNA) -- A UNESCO science and technology book exhibition was opened under the co-sponsorship of the UNESCO and the DPRK National Commission for UNESCO and the Organizing Committee of the Pyongyang International Science and Technology Book Fair on the occasion of World Science Day for Peace and Development.
On display at the exhibition hall are books on science and technology in different fields recently published and donated by the UNESCO.
Its opening ceremony took place at the People's Palace of Culture on Monday.
Present there were Jon Hyon Chan, vice-chairman of the organizing committee, officials in fields of education and the press, scientists and technicians.
Also on hand were Yoslan Nur, delegate of the UNESCO on a visit to the DPRK, a member of the WHO mission and officials of the Russian embassy here.
Speeches were made at the ceremony.
Pak Song Ok, secretary general of the organizing committee, said that the books presented by the UNESCO would be helpful to the work of scientists and technicians in the DPRK, and expressed the will to boost interchange with the organization in the idea of independence, peace and friendship.
Yoslan Nur recalled the fact that the UNESCO took part in the Pyongyang International Science and Technology Book Fair several times. The current visit provided him with an opportunity to know well about the steadfast will of Kim Jong Il to further develop the nation's science and technology and his wise guidance, he said, expressing the will to actively cooperate with the DPRK in the future, too.
A certificate of UNESCO's donation of books to the DPRK was conveyed to the delegate at the ceremony.
Book "Water-birds on Coast of Korean West Sea" Off Press
Pyongyang, November 12 (KCNA) -- A book "Water-birds on Coast of Korean West Sea" was newly published in the Democratic People's Republic of Korea.
The book was brought out for the purpose of protecting the habitats of seasonal birds on the coast of the West Sea of Korea in a part of the efforts for translating into practice the program of the cooperative object of the GEF "Korean West Sea Coastal Biodiversity Management." The protection has become an issue of international concern.
Along with general knowledge on ecological features of birds, the book gives an article on the main passage routes of seasonal birds in the northeast Asian region and a photo-illustrated article on features of various kinds of birds which live in swampy lands including the vast tideland and estuaries of rivers on the West Sea coast of Korea and uninhabited islets. These areas are also transit areas for migratory birds.
It, which introduces water-birds which inhabit the west coast of Korea by dividing them into 16 families including gruidae, ciconiidae and laridae, will help the readers positively protect water-birds.
Peppered Bean Paste
Pyongyang, November 12 (KCNA) -- There is red peppered bean paste tasty, rich in nutritive value and fragrant among the folk dishes of Korea.
It is hot paste of red color which is made from various kinds of grains and soybean by fermenting them mixed with pulverized red pepper.
There are various kinds of peppered bean paste including one for side dish, vinegar one for roast meat, one for slices of raw fish or meat and one for cooking sliced dried vegetables.
According to raw materials, the peppered paste is divided into rice, glutinous rice, barley, wheat and meat ones.
It came into being while applying red pepper to processing seasonings and dishes from after the 17th century when pepper was widely cultivated in Korea.
The book "Sanrim Kyongje (forest economy)" which was published in the early years of the 18th century introduced its manufacturing method for the first time.
Its making method was completed in the latter half of the 18th century in Korea and it has been since applied to the dietary life of the Korean people.
Gifts to Kim Jong Il from Peruvians
Pyongyang, November 12 (KCNA) -- General Secretary Kim Jong Il was presented with gifts by Peruvian figures on the occasion of the 16th anniversary of his assumption of office as supreme commander of the Korean People's Army and the 90th birth anniversary of anti-Japanese war hero Kim Jong Suk.
The gifts were conveyed to the DPRK ambassador to Peru by Yuri Cesar Castro Romero, secretary general of the Peruvian-Korean Institute of Culture and Friendship, and Felix Fernandes Torres, international secretary of the Revolutionary Socialist Party of Peru and secretary general of the Peruvian Committee for Supporting the Independent and Peaceful Reunification of Korea, on Nov. 6 and 7.
Yuri Cesar Castro Romero said it is the manner of his family to deeply revere and follow Kim Jong Il, expressing his will to take the lead in the efforts to realize global independence true to the noble intention of Kim Jong Il.
Felix Fernandes Torres noted that the Songun politics pursued by Kim Jong Il is powerfully arousing the world revolutionaries and people to launch a fresh struggle for the right to national self-determination and independence.
Japanese Reactionaries' Militarist Scenario under Fire
Pyongyang, November 12 (KCNA) -- The Japanese reactionaries should abandon their criminal attempt to achieve their ambition for overseas aggression by hoodwinking the world public with a foolish trick, observes Rodong Sinmun Monday in a signed commentary.
Referring to the fact that some days ago the Japanese authorities suspended the activities of the Japan Maritime "Self-Defense Force" (MSDF) to refuel ships engaged in "anti-terrorist operations", the commentary notes: They were compelled to take this step under the pressure of the public at home and abroad, not because of any change in their ambition for overseas aggression.
Far from drawing a lesson from this, the Japanese reactionary quarters are talking about the necessity to institute a permanent law on the dispatch of the SDF overseas. They are busying themselves with rash acts, asserting that they would hold a joint briefing and take up this matter at the Japan-U.S. summit talks.
The aim sought by them in their oft-repeated call for adopting a permanent legislation is clearly proved by the remarks made by the Japanese prime minister. He uttered that a permanent law is required as the SDF may fail to immediately respond to the request of the international community because the SDF needs some time before going into action under the "Law on Special Measures against Terrorism".
Japan regards its "military cooperation with the U.S." as a golden opportunity to pave the way for overseas aggression. The Japanese authorities are complaining that the withdrawal of the MSDF from the Indian Ocean would result in lowering the efficiency of all maritime anti-terrorist activities. This is nothing but sophism to cover up their wicked intention and ambition for aggression.
Japan's militarist nature and sinister aims are being brought into bolder relief as the days go by. Japan's ballyhooing about "international contribution" is no more than a slogan for overseas aggression.
Abolition of NSL Demanded in S. Korea
Pyongyang, November 12 (KCNA) -- The south Korean Federation of University Student Councils (Hanchongryon) reportedly made public a statement titled "Immediately release the detained students and abolish the anachronistic National Security Law(NSL)" on November 6.
The statement accused the police authorities of taking to a police station Ra Jin Suk, chairperson of the general student council of Konkuk University for 2002, and Hong Ki Ung, deputy chairman of the general student council of Seoul Industrial University for 2003, both former deputies to Hanchongryon, for the mere reason that they participated in the demonstration demanding the abolition of the NSL.
The statement deplored that Hanchongryon is labeled an "enemy-benefiting organization" by the NSL, a treacherous, anti- reunification and anti-human rights law, and all those chosen as student leaders of organizations affiliated to Hanchongryon are forced to undergo all sorts of sufferings after being put on the want list.
There is no reason to keep the NSL any longer, the statement noted, declaring that the 15th-term Hanchongryon would wage a positive struggle to throw the evil law into the dumping ground of history without fail.
The south Korean authorities should lift the labeling of the patriotic organizations for reunification including Hanchongryon as "enemy-benefiting organizations", repeal the NSL going against the era of reunification and release the detained students, it demanded.
Attempt to Frustrate People's Struggle Denounced in S. Korea
Pyongyang, November 12 (KCNA) -- The "Organizing Committee of the Day of All people's Action in 2007" reportedly called a press conference in Seoul on Nov. 8 and denounced the rash attempt of the public security authorities to thwart the struggle for "Nov. 11, the day of all people's action in 2007 for checking the signing of the south Korea-U.S. FTA, for the abolition of part-time jobs and for peace against war."
Speakers at the press conference recalled that the police authorities ordered a ban on the action and even preliminary meetings of organizations of various strata, alleging that "it might obstruct traffic" and "might turn into a violent rally" when the organization filed a notice on the rally.
Noting that the police authorities, on the other hand, approved a rally of the conservative forces scheduled on the same day, the speakers said: This is an open act of suppression intended to foil the all-people turnout in November.
The public security authorities might be able to ban the rally by force, but never be able to dampen the urgent demand of the people for social democracy and the right to existence, they said.
They declared that the people of all social strata would pool their strength and surely bring the people's all-out action to a success, braving the suppression of the authorities.
DPRK's Important Days Observed in Nigeria
Pyongyang, November 12 (KCNA) -- A reading session and a film show were held at the Nigerian Group for the Study of the Juche Philosophy on October 29 on the occasion of the 62nd anniversary of the foundation of the Workers' Party of Korea (WPK) and the 81st anniversary of the formation of the Down-with-Imperialism Union (DIU).
Present there were M. M. Alhassan, chairman of the Nigerian National Committee for the Study of the Juche Idea, Aba Sadik, chairman of the Nigerian Group for the Study of the Juche Philosophy, and other personages and people.
Prior to the reading session held on "My Family" from Chapter 1 of Volume 1 of Part 1 The Anti-Japanese Revolution of the reminiscences of President Kim Il Sung "With the Century," M. M. Alhassan said that the month of October this year is a significant month for the Korean people as it marks the 62nd anniversary of the foundation of the WPK and the 81st anniversary of the formation of the DIU.
Noting that the DIU formed by Kim Il Sung became historic roots of the WPK, he continued that the Songun politics pursued by the WPK is publicly recognized as an all-powerful political mode fully conforming with the present era.
He stressed that the WPK would win victory after victory in the future, too, under the outstanding guidance of great Kim Jong Il.
The participants of the film show watched Korean film "For Liberation of the Country."

Kim Jong Il inspecciona una subunidad naval del EPC
Pyongyang, 12 de noviembre (ATCC) -- El Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea, Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea y Comandante Supremo del Ejercito Popular de Corea, inspecciono una subunidad de la unidad No. 291 de las fuerzas navales del EPC.
Despues de enterarse del estado de cumplimiento del deber de la subunidad, el Dirigente recorrio los equipos tecnicos de combate y se mostro satisfecho de que los militares los cuidan bien.
Al contemplar el cuartel y el recinto bien ordenados dijo que los militares los mantienen escrupulosamente.
Al recorrer la sala de educacion, el dormitorio, el comedor, el bano, el deposito de alimentos diarios y otras instalaciones de cultura, educacion e intendencia, se entero de los detalles del alojamiento de los marineros, de la elaboracion y conservacion de alimentos subsidiarios y platos preferentes de ellos.
Se mostro satisfecho de que, en acato a las instrucciones del Presidente Kim Il Sung de que el trabajo de la intendencia es precisamente la labor politica, los miembros de mando de la unidad prepararon excelentes condiciones de vida para los soldados y elogio sus esfuerzos.
Al recibir el parte de los comandantes de la unidad sobre el estado de preparacion para invernar, senalo la necesidad de tomar estrictas medidas para pasar el invierno que se aproxima, de modo que los militares lleven la vida confortable tambien en invierno frio.
Al senalar la necesidad de prestar atencion particular a la vida de los marineros que cumplen su deber en el mar de olas furiosas en todas las estaciones, subrayo que todos los miembros de mando deben cuidar con caluroso amor paternal a los soldados, de modo que no sientan incomodidades algunas.
El Dirigente Kim Jong Il dio binoculos y fusil automatico a los militares de la subunidad y se fotografio junto a estos.

Rodong Sinmun revela intencion militarista de reaccionarios japoneses
Pyongyang, 12 de noviembre (ATCC) -- Los reaccionarios japoneses deben abandonar su intento criminal de agredir a ultramar enganando a la opinion publica mundial con sus artimanas malpensadas.
Senala asi el diario Rodong Sinmun en un comentario individual de este lunes y prosigue:
Hace poco, rendidas ante la presion en el ambito nacional e internacional, las autoridades japonesas se vieron obligadas a suspender por el momento las actividades de nodriza de sus "fuerzas navales de autodefensa" para las "operaciones antiterroristas", lo cual no significa el cambio de la ambicion expansionista de ellas.
Sin embargo, en vez de aprender la leccion, los gobernantes reaccionarios de Japon insisten en la necesidad de instituir una ley permanente que autorice el envio a ultramar de las "fuerzas de autodefensa" y para este fin, se afanan en los preparativos para convocar una reunion explicativa conjunta y aprovechar la cumbre Japon-EE.UU.
El premier japones dejo en claro el objetivo y la necesidad de esa ley al decir que "en virtud de la 'ley de medidas especiales frente al terrorismo', no podemos responder a tiempo a la peticion de la sociedad internacional porque se necesita algun tiempo hasta que entren en accion las 'fuerzas de autodefensa'".
Japon ve la "cooperacion militar con EE.UU." como una buena oportunidad para abrir el camino de agresion a ultramar.
En su intento de disimular tal intento, las autoridades japonesas dicen que la retirada de las "fuerzas navales de autodefensa" disminuye la eficiencia de todas las actividades en el Mar Indico para detener las acciones terroristas"
Pero, se hace cada dia mas fuerte la identidad militarista del pais isleno.
En tal sentido, la "contribucion internacional", de que habla tanto Japon, es precisamente la consigna para invadir a ultramar.
Rodon Sinmun llama a desarrollar la cooperacion Sur-Sur
Pyongyang, 12 de noviembre (ATCC) -- En el futuro tambien al igual que en el pasado, la Republica Popular Democratica de Corea cumplira con su responsabilidad y papel para establecer un nuevo orden economico internacional basado en la justicia, igualdad e imparcialidad y desarrollar la cooperacion Sur-Sur basada en la autoconfianza colectiva y asi contribuira activamente a la construccion del nuevo mundo independiente e igual.
Asi senala el periodico Rodong Sinmun en un articulo individual del dia 11 y continua:
La situacion de hoy demanda frustrar las injustas maniobras de los imperialistas y ampliar globalmente la cooperacion Sur-Sur.
Al desarrollarla los paises en vias de desarrollo podran liberarse de la dependencia y el apoyo economicos del occidente y construir exitosamente la economia nacional independiente. Tambien, podran hacer impotente el actual sistema economico internacional injusto y establecer seguramente un nuevo y justo orden economico internacional.
Los pueblos de los paises en vias de desarrollo que lograron su independencia se esfuerzan con la aspiracion comun a realizar la independencia por lograr el progreso social y la prosperidad nacional. La comunidad de la vida del pasado, la aspiracion y el objetivo de lucha de hoy sirve de una base para que los pueblos de los paaises en vias de desarrollo se unan para desarrollar la cooperacion Sur-Sur.
Estos paises tienen suficientes condiciones y posibilidades para realizarla. Si ellos fortalecen la cooperacion economica e intercambian buenas tecnicas y experiencias utilizando correctamente las potencialidades y posibilidades economicas propias, podran construir la economia nacional independiente y lograr el desarrollo del pais y la prosperidad de la nacion sin apoyarse en los paises occidentales.
La invariable posicion de la Republica Popular Democratica de Corea es ampliar y desarrollar la cooperacion Sur-Sur. En el pasado el gobierno de la RPDC, al prestar una profunda atencion al fortalecimiento de esta cooperacion, participo activamente en las actividades del Movimiento de No Alineacion, el Grupo de los 77 y las organizaciones de la ONU, hizo esfuerzos, brindo apoyo sincero a estas actividades y en este proceso logro muchas experiencias y exitos.
Como lo prometido en la II Cumbre del Sur, el ano pasado y el presente ano la RPDC dio iniciativa a los planes de cooperacion de varios dominios para los paises asiaticos y africanos en vias desarrollo y se esfuerza por llevarlos a efecto.
